Prosecutor murder becomes kidnapping, extortion trial SHANTI JAFTA WHAT was supposed to be the murder case of slain Nelson Mandela Bay State prosecutor Tracy Brown turned into a case of kidnapping, extortion and other serious organised crime at the Gqeberha Regional Court on Monday, 28 September. The matter began with two suspects arrested for the murder of Brown, namely Simthembile Xungu and Ayabulela Busakwe, before more suspects were arrested and added to the list. The matter now has six suspects, namely Simthembile Xungu, Ayabulela Busakwe, David Mthembu, Buhle Mbini, Andile Mathumbu and the newly added police officer, Xolani Busakwe. According to Hawks spokesperson Warrant Officer, Ndiphiwe Mhlakuvana, Xolani Busakwe (42) was a police officer attached to the Cyber Crimes component of the Directorate for Priority Crime Investigation (DPCI), commonly known as the Hawks, at SAPS Head Office in Pretoria. “The arrest forms part of an intensive investigation conducted by the Eastern Cape DPCI into two separate kidnapping incidents in which victims were allegedly abducted by armed assailants, followed by ransom demands made to their families.” Mhlakuvana said that Busakwe’s arrest followed an intensive investigation into two separate kidnapping incidents in which the victims were allegedly abducted by armed men and ransom demands were made to their families. The two kidnapping victims, Lindsay Knowlden and Theresa Minnie, were kidnapped in Gqeberha and Kariega, respectively. Knowlden was kidnapped on Saturday, 21 June 2025, when she arrived at her place of work, the Fresh Produce Market in Markman. Her husband was allegedly pistol-whipped by four armed men before Knowlden was forcibly removed from their vehicle and abducted. A ransom demand was allegedly subsequently made to her family before she was released unharmed a few days later. Minnie and her husband were allegedly attacked by four armed men at their residence on Monday, 11 August 2025, before she was forcibly removed from her vehi-

It is alleged that the men were targeting Minnie’s husband, Karl Minnie, with a ransom demand of R1.1 million subsequently made to him. Minnie was also released unharmed. During the court appearance, the defence for Xungu and Busakwe, Sibongiseni Zimema, argued that the defence had seen the docket, including the counts against the accused, and said, “We want to know what links the accused [Busakwe] to the commission of the crime in question,” with the answer to that not yet made public in court. Zimema added that not knowing the link between the recently added Busakwe and the matter in question negatively impacts the defence’s ability to prepare and defend the accused adequately. Zimema also made an application to the presiding Magistrate Thabisa Mpimpilashe to compel the State to provide the accused, Busakwe, a SAPS Cyber Crimes official, with access to his work laptop.

“The laptop has been with the police for quite some time,” he alleged, although Busakwe was arrested four working days before the court appearance, on 22 September. During the application, he claimed that the provision of the laptop would not affect the case. “We just want access to give a clear account of dates,” as his work laptop allegedly has a record of the days he was due to issue subpoenas in his work capacity. “He doesn’t need the laptop for the whole day. Even 30 minutes so that he can access the dates,” he insisted. The State indicated that the devices had been handed to the Cyber Crimes department for data extraction. The State objected to the application as it alleged that the devices were still being examined. “Once this process is complete, then the defence can have access to the devices. We will prioritise the matter, but the investigating officer cannot give a timeframe as to when the extraction will be complete,” said the State prosecutor.

After this application, Zimema introduced a second one to compel the State to provide the accused police officer with his cellphone, which is allegedly in the custody of SAPS, as he claimed, for the same reason. “We just want access to give a clear account of dates,” he said. The State objected to this, claiming that the devices were being held as evidence. To accommodate Zimema’s request, the presiding magistrate, Mpimpilashe, suggested that the defence be given access to the devices to get the dates they need and whatever Zimema needs to prepare for the bail application. One of the conditions would be that it be done under the supervision of the investigating officer or a State representative. The State acceded to this but raised concerns about allowing the defence access. “The accused cannot work on the laptop himself; there will have to be someone next to him, directing him on what to do. Reason being, the accused was working for the Cyber Crimes unit in Pretoria. There is a fear that evidence will be deleted from the laptop,” argued the State. “If the defence is willing to sit next to the investigating officer and direct him, the State will allow the application.” In response, Zimema found the conditions under which the application was granted to be unacceptable. “That cannot be allowed. We cannot in a constitutional democracy have police officers watching us like hawks,” he said. Zimema added that the State did not argue that placing the devices in the defence’s possession for the intended purpose would harm the investigation. In Mpimpilashe’s ruling on the application to have the evidence released to the defence and the accused, she said she was unable to grant permission to access the devices because the defence refused to cooperate with the State regarding her suggestion to have a member of the State present while the defence found the dates they were looking for. The matter was postponed until 12 October for the bail application of police officer Busakwe. The other five accused will return to court to rejoin Busakwe on the stand on 20 October. All accused remain in custody.

Nelson Mandela Bay mayor pushes automotive SMME growth NELSON Mandela Bay Municipality (NMBM) Executive Mayor, Councillor Babalwa Lobishe, has called on the Department of Small Business Development to strengthen collaboration with municipalities to create a conducive environment for automotive manufacturing SMMEs to grow and be at the centre of the automotive value chain. According to an NMBM statement, Lobishe was speaking at the Automotive Sector Business Breakfast hosted by the Minister of Small Business Development, Stella Ndabeni, on Tuesday, 22 September, at the Boardwalk Convention Centre. The business breakfast was hosted by the Ministry for automotive industry SMMEs to introduce what the Department calls the “One National Plan for the MSME Ecosystem.” “The Department of Small Business Development has created the ‘One National Plan for the MSME Ecosystem’ to unite government policies, funding and support programmes for small businesses across South Africa,” the statement read. “The plan seeks to better coordinate national, provincial and local government, private companies and finance groups, while eliminating red tape and making it easier for MSMEs to access funding and skills opportunities.” The focus areas for this plan include high-growth sectors such as manufacturing, agriculture, tourism and logistics, which have the potential to create jobs and provide a much bigger space for entrepreneur beneficiation. The Executive Mayor commended the Department for the One National Plan initiative, saying it places previously disadvantaged role players at the centre.

“As the leading automotive hub in the country, Nelson Mandela Bay is perfectly placed to be the pilot for the aggressive implementation of this plan, as the establishment and support of the automotive MSME foundation has been laid through the support of our Economic Development, Tourism and Agriculture Directorate. We have already invested R17 million over three years to support the sector,” said Lobishe. She added that through this plan, government must address key challenges such as increasing competition from cheaper products from other countries, local production costs and the global shift towards electric vehicles. “At our level as the local government, we are already looking at the policy matters that will support interventions and plans to protect this important industry. Working in coordination within the District Development Model, a lot of work is before us,” Lobishe said. The statement added that Small Business Development Minister, Stella Ndabeni, said the One National Plan cannot be designed in the head office. She said it is critical for the Department to consult and canvass the plan with the industry, as it is at the centre of its success. “We are here to realise meaningful economic transformation. We aim at doubling the beneficiation of MSMEs. Our purpose is to ask how the transformation benefits MSMEs and what support must be provided by both government and the well-established businesses within the sector. This is one of the industries that are part of the South African story, more especially Nelson Mandela Bay,” Ndabe-

ni stated. She continued, “From 2024, we have seen a decline in the industry. This then calls for us to see this as a challenge and answer the questions before us. As we implement our interventions, we need to remember that the 60 percent localisation is still a target, as we are currently at 30 percent. Localisation must be a practical MSME agenda.” Ndabeni said the sector continues to respond to the daily lives of people, while

also representing some of the biggest contributors to employment. “It is then critical not only to implement the plan under the existing conditions, but we also need to go further to look at policy changes so that whatever we plan and implement can be informed by the policy direction we take,” Ndabeni said. “Consistent with our plans for growth and implementation, we need to tap into new markets, with the African continent as an immediate target.”

He said the ultimate goal was to turn the disability movement into a recognised brand that could create opportunities for people with disabilities across South Africa. Letisha also called for greater awareness and support for the movement, saying people need to know about it before they can become involved. For the couple, the 12 September event was an important step towards creating greater visibility for people with disabilities. They said the next step was to secure the resources needed to turn the vision into reality, with a permanent building and transport remaining key priorities for the disability movement.

Sedert 1652 is ’n Westers-georiënteerde waardesisteem as toonaangewende-stelsel alhier gevestig.

gang. Waardesisteme is dinamies, sommige meer as ander. 4 November 2026 hou dié moontlikheid in. Dit is nóú die geleentheid om die heersende vernielende en vernietigende waardes te stuit. Die uwe Dr. T.C. Breitenbach Kariega

Charity golf day makes a splash for two worthy causes THIS year's S4 Charity Golf Day was the biggest yet, bringing together 32 fourballs and 20-hole sponsors for a memorable day of golf, generosity and community support. Heavy rain transformed the course and may even have introduced golfers to a new water sport, but it did little to dampen their enthusiasm. All 32 fourballs arrived on the day, with an impressive 30 teams seeing the event through to the end. Their commitment and positive spirit created an unforgettable atmosphere despite the challenging conditions. Through S4 Integration's continued collaboration with Community Chest of the Eastern Cape, R235,000 was raised in support of Little Angels Daycare in Kuyga and the Gelvandale Rugby Academy. Supporting Little Angels Daycare Education, particularly during the foundation phase, is one of Community Chest EC's key pillars. Situated in an under-resourced area of Nelson Mandela Bay, Little Angels Daycare was a natural choice as one of this year's beneficiaries. The daycare has a pressing need for a safe and suitable play area where children can exercise, improve their mobility and develop in an environment that supports learning. "This support will give more children the opportunity to dream, enjoy themselves and play in an environment that is conducive to learning," said Selwyn Willis, CEO of Community Chest of the Eastern Cape. Investing in Young Rugby Talent A portion of the proceeds will also support the Gelvandale Rugby Academy, founded and led by Enrico Grootboom, who is currently dedicated solely to the academy and its young players. The academy develops junior and youth rugby talent in the Northern Areas of Gqeberha, using sport to keep young people off the streets and steer them away from gangsterism. Registered with the South African Rugby Union, it accommodates several age groups, from junior development divisions through to U21. The academy currently has an urgent need for assistance with transportation costs. Funding is also required to provide tracksuits for its top 10 students attending provincial matches and to sup-

port its U/13 and U/16 teams ahead of their upcoming matches in Kareedouw. According to Grootboom, the funds will make a significant difference in the lives of the young players by giving them access to opportunities they may otherwise not have had. The academy has already helped more than 300 young players earn rugby and academic scholarships at prominent local and international schools. Former players have progressed to represent several major South African provincial unions, while others have secured professional contracts in countries including Germany, Scotland and Spain. Its teams also participate in prominent regional and international youth competitions, creating valuable opportunities for players to develop their skills, broaden their experiences and pursue their sporting ambitions. More than just a Golf Day The partnership between S4 Integration and Community Chest EC has grown significantly over the years, with each event strengthening their shared commitment to supporting local communities. "We are extremely grateful for the support S4 has given Community Chest EC and for the trust the company continues to place in us," Willis said. The participants' determination to continue despite the heavy rain reflected their commitment to the causes and the difference they hoped to make. "What stood out was that this was more than just a golf day; it was about the cause. I would like to applaud everyone who pushed through the heavy rain for their resilience and commitment to making a difference," Willis added S4 extended special thanks to the event's main sponsors, Standard Bank, NoMuda, SICK Sensor Intelligence, Kempston and Rubicon, as well as all 20 hole sponsors whose contributions helped make the day possible. Willis concluded, "A massive thank you to everyone who contributed and participated, and to S4 for organising such a memorable, although very wet, golf day. We truly appreciate working with S4 in support of this incredible event." The response has already been so encouraging that several participants have begun asking about the 2027 S4 Charity Golf Day.

EP chapter to host TBASA interprovincial tournament THE Eastern Province Tenpin Bowling Association (EPTBA) is excited to host the Tenpin Bowling Association of South Africa (TBASA) Interprovincial Tournament (IPT) at Nitro Park in Hunters Retreat from 14 to 21 November. TBASA president Kiley Cassel said seven provinces will be in action at Baywest Mall's 10-lane centre, namely Central Gauteng, East-

ern Gauteng, Gauteng North, KwaZulu-Natal, Limpopo Province, Midlands and defending champions Eastern Province. "The provinces will each field gold, senior and silver teams to take part in the doubles, trios, mixed trios, Baker and team events," Cassel added. EPTBA media liaison officer, Conroy Caston, said the annual eight-day event returns to Gq-

eberha for the first time in several years. "The country's leading bowlers – including a number of current and former national athletes – will participate and a few perfect games of 300 pins are most likely," he added. "Eastern Province won the Gold Trophy at last year's IPT at Northcliff Bowl in Johannesburg and will be hoping for a victory on home lanes," Caston said.
