Council adapts in Covid-19 fight  by Paul Campbell

The Kaipara District Council has become one of the first in the country to use technology to overcome lockdown provisions under the Covid-19 level four restriction, to hold its meeting on a digital platform.

Anzac celebrated differently  by Andy Bryenton

With Anzac Day falling within the period of mandatory selfisolation, many have wondered how we can still afford our veterans and those who made the ultimate sacrifice for their country the respect they deserve this year.

Several unique ideas have been put forward, all of which seem worthy of appreciation.

Sadly, the physical ‘red poppy’ appeal will not go ahead on the streets this year, the first time it has been unable to proceed since 1922. This publication will continue its tradition of printing poppy-shaped messages of respect and tribute from our local clubs, businesses and organisations, with a donation made to local RSA clubs. Additionally, on the week before the 25th, the centre pages of the Kaipara Lifestyler will be dedicated to messages from those prominent community groups who traditionally take a significant part in the dawn parade ceremony.

Their words, in print, will be able to be read and contemplated by families observing a dawn vigil on their doorsteps and driveways on the morning of the 25th, an idea, which is gaining traction across the nation as a way to pay our respects while maintaining our ‘bubble’ of family isolation. We hope that this combination of poppies and some words of remembrance will go some way to filling the cultural gap left by the necessary but sad cancellation of 2020’s true ceremony.

Another capital idea comes from Dargaville Arts Association gallery manager Robyn Mitchell. She has suggested combining the current trend of placing a teddy bear in a prominent

It’s also a way of showing that your household is respectful of our servicemen and women, at a time when we can’t go out and do the usual dawn service and wreath-laying.” 

Tip protest seeks government help  by Paul Campbell

Local body politicians across Kaipara and Northland MP Matt King have joined in opposition to an attempt to have a public submission process continue in limited electronic form during the current Covid-19 level four lockdown and State of Emergency across the nation.

They have joined a call for help from the Fight the Tip protest movement opposed to the proposed Auckland rubbish dump in the Dome Valley, seen as a threat to the Kaipara Harbour, among other environmental negatives, Auckland Council notified Waste Management’s resource consent and zone change applications on March 26, with public submissions called in the next 40 working days, or until May 26.

March 26 was day one of level four, a move that shut down public access to hard copies of relevant documents and submission forms. Instead, the council sought online submissions and Fight the Tip points out this is not available to many submitters in the rural Kaipara in particular.

“These are unprecedented times with people under a lot of stress.

until things are back to normal and people have reasonable access and time to make their submissions,“ said Northland MP Matt King. ”It is a no brainer to hold off.”

It is understood there is some sympathy for the hold in submissions in the Auckland Council, but that Waste Management is asking that its application is heard as scheduled before the lockdown. Council is said to be unable to suspend the submission period under the Resource Management Act, and FTT supporters are now asking the government to change the rules as part of emergency lockdown legislation.

In the meantime FTT executive member, Michel Carmichael has advised people not to “rush your submission.

“At worst you have until the existing May 26 deadline, but we hope to get this extended out further.”

Butchers keep supplying

Smaller businesses need help

My heart goes out to those businesses and individuals in Northland who are suffering as the full weight of coronavirus and the government’s constraints and regulations needed to contain the virus take hold.

The word ‘unprecedented’ is used a lot these days. However, in my view, it is unhelpful. For one thing, it states the obvious. For another, if the past can’t give any precedent/guidance, we should focus on the present and what we can learn now for the future.

One of those things I believe they can learn right now is the importance of consistency. Three weeks into level four status, we still haven’t any consistency or clarity regarding the small businesses that are the lifeblood of Northland’s communities.

I am thinking here particularly of butchers, bakers and the greengrocers who were told only last week that they can trade online but still may not open their retail stores.

Why is that? Well, because the Ministry of Business, Innovation and Employment (MBIE) website says: ‘butchers, bakeries and similar smallscale retailers are considered nonessential, as similar products are readily available in supermarkets.’

Really? Thirty-five per cent of fruit

and vegetables go through small independents, and they keep supermarkets competitive. Moreover, in the small towns that dot Northland, people don’t have to travel so far to reach them. Crowd control and the two-metre social distancing are easier to manage in these small premises, so shopping is safer.

It is not a case of supermarkets vs smaller retailers. My contention is that both have a role to play. Still, through this government’s inconsistent thinking, only supermarkets are given a fair go.

Giant supermarket chains can absorb the worst effects of coronavirus. They will come out the other side. Many of our smaller, family-owned, businesses will not. I have had business owners ring me in tears, terrified of the future.

The government needs to step in now, recognise their plight, and give them a hand.

They need to let them reopen — and quickly.

“The locals around the areas are enjoying still getting their meat from us and changing from a face to face operation to an online format,” says company owner Dan Klink.

“We have dialled things back, but are offering the best we can at this time.

The last award we won was the gold medal in the sausage competition at the end of last year. It was a protein-based sausage with 30 per cent beef and beans. It is like a nacho in a sausage, and we still have them in stock. Our customers absolutely love them — the sales went crazy because we got featured on Seven Sharp.

“Ange is at home with the children, and we have reduced our hours to get through this so we can spend more time with our families. The customers that we deliver to are holding up well. They seem to be doing the right thing and following the rules. We are fortunate to have such a great community, and it is nice to see neighbours becoming friends and pulling together. I think coming out of this there will be better neighbourhoods that look out for each other.

“People that used to wave as they walked by are now having those two to three metre away conversations — it is nice to see. I think if everyone realises

it is a serious thing and not a holiday and we do need to stay at home, it does save lives. At present we can spend quality time with our families. Enjoy it while you can, don’t look at the negative, take it as a positive.

The messages of support, which have come in from farmers we are helping to get through this, has been a great uplift to our team here. We would like our farmers to know that we got this.” 

New powers to police self-isolation Halfway through the coronavirus lockdown, police around New Zealand are feeling the strain of being on the front lines of the fight to stop transmission of the disease.

Their message, as the lockdown appears to be working, it’s not time to relent and get sloppy. New powers have been vested in local police to ensure compliance with the antiCovid-19 measures.

Incoming police commissioner Andrew Coster, who took up his role during the initial phases of lockdown, has been quoted as saying he’s not taking a soft approach to those who may undo all the good lockdown has achieved by travelling or resituating in the second stretch of the selfisolation programme.

“We have the power to arrest, and we can charge for breach of the Health Notice. We’ve taken a pretty gentle approach up to this point, but people have had a long time now to understand what the powers are. So, we are prepared to take enforcement action if people are deliberately flouting the rules,” he said.

More than three hundred people have been apprehended by police breaking the lockdown rules with no good reason. Most have gotten away with a warning, including some in

Kaipara. The time for warnings is up for second and third-time offenders, according to senior police. New powers given to police include the right to set up roadblocks, a measure likely to be seen around the postEaster week.

“We will be out in high visibility, patrolling. We will use checkpoints in some places,” Coster said in a television broadcast.

“Our message to people is ‘stay home’. We’ve put too much into this to compromise it by trying to get away for a holiday.”

Local police stand by the message of their new commissioner. However, they are unable to comment on specific local cases of breaches of quarantine.

They reiterate that using the new 105 police contact number for non-urgent crime reporting is very important in these times when the force is stretched for resources.

Most public toilets remain open, with increased cleaning. A full list can be found at www.kaipara.govt.nz/covid. Please wash your hands carefully after using the toilets.

Rubbish Collections General blue bag rubbish kerbside collection will continue on your normal day except those on Friday collections. Those have now changed to Thursday instead (this includes Mako St, Dargaville - Tangiteroria - Tangowahine Valley, Avoca Road and Waihue).

If anyone in your household is sick or in isolation please double bag and seal your rubbish and hold it for 72 hours before putting it out. This will help keep our contractors safe while handling it.

Recycling is on hold for now so please hold on to it or put it out with your general rubbish. It’s a good time to think about what

you can do to reduce, reuse, recycle and rot your waste.

Transfer stations at Hakaru and Dargaville Transfer Station are closed to the public.

The reason we’ve stopped recycling collection is that managing it involves more people than general rubbish collection. The sorting centre in Ruawai is closed, and opening the transfer stations involves having staff present. The more we can keep people in their bubble and at home, the safer we can make our community. While it may be inconvenient to store your recycling for the moment, we’re managing the balance of saving lives while saving the planet.

Libraries All Kaipara Libraries, and their after-hours return slots are closed until further notice. Please keep all items at home.

Costs waived for students Northpower Fibre says it will waive its monthly wholesale connection charges for six months for families with schoolage children living in homes without broadband connectivity on its ultra-fast fibre network.

Chief Executive Darren Mason says the company has been working with the Ministry of Education “to help identify the location of families in our areas with school-age children and no broadband connection.

“In partnership with the ministry, Northpower Fibre will look to reactivate broadband connectivity to 842 homes to help support the educational needs of our community during this time.”

METHOD: 1. Preheat the oven to 170°C (325°F) Gas 3.

2. Put the sugar, eggs and oil in a freestanding electric mixer with a paddle attachment (or use a handheld electric whisk) and beat until all the ingredients are well incorporated (don’t worry if the mixture looks slightly split). Slowly add the flour, bicarbonate of soda, baking powder, cinnamon, ginger, salt and vanilla extract and continue to beat until well mixed.

3. Stir in the grated kumara and walnuts by hand until they are all evenly dispersed. Pour the mixture into the prepared cake tins and smooth over with a palette knife. Bake in the preheated oven for 20–25 minutes, or until golden brown and the sponge bounces back when touched.

Leave the cakes to cool slightly in the tins before turning out onto a wire cooling rack to cool completely.

INGREDIENTS: • 300g Soft Light Brown Sugar • 3 Eggs • 300ml Sunflower Oil • 300g Plain Flour • 1 tsp Bicarbonate of Soda • 1 tsp Baking Powder • 1 tsp Ground Cinnamon – plus extra to decorate • ½ tsp Ground Ginger • ½ tsp Salt • ¼ tsp Vanilla Extract • 300g Beauregard (Orange) Kumara, grated • 100g Shelled Walnuts – chopped, plus extra, chopped and whole – to decorate FOR THE CREAM CHEESE FROSTING: • 600g Icing Sugar – sifted • 100g Unsalted Butter – at room temperature • 250g Cream Cheese – cold 4. For the Cream Cheese Frosting: Beat the icing sugar and butter together in a freestanding electric mixer with a paddle attachment (or use a handheld electric whisk) on medium-slow speed until the mixture comes together and is well mixed.

5. Add the cream cheese in one go and beat until it is completely incorporated. Turn the mixer up to medium-high speed.

6. Continue beating until the frosting is light and fluffy, at least 5 minutes. Do not overbeat, as it can quickly become runny.

7. When the cakes are cold, put one on a cake stand and spread about one-quarter of the Cream Cheese Frosting over it with a palette knife. Place a second cake on top and spread another quarter of the frosting over it.

8. Top with the last cake and spread the remaining frosting over the top and sides. Finish with walnuts and a light sprinkling of cinnamon.

Boost farm revenue A simple way to boost dairy farm revenue is often overlooked, and that is by improving stock water quality.

Kiwi farmers pay lots of attention to animal nutrition and health, but how many stop to think about the hidden effect of their farm drinking water.

“Milk is 87 per cent water, so milk production is closely related to water intake.

“For every litre of milk produced a cow needs to drink at least three litres of water, which equates to 150 litres of water/ day for high-performers,” says director of trencher manufacturer Terrasaw Industries, Keith Fergusson.

“Cattle, especially dairy cows, are sensitive to water palatability and prefer to drink clean, cool, fresh water. Research has shown that the ideal water temperature for cows is between 15C–17C — they really don’t like warm water.

“Even with minor water quality problems, milk production can be down by 10–20 per cent. That is serious dollars, so how much are you losing?

“Black polythene water pipe exposed to the sun gets extremely hot. In fact, you can use it for a solar hot water system. The problem is, many farms have kilometres of it running along fence lines — on the surface.

“Warm water in troughs grows smelly algae and bacteria. Yuk! You wouldn’t drink it, why should your cows have to?”

Keith suggests burying pipelines under the turf is a simple, permanent way to keep trough supply water cool and palatable. It also reduces damage from stock and the sun.

The portable TerraTrencher, invented by Keith on a Northland farm, was purposedesigned for quickly burying pipe.

Being the world’s most portable trencher, the size of a chainsaw, it can be used freehand near fences and gateways, or wheel-mounted for longer runs.

The New Zealand Transport Agency, who administer road traffic across the nation, has clarified the rules about driving in this unprecedented emergency period, starting with the reminder that if you don’t have to leave your home, you should not.

registration without a WOF, so buy in advance. Print the rego receipt to use as proof of registration to offset postal delays.

AA’s roadside rescue is still in operation, but should only be contacted for real emergencies where there is a threat of harm.

Formal plans are yet to be put in place with police regarding drivers’ licences, which have lapsed during the lockdown period. Currently, this issue is at the officer’s discretion, meaning that so long as your licence has expired and not, for example, been cancelled for driving offences, and you are on the road for essential reasons, common sense should prevail.

Automotive professionals stress that the big things to check before you drive are your tyre tread depth, especially on the inner edge of the tyre, brakes, lights, indicators and warning lights on your instrument cluster. If your WOF is out, checking these manually, might make all the difference. 

International students from around the world are discovering the extent of Kiwi hospitality as they sit out the Covid-19 lockdown with Northland host families across the region.

Those on exchanges through various community groups and schools are proving to be good ambassadors in this time of trouble, while their local ‘families’ are earning praise, both at home and abroad.

There are currently 150 foreign exchange students placed with families all around the north, including the Kaipara. The vast majority had been here for some time when the Covid-19 pandemic assailed the world, and none are considered a vector for the illness — all express gratitude for the local hospitality.

The Rural Youth and Adult Literacy Trust is in need of volunteer tutors to aid teens and adults who cannot read and write to upskill themselves.

“We have free courses available online to help teens and adults learn to read and write if they have insufficient skills,” says coordinator Liz Alexander.

“The courses are run with coaches, and they interact through a phone call, FaceTime or Skype with our students.

Each student receives one on one help, and if you are nearby, you can meet face to face once the lockdown is over.

“We try to have coaches in each area that people require help. To be a coach, you need to be able to use a computer, be patient and enjoy helping people. We have youth, mums, dads, grandparents and older farmers getting assistance. Many people have left school early and got practical jobs when the school system failed them.

“If you would like help to learn to read or write, phone in or send us a message on Facebook. We can assist whether it is dyslexia, lack of schooling or lack of interest at the time of schooling. Some people left school at 16 and haven’t had to use the skills.

“Our oldest student was in their 80s. He could read and didn’t have comprehension skills. Being a farmer, his wife wrote for him, but he wanted to do it for himself.

“Helping people is an amazing experience. The easy reader materials are all donated to us by Kelliher Charitable Trust, and everything is sent in the mail or by courier. We have seen so much success. It doesn’t matter where in the country you are, we will find someone to help you.”
