More than 80 students from Giulio Cesare Falco High School located in Capua, Caserta visited JFC Naples Nov. 13, 2019. Students and teachers visited, for the first time, the modern building where JFC Naples has been based since 2012. After a JFC Naples staff welcome, the students attended a general briefing on the current functions and operational tasks of the command including the recent history of the Headquarters. Moreover, students were able to get an overview on current topics such as NATO general structure, the Joint Operations Center activities, the role of the NATO International Civilians and the importance of Cyber Security. The participants also met the JFC Naples Chief of Staff, Lieutenant General Antonio Vittiglio, Italian Army, who addressed them in his closing remarks. A questions and answers session with the briefers and the Chief of Staff concluded the event. Students were very happy to visit the NATO building located in Lago Patria. "I’m very happy to be here today because it is evident how open and transparent both military and civilian personnel are,” said 5th year student Marco D’Amico. ‘Tis the season onboard NSA Naples! There are so many great events coming up for our community to enjoy. Single Sailor Thanksgiving and the annual Tree Lighting Ceremony are happening in the coming weeks. Single Sailor Thanksgiving will be held at the U.S. Naval Hospital galley on Nov. 21 starting at 6 p.m. and ending at 8 p.m. The dinner is hosted by the Liberty team, Command Religious Ministries department, and the USO. All single and unaccompanied E1 to E4 service members and geographical bachelors are invited to attend this free dinner! The NSA Naples Tree Lighting Ceremony will be held on Dec. 6 onboard Support Site. This annual event usually draws quite the crowd and has a full schedule of entertainment to accompany it, brought to you by our outstanding Naples MWR team. I hope to see you all out there. The Commander, Naval Forces Europe Band also has two great holiday concerts coming up: Thanks for Giving, hosted by Admiral Foggo, and the annual Holiday Concert which I have the privilege of hosting. Both events will be held out in town and promise to be fantastic events. The Thanks for Giving Concert, scheduled for Nov. 22, is a way to show appreciation for all of the hard work put in by volunteers in our area. You may know them from some of our outstanding volunteer organizations such as the Red Cross, the USO, and many more. The Holiday Concert is an event that celebrates our community during the holiday season, and is a great opportunity for our Naples team to bring their families to enjoy holiday music by one of the most talented bands you’ll ever hear. More information on the Holiday Concert is on the way, so stay tuned to the Panorama and our Facebook page. With the approaching holiday season comes holiday safety. Italy Requires Car Seat Alarms A new law came into force in Italy last Thursday which requires parents to use special alarmed car seats when traveling with children under the age of four. This law became a legal requirement after multiple cases of young children being forgotten in cars by parents and dying during the scorching heat of summer. Parents are being advised to buy a new seat that features the alarm system, or an alarm which can be fitted onto existing seats. Parents who fail to buy the alarmed car seats face fines of up to €326 and five points being docked from their driving licence. These fines have been put off until March 6 due to the lack of availability of the new seats. High Tides Flood Venice Venice was devastated by flood waters after the highest tide in 50 years washed through the city. The highest floods recorded in Venice, in 1966, reached 194 cm, while those on Tuesday and Wednesday came close with a peak of 187 cm. Shopkeepers on the Grand Canal raged against those in authority who have failed to protect the UNESCO city from the high tide, blaming corruption for delays to the barrier protection systems which could have prevented the disaster. There was one meter of water inside the iconic St. Mark’s Basilica, and the crypt was completely submerged. A 78-year-old man was electrocuted at his home on the island of Pellestrina due to a short circuit that appears to be linked to the flooding. Another person also died during the flooding on the lagoon island, although in his case it may have been natural causes. But Venice is not alone. A wave of bad weather has brought

many parts of Italy to a standstill. Heavy rainfall damaged Matera where a tornado caused trees and lamp posts to fall, damaging numerous roofs and buildings. In the Dolomites, snowstorms blocked roads and railway lines. Rainstorms also battered the southern port city of Naples, causing a huge sinkhole to form overnight in Via Masoni, where construction work was underway. The Aeolian Islands off of Sicily were isolated for three days while a tornado in the Salento area damaged the local port and completely destroyed a 60-meter-long pier. Artwork On Display In Naples An installation of 100 small iron wolves from Germany will be placed in Piazza Municipio in Naples, Italy from Nov. 14 to March 31. The installation represents a beautiful and fierce pack made by the Chinese artist Liu Ruowang and the Neapolitan collaboration artist Milot. The installation represents the dangers that threaten the existence of mankind from a natural and social point of view. The artist wants to encourage humanity to face adversity with courage and perseverance. Wild Boar Finds Drug Stash Some drug dealers buried sealed packages of cocaine in the Tuscan forest near Montepulciano but they never thought that a wild boar would dig up and destroy their €20,000 stash of drugs. The unconventional drug bust was discovered when police wiretapped suspected drug traffickers – an Italian and three Albanians – and heard them complain about the damage to their woodland stash. The drugs reportedly came from the nearby city of Perugia before being hidden and peddled around the eastern Tuscan city of Arezzo and further afield.

HISTORY: FIRST FLIGHT OFF A NAVY SHIP From the National Air and Space Museum

On Nov. 14, 1910, Eugene Ely, a 24-year-old civilian pilot flew the first aircraft to take off from a warship, the light cruiser USS Birmingham (CL 2) at Hampton Roads, Virginia. Ely grew up in Davenport, Iowa, and later graduated from Iowa State University in 1904 with an engineering degree. He was mechanically inclined, and was attracted to automobiles, and soon became an expert driver. Road races and work as a chauffeur took him to San Francisco where he worked for several months as an auto salesman. After marrying a local girl named Mabel Hall, he moved to Oregon. Early in 1910, a Portland, Oregon, auto dealer, E. Harry Wemme, purchased a Curtiss biplane and became an agent for Curtiss products in the Northwest. Despite his enthusiasm for airplanes, Wemme was afraid to fly, so Ely – who had no experience in a cockpit – offered to fly the Curtiss, and promptly crashed the new biplane. Embarrassed by this unexpected turn of events, Ely bought the wreck from Wemme, and within several months had repaired the plane, and taught himself to fly. Following numerous flights in the Portland area, Ely set out for Canada to do exhibition work on his own in the summer of 1910. After successful appearances in Winnipeg, Canada, he moved back south to

Minneapolis for a flying meet. While there, he met Glenn Curtiss, the designer and builder of his biplane. Curtiss was impressed with the eager young pilot and invited him join his flying exhibition team that toured around the county. In the fall of 1910, Navy Capt. Washington I. Chambers was tasked to “to observe everything that will be of use in the study of aviation and its influence upon the problems of naval warfare.” Realizing that if an airplane could be of any use to the Navy, it would have to have the ability to take off and land on a ship at sea. In October 1910 Chambers met Curtiss and Ely at a flying exhibition at Belmont Park, New York. Sensing these two men could prove if flying and landing an airplanes off a ship was possible. He made them an irresistible offer: If he supplied the ship, would they try a ship-based takeoff? Ely quickly agreed to take on the new venture. On Nov. 14, 1910, the Birmingham had been prepared with an 80-foot wooden platform on the bow. Ely’s 50 horsepower Curtiss Pusher plane, which had been modified with floats under the wings, was hoisted onto the deck, and by noon, the ship then moved a short distance offshore into the Chesapeake Bay. Rain and fog threatened to delay the flight, but Ely pressed on. At 3 p.m. the young pilot took off from the deck of the Birmingham. Witnesses saw the daring

aviator coast down the “flight deck,” drop to the bay, hit the water with a splash, rise again, and regain altitude, where he flew to a safe landing twoand-a-half miles away at Willoughby Spit, just a few miles east of Norfolk Naval Station. A year later, Ely’s brilliant career was cut short by a tragic crash during an air demonstration at the Georgia State Fair in Macon on Oct. 19, 1911. Although Ely was a civilian, President Herbert Hoover recognized the significance of Ely’s contribution to naval aviation by posthumously awarding him the Distinguished Flying Cross on Feb. 16, 1933.

USS Donald Cook Completes Patrol By Mass Communication Specialist 3rd Class Damon Grosvenor

The Arleigh Burke-class guidedmissile destroyer USS Donald Cook (DDG 75) returned to Naval Station Rota, Spain, Nov. 8, 2019, completing its ninth patrol in the U.S. 6th Fleet area of operations in support of U.S. national security interests in Europe. “The patrol was a success in every aspect,” said Cmdr. Kelley T. Jones, commanding officer of the ship. “Donald Cook participated in several international exercises to build theater cooperation such as Mighty Waves, Atlas Handshake, and Flag Officer Sea Training with the Royal Navy. The crew also experienced liberty in unique ports like Theoule-Sur-Mer, France; Plymouth, England; Runavik, Faroe Islands; and Agadir, Morocco.” Donald Cook visited a total of seven ports. The first was Haifa, Israel, from Aug. 4-6, where the ship participated in the Israeli-led naval exercise Mighty Waves 2019. During Mighty Waves, Donald Cook’s crew assisted in evacuating medical causalities while collaborating with French, Greek, and Israeli allies. The navies conducted several simulated medical casualties and transported patients between ships via rigid-hull inflatable boats, treated patients aboard the ship, and medically evacuated patients via an Israeli helicopter. After Mighty Waves, the ship headed to Souda Bay, Greece, for stores onload, then steamed on toward Theoule-SurMer, France, for the 75th Anniversary of Operation Dragoon, Aug. 14-15. After the commemoration, the ship sailed back to Naval Station Rota, Spain, for its Training and Readiness Availability Period. From there, the ship headed to Plymouth, England, for Flag Officer Sea Training (FOST). After three weeks of intense training, the crew successfully completed FOST. Next on the ship’s itinerary was a historic inaugural visit to the Faroe Islands, Oct. 11-12. No Arleigh Burkeclass destroyer had ever visited the

Islands. The visit enhanced the United States’ relationship with the Kingdom of Denmark and the autonomous territory of the Faroe Islands. The crew then suffered harsh seas and the trials of Boreas Rex when they entered the Arctic Circle at the Prime Meridian. Donald Cook’s crew became “Blue Noses” in Navy tradition after a ceremony on Oct. 21. The ship headed back to Rota, Spain, for a few more training evaluations and then proceeded to Agadir, Morocco. Following a port visit to Agadir, Morocco, the ship participated in bilateral exercise Atlas Handshake with the Royal Moroccan Navy multi-mission frigate Sultan Moulay Ismail (FF 614). After several maneuvering evolutions and gunnery exercises, the ship pulled back into Naval Station Rota, Spain, concluding its ninth patrol. “Being granted the opportunity to pull into ports that no other American Navy ship had been to in years was definitely an experience that I will appreciate,” said Hospitalman Luke Metcalf. “Acting as ambassadors to people who may have never even met an American before is a unique experience that is impossible to take for granted.” Metcalf said that the training he received was unique and that he would remember the experiences for a long time. “The training and work the crew conducted throughout the four months really inspires me and the wardroom,” said Jones. “Our team has been working extra hard and pulling their own weight, if not more. Turkey day grows near. Thanksgiving is celebrated with the gathering of our dear friends and family to express how thankful we are. A common tradition is the preparation of a grand feast. You can keep your wallet thankful if you keep these energy saving tips in mind while cooking your meal: ● Don’t peek! Every time the oven door is opened, the temperature inside is reduced by as much as 25 degrees, forcing it to work even harder (and use more energy) to get back to the proper cooking temperature. If you need to check on a dish, use the oven window instead. ● Turn it down or turn it off. For recipes that need to bake for longer than an hour, pre-heating the oven isn’t always necessary. And if your stovetop or oven is electric, you can usually turn it off five to ten minutes before the dish should be done and the residual heat will finish the job. Alternately, if you’re baking in a ceramic or glass dish, you can set your oven for 25 degrees less than the recipe calls for. Ceramic and glass pans hold heat better than metal pans. ● Give your burners a break. For your stovetop to function effectively, it’s important that those reflectors stay free of dirt and grime. If your reflectors are of the less expensive variety, next time they need cleaning you may consider replacing them. But don’t skimp—the better reflectors on the market can not only decrease stovetop cooking times, but also save energy in the process. ● Give your furnace the day off. If your next party involves a lot work for your stove, think about turning down your furnace to compensate. The heat of the oven – and all those guests – will keep the temperature comfortable, and your furnace won’t have to work so hard. Remember: You can use as much energy as you need just don’t waste it! Sailors, Marines, civil service mariners and Naval Striking and Support Forces NATO (STRIKFORNATO) staff members aboard the Blue Ridgeclass command and control ship USS Mount Whitney (LCC 20), held a combined Veterans Day and Remembrance Day ceremony while transiting the Mediterranean Sea, Nov. 11, 2019. “Today we pause to honor the men and women who fought to preserve our nations, our societies and all the places we call home,” said Capt. Cassidy Norman, commanding officer of the Mount Whitney. “We have many to thank for protecting our society, our families and our freedom, including many who now serve aboard Mount Whitney as civilians; and their service will not be forgotten.” Veterans Day is a federal holiday that began with the celebration of Armistice Day at the end of WWI, Nov. 11, 1918. An act of Congress in 1954, changed the name to "Veterans Day", with President Dwight D. Eisenhower calling on all U.S. citizens to observe and remember the sacrifices of those who served their country. “We can honor veterans by continuing to make the U.S. military the most respected institution in our society,”

Norman said. “We are here to continue the effort of those who served before us by inspiring the people of our country to support us. We are here to continue to serve with undeniable fighting spirit for ourselves, for our families, for our freedoms, but also in memory of those we honor today; who gave us as a society, protection, and the chance to serve.” Royal Naval Rear Adm. Guy Robinson, deputy commander, STRIKFORNATO, provided opening remarks for the ceremony. STRIKFORNATO is underway aboard Mount Whitney for exercise Trident Jupiter, certifying the command as a NATO expanded task force. “I fully acknowledge that countries who are represented aboard Mount Whitney [for exercise Trident Jupiter], have their own traditions and different dates which they recognize the sacrifices of their people,” Robinson said. “I see this as an opportunity for us all to come together for a moment of reflection to remember, especially as a commander, that our actions have consequences.” Many members of the crew appreciated the thanks they received from friends and family back home. “Veterans Day is huge on social media and today my feed will be full of posts and pictures honoring service

Muir was shown how the Submarine Force supports freedom and democracy throughout the European theater. Media engagement is important, and visitor embarks showcase the importance of the Navy’s presence in Europe and Africa. Increasing naval presence in Europe and Africa is vital given the dynamic security environment. “U.S. Navy presence is extremely important in these areas, and as you look at the instability in the Middle East and North Africa, and at Russian actions in the Black Sea and the Eastern Mediterranean, we need to be out there projecting our vision of power and security,” said Foggo. Across the Area of Responsibility In the next segment of the podcast, Foggo talked the audience through the European area of responsibility, starting in the Black Sea as he had just returned from Constanta, Romania. While Foggo was in Romania, the Arleigh Burke-class guided-missile destroyer USS Porter (DDG 78) was conducting maritime operations in the Black Sea with our NATO allies and partners. “With Russia’s increased aggressive behavior in the Black Sea, our naval presence is extremely important,” Adm. Foggo said. “The Black Sea is a vital waterway, critical to maritime commerce as well as security and stability in Europe.” Foggo also highlighted the Arleigh Burkeclass guided-missile destroyer USS Donald Cook’s (DDG 75) operations above the Arctic Circle during the same timeframe, monitoring Russian maritime activity. “Our Navy is operating in the Arctic Circle, the Baltic Sea, the Black Sea, the Mediterranean Sea, and the North Atlantic,” Foggo said at the conclusion of the segment. “We are where we need to be and ready to respond on a moment’s notice.” High-end Warfighting Last week, U.S. 6th Fleet hosted the Combined Force Maritime Component Commander (CFMCC) course at Naval Support Activity Naples, Italy. Leaders from 15 European nations met to discuss maritime security during the week-long course. “We share experiences and best practices in addressing the challenges of today’s maritime security environment,” Foggo said. “The course [was] led by subject matter experts and aimed to improve the employment of naval forces in a joint coalition or an interagency environment. Basically, it inform[ed] our partners and allies [on] how we can deploy and [how best to] deploy our naval forces to deter and defend all of our interests.” The value of courses such as this can be seen in exercises, operations, and senior leader engagements with allied and partner nations, as they improve effectiveness and joint interoperability during premier exercises such as Formidable Shield, Dynamic Mongoose, BALTOPS, and Sea Breeze. CNO’s Focus Areas Enable Victory Foggo highlighted his participation at the Navy’s 244th Birthday Ball in Naples, Italy, and how he included the CNO’s focus areas of “warfighters, warfighting, and the future fleet” into his speech. “As the CNO says, we must continue to recruit, educate, train, and retain the most ta-

lented men and women, because people are our greatest asset,” Foggo said. “Warfighters make the critical decisions that enable victory. [Everyone in a uniform is a warfighter].” The theme for this year’s Navy birthday was “No Higher Honor.” Foggo used an example of this theme from the Atlantic theater of operations. He chose to highlight the actions of Ensign Charles Hazeltine Hammann. During a mission off the coast of Italy, Hammann landed his aircraft on the Adriatic Sea to rescue a downed pilot. Even though the aircraft could only hold one person, Hammann was able to take off and saved the life of his shipmate, Ensign George Ludlow. “For that act of bravery, Ensign Hammann was the first ever naval aviator to be awarded the Congressional Medal of Honor,” said Foggo. “There is ‘No Higher Honor,’ and it happened right here in Italy.” Foggo then spoke about the CNO’s second focus area – warfighting. “We’ve got to focus on warfighting and being the best at what we do when the nation needs it the most,” Foggo said. “That means committing to training, maintenance, and modernization to ensure that we’re ready to fight.” As an example, Foggo discussed his recent trip to France. “This year, I was in Normandy for the 75th anniversary of Operation Overlord, the D-Day invasion,” he said. “We often focus on what happened once those brave soldiers came ashore, but I want to touch on the seaborne element, Operation Neptune, that delivered them ashore.” The invasion fleet consisted of eight navies consisting of almost 7,000 vessels, more than 1,200 of which were warships. Nearly 200,000 naval personnel took part in the operation, including 53,000 American Sailors. “Without the courage, innovation, and steadfast resolve of those Sailors, the D-Day landings would not have been successful,” Foggo said. “They understood the realities of warfighting, [the] CNO’s second focus area.” Foggo then spoke about the CNO’s final focus area – the future fleet. “Though our Navy and the nature of warfare will continue to evolve, the key attributes that enable victory [will remain the same],” Foggo said. “[The attributes] are resilience, toughness, and unwavering dedication to duty - human attributes. As I said at the Navy Ball, the future fleet is you, the men and women of the United States Navy. When I depart the pattern, someone else will take my place here, and you will have the watch.” Heads of Navy The new CNO of the Navy, Adm. Michael M. Gilday, recently visited two naval bases in Europe: Naval Station Rota and Naval Support Activity (NSA) Naples. In the last segment of the podcast, Foggo spoke about this visit. “I know that his visit really reinforced the significant work the Navy is doing in Europe and Africa and who we are on the front lines of a great power competition with Russia and China,” Foggo said. “Our naval forces in Europe and Africa give our leadership options and the ability to negotiate from a position of strategic strength. [Adm. Gilday] saw that firsthand in his first visit as CNO to the European theater.” In today’s dynamic security environment, no nation can confront the current challenges and threats alone. The earliest movies consisted of a single black and white shot from a steady camera without recorded sound and were usually under a minute long. While the start of cinema is not clearly defined, it can be traced all the way back to 1895 when the Lumiere brothers, Auguste and Louis, held a commercial, public screening of ten short films in Paris. Movies have come a long way since the time of those two early filmmakers. From the use of multiple shots and camera angles, to the addition of sound and special effects, our cinematic experience today is one the Lumiere brothers probably never imagined possible. Making movies, or film production, requires several discrete steps including developing an initial story idea, shooting, and screening, among others. Each step falls under one of five major stages of production. The first stage, development, involves creating an idea for a film. Once a theme or underlying message is created and outlined, a screenplay is written. This can take several months and may require multiple rewrites. The producer and screenwriter then pitch the idea to actors, directors and financiers. If a pitch succeeds, the film receives a green light and moves to the next stage. In the pre-production stage the film is carefully designed and planned. This involves selecting filming locations, constructing sets, and hiring a cast and film crew.

A film crew may have as few as eight or nine people, or as many as 100 or more depending on the nature and budget of the film. The film may also be storyboarded with the help of illustrators and concept artists. Storyboards are illustrations or images that help pre-visualize the movie. When the film starts rolling, you’ve reached the production stage. This is the stage where the raw footage is gathered during a film shoot. Once the actors are on set and everyone is ready, the director or assistant director will start making calls to start the recording process. The director starts by saying “picture is up” and “quiet on set,” which lets everyone know that recording is about to start. The sound mixer and camera man begin recording and soon the director is calling action. When a take is over the director says “cut,” and the camera and sound stop recording. After every scene is shot, the production stage is done. The post-production stage is where the film is assembled. The recorded video is edited and visual effects are added. The sound is also edited, and music and sound effects are created and recorded. Once all the sound elements have been mixed and attached to the video, the film is complete. The final stage is distribution. The film is advertised, promoted, and finally released to cinemas for viewing. It will stay in theaters for several weeks or months before eventually being made available on consumer media such as DVD or Blu-ray, or direct download from a digital media provider.
