Ministertargets trafficgridlock

With Cape Town now ranked as the 9th most congested city in the world on the 2024 INRIX Global Traffic Scorecard, the Western Cape’s new Mobility Month was launched on Wednesday with a bold call to action from provincial minister of mobility, Isaac Sileku, urging a fundamental shift in how we move people and goods across the province

With the average driver losing 94 hours a year stuck in traffic, the equivalent of two working weeks, its costing the local economy an estimated R3 billion annually

Kicking off the month-long initiative, Sileku convened a high-level panel of transport experts, academics and key industry players to unpack one of the Western Cape’s thorniest challenges –traffic congestion – and to map out a more connected, sustainable future

“Congestion is not just an inconvenience It hurts our economy, our environment, and most importantly, our people’s livelihoods,” Sileku said in his keynote address “We cannot build around congestion We must manage it, collectively and innovatively ”

The panel discussion held under the theme "Managing Mobility Together" included representatives from the Passenger Rail Agency of South Africa (Prasa), Golden Arrow Bus Services, Santaco, and the University of Cape Town, among others

THEGRIDLOCKPROBLEM

With car ownership in the province nearly doubling since 2003, and over 60% of peak-time cars carrying just one occupant, the Western Cape’s roads are groaning under pressure A fractured public transport system and spatial planning that left communities isolated from economic hubs have only worsened the gridlock

“The situation is not sustainable,” Sileku warned “We need to get more people out of private cars and into safe, reliable public transport ”

For Prasa, the answer lies in rail “We aim to move one million passengers a day,” said Raymond Maseko, regional manager of Prasa “Passenger rail must form the backbone of public transport , but we must be supported and complemented

The number of hours the average driver loses in a year stuck in traffic is equivalent to two working weeks and costs the local economy an estimated R3 billion annually

by other modes ”

Prasa’s rail recovery efforts, including restoring the critical Central Line, deploying a Rail Enforcement Unit and expanding park-and-ride infrastructure are central to this mission

From the minibus taxi industry, Santaco provincial chairperson Mandla Hermanus confirmed a shift towards higher-occupancy vehicles, such as 23- and 25-seaters

“It’s better business and better for the roads,” Hermanus said “Fewer vehicles, more passengers, and lower operating costs ”

UCT Professor Lester Davids, in his inputs said: “From an eco-systematic approach, it will be much more effective once we work as a collective in solving problems In that way, we don’t just see the problem and solve it and then move on to identifying and fixing other problems When you look at the aspect of health and wellness benefits that come with non-motorised solutions, there’s an opportunity to open a new eco-system, which allows for commercial trade-offs, such as discounts on aspects and items to improve your health "

The Mobility Month campaign, running throughout October, will spotlight key areas of the transport landscape, from freight logistics and road safety to accessible public and non-motorised transport

“We want to reclaim lost hours spent in traffic,” said Sileku, “and create a system that works for everyone – commuters, businesses, and communities alike ” Residents are being encouraged to carpool, adopt flexible working hours, support safe public transport, and explore non-motorised options wherever possible

“We’re not waiting for perfect solutions,” said Sileku “We’re building a better system – one smart, practical intervention at a time ”

Raids expose corruption

DESIRÉERORKE

In a sweeping anti-corruption operation, the police conducted simultaneous search and seizure raids at 26 locations across Cape Town on Tuesday 30 September, targeting individuals and entities linked to municipal contracts worth approximately R1,6 billion

The coordinated operation, led by the police's commercial crime investigation unit in the Western Cape, was supported by detectives and external stakeholders

The early-morning raids included business premises, private residences of municipal officials, and properties connected to companies that were awarded City of Cape Town contracts

According to provincial police spokesperson Col André Traut the investigation stems from information provided by a whistleblower and preliminary findings from joint probes by both the police and the City of Cape Town Law enforcement has confirmed that all necessary search and seizure warrants were secured ahead of the operation Authorities are now working to collect both documentary and electronic evidence as part of an ongoing effort to uncover the extent of alleged fraud and corruption within the City’s procurement processes More details will be made available by the police as the investigation progresses, a statement read

The collision rendered him unconscious instantly, leading to what investigators described as a peaceful drowning “This conclusion is consistent across all findings,” the group said “The snapped lines, his damaged board, the unreleased safety, the final camera footage, and the recovery positions of all the pieces and of Graham himself out on the ocean Every detail points to the same truth ”

The results of the autopsies, which were conducted independently to confirm the cause of death, have ended weeks of speculation and uncertainty following the accident that shocked both the local and international kitesurfing community

ATRAGICDAYATSEA

As TygerBurger previously reported, Howes went missing while kitesurfing alone off the Cape Town coast on the afternoon of Saturday 7 September When he failed to return, fellow kitesurfers and members of the National Sea Rescue Institute (NSRI) launched a large-scale search and recovery mission

Fragments of his kite and board were later found floating offshore, indicating that an accident had occurred Days later, Howes’ body was recovered, bringing an emotional end to a search that had

solace The Dirty Habits statement expressed relief that Howes’ passing was instantaneous and without suffering, and that he had died doing what he loved most

“Graham was more than a friend,” the group wrote “He was the heartbeat of our community The emptiness of losing him is beyond words, but we find comfort in knowing he did not suffer and left us doing what he loved most ”

The group described Howes’ death as an almost unimaginable accident one so rare that investigators took weeks to piece together the evidence from equipment damage, weather data, and camera footage recovered after the incident

Howes’ influence extended far beyond the sport

“Graham’s legacy is not just in the way he lived,” the group continued

“It’s in the doors he opened, the conversations he sparked, and the home he built for so many of us That home, that energy, and that family will live on forever ”

Known for his daring tricks, infectious laughter, and generosity, Howes helped put Cape Town on the map as one of the world’s top kitesurfing capitals His influence stretched across continents, inspiring both seasoned professionals and newcomers to the sport

Table View was plunged into darkness last week as a widespread power outage left residents without electricity for four days, including vulnerable older persons in Villa du Cap Retirement Village With fridges defrosting, freezers spoiling, and daily routines disrupted, Councillor Sue van der Linde visited affected residents personally, delivering hot meals and highlighting the growing frustration over Eskom’s slow response The power has since been restored “I hope this hot food helps cheer people up slightly,” she said, adding that by day two, fridges would already have defrosted, freezers spoilt, and there would be significant food waste especially disastrous because many households had stocked up at month end With no response yet from Eskom, the frustration is growing

Van der Linde described the situation as an “absolute failure” on the part of Eskom to restore power swiftly She urged that it may be time to reopen negotiations between the City of Cape Town and Eskom to shift the affected ward’s electricity supply to the city’s power grid, rather than relying on Eskom’s direct supply She also pledged to keep residents informed: “The moment I hear something from Eskom, I will make sure we blast it out onto all the groups ”

PERSISTENTOUTAGES

This recent blackout is not isolated TygerBurger reported numerous past power outages lasting days in Table View and adjacent areas, often in Eskomsupplied zones These recurring failures have heightened calls for structural change in how the city’s electricity is managed and distributed Parklands, Table View, and surrounding communities have endured multiple multi-day blackouts, leading to growing discontent with service delivery and disruptions to everyday life

Cape Town’s Mayor Geordin HillLewis has publicly endorsed the idea of

a

migrating more Eskom-supplied areas into the city’s own power network The plan would allow the City of Cape Town to procure electricity from independent power producers (IPPs), reduce reliance on Eskom, and create more responsive infrastructure for local residents

The FF Plus has also called for the city to take over supplying power in Eskom zones, citing the frequent outages in those areas However, legal and regulatory barriers currently limit the City’s ability to repair or intervene in Eskom supply areas

RESIDENTSSPEAKUP

Some of the residents at the retirement village said they paid for electricity Days without it is unacceptable "The councillor doing this food drop is a kind gesture let’s hope for action too ”

Nancy Ferris said: “My freezer is ruined All that food lost This is hitting families hard ” Elsie Pienaar, a pensioner, said: “I live alone I was terrified at night without lights This is not just inconvenience it’s unsafe for many of us ” At the time of print, Eskom did not respond to TygerBurger's enquiry

The ongoing pollution and health hazards at Lagoon Beach and the Dieprivier have prompted renewed calls for accountability from local residents and environmental groups The community, led by ReThinkTheStink, has escalated concerns after years of perceived neglect

Peter Walsh, from ReThinkTheStink, said in a statement: "Lagoon Beach and the Dieprivier should be a place of pride, not a polluted hazard Our residents deserve clear answers and decisive action We will not let bureaucracy sweep this issue under the rug "

Earlier this month, the group formally approached the City of Cape Town, requesting urgent steps to address the ongoing pollution and foul odours affecting the area

The group first wrote to the Speaker of the City, who described the matter as “administrative” and referred the concerns to City Manager Lungelo Mbandazayo

ON14SEPTEMBER,

THEGROUPDEMANDED:

.Details of actions already taken by the City’s departments

.Immediate installation of clear health hazard signage at Lagoon Beach

.A public action plan with stricter timelines to address pollution and odour

.Accountability for inaction from Environmental Affairs, Water & Sanitation, Health, and the local ward councillor

RESIDENTS DEMAND CLEAR PLAN TO CLEAN LAGOON BEACH

RESPONSE

The City gave the group 30 days to respond, with the deadline set for 14 October A formal reminder was sent last week, the group says, emphasising that only two weeks remain for the City to provide answers

According to the City of Cape Town’s most recent update, teams have conducted water quality testing at the Lagoon and are assessing the sources of pollution

However, no public timeline has been released for remediation or the installation of warning signage

ReThinkTheStink has warned that if the City fails to respond by the deadline, the group will take further action, including

submitting PAIA requests for relevant information, tabling a formal petition through Subcouncil, and, if necessary, escalating the matter to the Public Protector Walsh added: "We are committed to mobilising the community Lagoon Beach and the Dieprivier belong to the people, and the public deserves to enjoy them safely It’s time the City acts "

Residents are encouraged to stay engaged and report ongoing issues, as the group prepares to ensure that the matter receives the attention it deserves

KAILINDANIELS

KAILIN DANIELS@NOVUSMEDIA CO ZA

As October begins, ocean lovers are being called to action by Save a Fishie for a crucial mission - the Great Global Nurdle Hunt This monthlong campaign aims to tackle one of the most dangerous forms of plastic pollution silently invading the shores nurdles These tiny, lentil-sized plastic pellets are the building blocks of almost all plastic products, from water bottles to car parts Though small (typically less than 5 mm), their environmental impact is massive.

WHATARENURDLES?

Nurdles are considered microplastics, and because of their size, they often slip through the cracks of standard waste management and environmental monitoring systems Millions of nurdles end up in our oceans each year, either through industrial spills, poor handling, or improper waste disposal

Once in the ocean, they pose a deadly threat to marine life “Nurdles, being mistaken for food by marine animals, are ingested with grave consequences,” explains Zoë Prinsloo, founder of Save a Fishie “They clog digestive systems, cause internal injuries, and release harmful toxins that threaten entire marine ecosystems ”

WHYTHISMATTERS

During Save a Fishie’s recent Coast to

THE HUNT IS FROM 1 TO 30 OCTOBER

Coast Campaign in August, volunteers found nurdles on 41 of the 111 beaches they visited a stark reminder of how widespread the problem is

“They just keep washing up on our shores,” Prinsloo said “We managed to remove thousands, but that’s only a drop in the ocean This is an environmental crisis that’s largely invisible to the public ”

From 1 to 31 October, the Great Global Nurdle Hunt is in full swing to find nurdles

While all forms of waste will still be collected, the spotlight this month is firmly on nurdles And here’s the best part you don’t have to join a formal clean-up to make a difference

HOWYOUCANJOINTHEHUNT

. Head to your nearest beach anytime during October

. Look out for nurdles – they’re small, usually translucent or pale-coloured pellets

. Collect and store them safely

. Record your findings: count the nurdles and make a note of where you found them

. Bring them to Save a Fishie, or connect with the organisation to find out how to contribute

. For more information on how to join the Great Nurdle Hunt, send an email to info@ saveafishie co.za

TERUGTREK

OMDATJOUGLIMLAG NOOITOPDROOGNIE,LYKDIT OFALLESHUNKY-DORYIS.

Laasgenoemde, vir my, is waar jy “against all odds” moet veg om oorlewing Wanneer jy eers uit is, is daar nie sommer terugkeerkans nie

Wat beteken “against all odds” hier?

Begin dink oor hoe jy gaan stem

The Colour for Cancer Walk 2025

took place on Sunday 5 October at Melkbosstrand, drawing families and participants in a vibrant, colourful show of support for DKMS Africa, a nonprofit organisation dedicated to fighting blood cancers and recruiting lifesaving stem cell donors

Participants walked 4km along the scenic route, with colour powder zones adding bursts of colour to the event and creating a festive atmosphere

Walkers had the option to wear white or their chosen colour to represent a cause close to their hearts, while the Shoes with a Message campaign allowed participants to write messages of hope inside donated shoes, which were later distributed to those in need

RAINBOWFUN

The event featured live entertainment, food stalls, DKMS swab stations, and

CELEBRATING LIFE WITH EVERY STEP

tributes to survivors, ensuring that every step was both fun and meaningful

The first 400 participants received goody bags, and all proceeds went directly to DKMS Africa to expand their donor registry and raise awareness of blood cancers

PARTICIPATION

Parents with babies and toddlers were reminded to supervise their children throughout the walk and to take precautions at colour powder zones, using protective eyewear or covering strollers as needed Organisers emphasised that participation was at individual discretion and encouraged families to enjoy the vibrant event safely
