Thetwo-storeybuildingin VoortrekkerRoad,Parow, thatsufferedsignificant damageinafireayearago,is undergoingrestoration.

AfirebrokeoutattheParow CentreTallentPark-buildingon Monday19August2024which claimedthelifeofafive-year-old child.

Itisstillunclearastowhat ledtothecauseofthefireat thebuildingonthecornersof Voortrekker-andTallentroadin Parow.

Thedoorstothebuilding onbothsidesremainclosed, howevercleaningupofthe buildinghasbeenunderway.The buildingremainsunoccupied bothbelowandabove.

TygerBurger approachedthe CityofCapeTownrecently requestinginformationabout thebuilding,andtogetan updateontheprogressmade.

WayneDyason,spokesperson fortheCity'slawenforcement, responded.

"Weconductedaninspection, andtheownerwasalreadybusy withremedialmeasures.The ownerprovidedrepresentation withregardstotheproperty whichincludedawayforwardfor

thebuildingtoberepairedand reoccupied.

"Theroofhadbeenreplacedand repaired,andtheinsideofthe buildingwascleaned.

"Theownerhassecuredthe buildingandhassecurity24/7on theproperty,"hesays.

Dyasonconfirmedthatthe buildingiscurrentlyvacantand thatitwillremainassuch,until therepairshavebeenconcluded.

TygerBurger alsoaskedwhat theCity'splansarewiththe building.

ResidentsinMonteVistaandPlattekloofGlenandsurroundshave beenurgedtobevigilantwhenat homeatnight,followingariseinburglariesandhousebreakingincidents.

DeonOosthuizen,vice-chairoftheMonte VistaPlattekloofGlenNeighbourhood Watch,told TygerBurger lastweekthat theirorganisation,alongwithseveral otherneighbourhoodwatches,areworking closelytogethertoaddresstheissue.

Oosthuizenwasapproachedforcomment afterhewasquotedinadailynewspaper sayingtheysuspectthatasyndicate whobreaksintohomesbyremoving aluminiumwindowsareoperatingin thearea.Hewasquotedafterafamilyin MonteVistacameunderattackbyarmed robbersattheirhouseinBuitendagStreet twoweeksago.

Oosthuizensaidsinceitappearsthata syndicatemaybeoperatinginthearea, theirorganisationalongwithseveral neighbourhoodwatcheshavebeenactively collaboratingtomonitorandcollectdata onthisrecentspateofhomeinvasions, housebreakingsandburglaries.

“Ourfindingsstronglysuggestthe presenceofanorganisedsyndicate operatingacrossvariousresidential communities.

“Ourcollectedintelligenceindicated aconsistentmodusoperandiwhere perpetratorsspecificallytargetresidential areas,removingwindowstogainentry.

“Thispatternisnotisolatedtoour immediatevicinity,aswehaveobserved similarincidentsasfarafieldasHoutBay.

“Thesegroupsappearbrazenand undeterred,oftenjumpingfromwallto wallwhenpursuedandactively‘testing’ homedefencesystems. Iftheyfailtogain entryatonehouse,theysimplymove ontothenext,usuallyjustafewhouses away.

“Thispersistenceandcoordinated approachpointtoaleveloforganisation beyondopportunisticcrime,”says Oosthuizen.

ENGAGINGWITHPOLICE

Headdsthatthecommunityis understandablyfed-upwiththeescalating crime.“Inresponse,ourneighbourhood watchesareactivelyworkingtoincrease visibility,particularlyduringtheearly hoursofthemorningwhichseemstobe primetimefortheseincidents.”

ROBBERY

Theirneighbourhoodwatchhasalso engagedwiththeGoodwoodpolice,under whosejurisdictionMonteVistaand PlattekloofGlenfall.Oosthuizensaysthe policehavebeenverysupportive.

“However,therealityremainsthat thepolice,likemanyotherstations,is criticallyunder-resourced.Whilethe recentannouncementof10newofficersfor Bothasigpoliceisfantasticnews,italso starklyhighlightsthesevereunderstaffing thatthesestationshavebeenoperating under,”Oosthuizensays.

“Weareoperatingwithlimitedresources andtime,asallourmembersare volunteerswhoalsobalanceworkand familycommitments.Withoutasignificant allocationofresourcestoaddressthe currentcrimetrend,itisunlikelythatwe willseeasubstantialdecreaseinthese incidentsanytimesoon.”

Hesaysthebesttheycandofornow,is tomaketheircommunitieslessappealing targetsandtosupporttheirneighbouring communitiesuntilthesecriminalsmakea mistakeandareapprehended.

“Wearefortunatetohavestrong relationshipswithseveralarmedresponse companieswhoprovideimmediate assistancewhenneeded.However,the successofourefforthingesonacollective communityeffort.”

Residentsarethereforebeingurged toreportallcrime,includingattempted break-ins,andtoshareasmuchdetailas possible.

“Thiscrucialinformationallowsusto monitorincidents,identifycrimetrends anddetermineiftheyareindeedlinkedto asyndicateoranopportunisticcriminal,” saysOosthuizen.

“Residentsarealsourgedtoenhance theirhomesecuritysystem,tomake itmoredifficultforintruderstojump walls,ideallyforcingthembackontothe streetwherepatrollersorarmedresponse companiescanspotthem.

“Byworkingtogether,andsharing information,wecanmakeour communitiesmoreresilientandcreate anenvironmentwherethesecriminals finditincreasinglydifficulttooperate,” Oosthuizenconcludes.

Theservicesoftheprivatesecurity companyDistrictWatchwascalledinand thesnakewasremoved.Theincidenttook placeonThursday12June. AccordingtotheDistrictWatchsocial mediapage,theircontrolroomwasmade awareofthesnakeatahouseinLeSage

Street,Edgemeadafterwhichtheirarmed responseteampaidavisit.Thehelpofa localsnakecatcherwasalsorequested. Uponarrivaltheirofficersfoundthe snakebehindsomebags.Thebagswere removedsafelyandthesnakewascoaxed intoabucketafterwhichthereptilewas releasedintoanearbyfieldwhereitcould continueitsadventuresfarfromsuburbia, theywrote.

Cityofficialsrecentlytooktothe watertoexperiencetheDiepRiver firsthand—partofanongoing commitmenttotacklethelong-standingpollutionchallengesaffectingthe MilnertonLagoon.

The3kmboattrip,ledbytheCityof CapeTown'sEnvironmentalManagement Department,beganneartheBlaauwberg Bridgeandmovedtowardthelagoon mouth,providingasoberingviewofthe environmentalpressuresthreateningthis vitalurbanwaterway.

AccordingtoZahidBadroodien,Mayco memberforwaterandsanitation,the healthoftheMilnertonLagoonhinges onaddressingmultiplepollutionsources, bothupstreamanddownstreamofthe PotsdamWastewaterTreatmentWorks.

"Thelagoonisessentiallyacatchment areaforavarietyofpollutants,"said Badroodien."Thisincludesrunofffrom informalsettlements,industrialpollution, infrastructurefailures,andtreated effluent.Weknowtheproblemiscomplex, andwe'reworkingacrossdepartmentsto tackleitfromallangles."

RECENTMEETING

TygerBurger hasextensivelycovered theongoingconcerns,highlightinghow residentsandenvironmentalgroups havelongsoundedthealarmoverfoul smells,murkywater,andtheecological degradationofthelagoon.

EmilyNaidoo,localhomeowner,said: "Thefoulsmellandmurkywaterhave beenaconstantissue.It'sfrustrating becauseitlowerspropertyvaluesand drivespeopleaway.Wewantrealaction, notemptypromises."JasonBotha, environmentalenthusiast,said:"Cape Townpridesitselfonbeingagreencity, butignoringthepollutioninthelagoon underminesthatgoal.TheCityneedsto alignitsdevelopmentplanswithstronger environmentalprotections."

Theseconcernshavesparkedwidespread publicdemandforaccountabilityand meaningfulprogress.

TygerBurger recentlyreportedona communitymeetingheldtoaddressthe ongoingpollutionissuesatMilnerton Lagoon.

ThemeetingwasorganisedbytheCityof CapeTown'senvironmentalmanagement departmenttoupdateresidentsoncurrent interventionsandconditionsofthelagoon. Environmentalactivistgroup ReThinkTheStinkandvarious organisationsfightingforasolutionwere alsopresent.

Duringthemeeting,theCity acknowledgedthatthelagoon'spollution isprimarilyduetotheaccumulation ofpollutantsovertheyears,leadingto sedimentationandshallowingofthe lagoon.

Thesulphursmellreportedbyresidents iscausedbytheexcessiveaccumulation ofparticulateorganicmatterinsediment, resultinginbacteriaproliferatingand

TheCityhasappointedenvironmental consultantstohelpfindpossibleshortterminterventionsforthelagoon. However,ReThinkTheStinkclaimsthat thelocalPotsdamWasteWaterTreatment Works(WWTW)islargelyresponsiblefor therecentstench.

PROJECTS

TheCityhaslaunchedseveralprojects aimedatimprovingwaterquality, butBadroodienadmitsmoreworkis neededtotransformthelagoonintoa safeandlivablespaceforsurrounding communities.

Aspartofarenewedfocus,boththe City'senvironmentandwater&sanitation teamsareinvestigatingnewprojectsthat promiserealandmoreimmediateimpact. Theirfindingswillbepresentedunderthe MayoralPriorityProgramme:Sanitation beforebeingmadepublic.

"Weunderstandthefrustration,"said Badroodien."Butwearecommitted totransparencyandurgencyin implementingsustainablesolutionsthat benefitboththeenvironmentandthe peoplewholivearoundthelagoon."

Foreignnationalswereinitially relocatedtothetwosites–WingfieldandPaintCity-under Covid-19levelfivelockdown emergencyregulations,andafter theHighCourtgrantedtheir evictionfromGreenMarket SquareandtheCentralMethodist Church. Atthetime,theforeign nationalscitedfearsof xenophobiaanddemanded relocationtoEuropeorCanada, whichisnotlawfullypossible.

Thedepartmentofhome affairs(DHA)completedvarious repatriationanddeportation processes,andwiththe assistanceoftheCityandNPO’s hundredsofforeignnationals werealsoreintegratedbackinto theirlocalcommunitiesoforigin.

DHAandUNHCRprocesses havelongconcludedatboth sites,withanevictionnow beingsoughtfortheremaining unlawfuloccupantswhohave refusedalloffersofsupport, andwhocontinuetoinsiston relocationtoaplaceoutsideof SouthAfricaortheircountriesof birth.

Many,ifnotall,ofthe respondentsareinfamilyunits andmeaningfullyengagedin self-sustainingeconomicactivity whileremaininginunlawful occupationwiththeaimto leveragethisforrepatriationto first-worldcountries.

UNLAWFULOCCUPANTS

Around160unlawfuloccupants remainattheWingfieldsite –underthecustodianshipof nationalpublicworks–while around200remainattheCityownedPaintCitysiteinBellville. Violenthostilityexists betweenfactionsoftheunlawful occupants,aswellastowardslaw enforcementauthorities.
