wo City of Cape Town Traffic Services officers were injured and three City vehicles were damaged during an illegal street racing operation in Paarden Eiland on Thursday night, 17 September. According to the City’s Mayco member for safety and security, JP Smith, officers arrested two motorists shortly after 23:00 for reckless and negligent driving and participating in an illegal street race. However, the racing resumed around midnight, resulting in a third arrest. Smith said the third driver was arrested for allegedly participating in illegal street racing, driving under the influence of alcohol, failing to stop and malicious damage to property after colliding with a traffic vehicle.

CROWD TURNS HOSTILE The situation escalated when officers attempted to impound the vehicle. Two officers sustained injuries during the incident. Maitland police were called to assist, allowing officers to pursue the vehicle they had attempted to impound. The vehicle had subsequently been towed away from the scene. Police arrested the driver behind the wheel of the towed vehicle on charges including riotous behaviour, intimidation, threatening a peace officer, hindering and obstructing a peace officer and inciting violence. “When officers tried to take the vehicle, the crowd of spectators became hostile and damaged two more traffic vehicles – one vehicle had its side and rear windows smashed,” Smith said. All four suspects were detained at Maitland Police Station, while the three vehicles allegedly used in the illegal street

races were impounded under the City’s traffic by-law. Marine Drive was eventually cleared at 01:45.Smith condemned the incident, saying there was no justification for breaking the law and attacking officials enforcing it. “I am deeply disturbed by the attack on our Traffic Services during an illegal street racing operation in Paarden Eiland last night,” he said. “The behaviour of those involved in this fracas is yet another example of the lawlessness that exists on our roads and in our society. There can be no justification for breaking the law and then attacking the very people who are employed to serve and protect by enforcing those laws.” The City is offering a reward for information that leads to the arrest of people who attacked its enforcement staff. KAILIN.DANIELS@NOVUSMEDIA.CO.ZA
ape Town motorsport is mourning the death of racing driver Marcel Angel (62) after his car crashed through a wall at Killarney International Raceway in Cape Town during the Extreme Festival on Saturday 19 September. Angel, the owner of Cape Townbased Autohaus Angel, reportedly crashed his car at the end of the back straight, going through a wall near the entrance to the landfill site. The crash happened during Race 1 of the Extreme SuperCars Driven by Dunlop. He died in the incident. MOTORSPORT MOURNS MARCEL ANGEL WHO DIED IN CRASH AT KILLARNEY RACEWAY Angel tragically succumbed to his injuries. “The Killarney family are deeply saddened by the passing of experienced Supercar racer Marcel Angel during the Extreme Festival event at Killarney International Raceway on 19 September 2026,” the raceway said. The remainder of the Extreme Festival event was cancelled out of respect for Angel’s family. Killarney extended its condolences to Angel’s wife, Mica, as well as his family and friends. “Our heartfelt condolences go out to Marcel’s wife Mica, his family and friends during this difficult time,” the raceway said. “May he rest in peace.” The fatal crash occurred as the Extreme Festival’s national roster returned to Killarney for its final coastal event of 2026. According to an eyewitness, one of the security guards at the landfill was also injured during the crash. Angel was a familiar name in local motorsport and had competed at Killarney in the Pirelli V8 Masters, including behind the wheel of an Autohaus Angel Ferrari. Motorsport South Africa records show him competing at Killarney in
previous events. ANOTHER DRIVER CRASHED THROUGH SAME WALL The fatal crash has also brought renewed attention to the section of the Killarney circuit after another driver reportedly crashed through the same wall several months ago during a different racing event. The driver’s identity and the circumstances surrounding the earlier crash are not known to TygerBurger at this stage. The Killarney racing community is also mourning the death of another driver, Robert Wolk, who was due to compete at the Killarney event over the weekend. Wolk, 41, was fatally shot in Kempton Park on Wednesday 16 September while preparing to travel to Cape Town for the race weekend. Gauteng police confirmed three suspects were arrested in connection to Wolk’s murder. His death has sent shockwaves through South African motorsport. Wolk’s career spanned almost three decades, beginning in karting before moving into single-seaters and touring cars. His achievements included South African Junior GP Kart

Championship titles in 1995 and 1997, multiple Formula Ford championships, the 2013 South African Formula Volkswagen Championship, the 2015 Formula 1600 Championship and consecutive SA GTC titles in 2021 and 2022. He also won the 2024 South African Touring Cars Championship and claimed his
second Simola Hillclimb King of the Hill title in May this year. In June, he returned to South African Touring Cars with a victory at Aldo Scribante. Motorsport South Africa described Wolk as a hugely respected figure in the sport and said he remained active at national level right up to his death.

Clean-ups alone won’t save coastline KAILIN DANIELS
T
KAILIN.DANIELS@NOVUSMEDIA.CO.ZA
he next plastic bottle to wash up on a beach may already be somewhere inland, lying beside a road, trapped in a stormwater drain or tangled in reeds along a river, waiting for the next heavy downpour to carry it towards the ocean. Across Table View, Milnerton and other parts of Cape Town’s coastline, beach clean-ups have become a familiar sight. Volunteers walk the sand with gloves and bags, collecting bottles, food packaging, bottle tops, fishing line, lollipop sticks and fragments of plastic that have accumulated along the shoreline. For a few hours, the beaches look cleaner. But the problem does not necessarily end when the bags are taken away. After heavy rain, more litter can be swept through streets and stormwater systems, into rivers and canals and eventually towards the coast. Some of it may have travelled kilometres before the tide deposits it on the sand. That means the plastic found on Cape Town’s beaches can be the final visible stage of a much longer journey, one that begins in neighbourhoods far from the shoreline. For Save A Fishie founder Zoë Prinsloo, who has spent years cleaning Milnerton Lagoon and surrounding beaches, the sheer volume of plastic is impossible to ignore. “I’ve been cleaning Milnerton Lagoon now for six, seven years... plastics, singleuse earbud sticks, lollipop sticks, bottle tops... we see it everywhere, not just Lagoon beach,” Prinsloo said. “It’s insane the amount that has gathered.” The question is no longer simply how to clean the beach. It is how to stop the plastic from making the journey to the beach in the first place. THE BEACH IS WHERE WE SEE THE PROBLEM Cape Town’s coastline stretches across a vast and varied urban area, but many of its beaches share a common problem: they are connected to what happens inland. Rainwater flowing through streets and stormwater drains can carry litter into canals and rivers, while illegal dumping, loose waste and poorly contained rubbish can provide a steady supply of material for the next rainfall event. In the Milnerton and Table View area, the Diep River and Milnerton Lagoon provide a particularly clear example of how that connection works. The lagoon sits within a wider catchment that includes stormwater infrastructure, canals, roads and surrounding communities. When heavy rain falls, material from these areas can
Waste is intercepted in a river before it can continue downstream and reach the ocean.
A discarded plastic bottle on the shoreline is a reminder of the waste that can travel from inland areas to the sea.
INLAND LITTER WILL EVENTUALLY WASH INTO THE SEA be transported towards waterways and eventually the coastline. Environmental activist Caroline Marx, founder of ReThinkTheStink, has repeatedly highlighted the connection. After heavy rain brought large amounts of rubbish onto Milnerton Beach, Marx said: “All this trash on Milnerton Beach was washed out of the Black/Salt River by the rains.” Her observation points to a wider reality for Cape Town. The beach is often where the pollution becomes visible, rather than where it begins. The City of Cape Town has introduced several measures intended to stop solid waste before it reaches waterways and the ocean. Litter traps have been installed at stormwater outfalls in areas including Milnerton, Royal Ascot, Joe Slovo and Phoenix. The City has also used interim waste interceptors in the Diep, Black and Salt rivers and the Jakkelsvlei Canal. The interventions are designed to capture solid waste before it can continue downstream. The City is also upgrading infrastructure across the catchment, including pump stations, sewer networks and stormwater systems. Projects include upgrades at the Koeberg Road, Phoenix, Dunoon and Sanddrift East pump stations, while work at Milky Way Pond is aimed at improving stormwater quality before it reaches the Diep River. A stormwater master plan is also being developed for Dunoon and Doornbach, where the City has identified inadequate formal stormwater and sewer infrastructure, illegal sewer connections and greywater entering streets and stormwater drains as contributors to pollution. The projects form part of a broader attempt to deal with pollution before it reaches Cape Town’s coastline. CATCHING PLASTIC BEFORE IT REACHES THE SEA
The Litterboom Project has built its work around this principle through what it calls a “Source to Sea” approach, which combines river interception with education and efforts to change behaviour. Founder Cameron Service has described the philosophy behind the work: “We don’t believe in a few people doing things perfectly, but rather everyone making an effort imperfectly.” Floating barriers are used to collect waste travelling downstream, allowing it to be removed, sorted and, where possible, recycled before reaching the ocean. The idea is simple: intervene earlier. Dr Jaime Leigh Johnson, a marine
Schools joined the Eco Schools Challenge, with learners helping remove litter from Cape Town’s coastline.
The Litterboom Project works upstream to capture plastic and other waste travelling through Cape Town’s waterways.

and conservation scientist at the Cape Peninsula University of Technology, has been involved in research examining microplastic pollution in South African aquatic environments. A 2026 study involving Johnson found microplastics in 98% of samples collected from rocky tidal pools at Nature’s Valley, including seawater, sand, seaweed and invertebrates. Johnson was also involved in a 2023 study examining microplastics in urban and peri-urban mangrove ecosystems in South Africa, where microplastics were detected in water, sediment and the tissues of invertebrates. The research highlights why the plastic problem cannot be measured only by what can be seen on a beach. A bottle on the sand can be removed. Plastic that has fragmented into tiny particles and entered water, sediment or organisms is a far more complicated problem. FROM TABLE VIEW STREETS TO THE DIEP RIVER For residents of Table View, Milnerton and surrounding suburbs, however, the problem is not confined to laboratories or environmental reports. It can be seen around waterways and stormwater infrastructure, particularly after rainfall. Table View resident Lance Rautenbach said: “We have started buying less singleuse plastic where we can. We use reusable shopping bags and water bottles, and we try to buy products with less packaging. It feels like a small thing, but if thousands of households do it, surely that must reduce the amount of plastic entering the waste
stream. I recycle because I believe it is the right thing to do, but recycling cannot be the only solution.” Cape Town’s beaches may look like the end of the story, but they are often only where the story becomes visible. The City is working on stormwater, sewer and pump-station infrastructure and has introduced litter traps and other interception measures. Community organisations are removing waste from the coastline, river projects are attempting to intercept plastic upstream, and scientists are documenting what happens to the plastic that cannot simply be picked up. But the recurring litter along Cape Town’s coastline leaves an uncomfortable question after every clean-up: What happens after the volunteers go home? The answer may be unfolding several kilometres away. It may be a plastic bottle lying beside a road in Table View, a wrapper caught in a stormwater drain in another suburb, or a bag tangled in vegetation beside a river. It may sit there unnoticed until the next heavy rain turns streets into channels and channels into rivers. Then it starts moving. Through Cape Town’s stormwater network. Into its rivers and canals. Towards its lagoons and estuaries. And eventually, towards the sea. By the time that piece of plastic reaches the beach, it is no longer just litter. It is evidence of everything that happened upstream. And that is why the future of Cape Town’s beaches may depend on what happens far beyond the shoreline, in the streets, drains, rivers and communities where the next piece of plastic is already waiting for the rain.

Water quality ‘stable’ near outfalls KAILIN DANIELS KAILIN.DANIELS@NOVUSMEDIA.CO.ZA
W
ater quality around Cape Town’s three sewage marine outfalls remains generally stable and within prescribed guidelines, according to the City ’s latest monitoring results. The City says 98.6% of 513 seawater samples collected between April and June met water quality guidelines, with seven samples recording higher-than-allowed levels of enterococci, a type of bacteria used as an indicator of faecal contamination. The results, presented at the Permit Advisory Forum on Friday 21 August, cover monitoring around the Camps Bay, Green Point and Hout Bay marine outfalls. The City says most of the exceedances were detected close to the outfall outlets, while only one was recorded outside the edge of the designated mixing zone at a mid-shore monitoring site. The latest findings are broadly consistent with the results recorded over the previous two years, which the City says indicate generally stable coastal water quality around the three outfalls. LATEST RESULTS Mayco member for water and sanitation Zahid Badroodien said the results were encouraging but warned against complacency.
“While the findings show that water quality around the marine outfalls remains largely within guideline standards, we are not complacent,” Badroodien said. He said protecting and improving the health of Cape Town’s marine environment remained a priority, with the City continuing its monitoring programme and assessing future treatment solutions. One instance of acute toxicity was also detected at a Camps Bay monitoring site in May, according to the City. The City says the monitoring programme is intended to provide ongoing scientific information about the condition of coastal waters around the marine outfalls and to inform future decisions about wastewater infrastructure. EFFLUENT UNDER SCRUTINY The City is also continuing to test the quality of effluent discharged through the three marine outfalls. For the April to June quarter, the City’s own grab-sample results recorded compliance with current Coastal Water Discharge limits of 88.7% at Camps Bay, 86% at Green Point and 99.4% at Hout Bay. Independent external laboratory compositesample results recorded higher compliance rates of 97.9% at Camps Bay, 97.2% at Green Point and 97.9% at Hout Bay. The figures form part of the City’s ongoing reporting and
Councillor Carolynne Franklin (left) officiated the Permit Advisory Forum meeting as acting chairperson. Right: Councillor Karl Bodin.
CITY SAYS SEWAGE MARINE OUTFALLS ARE WITHIN PRESCRIBED GUIDELINES monitoring obligations around the three outfalls. Meanwhile, the City says its programme to refurbish and strengthen the three marine outfall systems is progressing. The refurbishment contract began on 14 January 2026, while a construction work permit covering the three outfall pump stations was issued in April. The City says equipment procurement is underway, with key mechanical and electrical equipment, including pumps, screens and washer compactors, expected to be delivered and installed. The refurbishment forms part of the City’s mediumterm plans for the systems between 2026 and 2028. LONG-TERM TREATMENT The City is also investigating alternatives to the current marine outfall system, including additional treatment processes. It says 60 potential design
options have been assessed and narrowed down to nine viable scenarios. The preferred long-term concept includes biological treatment using activated sludge bioreactors and sludge management, followed by advanced treatment aimed at addressing contaminants of emerging concern. The feasibility study is about 85% complete, with the final report expected by the end of September. Any long-term solution will depend on the outcome of the feasibility study, environmental authorisations and available funding. ACTIONSA AWAITS OUTCOME The latest City findings come amid continued criticism from ActionSA over the use of marine outfalls. ActionSA has previously challenged the City’s compliance with permit conditions and has raised concerns about the
discharge of wastewater into the ocean. The party has also pursued regulatory and legal avenues relating to the outfalls. ActionSA said it was still awaiting an outcome in a matter lodged in 2024 concerning allegations that the City had breached environmental permit conditions and regulations. The City, however, maintains that its marine outfalls are subject to monitoring and regulation and that coastal water quality remains generally stable. The Department of Forestry, Fisheries and the Environment has previously confirmed that wastewater discharge into coastal waters is regulated through Coastal Waters Discharge Permits. The City has also expanded its coastal monitoring programme to include wastewater treatment works at Mitchells Plain, Simon’s Town, Millers Point, Llandudno and Oudekraal. The expanded monitoring is intended to assess environmental impacts associated with treated effluent discharges and compliance with recently issued Coastal Water Discharge Permits. For residents and beach users, the City’s latest results provide reassurance that the monitored coastal waters around the three marine outfalls remain largely within the applicable water quality guidelines, while longerterm treatment options continue to be investigated.

Killarney waste centre back in business The Killarney community recycling centre, previously the Killarney drop-off, resumed full operations in mid-July following upgrades and maintenance. A maximum of three loads per vehicle per day may be disposed of at the facility. Vehicles, including attached trailers, may not exceed a carrying capacity of 1,5 tonnes. Please separate and sort waste beforehand, and dispose of each waste stream in the designated area only. Loads containing mixed or contaminated waste may be refused. Garden waste also welcome Customers may also dispose of up to three loads of garden waste per day at Killarney. Other City garden waste drop-offs are Hout Bay, Prince George Drive and Tygerdal. Commercial customers who have reached their daily limit may use the Coastal Park landfill.

City infrastructure investment hits all-time high Cape Town’s capital expenditure tally of over R12,2 billion for 2025/26 is not only a record for the City, but also the highest infrastructure investment made by any South African metro in a single year.

rom water and sanitation pipe replacements, and upgrades to wastewater treatment works, through the new Phase 2A MyCiTi expansion across the Cape Flats, and critical improvements to the electricity grid, to informal settlements upgrades, and projects to improve public amenities, roads, waterways and public spaces – every infrastructure project undertaken in 2025/26 has made Cape Town more future-fit.
Spending in all the right places The City’s top three capital budget spenders for the year were Safety and Security (99,85% of budget spent), Finance (99,45%) and Urban Waste Management (98,37%). The directorates in the so-called ‘billion club’, overseeing major investment portfolios of highly complex projects, were not far behind: Energy spent 96,53% (R1,29 bn) of its budget, followed by Human Settlements at 93,38% (R1,34 bn) and Water and Sanitation at 92,1% (R4,47 bn). 2 CITYNEWS MyCiTi’s first ‘battery bus’ being piloted The first of 38 MyCiTi battery-electric buses – dubbed ‘Evie’ – has arrived and is being piloted on various routes. The aim is to see how the electric vehicle performs on steep inclines and downhill, in the stopand-go environment of the city, in heavy peak-hour traffic, and over longer distances. The rest of the buses are expected this year for operational roll-out to the metro southeast in 2027. The 12 m Volvo BZRLE battery-electric buses are the first MyCiTi vehicles with bodies designed and manufactured in South Africa. Test drive The pilot is undertaken in collaboration with the University of Cape Town and is funded by the City and through a grant from the Urban Electric Mobility Initiative (UEMI). It will assess battery performance, energy consumption, charging times, passenger loading, route profiles, and the impact of Cape Town’s climate on vehicle performance. Apart from determining the vehicles’ suitability, the findings of the pilot will also help refine operational planning, including charging strategies, maintenance requirements and driver training.

Making progress possible. Together.
Let’s continue climbing because the best is yet to come
A
s we approach the end of this five-year term of office, it is hard to believe how quickly the time has passed. It feels like only yesterday that I stepped into this job. Yet when I look at what we have achieved, it’s also been a remarkably busy five years. Cape Town is, undeniably, in a better place today than it was five years ago. We have added 418 000 new jobs – almost half of all jobs created across South Africa’s eight metros. We have made unprecedented investments in the infrastructure that makes our city work, from water and sanitation to electricity, roads, public transport, sports facilities and libraries. We have replaced and upgraded hundreds of kilometres of ageing sewer infrastructure, cutting sewer spills by a third. We have trained and deployed 1 380 new Law Enforcement and Metro Police officers, expanded our Safe Space shelters, delivered more state-subsidised homes than any other metro, and extended the MyCiTi network into the Cape Flats. We have also laid the foundations for a more resilient future – reducing our reliance on Eskom, cutting red tape for businesses and
their city is moving forward. And we are only getting started. Our plans for the years ahead are even bigger, including 700 MW of new independent power, hundreds of thousands more jobs, further expansion of affordable housing, continued investment in infrastructure, and South Africa’s first Metro Police detective branch. We will continue pushing for passenger rail devolution and keep working to make Cape Town the easiest place in Africa to start and grow a business. Five years ago, we set out to make Cape Town a city of hope – a beacon of what is possible when people choose to build, invest and believe in the future. Today, I believe we can confidently say that Cape Town is that beacon. There is still a long way to climb, but we have proven that progress is possible. And with the support of Cape Town’s resilient, talented and determined people, I am more optimistic than ever that we’ll reach the summit. Cape Town is stronger. Cape Town is building. Cape Town’s best days are still ahead.
A MESSAGE FROM THE EXECUTIVE MAYOR entrepreneurs, releasing City-owned land for affordable housing, and investing in cleaner, safer and better-maintained communities. These projects are much more than a list of completed tasks. They are about dignity. They are about a young person’s ability to find work, a family’s ability to live in a safe neighbourhood in a well-serviced home, a child’s ability to enjoy a clean pool or sports field, and residents’ ability to believe that

Dam levels down following lower-than-expected rainfall Remember, permanent water-wise rules apply yearround. Water gardens before 09:00 or after 18:00, and never use municipal water to hose down paved areas.
Drier conditions since May have slowed the rise in dam levels. With less rain forecast, we all need to keep using water wisely. The City’s target is 650 million litres a day, or less than 105 litres per person. Every drop saved helps protect our water supply.

Smart App gives neighbourhood watches the edge Some 270 Cape Town neighbourhood watches, representing nearly 1 400 people, have already joined the City’s custom-designed Smart App since go-live in 2024. The City created the Smart App in consultation with neighbourhood watches to provide them with easy access to critical municipal services and assistance. At the same time, it enables the City to determine hotspots and adjust deployment levels and priorities based on suburb-specific data.
Subscribe to CityNews If you would like CityNews delivered straight to your inbox, sign up at www.capetown.gov.za/subscribe. CityNews Online is delivered every two weeks and includes recent highlights, service delivery notices, reminders and alerts.
CityNews is distributed as an insert to a number of community papers. It is also available at City walk-in centres, at City libraries, on PressReader, and at some MyCiTi stations. If you want it emailed to you, send your email address to citynews@capetown.gov.za.
By March 2025, neighbourhood watch requests logged via the Smart App were at 1 072; a year later, this number had quadrupled to 4 303. Service requests and policing-related issues are most common. Watches can also use the app to manage their duty rosters, patrols and time schedules. Registration required While downloadable from the various app stores,
use of the app is limited to neighbourhood watches registered with Province’s Department of Police Oversight and Community Safety. Users require credentials that are only generated once their organisation’s registration is verified. * New registered neighbourhood watches who require training in the use of the Smart App can request this by emailing Rhelton.Jooste@capetown.gov.za.

Manzi drops in on nearly 100 schools For 2026 to date, the City’s water mascot, Manzi, has visited just under 100 schools across town to build water awareness among Cape Town’s youth. Through song, dance, interactive games and quizzes, the children learn about responsible water use and how they can help conserve water through smart habits at home, school and in their communities. The educational programme forms part of ongoing efforts to educate communities about water security and the need to adapt to the impacts of climate change. It also offers an opportunity to explain what the City is doing to diversify its water supply to reduce reliance on rainfall-dependent sources, including water reuse, desalination and other innovations.

Milnerton lagoon on the mend Cleaner water and returning marine life are encouraging signs of recovery
T
he long-term project to restore the Milnerton lagoon is delivering positive results. This is largely the result of ongoing investment in sewer and wastewater infrastructure in the wider Diep river catchment, preventing pollution and nutrient build-up.
Sewers and effluent being sorted Preventative sewer maintenance remains a priority, with more than 31 km of sewer pipelines proactively cleaned across the catchment in 2025/26. Sewer rehabilitation continues across Milnerton, Century City and Montague Gardens. The Potsdam wastewater plant – a major focus in efforts to improve the quality of water discharged into the Diep river – recently achieved two consecutive weeks of 100% compliance across all effluent quality parameters. Real-time monitoring of all 56 pump stations in the Potsdam catchment also enables faster fault detection. A number of pump station upgrades are at various stages of completion, including
at Koeberg Road, Dunoon, Phoenix, Table View East and Sanddrift East.
Encouraging signs Recent monitoring points to better water quality in the lagoon. Winter rainfall, along

with recovering estuary conditions, has seen salinity and sediment levels improve. Marine life also seems to be returning to the catchment area, as seen with the recen capture of a southern mullet high up the Diep river. Since monitoring of ambient air quality in the lagoon area started in February, the World Health Organization’s daily guideline for foul-smelling hydrogen sulphide has not been exceeded. Continued improvements in wastewater treatment and sewer system performance should further reduce any odour impacts. Dredging somewhat delayed Although environmental authorisation for dredging of the lagoon has been granted, eight appeals have been lodged. A final decision is expected later in 2026. Should the authorisation be upheld, dredging is expected to commence in early 2027. Planning for saline water ingress has been completed and implementation depends on the issuing of a section 28 directive in terms of the National Environmental Management Act.

Loxton Road bridge fix in full swing Repairs to the Loxton Road bridge in Milnerton, between Marine Drive and the Woodbridge Island parking area, are scheduled for completion by December. The timber balustrades are being replaced with galvanised steel ones, damaged concrete piers are being repaired, and all concrete surfaces are receiving a protective coating. Pedestrian access will be maintained throughout the construction period, although portions of the walkway may be temporarily closed off. If so, pedestrians will be directed towards the opposite walkway or alternative routes.

Come on, summer! Cape Town will kick off the summer holiday season
with the Mother City’s largest, free open-air concert on the Grand Parade on Sunday 29 November. Locals and visitors can again look forward to a vibrant celebration of music, culture and community, culminating in the official switch-on of the festive lights along Adderley and Darling streets. Last year’s event attracted a record crowd of more than 100 000 people. The full entertainment line-up and programme details will be announced in the weeks leading up to the event. Keep an eye on news channels or visit eventsincapetown.com.
In a clean-up operation in Langa in May, community members took ownership of their area, removing more than 200 bags of litter from the stormwater system and clearing over 20 drains. The initiative was driven by non-profit Abahlobo Ekuhlaleni and made possible by City grant funding. The clean-up formed part of the organisation’s broader drain restoration and water-saving campaign implemented between February and June. Environmental restoration efforts
were combined with community education on waste management practices to help prevent flooding, pollution and unhealthy living conditions in the Lower Salt river subcatchment. Abahlobo Ekuhlaleni also trained 30 community volunteers as ‘water guardians’ to champion environmental stewardship, reached 500 households with its water-saving message, and demonstrated practical greywater reuse methods to residents.
City calls for Annandale proposals The City is inviting developers to submit proposals for an innovative affordable housing development on the Annandale site, Milnerton. Submissions close on 21 October 2026. The 71,8 ha site, valued at R256 million, forms part of the City’s accelerated land release programme. The programme aims to unlock well-located municipal land for the provision of affordable housing opportunities through public–private partnerships. Affordable housing caters to households earning between R3 500 and R34 400 per month, who represent
one of the fastest-growing segments of housing demand in Cape Town. Building a community Strategically located along the N7, the Annandale site is ideal for the development of an integrated mixeduse, mixed-income neighbourhood. The vision is to provide affordable housing alongside other residential development, commercial and retail opportunities, educational facilities, community services, transport infrastructure and quality public open spaces.
City grant funding for 2025/26 – ran a successful community campaign in Langa, taking action to keep the area’s stormwater system clear, stamp out pollution and help conserve scarce water resources.

4 CITYNEWS Okavango revamp Work is being carried out along Okavango Road at the intersection of Okavango and Hennop roads in Kraaifontein and Durbanville on weekdays, 07:30–17:00, and Saturdays, 07:30–14:00. It includes road and intersection widening, stormwater drainage improvements and upgrades to signalisation and streetlighting. The project is planned for completion by December 2026.
Builders urged to comply The revised Municipal Planning By-law, 2025, allows the City to take decisive action against those who ignore notices to cease illegal building work, such as individuals building without approved plans or deviating from approved plans. The by-law permits the City to impound the movable property of such developers, owners and contractors. Impounded assets are stored safely until the owner has paid the release fee. The City has 76 building inspectors who conduct some 16 000 building site inspections per month across town.
Rules are rules: Building tools
and equipment used on an illegal Edgemead building site were impounded in August, as mandated by the Municipal Planning By-law.

Treatment plants get high praise Green Drop certification and gold status confirm outstanding performance
A
tlantis’s Wesfleur wastewater treatment works (WWTW) is one of only 14 wastewater plants nationally that have received Green Drop certification from the national Department of Water and Sanitation. Certification acknowledges exceptional management, operations and maintenance. Got their Drops in a row What’s more, the Wesfleur WWTW was also awarded gold status for achieving certification in two consecutive assessment cycles. The WWTW comprises two separate activated-sludge plants for industrial and domestic wastewater respectively. Treated effluent from the domestic plant is used to recharge the Atlantis aquifer – a strategic resource that boosts the supply of
drinking water to Atlantis and surrounding communities. Microbiological, chemical and physical compliance levels at Wesfleur have been consistently high throughout the assessment period.
And number two, too Area North also delivered the province’s Green Drop runner-up, Kraaifontein WWTW, which serves Kraaifontein and Durbanville.
Got the green AND the gold: The team
from Wesfleur wastewater treatment works whose dedication and skill have earned them prestigious Green Drop certification as well as Green Drop gold status.
Milnerton sewers in rehab
Construction on the rehabilitation of 5,3 km of sewer pipes in Milnerton started in June. The R12 million project should be completed by March 2027, when residents will benefit from a more reliable sewer network. Depending on site conditions, a combination of trenchless and open-trench techniques will be used to rehabilitate the pipelines, ranging from 150 mm to 300 mm in diameter. Work will occur across several roads, including Oleander, Nerina, Mimosa, Lobelia, Keurboom, Graaff, Ixia, Heather, Gousblom, Freesia, Ascot, Disa and Crasula streets, Gardenia Crescent, Bergonia Close, Langerman Avenue and Erica Way (all located in the purple-shaded area on the map alongside). Residents may experience temporary traffic disruptions, including stop-and-go traffic control, lane restrictions and short-term road closures.
Home Affairs now serving in the Civic Cape Town is now the first municipality to host an office of the national Department of Home Affairs, where clients enjoy the convenience of being served on an appointment basis. The recently opened office is located on the second floor of the Civic Centre in Hertzog Boulevard in central Cape Town. Appointments may be made through the Department of Home Affairs’ newly improved online booking system at https:// myhomeaffairsonline.dha.gov.za/.

Whiz among Footways get a 1.5km upgrade top learners Residents in Summer Greens are set to benefit from upgrades to about 1,5km of pedestrian footways along Summer Greens Drive. The City’s Urban Mobility Directorate has started work on the existing pedestrian infrastructure, with the project scheduled to be completed by Monday 26 October, weather permitting and if there are no unforeseen delays.

ilnerton Primary School is celebrating the mathematical talent of Grade 4 learner Maximus Saunders after he qualified for the final round of the South African Mathematics Challenge. Maximus was among just 400 primary school learners from across the country to advance to the third and final round of the prestigious competition, organised by the South African Mathematics Foundation. Competing in the junior category, Maximus took part in the final round on Thursday 10 September, putting his mathematical knowledge and problem-solving skills to the test alongside some of the country’s top young mathematicians. The achievement has been welcomed by Milnerton Primary, which said Maximus’s success reflected both his dedication to mathematics and his enthusiasm for solving challenging problems. “His achievement reflects his dedication to mathematics and his enthusiasm for problemsolving,” the school said. The school added that it was proud of the Grade 4 learner and the commitment he had demonstrated throughout the competition. The challenge provides learners

SAFER ROUTES FOR PEDESTRIANS Work is taking place from Monday to Friday between 07:30 and 17:30. City Mayco member for urban mobility Rob Quintas said the project would improve pedestrian infrastructure along a busy route used daily by people travelling through the area. “Safe, accessible and well-
maintained pedestrian pathways are an important part of keeping Cape Town moving. Summer Greens Drive is a busy route used every day by residents, learners and workers, and these footways provide an important link for people travelling through the area,” Quintas said. He said the upgrades would improve the condition of the existing pathways while contributing to the City’s broader focus on universal accessibility and non-motorised transport. “This project will improve the condition of the existing pedestrian infrastructure and help create safer, more accessible pathways for pedestrians,” he said. EIGHT TEMPORARY JOBS CREATED The project will also provide
eight temporary employment opportunities for labourers registered on the City’s local job seekers database. The City said the work would be carried out without any planned road closures. Where construction activities affect road lanes, stop/go traffic accommodation will be implemented to keep vehicles moving and limit disruption to motorists. The City has urged residents, to exercise patience and caution around the work areas while the upgrades are under way. The project forms part of the City’s wider investment in pedestrian infrastructure and non-motorised transport, with the aim of making the road network more accessible to different types of road users.

SPEAKING OUT: “This happened to me two weeks ago.” “I was 19”, “I was 14”, “I was six”. One by one, a group made up mainly of women, called out the ages at which they were sexually assaulted during a silent demonstra-
tion outside Cape Town Central Police Station on Tuesday 16 September. The Cape of Storms lived up to its name as strong winds swept through Cape Town on Tuesday, but it could not silence the voices of women who had gathered to protest the murder of at least nine women in Ekurhuleni over a two-month period. The 100-strong group, dressed in black and holding placards reading “Girls just want to live” and “Leave women alone”, gathered outside the Castle of Good Hope before moving up to the police station, where they held their demonstration for about 30 minutes. The demonstration was organised by Cape Town-based stylist Selloane Jeminah Madonna, who said she had posted a call on social media, on Monday 15 September, for people to attend it and was overwhelmed by the response. are our ward Bylaw doesn’t need revision Where candidates?
“Imagine not being a South African.” These are some of the phrases making the rounds on social media. While they may seem like simple slogans, they capture something much deeper: a sense of pride in being South African. I am proud to be South African. I am proud of our culture, our people and our rich heritage. I am proud of our languages, our cultural history and the diversity that makes this country so unique. From the different traditions practised across our communities to the food, music, art and stories passed down from one generation to the next, there is so much that makes South Africa worth celebrating. Being a South African is not about belonging to one culture or speaking one language. It is about being part of a country made up of many identities, histories and experiences. Our diversity can sometimes be a source of division, but it can also be one of our greatest strengths when we choose to appreciate and learn from one another. What makes me particularly proud is our ability to find humour even during difficult times. South Africans have faced poverty, inequality, crime, unemployment and many other challenges, yet somehow, we continue to laugh, celebrate and come together. That spirit is perhaps best captured by the concept of Ubuntu: the belief that our humanity is connected to that of others. Ubuntu reminds us that we are not individuals living
..
PRIDE IN OUR COUNTRY SHOULD MEAN MORE THAN POSTING A FLAG .. in isolation. We are part of families, communities and a nation. When one person succeeds, it can inspire others. When one community is struggling, others should be willing to lend a helping hand. As we prepare to celebrate Heritage Day (Thursday 24 September), we should remember that our heritage is not simply something to wear proudly for one day of the year. It is something we should acknowledge, protect and pass on every day. Heritage Day gives us an opportunity to celebrate where we come from, but it should also encourage us to think about where we are going. We cannot truly celebrate our heritage while ignoring the challenges faced by many. Pride in our country should mean more than posting a flag or wearing traditional clothing. It should mean caring about our communities, respecting our different cultures and languages, supporting local talent and standing together when others are in need. There is no doubt that we have our problems. But there is also so much to love. From our vibrant communities and beautiful landscapes to our music, food, languages, humour and resilience, there is something special about being South African. So, as Heritage Day approaches, I will proudly say it: I am South African. And I am proud of it. “No DNA, just RSA.” - KAYLYNNE BANTOM
How strange that the TygerBurger keeps publishing targeted articles apparently supporting the new City of Cape Town animal keeping bylaw. The current animal keeping bylaw was perfectly adequate to stop circuses which use wild animals for entertainment, from setting up shop in Cape Town. Yet the City of Cape Town continued issuing permits to the Circus for the past 20 years. Now that the City desperately wants to pass the new animal keeping bylaw with it's registrations and restrictions on pets, and outrageous power to take away the freedom of middle class responsible pet owners, now suddenly the City covers up its true intentions behind the circus debate.
This is how a Trojan horse operates. CONCERNED CAPETONIAN, Email
TygerBurger covers matters of public interest as they arise. The proposed animal-keeping bylaw is exactly that — a matter of public interest — and our reporting reflects the scope of the proposed bylaw and the range of views being expressed, not a predetermined editorial line. Covering distinct policy questions and issues is not a "Trojan horse" — it is journalism. We welcome robust public debate and will continue to publish letters from all sides. - ED
Contest rezoning of property The residents in De Villiers Street are under threat because of a building with 18 flats being given the green light to proceed with completion. Since 2020 the residents in De Villiers street have petitioned the building of the property on two plots of 1190m². The double storied building was set to be built on top of a pool, whether proper regulations were followed we are not sure. The bottom floor which comprises approximately 12 units was rented out to approximately 35 – 40 people since 2020. The neighbours suffered intimidation, threats, noise levels increased by the motorcycle delivery tenants, vehicle break-ins increased, house break-ins increased, vagrants and unsavory elements frequented the property, drugs were used while sitting in parked vehicles outside the premises, parking in front of residents' driveways, urinating outside the property, bin day it was chaos with eight bins from the property where the vagrants fight and have their own market. Since 2020 no progress was made by authorities in communicating with the neighbours who have escalated their complaints to the DA Ward councillor and the newspaper. Thus far five neighbours have sold their properties
due to intimidation, property devaluation and unhappiness. Their properties were bought by foreigners who took advantage of cheap under valuated properties and have now converted the properties to rental rooms where up to 12 people reside with their children and approximately six vehicles per residence. This resulted in more chaos and unpleasantness. In June this year the flats' tenants were all evicted and neighbours breathed a sigh of relief. There are write-ups on the internet where a property owner who has flats in Oakdale was fined R1 million for illegal building and trespassing the rezoning laws. His lawyers argued that the municipality was to blame for taking too long and that he is a victim of municipal tardiness and he cannot afford a R1 million fine, but is expected to pay a R15 000 penalty for proceeding with his wrong doing of building illegally and trespassing the rezoning laws. The municipality has now given the neighbours of De Villiers Street an option to contest the application of rezoning the property in De Villiers Street with a due date of 16 October. The existing neighbours have not all been informed of this process at the time of posting this information. JOSEPH PASQUALLI, Oakdale
New solutions to crime needed I hope our new detective commander can do something about the crime in Durbanville. We need better training for our officers and officers that care about Durbanville. We need a faster rate of response to crime.
We need reservist police officers that can help out in the uniform branch and the detective branch. There are so many solutions; just get some old police officers together and you'll solve a lot of crime. ERNIE HAGEN, Durbanville
With the local government elections approaching in November, one question needs to be asked: where are the candidates who want our votes? In neighbouring Ward 10, residents are already being introduced to candidates, hearing their plans and engaging with their manifesto. Here in our ward (Oakdale) there appears to be an uncomfortable silence. That silence comes as our community faces serious concerns, including prostitution, drug-related activity, muggings, vagrancy and growing safety fears. Residents are being robbed in broad daylight, while incidents involving guns have heightened concerns about our streets, parks and public spaces. So, where are our prospective ward councillors? What specifically will you do about these problems? What can you realistically achieve within the powers of a ward councillor and the City? What are your priorities, and what will you tackle first? What measurable commitments are you prepared to make? What will you do in your first 100 days? How will you work with the police, the City, CID, community organisations and residents? How will you report back to residents on progress, failures and outstanding issues? What will you do differently from the previous council term? What specific improvements should residents expect to see, and by when? And importantly, what are we actually voting for? This is not about telling anyone how to vote. It is about asking residents to think before they vote. We should know the candidates, hear their plans, challenge their claims and compare their commitments. If candidates want our votes, they should come and speak to us. Our community deserves representation that has to earn our confidence. So, where are our candidates? DR ANTHONY UMETOR, Oakdale
Run to celebrate anniversary RICHARD ROBERTS
RICHARD.ROBERTS@NOVUSMEDIA.CO.ZA
A
Cape Town ultramarathon athlete is planning on running 120 km later this month to honour and celebrate the 120-year existence of the Celtic Harriers Running Club, the fifth-oldest running club in the Western Cape. The 120 km Commemorative Run on Saturday 26 September will see athlete and Celtic Harrier member Denver van der Bergh complete a loop, running from Claremont to Muizenberg, Simon’s Town, Hout Bay, Camps Bay, Sea Point, before returning to the organisation’s clubhouse in Imam Haron Road, Claremont. Van der Bergh, a recovering drug addict who has embraced running over the years, will set off at 03:00 sharp. TygerBurger reported on Van der Bergh’s battle with addiction, his rehabilitation at the Ramot Treatment Centre for Substance Abuse in Parow, and how he overcame this addiction and developed a love for running. The newspaper also reported on his run from Cape Town to KwaZulu-Natal last year where he competed in the Comrades Marathon. Van der Bergh, founder of the non-profit organisation Serenity Strides Foundation, also plans to run from Cape Town to Cairo in 2028. His upcoming run around Table Mountain, he explained, is not just to honour the club, but also to raise funds for a fellow

club member living with cancer. Members and supporters can join for any distance along the route, all proceeds going to the member, he said. To this end Van der Bergh will also run in a purple Speedo, to raise awareness of cancer, along with his famous green-and-white Celtic vest. HISTORY The Celtic Harriers Running Club, founded in 1906 by a group of young Irish immigrants, with the passing years has created a community where beginners, walkers, social runners, elite athletes and master athletes can all find encouragement and belonging, said Van der Bergh. He said this legacy is closely connected to some of South Africa’s most important road races. “It’s Celtic 35 Mile Road Race evolved into the Two Oceans Marathon. After the first two Celtic races in 1970 and 1971, the event became an official club race, and the name ‘Two Oceans Marathon’ was adopted for the 1972 edition. “Celtic Harriers also organised the first version of the Cape Town Marathon as a club event in 1994. The modern race later developed into the internationally recognised Cape Town Marathon,
which became Africa’s first World Athletics Gold Label marathon in 2017.” The club also has a strong association with the Peninsula Marathon, which began in 1964 as a training run for the Comrades Marathon, as well as the Don Lock Memorial Race, which celebrates its 65th anniversary this year. ACHIEVEMENT Van der Bergh said Celtic Harriers’ greatest achievement, however, is its impact on ordinary people. “It’s Couch to 10 km programme helps people take their first step into running and gives them the confidence to rise above their circumstances. The club supports its members through weekly runs, trail groups, training programmes, races, fundraising initiatives and a strong culture of community service.” Van der Bergh said his personal story formed part of this wider Celtic story, although it is not the main story. “I am a recovering addict who reached rock bottom and managed to rebuild my life through recovery, running and community support. Celtic Harriers believed in me from the beginning and supported me during my run from Cape Town

to Durban.” Glenn Muller, vice-chair of the Two Oceans Marathon board, and former Celtic Harrier Club secretary, said Van der Bergh is an incredible athlete, someone with the right mentality who is also a voice for those who are
voiceless. “He did an incredible run from Cape Town to KZN and the next day ran the Comrades just to raise funds for Ramot,” Muller said. Visit www. serenitystridesfoundation.org
