At a sparsely attended but outspoken budget meeting in Durbanville residents and other groups from Subcouncil 7 noted their concern to the City of Cape Town over proposed tariffs and the neglect of its fast-growing community in the 2025-’26 municipal draft budget
From double-digit rate increases masked by official spin according to residents, to the near-total absence of infrastructure upgrades in their area, those attending questioned the City’s spending plan as both unfair and out of touch
Despite low attendance, insightful and concerning feedback was heard from the Welgemoed City Improvement District (CID), Durbanville Residents and Ratepayers’ Association, Vredekloof CID and residents of Tara on the serious impact the proposed 2025-’26 municipal budget will have on residents
showed less than 1,5% of the R40 billion capital expenditure budget is allocated to Subcouncil 7 “Given we are one of the largest and fastest-developing subcouncils, this is deeply concerning Particularly alarming is the complete absence of any major road upgrades planned for the next three years
“This is even more problematic in the context of the upcoming R300 extension project by the province and Sanral The City will need to invest in connecting road infrastructure to ensure the success of this regional initiative ”
Furthermore, the standard annual R1 million ward allocation includes several questionable projects, particularly in Ward 21, according to Louw Louw highlighted the following budget items as cause for concern
Three key issues that demanded urgent attention and public input, said ratepayer Perot Louw, were misleading rateincrease messaging, an alarming lack of capital investment and questionable ward allocation of each ward “The City continues to promote the narrative that municipal account increases will remain ‘below 10% ’ However, for the majority of residents the reality is far different, as most are facing increases exceeding 20% ”
A quick calculation, the ratepayer said,
“Sonneblom Park fencing is to be allocated R300 000 This fence has already been erected Also the Bella Rosa dog park at R250 000 is questionable as this too appears to have already been completed
Together, these two line items represent 55% of the ward budget Surely this funding could be more appropriately allocated to current, communityprioritized needs?”
He encouraged all residents there to study the tariff increases and submit their comments on the budget before the cut-off date of public participation on 2 May The City indicated that it would release a statement on the matter, but it had not been received by the time of publication

Since his childhood Tyrone Appollis has been painting and romanticising about the poor fisherfolk's struggle along the coasts of the Western Cape for survival
He painted scenes of harbours from Kalk Bay to Gansbaai to showcase the struggles of fisherfolk against draconian quota systems and watching their world-famous sea cottages being taken over by the rich in the name of gentrification
“For years fishermen fished the holy, sweet waters running alongside their world-famous sea cottages on our coasts,” Appollis said, “and in my paintings I have depicted these scenes to show how they were so cruelly moved to other areas to serve rich folk’s taste for gentrification, which saw over their sea cottages taken over ”
He still believes the quota system is terrible, seeing the ongoing struggle of fisherfolk to make ends meet with the quotas allocated to them

I had a dream of becoming a journalist from Grade 5, when a teacher helped me recognise my gift of the written word And despite much discouragement of having faith in one's own career dreams, I went on to realise them

I always say we are often the voiceless soldiers behind the published works, rewarded by a simple byline at the top for our efforts No personal opinions, no guided narratives So on these few occasions we give readers insight into the person who is the subject of our newspaper
For those who may not know me, or my story, my name is Samantha (although I never hear my full name unless I'm in trouble, of course) I had a dream of becoming a journalist at People's Post newspaper, specifically writing for Mitchells Plain, the area I was born and finished my schooling in, and to which I still a have very deep sense of belonging, even though my family moved out of the area at the start of high-school years
I was inspired to make a difference by telling the positive news from the area, amid continuous front-page articles about all the deepest darkest happenings in the area
My dream was largely realised in 2014 as an intern, on the newspaper's Lansdowne edition But slowly God let the full dream unfold, and in time I wrote for the prized edition for Mitchells Plain What was meant to be a six-month internship ended

after three months with a full-time offer It was an opportunity to prove myself Consequently, I believe I personify the saying "If you love what you do you won't work a day in your life "
With more than 50 awards, commendations, finalist nominations and recognitions along the more-than-10year span of my career, and having the privilege of featuring in almost every major journalism competition in the country I never imagined doing anything else And honestly, through all of this I have learnt many valuable lessons
You know, one cannot tell the future; I mean, if you asked me a few years ago where I'd be at this point my answer would probably have been the same as it was then
Tomorrow I will officially close a chapter of my life At 32 I stand at the precipice of major change I once believed it was too late for me to start over I recognise the magnitude of this new career move, an opportunityto make a fresh start, a whole new beginning, which is more than many can do right now In fact, I didn't want to write this column at all, for fear it would be a tad too emotional My colleagues were quite adamant that I write this, my swansong, and how glad I am that I obliged

On Friday evening I called law enforcement regarding the cars speeding in the Goodwood area
On Sunday night again cars motorbikes were revving, racing up and down the Goodwood area for hours
The law enforcement call centre had my call on hold for 10 minutes
Even though they are based in Goodwood the operator said she could not hear anything or see anything on the cameras I asked if they have double-paned windows?

I took a walk along one of Cape Town’s beautiful beaches this past weekend and was heartbroken by what I saw Plastic bottles, food wrappers, fishing line, and even broken glass littered the sand, marring what should be one of our greatest natural treasures
Cape Town is known worldwide for its stunning coastline, but without urgent action, we risk losing this priceless asset to pollution and neglect While volunteer clean-ups are admirable they are not enough The City needs to implement regular beach maintenance, stricter littering fines, and more public education campaigns about the consequences of pollution
We must also tackle the issue at the source:
improving waste management in nearby communities and encouraging recycling Installing more visible accessible bins along beach entrances could help Beaches are not just playgrounds for tourists; they are crucial ecosystems for marine life and important spaces for local communities If we fail to protect them now, future generations will inherit nothing but polluted shorelines
Saving our coastline must become a shared responsibility between the government, businesses, and all residents It’s time we treat our beaches with the respect they deserve

The Western Cape Government is inviting residents to comment on the proposed increases of motor vehicle licence fees, published in the Provincial Gazette
Extraordinary 9057 on 17 April
The proposed increases, which are scheduled to take effect on 1 August, are open for public comment until Saturday 17 May
"The Western Cape is home to over two million registered vehicles, and the condition of our roads is consistently rated among the best in the country
“This is largely due to the provincial government’s commitment to ringfencing motor vehicle licence revenue to maintain, upgrade, and expand our road network," said Muneera Allie, Western Cape mobility department spokesperson
“Paying your vehicle licence fees is not just a legal requirement, it is an important contribution to keeping our roads
safe, efficient, and reliable for everyone
“These fees are directly reinvested into the Western Cape’s road infrastructure, helping to build and maintain the roads that connect our communities, support economic activity, and enable daily life ”

Hewett hosted a book talk and read from his books The Amazing Underground Adventure and The Amazing Deep Sea Adventure at the Parow Library on Wednesday last week where learners could learn more about his writing, stories, travels and career as a filmmaker His books form part of The Chrystal Chronicles Hewett, a father of two, hails originally from the United Kingdom, but has made Cape Town his new home and he now considers himself South African

scuba diver instructor "I came to South Africa and fell in love with the place," he says His books, he explains, came about while he and his family found themselves bored and indoors during the 2020 Covid-19 lockdown pandemic period It was during this time that the family started the story-line for the book Several recordings were made and this gave structure to what eventually became full-blown books While this was happening, he also had an illustrator, Anja Stoeckigt, design the pictures for the story
"We started to slowly put the book together I did not learn or study to become an author, this just happened through creative thinking
“I have never written a book before and had the help of family and friends, which took all of the pressure away "

"To finish the first book was really quickly All of the recordings were gathered in two weeks, and it took another few weeks to complete In total the book took about two and a half months We did the layout and the printing ourselves The second book, however, took a bit longer," says Hewett, a sport, music and wildlife documentary filmmaker
