The long-awaited widening of Brackenfell Boulevardisexpected tobegin in early 2027, withSanral having revised the proposed bridge cross-sectiontoaccommodate four lanes. This was confirmedbythe City of Cape Town lastweek in response to questions from the Tygerberg Business Chamber.
Mayco member forurbanmobility RobQuintas said the detailed designfor thewidening was being undertaken by Sanral as part of itsbroaderN1 Upgrade Programme, along with the associated funding, phasingand construction timelines.
“The City has been advisedthat construction on the programmeis anticipatedtocommence in early 2027, and that Sanral has revised the proposed bridge cross-section to accommodate four lanes,”hesays.
The City said it had formally engaged Sanral to ensure alignment between respective infrastructure programmes and intended to commence conceptual design work for widening BrackenfellBoulevard

to twolanesineach direction. This would ensure integration with Sanral’sproposedbridge infrastructure andthe broaderroad network. However, anyfutureimplementation would remain subjecttothe City’s planning, prioritisation andfunding processes On developmentcharges, Quintas saidcollection and allocation were administered in accordance with the City’s Development Charges Policy.
“We understand the Chamber’s interest in whether funds have been specifically ring-fenced for the Brackenfell Boulevard upgrade and will ensure this specific questionisdirected to the City department responsible for administering the policy,” he said

CapeTown has smashed anational record, spending more than R12.2 billion on infrastructure in asingle financial year, butnot everyoneiscelebrating, with opposition questioning whether ratepayers cankeep shouldering the cost.
Cape Town Mayor Geordin Hill-Lewis, last week Thursday announced the City’s capitalexpenditure tally of over R12.2 billionfor the 2025-'26financial year as being not only arecord infrastructure investment for Cape Town, but as aSouth African-record for acity in asingle year.
"The recordR12.24 billion capital investment in this past financial year demonstrates notonly to Capetonians –buttoSouth Africansright across the country –whatittakes to build for the future, to build aCity of Hope," said HillLewis in his address to council.
"Not aday goesbythatwedon’t read another heartbreaking reportofthe decay, neglectand collapse of public infrastructure in so many of our country’s other cities andtowns. We made avow that this would never happen to Cape Town.
“When we started this term of office, theCity could achieve no more than R6 billion investment in ayear, but now we havemore thandoubled that to over R12 billion. Ifirmly believe this is the minimum required investment that Cape Town –and every other major metro in thecountry –should be making in basic infrastructure every year as agolden rule, growing annually to account for inflation and population growth.”
TheCity’s top three directorates for percentage of budgetspent was Safetyand Security (99,85%), Finance (99,45%),and Urban Waste Management (98,37%)
Of thedirectoratesinthe City’s "billion club" with major investment portfolios of highly complex projects, Energy spent 96,53% (R1,29 billion) of itsbudget, followedbyHuman Settlements (93,38% or R1,34 billion) and Water and Sanitation (92,1% or R4,47 billion).
MayorHill-Lewis said the City’s water and sanitationinvestment was bigger than theentire capitalbudget of most cities.
"On theveryfirst day of thisterm of office,Iwent to Khayelitsha and deliberately stood at an overflowing sewer, and said this must change. At that time, theCity was replacing andupgrading just 25km of sewerpipes eachyear. Since then, we haveset our targetat100km ayear. Both the largest, and the second largest sewer pipe upgrade projects in South Africa are currently under construction hereinCape Town, being theCape Flats main sewerupgrade, and thePhilippi mainlineupgrade," he said, adding that they haveseen sewer spillsand blockages come down acrossthe city by 33% in this term
75%OFSPENDBENEFITSLOWER-INCOME HOMES
He said around 75% of Cape Town’s infrastructure investment directly benefits lower-income households based on the City’sestimatesfor the 2025-'26 capital budget. Furthermore, around 130 000 construction-related jobs will flow from capitalinvestmentinthe current termof office alone accordingtoCityestimates. Infrastructure investment highlights over the next three years include R16,7 billion for water andsanitation —40% of totalspending— covering major wastewaterworksupgrades, aR2billion pipe replacement programme, and expanded watersupply sources.
The electrical grid will receive R6 billion in upgradesand maintenance as the City prepares for adecentralised energy
City’s spend hailed as record, questioned by opposition.
future with reduced reliance on Eskom, while R3.7 billion has been allocated to road maintenance, pothole repairs and stormwater upgrades, alongside R653 million for congestion relief.
Public transport receives asignificant boost through R3.2 billion for the MyCiTi Cape Flats expansion, with afurther R3.3 billion set aside for informal settlement upgrading and state-subsidised housing.
ABUDGETOVER-INFLATED?
Budget specialist and nember of the City's Finance PortfolioCommittee, Sandra Dickson from the GOOD Party, asks the question.
"Dothe ratepayers of Cape Townfit anywhere in the Mayor's spending extravaganza? Today, City Councilwas turned into an awards ceremony for spending ratepayers’ money," she said after the council meeting.
"TheMayor boasted that the City spent R12,24 billion of itscapital budget, while directorates were ranked, praised and handed certificates for achieving the highest spending percentages," she said.
"But thisisnot prize money. Everyrand comes from residentsalready battling rising electricity, water, sanitation, refuse and property-rates bills. Many households are cutting back on food and other necessities simply to keep theirmunicipal accounts paid."
She noted the Mayor had indicated that future capital-budget increases must equal population growth plus inflation. While thismay explain the growth in expenditure, she said, the question remains whether ratepayers can afford to keep funding it
"Spending almost every cent of abudget is not automatically an achievement. The real testisaffordability, value for money and whether residentsactually receive reliable services. Cape Town does not need acompetition to spend ratepayers’ money. It needs accountability for what every billion delivered, and what it cost struggling households,"she said.
"Itiseasy to say that one is satisfied with the City’s management when one can pay their municipal bill without any difficulty every month. But that personal experience does not represent the realityofhundreds of thousands of other households. For many residents, salaries, pensions and social income are not increasing at nearly the same rate as electricity, water, sanitation, garbage collection, fixed charges and property taxes. They do not necessarily use more services, but each year the share of their income that must be paid to the City increases."
"When amunicipal bill grows larger and larger while ahousehold’s income changes little, people eventually have to choose between food, transport, medicine, school expenses and paying municipal services. It is not simply amatter of people not wanting to pay. Many simply cannot pay everything anymore. This creates acity of two realities: thosewho can absorb the rates and are therefore satisfied, and those who sink further intomunicipal debt every month.
"Good governance should thereforenot only be measured by how much money is spent or how Cape Towncompares to other cities. It should also be measured by how many ordinary people can stillafford theirbasic municipal services without sacrificing other necessities."

After 18 years in Stikland, Timbacore has found anew home, and owner Nathaniel Roberts believes it was meant to be.
The timber, hardware and DIY business officially opened itsnew premises at 10 Kiewiet Close,Okavango Park, Brackenfell, on Saturday 1August, with amorning of festivities marking the occasion.
"Our move here was astoryoffaith Everything fell into place perfectly," Roberts told TygerBurger."We wereatour premises in Stikland for 18 years when we got sudden notice to vacate. This premises in Brackenfell opened as we needed it. As the one door closed the new opened I'm achild of God and don't believein coincidences."
The move marks the latest chapter in acompany that has grown steadily since its humble beginnings in 1998, when it started out focusing on installations. Three years later, in 2001,Timbacore opened its firstretail shop in upper Durban Road, Tygervalley, offering timber products, poles, trellises, fencing panels, garden edging and railway sleepers.
The shop grew rapidly and within two years needed more space, prompting amove to a2 500 m² premisesin Bella Rosa,Durbanville. It outgrewthat too, and with the factory in Blackheath and the installation department in Maitland operating separately, management sawan opportunity to bring everything under one roof.
In 2008, Timbacore settled at a10000 m² propertyinFarad Street,Stikland, housing the shop, manufacturing department, installation department and acoffee shop wherecustomers could enjoy refreshments while browsing.
Since2018, the business has expanded its

hardware retailoffering with well-stocked, specialised departments carrying topquality brands at competitive prices.
Roberts said the company's philosophy has remained unchanged throughoutevery move."Actatall timeswithintegrity and surrender excellent service to all customers by notonly selling products whichare real valuefor money, butalso designing productsthatsuit customers' needs."
After-care service andspecialised advice havebecome atrademark of the business, Roberts said, creditingthe company's long-serving staff as the backbone of its reputation."Our staff, whichinclude my children, are like family, some have been withus for20years,"hesaid. "That kind of loyaltydoesn't happen by accident, and that samecare extends to every customer who walksthroughour doors."
Clients return because they know the person whohelped them last time, Robertssaid. "We take agenuine interest in ourclients andtheir satisfaction. We stock good brands with quality products, becausequality is of utmostimportanceto me."
Timbacore strives to be experienced by customers as avalue-addedcompany, offering notonly timber, retail hardware andrelated products at value for money, but also designing andmanufacturing products to customers' specific requirements. Andfor the month ahead, Robertshas promised incredible specials andpowertools on offer, afitting way to christen the new home

On calls for acomprehensive corridor traffic study, Quintassaid the City did notordinarily undertake detailed neighbourhood-specific transportation studiesgiven the scale of the metropolitan transport network andcompeting priorities.
For instance, traffic impacts from the new Bracken Heights High School, has been assessed as part of the school’s development application, identifying requiredmitigation measures that formed part of the specific development approval conditions only.
“Several significantregional projects such as Sanral’s N1 upgrade, the proposed R300 improvements, andassociated Western Cape Government projects are anticipatedtocommenceinearly 2027 and are expected to materially influence travel patternsinthe area,” he said.
“A broader network-level study would be more meaningful once theseprojectshave been substantially completed and travel demandhas stabilised.”
Addressingapetition from the Northern DistrictCommunity Forum calling for adevelopmentmoratorium, Quintas said officials from the City’s transport impactassessment sectionand the spatial planning andenvironment directorate had been asked to provide technical comments to inform the City’sposition.
“In theinterim, the City continues to assess development applications in

renewal cycles while Professional Drivers Permitswill also remain on the tworenewal cycle. Thechange aligns with international best practice, enhances administrative efficiency, reduces the frequency of renewals for motorists and eases service-demand pressures withinthe licensing system,"Ntshavheni says.
Theimplementation of the extended validity period requires legislative amendments. "Motorists must therefore continue to renew expired driving licence cards until the new law takes effect."
accordance with applicable legislation, approved policies, technical guidelines, and established development approval processes, and is not able to support a blanket moratorium outside of these statutory processes,” he said.
Tygerberg Business Chamber management member Phillip van Zijl told TygerBurger the chamber welcomed the City going on record confirming the bridge would accommodate four lanes and that construction could begin as early as next year.
He acknowledged that the construction phases would be apainful process, particularly for commuters needing to cross the bridge while work was under way. However, he described the City’s response regarding an integrated traffic assessment for the entire area on both sides of the N1 as very vague.
“We have always maintained that developments should only be approved after the necessary road infrastructure is in place, and not the other way around. At thisrate we are constantly playing catch up only when the problem becomes impossible.
“First the development and afterwards jumping around to get the roads right. The situation is untenable,”hesaid. “In the absence of acomprehensive trafficstudy of the entire area as awhole, we will remain uninformed of where we stand in terms of traffic flow in the area.”

More than 10 000metresofsewer
pipeswere replaced across Cape Town's northernsuburbs in March, bringing long-awaitedreliefto communities in Bloekombos, Belmont Park, Scottsdene and Wallacedene, areas where raw sewage has flowed through streets and contaminated rivers for years.
The work forms part of arecord-breaking citywide programme thatsaw nearly 193 km of ageing water and sewer pipes renewed in the past financial year. But forresidents who havelived with the stenchand health risks of collapsing infrastructure since 2017, the question remains whether it is enough to defuse what one City healthofficial once called a publichealth time bomb.
The City's annual pipe replacement programme formspart of along-term strategy to renewageing infrastructure beforefailures occur, reducing water losses, preventing sewer overflows and strengthening the resilience of water and sanitation networks, according to theCity's Maycomember for water and sanitation, Zahid Badroodien.
In astatement to the media onFriday he said projects are prioritised according to technical criteria including the ageand material of pipes, historicalfailuretrends and operational risk, ensuring the areasof greatest need are addressed first.
Citywide, the directorate replaced 88,7 km of water pipes against atarget of 50 km, and 104 km of sewerpipes against a target of 100km. In the final four months of the 2025-'26 financial yearalone, 40991 metres of water pipes and 66992 metres of sewer pipeswere replaced.
"Replacing nearly 193 km of ageing water and sewer pipesisamajor achievement, but we cannot allow arecord year to become areason to slow down. Cape Town's infrastructuremust keep pace with population growth, ageing networks and the rising demands of achanging climate," he says. "Our ambition is not simply to respond faster when pipesfail. It is to renewmore of the networkbeforefailures occur, reduce water losses andsewer overflows and provide everycommunity withamore reliable and resilient service. We have made significant progress, but there is still much more to do, and we intend to build on thismomentum in the year ahead."
The sewage crisis in Wallacedene peaked in 2024, when at aSubcouncil 2meeting Dr Andile Zimba from the City of Cape Town’s health department warned ofa "public healthtime bomb".
According to Zimba public health is at the centre of the ongoing sewagespills in Wallacedene thatpollutes largeparts of thecity via three contaminated rivers. He warned of the outbreak of diseases such as cholera, typhoid fever and gastroenteritis.
“Raw sewage is not supposed to run into (retention) ponds or water streams,” he said to achamber brimming with City officials of all the relevant City

departments. In the hotseatwere Mayor of Cape Town Geordin Hill-Lewis and City managerLungelo Mbandazayo who reported back on ashort-term service delivery plan developed to tackle the stinky affair.
Thisfollowed an urgent plea made to the mayorand city managerbyprevious Subcouncil 2chair Marian Nieuwoudt in March 2024 reminding them of their mutual legislative accountability for service delivery failures.
Calling the areaa“slum”Nieuwoudt saidthe pollution has become untenable andconstituted an infrastructure and service delivery failure. The main source of sewagespills originates around the Covid Squatter camps where some 9400 shackssprung up next to the formaltownship of Bloekombos in a landgrabduring the pandemic. Existing infrastructure collapsed under the pressureofthe population explosioninthe midstofongoing illegal dumping into the stormwater andsewer systems. Streams of raw sewage in thestreets where many youngchildren play is acommon sight, while contaminated retention ponds spill overinto the city canalsand rivers that bearthe bruntofit.
To the north-west, sewage flows from the canals into Mosselbank River through the suburbofKraaifontein, past Durbanville anddownstream into Milnerton lagoon andthe ocean;and to the south-east, it flows from the Botfontein canal into BottelaryRiver at the back of Brackenfell into Kuils River downstream to Macassar andinto the ocean, polluting agricultural andresidential areas along their way.
DOWNSTREAMLANDOWNERS
TygerBurger previously reported that instances of sewage pollutionwere reported by downstream landowners resulting in National Environmental Management Act (Nema)notices being issued. At the timethe newspaperwas informed by areliable source that millions were allegedly spent on implementinga turnaround serviceplan for the area back in 2021, aplan thatwas abruptly halted TygerBurger could notconfirm the exact amount from the City, who in responseto amedia inquiry statedthat“they had no answers”.
Sewagecontamination was reported as early as2017 by residents of Joostenbergvlakte, aruralarea adjacent to Bloekombos. Residents first became aware of thestench in September2017 coming fromthe stormwatercanal running alongJoostenbergvlakte on the N1 on the otherside of Bloekombos. The sewage contamination was confirmed when residentstookwatersamplesfrom the canaland retentiondam for tests at ARC ElsenbergResearchLaboratory. Tests indicated the E.coli count in the water samples tobe3000 times overthe legal limit at atoxic level.

Brackenfell
