anessa Samuel-Chetty was 6 years old when her father’s best friend raped her for the first time. The man, who lived nearby in her carefree, fenceless neighbourhood in KwaZulu-Natal, threatened to harm her father if she told anyone. “My dad was the epicentre of my world. My world revolved around him. So I never told anybody for the fear of losing my dad.” The rapes continued until she was 11, when the community eventually drove the man from the area. “And I thought that the nightmare had gone because he was gone. acknowledge what has happened to you.” NATIONAL DIALOGUE Samuel-Chetty is the gender-based violence and femicide (GBVF) sector leader for the National Dialogue, a citizenled, non-partisan and inclusive process where South Africans can speak openly about the country’s challenges. She has worked in community service for 40 years and, on Thursday 17 September, told her story at a pilot dialogue that took place in the meeting room of Lentegeur Police Station.
The purpose of these ward-based and sector dialogues, which were started by President Cyril Ramaphosa, who leads the process, was “not only to talk, but to find solutions,” project lead Edgar Mabothe pointed out. “Because part of the experience has been that it has always been thought that the solutions reside with other people in some way high up in society, which is not necessarily the case.” The dialogues, currently in their pilot phase, take place across the country until the end of September. Ready D pulls out of elections DJ Ready D, whose real name is Deon Daniels, has withdrawn his candidacy for the mayoral position, mere weeks after announcing it. TygerBurger reported recently that Daniels is a candidate for People’s Movement for Change (PMC). PMC president, Marius Fransman, said last week that Daniels will no longer be their mayoral candidate. “PMC respects Deon ‘Ready D’ Daniels’ decision to withdraw from his mayoral candidacy. Deon Daniels has informed me that he has existing contractual and professional commitments to clients and partners within his creative and entertainment career, many of which extend to the middle of 2027. This unfortunately does not allow him to continue in a party political structure. His decision allows him to give those commitments the attention they require, and we respect his responsibility to honour them,” says Fransman.

Fransman thanked Daniels for his contribution to PMC and wished him well. “We respect Daniel’s decision and understand the professional responsibilities that have influenced it. We will not turn this into a political dispute. We wish him well and thank him for the contribution he has made. “We are moving beyond party political boundaries. People can serve society in many different ways. PMC remains focused on the work ahead. Our commitment to family, community and opportunity remains unchanged. We are reimagining society and putting people before politics,” says Fransman. Fransman announced the appointment of Maurice Page (an actor known for his role as Tyron Daniels in Suidooster) as Head of Creative Arts and Culture. “Paige will strengthen our engagement with the creative sector and ensure that this important area of our work continues,” he says.

wo men drowned near Mnandi Beach in False Bay on Sunday 20 September, and in a separate incident on the same day a swimmer caught in a rip current at Monwabisi was rescued. National Sea Rescue Institute (NSRI) Strandfontein station commander Nicolette Whitehead said the duty crew was activated at 16:40 after reports from the City of Cape Town Law Enforcement Marine Unit and multiple eyewitnesses of drownings in progress at S-Bend, near Mnandi Beach, False Bay. NSRI rescue swimmers, the NSRI rescue vehicle, the South African Police Service, Cape Town Disaster Risk Management, Cape Town Fire and Rescue Service, Western Cape Government Health Emergency Medical Services, City of Cape Town Law Enforcement and its marine unit, and Life Healthcare response paramedics all responded. The NSRI rescue craft Rotarian Wares, which was on the water nearby at the time, was diverted to the scene. TWO MEN DEAD NEAR MNANDI BEACH On arrival, NSRI crew found two casualties out of the water on the beach and began cardiopulmonary resuscitation (CPR) efforts on both men. They were joined by Law Enforcement, rescue services, paramedics and police. Despite extensive efforts both men were declared dead by paramedics. It appears a group of locals were swimming together in shallow surf when members of the group discovered two men from their group face down in the water.

ANOTHER SWIMMER SAVED They were recovered to the shore and the alarm was raised. The bodies of the two men, a 37-yearold from Nyanga and a 42-year-old from Philippi, were taken into the care of police and Government Health Forensic Pathology Services. Condolences were conveyed to the families of the two men. Police have opened an inquest docket. SWIMMER RESCUED AT MONWABISI In a separate incident, NSRI Strandfontein crew noticed a man caught in a rip current while swimming at Monwabisi at 13:30 on Sunday 20 September. The crew had been conducting routine equipment inspections at the NSRI auxiliary satellite station at Monwabisi at the time. Two NSRI rescue swimmers — one from NSRI Strandfontein and one from NSRI Mdumbi, who was visiting from Coffee Bay in the Eastern Cape — launched into the surf. One was armed with an NSRI pink rescue buoy. They reached the man in the surf zone and, despite extremely strong rip currents, rescued him safely to the shoreline. The man, from Delft, was medically assessed by NSRI medics and was not injured. He required no further assistance. NSRI commended the vigilance and swift response of the two rescue swimmers, saying their efforts contributed to the man's life being saved.

FROM PAGE 1 Mabothe said the discussions within the dialogue are confidential and a report is sent to the President. “The beauty about the National Dialogue is that it provides a platform for citizens to change certain things, whether it is legislation or any other intervention that may be necessary. So it is not just another talk shop or a tick the box exercise. It is geared towards ensuring that there are solutions.” Mabothe said the input gathered will go into the next version of the National Development Plan, the country’s long-term plan for growth and development. “So it is really a citizen-driven, citizen-focused initiative that makes sure citizens are at the centre of discussions and the process.”

FORGIVENESS For Samuel-Chetty the first time she was asked to recount her story, she found it extremely hard. She said the abuse affected every part of her life and at age 12 she tried to end her life. At 16 she told a religious leader what had happened, but was told, “I’ll pray for you.” “For me that was not enough,” SamuelChetty declared. “I needed you to hear me and I needed you to help me.” She said the moment spurred her on to doing community work, to try to help others, even though this did not heal her own pain. A breakthrough came when she saw a one-legged man begging at a local shopping centre in 2008. As he approached her car she froze when she realised it was her rapist. “I started my car with every bit of intention to run him over because I said, ‘this time I have got the power. I didn’t have power when I was 6 years old. But now it’s my power to take back.’” But instead, she heard the voice of God telling her to give him the money, she said. “I knew that if I gave him the money I was giving him something, but I was also taking something back.” Trembling, she opened her window gave him money and said, “I forgive you.” “In that moment I transformed from a victim into a survivor. Because you’ll always be a victim if that pain still overpowers you. You only become a
survivor when you can stand and tell your story about what was, not what is.” ANOTHER BREAKTHROUGH Samuel-Chetty said her story became public in 2018, at an international conference where she was challenged to tell the story of her rapist too. “And that was the most difficult thing for me,” she declared. The perpetrator grew up in a home full of substance abuse, she said, and he had seen his father brutally rape his mother many times. “He did not know how to respect a woman’s body because his dad had never respected his mother’s body. Violence was their love language.” He had been exposed to substance abuse from a young age and at 19 he found his brother hanging from a tree. “By the time he got to me he was already a long-term substance abuser that had known only violence.” Samuel-Chetty said the painful process of telling one’s story is necessary to keep important dialogues open. “We can’t break the cycle of violence and rape by working only with victims. To break the cycle of abuse we have to groom a boy child against such behaviour. That is the only way. The purpose of this dialogue is to start this conversation, asking ‘How do we break this cycle of abuse?’” HOW TO TAKE PART The National Dialogue will take place in every ward until the end of September. Citizens can also take part online at https:// nationaldialogue.co.za/

Expert weighs in on ‘ma se kind’ post LAUREN O’CONNOR-MAY mural has attracted ire and sparked a debate on racism and language on Facebook. The mural, painted on a wall alongside AZ Berman Drive in Beacon Valley reads: “You’re still jou ma se kind. Drive safely. If not for you, for her.” The text is painted alongside the portrait of a coloured woman wearing an orange scarf. The mural is part of the Western Cape Government’s Safely Home campaign and has variations all over the province. Last week a content creator posted a photo of the mural on Facebook with the caption: “Western Cape government. Stop pushing this negative stereotype. It’s derogatory. Shame on you.”
A
EXPLOSION OF COMMENTS The post was shared dozens of times and attracted a plethora of comments, some agreeing that the language was derogatory and offensive and others disclaiming that it was not. Within days the post had more than 400 comments, including multiple trolls using the platform to insult the content creator and accuse him of attention seeking. “How the hell is this offensive?” one commenter asked. Another responded: “ ‘Ma se kind’ is documented Sabela terminology meaning brother/ blood brother. So, if you are okay being addressed as a gang member, that’s okay, but I do
“Most Kaaps speakers are still regarded negatively as gangsters ...” — Quentin Williams take offense.” The thread then debated whether the phrase “ma se kind” was Sabela or Kaaps while another thread raged on whether the post was racist or not. TygerBurger asked Quentin Williams, Professor of linguistics in the linguistics department at the University of the Western Cape (UWC) for his opinion. He replied that the phrase was neither Sabela, nor Kaaps but Afrikaans: “From a purely linguistic perspective, if you read the phrase out loud, you’re not reading Kaaps. You’re also not reading Sabela. When you read ‘jou ma se kind’, it is clear that here the phrase is written in Afrikaans and not Kaaps or Sabela. It is clear that Afrikaans spelling rules was applied to the phrase, quite a lot; actually there’s too much Afrikaans in it: it is the /e/ vowel in ‘se’ which is Afrikaans spelling, not Kaaps — written as ‘i’ — , and the final /-d/ in ‘kind’ is Afrikaans not Kaaps — either written as ‘t’ or without, as kin. If we actually followed the spelling conventions developed in the Kaaps Woriboek (dictionary), it should actually have been written as ‘jou masikint’.” Williams, who is also the Director of the Centre for Multilingualism and Diversities Research (CMDR), and Editor-
in-Chief of the Kaaps Woriboek, said that had the campaign intended to use Kaaps, they should have consulted an expert: “If the phrase was actually in Kaaps, the Kaaps word, masikin, spelled according to the writing conventions in the Kaaps dictionary, the producers would have invoked three senses of the word.” The phrase as it is used on the mural, changes the meaning, he said: “If you translate this phrase from Afrikaans (as it is) to English it would mean, ‘your mother’s child’. But you lose a lot. If they consulted a Kaaps linguist, I would have written it in Kaaps as ‘jou masikint’.” IS IT DEROGATORY? He said that had the intended use been Kaaps, then context could have made it derogative. “Most Kaaps speakers are still regarded negatively as gangsters, as speakers who speak a low, not worthy type of language. Some language groups in South Africa actually believe Kaaps speakers do not exist. So, yes, not set in its proper context, it is also a derogatory phrase.” Whether the phrase’s roots are Sabela or Kaaps is an entirely different debate, Williams said: “It is a numbers gang phrase that got baked into Kaaps, or vice versa, we just don’t know because
A mural in Beacon Valley that sparked a social media debate on language and racism.
we do not have a reliable history of language use by the number gangs who Sabela. Importantly, this is the most insidious and most hurtful error to Kaaps speakers because Kaaps speakers internalise this negativity and are reminded in schools, church and other contexts of power that if they use this phrase, which is so baked into their language, they are less than nothing because they do not speak a language. This is not true. Kaaps speakers have a rich language used by all the masikinnis.” Campaign spokesperson Muneera Allie said: “The Western Cape Mobility Department designed and ran this campaign over the previous festive season. The campaign
forms part of our Safely Home road safety initiative. The purpose of the campaign was a poignant emotional reminder: no matter how old or confident you are, you are still your mother’s child.” Allie referred TygerBurger to the campaign’s online content which showed a plethora of varied videos mixing multiple South African languages. The emotive campaign features stories of many mothers, of varying cultures and colours, recounting how they lost children to reckless drivers. All the videos feature the tagline “jou ma se kind”. One of the women is the same mother depicted in the Beacon Valley mural.

he choir of Yellowwood Primary School in Tafelsig, was the only school choir selected to perform at this year’s WOMAD festival over the weekend. Principal Donovan Senosi said: “Our school is the only choir that was invited, in the country.” He added that the school were one of only two local acts to take part and that the EU Ambassador gave them a standing ovation. PEACE CONCERT OPENS WOMAD FESTIVAL The choir opened the United 4 Humanity Peace Concert at the Artscape Theatre on Saturday 19 September at 20:00. The concert formed part of the WOMAD International Festival, which will run until 24 September at venues across the city. Senosi said it is a global festival with acts from all over the world and will be streamed live. He said the choir is “proudly representing Mitchells Plain on a world stage.” SHARING THE STAGE WITH THE WORLD The choir performed along with artists from the United Kingdom, Spain, Italy, Sweden, Estonia, Austria and New Zealand as well as South African hip-hop artist Jitsvinger. They performed two pieces, “Ode to Joy”, the official anthem of the European Union,
and “Flowers Consume War”, a composition by Prof Brian Williams. The concert was presented in partnership with the Desmond and Leah Tutu Legacy Foundation, celebrating the legacy of the late Archbishop Desmond Tutu through music and dance. It also included a Prophets of the City segment, which pays tribute to hip-hop human rights activists from
Mitchells Plain. A CULTURAL EXCHANGE TAKES PLACE AT SCHOOL Last week, learners also took part in a free vocal workshop led by celebrated Máori singer Kapowairua Waitai from New Zealand, who was taking part in the festival. Senosi said the visit on Monday 14 September was preplanned through the WOMAD festival
and came as part of a cultural exchange. “They taught us about the Máori lifestyle,” Senosi said. “They are a first nation people, like ourselves. They shared some of their language and cultural customs with us, including the haka which we asked them to teach us.” In exchange the pupils taught the visitors “the skeer”. “It was quite fun,” Senosi said. The choir surprised the Máori visitors by opening the workshop with their national anthem. “What a blessing,” Senosi said.

End in sight for Muizies beachfront refurb The refurbishment of the Muizenberg beachfront, involving replacing the aged seawalls and major upgrades to public amenities, is on track for completion by December. The contractor has placed 60% of the precast steps that will provide coastal protection and provide beach access at varied levels. The concrete work for the Surfer’s Corner section is complete, and work on the parking area next to the railway line and the landward landscaping is in progress. Huts will be back The four remaining beach huts on the eastern side of the beachfront were dismantled in July. The iconic huts will be replaced with similar ones. Those further down the coastline, closer to the river mouth, remain in place. * For regular updates on the project, click on https://forms.office. com/r/8rARD9z8SM or email muizenberg@chand.co.za.

City infrastructure investment hits all-time high Cape Town’s capital expenditure tally of over R12,2 billion for 2025/26 is not only a record for the City, but also the highest infrastructure investment made by any South African metro in a single year.
F
rom water and sanitation pipe replacements, and upgrades to wastewater treatment works, through the new Phase 2A MyCiTi expansion across the Cape Flats, and critical improvements to the electricity grid, to informal settlements upgrades, and projects to improve public amenities, roads, waterways and public spaces – every infrastructure project undertaken in 2025/26 has made Cape Town more future-fit.
Spending in all the right places The City’s top three capital budget spenders for the year were Safety and Security (99,85% of budget spent), Finance (99,45%) and Urban Waste Management (98,37%). The directorates in the so-called ‘billion club’, overseeing major investment portfolios of highly complex projects, were not far behind: Energy spent 96,53% (R1,29 bn) of its budget, followed by Human Settlements at 93,38% (R1,34 bn) and Water and Sanitation at 92,1% (R4,47 bn). While heavy-vehicle drivers are to keep left, stop and maintain low gear for the rest of the downhill section, drivers of normal light motor vehicles should merge into the righthand lane. Implementation of a permanent camera to enforce the compulsory stop is being planned.
Next stop for meter replacements The City’s free compulsory electricity meter replacement programme is heading to Claremont, Kenilworth and Wynberg. Old credit and prepaid meters will be replaced with newer prepaid versions. Affected residents will receive a letter or call to arrange installation. 2 CITYNEWS MyCiTi’s first ‘battery bus’ being piloted The first of 38 MyCiTi battery-electric buses – dubbed ‘Evie’ – has arrived and is being piloted on various routes. The aim is to see how the electric vehicle performs on steep inclines and downhill, in the stopand-go environment of the city, in heavy peak-hour traffic, and over longer distances. The rest of the buses are expected this year for operational roll-out to the metro southeast in 2027. The 12 m Volvo BZRLE battery-electric buses are the first MyCiTi vehicles with bodies designed and manufactured in South Africa. Test drive The pilot is undertaken in collaboration with the University of Cape Town and is funded by the City and through a grant from the Urban Electric Mobility Initiative (UEMI). It will assess battery performance, energy consumption, charging times, passenger loading, route profiles, and the impact of Cape Town’s climate on vehicle performance. Apart from determining the vehicles’ suitability, the findings of the pilot will also help refine operational planning, including charging strategies, maintenance requirements and driver training.

Making progress possible. Together.
Let’s continue climbing because the best is yet to come
A
s we approach the end of this five-year term of office, it is hard to believe how quickly the time has passed. It feels like only yesterday that I stepped into this job. Yet when I look at what we have achieved, it’s also been a remarkably busy five years. Cape Town is, undeniably, in a better place today than it was five years ago. We have added 418 000 new jobs – almost half of all jobs created across South Africa’s eight metros. We have made unprecedented investments in the infrastructure that makes our city work, from water and sanitation to electricity, roads, public transport, sports facilities and libraries. We have replaced and upgraded hundreds of kilometres of ageing sewer infrastructure, cutting sewer spills by a third. We have trained and deployed 1 380 new Law Enforcement and Metro Police officers, expanded our Safe Space shelters, delivered more state-subsidised homes than any other metro, and extended the MyCiTi network into the Cape Flats. We have also laid the foundations for a more resilient future – reducing our reliance on Eskom, cutting red tape for businesses and
their city is moving forward. And we are only getting started. Our plans for the years ahead are even bigger, including 700 MW of new independent power, hundreds of thousands more jobs, further expansion of affordable housing, continued investment in infrastructure, and South Africa’s first Metro Police detective branch. We will continue pushing for passenger rail devolution and keep working to make Cape Town the easiest place in Africa to start and grow a business. Five years ago, we set out to make Cape Town a city of hope – a beacon of what is possible when people choose to build, invest and believe in the future. Today, I believe we can confidently say that Cape Town is that beacon. There is still a long way to climb, but we have proven that progress is possible. And with the support of Cape Town’s resilient, talented and determined people, I am more optimistic than ever that we’ll reach the summit. Cape Town is stronger. Cape Town is building. Cape Town’s best days are still ahead.
A MESSAGE FROM THE EXECUTIVE MAYOR entrepreneurs, releasing City-owned land for affordable housing, and investing in cleaner, safer and better-maintained communities. These projects are much more than a list of completed tasks. They are about dignity. They are about a young person’s ability to find work, a family’s ability to live in a safe neighbourhood in a well-serviced home, a child’s ability to enjoy a clean pool or sports field, and residents’ ability to believe that

Dam levels down following lower-than-expected rainfall Remember, permanent water-wise rules apply yearround. Water gardens before 09:00 or after 18:00, and never use municipal water to hose down paved areas.
Drier conditions since May have slowed the rise in dam levels. With less rain forecast, we all need to keep using water wisely. The City’s target is 650 million litres a day, or less than 105 litres per person. Every drop saved helps protect our water supply.

Smart App gives neighbourhood watches the edge Some 270 Cape Town neighbourhood watches, representing nearly 1 400 people, have already joined the City’s custom-designed Smart App since go-live in 2024. The City created the Smart App in consultation with neighbourhood watches to provide them with easy access to critical municipal services and assistance. At the same time, it enables the City to determine hotspots and adjust deployment levels and priorities based on suburb-specific data.
Subscribe to CityNews If you would like CityNews delivered straight to your inbox, sign up at www.capetown.gov.za/subscribe. CityNews Online is delivered every two weeks and includes recent highlights, service delivery notices, reminders and alerts.
CityNews is distributed as an insert to a number of community papers. It is also available at City walk-in centres, at City libraries, on PressReader, and at some MyCiTi stations. If you want it emailed to you, send your email address to citynews@capetown.gov.za.
By March 2025, neighbourhood watch requests logged via the Smart App were at 1 072; a year later, this number had quadrupled to 4 303. Service requests and policing-related issues are most common. Watches can also use the app to manage their duty rosters, patrols and time schedules. Registration required While downloadable from the various app stores,
use of the app is limited to neighbourhood watches registered with Province’s Department of Police Oversight and Community Safety. Users require credentials that are only generated once their organisation’s registration is verified. * New registered neighbourhood watches who require training in the use of the Smart App can request this by emailing Rhelton.Jooste@capetown.gov.za.

Making progress possible. Together. Substance support for Tafelsig youth In response to growing demand for substance use treatment, the City has introduced a more intensive intervention at its Tafelsig Matrix® site. The programme RADPAL (Reducing Alcohol and Drug Use and Other Problem Behaviours among Adolescent Learners), first piloted at Tafelsig in 2021 for moderate substance use, has been converted into a longer intervention for adolescents engaged in more regular or severe substance behaviour. A similar youth-focused programme was initiated at the Parkwood Matrix® site last year. The regular RADPAL comprises two sessions with the adolescent and one with the caregiver, followed by a joint session, and one-month followups by staff to monitor progress. The longer version now also includes group sessions twice a week for one month, as well as a support group. This year alone, a monthly average of 18 young people have visited the Tafelsig site for assistance. Many are referred by their schools.

Making Main Road better, together Busy Rondebosch section requires rethink to ensure safety for all
R
esidents and stakeholders had until the end of June to help the City reimagine the section of Main Road between Belmont and Woolsack roads in Rondebosch. The section of road features the Baxter theatre to the north, Rustenburg Girls High, residences for students, small shops, educational facilities, restaurants, as well as the Rondebosch Main shopping centre to the south (see indicated area in aerial image alongside).
The why and what An increase in new development, changes in land use and more visitors and activities have seen the road change significantly over the past decade. The City would like the space to be safer for all users, more vibrant and better integrated. Potential interventions include improvements to pedestrian safety, creating more inviting and useful public spaces, rationalising parking for cars and delivery bikes, and traffic calming measures such as raised pedestrian crossings.
Working together to trap trash Three litterbooms in the Black river – restored and maintained by The Litterboom Project (TLP) thanks to a City grant – prevented nearly 94 tonnes of waste from entering the Atlantic Ocean from March to June. Community recycling on a roll Community recycling initiatives in Cape Town have already diverted over 28 000 kg of recyclables from landfill. Every kilogram diverted helps reduce pressure on our landfill sites, supports cleaner neighbourhoods, and creates opportunities in the recycling economy. Volunteers from areas including Delft, Khayelitsha, Langa, Mfuleni, Scottsville, Scottsdene, Dunoon and Eerste River have helped recover reusable materials that would have otherwise ended up in landfill. *Interested in joining a community recycling initiative? 4 CITYNEWS Your roadworks round-up The City is proposing permanent one-way systems along a portion of Strandfontein Service Road in Ottery, Cheddar Road in Wynberg and Kenmar Crescent in Claremont. The one-ways will improve traffic flow, enhance safety and create more organised roads around Wynberg High and Herschel Girls Preparatory, and will reduce congestion due to queued trucks in Ottery. In addition, construction has started on new pedestrian sidewalks along various roads in the Pelican Park area. Old Strandfontein Road, Lorikeet, Roadrunner, Weaver, Starling, Tinkerbird, Lark, Woodswallow and Caracara streets as well as Flycatcher and Seedsnipe roads are affected.

All systems go on Salt River site
Nearly 1 000 social and affordable housing units on the way
W
ith the City’s flagship Salt River Market site now handed over to developer Communicare, construction on the long-awaited development that will offer 300 social housing rental units and 670 affordable market units can start. In addition to the housing units, there will also be retail, a piazza, a day care and a sports field. The Salt River hall will be restored and preserved for its heritage value, and provision will be made for the four long-standing fresh produce traders at the market to continue operating to honour the origins of the site. Keep ’em coming Construction is also set to start this year on another three inner-city sites, delivering
over 3 000 affordable housing units in total. These are Newmarket Street (Foreshore), Pickwick Street (Salt River) and Fruit & Veg (Zonnebloem in Cape Town central). This forms part of the City’s broader land release programme with a pipeline of more than 12 000 housing opportunities in well-located areas of town. Took some doing The handover of the Salt River Market site followed a complex, multi-year process to resolve unlawful occupation at the site. This included the relocation of 70 informal households to upgraded accommodation in Maitland in May 2026, and resolving earlier issues of commercial traders occupying the site.

Colossal Duinefontein bridge beams complete The installation of 24 giant bridge beams at the intersection of Duinefontein and Govan Mbeki roads is complete. Heavy-duty cranes were used to lift and place the massive structures, each measuring 36 m in length and weighing around 40 tonnes. This marks another important milestone in the MyCiTi Phase 2A project, which will connect commuters from Khayelitsha, Mitchells Plain and surrounds with Claremont and Wynberg.
Refreshed Langa library a place to linger longer: The
newly renovated Langa library offers a safer and more welcoming environment for patrons and visitors. The R600 000 project included developing a separate parking area, cleaning the gutters and roof, tiling, repairing of windowsills, interior and exterior painting, and installing an access ramp for persons with disabilities. Upgrades to the City’s libraries in Lwandle, Brown’s Farm, Khayelitsha, Woodstock and Tafelsig are also on the cards.

SPEAKING OUT: “This happened to me two weeks ago.” “I was 19”, “I was 14”, “I was six”. One by one, a group made up mainly of women, called out the ages at which they were sexually assaulted during a silent demonstra-
tion outside Cape Town Central Police Station on Tuesday 16 September. The Cape of Storms lived up to its name as strong winds swept through Cape Town on Tuesday, but it could not silence the voices of women who had gathered to protest the murder of at least nine women in Ekurhuleni over a two-month period. The 100-strong group, dressed in black and holding placards reading “Girls just want to live” and “Leave women alone”, gathered outside the Castle of Good Hope before moving up to the police station, where they held their demonstration for about 30 minutes. The demonstration was organised by Cape Town-based stylist Selloane Jeminah Madonna, who said she had posted a call on social media, on Monday 15 September, for people to attend it and was overwhelmed by the response. are our ward Bylaw doesn’t need revision Where candidates?
“Imagine not being a South African.” These are some of the phrases making the rounds on social media. While they may seem like simple slogans, they capture something much deeper: a sense of pride in being South African. I am proud to be South African. I am proud of our culture, our people and our rich heritage. I am proud of our languages, our cultural history and the diversity that makes this country so unique. From the different traditions practised across our communities to the food, music, art and stories passed down from one generation to the next, there is so much that makes South Africa worth celebrating. Being a South African is not about belonging to one culture or speaking one language. It is about being part of a country made up of many identities, histories and experiences. Our diversity can sometimes be a source of division, but it can also be one of our greatest strengths when we choose to appreciate and learn from one another. What makes me particularly proud is our ability to find humour even during difficult times. South Africans have faced poverty, inequality, crime, unemployment and many other challenges, yet somehow, we continue to laugh, celebrate and come together. That spirit is perhaps best captured by the concept of Ubuntu: the belief that our humanity is connected to that of others. Ubuntu reminds us that we are not individuals living
..
PRIDE IN OUR COUNTRY SHOULD MEAN MORE THAN POSTING A FLAG .. in isolation. We are part of families, communities and a nation. When one person succeeds, it can inspire others. When one community is struggling, others should be willing to lend a helping hand. As we prepare to celebrate Heritage Day (Thursday 24 September), we should remember that our heritage is not simply something to wear proudly for one day of the year. It is something we should acknowledge, protect and pass on every day. Heritage Day gives us an opportunity to celebrate where we come from, but it should also encourage us to think about where we are going. We cannot truly celebrate our heritage while ignoring the challenges faced by many. Pride in our country should mean more than posting a flag or wearing traditional clothing. It should mean caring about our communities, respecting our different cultures and languages, supporting local talent and standing together when others are in need. There is no doubt that we have our problems. But there is also so much to love. From our vibrant communities and beautiful landscapes to our music, food, languages, humour and resilience, there is something special about being South African. So, as Heritage Day approaches, I will proudly say it: I am South African. And I am proud of it. “No DNA, just RSA.” - KAYLYNNE BANTOM
How strange that the TygerBurger keeps publishing targeted articles apparently supporting the new City of Cape Town animal keeping bylaw. The current animal keeping bylaw was perfectly adequate to stop circuses which use wild animals for entertainment, from setting up shop in Cape Town. Yet the City of Cape Town continued issuing permits to the Circus for the past 20 years. Now that the City desperately wants to pass the new animal keeping bylaw with it's registrations and restrictions on pets, and outrageous power to take away the freedom of middle class responsible pet owners, now suddenly the City covers up its true intentions behind the circus debate.
This is how a Trojan horse operates. CONCERNED CAPETONIAN, Email
TygerBurger covers matters of public interest as they arise. The proposed animal-keeping bylaw is exactly that — a matter of public interest — and our reporting reflects the scope of the proposed bylaw and the range of views being expressed, not a predetermined editorial line. Covering distinct policy questions and issues is not a "Trojan horse" — it is journalism. We welcome robust public debate and will continue to publish letters from all sides. - ED
Contest rezoning of property The residents in De Villiers Street are under threat because of a building with 18 flats being given the green light to proceed with completion. Since 2020 the residents in De Villiers street have petitioned the building of the property on two plots of 1190m². The double storied building was set to be built on top of a pool, whether proper regulations were followed we are not sure. The bottom floor which comprises approximately 12 units was rented out to approximately 35 – 40 people since 2020. The neighbours suffered intimidation, threats, noise levels increased by the motorcycle delivery tenants, vehicle break-ins increased, house break-ins increased, vagrants and unsavory elements frequented the property, drugs were used while sitting in parked vehicles outside the premises, parking in front of residents' driveways, urinating outside the property, bin day it was chaos with eight bins from the property where the vagrants fight and have their own market. Since 2020 no progress was made by authorities in communicating with the neighbours who have escalated their complaints to the DA Ward councillor and the newspaper. Thus far five neighbours have sold their properties
due to intimidation, property devaluation and unhappiness. Their properties were bought by foreigners who took advantage of cheap under valuated properties and have now converted the properties to rental rooms where up to 12 people reside with their children and approximately six vehicles per residence. This resulted in more chaos and unpleasantness. In June this year the flats' tenants were all evicted and neighbours breathed a sigh of relief. There are write-ups on the internet where a property owner who has flats in Oakdale was fined R1 million for illegal building and trespassing the rezoning laws. His lawyers argued that the municipality was to blame for taking too long and that he is a victim of municipal tardiness and he cannot afford a R1 million fine, but is expected to pay a R15 000 penalty for proceeding with his wrong doing of building illegally and trespassing the rezoning laws. The municipality has now given the neighbours of De Villiers Street an option to contest the application of rezoning the property in De Villiers Street with a due date of 16 October. The existing neighbours have not all been informed of this process at the time of posting this information. JOSEPH PASQUALLI, Oakdale
New solutions to crime needed I hope our new detective commander can do something about the crime in Durbanville. We need better training for our officers and officers that care about Durbanville. We need a faster rate of response to crime.
We need reservist police officers that can help out in the uniform branch and the detective branch. There are so many solutions; just get some old police officers together and you'll solve a lot of crime. ERNIE HAGEN, Durbanville
With the local government elections approaching in November, one question needs to be asked: where are the candidates who want our votes? In neighbouring Ward 10, residents are already being introduced to candidates, hearing their plans and engaging with their manifesto. Here in our ward (Oakdale) there appears to be an uncomfortable silence. That silence comes as our community faces serious concerns, including prostitution, drug-related activity, muggings, vagrancy and growing safety fears. Residents are being robbed in broad daylight, while incidents involving guns have heightened concerns about our streets, parks and public spaces. So, where are our prospective ward councillors? What specifically will you do about these problems? What can you realistically achieve within the powers of a ward councillor and the City? What are your priorities, and what will you tackle first? What measurable commitments are you prepared to make? What will you do in your first 100 days? How will you work with the police, the City, CID, community organisations and residents? How will you report back to residents on progress, failures and outstanding issues? What will you do differently from the previous council term? What specific improvements should residents expect to see, and by when? And importantly, what are we actually voting for? This is not about telling anyone how to vote. It is about asking residents to think before they vote. We should know the candidates, hear their plans, challenge their claims and compare their commitments. If candidates want our votes, they should come and speak to us. Our community deserves representation that has to earn our confidence. So, where are our candidates? DR ANTHONY UMETOR, Oakdale

Commuters to pay more for fares KAILIN DANIELS
C
KAILIN.DANIELS@NOVUSMEDIA.CO.ZA
ommuters using Golden Arrow Bus Services (GABS) will face higher fares from Monday 28 September, after the company announced an average 4.5% increase on selected cash fares. The fare adjustment will mainly affect passengers paying cash for off-peak journeys, while most peak-period fares and Gold Card multi-journey products will remain unchanged. TARGETED INCREASE According to GABS, the increase has been limited to selected fares in an effort to reduce the impact on commuters who rely on the bus service during peak travel periods. Off-peak cash fares, which apply to journeys between 08:00 and 16:00, will see increases, while most peak cash fares will remain at their current levels. Selected peak fares will, however, also be adjusted. GABS spokesperson Bronwen DykeBeyer said the company had opted for a targeted adjustment rather than increasing fares across the board. The company said it had absorbed a significant portion of the increases in its operating costs, but could no longer absorb all of the additional expenses without making adjustments to some fares. GOLD CARD FARES UNCHANGED Passengers who use Gold Card multijourney products will not be affected by the increase. GABS said these products continued to provide commuters with savings compared with paying cash for individual journeys, with discounts of up to 45% available on certain products.
ADJUSTMENT AFFECTS OFF-PEAK CASH FARES ONLY FOR NOW The reusable GABS Gold Card costs R40 as a once-off purchase. The Go Easy multi-journey products currently include five rides for R134, 10 rides for R248.50 and 48 rides for R1 093. The products can be used on almost all GABS routes, giving regular commuters an alternative to paying the increased cash fares. RISING COST OF RUNNING BUSES The fare increase comes as public transport operators continue to face higher operating costs, including fuel, vehicle maintenance, spare parts, tyres and labour. GABS said it had made efforts to contain these costs and protect commuters from increases for as long as possible. The company previously said in March that commuters would not face an immediate fare increase despite rising fuel costs, indicating that it was absorbing the additional expense at the time. The latest adjustment means commuters who continue paying cash, particularly those travelling outside peak periods, will now have to factor the higher fares into their daily transport costs. GABS has encouraged regular passengers to consider its multi-journey products as a way of reducing the cost of individual trips. NEW FARES AVAILABLE FROM WEDNESDAY Passengers wanting to know exactly how the increase will affect their particular
GABS commuters face a 4.5% average increase on selected cash fares from 28 September, while most peak fares and Gold Card products remain unchanged.
route will be able to obtain the new fare information from the GABS Transport Information Centre. The information will be available from Wednesday 23 September by calling 0800 65 64 63. The company said the targeted nature of the increase meant that not all commuters would experience a fare change, with Gold Card multi-journey users and most peakperiod cash passengers protected from the adjustment. COMMUTERS PETITION AGAINST MYCITI INCREASE TygerBurger previously reported that commuters, residents and the public launched a petition opposing the City of Cape Town’s decision to increase the MyCiTi monthly pass from R1 000 to R1 500 from 1 July.
The 50% increase prompted calls for the fare structure to be reviewed and for relief measures to be introduced for workers, learners and low-income commuters. Petitioners also called for greater transparency around the costs, subsidies and fuel-related increases used to determine fares, as well as public engagement with affected communities. The City, however, said the MyCiTi increase was necessary to keep the service financially sustainable, with Mayco member for urban mobility Rob Quintas saying the City had been absorbing rising fuel costs for months. He said the City was spending an additional R9.1 million a month on fuel and warned that failing to maintain the service's financial sustainability could result in routes being cut or services reduced.
