Residents are rallying against a plan to channel about 400kV of electricity down Highlands Drive The Colorado Park, Wildwood and Vanguard Villas ratepayers associations are fighting against a plan to erect electricity pylons along the road and the building

of the Erica substation on its periphery, in Philippi They say they want the City to give clear details on when the public participation will take place and when they plan to erect the pylons and substation which will channel more than 400kV through Mitchell’s Plain Colorado Park Ratepayers Association (CRRA) chair Natalie

Bent said she has been fighting the pylons since her time as subcouncil chair

“Years ago, I also objected to this because I was very concerned, especially with the electromagnetics, the 400kV because that's the overhead that they want ”

Bent said the high voltage is a health concern

Last month, several City officials, councillors, the Mayco member for energy Xanthea Limberg and Nsovo Environmental Consultants met with residents to address their concerns at a public meeting on Thursday 24 July, Bent said, but added that the meeting was poorly attended

“All the people had to be in attendance so that they could understand what was happening here, so we as an executive, we've taken it on ourselves to drive this process that our people know that they need to give input,” she said

The ratepayers’ executive has asked for the different assessment reports and details on when the public participation will take place

“I've received no response from them and this is the problem that we have as CRRA When we send emails to the subcouncil, we don't get a response

"EXTENSIVELYADVERTISED"

According to the City public participation has already taken place Deputy mayor Eddie Andrews said the rezoning application for the erf in Philippi where the substation will be built was “extensively advertised” via notices to persons, on-site notices, notices to ward councillors and sub-council, and press adverts on 5 April 2024

“No objections were received The application has however not been decided yet, as there is still information required from the applicant, and therefore it would be premature to establish the date for commencement of construction ”

Eskom, in an email from it's media desk, said that several public participation processes had taken place

“Various legislated public participation processes have been conducted by independent experts during the course of acquiring all the permits that are necessary for the establishment of the Erica substation and its associated lines

During the course of these engagements the public has been briefed on technical information, the project specifics, as well as appropriate environmental, health and safety information

“Various line and substation siting alternatives were studied by suitable independent specialists during the development process and the current site and line route was recommended and endorsed by the legislated authorities ”

The email also said that the only times pylons are dangerous are when structures

are built directly underneath

DISTANCEMITIGATESDANGER

"The building of structures beneath powerlines is a major risk issue in South Africa This encroaching of servitudes by communities not only impacts utilities who need to maintain the towers and lines, but also increases the risk to the people living under power lines They are exposed to danger if there is an ‘earth-fault’ (short-circuit) on the line, within the servitudes The NTCSA continuously educates communities about the dangers of building structures under powerlines and shares the information with municipalities across the country "Powerlines emit low levels of electromagnetic radiation, which quickly drop off as proximity to the lines decreases Electromagnetic radiation from power lines is reportedly very low on the risk of common exposures identified by the IARC and has not readily been associated with any type of cancer "

“Power lines in close proximity to residential areas do not have any health hazards, provided no permanent structures are built within powerline servitude areas "

The email also said that the City’s electricity infrastructure is aging and this project, which is more than a decade in the making, is intended to support the City’s electricity supply

“The City of Cape Town has a heavy reliance on aged and underdeveloped infrastructure to connect it to the South African national electricity grid This infrastructure is required to reliably import energy from the legacy, as well as developing South African renewable energy generation assets (wind and solar farms), into the Peninsula area of the City

“The planned Erica substation and its associated lines, over 15 years in the planning, are a key solution, that is expected to support the backbone of the City’s national grid connection for many decades to come

"The timely construction of the Erica substation, and its associated lines, is expected to restore the integrity and reliability of electricity supply to large portions of the Peninsula area The reliability of energy supply would otherwise become progressively constrained to the extent that it would hamper further development within the region,” the email said

With regards to public participation, Eskom says there have been numerous engagements

NPO’s‘werksperd’outofaction

LAURENO’CONNOR-MAY

LAUREN OCONNOR-MAY@NOVUSMEDIA CO ZA

Afeeding scheme has been without its “werksperd” for nearly a year due to an accident for which they have not received any compensation

Zita Petersen, who runs Skye’s Wooden Spoon with her family, said she is becoming increasingly frustrated and has still not received any recompense after an Alpine Group truck collided with the nonprofit’s van 10 months ago

“That was our werksperd, ” Petersen said “That van did everything ”

The non-profit runs a feeding scheme, day care and aftercare in Eastridge, Tafelsig and Vosho informal settlement

Last year, on November 14, a speeding truck collided with the NPO’s stationary van outside the feeding scheme’s container in Swartklip Road

The impact caused damage to three vehicles and two nearby shacks, Petersen said

“The driver was speeding,” Petersen said “It first hit a vehicle at the mechanic’s yard and then pushed into our yard and hit our van, pushing it into two shacks and the jeep next door ”

None of the children were at the feeding scheme at the time, which Petersen said was a huge relief

“Fortunately that day the children weren’t there because usually at that time of the day they come up from the crèche and play in the piece of ground in front of the container,” Petersen said The organisation is run mostly out of pocket and on donations

Since the accident, Petersen has had to pay drivers and couriers to keep the NPO running and it is causing them financial strain

“The driver gave us his boss’s number and he said he would sort it out He said it was their driver’s fault and that he would submit a claim,” Petersen said

THE VAN WAS A VITAL ASSET

INSURANCECLAIMDENIED

Nothing came of the insurance claim

Petersen has contacted the insurance company and the owner of the truck multiple times but has not yet been compensated Instead, her number has been blocked and she has been accused of harassment “The insurance company said we are harassing his client, but at the end of the day, their client is in the wrong ” Pule Molubi, a third-party litigation claims specialist for Bryte, spoke on behalf of the insurers and said the claim was denied because the driver was speeding

“There was an investigation which was thoroughly conducted, when it had determined that the cause of the accident was an excessive speed, and the road is a 60km/h zone, and the driver was way above the area speed limit,” the email stated

Muhammed Moosa, finance director at The Alpine Group, confirmed that the claim was denied He said the company had had to write off the truck and had also suffered losses Moosa said the company was willing to negotiate with Petersen regarding compensation but could not afford to pay for the full claim which he said came to about R45 000 “We are a small business We can’t afford that out of pocket The insurance is not covering us for it ” Petersen said that Alpine had offered to negotiate with them but after the insurance claim was denied, she found they had blocked her number Moosa asked TygerBurger to email him additional questions before referring the newspaper to his attorneys Moosa’s attorney, Ismail Akoo, replied saying: “Our clients representative/s are taking the matter up with our clients insurer and we will revert as soon ”

Seniors got a brief retaste of their youth in Tafelsig on Women’s Day. Tafelsig resident Rose Visagie said “God just dropped it into my spirit” to host the Back To School Pageant for seniors a month ago

After that, Visagie said, everything just came together for Saturday 9 August

The Barmhartige Pinkster Kerk provided the venue and sponsors came on board from far and wide to provide food and prizes “I want to thank all the community and businesses that supported this,” Visagie said

Several motivational speakers encouraged the seniors on the day, including Bradwyn Daniels, an ex-convict who now works in youth development

He told the seniors how he overcame a history of poverty and crime

"Sometimes we don't see the good things," he said "Today we are going to see the good things "

The pageant judges were actor Jacques Theron of Arendsvlei fame and his wife, Lolly, who is an artist

Event logistics organiser, Bradley Williams, said the idea to bring the actor and artist on board as judges was to introduce the seniors to people that they are accustomed to seeing on TV

Every senior got the chance to strut their grandchildren’s uniforms in front of the judges on a red carpet before three winners were chosen

After the pageant, all the seniors had snacks before they were given goody bags to take home

Lucia van der Ross used to be quiet in class, but now she is confident and talkative The change, says her teacher Kauthar Samuels, is due to the art therapy sessions that have been incorporated into the school’s creative arts classes

Last week, Lucia’s painting of a girl brushing her teeth won third place in the National Science Week Art Competition 2025 The Grade 5 pupil at Portlands Primary competed against 174 other students in the national primary school competition which "celebrates the connection between art and water by exploring the unique role water plays in our world"

Lucia says she wanted her painting to show how crucial water is to our survival “I wanted to show that we use water every day We can’t live without water We need it to survive Even for the simplest of things we need water,” the 11-year-old said

CONFIDENCEBOOSTED

Samuels said she is very proud of her pupil “Lucia is an all-rounder,” she said, adding the girl is one of her top students and is very helpful in class “She’s confident in everything that she does ”

Al Fidaa Foundation launches training hub

LAURENO’CONNOR-MAY

LAUREN OCONNOR-MAY@NOVUSMEDIA CO ZA

The old adage about teaching a man to fish birthed a new training centre in Town Centre

The Al Fidaa Foundation took over the previously vacant second floor of the Town Centre Mosque complex and built a skills centre, which will provide training in patisserie design, culinary skills, sewing and computer studies

Shafiek Baboo, the Town Centre Mosque (TCM) Skill Centre’s project manager, said Al Fidaa’s idea for skills centres were born out of the foundation’s feeding schemes, the first of which was opened in Gqeberha in 2008

Since then the foundation has expanded to open the same model in Pretoria, Durban, Johannesburg, Pietermaritzburg and most recently in Tafelsig last year

“In a roundabout way, they came to the conclusion that rather than giving people food, give them the skills to create a continuous source of income,” Baboo explained

The feeding scheme still provides food parcels in Tafelsig twice a month, but in October last year Al Fidaa took over the “empty shell” second floor space attached to the mosque and renovated it into the skills centre

Unemployed people between the ages of 18 and 35 years can register online for the courses, and a matric certificate is not necessary The courses include a monthlong patisserie design course, a four-month culinary course, a six-month sewing course or a month-long computer course

As part of the courses, the students are also taught basic business skills

'ENTREPRENEURIALMINDSET'

“Besides giving them skills to find employment, we want to give them skills to become entrepreneurs A lot of people don’t know about costing, so they would buy the most expensive ingredients, bake a cake and then wonder, ‘Why do I only have R10 profit’?” Baboo explained

Half of the products the students make they are encouraged to sell, “to get them into an entrepreneurial mindset”, Baboo said

The money they make from selling their products is then collected to build starter

capital for when the course ends The best students are also put in contact with professionals in the industry for inservice training

“We incentivise it in that way so that they will put in the best effort,” Baboo said

While the baking and cooking courses are not accredited, they are done in conjunction with the South African Chef Board Association and follow industry best practice

“We focus a lot on the business part of being a chef and working in the kitchen and health and safety and environmental cleanliness in the workspace,” Baboo said

The only cost to participants is a R250 registration fee, which the students are allowed to pay off

“R250 is a lot for some people,” Baboo said

There is also an additional cost for the sewing course, Baboo said, because students need to bring their own fabric

However, all the garments they make during training they keep The sewing course is also the only course that is accredited

The centre is funded through sponsorships and private donors, “which we are always constantly looking for”, Baboo said

“Anybody who has the same vision as us and aligns with our goals, they can get in touch with me, with regards to sponsorship ”

.You can contact Baboo at shafiek@alfidaa. co.za. To register for the courses visit register. alfidaa.co.za

Citygearsupfor asafersummer

The City of Cape Town concluded its seasonal lifeguard assessment programme with 290 candidates competing for a spot on the summer roster last week

The assessment process ensures that only the most capable, skilled and safetyconscious individuals are selected to serve the public during the upcoming summer season

Over the past two weeks, aspiring lifeguards have been put through their paces at various swimming pools across the city, including Blue Downs, Retreat and Long Street Swimming Pools

"These assessments are more than just fitness tests - it’s about public safety, life-saving skills and a commitment to community service We salute the nearly 300 young people who stepped up to serve their communities The assessment process ensures that only the most skilled and safety-conscious individuals are appointed to help keep our pools and beaches safe We encourage residents to swim only where lifeguards are present this summer We’re proud to invest in building a strong team to help make our amenities safer for all," said Mayco member for community services and health, Francine Higham

"I want to extend a heartfelt thank you to everyone who attended today’s lifeguard recruitment at Muizenberg

‘Breast is best’ highlighted during BreastfeedingWeek

The provincial health department celebrated World Breastfeeding Week recently by highlighting the importance thereof, especially during the first six months after a newborn baby is birthed

The week was marked between Friday 1 August and Thursday 7 August

In a statement issued on Wednesday 6 August the department said the theme for this year, "Prioritise Breastfeeding: Create Sustainable Support Systems" recognises that no mother should have to do it alone

BREASTFEEDING:ALIFELINEFORFAMILIES

For the first six months of life, babies need nothing but breastmilk, a complete, living food that protects them from illness and helps them grow strong

Even after starting solid foods at six months, breastmilk continues to be a vital source of nutrients and comfort, the department said

education, and skilled counselling for new mothers

THEPOWEROFSUPPORT

For many mothers, breastfeeding is not easy, the department said Sore nipples, worries about milk supply, and returning to work can make it challenging That is why support from family, employers, and the wider community is critical

Employers can help by offering time and private spaces for mothers to breastfeed or express milk

Families can step in to share household tasks and offer encouragement

Communities can make public spaces welcoming and safe for breastfeeding mothers, the department explained

HOWTHEWCGOVERNMENTHELPS

ASPIRING LIFEGUARDS PUT THROUGH THEIR PACES IN THE PAST TWO WEEKS

Beach It was incredibly inspiring to see such a diverse group of men and women of all ages stepping forward to serve their communities The turnout was amazing, and your time, effort, and commitment will help ensure a safer summer at our beaches and pools", said Ward 64 councillor Izabel Sherry

ASSESSMENTPROCESS

The seasonal beach lifeguard assessment process includes a 400-meter swim, rescue techniques and first aid evaluations –all conducted under the supervision of experienced lifeguards and recreation and parks officials Shortlisted candidates must also undergo a criminal clearance check and drug screening before appointment Once appointed, successful candidates will receive training and onboarding before being deployed to designated beaches and pools for the summer period, as part of the City’s broader drowning prevention campaign

The final beach assessment at Muizenberg marks the culmination of this critical recruitment effort

Mischke Joseph, clinical nurse practitioner at the Durbanville Clinic, explains why

"Babies who are exclusively breastfed for six months have stronger immune systems and a lower risk of infections, asthma, and obesity

“Mothers who breastfeed have a lower risk of certain cancers and benefit emotionally from the close bond with their baby,” she said

Crystal Jacobs, a registered dietitian at Tygerberg Hospital, concurs

"Investing in breastfeeding is investing directly in the future health and prosperity of our communities " Jacobs stresses the need for comprehensive access to support,

Through its Mother Baby Friendly Initiative, the Western Cape government ensures that newborns are placed skin-toskin with their mothers immediately after birth for at least one hour; that mothers are taught Kangaroo Mother Care to strengthen bonding and growth as well as provides ongoing breastfeeding support which is available at clinics and hospitals across the province

GETTINGHELP

Mothers who are struggling with breastfeeding can visit their nearest clinic for free, and receive confidential advice from trained nurses

They can help with latching, milk supply, and healthy eating for you and your baby, the department said

THINKING OUT LOUD

Beekeeping: definitely not a side hustle

Last summer, I fancied trying my hand at beekeeping

It wasn’t a random thought Almost everyone I knew had a side hustle, and my previous one, captioning for online streaming platforms, had been made redundant by AI, so I was on the lookout for something new But the idea first took hold when a swarm of bees unexpectedly took up residence in our wall

When life gives you bees, sell honey, I’d thought, but I quickly abandoned the idea, much to my husband’s relief That weekend I learned beekeeping isn’t a side hustle it’s a full-time job

The revelation began when my husband noticed a few bees buzzing around the air vent on our back wall

At first, we weren’t concerned There are always a few bees about, but eventually the vent began attracting an unusual amount of attention

“Put some incense sticks in there,” I suggested Non-floral incense, we’d found, worked well to chase bees away With seven squeamish daughters most of them terrified of bees incense had saved us many a drama

the side of the house and captured it: hundreds of bees swarming like they were having a housewarming party

The sky had indeed turned black with bees

We later learned from the beekeeper that the first bees hubby had seen were scouts

A little incense might have prevented the rest from following Told him so!

That day, the house was abuzz literally and figuratively No bees made it inside, but their droning filled the air

By Monday, the buzzing had stopped

I wondered if they’d moved on, but the beekeeper arrived, opened the vent and revealed a hive the size of a large hat with hundreds of silent bees busily buzzing about their business

.. WHEN LIFE GIVES YOU BEES, SELL HONEY, I’D THOUGHT, BUT I QUICKLY ABANDONED THE IDEA ... ..

Hubby ignored me, suspecting they’d already made a hive inside This became a later point of contention

I phoned a beekeeper, who didn’t come cheap He advised us to keep an eye on things and send him videos so he could assess the situation He’d come by on Monday if it got worse

It got worse

Sometime later, hubby went outside with his phone and returned shouting He’s not squeamish, but bees swarming are a freakish sight “I looked up and I just saw black,” he said

In his first attempt at filming, he got stung Undeterred, he tried again from

We’d caught them in time, he said We were lucky Removal only required taking off the vent

My youngest and I watched through the window as the beekeeper scooped the hive out by the handful and placed it into a box, loosely covered with a sheet

The trick, he explained, was catching the queen Once she was out, the workers high from the smoke he’d pumped inside would follow quietly Then he loaded the box into his car to take them away

A few foragers might return, he said, but they’d either leave or die

“Or just squirt them with Doom,” he added

Hubby posted the swarm videos on his status, and friends immediately began requesting honey I asked the beekeeper if we’d at least get any honey out of the ordeal

He cheekily replied, “If you want, next year I can come back and sell you the honey from your wall ”

Warm welcome at Durbanville’s Hennies

With our recent visit to family in Durbanville it was such a blessing to meet a friendly person in the form of the security guard when we visited Hennies on Friday afternoon

Not only were we greeted politely but we observed many times how he would keep vagrants away from where we sat outside and cars

He even, while we were still there, assisted an

elderly gentleman changing his flat tyre while many persons just walked past

Thank you for your friendly and considerate manner as it's very rare in your profession

I didn't get the chance to greet you or compliment your good behaviour but I will definitely pop in again soon

Spoedkameras in Brackenfell-boulevard

Cape Town Mayor Geordin

Hill-Lewis on Friday announced that the City has submitted a proposal aimed at expanding municipal police powers to investigate crimes and boost conviction rates, particularly for gang-related, firearm, and drug offences.

This submission forms part of the City’s official response to draft national regulations on municipal policing powers, released in June by the national police minister for public comment

“We absolutely must improve conviction rates for gang, gun, and drug crime in Cape Town This is the only way to remove more criminals from the streets of long-suffering communities, where the poorest and most vulnerable are hardest hit,” HillLewis said on Friday

While he welcomed the police ministry’s move to consider expanded powers for City officers, Hill-Lewis stressed that the current draft regulations don’t go nearly far enough “To make a meaningful difference for communities, our officers must have the allimportant power to investigate crime to really help the South African Police Service and prosecutors succeed ”

LOWCONVICTIONRATE

According to Hill-Lewis the City takes 400 illegal guns off Municipal police services as

e first enes, hority to btain unbroken nitiate a Absent itive egradation ctions ed, sful shed ” ut these nce unts fade, successful ply “The roken e can’t be e before he says City’s data, iction by a lack igative ice, rts such and slow rack despite olicing e made e fight e are to

improve the unacceptably low conviction rates,” he says

FORENSICS

Furthermore, the City recommended that the power to investigate crime be accompanied by powers to conduct forensic, ballistic or other forms of examination of exhibits that require expert analysis; the ability to take witness statements and open dockets and real-time access to police crime stats info and criminal case status updates, and in the interim introduced a special training module to ensure all its officers have the necessary skills in anticipation of the devolution of investigative powers

In its comment, the City further recommends that the minister consider introducing a framework for tiered or differentiated devolving of policing powers, where expanded powers may be granted to municipalities that meet criteria of capacity, accountability, and oversight

This would ensure that only capable municipalities are entrusted with investigative functions, while incentivising others to build their readiness It is about improving public safety with practical reforms, said Smith “We are ready and willing to shoulder more responsibility in making our city safer, now national government must meet us halfway ”

CAWF embarks on mass sterilisation campaign

In a project funded by the City of Cape Town the Cape Animal Welfare Forum (CAWF) will embark on the latest mass sterilisation of animals

The campaign will take place in Subcouncils 4 and 6 this year, including areas like Ravensmead, Elsies River and Bellville South

Since 2013, 17 876 animals have been sterilised at a cost of nearly R8 million The City's partnership with the CAWF to advance the health of animals and communities started in 2013, when 1 800 pets were sterilised in Dunoon and Brown's Farm Since then, the campaign has benefited pets in Khayelitsha, Wesbank, Atlantis, Wallacedene, Tafelsig, the Deep South, Macassar and Eerste River

FUNDING

The City has made available R850 000 in funding for the latest campaign in Subcouncils 4 and 6

"The City is very proud to continue this long-standing relationship with our partners in the animal welfare sector So much good work has happened over the last 12 years, and we look forward to yet another successful mass sterilisation campaign Thank you so much to all of the member organisations who continue to lend their support to this initiative, and

their commitment to making it a success," said the City’s Mayco member for community services and health, Francine Higham

Six registered animal welfare organisations will collectively sterilise 1 500 domestic pets between August and December this year

The project aims to: . prevent unwanted litters ; . minimise the incidence of animal cruelty and abuse; . improve general standards of animal health and husbandry, thereby improving the health and welfare of people and . encourage responsible pet care and ownership through humane education

"This year, we celebrate 13 years of MASP, and send grateful thanks to the City of Cape Town for their continued support This campaign is a positive intervention in support of healthier communities, and will substantially reduce the instance of unwanted litters, thus reducing the heavy burden placed on welfare organisations around the metropole," said CAWF chair, Karen de Klerk
