She says she applied for the job as part of her professional development.

“I’ve been working toward a leadership role. Now I can do that in a community I love.”

Mrs Froggatt has been a Dargaville Swimming Club volunteer since 1952 and a coach for more than 50 years.  Kids from all over the Northern Wairoa were making a big splash in Dargaville’s Kauri Coast Community Pool as the district held its annual inter-school swimming sports. Children from schools from as far as Tinopai and Tangiteroria competed in freestyle, backstroke, butterfly and breaststroke events. Organiser Dargaville Primary principal Alan Russek says there was intense competition between the west zone (Te Kopuru) and his own school. While no records were broken, all the children, parents and supporters had a great time under blue skies.

 Youngsters of all ages chased the ball up and down the field and played their hearts out as the Westpac Rippa Rugby tournament took place at Dargaville’s Rugby Park last week. Joey Yovich from Sport Northland says Rippa Rugby is a form of the game minus tackling and other physical contact. It is played by both boys and girls. He says all primary schools from around the Northern Wairoa took part in the tournament and everyone had a lot of fun. Even the rain held off until the final whistle had been blown.

Otamatea College student support services staffer, Lyn Griffith, is off to Gallipoli next year to attend the 100th anniversary of the Anzac landings, in memory of her grandfather, who was wounded in the fighting there, and died later in Egypt.

Some 10,000 New Zealanders entered a ballot to attend the anniversary with 251 descendants of servicemen awarded double passes.

Another 650 war veterans and members of the general public were also successful.

Now Lyn says she has to put her thinking cap on and embark on some fundraising.

“I haven’t had time to think because I am in Christchurch where my daughter has given birth so I’ll have to start making plans when I am back in  Lyn Griffith with mementoes of her Gallipoli granddad Maungaturoto next week. Local AFL player has won national selection  by Colin Patterson

Israel Irving says his sporting ambition is “to become famous”.

The 15-year-old Dargaville High School student has taken his first step on the road to fame by being chosen for the New Zealand under-16 AFL team known as the Hawks that will take part in the South Pacific Cup. Israel and his 23 teammates jet out today for a week in Coffs Harbour on New South Wales’ central coast.

There the Kiwis will take on teams from throughout the Pacific to find the best team in the game at the under-16 level.

It’s a remarkable achievement for a teenager who a few months ago had never played Australian Rules. He has still yet to see a game on television.

Israel’s trip to New South Wales will be his first time out of New Zealand.

“It’ll be a great experience,” he says.

Australian Rules was developed as a form of recreation by miners in the Victorian gold rush of the 1860s. It combines aspects of rugby, league, soccer and basketball and is played on an oval-shaped field with teams of 18 a side. At the top level games consist of four 25-minute quarters, so players have to be fit to last the distance.

Israel says he keeps fit by doing lots of running. It also helps that he plays both rugby and league and is a member of Dargaville High’s First Thirteen league team. He became interested in AFL when reps from AFL

New Zealand came to Dargaville High to promote the code. Since then he’s travelling to Whangarei at least once a week for training.

Israel’s father Darrell says he is delighted with community support that has helped Israel raise the $2,000 he needed to make the trip. He is particularly appreciative of a $600 grant from the Dargaville Rotary Club. 

Premiere youth orchestra to perform  by Joanne Speechly

Sixty seven of the country’s finest young musicians will descend on Dargaville this month to present the rustic folk music of Hungary in Auckland Youth Orchestra’s first 2014 concert, Folklore.

Player representative, Kenny Keppel, joined AYO in 2010, during his last year of high school, and says this will be his first performance in Dargaville.

“We present three programmes per year and travel to places where many other orchestras don’t go.

Trounson Kauri Park is a unique mainland island and home to several threatened native species, including the North Island brown kiwi.

Yet, despite having lived in the Kaipara for several years, never before had I seen this iconic bird in its natural setting.

This situation was quickly remedied, when I was invited on a kiwi walk with Department of Conservation staff, contractors and local volunteers.

We entered the vast 586 hectare forest reserve and farmland and were met with a welcome sight for DOC rangers — two recently-dead possums.

Possums, rodents, ferrets, feral cats and roaming dogs, have had a devastating effect on natural kiwi habitats and for that reason, DOC is continually working to control pests and predators.

Under the forest canopy, the silence is broken by the call of the kereru or New Zealand Pigeon, as we wait — hopefully — for DOC ranger, Anja Meduna and DOC contractor, Tom Donovan to return with a North Island brown kiwi. We are not let down.

Our kiwi today, a mature female, is in moderate condition and the park’s population is now in recovery, after a period which saw many of her kind killed by neighbouring roaming dogs and foreign predators.

These days, Trounson Kauri Park has one of the highest-density North Island brown kiwi populations in Northland — about 30 to 40 breeding pairs. Since 1995, DOC has managed the area as a mainland island — an intensive ecosystem restoration project with a focus on learning.

A walk through the lush, native vegetation of Trounson Kauri Park is a magical experience. By day, you can see kukupa and by night, with patience, the North Island brown kiwi.

Interpretation panels and audio points add to the easy going 30 to 40 minute Loop Track. Guided night walks and school field trips can be arranged. 

Matakohe is unlike Auckland in that The Kauri Museum has a relatively small population catchment and is not on a route used by many tourists.

She agrees marketing and promotion are keys to the museum’s success. “I want to build the museum’s identity within Northland and further afield.”

Ms Tolich says museums such as The Kauri Museum play an important role in telling people’s stories and she wants to continue with that. “I see a lot of opportunities to connect with the community.”

The Kauri Museum board chairman Peter King says he is delighted with Ms Tolich’s appointment. “My board believes Lisa has the professional

A series of community meetings over the past three weeks has enabled residents and ratepayers to give the Commissioners early feedback on the Council’s Draft Annual Plan that will take effect from 1 July this year. The submission process on this Plan is open until 5 pm on Tuesday this week. Hearings on these submissions will take place at the end of this month.

The Lifestyler last week printed a letter from ratepayers in Te Kopuru seeking clarification on a number of matters that affect rates. Council will review the matters raised and meet with residents in Te Kopuru again.

Council rating policies are complex.

Councils are guided by legislation on how they set rates. They must use these legal parameters to develop policies on how activities are to be funded to reflect community aspirations.

Kaipara’s rating policies contain certain key elements. We developed the rating structure last year, and this structure has general community support. In this year’s Draft Annual Plan, the structure has not been changed, but the amount of the rate proposed within the various categories of rate may have shifted.

It may be helpful if I explain the key elements of the rate structure.

There are firstly general rates. Under this category: • Every rateable property pays an amount of $703. This is called a Uniform Annual General Charge.

• In addition to this, a further rate is struck, calculated as a percentage of the value of the land of the rateable property.

There are secondly targeted rates, which fund specific Council services.

These rates are imposed on the group of ratepayers who benefit from the service provided. They include: • Rates for wastewater collection and treatment schemes in Dargaville, Glinks Gully, Kaiwaka, Mangawhai and Te Kopuru.

They include an operating cost content that is averaged across all schemes ($583) and a capital cost content that differs across the schemes.

• Rates for storm-water systems in communities where such systems are in place.

• Rates for Land Drainage Schemes that are managed by farming communities on low lying land.

• Rates for water supplied in the communities of Maungaturoto, Ruawai, Dargaville, Baylys, Mangawhai and Glinks Gully.

• Rates to assist the Mangawhai Harbour Restoration Society.

Beneath this structure, a number of policies influence the way rates impact certain ratepayers.

For instance, for affordability reasons, the Council has capped at $1064 the amount each property pays as a targeted wastewater charge, being the operating and capital costs added together.

As another example, in order to mitigate the effects of a change of policy last year to certain targeted rates that would have imposed large increases all in one year on some communities, a transition policy was put in place. This spread the impact of the increase over three years. The properties that come under this transition will have higher rate increases than the District wide average rate increase of 2.3% this year, as the second year of the transition charges are worked through.

As an example, a property in Te Kopuru with a land value of $50,000 paid total rates this year of $1,395. This rate included a targeted rate for wastewater of $597. This coming year, the Draft Plan would have this property pay total rates of $1,511, including a targeted rate for wastewater of $666. The increase in the targeted rate accounts for most of the increase in total rates.

Simplification of the rating system was one of the aims of the Commissioners last year when the rating structure was reviewed. As indicated by the examples above, even after simplifying the rating system, it is still relatively complex.

Carpooling is not a new idea but it is a good one and in the long run, it can save money and help the environment.

Rory Naylor began his internship with Big River FM in July 2013 after graduating from the NZ School of Radio Tauranga and now he has landed a top job with one of Auckland’s largest car dealerships.

Put plainly, a carpool is when two or more people share a ride to a similar destination and in the Kaipara region, with no public transport, it could prove to be particularly beneficial.

Mangawhai resident Steve Campbell decided to test whether carpooling is a favourable transport option and created an online forum.

“It all started when I was talking to Megan Pitt-Kenney who runs the Mangawhai community facebook page. Someone had posted a request asking for a regular ride to a particular destination and Megan said that it would be great if people put their carpooling requests on facebook. I commented that the

problem with facebook is that it has a falling principle, in that every new post replaces an existing post, so within two or three days any request is bumped off the bottom of the page.

I suggested that a much better idea would be to set up a forum, which can effectively stay there forever.

“The idea is that people go on the forum and look for lifts, for example from Ruawai to Dargaville. Typically people want a trip there and back, within a certain time frame on regular basis. The forum is structured and creates an avenue for people to get in touch with each other.”

Maungaturoto

Maungaturoto to hit the big screen  by Colin Patterson

Although it’s unlikely to be as big a cinematic event as the release of a Peter Jackson blockbuster, there are still plenty in Maungaturoto looking forward to the premiere of a video marking the town’s 150th anniversary.

The video is being made by Aucklander Dave Perrett. Mr Perrett says filming has finished and all he needs to do is to reduce its 150 minute running time to around an hour and a half.

He says there is no narration or voice over. “The people are the narrators. It’s them telling their stories.” Mr Perrett

has spent a year filming and talking with locals.

A screening of a rough cut last month provided feedback which has helped the editing process. “My kaupapa has been to consult with the people.”

He says the story of Maungaturoto has many parallels with the story of

provincial communities up and down the country. “It’s a universal story about how provincial towns have adjusted to centralisation — changes in local government and the losses of banks and the post office.”

Mr Perrett says he has done in the documentary in his spare time. “I work in an engineering shop.” He got the job of producing a video for Maungaturoto after completing a special video for Hikurangi’s 150th anniversary two years ago.

So far he’s spent the best part of a year working on his Maungaturoto production. “It’s a labour of love. It’s been quite laborious. But we’re on the home straight.”

Mr Perrett hopes the video will be finished by June and is looking forward to its first screening. “We’ll have the premiere in Maungaturoto.” 

 ‘Going bush’ at the Otamatea holiday adventure

The camp takes place from April 22 to 24, for the 11th year running.

Organising committee member Debbie Blythen says the event is for children aged six to 12. “It’s held over three days but children don’t stay the night. We can cater for 150 to 160 kids.”

The camp is held in a marquee on a farm off Paparoa’s Station Rd. “It’s organised by a number of local churches. Consequently, children do a number of bible-related activities. But they are also divided into age groups

and go out into the bush where they do bush craft and learn how to build a bush hut.“ Other options include crafts, horse riding, archery and dam building.

Mrs Blythen says the children are bussed home at the end of each day, except for the final day when the parents come out for a barbecue and the children get a chance to show what they have learned. The Northland Rural Support Trust drought declaration last week for the western side of Northland from the Cape to Helensville, I believe came six weeks too late.

After five months of drought conditions this area has reached a crisis point and the economic viability of the majority of farms has been severely affected.

There are a number of high-debt farms that are being sold up through the banks giving notice to either refinance elsewhere or sell. These farmers have been pressured by the bank to sign confidentiality documents where they are unable to take any legal action against the bank . If a farmer did take legal action, the farmer guarantees to pay the bank’s legal costs.

At a recent Farmers of New Zealand meeting a number of them met with lawyer John Waugh who specialises in dealing with banks. They were advised that banks are bound by the Code of Banking Practice and the Fair Trading Act which deals with misleading conduct in relation to service and false or misleading representation. The issue of bank swap and CARL loans was also discussed.

Farmers were advised to seek sound legal advice prior to signing any legal documents for bank loans or where a bank requests the borrower signs

confidentiality documents limiting their rights. There is court law in New Zealand which clearly defines there is no property in a witness, which means that no confidentiality agreement can muzzle a witness where there has been a breach of statutory law processes.

The start of autumn dairy calving sees farms with insufficient feed available. Farmers are placing seed and fertiliser orders but are withholding the application until there is an assurance of adequate rainfall. Some early new pasture planting that received rainfall from Cyclone Lusi germinated but dried off and died.

Northland has a long history of drought, which in the past has been followed by great infestations of crickets on the high fertility flat land bordering the Northern Wairoa river.

The debate at the moment with the pressures of modern farming, high stocking rates and high debt and farmers annually applying new grasses at great cost only to have them wiped out by drought is whether future pasture production going to be reliant on less permanent pasture, the introduction

of Italian ryegrasses and encouraging kikuyu. And also the need to buy in substantial amounts of supplements to mitigate the huge economic costs caused by droughts?

There is even talk that farmers may have to rely on the sowing of tall fescue. Many in the Kaipara district will remember tall fescue as the curse that caused fescue foot and in some cases caused some farmers who could not control this grass to lose their herds and eventually sell their farms.

New Zealand has been renowned for the development of pasture species since the 1850’s. Between 1871 and

1881, 2,782,900 acres of pasture were sown. The normal sowing rate was 30 — 40 pounds of grass seed per acre which included ryegrass, cocksfoot and white clover. This seed was imported from Britain, which resulted, in many cases, in imported seed mixes containing a variety of weeds and inferior seed.

There is a great range of high feed value grass available on today’s market, at some great cost. It is important that we all seek the very best of advice in light of declining dairy payout projections and the probability that Northland could be entering another period of annual drought. 

For many Kiwi drivers, WOF time is the only time when they spare a thought for the only point of contact between their vehicle and the road. But tyres can wear unevenly, change in pressure or become unsafe far quicker than in a single year, and even six monthly intervals are not really frequent enough, according to those in the know.

For this reason, April 7-12 has been named Tyre Awareness Week, with the message this year being one of ‘safety first’. Drivers are advised to be tyre wise, and take a leaf from the book of top motorsports teams, who would never hit the track without their tyres in top condition. Tread depth and wear patterns, pressure and correct rotation are all things to look at, and the aim of the campaign is to make drivers aware that poor tyre condition is just as dangerous as a leaky fuel tank or failing brakes.

The nationwide effort is backed up by many local tyre stores, who are offering free safety checks. But information is available to help motorists help themselves, with a checklist online at www.tyresafety.org.nz providing helpful tips on how to determine whether your tyres are doing a good job. Pahi revives fishing contest Stealing a march on duck hunting season is an unusual addition to a fishing contest on the the Kaipara Harbour next Saturday.

The venerable Pahi Regatta Club, founded by pioneer farmers and Kaipara sailors more than a century ago, has resurrected the contest and prizes are on offer for snapper, kahawai, gurnard, stingrays and sharks. The entire harbour is the fishing ground.

“We have a really unusual innovation for the contest too,” says club secretary Leah Greenall.

“We are going to release ten duck decoys into the tide down the harbour, and you can enter the hunt for these.

“To enter, buy a ticket and then find and bring one back to the Pahi Clubrooms where the weigh-in is at 4pm and be in for a great prize, in addition to perhaps winning another for a good fish catch. With the weather god’s on our side,  Andrew Kenny landed this 27kg kingfish in the Kaipara Harbour -— but two weeks too early for the Pahi Regatta we will be hosting a family Club’s contest friendly and fun day” A spot prize of a chainsaw is up for food, refreshments and festivities based grabs as well as a number of cash on the clubrooms by Pahi wharf. The prizes. The weigh-in will be followed by contest kicks off at 7am on April 12. 

LETTER TO THE EDITOR Dear Sir, Salaries of the commissioners and the CEO are out of reality to what the average worker earns and in fact what the Kaipara Region generates.

Mr Robertson highlighted recently that KDC maintains 1570kms of roading of which 1124kms is unsealed (71.%) and 50% of every rates dollar goes on roading. The other debt your childrens grandchildren are now paying for, is the Mangawhai waste water scheme.

Voting in politicians doesn’t give them a mandate to spend millions of dollars without the peoples permission or referendum. Kaipara needs to go back to a borough council that could afford a maintenance or emergency road gang, but we can not afford 1570kms of roads.

The roads and bridge maintenance

should go back to the old Ministry of Works. The Mangawhai problem should be solved at the next upcoming general election by the voters of Northland in a binding referendum from a list of whom they think should pay for it.

Mangawhai should be a lesson to the politicians to take a step back and welcome back local borough councils that communicate and mix with the local people, so they can highlight the needs and problems of the Kaipara.

All the infrastructure projects, water and services should be handled by the regional councils, government or professional (not for profit) firms that reinvest into maintenance or contribute to a new Kaipara community bank.

POUTO CATCHMENT GROUP Nominations are being sought for two public positions and a recreational interest position on a collaborative catchment group being formed for the Pouto catchment. The Pouto catchment is a priority catchment under Northland Regional Council’s Waiora Northland Water programme. More information about the programme is available on our website: www.nrc.govt.nz/waiora The Pouto Catchment Group will advise and make recommendations to the Northland Regional Council on maintaining and improving the state and management of water in the catchment.

The Council is seeking expressions of interest from people living in the catchment who are keen to fill one of these positions.

Nominations from iwi and hapu and representative stakeholder groups are being sought through a separate process.
