Local Service Agreement Signed at JFC Naples From Allied Joint Force Command Public Affairs

After several months of cooperation, a Local Service Agreement (LSA) was signed at Allied Joint Force Command Naples on May 19, 2017, by Colonel Giancarlo Turco, JFC Naples Base Support Group Commander, and Colonel Vincenzo Lauro, Italian Headquarters Commander (QGI). A LSA implements the Garrison Support Agreement (GSA) signed by Supreme Headquarters Allied Powers Europe (SHAPE) and the Ministry of Defense of the Italian Republic to provide base support to JFC Naples. This LSA provides details regarding the implementation of the Host Nation Support Policy and the BSC (Base Support Concept) at JFC Naples as well as of the GSA agreed by SHAPE and the Ministry of Defense of the Italian Republic. With this LSA, the participants have reached consensus on the full range and type of base support functions and services that the QGI may provide to JFC

Naples, its personnel and those participating in JFC Naples’ activities, as well as an agreement on terms, conditions, procedures, tasks, responsibilities and associ-

ated manning required. This applies only to garrison activities and is not intended to include JFC Naples’ deployments during exercises or operations.

A LSA will apply to activities conducted during peacetime as well as during crisis or conflicts, unless differently approved by the participants.

Important Information to Know About the Measles Outbreaks in Europe From U.S. Naval Hospital Naples Public Health

There are measles outbreaks in several European countries. Almost all cases have occurred in individuals not properly immunized against the disease. The most seriously affected countries are Italy and Romania. However, France, Germany, Poland, Switzerland, and the Ukraine are seeing a significant number of cases and Austria, Belgium, Bulgaria, Czech Republic, Iceland, Hungary, Portugal, Spain and Sweden have also reported cases. Measles can be a very serious, even fatal, illness and is especially severe in babies and elderly persons. Spread of measles occurs similarly to influenza and can be passed through water droplets from in-

fected persons coughing and sneezing. Measles is highly contagious but there is a safe and effective vaccine available to prevent this disease. The vast majority of Americans are already immunized against measles, having received at least two doses of the MMR (Measles, Mumps, and Rubella) vaccine in early childhood. To help protect your family when traveling around Europe, we recommend that you review your shot records to ensure that everyone is fully vaccinated against measles. The Centers for Disease Control and Prevention (CDC) has recommended early vaccination for children six months to one year who will travel in areas where Measles is present and Europe falls under this travel recommendation. The early

dose can be given as early as six to 11 months of age but does not replace the first dose in the normal immunization schedule at 12 to 15 months with a second dose a minimum of 28 days later. Dunford ‘Enthusiastic’ About NATO's Ability to Address New Threats By Jim Garamone DoD News

NATO’s chiefs of defense discussed the big changes happening to the alliance during the military committee meeting that ended May 18, 2017, in Brussels. Marine Corps Gen. Joe Dunford, chairman of the Joint Chiefs of Staff, said he was pleased with the discussions among the highest-ranking military members in the alliance. “I am enthusiastic coming out of today because today I felt like I was surrounded not by problem identifiers but by problem solvers,” he said during an interview after the meeting. “We could disagree about the methodology, but everyone agreed we have some problems and challenges out there,” he said. “We have to do something to enhance stability, project stability, to mitigate the flow of refugees and drive down the level of violence and capabilities of these extremist groups.” Historic Alliance NATO stuck together during the Cold War, providing a bulwark against the threat of the Soviet Union and its Warsaw Pact satellites. When the Soviet Union fell, many of the nations that were part of the Warsaw Pact joined NATO. Russia, for a time, looked as if it would be a partner and worked with NATO in the Balkans and elsewhere. “DUNFORD”
