THE Mandela Bay Development Agency (MBDA) has reassured residents that the long-delayed Moore Dyke MultipurposeFacility remains on track for completion, despite ongoing challenges, including vandalismand procurementdelays. Community concerns have been mounting over thestalled progress at the Moore Dyke Sports Precinct, aR37 million project that was initiallyexpected to be nearing completion as early as 2023

In astatement issued on 18 March on behalf of acting CEO Unati Peter, the agency acknowledged residents’ frustrations and sought to provide clarityonthe current status of the development. According to the MBDA,the projectisapproximately 80% complete, with the remaining work expected to bring thefacility to practical completion once acontractor has been appointed.

Aconstructiontender to complete theoutstanding work was advertised in October 2025. However, the process remains in its objection phase, delaying furtherprogressonsite.

Vandalismhas also been cited asasignificant concern. The agencyconfirmed that 24hour securityhas been deployed to prevent furtherdamage to the partially completed facility. In the meantime, maintenance work including cleaning and general upkeep of the fields andsurrounding areas —isscheduled to takeplace this month.

bring to the community

“The project still formspartofthe agency’s 2025/2026 Business Plan,” the statement read, reaffirming its commitment to delivering infrastructure that improves the quality of life for residents.

However, some community memberssay the delays have already taken their toll.

Julian Julies, aSchauderville resident and president of the 1812 Movement, said thelack of progresshas left the community frustrated.

“Atthe end of the day, the community is upsetthatthereisnoprogress. People feel that money is being wasted,” he said Juliesadded that residents should play arole in safeguarding the facility

“I believe the community should protect the facilityand ensure that it is not vandalised. We need toguard our facilities. The same thing happened with the swimming pool it was completely vandalised. Tiles were removed, and the water was drained.”

He toldthe PE Express that the facility was intended to benefit the broader community

“It is amultipurpose facility meant to serve communityorganisations. It should have been handed over in 2024, and it is already 2026.”

While acknowledging delays, Julies warned of the ongoing impact on the community

“There is adelay, but this should have been anticipated. At the end of the day, we arethe ones losing out. The sad reality is that some communitymembers and drug users are steal

SERIOUS security concerns wereraised following aweekend burglary at Motherwell Community Health Centre, which disrupted services and leftstaff feeling unsafe.

Ward 55 councillor, Thanduxolo Doda, said the incident, whichoccurred over the weekend of 14–15 March, highlighted ongoing failures in protecting public facilities in the area.

“In Motherwell, we had achallenge of vandalism in general,” he shared with the PE Express, adding that the health centre had been repeatedly targeted.“It was not the first incident of vandalism at the health centre. It was also not the only facility that had been vandalised. The clinicand the Motherwell SportsCentre had also been targeted, where people attempted to breakin.”

Dodacriticised the lack of securityatthe provincialfacility, saying insufficient measures had left bothstaff and infrastructure vulnerable. “The building formspart of the provincial government, and thereisalack of proper security measures,” he said. “There is alack of CCTVcameras at the site, and it is not the first time —there havebeen at least two other break-ins at the centre.”

He added that the health centre and the clinic only had one or two security personnel during the day, but nothing at night.

“It is not secure and poses asecurityrisk.”

He said councillors had previously raised concerns about after-hours security, warning that incidentsoften occurred at night

“As wardcouncillors, we had spoken about the securityproblems, and the vandalism happened during the night,” he said, adding that the latestincident had further affected staff morale. The Eastern Cape Department of Health confirmed that the break-in occurred in the early hours of Friday, 14 March, with criminals stealing several computers and other equipment.

The department said the incident had disrupted services, with some staff requiring counselling support and others reporting sick, affecting operations in certain units, including the Trauma and Midwife Obstetric Unit (MOU).

Emergency medical services werediverted to Dora Nginza Hospital to ensure continuity of care, whereadditional clinical support was provided. Officials said repair workbegan immediately, including securing entrances, installing new locks, strengthening access control, and repairing damaged infrastructure.

The department added that it had worked with law enforcement and community stakeholders to stabilise the situation, while exploring contingency measures such as the use of agency nurses. It also acknowledged the broader impact of crime on essential services, noting that attacks on healthcare facilities disrupted access to critical care.

AGRADE 11 learner from Hoërskool Framesby has developed an innovative offline artificial intelligence (AI) study assistant aimed at helping South African learners overcome barriers such as poor internet access and load shedding.

Liam Blignault designed andbuilt the desktop application, called StudyMAX, as part of his school project—combiningplanning tools, progress tracking and AI support into asingle platform that works without WiFi.

HIS father, Craig Blignault, said Liam’sinterest in technology started at ayoung age.

“I work in the agricultural and export quality control field, but I’ve always had an interest in IT,” he said. “I’ve been training Liam from ayoung age, so he has developed an appetite for computers.”

“With his IT subjectatschool, he is the best in his gradeatHoërskool Framesby, and he is also the top learnerinphysicsfor his grade.”

Craig added that Liam recently participated in an Olympiad requiringparticipantsto achieve over 80%

He believes growing up in adigital era has shaped how learners approach education.

“From ayoungage, they are exposed to a digital environment.School assignments and presentations are no longerdone on cardboard —everything relies on digital capability. I’ve been teaching him how to use technology from an early age,” he added.

Liam is still considering his future study options, with interests in engineering-related fields such as mechatronics andIT.

“At the moment, he is considering afew degrees basedonhis subjects, all engineering-re-

AFTER more than four decades in theclassroom, Astra Primary School principal, Helma Boggenpoel, is retiring, bringing to aclose a 44-yearteaching career rooted in passion, family tradition andcommunity upliftment.

Boggenpoel began herjourney at theschool in 1982 and has remained there ever since “I havebeen in teaching for 44 years, and Istarted my journey here at Astra Primary School,” she said. “I always wanted tobe a teacher –itissomething that is in my blood.”

Teaching runs deep in her family. Her late father served as principalofVan Der Kemp PrimarySchool, while sixofher siblings also became educators.

“Teaching is in our family. It was acalling for allof us. If Ihad to choose any job,Iwould still go into teaching,”she shared.

Despite her long career, Boggenpoel said leadershipwas never her drivingambition “My ambition was never to be aprincipal. My life revolved around making learners’ lives better. It was never about position or status–itwas aboutmaking adifference.”

Herapproachtoteachingextendedfar beyond theclassroom.

“As ayoung teacher, Isaid to myself I wouldn’t just have cake and cooldrink in my

lated. He hasn’t made afinaldecision yet,”

Craig said

The StudyMAX project particularly impressedhis father

“His assignment was ajaw-dropper.Ihelped with the concept, but he did the research and builteverything himself. He worked on it for the whole year and presented it at the end of the year,” he shared

“The teacher saiditwas the first timethey had seen an assignment that ‘talks back’. The software used at school is about 15 to 16 years old, and during that time, therewas no talk of AI.”

Craig said developing an AI tool on such outdated systems made the project even more remarkable.

“To build an AI on aschool computer and demonstrate it as astudytool is unique. Every parent is proud, butthisisthe first time Ifelt Ishould reach out to the press,” the proud father shared

Liam explained that StudyMAX integrates an academic calendar, aprogress-tracking database and an AI chatbot intoasingledesktop application.

“It is adesktop application that integrates an academiccalendar,aprogress-tracking database, and an integrated artificial intelligence chatbot,” Liam shared

He said the inspiration behind the project was the reality thatmany SouthAfrican learners face “South Africaisrestricted by the digital

divide. AI tools require constant, high-speed internet and modern hardware. This excludes learners who experience load shedding, unreliable internet and older computers,” Liam explained.

“My goal was to build aprogramme that helps students with theirstudies, regardless of theirsocioeconomic background.”

To achieve this, Liam researched the most commonly used academic tools —homework helpers, planners and progress trackers —and combined them intoaunified system with a graphical user interface.

He built arelational database using Microsoft Access and sourced alocalised language model capable of running on minimal hardware.

“I used amodel that can run on aCPU with just 4GB of RAM, without needing an expensive graphics processing unit,” he said.

However, the project came with significant technical challenges.

“The specifications required me to use Delphi 2010, which is about 15 years old and does not support modern AI models,”heexplained. To overcome this, Liam developed acustom communication system to connect the AI model to the outdated software.

“I wrote afunction to launch the language model, created an output pipe and captured the data in real time. Ithen converted it into readabletext,” he said.

He deliberately avoided using online AI services.

“I considered using an online API, but it requires an internet connection, which defeats the purpose of the programme,”headded. The end resultwas afully functional, lightweight, offline-first application designed to make AI-powered learning more accessible.

,class. Iwould cook forthe children, andwe played Secret Santa at Christmas because you neverknowwho had eaten that day,”she said.

“Whenchildren see me, they remember those moments. Those arethe thingsthatstay with them.”

Over the years, she has witnessed the school’s growth and transformation, particularlyinits facilities and community initiatives.

“Werecently had the opening of ourastro turf, withmaterial shipped all the wayfrom Holland. I’ve seen the school growfrom hockey astroturfstosoccer astroturfs, andwe now also haveavegetable gardenwhere we harvest produce,” she said.

Shesaid these developments reflecta broader mission touplift the community, despite thechallenges faced by ano-fee school

“That is the differencewewant to make. The previous principalsaidthe school must stand out in the community. We must make adifference,” shesaid

Having taught up to fourgenerations of learners,Boggenpoel has developed adeep understandingofthe community she serves.

She believes thatwhile times have changed, core values in education should remain

“Itisnot the sametype of child youare teaching now,but to keep to values, oldschool is still the best. To me, it is about getting the bestout of thechild,” she said.

AstraPrimary currently has 1,121 learners, from GradeR to Grade 7. Despite financial and social challenges, the school continues to offerawiderangeofactivities.

“Many childrencannot playsport because of financesordistance, but we still offerchess, rugby, soccer, tennis, hockey and choir. We do thingsbeyond our circumstances,”she said

Reflecting on her retirement, Boggenpoel said sheisnot stepping away entirely

“I willprobably still be involved in marketing at the school. Thealumni arevery strong –many have become doctorsand lawyers, and they stillgiveback to the school,”she said

She is also looking forward to spending time with family, including visiting her eldest daughter in the United Kingdom.

“I live in Aspen Heights, Iammarried with threedaughters andfour grandchildren,” she shared.

While she is ready forthe next chapter, leaving the schoolwill not be easy.

“I will miss this school. It was part of my life –itwas my everything. But there is atime to come andatimetogo,”she said.

“I never realised that 44 years would go so
