VW celebrates 75-year legacy Kariega has been home to Volkswagen for 75 years, during which time the brand has built its legacy within South Africa. To date, Plant Kariega has manufactured nearly 40 models, including the Beetle, Kombi, Golf, Audi, Citi Golf, Jetta, Polo and Polo Vivo. In celebration of the 75th anniversary, the company has partnered with Mastertons Coffee and Tea Specialists, South Africa’s oldest coffee roasters, to produce the special-edition People’s Blend coffee. The occasion was also marked with a gala dinner on 31 August, with President Cyril Ramaphosa as special guest for the evening. Read the full story on page 4. Treasury rejects NMB’s proposed R23bn expenditure write-off NATIONAL Treasury has rejected a proposed blanket write-off of R23 billion in unauthorised, irregular, fruitless and wasteful expenditure at Nelson Mandela Bay Municipality. Treasury says each transaction must first be examined to determine what the money was spent on, who may be liable, whether it can still be recovered and whether the claim has prescribed. In a 19 August letter to Nelson Mandela Bay Acting City Manager, Advocate Lonwabo Ngoqo, National Treasury Deputy Director-General for Intergovernmental Relations, Ogalaletseng Anastasia Gaarekwe, outlined concerns about the proposed write-off. Ngoqo had submitted an unsigned affidavit to Treasury, received via email on 14 August. It proposed that UIFWE recorded on the municipality's register up to 30 June 2021 be written off as irrecoverable because of prescription. The amount was R23,085,242,601.33. Under Section 32 of the Municipal Finance Management Act, Gaarekwe said recovery from the persons liable for the expenditure is the starting point unless the legal require-

ments for a write-off have been met. "A write-off occurs only after a proper investigation establishes that recovery is no longer legally possible," she wrote. Treasury rejected the blanket approach to the expenditure. "The National Treasury cannot support a blanket conclusion or recommendation that all UIFWE up to 30 June 2021 has prescribed." An item-by-item assessment means examining each invoice, payment, transaction, purchase order or other discrete item of expenditure. Gaarekwe said the assessment must take place "at the level at which the UIFWE was actually incurred", rather than treating an entire financial year, directorate, contract or aggregated register balance as one item. The age of the expenditure alone does not establish prescription. Treasury also questioned the affidavit's interpretation of MFMA Circular 68. Its administrative timeframes may assist in determining whether the municipality acted with reasonable care, Gaarekwe wrote, but they "cannot automatically determine when a debt became due for prescription purposes." Another concern was the affidavit's different

treatment of expenditure from various periods. While it called for individual assessments for UIFWE from the 2022 and 2023 financial years, it proposed a broader approach for earlier expenditure. "The same legal test should apply to each claim," Gaarekwe wrote. Treasury consequently found the unsigned affidavit "legally defective" because it sought the R23 billion write-off without first completing the required individual assessment. Gaarekwe warned: "Any decision by MPAC or Council based on this defective process will be unlawful and expose responsible officials and councillors to misconduct proceedings." Treasury required confirmation by 20 August that the affidavit had been withdrawn and that its concerns had been reported to the Municipal Public Accounts Committee (MPAC) and Council. A report submitted to those bodies must assess each UIFWE item, including the amount, nature of the irregularity, potentially liable people, evidence of fault, relevant dates, recovery steps, prescription position and consequence-management status. The Democratic Alliance (DA) had called for

Treasury and the Auditor-General to intervene following the 13 August MPAC meeting. In a 14 August statement, DA Nelson Mandela Bay MPAC spokesperson, Gert Engelbrecht, said the proposed write-off had been presented as a late item, and members were given 30 minutes to consider the documentation. "Members were only afforded 30 minutes to consider the documentation regarding this write-off. A supporting affidavit exceeding 500 pages was not even presented." The DA said its request to defer the matter was rejected, after which the proposal was put to a vote and referred to council. Following Treasury's response, the DA welcomed the intervention in a 24 August statement, saying its concerns had been addressed. The party said Treasury had confirmed that "every individual transaction must be assessed before any write-off can be considered." Any amount proposed for certification as irrecoverable or for write-off under Section 32 of the Municipal Finance Management Act must therefore first undergo the required individual assessment.

Seconds separate motor mech finalists SECONDS separated the winners at this year’s Motor Industry Workshop Association (MIWA) Junior Motor Mech Competition, held at the RMI Motor Mech & Alles-op-Wiele Show at Daniel Pienaar Technical High School in Kariega on Saturday, 29 August. Daniel Pienaar, Otto du Plessis and Newton Technical High School competed across six stages, including a new electrical station testing diagnostic and technical skills. Only seconds separated the contestants in the final. Juan de Kock from Otto du Plessis took first place, followed by Hanro Beytel in second and Mandre Maritz in third, both from Daniel Pienaar. MIWA Association Representative Lance Ket-

tles, who judged alongside MIWA’s Jack Finn of Finn Auto, said the standard had improved noticeably. “The level of competence and knowledge was much higher than in previous years. All the competitors were very competent, strong and hungry to win.” He credited the teachers for raising the standard of technical education. “A big thank you must go to the teachers for all the hard work they are putting into developing these young people.” Daniel Pienaar Principal Kola du Toit said the competition gave learners a chance to test their skills against industry expectations. “Competing in front of public spectators and industry judges takes our learners beyond the

Teachers are managing curriculum, administration and extracurricular activities, so they simply do not have the bandwidth to constantly seek out corporate sponsors.” RMI Eastern Cape Regional Manager Peter van Mosseveld said it was the fourth RMI Motor Mech Show at Daniel Pienaar, with a spray-painting competition at Bergsig Special School and a welding competition at the Motor

Mech Show. Finn Auto Repairs and Diagnostics sponsored a toolbox valued at R15,000 for the winner. Jack Finn said the prize was chosen to support Juan beyond the competition. “An artisan needs his own tools to work in the industry, and we hope that the toolbox will help Juan as he starts his studies and career in the motor industry. “There is currently a shortage of mechanics in our country, so we started the Motor Mech Show in 2019 to expose schoolchildren to the motor industry and show them that this industry is very much alive.” Last year’s winner, Tashne Wait, the first female winner of the competition, returned as a brand ambassador to encourage the competitors.

New school opens in KwaNobuhle COINCIDING with the celebrations of its 75th anniversary in South Africa, Volkswagen Group Africa (VWGA) has partnered with the LEAP institute to open a school in KwaNobuhle. The LEAP 9 Science and Mathematics School was officially opened on 31 August 2026, marking a new step in efforts to improve Science and Mathematics education in KwaNobuhle and surrounding areas. Attending the event was Minister of Basic Education Siviwe Gwarube, Nelson Mandela Bay Mayor Babalwa Lobishe, Volkswagen Group CEO Oliver Blume, and Global Volkswagen brand CEO Thomas Schäfer. Before its refurbishment and reopening, the school had been abandoned and in poor condition for several years. It currently has learners in Grades 1, 2 and 8, with classes expected to expand gradually until the school is fully operational by 2034, following a planned multi-million-rand investment in its infrastructure and operations. This school forms part of a cradle-to-career strategy for Volkswagen. Through various education-related strategic initiatives such as Ikhwezi Lomso Early Childhood Development Centre, the Kutlwanong Maths Centre and the LoveLife Youth Centre, VWGA plays an active role in the development of young people in and around Kariega. “The LEAP 9 Science and Mathematics

School aims to provide learners with quality education, specifically in science and mathematics which are our focus subjects in education. These subjects are the foundation for growth, for innovation and for empowerment,” said Nonkqubela Maliza, VWGA’s Director of Corporate and Government Affairs. The LEAP Institute is an education-focused non-governmental organisation with more than 21 years of experience in science and mathematics education, providing young people with the necessary skills to pursue further studies in meaningful careers. “The LEAP Institute has an excellent record of strengthening science and maths education, which made them the fitting partner when it came to opening a primary and high school in KwaNobuhle, where many of our employees live,” added Maliza. VWGA Chairperson and Managing Director, Martina Biene, also attended the opening of the school. She highlighted the importance of the company’s relationship with the communities surrounding its Kariega plant. “One of our defining traits as a company is that we are a responsible corporate citizen. From Beetle to Tengo: Volkswagen’s 75-year legacy in Kariega THE makers of the People’s Car are celebrating 75 years of building and selling Volkswagens in South Africa, marking the first Beetle to be built at the Kariega factory on 31 August 1951. At the start, the factory belonged to South

African Motor Assemblers and Distributors (SAMAD), with the production line-up also featuring Studebaker and Austin models. The introduction of the Type 2 – the Kombi – in 1955 further cemented the brand’s popularity locally.

In 1956, Volkswagenwerk in Germany bought a controlling share, its first plant outside Germany. The factory was renamed Volkswagen of South Africa in 1966 and became a wholly owned subsidiary of Volkswagen AG in 1974. To date, Plant Kariega has manufactured nearly 40 models and over 4.8 million vehicles, more than three million of them for the local market. Renamed Volkswagen Group Africa (VWGA) in 2025 to reflect its plans to expand across the continent, the company is currently the sole exporter of the Polo worldwide and builds South Africa’s best-selling passenger car, the Vivo. A third model, the Tengo, will soon join the production line-up. Aside from building quality vehicles, Volkswagen has a track record of prior-

itising people. In the 1980s, the company trained black artisans when segregation was enforced by law outside the factory. Working alongside stalwarts such as John Gomomo, who became one of the first shop stewards at Volkswagen and later a member of Parliament, the company laid the foundation for robust union representation. VWGA has also invested approximately R800 million in community projects since 1994 and was actively involved in the fight against Covid-19, opening a field hospital and vaccination centre. The 75th anniversary was marked with a gala dinner on 31 August, with President Cyril Ramaphosa as special guest. “This brand is so woven into our culture that we sometimes have to remind ourselves that Volkswagen is not a South African vehicle,” he said. VWGA Chairperson and Managing Director Martina Biene paid tribute to employees past and present: “We are only able to make this claim because we have had a long history of dedicated employees building not just vehicles, but a legacy for our brand and company.” Thomas Schäfer, CEO of the Volkswagen brand globally and former Managing Director of Volkswagen Group South Africa, added: “Kariega demonstrates a simple truth: global success is not created at headquarters. It is built by strong teams, strong locations and strong local roots.”
