mass influx of sardines along the Western Cape coast has created challenges for the seawater cooling system at Koeberg Nuclear Power Station, forcing Eskom to temporarily reduce generation at Unit 1. The incident comes as thousands

of dead sardines continue to wash up along sections of the southwestern and West Coast, with an inter-agency investigation under way to determine what is causing the unusual mass mortality. Eskom previously reduced Koeberg Unit 1’s generation to 50% as a precaution after marine debris associated with the sardine

influx affected the station’s seawater intake system. The station has two units with a combined capacity of 1 800 megawatts. Unit 2 is currently undergoing scheduled maintenance, leaving Unit 1 as the only operational unit at Koeberg. Eskom said the reduction did not affect South Africa’s

NHW steps up mass patrols

recent mass patrol by the Melkbosstrand Neighbourhood Watch (MNHW) sent a strong message about community safety, with patrol vehicles covering the entire coastal area from Kreeftebaai to the boundary of the Koeberg Nature Reserve. The patrol was conducted in conjunction with Melkbosstrand Police Station and several safety and security organisations operating as force multipliers in the area. According to MNHW chair Rhine Barnes, the mass patrols are regularly held to strengthen visibility and demonstrate the cooperation between the various organisations working to keep the community safe.

A VISIBLE SHOW OF SOLIDARITY Barnes said the response from residents as the procession of patrol vehicles moves through the streets is particularly rewarding. Residents often come out onto pavements outside their homes to wave to the volunteers, showing their appreciation for those who give up their time to patrol the neighbourhood. “The mass patrol serves as a visible show of force and solidarity between the various safety and security organisations operating in Melkbosstrand,” Barnes said. He said the patrols also send a clear message that criminals are not welcome in the community. Barnes said improving safety and addressing social challenges required residents to take an active role rather than simply blaming government or complaining about problems. “Becoming directly involved, or supporting the organisations that are

working to address these issues, rather than simply complaining about them, may ultimately achieve a far better result,” he said. He pointed to the many residents who choose to contribute to solutions in practical ways, whether by volunteering for neighbourhood patrols, supporting local safety initiatives or participating in community projects. Barnes said the same principle applied to issues such as littering, where residents could make a greater difference by joining a beach clean-up rather than simply complaining about the problem on social media. COMMUNITY SPIRIT The mass patrol highlights the role played by volunteers and community organisations in supporting formal lawenforcement structures. For Barnes, the willingness of residents to contribute their time and skills is an important part of what makes Melkbosstrand a strong community. “It is the willingness of people to get involved and make a positive contribution that helps make Melkbosstrand the great community it is,” he said. The neighbourhood watch continues to work with the police and other safety partners on patrols and initiatives aimed at improving visibility and encouraging residents to play an active role in keeping the community safe.

uestions have been raised over the handling of a rape, housebreaking and robbery case after a Table View resident was informed her case had been closed just two and a half weeks after it was reported. According to Nicholas Gotsell, DA Member of Parliament, the resident reported the matter at Table View Police Station on 4 June and later approached him after receiving an SMS informing her the case had been closed. He said he immediately took the matter up with the station commander, who responded and ensured the case was reopened for investigation. “The station commander immediately responded to it and the case is now being investigated again.” The case was reportedly now being investigated by the Family Violence, Child Protection and Sexual Offences (FCS) unit. QUESTIONS OVER THE TWO-WEEK PERIOD Gotsell said the circumstances surrounding the closure had raised serious questions, particularly given the nature of the allegations and the forensic evidence reportedly collected during the investigation. “Of equal concern is the recording of a telephone conversation between the complainant and an officer from this station, which shows a complete lack of understanding of the trauma and pain this rape victim has had to go through.”

Gotsell said he was working with the complainant to lodge a formal complaint directly with the police regarding the interaction with the officers involved. ANOTHER TRAUMA “We cannot have rape victims go through another trauma when they have to complain about what has happened to them. “This is an extremely serious matter and I’m currently working with the complainant to lodge a one-on-one complaint against the officers involved.” He said the FCS unit was now investigating the case, but said concerns remained about what happened in the period in which the complainant believed her case was receiving the police’s attention. “The concern is what happened in the two and a half weeks when the complainant thought her matter was receiving the police’s full attention.” FORENSIC EVIDENCE CONCERNS The incident comes against the backdrop of wider concerns raised by Gotsell about the availability of forensic resources for

rape survivors. He has previously raised concerns about rape victims struggling to access forensic evidence against alleged perpetrators because rape kits were reportedly unavailable at some police stations. The issue emerged during oversight visits to several police stations on the Cape Flats, according to Gotsell. “Serious violent crime, gang activity and sexual offences remain a daily reality on the Cape Flats, yet key FCS units tasked with assisting rape victims are operating without usable rape kits.” CALLS FOR ACCOUNTABILITY Gotsell said the complainant’s experience highlighted the need for victims of sexual violence to be treated with sensitivity and for complaints about police conduct to receive proper attention. He said he would continue engaging with the complainant and the police to ensure that both the criminal investigation and the complaint about the handling of the matter receive attention. The reopening of the case means investigators will now continue with the investigation into the allegations of rape, housebreaking and robbery. The FCS unit’s involvement places the sexual-offence component of the investigation with a specialised police unit. Gotsell said the matter would continue to receive his attention while he assists the complainant with her complaint against the officers involved.

The power utility described the reduction in generation as a safety precaution and said all relevant systems continued to operate as designed. The incident occurred during a period of increased sardine mortality along the Western Cape coastline. Eskom said the plant remained safe throughout the event, with no risk to employees, the public or the environment. SEPARATE TURBINE TRIP In its latest media statement, Eskom confirmed that Koeberg Unit 1 was subsequently taken offline just before 01:00 following a turbine trip. The utility said the turbine trip was separate from the earlier reduction in generation linked to the seawater intake challenges. “All plant monitoring confirmed that operating conditions remained stable throughout the event,” Eskom said. “Nuclear safety was never compromised and there was no risk to employees, the public, or the environment.” Eskom said the plant’s protection

and monitoring systems functioned as designed and that the national grid remained stable. “The removal of Unit 1’s capacity from the grid poses no risk to the national electricity supply,” the utility said.The cause of the turbine trip remains under investigation. Eskom said Unit 1 had last been taken offline for major maintenance in October 2025 and had operated reliably since then. The challenges at Koeberg come as scientists investigate a major sardine die-off along the southwestern and West Coast. TygerBurger previously reported on thousands of dead sardines washing ashore in recent weeks, prompting an investigation by the Department of Forestry, Fisheries and the Environment (DFFE). Laboratory testing has detected pilchard herpesvirus in the fish. Initial testing on 15 sardines found high levels of the virus in all samples. These included dead fish collected off Saldanha Bay, as well as apparently healthy sardines from Elands Bay. Further screening of about 60 additional samples found high virus levels in roughly half of the fish tested. However, researchers have cautioned that the detection of the virus does not necessarily mean it is responsible for the mass mortality. The fact that the virus was also found in apparently

healthy fish has raised questions about whether other factors may have contributed to the deaths. Scientists are investigating possible environmental factors, including unusually cold nearshore water, low oxygen levels and enhanced upwelling. The virus has not previously been detected in South African sardines, adding another layer of uncertainty to the investigation. The last reported mass mortality incident occurred on 16 August, suggesting that the acute phase may have passed, although monitoring continues. NO EVIDENCE LINKING INCIDENTS Eskom has stressed that there is currently no evidence connecting the sardine deaths to Koeberg’s operations. “The matter remains the subject of an ongoing interagency investigation led by the DFFE, and there is currently no evidence linking these incidents to Koeberg Nuclear Power Station’s operations,” Eskom said. The utility said its generation recovery plan had also helped ensure that the temporary loss or reduction of Koeberg capacity did not affect electricity supply. While Unit 1’s current turbine trip is being investigated, Eskom said the grid remains stable and secure. The utility has committed to providing further updates as more information becomes available.

ard councillor Sue van der Linde has responded to growing community concern following a series of stabbings in the Parklands area, saying she “unequivocally” condemned the violence while stressing the different responsibilities of the City and police. She said she understood residents’ frustration, but noted that the City’s Law Enforcement and Metro police could not replace the police when it came to serious crimes such as stabbings. “They are a vital force multiplier, working alongside the police to increase visibility, conduct joint operations and support crime-prevention efforts.”

CALLS FOR GREATER POLICING POWERS Van der Linde said the City had taken steps to strengthen community safety, including deploying five Neighbourhood Safety Officers per ward and conducting targeted operations and raids along Parklands Main Road. She said joint operations involving City enforcement agencies and the police were also continuing. “Without full policing and investigative powers the City remains limited in its response to serious crime.” The councillor added that the Democratic Alliance and City had raised policing challenges in Parliament and were pushing for legislative reforms that would allow City and metro police officers to play a greater role in policing, including the investigation of serious crime. PUSH TO REOPEN PARKLANDS STATION The latest concerns have also renewed calls for the reopening of the Parklands Police Satellite Station. A petition calling for the facility to be reopened has been launched amid concerns over police visibility and response times in the rapidly growing suburb. Van der Linde urged residents to support the campaign while also reporting crimes directly to the police.

THE CITY WILL BOOST COMMUNITY SAFETY THROUGH JOINT OPERATIONS “Please report crime to the police and obtain a case number. If crimes are not formally reported, they are not accurately reflected in the official crime statistics.” She said official crime statistics play a role in decisions about the allocation of police officers, vehicles and other resources. “Posting about an incident on Facebook, while useful for creating awareness, does not replace reporting it to the police.” ‘A WHOLE-OF-SOCIETY APPROACH’ Van der Linde said addressing crime required cooperation among government agencies, the police, City enforcement services, councillors, neighbourhood watches, community-policing forums and residents. “This has to be a whole-ofsociety approach.” She also rejected the idea that political statements alone would address the problem. “We could spend our time taking to Facebook after every incident and making political statements about crime. I would rather let our actions speak and continue doing the work on the ground.” CONTINUE TO WORK WITH POLICE, LAW ENFORCEMENT Van der Linde said she would continue working with the police, metro police, law enforcement, neighbouring councillors and community safety groups. “Crime does not recognise ward boundaries, and neither should our response to it. Free access to selected national parks The 21st annual South African National Parks (SANParks) Week will be from 7 to 13 September. Kruger National Park, West Coast National Park and Augrabies Falls National Park will offer free access from Monday 7 to Friday 11 September only, excluding the weekend. Namaqua National Park, the Boulders Penguin Colony Section of Table Mountain National Park and the Table Mountain Aerial Cableway are not included. To qualify for free access, South Africans must present their identity

documents, whilst children below the age of 18 will not be required to provide identiﬁcation. The free access does not include accommodation, guided activities, game drives or other tourist activities, as these carry their normal fees. distress call made to the police emergency 10111 call centre is being scrutinised after an alleged failure to act may have denied police an opportunity to intervene before four people were murdered in Dunoon. Western Cape Minister of Police Oversight and Community Safety Anroux Marais expressed deep concern over the allegation, while welcoming swift internal disciplinary action taken by police management against the call centre operator. She said any failure by an official to act when there is a duty to do so must be treated seriously. “If established, this would constitute a serious dereliction of duty, particularly given the nature of the emergency and the consequences of that inaction,” Marais said. DISTRESS CALL UNDER SCRUTINY Marais acknowledged the difficult conditions under which police operate, including high levels of violent crime, limited resources and heavy volumes of emergency calls. She said police officers and emergency call centre personnel often work under significant operational pressure, but stressed that these circumstances did not remove their responsibility to respond appropriately to the public seeking assistance. “Members of the public who make use of the 10111 emergency service must be able to trust that their calls for assistance will be taken seriously and that appropriate action will follow,” she said. “Where that does not happen, there must be accountability.” Marais said the allegations also

FOUR BODIES FOUND BURNT The allegations come after the discovery of the bodies of four people in an open field near the N7 off-ramp on Malibongwe Drive in Dunoon on Sunday afternoon, 23 August. Milnerton police were called to the scene, where officers found the victims' charred remains metres apart. The bodies had been burnt beyond recognition, making identification impossible at the scene. Western Cape police spokesperson Sgt Wesley Twigg said investigators determined that tyres (necklace) had been used to set the victims alight. The circumstances surrounding the killings remain unclear and police have not yet established the identities of the victims or the motive for the attack. SERIOUS VIOLENT CRIME UNIT INVESTIGATES A murder docket has been opened, with the investigation handed to detectives from the serious violent crime unit. Investigators are working to establish what happened before the four people were killed, how they died and whether they were killed at the location where their bodies were found or brought there afterwards.

Police have not indicated whether any arrests have been made. The discovery of the bodies close to a busy road could provide investigators with potential leads as they work to reconstruct the events surrounding the killings. Marais condemned the attack, describing it as a “heinous and barbaric” act and expressing concern over the manner in which the victims were killed. CPF CONDEMNS MOB JUSTICE The Milnerton CPF has strongly condemned the killings, saying the alleged actions cannot be justified regardless of the accusations against the victims. “Regardless of what these men were accused of, no community has the right to act as judge, jury and executioner,” the CPF told TygerBurger. The CPF said a case had been opened under Milnerton CAS 402/08/2026 and that no suspects had been identified or arrested

at this stage. A Provincial Task Team of detectives has been assigned to investigate the case. The CPF said the killings reflected a community under strain, where residents increasingly feel the justice system is not responding quickly or visibly enough. While acknowledging residents' frustration, the CPF warned that vigilante violence could result in those involved facing prosecution for murder. POLICE APPEAL FOR INFORMATION Police are appealing to anyone who may have witnessed suspicious activity in the area or has information about the victims or those responsible to come forward. Information could assist detectives in establishing the identities of the victims and piecing together the circumstances surrounding their deaths. Scouts smash meal-packing target

ore than 60 Scouts, leaders, parents and supporters came together at 1st Table View Scouts on Wednesday 26 August, packing 10 152 nutritious meals in just one hour and 15 minutes. The Rise Against Hunger Community Meal Packing Event brought together volunteers from four Scout groups in the Scouts South Africa Table Bay District — 1st Blaauwberg, 1st Bothasig, 1st Milnerton and host group 1st Table View.

TARGET SMASHED The teams worked in a coordinated production line, measuring ingredients, sealing meal packs, labelling them and preparing boxes for distribution through Rise Against Hunger Africa. The original target was 9 000 meals, but volunteers exceeded it by 1 152 meals. Based on the final total, the meals are enough to feed 44 children every school day for an entire academic year. The meals will be distributed to children in underserved communities through Rise Against Hunger Africa. PUTTING SERVICE INTO ACTION For the Scouts, the evening was about more than reaching a number. It provided an opportunity for young people to

Yolandé Young, assistant troop scouter at 1st Table View Scouts and event organiser, said she was proud of what the volunteers achieved. “Scouting teaches young people to help other people at all times. This event allowed our Scouts to turn that promise into action,” she said. “Seeing four Scout Groups unite in support of children they may never meet was a powerful reminder of what Scouting is all about.” Young also thanked Gavin, Andile and Tasneem from Rise Against Hunger Africa for helping make the initiative possible. She said every meal packed represented hope and an opportunity to make a difference in the life of a child. The event demonstrated how young people and communities can work together to achieve a shared goal, with every meal pack contributing to efforts to address hunger.

A new season can be the perfect time for a personal reset Today, Spring day, is the start of days become longer as we enter the final stretch of the year. For many of us, it is a reminder that another year is moving in quickly and that perhaps some of the things we promised ourselves in January have not happened. But perhaps September is a better time to take stock than January ever was. We often treat the beginning of a new year as our only opportunity to change. We make resolutions, set goals and convince ourselves that we will become different versions of ourselves from 1 January. Yet life does not wait for January. Life changes in the middle of the year, in the middle of a career and sometimes in the middle of plans we were certain would work out. A job disappears. An application is rejected. A relationship ends. Money becomes tight. A business fails. A qualification takes us somewhere we did not expect to go. We discover that the career we worked so hard to build no longer makes us happy. Sometimes the uncertainty is external. Sometimes it is internal. You simply wake up one day and realise that the person you have become is no longer comfortable with the life you are living. That is where reinvention comes in. Reinventing yourself does not necessarily mean throwing your entire life away and starting from scratch. Sometimes it means repositioning yourself. It means asking: Where am I now? Where do I want to go? What do I need to change to get there? The qualification that once seemed like the key

LIFE DOES NOT WAIT FOR JANUARY to a particular career may no longer be enough. But experience matters. So does adaptability. Perhaps you do not need to start over. Perhaps you need to present yourself differently. Update your CV. Learn the skill you have been putting off. Build a portfolio. Apply for the position you keep telling yourself you are not qualified for. Speak to someone working in the field you want to enter. Take the course. Start the side project. Position yourself for the opportunity before it arrives. Too often, we wait until we are forced or desperately need change before preparing for it. There is also something else that holds many of us back: age. We have created timelines for our lives as though everyone receives the same instruction manual. By 25, you should know what you want. By 30, you should have a successful career. By 35, you should own a home. By 40, you should have everything figured out. But I've lived long enough to see life does not work that way. Some people find their calling at 22. Others at 42. Some build successful careers and later realise they want something completely different. Others have to start again because circumstances leave them with no choice. There is no expiry date on ambition. We should also be honest about what reinvention can do. It cannot protect us from uncertainty. You can make sensible plans and still lose your job. You can work hard and still be overlooked. You can prepare carefully and still have life disrupt your plans. Reinvention is not pretending that these things do not hurt. It is refusing to believe that a setback has to become your identity. Perhaps that is what makes a new season such a useful metaphor. Spring does not ask whether winter was successful. It simply arrives. We should give ourselves the same permission. If the career you chose no longer fits, you can reconsider it. If your goals have changed, you can change them. If the version of yourself you created years ago no longer reflects who you are, you can let it go. You do not need to have the next five years figured out. You need to know what you are willing to do next. So perhaps the question is not whether you have achieved everything you wanted this year. Perhaps it is: Are you positioning yourself for the life you want next? There are still months left in the year. More importantly, there is still time. Life will continue to change whether we are ready for it or not. We may not be able to control what comes next, but we can decide whether we remain stuck in what no longer serves us. Sometimes reinvention is not about becoming someone new. It is about becoming ready for who you are still capable of becoming. And there is no better time to begin than now. — NAMHLA MONAKALI

When did our roads become a battleground? There is something deeply troubling about the way some motorists treat pedestrians and cyclists, as though owning a vehicle automatically gives them ownership of the road. I was reminded of this recently while jogging. At an intersection, I proceeded without seeing an approaching vehicle. Suddenly, a motorist came speeding towards me. By the time I was in the middle of the intersection, the driver’s irritation was unmistakable. For a moment, it felt as though my presence on the road was an inconvenience that did not deserve consideration. I was fortunate. Someone else may not be. We need to talk about our road culture. Our municipal spaces are increasingly designed for shared use. Roads are not private property belonging to motorists. They are public spaces used by pedestri-

ans, cyclists, runners, public transport users and motorists. Yet some drivers behave as though pedestrians are trespassers who must immediately surrender every inch of asphalt. That attitude is dangerous. A motor vehicle can kill in seconds. A pedestrian has little more than their body between themselves and that machine. With such an imbalance, drivers should exercise more caution, not more impatience. Yes, pedestrians and cyclists have responsibilities. We must remain alert, obey the rules and exercise good judgement. But road safety cannot become a competition to establish who is “more entitled” to be there. A few seconds saved are never worth a life lost. To motorists, my message is simple: slow down. Look again. Give pedestrians space. Approach intersec-

tions with caution. And, above all, remember that the person in your path is a human being, not an obstacle delaying your journey. We cannot continue building a road culture based on intimidation, impatience and the dangerous assumption that the strongest road user has the greatest right. That is not road safety. It is survival of the ﬁttest. Surely, in a society that claims to value human life, we can demand better. The next time you become irritated because a pedestrian is crossing, a cyclist is ahead of you or a runner is sharing the road, take your foot off the accelerator and take a breath. response is A practical solution for Cape Static disingenuous Town’s homelessness crisis I read with great interest Kaylynne Bantom’s article, “People on the streets are also human”, published on 26 August. I agree wholeheartedly, but I believe we must take the conversation further. Having spent most of my working life in education, I have seen thousands of people develop the knowledge and skills necessary to earn a living and support their families. We did not judge them by background, ability or circumstance. We saw human beings with potential. So why can we not apply the same principle to homelessness? I propose that the City consider a comprehensive homelessness recovery and skills programme. People living on the streets should be offered safe accommodation and a genuine pathway back into society. The process could be straightforward. Treat every person with respect and compassion, while assessing their individual circumstances, abilities and needs. Provide safe accommodation, three nutritious meals a day, clothing, healthcare and appropriate assistance with addiction, mental-health or other challenges. Understand each person’s story and identify their existing abilities and potential. Provide practical, employment-focused training like construction, plumbing, electrical work, welding, carpentry, gardening, hospitality, recycling, cleaning, road maintenance and digital skills, for example. Then create opportunities for supervised, meaningful employment, followed by transitional accommodation and ultimately independent living. The City should partner with businesses, industry,

NGOs and vocational and higher-education institutions. Training should not simply produce certificates. It should produce employable people. Recent public debate, including views expressed during the Parliamentary Commission of Enquiry, in particular Lt Gen Nhlanhla Mkwanazi, has raised important questions about unemployment, government procurement and the potential for unemployed people to contribute to public infrastructure projects. Dr Pieter Groenewald has similarly argued for prisoners to acquire skills and contribute productively to society. People need more than food and shelter. They need purpose, responsibility, skills and the opportunity to earn. However, we must also be honest about the rights of the wider community. Is it reasonable for taxpayers to accept people living indefinitely under bridges while fires damage infrastructure, public spaces become makeshift toilets and the environment suffers? Neither is simply removing people without providing a viable alternative. Relocation without rehabilitation merely moves the problem. We already spend significant public resources managing the consequences of homelessness. Why not invest more strategically in addressing its causes? Reading the response in last week’s edition from JP Smith about taxi monitoring is disingenuous. He mentions that traffic officials cannot remain static. This is an absolute lie, because they are deploying traffic officials to remain static with speed cameras in residential areas that I’ve never seen them in before. is ‘n ongelooflik spesiale mylpaal vir die Hoërskool Milnerton. “Dis is iets waarop ons ontsettend trots is, nie net as gevolg van die uitslae nie, maar wat dit verteenwoordig – toewyding, konsekwentheid, spanwerk en die trots van ons seuns wanneer hulle hul Milliestruie dra. Sy sê die seuns is baie opgewonde. “Hulle weet om een keer te wen, is ‘n mylpaal, maar om dit drie jaar in ‘n ry te wen, is iets baie spesiaal.” Sy sê die oorwinning is ook vir die gr.12-seuns betekenisvol. “Dit was hul laaste geleentheid om die Hoërskool Milnerton by die Sarel Burger-sewes te verteenwoordig, en wat ‘n ongelooflike manier om hul skoolloopbaan te eindig – om dit met ‘n derde agtereenvolgende Sarel Burger-sewesbeker te verlaat.” Lakay sê die toernooi self dra enorme betekenis. “Op 56 jaar is die Sarel Burgersewesreeks diep in Kaapstad se rugbygeskiedenis gewortel. Met die hartseer heengaan van Oom Sarel vanjaar voel die oorwinning selfs meer bekenisvol. Sy passie en bydrae tot rugby laat ‘n nalatenskap en dis wonderlik om te sien

hoe die jong spelers deur die spel aanhou om daardie nalatenskap te eer.” Lakay sê vir die hoërskool is die oorwinning meer as net die trofee. “Dit verteenwoordig Millies se gees, eenheid, veerkragtigheid, trots en die feit dat hulle nooit tou opgooi nie. Dit is iets wat ons hele skoolgemeenskap vier, van die spelers, afrigters tot die personeel, ouers, ondersteuners en die oud-spelers wat

steeds ons seuns ondersteun.” Truter sê vanjaar se wedstryde is almal in ‘n goeie gees gespeel. “Die wedstryde was aanskoulike sewes-rugby en daar is ‘n paar pragdrieë gedruk. Die sonnige weer het bygedra tot ‘n fantastiese atmosfeer met ouers en ondersteuners van die seuns wat hulle van langs die kantlyn af aangemoedig het,” sê hy. Die geleentheid is op 26 Augustus gehou.
