New Navy Postal Directory System to Improve Mail Service for Sailors

Personnel from Naval Supply Systems Command Fleet Logistics Center Norfolk are implementing a new system to streamline the process for transferring Sailors’ mail.

According to the Regional Navy Mail Center (RNMC) Division Director Jeffrey Gibbs, the Navy Postal Directory System will be on line for all ships as of March 1 and all shorebased facilities and mail rooms by March 31.

He says NPDS is a Microsoft Access program that automates the mail processing and record keeping for a command. It stores individual personal address data for current personnel assigned to a command and also stores new data for personnel when they transfer so that mail received by the command may be readdressed and forwarded.

NPDS also prepares and prints address labels for readdressing mail and automatically purges files for transferred personnel.

“This will simplify mail redirect services for all Navy commands, which depending on size of command can be a significant manpower savings in time taken to process redirect mail,” he added.

On February 29, 2016, President Barack Obama will present the Medal of Honor to Senior Chief Special Warfare Operator Edward Byers.

Byers will receive the Medal of Honor for his courageous actions while serving as part of a team that rescued an American civilian being held hostage in Afghanistan on December 89, 2012.

He will be the eleventh living service member to be awarded the Medal of Honor for actions in Afghanistan.

He and his family will join the President at the White House to commemorate his example of selfless service.

“The strength of the Naval Special Warfare community is in its exceptional people.

Senior Chief Ed Byers’ actions on the battlefield reflect the highest ideals of our profession: bravery, selfless dedication to duty, and above all, the highest level of commitment to protect the lives of others and the freedom for which our nation stands,” said Rear Admiral Brian Losey, Commander Naval Special Warfare. “We are humbled by Senior Chief Byers’ incredible example of service, and are proud to call him Teammate.”

Personal Background Byers was born in Toledo, Ohio, August 4, 1979. He graduated from Otesgo High School in Tontogany, Ohio, in June 1997.

We’re having a long weekend to celebrate Presidents Day. This important federal holiday honors George Washington’s Birthday on February 22, but is now celebrated on the third Monday in February and has expanded to honor all United States Presidents. So far in our history we’ve had 44 Presidencies, but 43 Presidents – President Grover Cleveland is counted twice, elected to nonconsecutive terms as the 22nd and 24th President. Take some time this weekend to honor the leaders of our great nation and consider the path our Nation has followed to gain the global role we hold today..

On February 8th, we started a security modification at the main gate at Capodichino. The modification will increase safety and security for pedestrians who use the gate on a daily basis, and should help with traffic flow in the outbound lane. However, it is going to take a few months to complete the project – our scheduled end date is May 6th. I have modified the traffic pattern and gate hours at Capodichino during the project, and you can find more information on Facebook and in the PAO notes. Please be patient, especially at the peak traffic times, and consider using the back gate for entry in the morning or coming to work a little earlier. Additionally, it really helps the sentries to keep traffic moving if you have your access credentials out and ready prior to arriving at the entry control point (ECP).

As a friendly reminder, Sunday is Valentine’s day, and a great opportunity to show your significant other that you appreciate their support and companionship. MWR, ITT, Fitness Forum, Carney Park, and the NEX are all hosting their own special events and deals for the day, so it is not too late to plan a special day if your plans for a romantic getaway have fallen through.

Valentine’s day also reminds us of two other important things.

First, February 14th is the new deadline to take the living pattern survey (LPS), and that February is American Heart Month. The month, by presidential proclamation, urges the people of the United States to recognize the nationwide problem of heart and blood vessel diseases and to support all essential programs required to solve the problem. At NSA we use this month to remind ourselves not to give up on our New Year’s fitness and health resolutions. Not only will this benefit our military community, those required to take semi-annual physical fitness assessments, but also our civilian counterparts who also profit from the mental and physical benefits of a healthier lifestyle.

Please enjoy the long weekend, and mark your calendars for my next town hall meeting on March 8th at 6 p.m. in the Support Site Movie Theater.

Experimental Taxi Service Offering Free Vouchers for Women The Equal Opportunities Service of the City of Naples came up with an initiative to ensure women safety and freedom of movement during the nights thanks to the Taxi Rosa service. There are 3,000 vouchers to be distributed to all women who request them. This service is at the moment based on an experimental basis and vouchers can be used for taxis from 7 p.m. to 6 a.m. Each voucher has a value of 5 euro and every woman can request a maximum of five vouchers.

World War II Captured Italian Soldier’s Postcard Finally Delivered A postcard written in 1944 by an Italian soldier who was deported to a German prison war camp was finally delivered 72 years later to his next of kin, who lives in a small town near Venice. The soldier, who was deported by the Nazis to a military camp near Berlin, sent a postcard home reassuring his family he was still alive. The postcard arrived in Treviso on January 2, 1944, but was lost among the chaos of war. A researcher found it recently in a post office archive. He tracked down the soldier’s next of kin with the help of postal workers who knew the soldier’s family. The postcard was delivered to the soldier’s youngest brother, who showed to his surviving children. The soldier returned to Italy after the war by grabbing on to the undercarriage of a train bound for Verona, and from there he walked 148 kilometers to reach his hometown. He died in 1981 at the age of 66.

Tour Beautiful Pozzuoli for Valentine’s Day by Bicycle Biketour Napoli has proposed an unusual – but memorable – way for couples or singles to spend Valentine’s Day in Naples is from the back of a bicycle. A

tourist guide will bike along with you on the Gulf of Pozzuoli with special sightseeing stops. The bike tour will end on the shores of Lake Averno where there will be a visit to a vineyard offering an aperitif and the possibility to have lunch.

Naples a Condender for 2019 Summer Universiade Campania Regional President Vincenzo De Luca formally declared Naples as a candidate for the 2019 Summer Universiade by the International University Sports Federation (FISU). The process was re-opened last year following the withdrawal of Brasilia due to not being able to meet financial commitments.

Italy hosted four Summer Universiades (1959, 1970, 1975 and 1997) and six Winter Universiades (1966, 1975, 1985, 2003, 2007 and 2013). The organization of the Universiade in Naples would be a unique opportunity to celebrate the 70th anniversay of FISU founded in Merano, Italy in 1949. Naples is both a city of exceptional cultural richness, but also the seat of the Federico II University, which was founded in 1224 and is the oldest public and secular university in the world. The Universiade in Naples could be a springboard for many social, sporting and cultural projects for the region to plan for the next five years and would give an opportunity to one of the most important Italian student communities to participate in the development of such a large project.

Naples Hosts Sailor of the Year Week

The U.S. Naval Forces Europe-Africa fiscal year 2015 Sailor of the Year competition was held at Naval Support Activity, Naples, January 25-29, 2016.

Sailors from throughout the theater traveled to Naples to compete. Contestants, some with their spouses and senior enlisted leaders, spent the week preparing, competing, as well as taking in the sights of Naples and enjoying some group activities.

Day 1 The evening of January 25 the guests were hosted to an informal meet and greet in the Chief’s mess. U.S. Naval Forces Europe-Africa Chief of Staff, Rear Adm. Cathal O’Connor and U.S. Naval Forces Europe-Africa (CNE/

CNA) Fleet Master Chief Steven Giordano welcomed the group to Naples and congratulated them on their selection as individual Sailors of the Year for their respective commands, and for making it this far in the competition.

Day 2 At 6:30 a.m. the following morning, all were invited to a PT session in the Capodichino gym, where everyone received a brisk workout.

Later that day, Sailors and their spouses attended a luncheon at the JFC Flag Mess.

Giordano presented the Sailors with the book ‘Lincoln on Leadership.” On the inside cover of each book was a personal message from Giordano and a quote from President Lincoln: “Don’t worry when you are not recognized,

but strive to be worthy of recognition.”

“When our country thinks of great leaders, the name Abraham Lincoln is at the top of that list for many people,” Giordano said. “So who better to quote and send a message to these Sailors of the Year, who work hard every day, than one of our country’s greatest leaders.”

Following a brief tour at JFC, the USO treated the group to a guided tour of the ancient ruins, followed up with a dinner at a nearby winery at the foot of Mount Vesuvius.

Day 3 In the early morning hours of January 27 the finalists arrived at AFN at Support Site to record the Fleet Master Chief’s radio show. In a room full of lights, cameras and microphones, the Sai-

lors chatted with host Chief Mass Communication Specialist Matthew Bradley’s and shared a little about themselves with the audience.

Things moved quickly following the show as the Sailors departed to attend morning colors and breakfast next door at the Naval Hospital.

Then it was back to Capodichino where the Naval Public Affairs Support Element whisked the finalists through their photo studio for formal pictures. Then, they went straight away to their board, where the Sea and Shore Sailors of the Year finalists would compete for the title.

Following the board, a SOY recognition dinner was held for them by USAA. Day 4 The Centro Fernando Homeless Shelter welcomed the group as they cleared brush, cleaned and made several improvements in a few short hours during a Community Relations (COMREL) project. Before they left, the Sailors were given a tour of the shelter.

After the COMREL, the Sailors had lunch with U.S. 6th Fleet Command Master Chief Charles Collins and were given a tour of the C4I building.

SOY Week coordinator and master of ceremonies, Chief Information Systems Technician Ilyana Williams, walked the Sailors through the program. Following rehearsal, everyone was given some much appreciated down time before the evening’s Bowling Night.

MWR sponsored a bowling night for the group at the Support Site bowling alley.

Everyone got a chance to relax before the nervous day ahead of them the following

day for the announcement and awards ceremony.

Day 5 A final PT session was held at 6:30 a.m. PT was followed by a hearty breakfast hosted by the First Class Petty Officer’s Association at the Fellowship Hall on Capo.

Following breakfast, the finalists and their entourage readied themselves for the big event at the Bella Napoli conference room. Commander, U.S. Naval Forces Europe-Africa Adm. Mark Ferguson provided the opening remarks.

“Each of you embody the greatest values we hold dear in the service, and by your actions, the next generation of Sailors who are coming out of boot camp today will see you and say ‘I want to be like that individual,’” he said.

Ferguson announced the selection of Operations Specialist 1st Class Amparo Balderas, from Commander, Task Force 68 in Rota, Spain, as the CNE-CNA Sea Sailor of the Year. Following that, Ferguson named Legalman 1st Class Stephani Pavoni, from CNE-CNA in Naples as the CNE-CNA Shore Sailor of the Year. Finally, in a first, Information Systems Technician 2nd Class Dawn Weston, from Commander, Task Force 69 in Naples was named Junior Sailor of the Year and unexpectedly called up to the front of the room to be recognized.

Many people, many moving parts and many preparations were made to host the event, and Sailors came from Supreme Headquarters Allied Powers Europe (SHAPE), Belgium; Stuttgart, Germany; Rota, Spain; Sigonella, Sicily and some right here in Naples, and at the end of the day, the best of Naples was shown to be the best of our own.

ENERGY CONSERVATION President Obama’s Energy Comments in Final State of the Union From climate change to wind and solar power to electric vehicles, President Obama touched on a lot of key energy topics in his final State of the Union delivered January 12, 2016.

A part of his speech is posted below: “Look, if anybody still wants to dispute the science around climate change, have at it. You will be pretty lonely, because you’ll be debating our military, most of America’s business leaders, the majority of the American people, almost the entire scientific community, and 200 nations around the world who agree it’s a problem and intend to solve it.

But even if – even if the planet wasn’t at stake, even if 2014 wasn’t the warmest year on record – until 2015 turned out to be even hotter – why would we want to pass up the chance for American businesses to produce and sell the energy of the future?

Listen, seven years ago, we made the single biggest investment in clean energy in our history. Here are the results. In fields from Iowa to Texas, wind power is now cheaper than dirtier, conventional power. On rooftops from Arizona to New York, solar is saving Americans tens of millions of dollars a year on their energy bills, and employs more Americans than coal – in jobs that pay better than average. We’re taking steps to give homeowners the freedom to generate and store their own energy

– something, by the way, that environmentalists and Tea Partiers have teamed up to support. And meanwhile, we’ve cut our imports of foreign oil by nearly 60 percent, and cut carbon pollution more than any other country on Earth.

Gas under two bucks a gallon ain’t bad, either.

Now we’ve got to accelerate the transition away from old, dirtier energy sources. Rather than subsidize the past, we should invest in the future – especially in communities that rely on fossil fuels. We do them no favor when we don't show them where the trends are going. That’s why I’m going to push to change the way we manage our oil and coal resources, so that they better reflect the costs they impose on taxpayers and our planet.

And that way, we put money back into those communities, and put tens of thousands of Americans to work building a 21st century transportation system.

Now, none of this is going to happen overnight. And, yes, there are plenty of entrenched interests who want to protect the status quo. But the jobs we’ll create, the money we’ll save, the planet we’ll preserve – that is the kind of future our kids and our grandkids deserve. And it's within our grasp.”

NAPLES COMMUNITY HEALTH AWARENESS From Naval Support Activity Naples Public Affairs

The Naples Public Health Evaluation (PHE) was an extensive effort to learn more about the potential environmental health risks present in the Campania region of Italy. The Navy established health protective policies based on the study’s findings to protect the health of U.S. personnel and their families, which includes bottled water advisories and health protective lease clauses. The PHE found the potential health risks for living offbase can be mitigated by following established risk-management actions.

The enduring health protection policies are as follows: • Maintain the July 2008 bottled water advisory for U.S. personnel living off base.

• Maintain the New Lease Suspension Zone (NLSZ) areas, based on U.S. Navy and Italian environmental sampling data. In these zones, U.S. Navy personnel are not permitted to sign new rental home leases.

• Maintain the U.S. Naval Support Activity Naples PHE website and the U.S. Navy Regional Water Quality Board.

• Maintain the health-protective U.S. Navy lease clauses for private off-base rental homes: – Landlords must provide containerized water service from a Navy-approved vendor.

– Leased homes must be supplied by city water or permitted wells. Landlords must disconnect all non-permitted wells and provide proof of connection to the city water system or that the well is permitted.

– Landlords must clean and disinfect domestic water holding tanks every six months.

• The U.S. Navy will continue to share data with designated Italian public health officials.

Throughout the Public Health Evaluation, the U.S. Navy established health protective policies and took immediate action, when necessary, to protect the health of U.S. personnel and their families. The risk management analysis determined that many of the health protective policies established during Phase I and Phase II will continue, as well as new policies implemented to ensure continued health protection. Tiger Sharks Bring Home Tenth Southern Divisional Trophy

The Naples Tiger Sharks brought home the European Swim Forces League (ESFL) Southern Divisional Championship Trophy for the tenth year in a row this past weekend at Sigonella, Sicily.

“The swimmers are particularly proud of this win as they did it for Coach Jane,” Tiger Shark Board Vice President Akiko Boggs said. “After 10 years coaching the Tiger Sharks we wanted to make sure she left us with a win.”

In addition to the overall trophy, the Tiger Sharks brought home 75 Gold Medals, 34 Silver Medals, 32 Bronze Medals, 17 fourth-place medals, 13 fifth-place medals, and seven sixth-place medals.

Seventy-one percent of the team

set personal best times, and the individual high scoring swimmers were: Brandon Oestereicher, Lindsey Sharp, Jonathan McDonough, Ryan Rayos, Christopher Kanak and Max Milton.

The Tiger Sharks Relay teams took first place in every age division earning huge points for the team.

“I’ve learned so much being on this swim team.

I’ve learned that swimming really is a team sport,” Swimmer Ian Boggs said. “Through lots of sweat, we came out as the southern division champs for the tenth year in a row. I wouldn’t have wanted to swim with any other team.”

Final Swim Competition for the season will be end of this month for the ESFL Championship in the Netherlands.

John Paul Jones, America’s greatest Revolutionary naval commander and founder of America’s naval tradition, while serving as the commanding officer of the sloop-of-war Ranger, received the first official salute to the U.S. Stars and Strips flag by a European country, at Quiberon, France, on Feb. 14, 1778.

Jones and French Admiral La Motte Piquet exchanged gun salutes – the first time that the Stars and Stripes, carrying the flag of the new nation, was officially recognized by a foreign government.

Jones and his crew of 140 men had left Portsmouth, N.H., three months earlier for the harbor town of Brest, France, and ultimately the Irish Sea. His mission was to raid British warships in their own waters.

One of the greatest naval commanders in history, Jones is regarded as the “Father of the American Navy.” He is buried in a crypt at the U.S. Naval Academy Chapel in Annapolis, Md., where a Marine honor guard stands watch over one of America’s greatest naval heroes.

Byers entered the Navy in September 1998, attending boot camp and Hospital Corpsman School at Great Lakes, Illinois.

He served at Great Lakes Naval Hospital, and then with 2nd Battalion, 2nd Marine Regiment at Camp Lejeune, North Carolina. In 2002, he attended the Basic Underwater Demolition/SEAL course, graduating from Class 242, and completed the Special Operations Combat Medic course in 2003. Byers has been assigned to various east coast SEAL teams, and completed eight overseas deployments with seven combat tours.

Byers’ awards and decorations include five awards of the Bronze Star Medal with Combat V device, two awards of the Purple Heart, the Joint Service Commendation Medal with Valor device, the Navy and Marine Corps Commendation Medal with Combat V device, two additional awards of the Navy and Marine Corps Commendation Medal, two awards of the Combat Action Ribbon, three Presidential Unit Citations, two Joint Meritorious Unit Awards, two Navy Unit Commendations, and five Good Conduct Medals.

Mike Ruddman, who received thunderous applause during the second round of competition for his version of Madonna’s “Like a Prayer,” won first place, taking home two round-trip plane tickets to the United States, courtesy of United Airlines.

Sixth Fleet Ombudsman Jenn Ringwald, received second place, for her version of Carrie Underwood’s “So Small.”

Ringwald took home a two-night stay at the Edelweiss Lodge and Resort in the Bavarian Alps for her prize.

Navy Spouse Hannah McCormick brought in third place, for her version of Adele’s “When we were Young.” McCormick took home a $250 Visa gift card, courtesy of the Naples Overseas Support Club (NOSC) for her prize.

Navy Celebrates 2016 African American/Black History Month From Navy Office of Information

Throughout the month of February, the Navy joins our nation in celebrating the history and culture of AfricanAmerican and Black Sailors during AfricanAmerican/Black History Month.

Established in 1926, President Gerald R. Ford expanded the celebration in 1976 to include the entire month of February.”

“Our past is our history and our future is our destiny,” Victoria Bowens, Department of the Navy director for diversity and inclusion, said.

“We must look at what worked, what did not work and how we can improve our efforts in promoting inclusion to optimize our results to achieve mission success.”

From port cities where Africans disembarked from slave ships to the battle fields where their descendants fought for freedom, from the colleges and universities where they pursued education to places where they created communities during centuries of migration, the imprint of Americans of African descent is deeply embedded in the narrative of the American past.

USS Mason (DE 529), manned by a predominantly

African-American crew came under dire conditions during World War II in heavy weather when Mason’s deck split. The crew made emergency repairs allowing the ship to continue its convoy operations. In 1994, President Clinton awarded commendations to the 67 surviving crew members.

USS PC 1264 was a submarine chaser built during World War II. She was one of only two U.S. Navy ships to have a predominately African-American enlisted complement during the war, the other being the Evartsclass destroyer escort USS Mason (DE 529). PC 1264 was in service for less than two years, but the performance of her crew – and of the USS Mason’s – caused the Navy to reevaluate the role of African-American Sailors.

The USNS Carl Brashear (T-AKE 7) was named for Master Chief Boatswain’s Mate Carl M. Brashear (1931-2006). Brashear’s career spanned more than four decades and exemplifies outstanding service and dedication. Brashear enlisted in the Navy in February 1948 and qualified as a First Class Diver in 1964. In 1965, while recovering atomic bombs off the coast of Spain, Brashear sustained injuries which

eventually required the amputation of his leg. Despite his injuries, he became recertified in March 1968 as a diver, the first amputee to serve as such in the Navy, and in 1970, Brashear became the first African-American master diver in the Navy.

In April 2009, Vice Adm. Michelle Howard commanded CTF-151, a multinational task force established to conduct counter-piracy operations in the Indian Ocean when the U.S.-flagged M/V Maersk Alabama container ship was hijacked by pirates off the Somali coast. Howard and twelve U.S. naval forces coordinated the rescue of the ship and its crew including Capt. Richard Phillips, who had been kidnapped and held hostage in a lifeboat.

African-Americans continue to serve with distinction, now comprising almost 19 percent of our active-duty enlisted force, eight percent of our active-duty officers and five percent of our flag officers.

Colossal Presidential Sculptures at Mount Rushmore From the National Park Service

Every year, around three million visitors travel to Mount Rushmore National Memorial in the Black Hills of South Dakota to look at the colossal sculptures of four outstanding presidents of the United States: George Washington, Thomas Jefferson, Abraham Lincoln and Theodore Roosevelt.

The idea of giant sculptures was originated by State historian Doane Robinson. He imagined large figures of the American west carved in South Dakota’s Black Hills. Robinson contacted the famous sculptor Gutzon Borglum, who liked the idea, but wanted the sculpture to be a monument that conveyed the meaning of America.

Gutzon Borglum chose four presidents to carve on the mountain, because to him they represented the first 150 years of American History: ● George Washington, being our first president represents the birth of our country. Served 1789-1797 ● Thomas Jefferson symbolizes the expansion of the nation, he is credited with Louisiana Purchase in 1803. Served 1801-1809 ● Abraham Lincoln embodies the preservation of the nation in confronting the

challenges of the Civil War. Served 1861-1865 ● Theodore Roosevelt represents the development of our country. He promoted construction of the Panama Canal. Served 1901-1909 Work on the massive sculptures started October 4, 1927, and was completed October 31, 1941.

How do you turn a mountain into a work of art?

Borglum familiarized himself with life masks, paintings, photographs and descriptions of the four presidents. He then created multiple models which his workmen could use as guides.

The models he created were sized at a ratio of 1:12-one inch on the model would equal one foot on the mountain. He used these models in conjunction with a method of measurement called the pointing system. He had one set up on the models and another on the mountain itself, using the ratio guidelines workmen were able to figure out how much rock to remove and where.

How big are the heads of the four presidents?

Each of the heads are approximately 60 feet high, which is about the same height as a six story building, such as the main parking garage on board Capodichino. And, their mouths are about 18 feet wide. To give an idea of how big that is, if President Washington’s sculpture came to life and he opened his gigantic mouth, he could swallow two semi-truck trailers side by side as easily as you could eat a hotdog.
