p More than 100 children gathered for a ‘hopping’ good time at the Taha Awa Riverside Gardens for Easter activities and an Easter egg hunt. The Northern Wairoa Football Club also provided the sausage sizzle and Dargaville High School students volunteered their time to offer the children free face painting. Taha Awa Riverside Gardens Trustee, Sheena McKenzie, said the aim of the day was to raise the profile of the gardens and encourage more people to use them. “It was awesome to see the kids so happy and running around in the gardens and having fun, because that’s what the space is for,” she said. Mangawhai rates review rejected u by Paul Campbell

The Court of Appeal has ruled that more than $14 million in Northland Regional Council rates set for Kaipara between 2011 and 2016 are valid, overturning a lower court decision that invalidated rates set between 2011 and 2016.

“We are having all the work done by local tradesmen and these are being arranged in terms of their ongoing work commitments. The project is definitely coming to fruition.”

The venture is under the umbrella of the newly formed Paparoa Village Health Care Ltd, a partnership of the medical society and Coast to Coast Health Care Ltd, which will equally share ownership.

“With all the work, we are pretty much in the budget ballpark,” said Mr Taylor.

“It is a large project for the medical society and for (wider) Paparoa, but the outcome will be a facility that will serve the Paparoa community for many years to come and offer possibilities for further development.

“We see a social services and community hub with plenty of off-road parking, and parklike grounds developing a as a great community space.” ¢

by the regional council — the decision allows the regional council’s appeals against the earlier High Court findings and provides much-needed clarity for ratepayers and councils all over New Zealand.”

He said the case had implications for local authorities nationally and at its heart was the NRC use of Kaipara District Council to collect rates on its behalf.

The judgement refers to collaborative arrangements for rate collection as having ‘the laudable aims of minimising cost and increasing efficiencies as required of the Regional Council by the local Government Act’.

“Today’s decision means we can continue with the efficient administration of rates through use of shared service arrangements, providing value for money for our shared ratepayer base,” Mr Shepherd said.

As work gets underway, containers have been provided for the storage of library books as well as for the files and equipment from the now closed medical facility.

Paparoa Medical Society chair, Graham Taylor, noted that the former clinic was located in a 100km/h area, while the planned new centre will be within the 50km/h town limit.

“A project manager, Trigg Construction from Whangarei, has been appointed to the new site, which requires extensive work to renovate the two storey complex to code and a level five fire rating, as we will have rented accommodation on the second floor,” he said.

“The time frame is a little dependent on the work that is required; as we have to check wiring and alterations to be compliant. Converting an existing building to cover modern regulations for public use is very challenging and the society has taken time to ensure it is fully conversant with those requirements.

The High Court in Whangarei made the invalid ruling last year, but did not order a refund.

An application for judicial review was filed by the Mangawhai Ratepayers and Residents’ Association, its chairman, Bruce Rogan, and his wife, Heather.

Last week’s Court of Appeal decision followed an NRC appeal against the High Court decision quashing several years of its rates in the Kaipara district and an earlier related decision by the High Court; which found issues with the rating practices — how council set due dates for the payment of rates and its arrangements for rate collection within the Kaipara district.

NRC chairman, Bill Shepherd, says the council “will need to examine the latest finding in more detail over the next week or two.

New faces at Gumdiggers

Belgian tourists, Angie Stock and her partner Nick, had a bumpy start to their dream trip around New Zealand and wrote home to a Dutch magazine detailing how Kaipara hospitality got them back on track.

The first challenge started when their van became stuck in the sand on 90 Mile Beach, however, they were rescued by a local who towed them out after they spent the night on the beach.

The next bump came when they almost ran out of petrol after visiting the Waipoua Forest. Again they were taken in by locals at the Kaihu Tavern and offered a place to stay.

“By meeting the locals and having a drink, our adventure was back on track.

We were offered a place to stay and didn’t have to worry about our empty gas tank,” Angie wrote.

“With a beer in our hand we met some local farmers. One of them invited us to the Kai Iwi Lakes dog trials the next day.

I convinced Nick to go and decided to take up the offer and join in.”

It was at the dog trials they met Elizabeth and Mike Dark who immediately invited them to their home for the night.

One night turned into seven and the couple experienced milking a cow, getting the cows in, shearing and rounding up sheep and training horses.

New trust to help youth

A new community trust is starting up in the North Kaipara area and will work with vulnerable youth.

Director, Glenn Henderson, has been working with high-risk youth since 2003 before moving to Tuakau where he did the same work.

When he returned, it was suggested that Dargaville would benefit from a similar organisation to those he had been working with.

Glenn spent one year researching whether there was a demand for a similar trust in North Kaipara and found there was.

“We have formed a partnership with a trust called Springboard, based in Snells Beach, and their founder is now one of our trustees,” he said.

Springboard has been working with vulnerable youth and families in the Warkworth and Wellsford area since 2002, and was awarded Community Change-maker of the Year by Philanthropy New Zealand.

“We spoke to schools and police and any favourable intervention was a good thing in their minds. We then established a trust made up of members who want to help bring a positive change to vulnerable youth and their families,” said Glenn.

The first programme, Learning Hub, will offer a level two NZQA qualification Certificate in Foundation Skills for people aged 16-19.

Springboard is working with groups in Otorohanga, Helensville, Te Awamutu and now Dargaville, all with separate identities but working together.

Funding for lakes facilities Kai Iwi Lakes will be seeing some new facilities thanks to funding from the Ministry of Business Innovation and Employment.

The successful funding application means Kaipara District Council can progress its planned project for additional toilet facilities and a campervan dump station at Lake Waikare.

The funding will top up KDC funds allowing the $140,500 project to commence in September.

Campsites at Promenade Point and Pine Beach provide the visitors with shower and toilet blocks, however, the Domain is currently without a dump station, which can limit how long a campervan stays.

Acting chief executive, Peter Tynan, says Lake Waikare is becoming an increasingly popular location for events.

“Well-frequented by motorhomes and campervans, along with its swimming pontoon and newly installed picnic tables, Lake Waikare is an ideal location for additional toilets and campervan facilities.

The “Just think - Does it look right?” campaign is designed to make people aware of their surroundings when they are near powerlines and be alert to hidden dangers like underground cables and electricity cables in waterways.

The campaign is due to serious concerns around the amount of ‘near misses’ around their electricity networks.

There have been numerous incidents of people hitting underground cables, making contact with overhead power lines and de-stabilising power poles by digging too close. However both companies believe many more incidents occur each year that are not reported.

Northland horse enthusiasts looking for a new sport have been tempted over to the ‘dark side’ with a Have-A-Go weekend advancing their equestrian skills at Omamari last weekend.

The event was held by the newly established Northland Cowboy Challenge Club, and gave riders the opportunity to try their horses over, around, under, and through many obstacles provided on the course, with experienced tutoring and assistance.

Also on the trip from March 19-23 was Ruawai College student, Lanea Llewell-Huriwaka, paddling in the singles.

A new school-based throat swabbing programme aims to stop cases of strep throat and rheumatic fever from slipping through the gaps.

A Dargaville man whose next of kin could not be located after he died has been laid to rest at the Mt Wesley cemetery, surrounded by neighbours and friends.

The programme is being run by Te Ha Oranga, the Ngati Whatua iwi hauora health service provider, who began delivering the rolled out the service earlier this year to children from 14 schools in the Kaipara region.

Thomas Brugman died in Dargaville Hospital on July 14, 2017 and his body was moved to a funeral home, however, no family could be found even after a Netherlands embassy search of the Netherlands.

“Upon hearing about his case and the funeral director’s struggle to find a solution to lay him to rest in the absence of a Will, we stepped in to resolve the issue, and support FDANZ’s submission for a legislation change to ensure this case is not repeated.

“The service was attended by local friends of Thomas and one of our local representatives to ensure he had the send-off he deserved.” Hart Funerals general manager, Gary Taylor, said

“He was quite social, but on his terms. It was good they were able to say goodbye. This is a really good example of the community coming together.”

The Otamatea HarbourCare Committee has announced an assistance programme for local landowners to plant trees, after receiving a substantial grant from Foundation North.

The $12,000 grant has been approved to meet nursery costs, and the 20,000 free trees will be provided to properties within the Maungaturoto free calling area and Kaipara Harbour catchment. The planting is to be alongside waterways or erosion-prone areas, and landowners must collect a minimum of 300 trees.

Community planting days are expected to start at the end of May for local groups of volunteers wanting to

The clocks have been turned back, the equinox has come and gone, and with luck the Easter Bunny has paid a visit too. It’s seriously time to consider what winter has in store for you and your home. The message from local professionals across the various industries, which bring us warmth and weathertightness is the same — act now and get the ball rolling before the snowball of winter rolls right over you!

The first place to being prepared is with securing your home against heat loss. In fact, the same can be said for you yourself — it might not be time to break out the thermals and long johns yet, but a fresh set is a good standby in the wardrobe. Any draughts, cracks, gaps and ill fitting windows need to be

fixed; so when it’s time to batten down the hatches they all batten correctly.

Another couple of industries with a lead-in time who should be contacted soon for winter satisfaction are those who install and produce flooring, and those who design and fit thermal drapes.

Flooring is both a stylistic and personal choice, as well as a practical means of making your home warm and cosy.

winter. A tidy up around the garden could stop problems of overgrowth before they happen, and a judicious pruning here and there may prevent branches or whole trees falling in storms — or worse yet, disabling your power lines.

The garden is also where many folks will be firing up their chainsaws to lay in a stock of dry timber for the fireplace.

After a long summer packed away in the shed, it’s a good idea to give your saw the once over and a much needed service, oil change and sharpen.

Finally, it’s the season to look at your guttering — and the nasties which can get into both your water tank and your home if this vital system is left unprotected.

Rise of the red contender Kymco is one of the biggest names in global scooter, ATV and motorbike manufacturing — but many of us here in New Zealand have only just heard the name of this massive industrial powerhouse. With customers all throughout the challenging Asian market Kymco actually produce more units than several other big names combined.

It all began back in 1963, when even the Japanese auto industry was in its infancy. The whole nation of Taiwan was only founded a decade or so earlier, and helping build a transport infrastructure for a brand new state gave Kymco a steep learning curve. They’ve relished a challenge ever since, taking on the Thai jungles, Cambodian hill country, Burmese river lowlands and even more.

After that gruelling testing ground, Kiwi farms should be a walk in the park, right?

Well, the engineers at Kymco know that the answer is both yes and no. Harsh terrain comes in different varieties, and the rocky, muddy conditions in our back country may not contain so many poisonous spiders and snakes, but they are a rugged test for a quad. Hence the hours of research and development poured into their MXU 500 ATV — a workhorse designed to keep going and going on the farm, season after season.

It begins with a high-torque 36 horsepower engine mounted low and central for intuitive balance and control.

A tried and tested double overhead cam, four-stroke, liquid cooled 499cc mill provides the get up and go, sitting in that sweet spot between raw power and fuel

efficiency. Everything here is designed with ease of use in mind, and some oldfashioned rugged sensibilities are still present for emergencies.

Here’s one feature which says it all — there is a modern electric starter, as one would expect.

But if you’re out in the field and suffer damage there’s a backup pull starter just in case. This might be a convenience here, but overseas where being stuck in the hinterland is far more dangerous, it’s a life saver.

This emphasis on simple and multiplebacked-up systems goes on throughout.

The four disc brakes are designed not to pick up muck and stones. The chassis is made to be easy to water blast clean.

The CVT auto gearbox adjusts itself to the towed load and onboard weight so there’s no need to wrangle a gear stick.

Planting forests is an easy way to offset greenhouse gas emissions from livestock.

An average dairy farmer could plant nearly two hectares a year in radiata pine to totally offset the gases their cows make.

It wouldn’t even have to be on their own land.

The farmers profit from the trees at harvest – and then replant.

TEMPORARY ROAD CLOSURE Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, the Kaipara District Council is required to advertise applications for temporary road closures a minimum of 42 days prior to the event taking place, allowing public a window period of 2 weeks to object to the closures.

Prior to being publicly advertised these applications require an internal review to ensure they are complete and meet Council requirements. These publications also need to meet deadlines set by the publications company for proofing and editing. A briefing outlining the details of the event will be sent to a Council meeting for consideration along with any objections which may have been received during the notification period.

Kaipara District Council generally hold monthly Council meetings which are normally timed for the end of the month, often there are longer breaks over the Christmas/New Year periods. Any submissions for consideration to these meetings need to be compiled and approved by General Managers two weeks prior to the date set for these meetings to ensure inclusion in the agenda.

Once a decision is obtained, and if approved by Council, we can then approve all the required documentation, notify stakeholders, and publicise the final event.

Lessons start 7.00pm Monday 9th April at the Memorial Park kiosk.
