By Zach Armstrong The first phase of revitalization for Allegheny Dwellings is complete. The official opening of Sandstone Quarry took place on June 13 with a ribbon cutting ceremony hosted by the Housing Authority of the City of Pittsburgh (HACP) and TREK Development Group.

The new, 65-unit housing complex includes townhomes, duplexes and a four story apartment building. Forty-seven of the units are classified as “affordable” using project-based vouchers while the remaining units are renting at market rates starting at $875 per month for one and two bedroom apartments and $1,375 per month for three bedroom townhomes.

Northside Public Safety Bulletin: Fourth of July Here are some tips on staying safe with fireworks. While some fireworks are now legal in Pittsburgh, there are still a lot that are not. Google “legal fireworks in Pittsburgh” and you’ll get a list of what’s legal and what’s not. If you are not able to access Google, then you can call 311 or your local police department. In the case of the Northside, it’s the Zone 1 Police Department. Children under the age of 18 are not permitted to fire off any fireworks. Keep in mind that sparklers cause most fireworks injuries: They burn at high temperatures and can cause severe burns. Keep a bucket of water close by in case of an indecent or a fire. NEVER pick up duds. The best thing to do for them is throw water on them and let them be for up to two hours. Pets do not like fireworks, so please do not take them to any fireworks displays.

Keep them at home in a quiet room.

Enjoy your holiday, but please use much caution and safety.

It’s become a business, Neira says, based on “tapping into your insecurity and feelings of needs: emotional, physical, whatever.” But she’s taking the term back to its roots.

Neira is a multidisciplinary artist whose premiere installation work, “This Isn’t About You,” a bedroom scene that mirrored her own real-life sleeping quarters, showed at 709 Penn Gallery, located Downtown, in the summer of 2017.

ing and thinking,” says Neira. “My life got a lot easier when I stopped doing that.” Her go-to medium these days is screen printing. It’s her favorite form of, well, true self-care.

It wasn’t until she started screen printing at Artists Image Resource (AIR) that she felt a sense of satisfaction with her art process.

“When you write something, you don’t ever really finish something,” Neira says. “At least with art, you kind of do, or at least you can put something away for a while.” There’s a sense of completion to each project, which can be different from building installation art or creative writing, in which the artist is often tempted to add or edit ad nauseam. The technique is pretty straightforward for her: She has a vision, tries it, and it works.

Screen printing is a method of printmaking that involves ink and screens, or mesh stencils. Ink is transferred to a base layer or object through a screen, one color at a time, and the final, layered product is put in a dryer to cure the ink. Andy Warhol is See Neira, Page 21

Some displaced Dwellings residents will return to new housing complex From Sandstone, Page 1 residents with physical disabilities, including two which are equipped for residents with hearing or vision impairments. The rooms for residents with hearing impairments, for example, include doorbells which make lights flash in the tenant’s room when they are pushed.

TREK Development Group and Allies and Ross Management and Development Corporation (ARMDC) partnered with the Housing Authority of the City of Pittsburgh to build the housing complex. The cost of development totaled $24.7 million: Funding came from a conventional loan, the Urban Redevelopment Authority and low-income housing tax credits.

Originally, the design of the Dwellings consisted of six brick buildings that faced toward each other, blocking the view of Downtown. Sandstone Quarry, however, was redesigned to provide residents with a picturesque view of the Pittsburgh skyline and an observation

deck on the fourth floor.

“It’s one thing to have affordable housing that looks like affordable housing, it’s another thing to have affordable and mixed-use housing that is quality,” said Mayor of Pittsburgh Bill Peduto at the opening ceremony.

began in 2018 with the demolition of 97 apartments. Residents who were displaced for the reconstruction were given the option to either take a government subsidy, known as a section 8 voucher, which would be used to purchase housing from a private landlord or stay in another public housing community where

they could choose whether or not to come back. According to HACP, 15 displaced residents will be returning while another 11 have been determined eligible for return.

“We probably did a pretty good job as far as relocation,” said Caster Binion, executive director of HACP. “Usually when people take a voucher, they might not return, but they might this time since the units look so great.”

Former residents of the Dwellings played a role in making decisions about the interior design of Sandstone Quarry. Officials from TREK and HACP invited them to meetings and interviewed them to find out what they wanted out of the new complex.

Douglas Miller’s film had breathtaking cinematography. The screen sparkled with various shades of black in deep space, bright blues and grays of the planet Earth, and the blaring orange color of the sun.

The sound system rocked with explosions.

Astronauts Buzz Aldrin, Michael Cooper, and Armstrong were humorous and remained high-spirited throughout the trip to the moon on Saturn V. Cooper stayed behind on the rocket, keeping it ready to return to Earth, as Armstrong bounced around the gray, dusty surface of the moon, then planted an American flag on it as he said these famous words: “One small step for man, one giant leap for mankind.”

Chef Alfredo, formerly of Bistro To Go, celebrates 80th birthday

By Amy George On the night of June 7, a gathering of family, friends, and a talented group of jazz musicians honored Chef Alfredo Russell on his 80th birthday. Chef Alfredo is a Northside resident known across the city for his unique character and cuisine.

The “Enchanted Evening” surprise party was organized by Chef Alfredo’s eldest daughter Marilyn Russell, a resident of Baltimore, and held at Sweet Time General Store on East Ohio Street. Silver and gold decor, semi-formal attire, and live jazz music courtesy of Center of Life’s Jazz Pro Band lent a classy air to the occasion. Party guests, including Tim Smith, pastor of the Keystone Church of Hazelwood, gave countless tribute speeches throughout the night that emphasized Chef Alfredo’s positive, infectious spirit. Their words glowed with reverence and love.

One of the highlights of the

night was when former Steelers running back Franco Harris sent Smith a “Happy Birthday” text message to relay to Chef Alfredo. In the message, Harris congratulated the Chef on being “80 years young.”

Mr. Lewis Coylar, or “Brother Lew,” a “bosom friend” of Chef Alfredo, sang a soulful tune he wrote for the Chef called “Birthday of the Year.” All the partygoers joined in on the chorus, and the jazz professionals skillfully struck up accompaniment.

Bistro To Go, the retired Chef’s former headquarters, which is located a few doors down from Sweet Time General Store on East Ohio Street, prepared an array of delicious dining options, including chipotle-grilled salmon and beef tenderloin.

Before coming to Bistro To Go in 2007, Chef Alfredo operated his own business called Buckingham’s Catering and Restaurant in Homewood. He also catered special events and set up a stand on occa-

sion at the Citiparks Farmers Markets.

He hasn’t always lived in Pittsburgh, though. Originally from An-

“He heard so many great things about America, so he wanted to come and find out for himself,” Marilyn explained. “[He wanted] an adventure.”

The Chef’s mode of travel wasn’t so ordinary.

“He came as a stowaway on a ship,” Marilyn said. “He worked around ships when he was young, so he knew their [anatomy] and was able to [avoid detection].”

Sandstone Quarry is designed to provide residents with a picturesque view of the Pittsburgh skyline and has an observation deck on the fourth floor. in 1943, it initially served as temporary housing units for these workers.

The Dwellings faced a series of problems including crime and poor physical conditions in the years leading up to its renovation. Between 2013 and 2017, the Dwellings received two failed inspection scores from Housing and Urban Development (HUD) based on conditions not meeting standards for federal subsidized housing. HUD inspectors work on a scale of 100, and buildings must receive a minimum of 60 points to pass. Evidence of infestation, the presence of mold, and broken windows are just a few potential reasons why inspectors deduct points. Ricardo Washington Jr, who lived in the housing complex with his two-yearold daughter, was shot in Dec. 2017 while standing on his front porch.

Carolyn Brown, 72, resided in the Allegheny Dwellings since the 1950s and raised her children there.

The opening of Sandstone Quarry is one of many recent efforts to rebuild public housing across Pittsburgh into quality structures. Last year, HACP opened several new housing projects including 20 new units in East Liberty. HACP anticipates that they will renovate the remaining units of the Dwellings sometime in the future.

“I will continue to use all the resources available and use financially innovative ways to produce affordable housing throughout the city,” said Binion.

The Steeline gives part-time musicians in the Pittsburgh area an opportunity to continue playing the drums in a professional setting. If they are Steelers Fans, it gives them a chance to represent and support the team they love.

“I was involved in drumline in middle school, high school, and college,” says Tony, an auditioner. “Recently having graduated and starting a real job, I was trying to find an outlet to keep doing it so I did a little bit of research and found out about this organization.”

“Everyone is here for their own reason,” says Wallace. “Some people just really like the team, some people just want to drum, some people like the financial side of it but at the end of the day, everybody comes together to create the great product: music that people love.”

Counting Down to Deutschtown Music Festival with Co-Organizer, Ben Soltesz

NSC: This is the 7th Annual Deustchtown Music Festival (DMF), is there anything new this year that neighbors and attendees can expect to see?

DMF: Yes, we’ve partnered with Allegheny Center Alliance Church to add a Sunday Gospel Brunch show at the Park Stage featuring their dance and choir teams, as well as, Pittsburgh native Joy Ike and more from 9a-noon. Plus, the Grand Hall at the Priory will join us for the first time for all ages shows both festival days where adult guests can also go check out Pennyslvania’s smallest bar inside the hotel at The Monk’s Bar. NSC: Last year DMF diverted 84% of festival waste from landfills, will DMF continue to be a Zero Waste event this year? How can guests help the festival be 100% waste free?

DMF: We’re working with Pennsylvania Resources Council again to continue being a Zero Waste Event. Guests will see volunteers at Zero Waste stations to dispose of recyclable, compostable, and trash only materials. If you get food from any of the food truck vendors, all of their food and beverage containers and utensils are compostable! They go in the green top compostable bins.

NSC: Will there be a festival bus again this year? If so, will the route remain the same? and is it accessible for those with disabilities?

DMF: There will be two free festival shuttles again for Saturday visitors 11am-midneght and in addition, the fancy South Side Nite Rider shuttle on Friday from 5-10:30pm! Routes are the same for both days. Anyone with accessibility needs please give us a call so we can reserve you a parking space as close to the festival as possible. More travel/parking info for both days is on the festival’s website, including route map.

NSC: For first time festival goers, any suggestions to help make their day in Deutschtown the most enjoyable?

DMF: We encourage using public transportation, like Port Authority’s buses or the T, to get here. If you’re inclined to bike, we’ll have plenty of bike racks thanks to Bike Pittsburgh. There are two info tables located on Foreland St. by the Main Stage and by the Park Stage to get more info and Beer Garden Wristbands. Wristbands are required to purchase beer in the beer garden near the Main Stage. The wristbands are $5 and all proceeds go towards the musicians playing at the festival.

NSC: What stages or areas should families with young kids look for family-friendly programming?

DMF: On Saturday from 12-7pm at the Park Stage there will be ongoing activities for families beyond music including a tropical obstacle course and slide, whimsical performers and jugglers, face painting, Citiparks Roving Art Cart and more. The schedule is on the website under Food/Activities.

NSC: You know what, I’ll also include the Park Activites with the festival schedule in the Culture Guide too. Anything else neighbors and attendees should know about this year’s festival?

DMF: Download the Sched app on your phone to create your own itinerary ahead of time or check for what’s coming up next in between any of the 300+ shows. Please remember with so many working parts and people that schedules are always subject to change, even the day of. There will also be a limited amount of food trucks on Friday and over 30 food trucks on Saturday. The beer garden is open Friday from 3-10pm and Saturday noon-11pm.

“It’s probably not a screen print, but it’s still the same kind of process, color-wise,” she says.

While Neira enjoys the actual practice of printmaking at AIR, she’s also drawn to the sense of community the space provides. Neira has a day job, but AIR offers volunteer opportunities for artists like her to work around 16 hours a month in exchange for a discount on art supplies and use of equipment. Neira’s volunteer work includes open studio nights at AIR, where she helps community members make their own screen prints, and going to outreach events at museums, flea markets, libraries and schools, to represent AIR and demonstrate how to print on t-shirts and tote bags.

“Printmaking has historically been ‘learn by example,’” she says.

“I connect a lot with my interns because there’s a satisfaction and a happiness in passing along edu-

cation that doesn’t have to be this institutionalized thing. Mentorship and knowledge and leadership [are] really powerful.”

Neira thinks of self-care in terms of “personal self-care” and “community self-care,” and for her, AIR checks both boxes.

“I really struggled to find my place as an artist in the city,” she says. “I think a lot of artists struggle with that, whether they admit it or not. There’s self-care in connecting with each other about that. That’s what I find here.”

When Neira isn’t screen printing, she enjoys shopping for specialty snacks fit for a charcuterie board and walking through Riverview Park, the Mexican War Streets or Allegheny West. She’s lived in the same spot for close to a decade, and plans to work at AIR as long as she’s living in the city.

“The Northside has always been important to me,” she says. “As a resource, [AIR] is unmatched for artists in Pittsburgh and for me personally, [it] is my happy place.”

During his early years in Pittsburgh, he secured various cooking positions to support his family of seven children. One of his specialities is jambalaya chicken.

“People love his cooking,” Marilyn said. “He loved to do it. It’s always been his passion.”

The same can be said for his ensemble from Center of Life, family and friends. “Every food I said I didn’t like, [Chef Alfredo] said, ‘You’ll like it if I make it,’” Smith told the guests.

Another one of the Chef’s friends asserted his uplifting spirit.

“We all have bad days, but [you’re] always a 10 when [you] call on the phone,” she exclaimed.

[You] always lift me up, no matter what day.”

Chef Alfredo’s generosity proves to be another huge, defining aspect of his character. As a Pittsburgh resident, he has aided Hurricane Katrina refugees, cooked for community events, and mentored youth at the Center of Life, a community empowerment organization headquartered in Hazelwood.

“He’s always ready to give,” explained Smith.

In 2009, a serious car accident caused Chef Alfredo to lose the ability to walk, but his faith in God and determined spirit spurred a remarkable healing process. He recovered control of his limbs and lost no time in getting back to his daily routine, including church on Sundays with

Smith.

“Age is nothing to me,” Chef Alfredo told his party guests with conviction. “I never gave up, I weathered the storm. Sooner or later, the sky has got to clear. You’ve got to believe it or it won’t happen. That’s what makes me so strong.”

And according to Chef Alfredo, there’s a lot out there that is worth believing in—especially yourself.

“You can’t go wrong when you believe in who you are,” he said. “If you say you can make it, you can.”

The Chef clearly influences all those he meets. Everywhere he goes, he leaves behind a legacy of passion, understanding, caring, and love. And in 80 years, he has covered a lot of ground.

“I love people, because people make the world go around. I don’t care where they’re from. Love is everything.”

Chef Alfredo ended his thankyou speech on a humorous note.

“When I leave home, even without a dime in my pocket, I look rich.

Because you never know who’s watching.”

Summer has officially began.

With the longer summer days, many Northside residents will head out on vacation during the summer driving season. In the past, I have written about the Pennsylvania Motor Vehicle Financial Responsibility Law, specifically the full tort election and underinsured motorist coverage. This month’s article will focus on one of the more obscure portions of this law, namely “stacking” of uninsured and underinsured motorist coverage. Stacking is an important provision of this law which can effect all Pennsylvanians when an accident with a negligent underinsured driver occurs.

Under Pennsylvania law, a driver is allowed to increase the amount of insurance funds available to them by “stacking” their uninsured and underinsured insurance coverage. Essentially, when there are two or more vehicles in a household with their own separate insurance policies, then drivers can stack the uninsured and underinsured motorist coverage. This allows drivers to increase the amount

of uninsured and underinsured benefits available to them by paying a small price for the stacking option to their auto insurance company. By choosing to stack their benefits, a driver can vastly increase the amount of funds available to them if an irresponsible driver hits them.

Furthermore, in Gallagher v.

Geico, a recent Pennsylvania Supreme Court decision, the Court held that an insurance company could not write household vehicle exclusions that bar injured claimants from receiving stacked coverage benefits after a crash. The ability to collect increased amounts of underinsured and uninsured coverage is very important because other drivers in Pennsylvania may be uninsured or have the minimum coverage of $15,000.00. As such, all drivers need to have the underinsured motorist coverage and should elect to stack their coverage to protect themselves and their families.

Schorr Bakery unlikely to reopen after owner’s surgery

By Alexander Oh After more than 40 years of serving delicious baked goods, both the Observatory Hill and West View locations of the Schorr Family Bakery will close their doors on June 29.

The bakery was opened by Thomas Schorr on Perrysville Avenue in 1973 and has remained a family-run operation since then.

Due to his upcoming foot surgery and retirement plans, Jim Schorr, the current owner, has decided to close down the beloved bakery.

Schorr, 61, still comes into the bakery everyday around 5 a.m. to prepare ingredients. He prides himself on the quality of the goods the bakery serves, claiming that he vehemently avoids frozen products.

“Good quality. We make a good cake from scratch with good ingredients. We make a good cake with buttercream, real buttercream, we don’t skip on that. Everything is from scratch,” Schorr told The Northside Chronicle in 2016.

The Council of the City of Pittsburgh declared March 1, 2016 to be

“Schorr Bakery Day” in the City of Pittsburgh. Rave reviews cover the bakery’s Yelp and Facebook pages, commending their great service, and more importantly, their tasty assortment of desserts. Though, even without the honor and the positive reviews, it is evident that Schorr Family Bakery is loved by the community.

“This is where they got their childhood birthday cakes, came in from school to get donuts,” says Krista, manager of the Observatory Hill location.

In addition to its role as a staple of the community, Schorr Family Bakery also makes it a point to give back. In 2017, the bakery made Pittsburgh Penguins themed cupcakes in support of the “Drop the Puck on Cancer” dek hockey fundraiser. Troops in Afghanistan and Iraq have enjoyed gingerbread men made by the bakery while overseas.

The possibility of reopening is unclear, but according to Krista, it’s not likely. She recommends that “if there’s anything you want, go get it now!”

Annual Heritage Day Festival held in Riverview Park

By Zach Armstrong The Northside Leadership Conference presented a fun day for local residents full of activities for kids and adults alike at the annual “Heritage Day” at Riverview Park on June 8. Attendees were treated to live animals, a bounce house, visits from friendly mascots and tours of the Allegheny Observatory.

Children were given the chance to learn about wildlife with a petting zoo provided by the National Aviary featuring a donkey, chickens, and pygmy goats. The goats surprised guests with their vocal sounds, which resonated like human moans.

Under the National Aviary tent, children could pet a live arctic penguin while animal experts taught them interesting facts about the bird.

While their kids were having fun elsewhere, adults spent their time touring the Allegheny Observatory and visiting tents of local organizations and businesses like the Carnegie Library of
