Adm. Foggo Takes the Helm at JFC; Farewell Adm. Howard

U.S. Navy Adm. James G. Foggo III took command of Allied Joint Force Command Naples and U.S. Naval Forces Europe-Africa during a ceremony held at the headquarters of JFC Naples, October 20, 2017.

Foggo, a 1981 graduate of the U.S. Naval Academy, assumes command from U.S. Navy Adm. Michelle Howard. Foggo comes to Naples from the Pentagon where he served as the director of Navy Staff, and he is the 31st commander of JFC Naples.

The change-of-command ceremony also had a bit of a homecoming feel to it.

Foggo is a former commander of the Naplesbased 6th Fleet and local NATO maritime forces.

Some of his other experience in Naples includes serving as a submarine group commander, deputy fleet commander, and as a NATO task force commander for an operation against Libya.

“I’m elated to be back in Bella Napoli, a city that has hosted the United States Navy since the end of the Second World War,” Foggo said.

The ceremony’s official party also included U.S. Army General Curtis Scaparrotti, Supreme Allied Commander Europe, U.S. Marine Corps General Thomas Waldhauser, commander, U.S. Africa Command, and U.S. Navy Admiral John Richardson, Chief of Naval Operations.

Here are 11 tips you should keep in mind to make your next trip a huge success: 1. Before you begin, do you have all the necessary documentation?

At a minimum, each traveler must have a tourist passport, as hotels will often ask for a copy of each guest’s. If you don’t have a tourist passport, it is possible to order one through the embassy, or Naval Hospital, but plan ahead as they take several weeks to obtain. Additionally, sponsors should bring a copy of their orders, and dependents copies of their Sojourners permits. In addition to your passports, you may need these documents as you transit in/out of the EU through customs.

2. Try to plan your trip at least 6-8 weeks out This should help significantly reduce the costs of travel.

Halloween weekend is finally here and I think we’re kicking it off right with MWR’s Spooktrunkular event, tonight from 6 to 10 p.m. I’m looking forward to some cool costumes and great decorations as our base community comes together to celebrate. We will also have regular trick or treating on the 31st, from 6 to 9 p.m. For any residents handing out candy, please, set up outside the doors of your building. This will help ensure the safety of the Trick or Treaters, as well as limit the noise in the stairwells for residents who do not wish to participate. And as always, remember safety while you celebrate this weekend, whether you’re a child or an adult. Always remember to keep an eye on children, especially as it gets darker. Adults celebrating should also remember to drink responsibly, and never drink and drive.

Speaking of candy, PRT season is here! Many of you may have already completed your PRTs this week, and many are scheduled to continue next week. Good luck and remember that it’s never too early to start getting ready for the next cycle. Physical fitness is a year round effort. If you feel like you need help, talk to your Command Fitness Leaders. They are an important resource, use them!

Lastly, as the temperature has been dropping, residents on Support Site may have already noticed the air conditioning shutting off in some buildings. We are about half way through the scheduled A/C shutdown, and should be completed by the end of next week. We started this a little early this year due to requests from the on-base community. So remember, when you send us inputs like that, we listen and whenever we’re able, we do act on them. Never hesitate to send suggestions our way!

United States, Italy Collaborating to Combat Terrorism During the G7 Interior Ministers meeting held in Ischia last week, the United States and Italy signed an agreement to share their fingerprint databases to eradicate potential foreign fighters returning to Europe.

Rome and Washington will be able “to access data contained in the national identification fingerprint systems” in a move “to create a network to verify the identity of migrants, asylum seekers or refugees.” Marco Minniti, Italian Interior Minister, said that fighters could take advantage of the human trafficking routes to return home and the goal of the agreement is to verify whether they are criminal suspects or terrorists.

Rome to Host Formula E-Prix This Spring Rome will host the Formula E-prix on April 11. The circuit for 100 percent electrical cars will be held in the Eur district with a budgeting of around 10 million euros. The Rome circuit has 21 turns and will go past a number of iconic sites in the district such as the Palazzo dei Congressi, or the Obelisk. The E-prix starts December 2 in Hong Kong and will end July 28 in Montreal.

Italians Athletically Inclined The national statists agency (ISTAT) released a report on which said that over 20 million Italians aged over three practiced one or more sports in 2015.The 24 percent of the population practiced sport regularly while other 9.8 percent occasionally. The most popular sports were gymnastics, aerobics, football and water sports. Swimming was the most common sport among children aged 3-10 years old, football among young adults under 35, gymnastics, aerobics, fitness and physical culture among adults up to 59 years old and over 60 years old.

Eating Spaghetti Might Help Reduce Heart Attacks Italian researchers said that eat spaghetti could help reduce deaths from heart attacks. Medical researchers at the Scuola Superiore Sant’Anna Institute of Life Sciences

in Pisa developed a special kind of pasta enriched with barley flour. The barley contains a substance called beta-glucan that is known to help the body form new blood vessels, which could serve as a “natural bypass” in the event of a heart attack, the researchers said. To test their theory, the team fed barley-enriched pasta to mice and then induced cardiac injury.

They found that more of those mice survived than the mice who ate regular wheat pasta. In addition, the mice who survived in the control group (the mice who ate regular wheat pasta) had more damage to their hearts than the barley-fed mice.

The team hopes that enriched pasta will eventually prove “a friend to the heart” in humans.

Candela Offering Euro to People to Move There Candela is a small medieval town in Puglia region that has just 2,700 residents while in the 1990s has more than 8,000 people living there. Nicola Gatta, the mayor of Candela, is offering €2,000 euros ($2,350) to people who want to live there. He said that most young people fled in search of a better future elsewhere and left behind the elders. He added that there are dozens of dazzling white houses with panoramic terraces waiting to welcome new residents. The mayor is offering 800 euros for singles, 1,200 euros for couples, 1,500 to 1,800 euros for three-member families, and over 2,000 euros for families of four to five people,” said the mayor’s right-hand man. Tax credits on city waste disposal, bills and nurseries could also be offered. There are three main requirements to receiving the cash: new residents must take up residency in Candela, rent a house and have a job with a salary of at least 7,500 euros per year. Candela natives are open and welcoming, happy to rub shoulders with the few newcomers living in town. Some of Puglia’s top beaches are just an hour drive away from the town. The town has been given an expensive makeover, and is looking shiny and new. Restyled old palazzos, streets and piazzas are now open for guided tours. Public money is used to fund folkloric costume parties, spectacular bonfires and festivals in order to reclaim ancient traditions and myths.

HISTORY: USS CONSTITUTION GETS UNDERWAY, CELEBRATES 220 YEARS

On October 21, 1797 – 220 years ago – Constitution was launched into the Boston Harbor and commissioned as an active duty warship in the United States Navy. She earned her nicknamed “Old Ironsides” from cannonballs bouncing off her hull in August 1812 during a battle with the British frigate Guerriere 750 miles off the coast of Massachusetts. USS Constitution and her crew headed underway from the ship’s berth in Charlestown, Massachusetts, on October 20, in commemoration of the ship’s launching 220 years ago and the U.S. Navy’s 242nd birthday.

This was the first underway Constitution completed since she left dry dock on July 23 of this year and the first time she has been underway since 2014.

“Being aboard Constitution today reminded me of my first underway aboard USS Nassau,” Cmdr. Robert S. Gerosa, Jr., Constitution’s 74th commanding officer, said. Gerosa was stationed aboard USS Nassau (LHA 4) from 1998 to 2000. “I remember the excitement I felt that first day at sea in a Navy uniform.

This was the first time that some of our Sailors experienced an underway. I know that they will remember this for the rest of their lives. The hard work and dedication of the crew made this day possible.”

Constitution started boarding guests at 8 a.m., many of them family and friends of current crewmembers.

Shortly after 10 a.m., with more than 349 guests in attendance, she departed her pier.

At 11:40 a.m., Constitution performed a 21-gun salute which was returned by the Concord Battery and 101st Field Artillery near Fort Independence on Castle Island. Fort Independence is a state park that served as a defensive position for Boston Harbor from 1634 to 1962.

“My time aboard Constitution was absolutely amazing,” Jackie Plank, a guest

from Marlborough, Massachusetts, said “We feel very blessed to be able to be here today, hats off to the commander and the crew.

This was a once-in-a-lifetime opportunity.”

The ship also fired an additional 17 shots at 12:15 p.m. as she passed the U.S. Coast Guard Station, the former site of the Edmund Hartt shipyard where Constitution was built. Each round of this salute honored the 16 states that comprised America when Constitution launched in 1797 and one in honor of the ship.

“Getting Constitution back on the water has been my mission ever since I took command in 2015,” Gerosa said. “To see her not only back in the water, but to also have her underway and accompanied by our crew and their family members has been one of the highlights of my navy career.

Serving on this ship has been an incredible experience.”

The ship returned to her berthing, Pier 1 of the Charlestown Navy Yard, at 1 p.m.

Constitution is the world’s oldest commissioned warship afloat and welcomes more than 500,000 visitors per year. She defended the sea lanes against threat from 1797 to 1855, much like the mission of today’s Navy. America’s Navy: Keeping the sea free for more than 200 years.

Constitution’s mission today is to offer community outreach and education about the ship’s history.

SPOTLIGHT: CLEA BARENBURG

Clea Barenburg grew up in Washington State, where she spent her time hiking, biking, swimming and beachcombing. Bubbling with curiosity and with a natural capacity for nature, Barenburg studied at Western Washington University, (WWC) where she received a bachelor’s degree in biology with a marine and environmental focus.

It was in college that she met her husband, Navy veteran and current civilian employee, Michael Barenburg. The couple is currently on their second overseas assignment with the Department of Defense.

After years of volunteering in her children’s schools, Barenburg’s aptitude for details and hard work was recognized, and she was asked to be a secretary at one of the schools.

“She’s like a mom to most of the school,” Barenburg’s daughter, Adah, said. “She works really hard, everyday, to make sure that the school is running smoothly and students are getting what they need. I am very proud to call her my mother.”

Barenburg has worked in the school system for more than six years, the last three spent here at Naples Middle High School where she has become a staple at front desk. If you have a student at NMHS, chances are Barenburg has helped you before.

With a sharp mind and always wearing a smile, Barenburg exhibits all of the best qualities of a good secretary.

“I admire Clea for her ability to keep herself balanced in every situation, no matter how hectic or crazy it gets,” Venera Lambert, Barenburg’s partner at the front desk, said. “Sometimes I wonder if there is anything she doesn’t know.”

Besides her duties in the front office, Barenburg is also very involved in the college nights at the high school, where she comes to represent WWC. She is an asset to our community here in Naples, where students, parents and faculty alike are very fond of her.

ENERGY CONSERVATION Energy Action = Mission Success From NSA Naples Energy Management Team

NSA Naples Unaccompanied Housing Resident Advisors: Who Are They, What Do They Do? From the Resident Advisor Program

The Resident Advisor (RA) Program is stablished as an element of the Navy Leadership Program. It is designed to assist in maintaining good order and discipline and is also an important element in Naval Support Activity (NSA) Naples Sexual Assault Prevention and Awareness Program.

The RAs assist in enforcing Navy Standards and Unaccompanied Housing (UH) policy, promote, and maintain a positive resident living environment, conducive to the resident’s high quality of life, personal growth, safety and respect for the rights of all residents.

RA personnel must be a single or unaccompanied E-5 through E-9.

E-4’s may participate with their commanding officer’s strong recommendation and the approval of the UH manager. Support Site is home for more than 400 single and unaccompanied Sailors from NSA Naples and various tenant commands.

The Unaccompanied Housing department manages 11 converted family housing buildings, now known as the “Triangle Complex” and building 2087, “the barracks.” Our Resident Advisors are tremendous assets who play a big role for the UH team and are vital to the mission of NSA Naples.

The Department of the Navy’s Energy Action Month theme for this year is, “Energy Action = Mission Success.”

The theme makes the point that energy is integral to the sea service’s ability to maintain forward presence at sea, operate the sensors that detect threats and help protect our forces, and to conduct the full range of missions from humanitarian assistance/disaster relief (HADR) to high-end combat operations.

“The decisions Sailors and civilians make about energy use on a daily basis can have a direct impact on how far we steam, how often we refuel, and how long can we stay in the fight,” Capt. Carl Lahti, director of the Chief of Naval Operations Energy and Environmental Readiness Division, said. “Energy Action Month reminds us of that responsibility and can help us focus on ways to improve our energy consumption.”

March 2018 E4-E6 Advancement Cycle Announced

The March 2018 Navy-wide enlisted examinations (Cycle 239) testing dates for active duty, full time support and canvasser recruiter Sailors who are advancement eligible to the paygrades of E4-E6 have been announced in Naval Administrative Message (NAVADMIN) 252/17, released October 18.

Each Navy examination consists of 25 professional military knowledge and 150 job-specific rating technical questions. The Navy-wide examination dates are March 1 (E6), March 8 (E5) and March 15 (E4). Examination results are anticipated to be released to command triads in late May, prior to posting on the Navy Enlisted Advancement System (NEAS) website.

During Advancement Examination Readiness Reviews held at Naval Education and Training Professional Development Center (NETPDC), visiting E7-E9 fleet subject matter experts (SMEs) in each enlisted rating ensure all examination questions can be linked to current references and publications. As rating SMEs select questions for the examination, an examination bibliography is de-

veloped for that specific cycle’s exam, based on the source references for the questions on the exam. The Navy Advancement Center updates bibliography information as fleet instructions and manuals change and it is recommended that candidates check their bibliography a few times prior to the exam administration date.

“The bibliographies should be a critical part of each Sailor’s exam preparation process,” Master Chief Electronics Technician, Nuclear Power (SS) James Berhalter, command master chief of NETPDC, said.

“Keeping in mind that each exam is unique, I would recommend Sailors use only the official Navy bibliography sources for exam preparation.”

slated to be fully operational at the end of this year. The NSD-S Hub, under the roof and lead of JFC Naples, is designed to focus on a variety of current and potential issues to include destabilization, potential terrorism, radicalization, migration and environmental concerns.

During the ceremony, Scaparrotti also touted the ability of Howard and her team to conduct 11 operations and four exercises while supporting a trifecta of U.S. geographic commands in NATO. “With all of these exciting things going on, it is hard to leave, but I could not be more proud of each and every one of you,” said Howard to the international crowd at JFC Naples.

Howard’s last words and direction as commander of JFC Naples were the same ones she stressed when first arriving to Naples last year.

“Steady as she goes, full speed ahead,” Howard said.

Foggo told ceremony attendees that he looks forward to the challenges ahead.

“My commitment to NATO and the Alliance is rock solid, and you can take that to the bank,” Foggo said.

In Europe, tolls are frequently more expensive than in the United States, as a trip from Naples to Florence is roughly 70 euro round trip (plus fuel costs). A good reference for determining the cost of a drive is the Michelin route planner,

4. Flights / Airlines / Airports There are numerous budget airlines flying to/from Naples making it extremely affordable to reach most major European cities. Cities like Paris and London have multiple airports, and you may find it cheaper to book a separate return ticket from a different airport on a different carrier. Websites like flights.google.com and skyscanner.net are great to determine which carrier has the cheapest flight. Just make sure to read the fine print regarding carry-on luggage, as each airlines have different rules, with some

popular airlines only allowing 1 item in the cockpit.

Public transportation is often more affordable, but often lacks space to accommodate large bags. A great trick is to call your hotel ahead of time and see if they offer a shuttle, or partner with a driver that does routine airport pickup.

They may offer a reduced fare compared to what you will find through Uber or online, and their driver will already know where the hotel is located.

8. What about tickets?

Going to popular destinations often means you need a ticket to visit a trendy location. Some tickets, for example the Warner Bros. Studio Harry Potter tour in London, are only sold ahead of time online. Others, like the Eifel tower in Paris sell some reserve tickets online with the remainder on location. To avoid disappointment, look up each of your destinations and see what you can purchase ahead of time. Just be cautious, there are often tickets available that may reference “Skip the Line,” which are often two to three times the retail price of the actual ticket. Unfortunately, if you are booking last minute, these types of tickets may be your only remaining option.

6. Set expectations for the trip with the entire family.

Taking a family to Paris can be a delight, but while you may plan to see the Eifel tower, your spouse may want to make it a day at the Louvre museum, while your kids are hoping to spend time at Disney World. Often these destinations are far apart and time is limited to make everyone happy. Setting your expectations for the trip early helps ensure everyone has a good time.

7. Make an itinerary Time is a limited resource and should be budgeted just like money. Start with the bookends of your trip, such as flight times, and transportation time to/from your hotel. Then take the expectations you made and consider how much time everything takes, to include getting to/from each location. Don’t forget to think about where you plan to eat, and rest times for travelers with less stamina. Make sure you write it down, blocking out time for each event. Have a plan as to which events can be interchanged in case weather or unforeseen events require you to adjust your plans. Don’t be afraid to block off free time for spontaneous events, just make sure you have an idea of

Paying for your transportation and hotels up front helps, but remember to budget your food expense.

You’ll be eating out three times a day, and that gets expensive very quickly. A good estimate for a food budget is to consider your families normal budget when eating out for dinner and multiply that by at least three. Yes, you can normally find cheaper meals earlier in the day, but when you add in the extras, such as snacks and drinks throughout the day, you’ll quickly deplete those extra funds. In this situation, it is better to budget too much money than not enough. On the bright side, any money not used for food can be allocated toward souvenirs, events or future trips.

10. Stay flexible Things beyond our control always tend happen that will ruin even the best of plans, such as flight delays, bad weather or lack of tickets.

Just have an alternate plan and make the most of it. In my experience, talking with

drivers and hotel concierge has put me on track with some of my most memorable experiences. There is nothing wrong with being friendly to your driver and asking for a brief windshield tour as they drive you around their city, as most look forward to showing it off. Just remember operational security (OPSEC), as the goal is for them to share with you, not so much you with them.

11. Travel as light as possible and bring only what you really need.

This will save you money in transportation costs, and protects you while out in town. Security is extremely tight everywhere, and when you go into a museum, or any major destination, your bags will be searched. For instance, the leaning tower in Pisa requires you to check your bag in a locker, while the Eifel tower in Paris requires your bag to be emptied in front of them.

Bringing less will save your back and will help you get through security so much faster.

Keep in mind that all this planning takes a lot of work and is not for the faint of heart. If you are just looking for a push button solution, where all you need to do is pack your bags and show up at the airport, you should contact the friendly representatives at either the USO or MWR. Both organizations plan multiple extended trips throughout many of the popular European destinations.

These trips are planned and booked months in advance, so contact them early as trips fill up fast. The most important thing to remember is that you should be enjoying your time in Europe and absorbing as much of the culture as possible. Bon voyage!

SpookTRUNKular Tonight at Support Site

Tonight, as the sun drops below the horizon and the evening turns spooky, head over to Motorcycle Safety Lot at Support Site for this year’s SpookTRUNKular.

The lineup of activities, fun and food is fantastic, and best of all, entrance is free. Pick up your trick or treating punch card at any of the lines in front of the ticket tents, which will be located just outside the Motorcycle Safety Lot from 6 to 10 p.m.

Trick or treating for this event is for youth up to 16. We will have 50themed trunks along the way, which means there will be plenty of candy.

Stay safe by avoiding pushing, rushing or grabbing. Please bring your own treat bags since we will not have them available.

Also, be sure to bring your appetite, as there will food vendors selling yummy food, snacks and refreshments under the big tent. There will be also be a photographer on site taking pictures for a small fee.

It wouldn’t be a SpookTRUNKular without a hay ride or a haunted house.

The hayride will operate until 9 p.m.

with spooky stories being told to riders, and the Seabee Haunted House will be scaring visitors from 6 p.m. to midnight for a small $5 fee.

And, if all this wasn’t enough, this year’s SpookTRUNKular will have a free roller coaster ride throughout the night.

Patrons sponsoring guests may obtain passes between 4 and 7 p.m. the night of the event at the NSA Housing Office parking lot by the back gate. They will be issued SpookTRUNKular wristbands. Sponsors are required to be with their guests as they proceed through the gate and remain with them during the event.

No alcohol or pets will be allowed at the SpookTRUNKular.

MERCATO/CLASSIFIED ADS • FREE MERCATO ADS •

A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months.

RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent.

• Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis. One contact phone number per ad; no e-mail addresses.

• Deadline for submission is Monday, noon for the following Friday. Public holidays (U.S. or Italian) are not an exception to this rule.

ADS RUN ONE WEEK ONLY! • Any incomplete ad or ad received after the Monday, noon deadline will not be printed in that Friday’s issue. Late submissions will be considered for the next available publication. Incomplete or illegible ads will not be considered.

• Free Mercato Ad forms, the only acceptable form of submission, are available at http://www.cnic.navy.mil/naples/newsroom/panorama/ (click on the Mercato link) or at the NSA Public Affairs Office during normal business hours.

• Ads and supporting documentation can be faxed to 081-568-5112 (DSN 626-5112) or delivered in person to the Public Affairs Office, Capodichino, Admin I, Room 208. No other form of submission will be accepted.

• To renew for the following week call 081-568-5856/5907 (DSN 6265856/ 5907) by noon Monday. Ads not renewed by the deadline will not be published.

For services and products not eligible for free insertion in “Mercato.” Classified ads can be placed at STAMPA GENERALE (Panorama Advertising Office) located at NSA Capodichino, Building 450, 1st Floor.
