NATASHA BEZUIDENHOUT

THE Nelson Mandela Bay Municipality says vandalism at the St George’s Park Wellfield is damaging key water infrastructure and increasing repair costs, with concerns raised about thelack of dedicated security at thesite.

The municipality, in astatement, has strongly condemned repeated criminal damage at the facility, warning thatitis threatening essentialserviceslinked to the metro’s water supply system

Accordingtothe municipality, vandalism has led to escalating repair and replacement costs, with minorrepairs ranging from R3 000, equipment losses reaching up to R15 000 and major infrastructuredamageexceeding R300 000.

“Beyond the financialimpact, the vandalism is disruptingoperations, disabling critical safety and security systemsand placing lives at risk,” the statement read

The St George’sPark Wellfield is regarded as astrategic water infrastructure asset, forming part of the municipality’s efforts to diversify supplysourcesand strengthen long-termwater security.

Residentshave been urgedtoreport suspiciousactivityand assist authoritiesin protecting public infrastructure.

The wellfield forms part of themunicipality’s broaderwater resilience strategy, which includes expanding groundwater use to reduce reliance on rainfall-fed dams.

Treated groundwater from the siteisfed into the St George’s Reservoir, supplying parts of the CBD and surroundingareas

However, concerns have been raised aboutaccess control challenges at the site, particularly afterthe withdrawal of

securitypreviously deployed at the pump station.

The municipality allegedly contracted aprivate security companyfor the pump station, but thatcontract reportedly ended after approximately three months, leaving the site without dedicated security

BackboneSecurity Solutions, meanwhile, which is contracted by Friendsof St George’s Park, patrols the perimeter of St George’s Park.

Marcel Combrinck, owner of Backbone Security Solutions, said unauthorised accessremains aconcern in the wider park area.

“There has been aserious problem with vagrants, and we havemade many arrests in that field duetopeople breaking into buildings,” he shared withthe PE Express.

Combrinck said patrols in thepark have reduced incidents, but access routes to the pump station fall outsidetheir operational scope.

“The access that they (vandals) use to get to thepump station is through the Union Cricket Club, which we are not part of,” he said “We actively manage vagrantsinthe park and try to get them to rehab or homeless shelters.”

He added that while thepresence of Backbone Security Solutions has improved safety in thepark, the absence of dedicated securityatthe pump station remains aconcern.

Everychildpregnancy ‘anationalemergency’

NATASHA BEZUIDENHOUT

THE Eastern Cape Department of Health hasrecorded asustained decline in teenage andchild pregnancies and births across the province, but child protectionexperts warn that thefigures may concealafar morecomplex andtroubling realityof abuse, inequality and underreporting.

Accordingtoprovincialdata forthe 2025/26 financial year, births among girls aged 10–14 dropped significantly, falling from 553 in 2022/23 to 292 in 2025/26.

In the latest quarter, 54 births were recorded, below the target of 75.Asimilar downward trend is reflectedamong adolescents aged 15–19, with total births decreasing from 17,064to13,916 over thesame period

HealthMEC Ntandokazi Capahas attributed the decline to strengthened multi-sectoral interventions involving the Departments of Health, Education, and Social Development, alongside community partners. These include expanded youth-friendly services, prevention programmes, andimproved access to reproductive healthsupport. However, child protection organisation ChildlineSAsays the declineinnumbersdoes not necessarilyreflect a simple success story

According to Okuhle Mdodana, DirectoratChildline SA in theEasternCape, teenage and childpregnanciesremaindriven by deep structural and social challenges, particularlyinhigh-riskcommunities

“Sexualabuse andstatutory raperemain major drivers, with many pregnancies in girlsunder 16 resulting from coercion, grooming, orabuseby older men, relatives, or community members,” she shared Poverty, sheadded, increases vulnerabilityto

cion.A decline in numbers doesnot equal success when theunderlying drivers remainunchanged,”

Mdodana said

She noted that many cases still result in school dropout, trauma and long-term poverty, and that ChildlineSAcontinues to see highvolumes of cases through its helplines. Concerns havealso been raised about whether the decline reflects realbehavioural changeorunderreporting.

Mdodana said officialdata often reflects onlypublic health facility births, excluding home deliveries, private care, miscarriages, unsafeabortions or unreported cases duetostigma.

“Inrural Eastern Cape communities, stigma often leads families to conceal pregnancies or avoid facilities,” she said.“The decline may reflectsome real gains in awareness or services, butitlikely underestimatesthe true scale of the problem.”

Theorganisation also raised concerns about gaps in statutory rapereporting and referralsystems, despite legal obligations under the Children’sAct and Sexual Offences Act. Mdodana said implementation remains inconsistent duetoconfusion among professionals, fear of stigma, and weak follow-up systems.

“Cases areoften reported, butinvestigations stall due to shortages of social workers, overburdened courts, and limited SAPS capacity,” she said.“In many instances, pregnancies in minorsare not automatically followed by robust child protection responses.”

Childline saysitfrequently encounters cases where abuse is suspected butnot properly escalated, particularly in rural areas where services are limited

Key systemic gaps, according to the organisation, include shortages of social workers, poor coordina-

SHANTI JAFTA

BUSINESSESinNelson Mandela Bay are being invited to explore anew bursary model aimed at supporting employees’ children while strengthening staff retention, through an upcoming online presentation hosted in partnership with the Rotary Club of Port ElizabethWest.

The initiative, driven by Brylin Independent Learning Centre, introduces a company-funded bursary structure in whichbusinesses sponsor the education of employees’ children, either fully or in part, as partoftheir overall remuneration package. Brylin supportsthe model by offering discounted tuition fees, typically between 5% and 15%.

The concept will be unpacked during afree Zoom presentation on Monday, 11 May at 18:00, where business owners will be introduced to boththe educational offering and its potential human resource benefits.

According to Clive Hassell of the Rotary Club of PortElizabethWest, the model is designed to offer companies an alternative waytoreward and retain key staff.

“It’s effectively abenefit, like medical aid or acompany car,” said Hassell. “Instead of increasing salaries, abusiness can invest in achild’s education. That becomes astrong incentivefor employees to stay.”

Brylin Trustee, Jax Elliot, said the initiativeiscentred on acollaborative approach between the school, employer and employee. “This is about creating athreeway partnership that places the child’s education at the centre,” Elliot explained.

“By supporting learners from an early stage, businesses are not only assisting families but also contributing to longtermsocial and economic development.”

Under the model, participating companies identify employees they wish to support, withselection largely at the employer’sdiscretion. While the focus is primarily on younger learners to maximise long-termimpact, the bursary is open across all grades, from early childhood through to Grade 12.

Brylin has set an initial target of approximately 50 learners, with the number of participating businesses dependent on how many employees each company chooses to sponsor.

In addition to staff retention benefits, the initiative may also assist companies in improving theirBroad-Based Black Economic Empowerment (BBBEE) standing, particularly where support contributes to education and skills development

The Rotary Club has played acoordinating roleinbringing stakeholders together and facilitating engagement with the local business community, positioning the initiative as both abusiness solution and a community investment

Hassell noted that while Rotary is supporting the rollout, the focus of the event remains on the bursary opportunity itself.

“We’re trying to show Rotary in action by enabling something meaningful for the community and for businesses,”hesaid.

Businesses interested in attending the online session can request aZoom link via email at crh@webafrica.org.za or by WhatsApp on 072 8896405.
