Contest nears as service delivery worsens
Parties do prep work MARTI WILL
The battle for control of the Matjhabeng Local Municipality is expected to intensify ahead of the 2026 local government elections, with service delivery, financial instability, and infrastructure failures likely to dominate the campaign. The ANC, which controls the municipality, has identified incumbent mayor Thanduxolo Khalipha as a possible mayoral candidate, although the party has indicated that a final decision is expected in September. The ANC initially announced seven possible candidates following an interview process led by its national executive committee (NEC). Khalipha’s possible candidacy has attracted criticism, particularly following his conviction for assaulting his bodyguard in December 2024. He has also reportedly been named among ANC members facing disciplinary action over allegations of bringing the party into disrepute. The political contest comes as residents continue to face water and electricity interruptions. This, in addition to inadequate refuse collection, deteriorating roads and persistent sewerage problems, with sewage reportedly flowing into
streets, rivers, and residential properties. Concerns over water quality have further heightened public anxiety. Testing conducted in 2026 reportedly detected pathogens associated with Rotavirus A, Campylobacter, enteroaggregative Escherichia coli (E. coli) and Cryptosporidium. Matjhabeng is also facing financial and administrative challenges, with provincial intervention efforts aimed at stabilising the municipality. A low revenue collection rate and substantial debts owed to major service providers have added to the pressure. The DA has positioned long-serving councillor Piet Botha as its mayoral candidate. Botha, who joined the party in 2005 and became a councillor in 2006, has made service delivery the centrepiece of his campaign. He has highlighted the deteriorating condition of roads and raised concerns that Matjhabeng reportedly has only one grader available to service the municipality, and that it is not operational. Botha has called for updated infrastructure master plans covering water, sewerage, roads and electricity, greater involvement from national government and stronger action against corruption. He has also stressed the need to improve revenue
collection while addressing municipal debt. The EFF will contest the municipality under caucus leader Thomas Macingwane. Its manifesto focuses on restoring basic services, rehabilitating wastewater treatment plants, repairing water leaks, improving refuse collection, and strengthening infrastructure planning. The FF Plus has placed Manie Pretorius at the top of its Matjhabeng list, with this candidate promising cleaner and safer towns, greater accountability and investment in water, sewerage and sanitation infrastructure. The United Residents’ Front (URF) has proposed Dr Bakoena Ramosie as its mayoral candidate, with priorities including economic growth, serviced sites, infrastructure maintenance, job creation, ward-based budgeting, information centres and 24-hour safety wardens. The African Liberation Movement will contest the election with Sylvester Phate as its mayoral candidate. Following the 2016 LGE, five political parties are represented in the Council. The ANC returned as the majority party with 46 seats. The DA holds 16 seats; the EFF holds six seats with the Congress of the People (Cope), the FF Plus and the United Front of Civics each holding one seat.

Dié petisie is tydens Roets se borgtogaansoek gebruik.

WELKOM-MAN KILLED
Police in the Lejweleputswa District are appealing to the public for assistance in locating 14-yearold Sylvia Lerato Rakaki, who has been reported missing from her home in Extension 18. Sylvia was last seen by her mother at about 23:00 on Friday, 21 August. She told her mother that she had an upset stomach before going outside to use the toilet in the yard. After initial efforts to locate her proved unsuccessful, Sylvia’s mother reported her missing at Bronville SAPS at about 11:30 on Monday, 24 August. Police have since launched a search operation with Sylvia’s family and members of the local community. Despite their efforts, she had not been located at the time of publication. At the time of her disappearance, Sylvia was wearing green sweatpants and a white T-shirt. Age proved to be no barrier to staying active when members of Seniors in Action (SIA) proudly took part in the annual Mediclinic Vista Eskom Athletic Club Road Race on Saturday 22 August. A group of SIA members participated in the Masters 1.6 km Mile, a category dedicated to participants aged 60 years and older. Two members also took on the challenge of the 5 km race. Every SIA participant who started the races, crossed the finish line and was rewarded with a medal for their achievement. The event, held at Mediclinic Welkom, offered distances of 1.6 km, 5 km, and 10 km, with participants able to walk, jog or run. The welcoming atmosphere was filled with encouragement, joy and community spirit, making the race accessible to people of all ages and fitness levels. For the SIA members, however, the event was about more than simply completing a race. It was an opportunity to demonstrate that staying active has no age limit and that seniors can continue to challenge themselves while enjoying the benefits of physical activity. The group is encouraging more seniors from Welkom

and across the Free State to take part in next year’s event. “You do not need to be an athlete. You can walk. It is good for your health, your heart, and your spirit,” said the group. The SIA members said they were proud to represent their age group and show that age should never be a reason to
stop being active. They also expressed their appreciation to the organisers and sponsors for making the event possible, including Mediclinic Welkom, Vista, Eskom Athletic Club, Citos, the South African National Blood Service (SANBS) and Engo. The group hopes to see even
more gogos and grandpas lining up at the starting line next year. The message from the seniors was clear: age is just a number, and there is always time, and reason, to take the next step. ■ Also see the articles and photographs on p. 19.

Hope for the week
Everything starts with your identity At this very moment there is a groan, a deep longing and desperate desire, being released by all of creation. A groan rising out of creation’s subjection to slavery and futility because of the curse of sin. A groan not immediately audible to the natural ear, but certainly visible in a multitude of ruinous symptoms permeating families, societal and governmental structures, and even nature. This groan, the Holy Spirit tells us in Romans 8, is answered in the revealing of the sons and daughters of the Most High. The revealing of the sons and daughters of God in the nature, power, and authority of the perfect Son, Jesus. This truth will be finally actualised with the Second Coming of Jesus, but it also has a very real implication and hope for the here and now. There is something dynamic about
believers walking in the revelation of their relation to God as Father that enables them to become a source of healing, supernatural solutions, hope, the miraculous, reconciliation, breakthrough, and encouragement. Everything starts with identity. When we understand who we are and whose we are we will grasp what we have been purposed and empowered to do. I release this as a herald and a heartfelt prayer. Will you pray and come into agreement with me? Father, call us as Your sons and daughters to arise by Your Spirit in the nature, power, and authority of Your Son, Jesus. Bring us as believers in the Goldfields into a greater understanding of who and whose we are. Grace us to arise by the power of Your Spirit to respond to the groan in ways that brings You glory and makes Your Name known in the earth. - Romien Joubert, Lighuis Jesus Bediening

Lack of authority jeopardises safety Meshack Olivier, concerned resident: I have written to the municipal manager to lodge an urgent complaint regarding criminal activity and harassment at the Welkom landfill site. This is a serious problem. Personal cars are being harassed by groups of people at the site. They intimidate drivers and act as if they have a right to be there and control who comes in. We do not know who is contracted to the site. There is no signage, no security, and no municipal official to manage the site. The municipality is not helping. When reported, no action is taken. This creates a safety risk for everyone using the landfill. It also opens the door for theft, illegal dumping, and assault. We as residents request the immediate deployment of municipal security or police patrols at the landfill during operating hours. We also want clarity on who the contractor is for the site. The municipality must put up signage with contact details. There must be access control and a fence or gate with an official attendant so only authorised people may enter. Section 152 of the Constitution says the municipality must ensure a safe and healthy environment. Right now, the landfill is not safe. We trust this matter will be treated as urgent.

Efforts in thwarting trade of illicit goods celebrated A 57-year-old foreign national has been arrested after members of the South African Police Service (SAPS) seized identified counterfeit cigarettes that are worth an estimated R6.2 million in Jim Fouchè Park, Welkom. The arrest followed an intelligence-driven operation by members of the Welkom K9 Unit on Tuesday 18 August. The police members received information
that a consignment of suspected illicit cigarettes was being transported to a residence in Welkom. The information was operationalised, leading the police officers to a property in Jim Fouchè Park. Upon their arrival, the police entered the premises and discovered a large quantity of boxes containing the aforementioned suspected illicit cigarettes.
A preliminary investigation was conducted, and the cigarettes were confirmed to be counterfeit. The boxes of cigarettes were seized by the police. The police said operations aimed at disrupting the trade and distribution of contraband goods would continue as part of efforts to combat illicit economic activities in the area.

WORK LEFT HALF-DONE The African Liberation Movement (ALM) has called for an investigation into an abandoned sewage infrastructure project in Thabong, Welkom, which has left residents without adequate sanitation services. The project, located at the T11/2 Dichokoleteng new stands, was awarded to Ke-Sedi Construction in 2018 under the Matjhabeng Local Municipality. The contractor was appointed to install sewage pipes, but the project was reportedly never completed. According to the ALM, roughly R30 million was allocated to the project. Ntsane Thebe, ALM leader, said the organisation was concerned about the impact of the stalled project on residents. “Residents deserve dignified sanitation services, and an abandoned project of this nature cannot simply be left unattended,” Thebe said. Thebe said the organisation intends to request a meeting with the Matjhabeng Local Municipality to establish what happened to the project, how much money has been spent and what plans are in place to complete the work. The ALM said it wants clarity on the status of the contract and whether any measures have been taken to ensure that the outstanding work is completed. The organisation has also appealed to communities to report other abandoned or stalled municipal projects to its representatives so that they can be raised with the relevant authorities. Vista approached Tshediso Tlalae, spokesperson for the Matjhabeng Local Municipality for comment. At the time of gong to press he had not answered.

Housing still an issue Illegal mining busted MARTI WILL
An immediate independent investigation into the management of public housing funds by the Free State Department of Human Settlements must be prioritised. Following an onsite visit by the department of Human Settlements in Welkom, the DA has called for an investigation citing concerns over escalating project costs, delays, and incomplete infrastructure. Several housing developments across the province have experienced significant cost increases while communities continue to wait for homes. Among the projects highlighted is the G-Hostel development in Thabong, Welkom. Vista has over the years, on many ocassions, reported on this develpment that has cost more than R608 million – almost three times its

original budget. Despite the expenditure, the project is reportedly only 67% complete. According to the DA, hundreds of completed units remain unoccupied because essential sewerage and electricity infrastructure has not been provided. A further R401 million has
reportedly been requested to complete the outstanding work. The DA said the priority should be ensuring that public housing funds result in completed, habitable homes for communities. “Public housing must build homes, not enrich the politically connected,” the party said.
POLICE OFFICIAL REMAINS IN CUSTODY FOR CORRUPTION CHARGE MARTI WILL A 32-year-old police constable attached to the Welkom Vehicle Crimes Investigation Unit (VCIU) appeared in the Welkom Magistrate’s Court on Thursday 20 August following his arrest on charges of corruption and defeating the ends of justice. Const. Nkosana Mkhwanazi was arrested on Wednesday 19 August following an investigation by the Free State police Anti-Corruption Unit. It is alleged that on Friday 10 July Mkhwanazi approached his shift com-
mander and requested authorisation for a disposal order to release a vehicle to its owner. The request was declined, because the investigation into the vehicle had not yet been completed. Police immediately instructed the owner to return the vehicle to police custody, while a criminal case was registered. The Free State police Anti-Corruption Unit led the subsequent investigation. After evidence had been gathered, the case docket was presented to the Director of Public Prosecutions (DPP) for a deci-
sion. A warrant for Mkhwanazi’s arrest was subsequently issued. Free State Provincial Commissioner Lt. Genl Thabang Lesia commended the shift commander and members of the Anti-Corruption Unit for their swift action. Lesia said police would not tolerate corruption within its ranks and that members found to be involved in corrupt activities would be dealt with decisively. Mkhwanazi remains in custody. The matter was postponed to 27 August for legal representation and a bail application.
A multi-disciplinary operation involving the SAPS, the South African National Defence Force (SANDF), and mining security personnel has resulted in several arrests and the seizure of suspected gold-bearing material (GBM) and equipment in the Theunissen policing precinct. The integrated operation, conducted between 15 and 21 August, formed part of ongoing efforts to combat illegal mining activities in the Lejweleputswa District. During the operation, a 42-yearold woman was arrested after she had allegedly been found in possession of suspected GBM at a farm near Theunissen. A further 14 male suspects, aged between 21 and 50, were arrested at the same farm for alleged contraventions of the Immigration Act. The police also confiscated suspected GBM, a truck and equipment believed to have been used in illegal mining activities during the past week. Authorities said the operation demonstrated the continued commitment of law enforcement agencies and private security partners to disrupt illegal mining operations and related criminal activities in the province. The multi-disciplinary teams will continue conducting intelligence-led operations aimed at identifying and dismantling illegal

A 42-year-old man has been arrested for allegedly murdering his 44-year-old girlfriend. She was found dead in an outside room in Reitzpark, Welkom, on Monday 17 August. The police were called to the area following a complaint and, on their arrival, were directed to an outside room where they found a woman lying motionless on the floor. Upon closer inspection, the police noticed that the woman had suffered multiple visible injuries to her body and forehead. She was declared dead at the scene and was later identified by her next of kin as Nontombi Poswa. The police’s preliminary investigations indicate that the couple had purportedly argued earlier in the day before the dispute escalat-
ed into a physical altercation. The police further that the woman was struck several times with a blunt object before sustaining and succumbing to fatal injuries. The 42-year-old boyfriend was subsequently arrested on a charge of murder. The police also confiscated a pick handle believed to have been used in the attack. The item was booked into evidence. The suspect appeared in the Welkom Magistrates’ Court on Wednesday 19 August. He remains in custody. The police have since urged members of the community to reject practices of gender-based violence (GBV). They are encouraged to report incidents of abuse and violence to the appropriate authorities.

Advertorial
You Call It Potential.
The Buyer Calls It Extra Cost the buyer is standing in your house doing the maths.
The secret to selling your home easily in this market is simple: make sure it is neat and move-in ready. That does not mean it needs to be modern, renovated or expensive. It means a buyer should be able to walk in and think, I can live here. This is where many sellers get it wrong. You look at the peeling paint, the leaking tap, the damaged ceiling, the broken cupboard hinge or the tired carpets and think: The buyer can fix that. Yes, they can. But the question is: will they want to? Most buyers are working with a very real budget. By the time they have paid bond costs, transfer-related costs, moving expenses and everything else that comes with buying a home, there often isn't a pile of spare cash left for immediate repairs. So, while you may see a few jobs that can be done “later”,
Paint Plumbing Ceilings Cupboards Flooring Suddenly your bigger house doesn't look like better value anymore. That smaller, neater house down the road starts looking far more attractive because the buyer can move in, unpack and breathe. And this is the part sellers often don't want to hear: Buyers will choose less house if it means less stress. You do not need to renovate your kitchen or install expensive finishes before selling. In fact, I would often tell you not to. What you do need to do is deal with the obvious neglect. Fix what is broken. Attend to leaks. Patch and paint where necessary. Clean properly.
Make the property feel cared for. Buyers can work with an older home. What they struggle with is a home that feels like a financial project before they have even moved in. So, if you want to make your property easier to sell, don't start by asking: What expensive upgrades should I do?
Dring deur na eindronde
Start with a much simpler question:
Die leerders van die Naudeville Primêre Skool het gekwalifiseer vir die eindronde van die SALA-redenaars wat op 29 Augustus by die Eunice High School in Bloemfontein gaan plaasvind. Van links is Lumé van Aardt, Frederich Barnard, Lenique Loggenberg, Elle-Anne Roper, Eugene Smith, Hanno van Jaarsveld, Mila-Ne Botes, Lizé Blom en Nicko Loggenberg. Afwesig: Kiara Barnard.
If I bought this house today, could I comfortably move into it tomorrow? That answer may be the difference between a buyer making an offer or walking away. Before you spend money on renovations you may not need, let’s have a conversation about what buyers in Welkom are actually looking for and what will make the biggest difference to your sale.

Collective earns spotlight MARTI WILL For the members of “Thee Parliament,” a dream nurtured in Welkom is steadily becoming a reality. The rising hip-hop collective recently reached another major milestone after securing a place in the Top 5 of the #WhoGotTheAux competition’s Welkom Edition, held at Levels Lounge in partnership with DJ Switch, Red Bull, and Big3. The achievement is the latest reward for a group of artists whose passion, originality and determination have been turning heads in the local music scene. Their high-energy performance and distinctive sound impressed both the judges and the audience, while their original tracks, “Samannete” and “Godzilla,” continued to generate excitement long after the event ended. The group’s success gained momentum on social media, receiving recognition from fellow artists and creative brands alike. Among those supporters were respected artist Jayy Ad and creative brand We Are Scary Baloons, helping to introduce Thee Parliament’s music to an even wider audience. Perhaps the biggest reward to come from their performance is an invitation to attend “Back To The City,” South Africa’s premier hip-hop festival, which will take place in Johannesburg on 10 October 2026. This year’s event marks the festival’s 20th anniversary, making the opportunity particularly meaningful for the emerging collective. For the members of Thee Parliament, the invitation is more than simply attending a festival. It represents an

opportunity to network with established artists, experience one of the country’s biggest hip-hop celebrations and continue building their profile on the national stage. The collective says the achievement would not have been possible without the unwavering support of their fans, friends and the local community. “This achievement belongs to every single person who believes in our vision,” the group said in a statement. “Your support continues to inspire us to work harder and represent our city
with pride. This is only the beginning.” As more listeners discover their music and opportunities continue to grow, Thee Parliament is determined to keep pushing boundaries while proudly carrying the Welkom name wherever they perform. Their journey serves as a reminder that talent, perseverance and community support can transform local dreams into national opportunities. For this young collective, the Top 5 finish is not the destination – it is simply another step towards an even bigger stage.
Funds to help grow businesses offered Township and rural spaza shop owners across South Africa have been granted the opportunity to apply for financial support of up to R100 000 through a government-backed funding programme aimed at growing small businesses. The Spaza Shop Support Fund, launched in 2025 by the Department of Small Business Development (DSBD), provides grants and loans to eligible food-handling outlets to help them improve operations, increase competitiveness and create jobs in their communities. Qualifying businesses can receive funding to cover shop upgrades, business training, and stock purchases. Amounts above R50 000 are provided as a blend, with 50% offered as a grant and 50% as a loan. To be eligible for this funding programme, spaza shop owners must be South African citizens or have been naturalised before 1994. The business must operate in a township or rural area and serve the local community. Owners must also ensure their businesses are registered with the local municipality in line with relevant by-laws and licensing requirements. Registration with the South African Revenue Service (Sars) is required, although a six-month transitional period is available for applicants who qualify. Compliance with food preparation, health and safety legislation
is mandatory, and the shop owner must actively be involved with the management of the business. Applicants need to prepare several documents before starting the online application. These documents include a certified copy of a South African identity document (ID), business registration documents, proof of business address, proof that the outlet is operational, bank account confirmation documents, and a business permit that has been issued by the municipality. Those seeking funding above R80 000 will also need to register with the Companies and Intellectual Property Commission (CIPC) within six months of receiving their funding. Applications can be submitted through the online portal at systemsnew.sefa.org.za/SMMEPortal/. Applicants should ensure all information provided is accurate and that supporting documents are uploaded correctly. Once submitted, applications will be assessed according to programme requirements. Applicants may be contacted if additional information is needed during the assessment process. The fund gives priority to young entrepreneurs between the ages of 18 and 35, women-owned businesses, and businesses owned by people with disabilities. More information is available at spazashopfund.co.za.

Wilemina Sullivan won the Masters 60+ Ladies race as an individual. Ntebaleng Sibanyana of the Action Club
finished second, while individual entrant Limakatsa Mahlatsi took third. The 1.6 km Disability Fun Race for men aged nine and older was won by Ivan Johnstone, with Edgar Phakoe finishing second. The wide range of categories ensured that the race was not only about elite competition, but also about encouraging children, families, older athletes and participants of different abilities to enjoy an active lifestyle. The results reflected the event’s broader objective of bringing the community together through sport, while providing athletes with an opportunity to test themselves against competitors from clubs and schools across the region. With strong performances from established athletes and promising displays from younger runners, the 24th Mediclinic Vista Women’s Road Race once again proved to be a celebration of running at every level.
Running a treat to all MARTI WILL The 24th annual Mediclinic Vista Women’s Road Race brought women, children, families and the wider community together in a celebration of sport, health, and resilience on Saturday 22 August. Hosted by the Eskom Athletics Club Free State under the theme “Strive with Pride,” the race formed part of Women’s Month celebrations and highlighted the unifying power of community sport. With Mediclinic as a key supporter and Vista as the main sponsor and media partner, the event catered for participants of all ages and abilities. The programme featured a women-only 5 km fun run and walk, open races of 5 km and 10 km, 1.6 km children’s and Masters events, and a kid’s dash covering 100 m. The festive atmosphere was evident from the start, with families cheering along the route and volunteers supporting runners at water points. The event also gave young participants an opportunity to experience organised sport, while the Masters categories demonstrated that an active lifestyle can be enjoyed at any age. Each finisher received a specially designed gold medal in recognition of their achievement and commitment to the challenge. The race also had a strong community focus, with proceeds and awareness initiatives supporting CANSA, Charlotte Moll Haven, the South African National Blood Service (SANBS) blood donation drive, and Engo. Event organiser Hilde du Plessis thanked the sponsors, stakeholders, volunteers, athletes and participants for making the event a success. Du Plessis said the event had grown into much more than a road race. The continued support of Mediclinic, Vista, Eskom Athletics Club Free State and other partners has helped establish the race as a highlight of the local sporting calendar. From young children completing the 100 m dash to experienced Masters athletes taking on the 1.6 km race, the event brought generations together through sport, participation and community spirit.

SASSA CARDS TO EXPIRE Social grant beneficiaries who have not yet switched from their Sassa gold cards to the new Postbank black cards have until Monday to complete the process before the old cards stop working. Postbank has urged beneficiaries to act immediately, warning that delays could result in disruptions to grant payments. Sassa gold cards are being phased out and will no longer function once the migration process is complete. Thamsanqa Cele, Postbank’s chief commercial officer, said beneficiaries should not wait. The deadline is 31 August. The bank said it had deployed resources to support the card migration, but stressed beneficiaries needed to make use of time. Black cards are available from selected retailers, including Shoprite, Checkers, Usave, Pick n Pay, Boxer and Spar stores. Card replacement sites are open nationwide from Monday to Friday, between 09:00 and 17:00. Beneficiaries can dial 120 355# from their mobile phones to locate their nearest replacement site. The replacement process is free. Beneficiaries are required to present a valid South African identity document (ID) or temporary ID. Postbank has advised beneficiaries not to visit Sassa offices for enquiries related to gold cards or black cards. They should visit a nearby Postbank service point or contact the bank’s call centre. Customer service teams can assist with issues like missed payments, PIN-related queries, lost or stolen cards, card reissues and declined transactions. Beneficiaries can contact the Postbank’s call centre on 0800 535 455.
