Naples Celebrates 244th Navy Birthday Ball

U.S. naval personnel and their guests celebrated the Navy’s 244th birthday during a Navy Birthday Ball at Villa Tony in Naples hosted by Naval Support Site (NSA) Naples on October 26, 2019.

The Navy Ball is an annual event held to celebrate the history and heritage of the U.S. Navy by commemorating the day Congress established the Navy on October 13, 1775.

The central theme of this year’s 244th birthday is “No Higher Honor,” which comes from a quote by Lt. Cmdr. Robert Copeland, commanding officer of World War II destroyer USS Samuel B. Roberts (DE-413).

NSA Community Celebrates 2019 SpookTRUNKular

More than 4,000 Naval Support Activity (NSA) Naples community members descended on the Motorcycle Safety Lot onboard Support Site to celebrate SpookTRUNKular, a Halloweenthemed event and one of the biggest of the year on October 25.

More than 40 vehicle trunks were decorated by private organizations and families with creative themes such as: Stranger Things, Alice in Wonderland, Marvel Movie Villains, Nightmare Before, Christmas, Minions, What’s For

Lunch Zombies, Cops and Robbers, Phantom of the Opera, Jurassic Park, and Goosebumps to name just a few.

The trunks allowed thousands of children to fill their Halloween bags with candy and other delicious treats.

Participants also enjoyed a haunted house created by the Seabees, amusement rides and amazing food.

SpookTRUNKular also featured a concert by the popular rock band, Thomas Nicholas Band, in their first-ever performance for a military audience.

The Arleigh Burke-class guided-missile destroyer USS Porter (DDG 78) participated in maritime interoperability training with Georgian maritime counterparts in the Black Sea, October 25, 2019.

The training was a bilateral visit, board, search and seizure (VBSS) exercise where both U.S. and Georgian Coast Guard boarding teams simulated the boarding of a suspect foreign merchant vessel aboard the Porter. During the exercise, the combined U.S.-Georgian team shared tactics, maneuvered outside and inside the ship, assessed various situations, took detainees for processing, and successfully completed the scenario.

“We conducted some great bilateral training today with the Georgian Coast Guard,” Cmdr. Craig Trent, Porter’s commanding officer, said. “We definitely learned from one another and strengthened our partnership. I look forward to future opportunities to evolve our interoperability with the Georgians.”

Commander, Navy Installations Command (CNIC) Vice Adm. Mary Jackson visited NSA Naples last week! During her visit onboard NSA Naples she toured both Capodichino and Support Site, observed the operation of the installation, and asked the question, “How can CNIC support you?” We were happy to host you onboard, Vice Adm. Jackson, and hope that you come back again soon. CNIC was one of several distinguished visitors to our base this past month. We also enjoyed visits from the Chief of Naval Operations Adm. Mike Gilday and the Chief of Naval Personnel Vice Adm. John Nowell. It was a pleasure to have the opportunity to show off our base and our fantastic community of local nationals, military, government service and contractors.

The Navy Ball was an outstanding event! A big thank you and congratulations to the entire Navy Ball team on a job well done. We had over 400 people in attendance, and there was truly no better way to celebrate the Navy’s 244th birthday. Adm. James G. Foggo III was our guest speaker and masterfully tied together the Sailors of the past to the Sailors of the present, and what it means to serve “in harm’s way”.

For me, there was “no higher honor” than to spend the evening, and my final area Navy Ball, with our Naples teammates and Italian partners. The night represented a great mix of Neapolitan culture with naval history and heritage. Daniele Zansardino, tenore for the San Carlo Opera, performed several pieces and an enthusiastically requested encore. Additionally, Pulcinella Carmine Coppola, from Gruppo Strorica teatro San Carlino, gave a performance for the attendees.

The ball commenced traditionally with the arrival of the official party and the playing of the national anthem by the Commander, Naval Forces Europe Band. The NSA Naples Color Guard continued with the parading of the colors. Other traditions observed were the Prisoner of War/Missing in Action ceremony, formal toasts and the ceremonial cake cutting.

Today we enter the month of November, and this marks not only entering into the holiday season, but National American Indian Heritage Month. The first American Indian Day in a state was declared in May of 1916 by the governor of New York. In 1990 President George H. W. Bush approved a joint resolution designating November 1990 “National American Indian Heritage Month.” Similar proclamations have been issued each year since 1994. As a Navy, we celebrate this month under the spirit of the “One Navy Team” CNO memo from September 27, 2016. “Generating success as a team means going beyond merely understanding the unique perspectives of different people and cultures – understanding is too passive,” former CNO Admiral John Richardson said. “Achieving top performance is enhanced when leaders tap into the energy and capability of an actively inclusive team.” Take a moment this month to research American Indian history and heritage, and reflect on how our Navy is a stronger Navy due to our rich diversity and inclusivity. Italy Celebrates All Saints Day, All Souls Day There are two important religious feasts in Italy in November: All Saints Day and All Souls Day. La Festa di Tutti i Santi or the All Saints Feast is celebrated on November 1 and celebrates all the saints of the Catholic calendar. The origins of this feast date back to very ancient times. In fact, records exist of celebrations held in honor of Christian saints even during the very first centuries of the development of Christianity. Writings related to the dedication by Pope Boniface IV of the Roman Pantheon to “Mary and all the martyrs” on May 13, 609 AD can be considered as the symbolic text inaugurating the tradition. Over the course of time the feast was moved to November 1 for reasons that are still unclear.

Whatever the reason it was decided that the feast would take place in November and as of June 1, 1949, the Italian Constitution listed the day of Tutti i Santi as a public holiday.

In Italy as in many other Christian countries, the day after All Saints’ Day is All Souls’ Day – and here it’s celebrated with prayers, flowers and, of course, food. Each region has its own variation on dolci dei morti, sweets of the dead, treats meant to sweeten the bitterness of death. This feast can be considered a direct consequence of the celebration of All Saints Day, and in

fact directly follows the aforementioned feast, taking place every year on November 2. The direct link between the two days can be traced back to 998 A.C. when the Abbot Odilone of Cluny established that the day to remember the dead should follow the day celebrating all the Saints, mainly because it was believed that the dead could come into contact with the living. For many Italians, the most important act of remembrance is visiting loved ones’ graves, tidy up the family plot and decorate tombs with candles and fresh flowers like the chrysanthemums. These flowers, whose name in Greek means "golden flower" are considered messengers of good, joy and prosperity throughout the world, while in Italy they are associated with mourning and sad contexts. This is due to the fact that the Day of the Dead happens to coincide with the flowering of chrysanthemums in autumn, and that is why in Italy and other parts of Europe it became associated with sorrow and death.

This tradition and use for centuries has made this flower unpopular with many, and presenting a bouquet with chrysanthemums would be a very bad omen. All Souls represents an important feast honouring loved ones who have passed. A little bit religious and a little bit pagan the true essence of this feast includes visiting cemeteries and remembering the dearly departed.

Together, All Saints Day and All Souls Day are important dates on the calendar for Catholics and Italians alike.

From John Paul Jones to Adm. Elmo R. Zumwalt, from Rear Adm. Grace Hopper to Master Chief Carl Brashear – when it comes to heroes and notable people in history, the list of names in naval history is nearly endless.

One enormous personality people may not necessarily associate with the history of the U.S. Navy is the 26th President of the United States, and all-American tough guy, Theodore Roosevelt.

It is not widely-known,

but up until about four decades ago, the U.S. Navy actually used Roosevelt’s birthday (October 27th) as “Navy Day” – a date the Navy celebrated annually much like it does with its birthday today. In addition, October 27 was the anniversary of a 1775 report issued by a special committee of the Continental Congress favoring the purchase of merchant ships as the foundation of an American Navy. It actually wasn’t until 1972 when then Chief of Naval Operations (CNO) Admiral Elmo R. Zumwalt authorized Oct.

Throughout his life, Roosevelt acted as one of the Navy’s greatest promoters. His first book, The Naval War of 1812, demonstrated the importance of the Navy to the defense of the United States. As Assistant Secretary of the Navy, he was instrumental in the U.S. Navy’s victories in the Spanish-American War and responsible for the idea of investigating the applications of aircraft for naval purposes which led to today’s naval aviation. As President, he oversaw the build-up of

the battle fleet and ordered the world cruise of the Great White Fleet.

To Roosevelt, the aggressive diplomat, a large and efficient navy constituted a primary tool for the conduct of foreign policy, so he launched a program to raise the Navy up to a high standard of efficiency and strength.

He enlarged the fleet,

modernized its ships, increased both its officer corps and enlisted complement, and improved efficiency through better training.

His support of the Navy led the former Secretary of the Navy, John F. Lehman, to say, Theodore Roosevelt, “was one of the architects of our modern Navy.”

Almost 100 students and four teachers from Torquato Tasso High School of Salerno in the Campania region toured Allied Joint Force Command (JFC) Naples and learned about NATO on October 22.

Students and teachers visited the modern complex where JFC Naples has stood since 2012.

“It was a fruitful visit because I’m keen on studying political and strategical subjects and I learned a lot about NATO and JFC Naples and I was impressed by the lectures, how NATO has reduced destabilization all over the world through the peacekeeping operations.,” said 17-year-old Giampiero.

“For instance, the mission in the Balkans which started in the ‘90s represented a clear example of how NATO facilitated the peaceful process of stabilization and reconstruction in that region.”

After the JFC Naples staff welcomed them, the students attended a general briefing on the current functions and operational tasks of the command including the recent history of the headquarters.

“We watched a video and listened to many presentations and all were very interesting, especially the one about cyber-attacks,” said 17-year-old Antonino. “My favorite part of the day

was the futuristic conference room where the thought-provoking briefings took place.”

Students received an overview on current topics, such as NATO general structure, the Joint Operations Center activities, the role of NATO International Civilians and the importance of the relationship between NATO and the partner nations.

“I liked today because I’ve never been to a military facility,” said 18-year-old Alessandra.” “The part in which we talked about the job opportunities and careers was the best for me and every student that gets the opportunity should do this because it’s fun.”

The participants also met the JFC Naples Chief of Staff, Italian Army Lieutenant General Antonio Vittiglio, who addressed them in his closing remarks.

A questions and answers session concluded the event.

The school visit is part of JFC Naples Community relations activities organized by the Public Affairs Office with the specific role to emphasize and reinforce relationships between JFC Naples and the local community.

The ball commenced traditionally with the arrival of the official party and the playing of the national anthem by the U.S. Naval Forces Europe Band. The NSA Naples color guard continued with the parading of the colors.

NSA Naples Commanding Officer Capt. Todd Abrahamson introduced guest speaker Adm. James G. Foggo III and expressed his gratitude to the volunteers who made the evening possible.

“I am incredibly proud of our distinguished team who put this wonderful event together,” Abrahamson said.

“Tonight we celebrate the birth of our Navy and share the rich traditions of our naval service with our Italian partners, and I am honored that NSA Naples is hosting.”

Foggo, who serves as commander, U.S. Naval Forces Europe-Africa, and commander, Allied Joint Force Command Naples, spoke about the history of the U.S. Navy and close ties to Italy resulting from his three flag officer tours in Naples.

“We must never forget our history and heritage,” Foggo said. “Though the U.S. Navy may be younger than many of the European navies, we are battle tested and proven. We are undoubtedly the finest Navy the world has ever seen, and we continue the tradition of excellence, bravery, and resilience that has served us well from the Revolutionary War to the pivotal battles of World War II to today.”

The evening’s entertainment celebrated the rich culture that military members stationed overseas in Naples are able to experience.

Daniele Zansardino, tenor for the San Carlo Opera, performed several pieces and an enthusiastically requested encore. Additionally, Pulcinella Carmine Coppola from Gruppo Strorica teatro San Carlino, the only licensed Pulcinella in Naples, gave a performance for the crowd.

Other traditions observed were the Prisoner of War/Missing in Action ceremony, formal toasts, and the ceremonial cake cutting.

Manny Tamayo, who experienced his first SpookTRUNKular ever, was thrilled with all the exciting things to see and do at the Halloween event.

“It was cool to see all the trunks decorated,” Tamayo said. “I also liked riding the roller coaster, but my favorite parts were the haunted house and jumping on the big trampolines with my little sister.”

“This was such an amazing event,” Louise Orton, who is in Italy visiting her daughter and family, said.

“The trunks, the band, the haunted house, all of it – it was such a great production and I loved seeing both kids and adults in their costumes, having fun.”

The U.S. Navy routinely operates in the Black Sea consistent with international law, including the Montreux Convention.

Porter, forward-deployed to Rota, Spain, deployed from Naval Station Rota on July 22, 2019, on its seventh forward-deployed naval forces patrol.

While on patrol, Porter is scheduled to conduct naval operations in the U.S. 6th Fleet area of operations in support of U.S. national security interests in Europe and Africa.

U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

All of the creativity by the organizations and families did not go unrewarded. At the end of the event, the top 10 trunks, as voted by the community, received plaques recognizing the talented individuals that participated in SpookTRUNKular.

“I think it’s great that everyone here has the opportunity to celebrate Halloween the same way we do in the states,” Orton added.

“Especially the kids; it’s nice to know they still get some of the comforts of home.”

In 1916, Italy became one of the first European countries to observe daylight saving time. The country went back and forth on whether or not to continue to do so for many years. Eventually, in 1996, Italy adopted the European Union’s daylight saving time schedule, which it still follows to this day.

Time is important.

Not only for personal schedules, but many things around the world revolve around sharing common hours.

For things like worldwide military operation planning, flight schedules, and even weather observations, it is very important to be able to synchronize the timing of certain things.

Weather observations around the world are always taken with respect to a standard time. By convention, the world's weather communities use a twenty four hour clock, similar to "military" time based on the 0° longitude meridian, also known as the Greenwich meridian.

Prior to 1972, this time was called Greenwich Mean Time (GMT) but is

Keeping Up With The Times now referred to as Coordinated Universal Time or Universal Time Coordinated (UTC). It is a coordinated time scale, maintained by the Bureau International des Poids et Mesures (BIPM). It is also known as "Z time" or "Zulu Time".

To obtain your local time in the United States, you need to subtract a certain number of hours from UTC depending on how many time zones you are away from Greenwich (England).

The switch to daylight saving time does not affect UTC. It refers to time on the zero or Greenwich meridian, which is not adjusted to reflect changes either to or from Daylight Saving Time.

However, you need to know what happens during daylight saving time in the United States. In short, the local time is advanced one hour during daylight saving time. As an example, the Eastern Time zone difference from UTC is -4 hours during daylight saving time rather than -5 hours as it is during standard time.
