The United States continues to deploy and reposition troops throughout the region of Iraq and Iran to bolster U.S. security and force protection and to be prepared for any contingency, Defense Secretary Dr. Mark T. The Bataan Amphibious Ready Group (ARG) and embarked 26th Marine Expeditionary Unit (MEU) are conducting operations in 6th Fleet to support maritime security operations in international waters, alongside our allies and partners. The distinct capability of amphibious forces provides the geographic combatant commander the ability to gain access to critical areas anywhere in the world with ground, air and logistics forces. The Bataan ARG embarks the 26th Marine Expeditionary Unit and includes the amphibious assault ship USS Bataan (LHD 5), the amphibious transport dock ship USS New York (LPD 21), the dock landing ship USS Oak Hill (LSD 51), Fleet Surgical Team 4, Helicopter Sea Combat Squadron 28, Tactical Air Control Squadron 22, components of Naval Beach Group 2 and the embarked staff of Amphibious Squadron 8. The 26th MEU is comprised of three major subordinate elements and a command element. The MEU’s major subordinate elements are Battalion Landing Team 2nd Battalion, 8th Marine Regiment (BLT 2/8), Marine Medium Tiltrotor Squadron (VMM) 365 (Reinforced) and Combat Logistics Battalion (CLB) 26. Happy New Year and welcome back! I hope that everyone had a restful holiday season and a happy New Year. Napoli did not disappoint with the fireworks this year. After some welldeserved time off, I trust that everyone is ready to get back to work. We have a lot of things to look forward to this year, and I am excited by all of the great things coming our way. From continued updates to our base by the Public Works team that make us more efficient, save money, and make the base a more pleasant place to work and live, to all of the wonderful events that MWR has planned for our personnel and their families, NSA Naples is going to have an action-packed 2020. But even with all of the great things coming up, it’s important to maintain focus on the here and now with “The Four Do’s”: Do the right thing, do the basics right, do respect yourself and your peers, and do enjoy what you do. You can’t lose with “The Four Do’s”! You may have noticed a chill in the air or seen snow on the ground in your travels around Europe this holiday season. When there’s snow, there are winter sports! I want to remind everyone who may be seeking adventure on the slopes to stay safe. Make sure you are fully rested and fully warmed up for physical activity. Don’t attempt to take on routes that are more advanced than you’re ready for. Don’t drink and ski! The buddy system is highly recommended. We encourage everyone to have fun, but also to do the basics right. If you’re doing the basics right and taking care of yourself, then everything else will fall into place. Now that the holiday celebrations have concluded and 2020 is upon us, it's the time of year many people dread: New Year's resolution season. Many of us feel compelled to have a resolution but don't always know where to start or how to maintain our goal throughout the year. Fortunately, U.S. Naval Hospital Naples has you covered. Naples Ambulances Being Hijacked Since the beginning of the year 2020 the city of Naples has had five incidents regarding ambulances. Last Sunday a group of teenagers entered the Loreto Mare hospital emergency room and hijacked an ambulance forcing doctors to drive to a local area for treating a friend with a minor knee sprain. According to Nobody Touches Hippocrates, an association that has reported similar attacks on its FB page, these episodes have put medical personnel at risk. The association has called for increased security inside the hospitals, saying the army should be brought in when it’s not possible to have police patrolling emergency rooms. Italy's Interior Ministry announced that surveillance cameras will be installed on ambulances operating in the Naples area and inside hospitals, starting Jan. 15, in response to the hijacking. “This is an operational effort that will be strengthened to guarantee safety and protection for the health personnel who are daily committed to serving the community,” said the Interior Minister Luciana Lamorgese. Oil Companies Increase Post Holiday Prices After the holiday break, several oil companies have raised prices. ENI’s GPL price rose two cents, Tamoil's diesel went up one cent and its GPL two cents, and Italiana Petroli and Q8 added a cent to all three prices. Oil prices may rise further in the coming days, the Confcommercio retail group said. Baroque Festival in Naples The Neapolitan Baroque Festival will take place biweekly in the National Archaeological Museum of Naples from January to May 2020.

Each concert will be held in the Toro Farnese room and will begin at 6 p.m. The Neapolitan Baroque Festival was started to link the ideals of current Neapolitan musical culture and its roots in Baroque music. The concerts will be accompanied by a thematic exhibition of seventeenth and eighteenth-century works of art as well as precious ancient musical instruments currently kept at the museum. The concerts are organized by the Neapolitan Baroque Festival Association and the Ensemble Royal Academy. All concerts are free. More info can be found on the museum web site: www.museoarcheologiconapoli.it Temperatures Rise in Italy An expert at the Italian Research Council’s Institute of Climate and Atmospheric Science, said that the decade that ended in December was the hottest on record in Italy. 2019 ended with a temperature 0.96 degrees higher than average and it became the fourth hottest year after 2014, 2015 and 2018. Extreme weather events have increased in Italy during the climate crisis. Rome Exhibition to Honor Renaissance Artist, Raphael The year 2020 marks the 500th anniversary of Raphael death. An unprecedented Rome exhibition at the Scuderie del Quirinale will run from March 5 until June 2 and will be the biggest ever exhibition on the Renaissance master, with over 200 masterpieces including paintings and sketches. Florence's Uffizi Gallery is sending over 40 works by Raphael. Others contributing are the Louvre in Paris, London's National Gallery and the Prado in Madrid. The works in the show have never been gathered in the same place before. Raphael died in Rome on April 6, 1520 at the age of just 37.

HISTORY: BIRTH OF NAVY SEALS From Navy History and Heritage Command

On January 1, 1962, the U.S. Navy SEALs were officially established by President John F. Kennedy as a small, elite maritime military force to conduct Unconventional Warfare. Kennedy, aware of the situation in Southeast Asia, recognized the need for unconventional warfare and special operations as a measure against guerrilla warfare. In a speech, to Congress, on May 25, 1961, Kennedy spoke of his deep respect for the United States Army Special Forces. While his announcement of the government’s plan to put a man on the moon drew most of the attention, in the same speech he announced his intention to spend more than $100 million to strengthen U.S. special operations forces and expand American capabilities in unconventional warfare. The Navy needed to determine its role within the special operations arena. In March 1961, Chief of Naval Operations (CNO) Adm. Arleigh Burke recommended the establishment of guerrilla and counter-guerrilla units. These units would be able to operate from sea, air or land. The first two teams were formed in January 1962: SEAL Team One at Naval Amphibious Base (NAB) Coronado, in San Diego, California, and SEAL Team Two at Naval Amphibious Base Little Creek, in Virginia Beach, Virginia. Formed entirely with

personnel from Underwater Demolition Teams (UDT), the SEALs mission was to conduct counter guerilla warfare and clandestine operations in maritime and riverine environments. Men of the newly formed SEAL Teams were trained in such unconventional areas as hand-to-hand combat, highaltitude parachuting, demolitions, and foreign languages. Among the varied tools and weapons required by the Teams was the AR-15 assault rifle, a new design that evolved into today’s M16. The SEAL’s attended UDT Replacement training and they spent some time cutting their teeth at a UDT Team. Upon making it to a SEAL Team, they underwent a three-month SEAL Basic Indoctrination (SBI) training class at Camp Kerry in the Cuyamaca Mountains near San Diego. After SBI training class, they would enter a platoon and train in platoon tactics. With their varied skills and intense training, SEALs have become expert at conducting clandestine missions behind enemy lines, and have become the U.S. Special Operations Command’s force-of-choice among Navy, Army and Air Force Special Operations Forces (SOF) to conduct small-unit maritime military operations which originate from, and return to a river, ocean, swamp, delta or coastline. This littoral capability is more important now than ever in our history, as half the world’s infrastructure and population is located within one mile of an ocean or river. Of crucial

importance, SEALs can negotiate shallow water areas such as the Persian Gulf coastline, where large ships and submarines are limited by depth. SEALs carry out the types of clandestine, small-unit, high-impact missions that large forces with highprofile platforms (such as ships, tanks, jets and submarines) cannot. SEALs also conduct essential onthe-ground Special Reconnaissance of critical targets for imminent strikes by larger conventional forces. The Navy SEALs are trained to operate in all the environments (sea, air and land) for which they are named. SEALs are also prepared to operate in climate extremes of scorching desert, freezing Arctic, and humid jungle. The SEALs current pursuit of elusive, dangerous and

high-priority terrorist targets has them operating in remote, mountainous regions of Afghanistan, and in cities torn by factional violence, such as Baghdad, Iraq. Historically, SEALs have always had “one foot in the water.” The reality today, however, is that they initiate lethal direct action strikes equally well from air and land. Before getting accepted into Basic Underwater Demolition/SEAL training, a prospective candidate must pass a certain number of both mental and physical requirements. These tests include: Preenlistment medical screening, ASVAB, AFQT, C-SORT, and PST. Then, the candidate must get a SEAL contract by passing the SEAL Physical Screening Test: 500 yard swim in 12:30, 50 push ups in 2 minutes, 50 sit-ups in

2 minutes, 10 consecutive pull-ups in 2 minutes, and a 1.5 mile run in 10:30. If the candidate receives a passing score, he may then be admitted into training to become a Navy SEAL. It can take more than twoand-a-half years to completely train a Navy SEAL for his first deployment. SEAL training is extremely rigorous, with the dropout rate sometimes over 80 percent. The average candidate spends over a year in a series of formal training environments before being awarded the Special Warfare Operator Naval Rating and the Navy Enlisted Classification (NEC) 5326 Combatant Swimmer (SEAL) or, in the case of commissioned naval officers, the designation Naval Special Warfare (SEAL) Officer.

U.S. forces in Iraq were attacked Dec. 27 near Kirkuk by Kataeb Hezbollah (KH), a group with links to the Islamic Revolutionary Guard’s Quds Force. The attack, which involved 31 rockets fired, killed one American civilian contractor and injured four American service members as well as two partners in the Iraqi security forces, Defense Secretary Dr. Mark T. Esper said. “The U.S. military responded, and took defensive actions by striking KH bases in western Iraq and western Syria, striking a combination of the command and control [center] or weapons caches with considerable effect,” Esper said during a press gaggle in the Pentagon today. “The attacks were quite successful.” In the wake of the KH attack, the defense department has deployed an infantry battalion – about 750 soldiers – from the Immediate Response Force (IRF) of the 82nd Airborne Division to the U.S. Central Command area of operations. Additional forces from the IRF prepared to deploy over the next several days, the defense secretary said. “They are deploying to the region to, on order, reinforce our facilities and to protect our personnel in the region as called upon, and obviously they have the capability to perform other missions as well, as need be,” Esper said. Chairman of the Joint Chiefs of Staff Army

Gen. Mark A. Milley described the forces from the 82nd Airborne as a “generalpurpose unit,” on a defensive mission, adding that such a unit exists precisely for the types of situations it was called upon to respond to. “It’s going over there, it’s going to be in Kuwait, and they may have follow-on missions in other places,” Milley said. “But their purpose is defensive in nature, to defend U.S. personnel, equipment and facilities.” The chairman said other U.S. forces have been alerted, though no decision has yet been made to deploy those forces. “But there are a variety of forces that are alerted and prepared if necessary depending on the situation, as we move forward,” Milley said. Esper said “provocative behavior” by Iranian-backed Shia militias has been ongoing for several months. Seal up pesky air leaks Air leaking from windows, doors and other parts can waste a lot energy and money. Caulking, sealing and weather stripping keeps cold air out and warm air in, saving you energy and money. 4. Make the switch to LEDs If you are thinking of switching to LED (light emitting diode) lighting in 2020, you aren’t alone. LED is one of today's most energy-efficient and rapidly-developing lighting technologies. Quality LED light bulbs last longer, are more durable, and offer comparable or better light quality than other types of lighting. ENERGY STAR-rated LEDs use at least 75 percent less energy and last 25 times longer than incandescent bulbs. Biggest Military Pay Raise in Years From Military Times

For the first time since 2010, troops will see a pay raise of more than 3.0 percent. And they may not have to wait another decade before the next one arrives. Congress and the White House signed off on a 3.1 percent pay raise for troops starting on Jan. 1, a move that will produce a significant bump to military paychecks next year. For junior enlisted troops, the raise amounts to roughly $815 more a year in pay. For senior enlisted and junior officers, it equals about $1,500 more. An O-4 with 12 years of service would see more than $2,800 extra next year under the increase. The figure is based on the expected rise in civilian sector wages, so the extra money is designed not as a bonus for military families but instead as a calculation to keep them on pace with their private-sector peers. Still, the 3.1 pay hike is a cause for celebration among troops because it represents more money than they are used to seeing, based on the last decade. Several times in the mid-2010s, military and White House officials pushed for pay raises under the expected rise in private-sector salaries in order to save money for

other military priorities, like equipment upkeep and modernization. From 2011 to 2016, the military pay increase never grew above 1.7 percent. Outside advocates have argued that troops’ paychecks still lag behind the rest of American workers as a result of those downward adjustments. But those smaller increases could be off the table for military planners, at least for the next few years. The military pay calculation for 2021 has already been set at 3.0 percent. That figure will be the source of debate throughout the spring, when lawmakers discuss funding levels for the next fiscal year. However, both congressional leaders and President Donald Trump have already voiced opposition to smaller pay increases, giving their advocates confidence that the 2021 raise could match or exceed that 3.0 percent level. Several democratic presidential hopefuls have also mentioned increasing military pay as a campaign priority. The biggest obstacle facing that raise, however, will be partisan fighting. With impeachment proceedings in the senate at the start of the year and the November presidential and congressional

elections looming, lawmakers have already expressed concerns about how much legislative work they’ll be able to accomplish in coming months. Typically the next fiscal year’s budget plan is released by the White House in February, debated through the spring and summer, and adopted in the fall. This year, if campaign demands and political stalemates delay the work, all of those normal timelines could slip, and completion of a new budget (and military pay raise) could be

delayed until late December or early 2021. And more expansive military pay issues – housing allowance adjustments, specialty pay issues, focused recruitment benefits – could also be squeezed out by the political pressures. But those issues won’t hit military families until next year. For now, the modest pay raise they’ll see in their first paychecks of January should help pay off some of those 2019 holiday bills, maybe a little more than last year’s hike.

“Our arrival into 6th Fleet exhibits our abiding commitment to our allies and partners throughout the region,” Col. Trevor Hall, commanding officer of the 26th MEU, said. “The 26th Marine Expeditionary Unit and Bataan Amphibious Ready Group possess the unique ability to move seamlessly between operations at sea, ashore, and in the air. We provide commanders with a forward-deployed, flexible, and responsive seabased Marine Air-Ground Task Force." The MEU is a Marine Air-Ground Task Force comprised of approximately 2,500 Marines and Sailors supported by three major subordinate elements with the ability to provide agility in a dynamic security environment. The Ground Combat Element is built around an infantry battalion and provides the overland combat power for the MEU. Assets inherent within the standard infantry battalion include medium and heavy machine guns, mortars, combined antiarmor teams and scout snipers. While assigned to the MEU, a Battalion Landing Team is reinforced with light-armored reconnaissance vehicles, artillery, combat engineers and assault amphibious vehicles. The Aviation Combat Element is a reinforced squadron that provides the MEU with a medium to heavy-lift capability, assault support and close-air support. Its assets include MV-22B Osprey tilt-rotor aircraft, CH-53E Super Stallion heavy-lift helicopters, AH-1W Super Cobra attack helicopters, UH-1Y Huey utility helicopters and AV-8B Harrier ground-attack aircraft. The Logistics Combat Element, approximately 300 Marines and Sailors, provides combat and logistical support such as supply, maintenance, ground transportation, explosive ordnance disposal, water production and distribution, engineering, medical

and dental services, fuel storage and distribution, and other services to the forwarddeployed MEU. The Bataan ARG and 26th MEU’s presence in Europe and Africa and the relationships built over the past 70 years provides the U.S. strategic access that is critical to respond to threats against allies and partners. “Our integrated Navy-Marine Corps team is trained, postured forward, and ready to support allies and our partners to ensure security and stability,” Capt. Lance Lesher, commodore for Amphibious Squadron 8, said. “We are worldwide deployable. Our efforts are the latest in a longstanding tradition of international cooperation built on mutual respect, trust and a shared commitment to peace and prosperity in any region. We are prepared to execute activities to include theater security cooperation, and crisis or contingency response up to and including combat operations as directed.” During the Bataan ARG and 26th MEU’s deployment, the blue-green team will continue to work with its allies and partners to ensure Europe and Africa ensure regional security. Participating in multinational exercises will enhance the professional relationships and improve overall coordination with ally and partner militaries. The Bataan ARG last operated in the U.S. 6thFleet in 2017. Their return demonstrates the inherent flexibly and capability of our Navy-Marine Corps partnership in the maritime domain, reinforces our commitment to the region, and highlights the amphibious nature and capability of the U.S. Marine Corps. Deterring Iran from its bad behavior and standing up to that behavior has been going on for 40-plus years, the secretary added. "And … we remain prepared for any contingency with regard to Iran," he said. The U.S. message is that the ball is in Iran's court, and the United States encourages Iran to de-escalate the situation, Esper said, adding that the United States is open to discussing issues and having a more normal relationship with Iran. "But if Iran chooses to go the other path, we are prepared to deal with that and will respond forcefully," he said. No decision whatsoever has been made for the United States to leave Iraq, the secretary said, reemphasizing the U.S. commitment to Iraq to defeat ISIS and noting the escalation of attacks by Iranian and proxy groups attacking U.S. forces. In recent months, the secretary said, nearly a dozen such attacks took place, escalating in size, scale and types of weapons, including one attack that killed an American. Esper said the Iranians fired 31 rockets that weren't meant to harass, but were designed to kill people and destroy things. "Then we had the siege of the embassy," he added. He called the strike that killed the Quds Force leader a matter of self-defense carried out to protect Americans. "When we looked at this operation, we knew there would be consequences; we knew there'd be risks," said Army Gen. Mark A. Milley, the chairman of the Joint Chiefs of Staff, who joined Esper in briefing reporters. "We didn't take any of it lightly. We knew we'd have to address [the posture of U.S. Central Command troops] for force protection in the immediate aftermath of this particular strike operation." "How do you expect us not to respond when they've been killing our people for 20 years?" Esper asked. "Soleimani alone has the blood of hundreds of Americans; he's wounded thousands of American coalition partners. He is a terrorist, a leader of a terrorist organization who's

been killing and attacking Americans for 20-some years, and the blood is on his hands." Soleimani was planning attacks on American forces, Esper said. "This whole narrative that's being turned around is silly," he added. "We knew his history, and importantly, we knew his future," Milley said, noting that while the evidence cannot be discussed, the evidence was compelling that Soleimani was planning, organizing and synchronizing significant combat operations against U.S. military forces in the region and it was an imminent decisionmaking event. "We would have been culpably negligent to the American people had we not made the decision we made," the general said. But even with Soleimani dead, he said, it doesn't mean the strike eliminated all threats. "There's still significant risk operating throughout the Middle East, and specifically in Iraq," Milley said. As to the United States attacking Iran's cultural sites, U.S. forces will follow the laws of armed conflict, Esper said. Milley also addressed an unsigned letter from Marine Corps Brig. Gen. William H. Seely, the commanding general of Task Force, Iraq, that was addressed to Iraq's Defense Ministry. The letter was a draft that was sent out unintentionally, the chairman said. It addressed plans to withdraw American troops from the region, per the Iraqi parliament vote over the weekend to send U.S. troops home, and it was composed because the U.S. military is moving forces around, Milley said. "We have increased helicopter movement in Iraq between Baghdad and Taji and other camps and stations, and we are bringing in forces from Kuwait," he explained. "So there are increased levels of U.S. troops movements in rotary-wing helicopters." The draft was sent to the Iraqis to get their feedback, Milley said. "The long and the short of it is [that] it was an honest mistake by people trying to do the right things in highly dynamic situations. It should not have been sent."

President Donald J. Trump directed, and the Defense Department subsequently launched, an airstrike that killed Iranian Gen. Qassem Soleimani, the head of the Quds Force, a senior DOD official said during a news teleconference. "He was the commander directly responsible for organizing and directing multiple attacks against Americans in the region, including [Kataeb Hezbollah] attacks we've seen over the last several months," the official said today. Kataeb Hezbollah is a group with links to the Iranian Islamic Revolutionary Guard's Quds Force. Soleimani, was actively and consistently developing plans to attack American diplomats and service members in Iraq and throughout the region, the official added. This U.S. attack was carried out in a manner that minimized collateral damage. It was designed to defend American lives and to prevent further bloodshed, the official noted.

The official mentioned there has been a steady increase over the past year in attacks by Shiite militia groups against bases hosting U.S. and coalition forces. "The attacks have significantly intensified over the past two months," the official said. On Dec. 27, U.S. forces in Iraq were attacked near Kirkuk by Kataeb Hezbollah the official continued. The attack — in which 31 rockets were fired — killed one American civilian contractor and injured four American service members, as well as two members of the Iraqi security forces. As a result, the U.S. military responded and took defensive actions by striking Kataeb Hezbollah bases in western Iraq and western Syria, the official said. "We have been very clear with Iran and our Iraqi partners that these increasing attacks need to stop and that we would hold Iran directly responsible for any harm to U.S. personnel," the official concluded.

We’re only about halfway through winter, so many families will be helping to keep their homes warm by using their fireplaces. It’s a nice comfy way to stay warm, but you must use the right precautions to keep your home and family safe. Each year more than 2,500 people die and 12,600 are injured in home fires in the United States. But unlike other disasters, home fires can be prevented! It's important to know this: Fire is fast! There is no time to gather anything or make a phone call. In just two minutes, a fire could kill you. In five minutes, a house could be swallowed in flames. Fire is hot! Heat and smoke could be even more dangerous than the flames. Breathing in really hot air could burn your lungs, and fire produces poisonous gases that can make you sleepy and unable to escape. Fire is dark! It can be hard to find your way out of your house in a fire. Fire is deadly! Fire uses up oxygen you need to breathe and produces smoke and poisonous gases that kill. Before - Create a fire escape plan and practice it twice a year - Have smoke alarms in every bedroom and every floor of the house. - Remind your parents to test the smoke alarms in your house every month. - Find two ways to get out of each room. A window might be a second way if the door is blocked by fire or smoke.

- Practice feeling your way out of the house in the dark or with your eyes closed. - Sleep with your door closed. It helps prevent fires from spreading quickly. During - Get low and go! Crawl under smoke to an exit. Heavy smoke and deadly gases collect along the ceiling. - If you hear a smoke alarm, get out fast! You may only have a few seconds to escape. - If smoke is blocking the door, use your second way out of the room or house. - Feel the doorknob and door before opening it. If either is hot, leave the door closed and use the second way out. - If you see smoke coming around the door, use the second way out. - If you do open a door, open it slowly and be ready to shut it quick if there’s smoke. - Don’t hide from firefighters! They may look scary with all of their equipment, but they are there to help you. - Tell firefighters if there are any pets trapped in the house. Don’t try to get them yourself! - If your clothes catch on fire, stop-drop-and roll! Stop, drop to the ground and cover your face with your hands. Then roll over and over or back and forth until the fire is out. After Don’t go back into any building unless a firefighter or your parents say it is safe.
