New PCS Services Simplify Sailor Moves From Navy Personnel Command Public Affairs

To support the summer permanent change of station (PCS) season, Navy Personnel Command (NPC) is taking action to improve the PCS move experience for Sailors and their families. Sailors who have already completed at least one PCS move, know the process can be quite complex – from the household goods shipment to budgeting for potential out-of-pocket expenses. Navy Personnel Command (NPC) is working with numerous partners across the Navy and Department of Defense to rapidly field numerous customer oriented

improvements to simplify the process for hardworking Sailors and their families. The new MyPCS Checklist, a tailored and interactive checklist to assist in move preparation and execution, is available now via MyNavy Portal at https://my.navy.mil. The MyPCS Checklist provides a comprehensive timeline for action beginning six months prior to the scheduled move date and takes a Sailor and family through the entire process to include critical post-check-in items. This is available for use by all active and Reserve Sailors. Chief Mass Communication Specialist Dustin Kelling, assigned to NPC and in receipt of PCS orders,

has accessed the MyPCS Checklist for his upcoming transfer. “MyPCS Checklist works,” Kelling said. “It produced a tailored timeline based on my desired transfer date and has been an invaluable planning tool for my spouse and me. The timeline is editable as things change and I can download it in a PDF form. That way my spouse and I can both keep up with all the things we have to do.” The MyPCS Checklist currently requires command access card (CAC) access; however, it will ultimately be available for protected use via the web and mobile devices for spouses as well without requiring the use of a CAC. Tuition Assistance and Navy College Program Policy Updates Announced From Chief of Naval Personnel Public Affairs

The Navy announced changes to Tuition Assistance (TA) and Navy College Program for Afloat College Education (NCPACE) program management May 21 in NAVADMIN 114/19. Beginning October 1, 2019, enlisted Sailors and officers must complete a minimum of two years of service before becoming eligible to use TA or NCPACE instructorled or Distance Learning (DL) courses. This requirement may not be waived. In aAddition, TA and NCPACE (DL) funding is capped at 12 semester hours (or equivalent quarter hours) per fiscal year (FY) and a total of 120 semester hours (or equivalent quarter hours) in a career. Most Sailors in recent years have only used up to an average of nine semester hours annually. “Due to unprecedented usage and fiscal constraints, Navy is reshaping how we administer the TA and NCPACE programs,” Jim Johnson, head of Navy Voluntary Education (VOLED), TA-NAVY COLLEGE PROGRAM UPDATES

Keeping well informed is crucial to maintaining readiness. Some of you may not be aware of the different ways information is disseminated onboard NSA Naples. One way to stay informed is through our PAO Notes, which are emailed out to a by-request distribution list on Tuesdays and Thursdays. To be added to the list, please email PAO_Naples@eu.navy.mil with your request. Our base also has two different radio shows. The first show is hosted by our very own NSA Naples Command Master Chief (CMC) Andrew Hochgraver, who goes live on 107 FM and on the internet through the AFN 360 app for AFN Naples, on Thursdays at 7 a.m. CMC Hochgraver covers weekly points of interest targeting our local military community. I go on air monthly to discuss the big-ticket items for our NSA Naples team. CMC and I both have guests on the show that are subject matter experts on topics that affect you. To find out when my show will air, stay tuned to the NSA Naples and AFN Naples Facebook pages. Additionally, Admiral Foggo has a monthly podcast called “On The Horizon: Navigating the European and African Theaters.” In each episode, Admiral Foggo discusses what the U.S. Navy is doing throughout Europe and Africa. Maintaining readiness through information is an all-hands effort. You can also stay tuned-in to the local culture while here in Naples. This weekend celebrates an Italian holiday: Festa della Repubblica, or Republic Day. June 2 marks the 73rd anniversary of the birth of the Italian republic. Following World War II in 1946, Italian citizens had the opportunity to vote on the form of government going forward. Over 20 million citizens took part in the vote, and the Italian people selected a representative republic. Italians celebrate this decision every year with a large military parade in Rome and smaller parades in other cities. I encourage you to take time this weekend to observe the history and culture of our host nation in action. You will get the most out of your overseas tour if you take every opportunity to learn about the heritage and customs of our Italian neighbors. NSA Naples conducted an active shooter drill inside the DoDEA high school on Support Site last Thursday. The drill focused on testing DoDEA’s emergency action plans and allowed for first responders to become familiar with the school’s layout. As with all training, the intent was to critically evaluate our response so we can constantly improve our process and hone our skills. The NSA Naples Installation Training Team walked away with fresh insights that can be applied to future evolutions and real-world responses. This was a great first step towards incorporating active shooter drills into regularly scheduled training for all students and faculty. On behalf of the NSA Naples team, I would like to thank the volunteer students and teachers who participated in this drill after school hours. Increasing our readiness would not have been possible without the support of the volunteers. Volunteers are a big part of what makes NSA Naples such a great community to be a part of. The Navy-Marine Corps Relief Society (NMCRS) had their Spring Luncheon Awards ceremony recently, and I wanted to take the time to express my appreciation to all of our NMCRS volunteers. 2,000 Year-Old Bust Discovered in Roman Medieval Wall A white marble bust, believed to be 2,000 years old was discovered near the Roman Forum during excavations in Rome. The head is believed to be Dionysus, the goddess of wine, music and fertility. The head had been reused to form part of a medieval wall, hidden in the wall and had been recycled as a building material. The head, with deep eyes was probably once filled with glass or precious stone, would have belonged to a large statue of the god created in the imperial age. The marble head will be cleaned and eventually put on display. Italian Government Orders Video Cameras at Nursery Schools, Elderly Care Homes Mandatory installation of video cameras at nursery schools and care homes for elderly and disabled people was approved by the Senate’s public works and environment committees on Tuesday. The measure was approved following a string of cases of mistreatment at nurseries and rest homes. New Trains to be Added to Naples Subway by 2020 A new fleet of trains is planned to be added to the Naples Subway Line #1 by 2020. Trains will be equipped with WiFi and can accommodate a minimum of 1,220 people on board. Each train will cost eight million euros and will include spare parts and supplies for maintenance, testing and diagnostics, as well as three years of assistance. It is estimated that wait times for Metro Line #1 trains will decrease from eight to three minutes. ‘Cistecca Festival’ to Return to Monte di Procida this Summer The ‘Cistecca Festival’ is back in town in Monte di Procida (NA) – with its tasty sandwiches, street food, and music with the cover bands playing the best of Pino

After last year’s success, the ‘Cistecca Festival’ is back: from June 27th to 30th, Monte di Procida will host one of the most awaited gastronomic events of the year for high-quality sandwich lovers, in a beautiful natural location of more than 3,000 square meters. For details visit on eventbrite.it U.S. Air Force to Deploy Squadron in Aviano Air Base for Summer Exercise The U.S. Air Force has deployed a squadron of F-35A jet fighters from Hill Air Force Base in Utah to Aviano Air Base in Italy. The squadron will participate in exercises and conduct training with other Europe-based aircraft. The squadron, which includes the fifth-generation fighter plane, arrived Friday at Aviano Air Base from the 388th and 419th Fighter Wings at Hill Air Force Base, Utah as part of a Theater Security Package. The jets and personnel will remain in Europe for several weeks, according to a U.S. Air Force news release. Tourist Caught Bathing in Milan Fountain Bathing in historic fountains is strictly forbidden in Italy but last week a French woman was seen bathing in a fountain in the city center of Milan. She got into the fountain around 10 p.m. When some onlookers called police she put on clothes offered by passers-by. She told police that she didn’t do anything wrong and didn’t think it was forbidden in Italy. Several cities including Rome and Florence have restrictions on where people are allowed to eat, drink alcohol or even sit around their landmarks. Venice banned bathing suits and bare chests from its city center last summer.

Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

HISTORY: FIRST AFRICAN-AMERICAN GRADUATES FROM ANNAPOLIS By Gary Nichols NSA Public Affairs

On June 3, 1949, Midshipman Wesley A. Brown became the first African-American to graduate from the U.S. Naval Academy at Annapolis, Maryland. A native of Baltimore, Brown grew up in Washington, D.C., within commuting distance of the Naval Academy. His father drove a delivery truck and his mother worked at a dry cleaner. Brown served in the Army reserves as a teenager and later attended Howard University before his appointment to Annapolis in 1949. At Annapolis, Brown studied engineering and ran varsity track and cross-country. One of his crosscountry teammates was upperclassmen Jimmy Carter, who would later become the 39th president of the United States. Brown was the sixth AfricanAmerican to enroll at Annapolis, but was the first to successfully endure the racist environment that was widespread at the time. “I feel it is unfortunate the American people have not matured enough to accept an individual on the basis of his ability and not regard a person as an oddity because of his color,” Brown said following his graduation. “My class standing shows that around here, I am an average Joe.” Highlighting that point was Brown’s class standing – 370 out of 790 – in the statistical middle of his graduating class. His military record was anything but average. He was a veteran of three wars: World War II, Korea and Vietnam. He built houses in Hawaii, a nuclear power plant in Antarctica

and a desalinization plant at Guantanamo Bay, Cuba. The largest-scale projects that he worked on were construction of the Naval Air Station Cubi Point, Philippines, which, at that time, was the largest earth-moving undertaking in the world after the Panama and Suez Canals, and construction of the aircraft carrier wharf at Subic Bay. He also had special assignments in Liberia, Chad, the Central African Republic and Costa Rica, for which he received a Secretary of the Navy commendation in 1964. Brown retired on June 30, 1969, with the rank of Lieutenant Commander after 20 years as part of the Navy’s Civil Engineer Corps. Brown continued working as an engineer, first for the State University of New York at Stony Brook, Long Island, until 1976, and then in the facilities planning department at Howard University. Public service had always been an important part of his life: He was a member of the Association for the Study of African American Life and History, the NAACP the American Civil Liberties Union, the John Wesley AME Zion Church and the National Naval Officers Association. He served as a Naval Academy Athletic and Scholarship Program Foundation Trustee, member and chairman of the D.C. delegate’s Congressional Nominations Review Board for U.S. Service Academies and a member of the Secretary of the Navy’s Advisory Subcommittee on Naval History. On March 25, 2006, the Academy broke ground for the Wesley Brown Field House, a 140,000 square-foot athletic facility named in his honor. The building is home to the men and women’s cross country and track teams, sprint football team, and the women’s lacrosse team, as

well as 16 club sports “This world is changing very quickly,” then-Chief of Naval Operations Adm. Mike Mullen, said during the ground-breaking ceremony. “But when you think about change with respect to diversity in our Navy and in our nation and you hearken back to the time when Wesley came to the Naval Academy, what a heroic step, what a courageous move and what a long lasting and historic contribution he made.” The $50 million construction project was completed on May 10, 2008. Brown also was featured in the 2007 book “Breaking the Color Barrier: The U.S. Naval Academy’s First Black Midshipmen and the Struggle for Racial Equality,” by Navy historian Robert J. Schneller Jr. Brown died on May 22, 2012, at the age of 85 from cancer, in Silver Spring, Maryland. His remains were buried at the Naval Academy Cemetery on June 6, 2012.

Adm. Foggo Meets with Kosovo’s Senior Security Officials By JFC Public Affairs

Adm. James Foggo, commander of NATO’s Allied Joint Force Command Naples, met with Rrustem Berisha and Lieutenant General Rrahman Rama, Kosovo’s senior-most security officials in Pristina, Kosovo, on May 22. The leaders discussed the current state of security in Kosovo, and the NATO-led Kosovo Force, known as KFOR, under UN Security Council Resolution 1244. They also discussed the issue of Kosovo’s plan to transition its own Kosovo Security Force, or KSF, into an army, an issue opposed by Serbia. NATO’s Secretary General and the North Atlantic Council have consistently said that any change to the mandate of the KSF will mean that NATO will re-examine its level of

engagement with the KSF. This work continues in Brussels. “I expect the transition of the KSF be a gradual, transparent and inclusive effort and closely coordinated with NATO and the international community,” Foggo said. NATO remains committed through KFOR to a safe and secure environment in Kosovo, and to stability in the wider Western Balkans. The mission of Allied Joint Force Command Naples is to prepare for, plan and conduct military operations in order to preserve the peace, security and territorial integrity of Alliance member states throughout Supreme Allied Commander Europe (SACEUR) Area of Responsibility (AOR) and beyond.

Warm weather is finally here! Most of us have waited all winter to the time when we can finally enjoy time at the beach and water balloon fights around the pool. Even though the first day of summer is not until June 21, we have already started the process of changing temperature set points for all spaces to provide cooling instead of heating. As per Instruction, Public Words Department (PWD) will set the temperature in all spaces no lower than 78°F (25.5°C), and during unoccupied hours the cooling equipment shall be turned off whenever possible, in an effort to conserving energy best most efficient way we can. NSA Naples Instruction 4101.1D provides guidance for the temperatures in spaces: “Accurate temperature control is an important means of conserving energy and promoting mission capabilities. Excessively hot or cold spaces can increase energy usage while providing no benefit in occupant comfort. Similarly, poorly controlled spaces can cause a significant decrease in occupant comfort and waste energy at the same time. Effective temperature control of occupant spaces is essential to an effective energy policy and to mission requirements. The opening of windows or air-conditioning boundary doors shall not be used to regulate temperatures when the heating or cooling system is in use. U.S. Naval Leaders in Europe Commemorate Memorial Day By U.S. 6th Fleet Public Affairs

Adm. James G. Foggo III, commander, U.S. Naval Forces Europe-Africa and commander, Allied Joint Force Command Naples and three additional admirals pay fitting tributes to the legacy of fallen service members during Memorial Day ceremonies in Europe, May 24-27, 2019. Throughout the course of U.S. history, Soldiers, Sailors, Airmen, Marines and Coast Guardsmen have made the ultimate sacrifice in defense of our nation and allies and partners. Memorial Day serves as a special day of commemoration to honor their selfless service. Foggo spoke from the Cambridge American Cemetery and Memorial where the University of Cambridge donated more than 30 acres of land to honor the fallen in 1956. The cemetery contains 3,811 remains and 5,127 names are recorded on the Walls of the Missing.

“Their sacrifice is on display,” Foggo said. “Their steadfast commitment defeated tyranny and preserved freedom.” Next week will mark 75 years since Operation Overlord, the 1944 Normandy landings, which was the largest seaborne assault in human history. During the lengthy operation, more than 6,000 Allied ships carried one million Soldiers across the English Channel to a 50-mile-wide strip of the Normandy coast in occupied France. “Incredible,” Foggo said. “It is sometimes hard for us to imagine the scale and breadth of World War II. It was the most global war in history that directly involved more than 100 million people from over 30 countries. It was also the deadliest.” Foggo stated the North Atlantic Treaty Organization was created out of the World War II experience with a common goal to keep Europe whole, free and at peace.

“We want to keep both programs available and sustainable for eligible Sailors, while ensuring our Sailors remain focused on their professional qualifications.” Navy transformation efforts focused on improving the “Sailor experience” have dramatically improved the ease of access to several technical and education programs, including TA and NCPACE. As a result, fleet-wide TA demand in FY19 was 30 percent higher at the mid-year review than the same point in FY18. TA funding is expected to run out this month with no additional funding to be made available for the remainder of FY19. Sailors currently taking classes or who are in receipt of a funded TA voucher will not be impacted. Johnson said that every billet is important to the Navy’s mission and that commanding officers (CO) and officers in charge (OIC) should judiciously manage their Sailors’ education outside of working hours. “A typical three semester hour college course requires up to 12 hours of weekly commitment,” he said. “COs and OICs should actively manage their Sailors’ off-duty education to meet their NAVY LEADERS HONOR FALLEN HEROES

The site is one of significant historical background dating to the era of Roman soldiers. The cemetery’s tall memorial tower can be seen before reaching the site, which covers 65.5 acres. During the ceremony, Ishee talked about the sacrifice and heroism between the allied service members during the liberation of the Netherlands. “Here on these hallowed grounds we stand amongst the memories of heroes and the crossroads of history,” Ishee said. “Victory came at extremely high cost. Young men and women shed their blood for the ideal of freedom for a people they did not even know. United in a common cause and bound together by common values, men and women of all backgrounds,

On this day we bow our heads

The 14.3-acre cemetery contains the graves of 1,844 World War I military burials. A massive bronze door surmounted by an American eagle leads into the chapel, whose outer walls contain sculptured pieces of military equipment and the names of 333 missing soldiers. By the end of the 19th century, the Navy adopted regulations for proper observance of Decoration Day to be held on May 30. In 1971, Memorial Day was declared a national holiday by an act of Congress, though it is still often called Decoration Day. To reduce the up-front financial burden, Sailors are encouraged to request applicable advance travel entitlements that vary depending on whether the PCS is within the continental U.S. (CONUS) or outside the continental U.S. (OCONUS). The options include dislocation allowance (DLA), monetary allowance in lieu of transportation (MALT) for mileage reimbursement, per diem for military member and dependents, and lodging and per diem expenses during training en route. Sailors should contact their Command Pay and Personnel Administrator (CPPA) to facilitate these advance travel entitlement requests. The MyNavy Career Center (MNCC) Contact Center is also an option 24/7, and may be contacted via email, askmncc@navy.mil or by phone at (833) 330MNCC/6622.

As part of the Navy’s ongoing pay and personnel transformation efforts, the recently released NAVADMIN 103/19 announced that next month a new policy is slated for release allowing reimbursement of employment licensure or certification costs for spouses, up to $500, arising from PCS moves. In early August, the MyPCS Mobile Solution is scheduled for delivery to the fleet. This provides a modern and simplified means for Sailors to manage their PCS move on a mobile device. The MyPCS Mobile Solution initially will include mobile access to the MyPCS Checklist and allow Sailors to apply for housing and childcare at their next duty station. Two upgrades will shortly follow that will provide the ability for Sailors to view their orders (both in a more user friendly “lean” format and in the full text format)

and provide the ability to complete a travel voucher on their mobile device. “This mobile solution will provide Sailors simplified access to the self-service they desire,” Capt. Carol Kushmier, NPC future operations officer, Pay and Personnel Management Department, said. “It will give Sailors a single place to access PCS information, resources and actions, all on their mobile device. The MyPCS mobile solution will bring greater transparency, accessibility and convenience to Sailors throughout the PCS process.” There are even more PCS improvements and entitlements in the works, including an intuitive application that consolidates a Sailor’s request for both transfer and advance entitlements, replacing two separate request forms that were difficult to understand. Additionally, efforts are underway to gain approval to provide Sailors the full entitlement rates up-front for PCS moves. “Simplifying PCS for Sailors is one of the key priorities of the overall Navy Transformation efforts,” Ann Stewart, NPC director, Pay and Personnel Management Department, said. “All of these new services are a direct result of what we are hearing from Sailors and their families during numerous fleet engagements. We are so proud to have had you represent Naples at the European Youth of the Year 2019 competition at RAF Mildenhall on May 10, 2019, alongside 18 military youth from across Europe. The Boys and Girls Club of America (BCGA) supports the annual Military Youth of the Year program, recognizing and honoring the community service, academic success, character, and citizenship of military connected students through our military Youth Centers worldwide. A local level competition is held each year, to select outstanding teens (14-18) in the Naples Child and Youth Programs Teen Center. The National Youth of the Year is the top honor a club member can receive. This distinction of excellence is awarded scholarships at the state, regional, and national level. At NSA Naples, Lopes has worked to build the Keystone Club at the Naples Teen Center. The Keystone club participation has risen significantly, and they have tirelessly run community service projects including, peer and middle school mentorship, Christmas Cookies for Sailors Drive, base cleanup days, sports ceremony recognitions, Civil Rights activities with younger students, and much more. Naval Support Activity (NSA) Naples successfully completed its 2019 External Environmental Management System (EMS) and Environmental Compliance Audit May 23, 2019. The purpose of the audit is to evaluate the status of environmental compliance requirements and the installation's EMS with respect to applicable regulations and instructions. Key factors in achieving environmental compliance include maintaining a welltrained and environmentally smart workforce; recommending and implementing environmental program improvements as technologies, regulations and situations change; and meeting EMS objectives and targets. “Unlike other evaluations, there is no score given and no pass or fail rating,” Installation Environmental Program Director Matt Klimoski said. “The objective is to make sure that

we have an effective system in place to ensure compliance with environmental requirements, and that the command understands what the main environmental concerns are and takes them into account when planning future actions.” The audit lasted from May 20 to 24 and was conducted by a team of representatives from Commander, Navy Region Europe, Africa and Southwest Asia. The audit team’s job is to identify issues that may not have been identified by local staff. “Because you work with it every day sometimes you miss little things that an external person doesn’t,” Klimoski said. “That’s because you’ve walked by it 20 times and you’ve become blind to it. But the external person says, ‘What’s that?’, and they ask further questions. This gives us an extra level of protection for environmental compliance.” Over the four day evaluation, the audit team visited Capodichino, Support Site, Gaeta, Satellite Communi-

cations Lago Patria, and Admiral Robert B. Carney Park, assessing several issues such as hazardous materials, medical waste, and pollution prevention. “We want to make sure we are being good stewards of the environment,” Regional Environmental Compliance and EMS Manger Dexter Robeson, the audit team lead, said. “People may look through the fence and think we’re not doing what we should be doing, but we’re showing them that we are. These audits show that all the way up the chain of command to Navy Headquarters, where we send the reports.” Auditors had plenty of positive feedback during the May 28 out-brief, stating that there were no major EMS deficiencies and commenting on how much better the base facilities looked compared to past audits. PCS Moving Tips for School-Age Children From Military OneSource

It’s summertime, and for many of us, that means summer vacations, trips to the beach, and for many military families, it also means gearing up for a new adventure as your parent(s) are preparing for a transfer to a new duty station. That also means you’ll be meeting new friends and in a few short months you’ll also be getting ready to attend a new school. Here are some things to help you prepare: ● Become a research sponge. The more you know, the less anxious you’ll feel. Check out the new school’s website to figure out how it compares to your old school and what features you can look forward to. ● Call ahead. Have a parent call the guidance counselor to see if there’s anything specific you need to do to get ready. They can ask for details on certain classes, after-school programs and clubs you may be interested in. ● Check in with the youth center. If you’re worried about meeting new people, this is the perfect solution. You can have the youth director at your current installation get in touch with the program at your new installation to set up sponsorship before you move. Youth center staff can also connect you to someone your age who goes to your new

school. Then you can ask the questions you really want answered – like who the best teachers are and how often the cafeteria serves pizza. ● Get your papers in order. Your current school’s guidance counselor and your parents can help you with this. Your parents need to request an official transcript be sent to your new school. Ask for an unofficial transcript printout for your own records. Your parents can help you organize the other important papers you’ll need to bring to school – like your health records and test scores. ● Find your place. Getting comfortable in your new school is all about finding your place in your new school community. Get involved right away in the activities that interest you. Maybe you want to try something you’ve never tried before. That’s a great thing about switching schools – it’s the perfect time to try something new. ● Meet your neighbors. This is especially helpful advice if you’re moving in the summer before school starts. Hang out with the other kids in your neighborhood or on your installation, so you’ll have a built-in network of friends when school starts. Just remember: a positive attitude goes a long way – and you can never go wrong by simply being yourself.

A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis. One contact phone number per ad; no e-mail addresses. • Deadline for submission is Monday, noon for the following Friday. Public holidays (U.S. or Italian) are not an exception to this rule. ADS RUN ONE WEEK ONLY! • Any incomplete ad or ad received after the Monday, noon deadline will not be printed in that Friday’s issue. Late submissions will be considered for the next available publication. Incomplete or illegible ads will not be considered. • Free Mercato Ad forms, the only acceptable form of submission, http://www.cnic.navy.mil/at available are naples/newsroom/panorama/ (click on the Mercato link) or at the NSA Public Affairs Office during normal business hours. • Ads and supporting documentation can be faxed to 081-5685112 (DSN 626-5112) or delivered in person to the Public Affairs Office, Capodichino, Admin I, Room 208.
