Aiming to inspire

Local beauty Vanessa Lempe has been crowned Miss Petite Global South Africa 2025. The ceremony was held on 23 March at the Polokwane Sun Meropa Hotel. “I was the youngest in the category, as I only turned 20 a week before the ceremony on 13 March,” Lempe said. She hosted the Miss Phomolong pageant on 14 December. “I wanted the girls from my surrounding communities to have the same opportunities I am getting through pageantry.” As part of charity, she hosted a Christmas party at the Ikaneng children’s home in her community on 25 December. On 20 March, before going to Limpopo for the Miss Teen Universe South Africa competition, Lempe donated sanitary towels at the Kheleng Secondary School. She will be representing South Africa in Malaysia at the Miss Petite Global pageant.

Outbursts promised if mayor resumes his role

Comeback incites

MARTI WILL

Rumours are rampant that the convicted executive mayor of Matjhabeng will be returning to office despite now officially having a criminal record. These rumours are sending shock waves of anger through the community, and promises of mutiny from the different municipal unions are rife.

As far as what can be gathered from ANC sources, the National Executive Committee (NEC) of the ANC has decided that Thanduxolo Khalipha must resume his duties after being on the step aside rule since 22 July 2024. This after his conviction on two charges of assault and crimen injuria in the Odendaalsrus Magistrates’ Court in December 2024.

In December 2024, the council also decided to appoint an ad hoc committee to investigate his absence and present their findings to council.

This committee only started with their first meetings in late March 2025 because the ANC councillors wanted Khalipha to be paid his back pay, in contrast to what council’s decision was. The speaker only provided clarity on 31 March on how the processes will run, but until council has considered the ad hoc committee report, he will not be paid, says cllr Piet Botha.

The Independent Municipal and Allied Trade Union (Imatu), South African Municipal Workers’ Union (Samwu), and organised labour forces have vowed to stop working and withhold services should Khalipha return. In addition to this looming threat, paying residents and businesspeople have threatened to withhold payment for services which will cripple the municipality.

“This will also have a major effect on service delivery and water leaks, sewerage spills, electrical problems apart from refuse removal which will not be attended to. People will have to live without water, in raw sewage flowing into their houses, no electricity because of a short-sighted decision of the arrogant ANC,” says Botha.

In the meanwhile, cllr Coreen Malherbe, caucus leader of the DA and official opposition, submitted a motion of no confidence (MONC) in Khalipha on 22 January to the municipal manager and speaker, which is still to be discussed in council. This is contrary to the standard rules and orders of council, which specifies that the MONCs must serve before council within 21 days after being received.

The speaker unilaterally, and in contrast to the rules, decided that he will only entertain such after the conclusions of the findings of the ad hoc Committee.

“This has absolutely no bearing on each other, and the rules must be followed,” says Botha.

“It will be a sad day indeed if the paying residents who did not vote for the ANC, have to suffer because of the ANC who does not have the best interest of the residents of Matjhabeng at heart.

“It is crystal clear that the ANC is protecting their own because Khalipha has vowed that he will spill the beans on everybody who ate at the trough when contracts were dished out for the upgrading of the wastewater plants in Matjhabeng,” says Botha.

The FF Plus’ councillor, Manie Pretorius, says Khalipha’s absence is characterised by several requests to be absent for personal reasons.

“None of the applications to be absent refer to the type of leave applied for. There is also no mention of the start and end dates of the period applied for. During Khalifa’s absence, legal advice was sought by the council. It is also clear that not all applications to be absent were submitted to the law firm involved. The council has taken a resolution that a committee be constituted, of which a representative from each political party will be represented. This committee is currently busy with their investigation. Khalipha will be given the opportunity to appear before the committee,” says Pretorius.

Suspected rapist readied to face the full might of the law

The man believed to be behind a series of rapes and burglaries that have haunted the communities of Virginia, Meloding, and Makwane has been named and is behind bars.

Thato Sharack Leeto (28) appeared in the Virginia Magistrates’ Court on Wednesday, 26 March. His case was postponed to 30 April for further investigation.

“Leeto is now facing multiple charges, including eight counts of

rape, following an extensive investigation,” says Sgt Mahlomola Kareli, Free State police spokesperson.

Between mid 2018 and late 2022, the Virginia community experienced a series of housebreakings, common robberies, house robberies and thefts – creating a climate of fear.

During this period, eight cases of rape, housebreaking, house robbery and theft were registered in the Virginia and Meloding area.

In 2023, the Forensic Science Laboratory in Pretoria provided a forensic investigative lead, linking an unknown individual to cases in Makwane and Qwaqwa. The dockets were assigned to Const. Mosioua Ntholeng, an investigator attached to the police’s Serial and Electronic Crime Investigations (SECI) unit in Bloemfontein.

He meticulously re-interviewed the victims, revisited and reconstructed

crime scenes and diligently followed up on all information received.

This comprehensive approach led to the identification of a 28-year-old from Excelsior as a primary suspect.

Further investigation revealed that the suspect had a prior arrest record for housebreakings in Virginia, Welkom and Excelsior, exhibiting a similar modus operandi (MO) to the serial rapist.

A buccal sample, a method of

collecting DNA from cells scraped from the inside of a person’s cheek, was obtained, which confirmed his identity.

The suspect, Leeto, was visited at Winburg Prison on 24 March. He faces eight rape charges.

Additionally, he has been identified as a suspect in two other cases of burglary that happened in Welkom and Virginia in 2023, based on fingerprint evidence.

Police nab suspects on drug charges

Seven suspected drug dealers were arrested in Welkom and Viljoenskroon following an extensive multi-disciplinary police sweep.

The suspects, all aged between 19 and 37 years, were arrested for alleged dealing in drugs and possession of drugs.

The raids took place on Thursday, 27 March, and were done by a multi-disciplinary team comprising Serious Organised Crime Investigation detectives of the Hawks, Crime Intelligence, Tactical Response Team, K9, and the Local Criminal Record Center. This is following the successful conclusion of the Hawks’ operations dubbed “Duncan” in Welkom and “Dlumina” in

Viljoenskroon.

Operation Duncan was initiated in September 2023 in response to intelligence about drug peddling in Welkom. Similarly, Operation Dlumina, established in August 2022, sought to eliminate drugs in Viljoenskroon by targeting organised drug dealers. Mandrax, cocaine, and crystal meth was recovered during numerous mock transactions.

Brig. Paulus Touch Mbongo, acting Free State head of the Hawks, has praised everyone involved in the operations for their patient hard work.

“A drug syndicate has been untangled. We regard cutting the supply of drugs to young people in the Goldfields.

League elects new head to help former police

MARTI WILL

At the recent annual general meeting (AGM) held by the League of Former Police Officials, a new committee was elected for the 2025 term.

Harry van der Heever was elected as the new chairman.

He has Hendrik Minnie as a second, with Kerneels van Antwerpen as the head of finance. Barrie

Barnard is the secretary, along with Roy Deysel, Brian Emmenis, and Jannie Reynders as additional members to the board.

At the meeting, Van der Heever thanked the previous board and praised them for outstanding work.

During the past year, the league organised a variety of functions ranging from golf days to church parades.

“This year the board is embarking on a major campaign to recruit former members into the league. We look after former members of the police who might have fallen on hard times. We also maintain close contact with other leagues around the country,” said Van der Heever.

“This is going to be an exciting year for our members.”

SUCCESSFUL FORFEITURE FUELS THE FIRE TO BUST CRIMINALS

Despite the criminal case against the accused who were arrested for alleged illegal mining activities in the Goldfields being withdrawn, asset forfeiture investigators of the Hawks and National Prosecuting Authority (NPA) continued to work around the clock to ensure that assets belonging to one of the suspects and believed to be bought using money profited from crime, are forfeited.

On 27 March, the Division of the High Court of South Africa in Bloemfontein granted a forfeiture order to a cumulative

value of over R3 million.

Three fixed properties, R254 000 in cash and five luxurious vehicles belonging to Mojela Benjamin Lekalo were successfully forfeited to the state.

The forfeited items are among properties seized when ten suspects were arrested in November 2011 during the conclusion of Papa G, a Hawks undercover operation to address illicit gold mining and related money laundering in Welkom.

"Meanwhile, the same team of investigators has secured a preservation order,

granted on 20 March 2025, against a white Ford Ranger.

“The vehicle was recovered in April 2024 when the police in Lindley intercepted it on the R76.

“It was loading stolen cattle. Brig. Paulus Touch Mbongo, acting Free State head of the Directorate for Priority Crime Investigation (Hawks), has lauded the unrelenting efforts of the team of investigators in the case," says Lt Col Zweli Mohobeleli, spokesperson of the Hawks in the Free State.

MAN SENTENCED FOR ASSAULTING, HUMILIATING

CLINIC WORKER

The Welkom Magistrates’ Court found Tshediso Mbele (38) guilty of assaulting and humiliating a health worker at the Thabong Clinic.

Mondli Mvambi, spokesperson of the Free State Department of Health.

On 27 March, Mbele was convicted on two counts of common assault, two counts of crimen injuria, one count of malicious damage to property, and one count of trespassing. Mbele committed these acts while on parole, leading to the revocation of his parole.

The physical assault on the health worker took place after Mbele expressed dissatisfaction with the speed of service during his visit to the clinic on 25 July 2024.

worker and other staff members received counseling from the department and returned to their duties, showcasing their resilience and commitment to patient care.

Monyatso Mahlatsi, Free State MEC for Health, expressed confidence in the justice system and commended the health worker for her strength and determination to seek justice.

“This appalling incident occurred on Friday, 26 July 2024. In line with the court’s ruling, Mbele was sentenced to 18 months in prison and was ordered to serve the remaining five years of his previous 15-year sentence for rape, which he was on parole for at the time of this heinous act against the health worker.

After leaving voluntarily, he returned the next day with a bucket of excrement, which he poured on the unsuspecting health worker, causing chaos and forcing the clinic to close prematurely.

Following the attack, Mbele boasted about his actions on social media, demonstrating a lack of remorse and highlighting the premeditated nature of his actions.

“We commend her for standing firm in the face of adversity and pursuing justice against her perpetrator. We are also pleased that during Human Rights Month, which includes International Women’s Day on 8 March, the courts have upheld the rights of health workers as fundamental human rights,” he said.

“Consequently, he will serve a total of six years and eight months in prison,” says

A case was opened with the police, which revealed that the perpetrator was a parolee. He was quickly apprehended for both the assault and the violation of his parole conditions. The affected health

Mahlatsi welcomed the sentencing and issued a warning to those who commit acts of violence against public servants.

TRAFFICKING CURBED

The joint Operation Vala uMgodi team, which includes the SAPS, South African National Defense Force (SANDF) and Department of Home Affairs, continues to deal with the element of human trafficking related to illicit mining in the Free State. Members conducted foot and vehicle patrols, as well as stop-and-search operations. A roadblock was assembled on the N1 south near Ventersburg. “At the roadblock, 174 vehicles and 528 persons were searched. A number of 93 undocumented persons were arrested. Case dockets for

Ouderdom

stuit haar nie

MARTI WILL

Passion for caring still as strong

When the drastic effect of the HIV/ Aids epidemic took the nation in its vice-grip 25 years ago, a Welkom housewife was burdened to do something to help, especially the children who were born with this terrible virus.

However, Joan Adams felt insufficient for the overwhelming task of making a true difference that would turn this tide, and asked herself the question: “What can I do?”

Adams resolved that while she may not be able to save all, she could make a difference to several lives.

Just four or five children, she said to herself. And so, the Morning Star Children’s Centre (MSCC) was established.

Now 25 years later, the MSCC has had a phenomenal impact in the

lives of hundreds of children, and their respective families.

For 25 years, the centre has provided daily care for children infected and affected by HIV and AIDS.

This form of care has included home visits, the donation of food parcels, provision of medical care, remedial education, youth peer support, youth Bible studies, youth care support, and trade training among other services. Central to everything, The MSCC does its best to practice the gospel of Jesus Christ.

On Friday, 28 March, the MSCC celebrated 25 years of God’s faithfulness by hosting a special thanksgiving event at the Bundu Lodge.

The event was held in honour of local people and businesses that have played and continue to play an active role in supporting the work

done at Morning Star. While over 95% of the financial funding comes from the United Kingdom (UK), many locals have contributed to its success over the years, and this was an opportunity to acknowledge their roles.

The event included a three-course menu, musical entertainment by the Bolaji Quartet, a special gift presentation to both Joan and her husband, Ron Adams, with the centre piece being a brilliant video presentation documenting the work done at Morning Star.

“A good evening was had by all who attended the event. Morning Star and the members of the board of directors would like to, once again, thank all who attended the event,” says Joshua Bolaji, board chairman.

Hoop van die week

Die Moriaervaring

PHILIP MC LAREN

Hier is dit ’n totale oorgawe, die Here sal voorsien.

Jesus Christus, die Offerlam, is my troos, my weg en my lewe. ■Ds Philip Mc Laren, NG kerk Bedelia

Unemployment a reality for all

The Handjie Vol team is hard at work in Seemeeupark, Welkom. “The roads are in a very bad condition. The lack of maintenance is everywhere, and neglect - it is a never-ending story. When looking at the team, it’s a reflection of the need, the whole team is made up of people without jobs. Sadly, it is the young people. The boys have passed their matric but are unemployed. This is not a question of race, unemployment affects everyone,” says Jan Jacobs of Handjie Vol. From the left are Marle Deru, Neo Broems, Anton Erasmus, Gwen Blignault, Andile Xuma, and Edwin Erasmus.

Antoinette Schoeman, Riebeeckstad:

glo die eens pragtige tuindorp is in so haglike toestand nie.

Ek moes self om my trane inhou, want Virginia was en sal altyd my ''hometown" bly.

Traffic officers missing in action

Patrick Mholo, concerned Welkom Resident:

Evidently our traffic lights are not operational due to vandalism, this obligates traffic officers to be the ones ensuring a smooth flow of traffic, especially during peak hours in the CBD.

Press Council on 011-484-3612.

Roads leading to Welkom CBD from Riebeeckstad, Virginia and Odendaalsrus between 07:00 and 08:00 require constant monitoring by traffic officers.

It is quite disturbing to note that when traffic officers are needed to manage traffic flow, they’re nowhere to be found, but when there is a funeral of a well-known person they suddenly appear in great numbers.

This makes you wonder whether they are employed to ensure the safe and free flow of traffic to prevent road accidents and deaths on our roads, or to dignify funerals.

There seems to be a gap there.

It would be interesting to know how much revenue our municipality is deriving from controlling funeral processions compared to enforcing by-laws and issuing traffic fines.

One of the notifiable weaknesses is the reluctance by the traffic department to utilize traffic fines as a scope for revenue boost.

We wouldn't be sitting with unfunded budgets if they capitalized on this.

In the past, traffic officers were even working at night, but not anymore.

That's when accidents happen and taxi pirates without permits drive.

This should be relooked at.

The problem is lack of clear priorities from the traffic department management and a total deviation from their core duties, namely, traffic control and not funerals.

Cattle returned to their home

A 70-year-old man was arrested for possession of suspected stolen livestock on a farm near Virginia.

On 26 March, members of the Virginia Rural Safety unit, together with the Odendaalsrus Stock Theft unit, apprehended four suspects aged following the recovery of suspected stolen livestock worth R38 500.

Intelligence-led information about the alleged stolen cattle was traced, which led members to a farm in Virginia. On arrival, members found 11 calves in a cattle kraal. The 70-year-old owner of the kraal was subsequently arrested for possession of suspected stolen livestock.

Further investigations led to the arrest of three more suspects.

The recovered cattle was positively identified by the lawful owner after 12 cattle were allegedly stolen from his farm during February.

Thrilling motorcycle event the first of many

During this past weekend of 28 and 29 March, the Phakisa Raceway outside of Welkom played host to the Central Bike Burn, drawing in motorcycle enthusiasts and thrill-seekers from across the Free State and beyond.

The event featured an array of activities, including motorcycle rallying, dynos, spinning, and doughnuts, as well as heart-stopping drag strip action.

For those less enthused about the motorcycles, there were also activities like paintball, archery, and quad biking to keep them occupied.

The festivities extended into the night, with bonfires shaped like business logos lighting up the sky.

Adding to the atmosphere, there were also performances by local artists.

Trevor Sibeko, tourism manager at the Department of Economic Small Business Development Tourism and Environmental Affairs (Destea) in Bloemfontein, showed his support for the concept of combining logo shaped

bonfires as business exposure with a family friendly motorcycle rally at such a legendary location as Phakisa.

Stefan Pieterse, event organiser, says Sibeko has expressed an interest in possible future collaboration in developing the bike burn into a national event to

build the local economy and boost tourism.

“The Central Bike Burn team is grateful to the community as whole for the support they showed in making the first of many Central Bike Burns happen,” says Pieterse.

FRAUD AND CORRUPTION RIFE WITHOUT MEASURES IN PLACE

Urgent policy reforms to stop proof of address fraud are needed.

The DA’s ward councillors in Matjhabeng will, at the next council meeting, raise questions to the municipality to implement a policy regulating proof of address forms.

“Widespread misuse of these forms fuels fraud and corruption, posing legal risks to both officials and residents.

“Similar incidents nationwide highlight the legal consequences of fraudulent proof of address letters,” said Maxie

Badenhorst, DA councillor.

Despite efforts by Badenhorst and others to tighten regulations, the municipality has failed to act, allowing abuse to persist.

Residents continue to produce unverified forms, which financial institutions, retailers, the South African Revenue Service (Sars), and the traffic department accept without scrutiny.

In 2023, three suspects in uMlazi were arrested with counterfeit municipal documents, underscoring the scale of the problem.

“Falsified forms enable illegal activities, such as registering stolen vehicles, which hampers police investigations. Proof of address documents must be strictly regulated or prohibited for official use.

“We urge the Matjhabeng Municipality to enforce verification processes, implement a formal policy, and educate residents on the legal consequences of misuse.

“Swift action is needed to curb corruption and restore integrity to municipal processes,” said Badenhorst.

Belt earned with pure dedication

Welkom’s own Sensei Joe Gladstone Ralejoe achieved his third degree black belt during a ceremony that was held at Chazen in Parys.

This is significant milestone in his fighting career, and he was one of six dedicated martial artists who successfully completed their black belt grading and who received their certificates at this event on Saturday, 29 March.

Ralejoe, who is lead instructor at RCFA Bhubezi Fight Club in Welkom, says this achievement was no easy feat, and was marked by months of rigorous preparation, discipline, and personal sacrifice.

For Gladstone, the journey was particularly emotional, having missed the previous grading in December due to unforeseen circumstances.

“When the opportunity arose for a regrading session, I seized it with determination,” he says.

Reflecting on the experience, Gladstone said the moment he was awarded his certificate, he was overcome with emotion.

“It was a flood of everything I had endured to get here.

“I even experienced a brief moment

of physical shock, but thanks to the guidance of my Master and fellow instructors, I was able to recover quickly.”

The grading was not just a test of skill but a testament to perseverance, teamwork, and the unwavering support of the martial arts commu-

nity.

“A special thanks is extended to Shihan Hilda, Shihan Gerhard, and Shihan Alfred, who played a crucial role in pushing the candidates to give their absolute best,” says Gladstone.

“I would also like to acknowledge my former instructor, Sensei Willie Smith of Dragons Kickboxing Club, who laid the foundation for my martial arts journey. His teachings instilled the discipline and resilience that have carried me to this milestone.”

As RCFA Bhubezi Fight Club continues to grow, this achievement serves as a reminder that martial arts is more than just training – it is a journey of resilience, self-improvement, and lifelong learning.

“Coming from a lineage of fighters as a third generation in combat sports, this journey has been more than just about earning a belt – it is about carrying forward a legacy while forging my own path,” says Ralejoe.
