Chief of Naval Operations (CNO) Adm. Mike Gilday visited Naval Support Activity (NSA) Naples, October 18, to meet with forward-deployed Sailors in the region and listen to their concerns. “Our Navy cannot succeed without our Sailors; you are our asymmetric advantage,” Gilday told a group of Sailors in Naples. “I want Sailors to know that the primary thing I want them focused on is to be the most ready Navy we can be. At the end of the day, it’s not high technology that will win a fight - it’s going to be individual Sailors.” Following his remarks at RSS in Venice Thursday, Gilday discussed the significance of a free and open maritime commons and the essential roles that Sailors and leaders have – especially in the U.S. 6th Fleet. JFC Naples International Club Adopts Local Charities Story by Ebru Pekari and Carolyn Deakin, JFC Naples International Club

At the Joint Forces Command (JFC) Naples International Club’s annual welcome event in September, the club adopted a local charity - Centro Laila. Located in Castel Volturno, Centro Laila has been operating since 1984 to care for children of immigrant workers who work six days a week. The charity bathes, clothes, feeds, educates, and loves these children, some as young as one year old, whom otherwise would be left alone for 12 to 13 hours a day. Club members brought donations of new children’s clothing, school supplies, baby care items, personal care necessities, nonperishable food, and kitchen items to benefit Centro Laila. The Department of Defense released a report on September 26 that contains substantial suiciderelated data and represents, for the first time, numbers related to suicide of military family members. The report shows that in 2018, 541 service members across the military’s active and reserve components died by suicide. Within the active component, the suicide rate was 24.8 per 100,000 personnel, an increase from 2017’s rate of 21.9. In the service reserves, the suicide rate for 2018 dropped to 22.9 suicides per 100,000 from the 2017 rate of 25.7. In the National Guard, the suicide rate rose to 30.6 per 100,000 in 2018 from 2017’s 29.8. “Across all of our populations, active component, reserve and National Guard, the 2018 suicide rate is statistically consistent over the past two years,” Elizabeth P. Van Winkle, DOD’s executive director of force resiliency, said. “However, rates from the active component are statistically higher than rates from the last five years.” DOD RELEASES SUICIDE REPORT Page 11

The Chief of Naval Operations (CNO) Adm. Mike Gilday visited NSA Naples last Friday to meet with forward deployed Sailors in the region and listen to their concerns. Gilday discussed the significance of a free and open maritime commons and the essential roles that Sailors and leaders have – especially in the U.S. 6th Fleet. “We must be a ready Navy – ready to fight today – but also be committed to training, maintenance, and modernization, which will ensure that we have a ready Navy for tomorrow,” he said. This was Gilday’s first trip to the U.S. 6th Fleet area of operations as CNO. Thank you for coming and speaking to our Sailors, Admiral. We were honored to have you here! Next week marks the final week of Energy Action Month. Energy Action Month is a federal program that, during the month of October, encourages energy and water saving in federal facilities. We use Energy Action Month to emphasize energy (and water) efficiency – but efficiency isn’t only for October! It’s a great time to renew and develop new energy habits for the entire year. Navy’s Energy Reduction Strategy has been three-pronged, focusing on: energy efficiency, energy awareness, and renewable and alternative energy. This approach has been very successful. Since 2003, the Navy has reduced its energy intensity by nearly 22%. We’ve also increased our use of electricity from renewable sources. This is great, but we can always do more. Take this last week to set some good energy habits that will last a lifetime. Conserve water by turning off the tap or shower if you’re not using it. Conserve energy by turning off the lights in your home that you’re not using. Take the stairs instead of the elevator. It’s that easy! Let’s do it together, Team Naples. The long-awaited Navy Birthday Ball is tomorrow! Commander, U.S. Naval Forces Europe-Africa, Commander, Allied Joint Force Command Naples Admiral James Foggo will be the guest speaker for the event. We are looking forward to an excellent celebration of our Navy’s history and heritage. The Tangenziale of Naples has put traffic restrictions into place that started last Friday, Oct. 18, due to maintenance on the

Capodichino overpass (in the direction of Vomero). Due to the overpass maintenance, traffic will be down to two lanes of driving in the affected section between Capodimonte-Capodichino

and vice-versa. The work should last about 20 days. The lane shutdown is for the safety of the workers. Please be aware of increased traffic during peak work commute times.

Vaping Alert Issued The National Health Institute issued an alert against e-cigarettes to the health ministry and regional health councilors all over Italy. The grade two is the second highest on a scale of three and can cause minor health damage and spread of substances on the illegal market. Officials must be particularly concerned about certain liquids used in the vaping equipment. The decision was taken on the basis of reports received by the European Observatory on drugs and addictions. Violent Storms Cause Evacuation Two people died during violent storms in Piedmont region, in northern Italy. One taxi driver car was swept away after a river burst its banks in the area of Alessandria, and another driver died in a car accident in torrential rain near Turin. Over 100 people were evacuated in the Alessandria province, and there were 900 operations carried out by firefighters across the north from Milan to Genoa. Waters rose across roads and railways. While the north of Italy is

under torrential rain, the heat and lack of rain in the south of Italy has caused a drought alarm, and farmers are at risk of losing crops. Food Fair in Gragnano This Friday through Sunday there is an event that should not be missed by food lovers. The Gragnano Street Food Village presents the best traditional and non-traditional food to the general public. Many delicacies like fried pizzas, and many more other typical Campania dishes will be offered to the public. The three days of various live performances and good food takes place in Gragnano, located about 30 kilometers (19 miles) southeast of Naples, in Via Santa Caterina from 8 p.m. to 11:30 p.m. Boy Receives 3D Printed Ear Italian doctors at Florence’s Meyer hospital used 3D printing techniques to construct an external ear for a 13-year-old boy. He was born with no external ears due to a severe form of a congenital deformity in which the pinna is underdeveloped. Plastic surgeons used the boy's costal cartilage to create an ear using 3D printing. Doctors are planning to do a similar operation for the other ear.

HISTORY: THE BATTLE OF LEYTE GULF From Naval History and Heritage Command

On 15 October 1944, following indications of impending Allied landings in the Philippines, the Japanese Imperial Navy’s First Mobile Fleet launched Operation Shō. Shō pulled together the majority of Japan’s remaining battleship, cruiser, and carrier forces in a desperate, multipronged attempt to interdict and destroy Allied landing forces off of Leyte in the central Philippines and inflict crippling damage on U.S. naval forces. The limited strike capabilities of severely depleted Japanese carrier air groups were to be augmented by land-based naval and army aviation units based in Formosa (Taiwan) and the Philippines. The stage was set for the multiple, widely separated engagements that made up the Battle of Leyte Gulf. The First Mobile Fleet’s Main Body (“Northern Force”), which included the carrier force based in Kure, Japan, approached the Philippines from the northeast. It successfully drew Admiral William F. Halsey’s Third Fleet (including TF 34, its powerful fast battleships) away from the Leyte Gulf area, exposing the northern flank of Vice Admiral Thomas C. Kinkaid’s Seventh Fleet invasion force. The Northern Group would be largely destroyed by Halsey’s carrier air wings in the Battle of Cape Engaño on 24 October. Meanwhile, the First Mobile Fleet’s Third Section, based in Brunei and approaching the

Philippines from the southwest, and the Kurebased Second Diversion Attack Force approaching from northeast to northwest, were combined in a “Southern Force.” This force would be soundly defeated by the U.S. Seventh Fleet’s Bombardment and FireSupport Group (battleships, cruisers, destroyers, and PT boats) in a tumultuous surface engagement on 24/25 October in the Battle of Surigao Strait as it attempted to force its way into Leyte Gulf from the south. It was one of the unique instances in naval warfare where a U.S. force successfully crossed the "T” of a Japanese force. The Brunei-based Japanese First Diversion Attack Force (“Center Force”), also approaching from the southwest, was hit by U.S. submarines in the Palawan Strait on 23 October and by U.S. naval air attacks as it transited the Sibuyan Sea in the center of the Philippine archipelago on 24 October. After being sighted by American carrier pilots in apparent retirement to the west, the force resumed its eastward passage and broke out of the San Bernardino Strait north of Samar, focused on destroying U.S. amphibious shipping to the south in Leyte Gulf. Due to the Northern Force’s successful decoy of U.S. Third Fleet, the Center Force was faced only by three U.S. Seventh Fleet escort carrier task units when it emerged from the strait in the early morning hours of 25 October. These task units had been providing close air support and an ASW screen for the Leyte

landings. The resulting clash of the utterly mismatched forces and ultimate Japanese withdrawal—the Battle off Samar—would prove to be the most dramatic naval engagement of the Leyte campaign. By 26 October, Operation Shō had been repulsed successfully. Despite hard battles ahead, the American offensive in the Philippines and beyond was to continue unabated. Most important, Leyte completely destroyed the strategic threat posed by the Imperial Japanese Navy.

JFC Naples Hosts Information Management Conference Story by American Army Sgt. 1st Class Michael O'Brien JFC Naples Public Affairs

Joint Forces Command (JFC) Naples and the NATO Command, Control, and Communications Board (NC3B) hosted this year’s third NATO Information Management Advisory Group (NIMAG), from October 16 to 18 here in the unit’s headquarters building. In 2009, the North Atlantic Council approved the establishment of the NATO Information Management Authority (NIMA) to implement the NATO Information Management Policy (NIMP) within NATO civil and military bodies. The NIMA comprises a NATO IM Executive Body (NIMEX), a NATO IM Advisory Group (NIMAG) and a NATO HQ C3 Staff (NHQC3S) support element. The NATO Information Management Advisory Group (NIMAG) is the centre of expertise for IM in NATO and provides specialist advice to the NATO Information Management Executive Body (NIMEX). The NIMAG coordinates information and knowledge management at the technical and operational level. More than 50 participants from NATO Nations, and NATO Civil and Military Bodies participated in the meetings. Romanian Army Brigadier General Remus Bondor, JFCNP Director of Management provided opening remarks, highlighting JFCNP progress to achieve the goals included in the NATO IM Strategic Plan. “New things are old things happening to new people,” said Bondor. “As information

and knowledge managers, we should enable new things to new people in the easiest way.” This iteration of the NIMAG discussed the future NATO IM Strategic Plan, the new NATO Knowledge Management Culture, Master Data Management, NATO Enterprise templates, and the Information Technology Modernization (ITM) “Polaris” Program. Edward Bergstedt from the US Army Mission Command Centre of Excellence provided a keynote session on the interoperability gap and knowledge management training. “To achieve true Interoperability between our NATO Allies it is critical that we cultivate a climate that accepts change, founded on trust and based on sound KM principles, policies and processes,” said Bergstedt. The mission of the NIMA is to support the achievement of the three key objectives for IM as defined in the NIMP. The first is to support the achievement of Information Superiority primarily within an information sharing networked environment; the second is to support the effective and efficient use of information resources in the conduct of the NATO mission; and the third is to support the identification and preservation of information of permanent value to NATO. The mission of Allied Joint Force Command Naples is to prepare for, plan and conduct military operations in order to preserve the peace, security and territorial integrity of Alliance member states throughout SACEUR’s Area of Responsibility (AOR) and beyond.

ENERGY CONSERVATION Department of Energy Announces $73 million for 35 Projects for Bioenergy Research and Development From NSA Naples Energy Management Team

The U.S. Department of Energy (DOE) announced the selection of 35 projects totaling $73 million for bioenergy research and development (R&D). Funded through the DOE’s Office of Energy Efficiency and Renewable Energy, these projects support the DOEs goal of providing consumers and businesses with a range of domestic energy options that are affordable, reliable, and secure. “The main goal of DOE’s bioenergy R&D is to produce affordable biofuels that are compatible with existing fueling infrastructure and vehicles across a range of transportation modes, including renewable-gasoline, diesel, and jet fuels,” Secretary Rick Perry said. “These projects will reduce the price of drop-in biofuels, lower the cost of biopower, and enable high-value products from biomass or waste resources, while creating American jobs and strengthening our economy and energy security.” The United States has the potential to produce 1 billion dry tons of non-food biomass without disrupting agricultural markets for food and animal feed. This underutilized domestic resource could be used to produce 50 billion gallons of biofuels (25 percent of U.S. transportation fuels), 50 billion pounds of high-value chemicals and products, and 75 billion kWh of electricity (enough to power 7 million homes). Updated NSA Naples Parking Policy Enforced Nov. 1 By NSA Naples Public Affairs

The updated parking policy will go into effect on Nov. 1. Policy 5560.8A is a completely revised instruction and should be read in its entirety. The revised instruction will enhance our ability to maximize use of available parking by alleviating some of the pitfalls inherent to the limited parking available at Capodichino and to a lesser extent at the Support Site. Here are some things you need to know: -The instruction will be revisited in January 2020 to assess the pros/cons of the new policies and see how much relief the new instruction has provided to our parking conditions. - We have repurposed and created a total of 51 new POV spots and 22 Motorcycle spots at Capodichino, with future potential for 43 additional spots. - Parking onboard the installation will be enforced and limited to 96 hours without a Long-Term Parking pass, consistent

with the previous instruction. - Long-Term Parking passes will be issued at Pass and ID for up to 15 days on Capo and Support Site. - Parking/Moving Violations: Accumulation of six points for parking and moving violations during a 30-day period will result in the suspension of driving and parking privileges for a period not to exceed 30 days. When a member accumulates six points for parking violations and moving violations in a period exceeding 30 days, the Traffic Court Clerk will generate a Warning of Points Accumulation Letter and forward to the member via their chain of command. - Summer parking for DoDEA teachers will be in the Teacher's Parking Lot at the Support Site and they will be required to complete a Long Term parking request via Pass and ID. - Storage of POVs or Motorcycles is prohibited at Capodichino: Members found storing a vehicle will

Van Winkle also explained how suicide rates within the military, a population that is younger and has more

men than the nation’s overall civilian population, compares to a similar populations among civilians. “While we hold ourselves to a higher standard than the civilian population, we are often asked how we compare,” Van Winkle said. “This year’s report indicates that suicide rates for activecomponent and reserve members are comparable to U.S. population rates after accounting for age and sex. But rates for the National Guard are higher than the U.S. population after similar adjustments.” Although the suicide rate among military populations is comparable to broader civilian rates, Van Winkle said, this is hardly comforting, and the numbers are not moving in

the right direction. The report shows that suicide rates for family members, as for active and Reserve components, are comparable to civilian rates. Karin A. Orvis, director of the Defense Suicide Prevention Office, said DOD “will focus on fully implementing and evaluating a multifaceted public health approach to suicide prevention, and we will target our military populations of greatest concern: young and enlisted service members, and members of the National Guard, as well as continue to support out military families.” For young enlisted service members, Orvis said, the department will pilot an educational program to teach stress-coping skills and how to pass those same skills on to others.

Each year, on October 31, children and adults slip in to the night dressed up as superheroes, princesses, pirates and scary creatures to celebrate the sweetest of American holidays – Halloween. Pumpkins carved in to jack-o’-lanterns light up the front porches of many homes. Haunted houses spring to life giving those who enter a chance to be scared to death. Children parade from house to house, knocking on doors and calling out “Trick or treat!” hoping to have their bags filled with candy. It can be a night of fun for all those who participate. In fact, Halloween is considered the third largest “party day” in North America behind New Year’s Eve and Super Bowl Sunday. Here are some other interesting Halloween facts that you might not know. • The holiday is believed to have originated around 2,000 years ago in Ireland. • Halloween all started as a pre-Christian Celtic festival called Samhain. • According to Celtic lore, Samhain was a special day when the dead could walk on Earth. • Samhainophobia is the fear of Halloween. • Roughly 180 million Americans celebrate Halloween every year. • Halloween is the second largest commercial holiday after Christmas. • Halloween tops Valentine’s Day in candy sales. • $2.08 billion are spent on Halloween
