Ash Carter, a former deputy defense secretary who received a 93-5 affirmative vote by the U.S. Senate to succeed Chuck Hagel as defense secretary Feb. 12, received a welcome back and praise from President Barack Obama. “Ash Carter served as a key leader of our national security team in the first years of my presidency, and with his overwhelming bipartisan confirmation by the Senate today, I’m proud to welcome him back as our next secretary of defense,” Obama said in a White House statement issued today. “With his decades of experience, Ash will help keep our military strong as we continue the fight against terrorist networks, modernize our alliances, and invest in new capabilities to keep our armed forces prepared for long-term threats.” As secretary of defense, the president continued, “Ash will play a central role in our work with Congress to find a more responsible approach to defense spending that makes the department more efficient, preserves military readiness, and keeps faith with our men and women in uniform and their families. “We have the strongest military in the history of the world,” Obama added, “and with Secretary Carter at the Pentagon and our troops serving bravely around the world, we’re going to keep it that way.” Hagel will remain in office as defense secretary until Carter is sworn in.

It seems the rain has finally let up a bit, the sun is coming out, and spring is finally within sight. We live in a remarkable area that affords so many opportunities to visit historic and stunning areas. Even our day-trip options are awe inspiring - whether it’s the gladiator amphitheater in Santa Maria Capua Vetere, the impressive sites of Pozzuoli, a hike to the brim of Mount Vesuvius or a stroll through the recovered streets of Pompeii. Just this weekend, we took a trip to see the Solfatara – simply amazing! Please continue to take advantage of these opportunities, but also pay attention to current events and be mindful of your surroundings when traveling. If you haven’t registered in our emergency notification system AtHoc, please get in contact with my Emergency Management team. It is easy to register, and the information you get from this service could make the difference in an emergency situation. The safety of our military community serving and living here is my number one priority. Be smart guests in Italy and always report suspicious activity to Security. In addition to innumerable travel opportunities, we also have many options for mentoring our youth and helping them to make a difference. I’m sure many of you have seen the Girl Scouts out in force selling cookies, which helps them with activities throughout the year. The Boy Scouts and Cub Scouts also offer great character-building events including camping and white-water rafting. The Athletics Booster Club is always on the hunt for more people to help with our school sports programs. A lot of work goes into planning and implementing travel around Europe so that our kids benefit from having more competitive opportunities. The Naples Overseas Support Club and its Thrift Store contribute a significant amount of resources to the community – their volunteers and supporters make our community a better place. It’s great to know there are so many volunteers keeping our programs functioning at an exemplary level. If YOU are able to volunteer for one of these programs, or any of the many others, reach out and help make a positive impact. One more thing to think about is that our great pool of volunteers is constantly fluctuating. If you’re not moving to your next duty station this year, maybe you’re helping to sponsor a family scheduled to arrive. Being a good sponsor is critical to making a smooth transition from one station to the next, and even more critical when moving to an overseas location. Sponsors should make early contact and keep the discussion going to ensure new arrivals are prepared. Did you secure pet-friendly accommodations, did you add the children to the CDC wait list; these are among the many things a good sponsor works out as early as possible. The summer PCS season is approaching quickly. Give a call to the Fleet and Family Support Center if you would like to be a sponsor for your command and go through their fantastic course. It offers an amazing amount of material and even a checklist to follow to ensure you’re taking care of the future members of our community. Please be vigilant, drive safe, recycle and help keep the base looking good. Thanks again to all of you who make a positive impact in our community.

Community members of all ages are invited to take part in a contest to design this year's front cover of Benvenuti a Napoli – A Newcomer’s Guide to Naples. NSA Naples Public Affairs and Stampa Generale, publishers of the welcome-aboard book and Panorama base newspaper, are organizing the contest to get a design from our own military community. There will be 3,000 copies printed, as well as an online version located at www.cnic.navy.mil/naples. The book is sent in welcome-aboard packages and is oftentimes the first glimpse into life stationed in Naples. Credit for the cover design will be given on page 2 of the book. Photography, drawings, illustrations and any other artistic medium can be used to represent Naples and the Campania Region for arriving personnel and their families. Submissions can be any file type, but must be printable at a minimum of 5”x7” at 300DPI (Dots Per Inch). Entries will be accepted through emails to pao_naples@eu.navy.mil until midnight March 13. CMVRO in New Office at Capodichino The Central Motor Vehicle Registration Office at Capodichino is now located in the Capo Landing (building 450) across from the base gym. The Capodichino office is able to offer the same services as the Support Site office with the exception of scrapping your vehicle- unless you deliver the vehicle to the scrap yard behind the Support Site hospital before arriving at the Capo office. Easter Eggstravaganza Volunteers Needed Easter Eggstravaganza will be celebrated at Carney Park March 28. Volunteers are needed to help guard the fields, monitor the Bounce House, assist with setup, operate the kiddie train and handle candy distribution. Feb. 23: Registration for Session 3 Group and Private Swim Lessons Register in person at the Capo Fit Zone pool for Session 3 Group Swim Lessons, which will take place March 7, 14, 21 and 28. Lesson dates and times depend on age and skill levels. Cost is $30 per person for one session of four, 40-minute lessons. Private lessons are also available on Saturday mornings. Feb. 24: African American/ Black History Month Celebration The Combined Multi-Cultural Heritage Committee invites everyone to join in a celebration for African American/ Black History Month. Glenn was born July 18, 1921, in Cambridge, Ohio. He attended Muskingum College in New Concord, Ohio, and received a bachelor’s degree in engineering. SEBASTIAN GUERCIA Sebastian Guercia has been a local national employee in Gaeta since 1994. A Canadian native, he moved to Italy in the late 1980s. Originally assigned to Naval Support Activity Gaeta as the head disbursing agent where he was selected as Personnel Support Activity Europe Civilian of the Year. Upon Naval Forces Europe transformation, he was selected to be the USS Mount Whitney (LCC 20) Logistics Support Representative (LSR) in 2008. As LSR, Guercia has received multiple letters of appreciation from Mount Whitney leadership as well as continuous praise and accolades from piers and customers alike. Guercia is on call 24/7 and is always there to support the Sixth Fleet flagship and the Gaeta community as a whole. Guercia loves the fact his job is diverse, and he has orchestrated countless requirements for husbanding services, barge and crane support, customs clearance, and working parties. “I love working as a Logistics Specialist, the scope of the job is so vast, it’s never the same every day and never boring,” Guercia said. “The challenges come and go, but that’s what keeps us logi’s on our toes.” Guercia hopes to be promoted to management in the future and intends to stay serving the United States Navy for many years to come.

The Use of Supplemental Space Heating on NSA Naples Installations From the NSA Naples Energy Management Team

Recently NSA Naples has experienced an increase in energy eonsumption in several buildings throughout the installations. The increase of consumption has been linked to the use of portable electric heaters. In accordance with Naval Support Activity Naples Instruction 4101.1C, the use of portable electric heaters is prohibited without the consent of the Energy Program Manager or the Fire Department. What if my work space is extremely cold? Contact your building manager and request a trouble call be submitted to PWD to verify the temperature of your workspace and check the heating system for proper function. Keep in mind when using portable electric heaters, the excess heat provides a false reading to the room’s thermostat. If the thermostat reads that the temperature in the room is high enough it will not trigger the central heating system to turn on. The use of electric heaters may seem like a solution but could potentially affect the entire heating system, meaning you may be warm in your cubicle but, you may be causing your co-workers to suffer. The use of portable heating systems is also a safety hazard. In small spaces the heaters can cause a fire an potentially can over load electrical circuits. If you notice that portable electrical heaters are being used in your workplace please advise your co-workers of the instruction or contact the Utilities and Energy Management Office to report unauthorized use.

U.S. Navy Reserve at 100 Years: Ready Now. Anytime, Anywhere By MC2 Luke B. Meineke, Navy Region Europe, Africa, Southwest Asia Public Affairs

In 2015 the U.S. Navy Reserve will be 100 years old. Designed to "deliver strategic depth and operational capability to the Navy, Marine Corps, and Joint Forces in times of peace or war", the Navy Reserve has provided support in areas from healthcare to special warfare and everything in between. First created in response to the outbreak of World War I, and through the efforts of then Secretary of the Navy Josephus Daniels and his assistant, Franklin D. Roosevelt, legislation for the creation of the Naval Reserve Force was passed on March 3, 1915. Since that time, reservists have served in every major war in which the United States has fought. As of December 2014, 107,687 reservists were serving as either the Selected Reserve (SELRES), or Individual Ready Reserve (IRR) Sailors, providing vital naval warfighting and operational capabilities in myriad roles. SELRES, the largest and most relied upon of the Ready Reserve, consists of drilling reservists and FullTime Support (FTS) reservists. Drilling reservists are reservists who typically fulfill a service commitment of one weekend a month and two weeks a year of drilling and training. They are available for recall to active duty status and represent the

Navy's primary source of immediate manpower. FTS reservists serve fulltime active duty service relating to the training and administration of the Navy Reserve program. They are assigned to shore installations or operational units. IRR reservists are composed of former active duty or reserve military personnel. Though they typically receive no pay and are not obligated to drill, conduct annual training, or participate in any military activities, IRR personnel retain their status as uniformed military personnel. They retain their military specialty (i.e. rate) and rank, and receive benefits like entitlement to a military ID card, or NEX and commissary benefits. Today, reservists assigned to Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA) contribute and help drive the command's mission to provide efficient and effective shore service support to U.S. and allied forces in the Europe, Africa and Southwest Asia area of responsibility. Approximately 400 reservists from 20 different units spread throughout the United States are assigned to CNREURAFSWA. Separated into boat support units (BSU), naval security force (NSF) units and regional units, the reserve unit locations stretch as far west as Las Vegas to as far east as

Long Island, New York, as far south as Corpus Christi, Texas to as far north as Minneapolis, Minnesota. Reservists from these Navy Operational Support Centers (NOSC) are assigned to all the installations that comprise CNREURAFSWA, with the exception of Camp Lemonnier, Djibouti (CLDJ) and Naval Support Facility (NSF) Deveselu, Romania, which has not been officially commissioned. "The NSF units are security units, mostly made up of master-at-arms," explained Regional Operational Support Officer Lt. Cmdr. Micah Weller. "They are dedicated units that can be brought in if there was an increase in the force protection condition (FPCON) level. The BSUs focus on port and air operations, so that would mean boatswain's mates, operations specialists, aviation boatswain's mates (handling), aviation boatswain's mates (fuels) for example. They also provide Department of Defense (DOD) firefighters and our Regional Operations Center (ROC) is augmented from those units." These service members are essential to the CNREURAFSWA mission. The ROC unit's mission is emergency response and watch standing, as well as conducting the exercises necessary to ensure base personnel are prepared in case of an emergency. Weller added that the Operational Support Office does a good job of certifying that the

focus is on finding those billets that aren't manned or locating areas where a command needs support and finding the right reservist or reservists to step in and provide that support and expertise. Most importantly, though, he says due to the training they receive both from the military and from the civilian sector, reservists arrive ready to contribute. "The training prepares them to be that support," Weller said. "For example, master-at-arms conduct all their gun training in the states, so they arrive prepared to augment and support immediately. However, reservists bring a unique set of added skills gained from their civilian jobs. For example, an information systems technician will have his training from the Navy, but after he transferred to the reserves, maybe he worked at a place like Space and Naval

Warfare Systems Command (SPAWAR) and gained this whole different perspective and set of skills." On any particular day, 25 percent of the Navy Reserve is delivering global operational support to the fleet and combat forces. The unique perspective and extensive training has and continues to make them an essential element of the U.S. Navy. On March 3, when the organization celebrates 100 years of dedicated service and sacrifice, reservists can be proud of their heritage and that they carry on a legacy of service with distinction both during peacetime and in times of war, and that they contribute significantly to the Navy's overall mission to maintain, train and equip forces capable of winning wars, deterring acts of aggression and engendering and sustaining freedom of the seas.

The competition was very tight and a young teen from Rota, Spain will be moving on to the All Services European Youth of the Year judging. With the competition behind him, Dakota has begun to look toward his college and career aspirations. With a career in the Navy as his focus, he is looking toward the Naval Academy, the Citadel and Notre Dame as possible colleges and the prospects of one day being a Navy Diver. According to Lee Iacocca, former successful automobile executive, “in a completely rational society, the best of us would be teachers and the rest of us would have to settle for something less.” Six Naples High School students took up that challenge and traveled to Garmisch, Germany, for the 12th annual Future Educators Association (FEA) conference to explore career opportunities in the field of education. The theme of this year’s conference was “More than One Way to Serve: Teach” and focused on providing information to future educators on a variety of subjects including: learning styles, teaching strategies specific to various grade levels, special education, and educational technology. Keynote Speaker and DoDEA 2015 Teacher of the Year, Sarah Loomis, believes that “students need to experience learning from a variety of perspectives.” She believes that as teachers, “it is essential to build problem based learning environments that are engaging, that allow for risk-taking, that are goal-oriented and are relevant to the real world.” In addition to attending various workshops, students had several opportunities to compete in various competitions, including the ethical dilemma. This year’s topic dealt with the timely subject of whether or not students should be assigned zero’s for incomplete, late, or missing assignments.” Naples students researched the topic and presented their arguments before a panel of judges. “It was it really fun and interactive to engage and collaborate with other students that share the same interest of becoming a teacher,” said senior Frances-Steffany Aquino.

George Washington, who’s birthday has been celebrated as a national holiday for the past 130 years, commanded the Continental Army and led the American colonies to victory in the Revolutionary War. Later, he also served as the first President of the United States, and as a result of his outstanding service, has become known as “The Father of Our Country.” In 1885 Chester Alan Arthur, the 21st president, signed a bill establishing Washington’s birthday as an official federal holiday. Eighty-three years later Congress passed the Uniform Holidays Bill of 1968 to create more three-day weekends for federal employees by moving three existing federal holidays (Washington’s Birthday, Memorial Day and Veterans Day) from fixed calendar dates to designated

Mondays. In doing so, Congress also established Columbus Day as a new federal holiday. Another great president – Abraham Lincoln – who preserved the Union during the Civil War, was also born in February. During debate on the bill, it was proposed that Washington’s Birthday be renamed Presidents’ Day to honor the birthdays of both Washington (February 22) and Lincoln (February 12). Although Lincoln was included in the new holiday, the proposed name change was initially rejected. In 1971, Washington’s birthday was officially changed to Presidents’ Day, and it was expanded to celebrate the lives of not just Washington and Lincoln, but all the U.S. presidents.

President Signs Clay Hunt Act, Says ‘Stigma Has to End’ By Claudette Roulo DoD News, Defense Media Activity

President Barack Obama today signed into law the Clay Hunt Suicide Prevention for American Veterans Act, or SAV Act on Feb. 12. The act is aimed at reducing military and veteran suicides and improving their access to quality mental health care. Hunt was a decorated Marine veteran who struggled with post-traumatic stress. He deployed to Iraq and Afghanistan and was wounded in Anbar Province, Iraq, and witnessed the combat deaths of close friends. Two years after his discharge and after repeated setbacks in his medical care, Hunt took his own life. Through unimaginable grief, Hunt’s family, friends and fellow veterans made it their mission to spare other families the pain they endured, the president said. Improving Mental Health Care, Suicide Prevention Programs

The act builds on efforts still in progress to improve Veterans Affairs mental health care access by: - Requiring annual third party evaluations of VA’s mental health care and suicide prevention programs; - Creating a centralized website with resources and information about the range of mental health services available from the VA; - Conducting a three-year pilot program using peer support to assist veterans transitioning from active duty; and - Encouraging collaborative suicide prevention efforts between the VA and non-profit mental health organizations. The president’s proposed 2016 budget also includes more than $7 billion for the VA to continue its focus on expanding and transforming mental health services for veterans, including treatment for post-traumatic stress, ensuring timely access to mental health care, and treatment for military sexual

trauma. “Today, we say again to every person in uniform, every veteran who has ever served, we thank you for your service. We honor your sacrifice. But sometimes, you know, talk is cheap. And sometimes, you know, particularly at a time when we’ve got an all-volunteer force and so often we can celebrate them at a ball game, but too many are insulated from the impacts,” the president said. “We’ve got to also act,” Obama said. “We can’t just talk. So we’re ready to help you begin the next chapter of your lives. And if you are hurting, know this: You are not forgotten. You are not alone. You are never alone. We are here for you. America is here for you. All of us. And we will not stop doing everything in our power to get you the care and support you need to stay strong and keep serving this country we love. “We need you. We need you. You make our country better,” the president said.

HM3 TCHITTY LYFOUNG HM3 Tchitty Lyfoung is well known for his hard work and dedication. He joined the Directorate of Surgical Services team in May of 2014 after reporting from his previous command in Okinawa, Japan. Soon after filling a billet for Ambulatory Procedure Unit, his flexibility was established when he was asked to fill a gap in one of the most critical areas of the hospital, the Central Sterilization Room (CSR), until full support arrived. With little to no knowledge of surgical instrumentation or CSR Standard Operative Procedures, he had to adapt quickly. His efforts have not only led to increased productivity in the workplace but most importantly contributed to a fully functioning CSR. His family emigrated from Laos to France, where Lyfoung was born. He spent the first few years of his life in France before his family moved to Sacramento, Calif. This is his third duty station since joining the Navy in October 2009. Lyfoung said he especially enjoyed his time with the Marines and hopes to one day return to the field where he feels a strong sense of belonging and purpose. He continues to exhibit the characteristics of a Sailor whose respectable work ethics and ability to adapt and overcome prevail. For this, we are grateful to have him as part of our team.
