Volgens kapt.

Suid-Afrika se padgeweld is jaarliks ’n nasionale bekommernis.

The social activist was shot and killed while cleaning his churchyard in Witsand. Police spokesperson Captain Lisa Munro confirmed two unknown men entered the premises and started shooting at Moses before fleeing the scene on foot.

Verklarings in Afrikaans

‘Overregulation a strong inhibiter’
The inaugural Wavemaker Summit, a four-day summit that ran from 27 to 30 March, hosted by South Africa's top-performing West Coast District Municipality (WCDM), brought local-government leaders, partners, private-sector executives and academics to address effective governance, longterm sustainability and ethical leadership
Throughout, the mounting burden of overregulation was raised as an inhibiter to service delivery across South Africa, highlighting the paradoxical challenge where regulations designed to ensure good governance have become primary obstacles to effective service delivery
Recent research by the Financial and Fiscal Commission reveals that regulatory compliance now consumes approximately 38% of municipal administrative capacity, with some smaller municipalities dedicating up to 75% of their limited human resources to regulatory processes rather than operational improvements
“South Africa’s municipalities are trapped in a regulatory labyrinth that prioritises compliance over creativity A balance needs to be found to ensure accountability while enabling the innovation and agility needed to deliver ser-

vices effectively to our communities,” a statement reads
The summit addressed numerous challenges highlighted in recent government reports, including the Department of Cooperative Governance and Traditional Affairs’ finding that municipalities with perfect audit outcomes often performed worse in actual service delivery than those with qualified audits
COMPLIANCE PROCESS COSTLY
For example, the updated 2024 Preferential Procurement
Policy Framework has created processes so complex that the average municipal tender now takes 11-15 months to complete.
According to the Centre for Development and Enterprise, regulatory compliance adds approximately 28-34% to the cost of municipal infrastructure projects
“There is no secret-weapon formula success, but rather in the power of strategy, good governance and collaboration”
WCDM Executive Mayor Ald RW Boffie Strydom pointed

out
The summit produced a comprehensive framework for regulatory reform that maintains necessary safeguards while removing counterproductive constraints
Strydom added: “That the conversations be insightful, the challenges collectively addressed and the solutions become practical and sustainable, and not just in terms of professionalism, but also in terms of building a better future for communities collaboratively ”
PARTNERSHIPS A CORNERSTONE
The West Coast District Municipality’s Wavemaker Summit reflected its host’s exceptional track record of 14 consecutive clean audits while maintaining high service-delivery standards This success story demonstrated good governance and operational effectiveness can co-exist with the right systems and leadership
Private-sector participation was a cornerstone of the summit, recognising that business success is intrinsically linked to municipalities creating environments where community aspirations are satisfied The summit facilitated numerous partnerships between municipalities and private enterprises aimed at collaborative service delivery improvements
“The time has come to acknowledge that sometimes less regulation means more development,” said Strydom “Without meaningful reform, the promise of developmental local government will remain unfulfilled, and millions of South Africans will continue to be denied the basic services they deserve " Following the success of this inaugural event, the Wavemaker Summit is slated to become an annual platform for addressing the evolving challenges of local government in South Africa, with plans already underway for the 2026 edition
Computerised licence tests available in Saldanha Bay
Saldanha Bay Municipality’s Traffic Services is pleased to announce that the new Computerised Learner’s Licence Testing (CLLT) programme is now fully operational at all Driving Licence Testing Centres (DLTCs) within the municipal area
The new system brings substantial enhancements to the learner’s-licence testing procedure by improving accuracy, security, and efficiency through the integration of advanced technology. A major benefit of the CLLT is its capacity to mitigate numerous risks linked to the traditional manually-written examination
The system, implemented by the Road Traffic Management Corporation (RTMC), will now be used for all learner’s licence testing. It features a com-
prehensive database of 1 400 questions, ensuring each test presents a unique assortment.
The official study material for the learner’s licence test is available on the National Traffic Information System (NaTIS) website: https://www.natis.gov za/index.php/downloads/learner-driver-manual Learners are advised to study the learner driver manuals provided on the website.

Velddrif-plakkers onwelkom
Alida Buckle

Giving girls a chance to thrive
Likhona Foundation embarked on a sanitary-pad collection drive on Tuesday 1 April.
Its founder, Nosipho Lisa, said the aim is to collect 1 500 packets of sanitary pads, which will be distributed to schools in the area, an initiative she has driven annually.
“Our vision [as a foundation] is to create opportunities to discover and develop the potential among township youth and give them a platform to grow to their full potential.
“We believe this will help give vulnerable young girls and boys essential life
skills, self-confidence, leadership opportunities, respect for themselves and their peers, positive and healthy life choices and ultimately a sense of purpose.”
This month’s drive will end with a 5 km run on Saturday 3 May, starting in the Vredenburg Magistrates’ Court parking lot at 07:30.
“We would like to request a donation of pads,” said Lisa, “and we will be grateful also to those who can participate on the walk to bring their donations on the day ”
For more information contact Lisa on 082 556 0691 or send an email to journeyingwithwomen@gmail.com

Maak volgens tradisie voor Vrydag kerrievis vir Pase
Lise Beyers
• ½ koppie suiker
• ½ koppie appelkooskonfyt
2 eetlepels kerriepoeier (matig)
• 1 eetlepel borrie
• 3 koppies witasyn
• 1 koppie water
• 4 suurlemoenblare
• 3 eetlepels geskroeide koljander
• 3 heel naeltjies
3 heel peperkorrels
• sout na smaak
• Vir nog ’n bietjie brand kan twee

brandrissies bykom

Robust recovery in W Cape tourism
Western Cape Minister of Agriculture, Economic Development and Tourism
Dr Ivan Meyer said South African Tourism’s (SAT) annual performance report for 2024 highlights the robust recovery of the Western Cape tourism industry
He was speaking following the release of the SAT’s performance report for 2024, which coincided with the WTM Africa (World Travel Market Africa), held in Cape Town last week The event saw record participation from 96 countries, featured 742 exhibitors and attracted nearly 6 000 industry professionals

Initiative to mobilise resources for early-childhood development
In Louwville, a collaborative initiative is underway to upgrade infrastructure at five earlychildhood development (ECD) centres, made possible through funding from Glenryck and Pioneer Fishing. What makes this initiative truly remarkable is the active participation of the Louwville community. Local artisans, principals and volunteers have dedicated their time and skills to supporting the upgrades, fostering a strong sense of ownership and pride. Leading this transformative effort is the
Early Learning Resource Unit (Elru), a dedicated non-profit organisation committed to improving educational facilities in underserved areas.
This project has brought the Skills Development Unit (SKU), the local municipality and environmental-health practitioners (EHP) to ensure that these centres provide safe, healthy environments that meet the norms and standards outlined in the Children’s Act. Recognising the vital role of early-childhood education in shaping future generations, Elru has mobi-
lised resources and coordinated efforts to maximise the impact of this initiative. By meeting these standards the project not only enhances physical infrastructure, but also elevates the quality of care and education for Louwville’s children.
Through their investment in early education, Glenryck, Snyer Business Consulting and Pioneer Fishing are laying a strong foundation for the success of future generations benefiting not just the children but the broader community too
