MBDA suspends finance manager over stadium event probe THE Board of the Mandela Bay Development Agency (MBDA) has placed its finance manager, Unathi Peter, on precautionary suspension following a forensic investigation into alleged policy and regulatory breaches at the Nelson Mandela Bay Stadium. On 16 January, the MBDA board announced Peter as their interim Chief Executive officer (CEO) who previously served as the Agency’s Finance Manager, and who allegedly had a
strong academic background. In a statement, the MBDA Interim CEO, Dr Pierre Voges said the board had resolved on Monday 26 October to suspend the official with effect from Tuesday 27 October. “The Board has taken this precautionary step to give both the official and the entity sufficient space for the relevant processes to proceed unhindered. “The investigation centred on the NMB Film Office launch and boxing event held at
the NMB Stadium on 6 June. At the time of the event, the official was serving as acting stadium manager and acting chief executive officer of the MBDA,” said Voges. “It is pertinent to emphasise that the precautionary suspension of the official is not a finding of guilt, as the official is presumed innocent. “The MBDA has called on stakeholders to allow the process to unfold without interference,” said Voges.
He said the entity requests all stakeholders to allow this process to unfold without interference, and to that end, the entity will not run ongoing commentary during the process until the matter is concluded by a competent forum. “In the coming days, the entity plans to unveil several initiatives aimed at restoring stability, accelerating the rollout of city infrastructure maintenance, and revitalising commercial activities at the NMB Stadium.”
Young Gqeberha businesswoman found dead; mayor calls for justice THE body of young Gqeberha businesswoman Anathi Maguga (29) was discovered by Motherwell police with several gunshot wounds on her body on Saturday, 24 October, at approximately 12:00. According to police spokesperson, Captain André Beetge, Maguga was last seen by her family on 22 October in the afternoon, when she received a phone call and left her home in New Brighton driving her red VW Polo. “This vehicle was discovered abandoned by SAPS Motherwell members in Dabadaba Street, NU5, Motherwell,” he said. “Maguga did not answer her phone, and when she didn’t return home the next morning, 23 October, the family reported her as a missing person at SAPS New Brighton.” Beetge added that after an extensive search, which included the assistance of the Motherwell community members in finding her, they discovered her body in the bushes at NU29, Motherwell. “A murder case was opened and is being investigated by SAPS Motherwell,” he said. The incident prompted an outcry from community members and social media users, who shared testimonials of the type of person Maguga was, with most posts describing her as a dedicated baker. Mayor calls for collective action The Nelson Mandela Bay Municipality (NMBM) Executive Mayor, Babalwa Lobishe, conveyed condolences to the Maguga family and called for collective action against gender-based violence and femicide. “I visited the Maguga family to pay my respects and convey my deepest condolences following the tragic loss of Anathi. During my visit, I also wanted to assure the family of the ongoing efforts by the South African Police Service (SAPS) to investigate this matter and ensure that justice takes its course,” she said. Lobishe added that she was accompanied
by SAPS leadership at district level, Brigadier Humpries and Colonel Dippenaar, and officers from the New Brighton Police Station, as well as representatives of the Community Police Forum (CPF). She said her visit to the family followed a briefing on the progress of the investigation. “I acknowledge and appreciate the commitment of the investigating team and the broader SAPS leadership in pursuing all relevant leads to ensure that this heinous act of gender-based violence is thoroughly investigated and that those responsible are brought to justice,” she said. She added with emphasis that the integrity of the investigation must remain paramount. Wary of disclosing sensitive investigative details that could compromise the case, she said, “I have no intention of jeopardising the investigation by making public information that could undermine the work of the police. I therefore call on everyone to allow the investigating team the necessary space to carry out its mandate effectively.” Collective responsibility She added that gender-based violence and femicide (GBVF) remain a serious societal challenge that continues to devastate families and communities. “The tragic loss of Anathi Maguga reminds us that the fight against GBVF cannot be left to law enforcement agencies alone,” she said. “It requires a sustained and coordinated response from all spheres of government, civil society, community organisations, political leadership and every member of society.” Lobishe called for intensified efforts and the mobilisation of all available government resources and institutional capacity to prevent and combat GBVF. “We must strengthen preventative interventions, support victims and survivors, improve access to justice, ensure account-
ability for perpetrators, and address the social conditions that allow violence against women and vulnerable members of society to persist.” Additionally, she urged the government to continue to mobilise every available resource and work collaboratively with law enforcement agencies and community structures to strengthen prevention, victim support, investigation and prosecution efforts. “We must ensure that our interventions are practical, coordinated and effective, and that our response is aligned with the national framework for addressing gender-based violence and femicide, including the relevant strategic pillars and commitments articulated by the President,” she said. Lobishe added, “I caution against attempts by any political party or individual to exploit this tragedy for political point-scoring. While public scrutiny and constructive engagement are legitimate and necessary in a democratic society, the suffering of the Maguga family must not be turned into an instrument for political opportunism.” In her statement, she also said the fight against GBVF transcends political affiliations. “I call on all political parties and public representatives to contribute constructively to this fight and support initiatives that strengthen community safety, prevent violence and advance access to justice. “I further call on members of the public to cooperate with SAPS, provide any information that may assist the investigation through the appropriate channels, and refrain from spreading unverified information or engaging in conduct that could undermine police efforts or jeopardise the case,” she said. Lobishe noted that community cooperation is essential to ensuring that the police can conduct their work effectively and that

the pursuit of justice is not compromised. “The fight against gender-based violence and femicide is a collective responsibility,” she said. “Together, we must work towards a future in which women and all vulnerable members of our communities can live in safety, dignity and freedom from fear.” Any person with information that could assist police with this investigation can contact the investigating officer at SAPS Motherwell Detectives, Detective Lt Colonel Ntshangase at 079 302 6676 or Crime Stop at 08600 10111.
Metro launches clean-up campaign,R1.5m recreation park NELSON Mandela Bay Municipality (NMBM) Executive Mayor, Councillor Babalwa Lobishe, has called on residents and businesses to work with the Municipality to restore the Metro’s former reputation as one of the cleanest municipalities in the country. Lobishe made the call on Tuesday, 27 October, during the launch of the Love Your Street Campaign at Young Park. According to the Nelson Mandela Bay Municipality spokesperson, Sithembiso Soyaya, the campaign forms part of the Municipality's Cleaning and Greening Programme and is aimed at promoting community activism and encouraging residents and businesses to take collective responsibility for keeping their streets clean, safe and habitable. Implemented by the NMBM in collaboration with the Ministry in the Presidency, the initiative brought together various stakeholders, including the Department of Forestry, Fisheries and the Environment, the Expanded Public Works Programme (EPWP) and local communities. As part of the launch, Lobishe officially handed over a site to a contractor for the development of a R1.5 million recreation and healthy lifestyle park in Young Park. The facility is intended to provide the community with a space for recreation and healthy living. By the end of January 2027, the park is expected to be completed. Following the handover, the mayor and
stakeholders proceeded to Walmer Township, where they participated in a cleanup campaign targeting open spaces and recreational parks that had been turned into illegal dumping sites. “We need a community-based approach that brings together all relevant stakeholders. We need to take our city back to its glory years. By working together with our communities and stakeholders, this is possible,” said Lobishe. Lobishe emphasised that the Love Your Street Campaign is not a once-off initiative, but part of the Municipality’s ongoing efforts to improve cleanliness and restore public spaces across Nelson Mandela Bay. “As part of the Cleaning and Greening Programme that we introduced last year in collaboration with the Department of Forestry, Fisheries and the Environment, we are now taking our efforts down to street level. This includes clean-ups, waste recycling, tree planting and cleanliness awareness campaigns,” added Lobishe. “The campaign will continue for the remainder of the 2026/27 financial year, ending in June 2027, after which progress and improvements will be assessed. A key measure of the campaign's success will be the extent to which communities take ownership of their neighbourhoods and initiate similar cleanliness programmes, with support from the Municipality,” said
Soyaya. The NMBM calls on all residents, businesses and community stakeholders to play an active role in keeping their streets and public spaces clean, green and habit-
able. Through collective action and sustained community involvement, the Municipality aims to restore pride in Nelson Mandela Bay and build cleaner, healthier neighbourhoods for all.

Bail denied for Hawks officer in kidnapping case A HAWKS officer accused in connection with alleged kidnappings has been denied bail after the Gqeberha Regional Court found that his personal circumstances did not constitute exceptional circumstances justifying his release. Acting Regional Magistrate Thabiso Mpimpilashe delivered the judgment on Friday, 30 October, refusing the bail application of Xolani Busakwe (47), who is facing charges of kidnapping and defeating the ends of justice. In her findings, Mpimpilashe said the State had presented prima facie evidence linking Busakwe to the alleged offences, including cellphone data placing him at or near the scenes of the crimes before or during their commission. The magistrate also referred to evidence allegedly connecting him to his co-accused, from whom ransom money and assets believed to have been bought with the proceeds of crime were recovered. According to the investigating officer's affidavit, there was also evidence of Busakwe arranging and participating in the sale of a BMW allegedly purchased with the proceeds of crime. The magistrate said Busakwe allegedly continued using the vehicle after it had been registered in another person's name, with his brother, Ayabulela Busakwe, having paid for it. She further noted that, on the day
Ayabulela was arrested, Busakwe allegedly drove the BMW to Pretoria and parked it at a friend's residence rather than at his own home. Mpimpilashe added that the circumstances surrounding the vehicle, together with the discovery of large amounts of cash and assets registered in another person's name, raised suspicion. The court also raised concerns about 12 police case files dating back to 2022, which were found at Busakwe's Pretoria residence. Busakwe had previously been stationed at the Local Criminal Record Centre (LCRC) before moving to Pretoria in December 2024. The magistrate said police officers were not permitted to keep official case files, dockets or sensitive police documents at their homes, adding that such conduct could result in the unauthorised disclosure of confidential information and interfere with investigations. She confirmed that the applicant had not provided evidence showing that he was authorised to keep the files at his residence. Mpimpilashe further considered evidence relating to Busakwe's cellphone use. She noted that although he denied having two devices, the second cellphone number he acknowledged as belonging to him was connected to another device. The magistrate said Busak-
we had also refused to provide his cellphone password, which the investigating officer said would prolong the process of retrieving data during the investigation. While acknowledging that a person had the right to refuse to assist police with an investigation, she said this could also suggest that information was being concealed. In considering the interests of justice, Mpimpilashe said that the main objective of bail was to secure an accused person's attendance at court. She acknowledged that Busakwe had a fixed residential address and strong family ties in Gqeberha, and that there was no evidence suggesting he had the means to travel, as he did not have a passport or travel documents. The court also considered his personal circumstances, including that he was employed, had no previous brushes with the law or pending cases, and was the father of six children. However, the magistrate noted that five of the children did not live with him and found that the information provided in his affidavit about his family responsibilities and financial circumstances was insufficiently detailed. She also considered evidence that he was on regular chronic medication but found no evidence that refusing bail would adversely affect his health.
The magistrate said the offences under consideration were serious and involved violence, with complainants allegedly kidnapped at gunpoint and threatened with assault or death if ransom money was not paid. She further noted that, if convicted, Busakwe could face lengthy imprisonment under the prescribed minimum sentencing provisions of Section 51 of the Criminal Law Amendment Act. Mpimpilashe said the court was not required to determine the merits of the criminal case during bail proceedings, as the quality and weight of the evidence would ultimately be assessed by the trial court. However, she rejected the argument that the State's case was weak, finding that the applicant had not presented sufficient evidence to demonstrate that he would ultimately be acquitted. In her conclusion, the magistrate found that Busakwe's personal circumstances were commonplace and not out of the ordinary, and therefore did not amount to exceptional circumstances warranting his release. "The applicant has not discharged the onus put on him by Section 60(11) of the CPA," she said. Bail was accordingly refused and Busakwe will reappear with his co-accused on 1 December, where they'll remain in custody.
Nelson Mandela Bay retains Blue Flag status for three beaches NELSON Mandela Bay Municipality has retained Blue Flag status for King’s Beach, Humewood Beach and Hobie Beach for the 2026/27 season, reinforcing the metro’s reputation as a leading coastal tourism destination. Humewood Beach marks 25 consecutive years in the international Blue Flag Programme, recognising the municipality’s ongoing commitment to beach management, environmental protection and visitor safety. The achievements were recognised at the national Blue Flag and Green Coast Awards held at Grotto Beach in Hermanus on 8 October 2026. The event also marked 100 years of environmental action by the Wildlife and Environment Society of South Africa (WESSA) and 25 years of Blue Flag South Africa. Executive Mayor, Councillor Babalwa Lobishe, said the retained status reflected the municipality’s investment in maintaining beaches to international standards.
“We are a Metro that has identified its beaches as one of the critical enablers of our economic growth, specifically through international water sports events and tourism in general,” Lobishe said. She added that the municipality was encouraged by the pilot status awarded to Bluewater Bay and Wells Estate beaches, which will work towards full accreditation. Blue Flag status is awarded annually and requires compliance with international criteria covering water quality, environmental management, safety, accessibility, visitor facilities and environmental education. Requirements include regular water testing, beach cleaning, trained lifeguards and the maintenance of public facilities. The municipality has allocated R5.6 million in the current financial year for beach maintenance and upgrades. Planned projects include improvements to the Kings Beach kiosk, a new balustrade at Wells Estate, restoration of ablution facilities at Sardinia Bay,
and fencing and facility upgrades at Maitlands and Brighton beaches. The city’s Beach Safety Programme has also trained young people as peace officers to patrol the Humewood and Summerstrand beachfronts.
who makes a sale and a young lifeguard who has a job,” Lobishe said. Nelson Mandela Bay also welcomed 39 international cruise vessels during the 2025/26 season, carrying 59,077 passengers and 22,994 crew members. The season contributed an estimated R111 million to the local economy, up from R96.5 million the previous season. The municipality said coastal tourism supports accommodation providers, restaurants, tour operators, beachfront traders, transport operators and small businesses, creating employment and economic opportunities across surrounding communities. Lobishe encouraged holidaymakers to choose Nelson Mandela Bay for the summer season, highlighting its beaches and the hospitality of its residents. The municipality has urged residents and visitors to swim only where lifeguards are on duty and to help protect the coastal environment.
Coastal tourism and major sporting events continue to contribute to the local economy The ISUZU IRONMAN African Championship, held at Hobie Beach in April 2026, was estimated to have generated more than R87 million in economic activity and over 20,787 verified overnight stays. King’s Beach will host a key part of the Lifesaving World Championships from 25 November to 13 December 2026. The event is expected to attract more than 2,500 competitors, alongside crews and supporters, and generate an estimated R350 million in economic activity. “Every Blue Flag that flies over our beaches represents a guesthouse that is fully booked, a surf school that is busy, a beachfront trader

Paramedics answer call to help dying dog in Gqeberha ALULUTHO MADOLO
A DESPERATE phone call to an ambulance service usually reserved for humans became the lifeline for a gravely ill dog and her owner in Gqeberha. When every option seemed to close around her, Gardmed Ambulance Service answered the call, brought oxygen, transported a dying pet to the vet and stayed long after their duty ended. Celeste Bataille’s dog, Bella, fell gravely ill recently, breathing heavily with a discoloured tongue and gums. An after-hours vet suggested leaving Bella in an oxygen tank overnight and warned she could die alone. “Without any compassion the vet told me I could leave her and that she could die that night alone. I was horrified and immediately said I will go for a second opinion,” said Bataille. Bataille took Bella home after the vet gave her injections and searched pharmacies for oxygen in vain. “She needed oxygen, but it was mostly that her heart was beat-
ing so fast; I stayed up with her all night. When I woke up, I thought of calling an ambulance as I knew she needed oxygen,” she said. Bataille said an idea came from memory; her late mother had emphysema and often needed an ambulance. “I just thought of my mom needing an ambulance often as she suffered with emphysema when she was alive, so I called Gardmed, unsure they would respond.” She said paramedics arrived with a portable oxygen tank and fitted it on Bella. “They brought a portable oxygen tank, and we immediately put it on her. The paramedic did it so caringly. I asked the crew to transport Bella as she needed constant oxygen, and they agreed after getting permission from their supervisor; they didn’t hesitate.” The first responder recommended 9th Avenue Veterinary Clinic and phoned ahead. “All four paramedics were absolutely compassionate and professional,” she said. Crew member Jaenine Jackson (Intermediate Life Support), went
into the clinic to keep Bella company. “She [Jackson] messaged me later that day to find out how Bella was doing, and I could not believe how kind that was,” she said. Bataille said her dog has since sadly passed away. “I did not think an ambulance would respond to a call about a dog and was overwhelmed with relief when they did. It meant everything to me as I was desperate to get her help. I did not think they would fetch a dog, so I was so relieved she was in capable hands. “I am grateful beyond measure, the way the paramedic held my Bella in her arms with her blanket and the oxygen mask on her, it was so beautiful,” she said. Bataille hopes the story reminds people to appreciate those who serve. “The paramedics should be appreciated; there are good people in this world. Gardmed is the best ambulance service, and I would not hesitate to use them again or recommend them to people in need,” she said. Gardmed Ambulance Service
marketing and PR manager Phillip Monteith said, “Working with animals is not something we actually do; it’s so rare. The last time we did anything to do with an animal was when we had a patient who was stressed about her dog being missing. We only went and looked for the dog; we found it and reunited it with the owner; that is all we did. “This one was very unique and different, and the lady was stressed; she had nowhere to go. Fortunately, she called Gardmed, and she said we had helped her mom years ago and we were able to go and assist. My team took the incident as a normal call with empathy and as much care as they could because they could see that the owner was stressed,” he said. Monteith said they do a lot of community services where they donate for animals. “Last year we did a food drive during winter, and we donated food and blankets for the SPCA. The services and values are the same whether it’s an animal or human beings; we still have to think about their emotions, so we treat every case as unique.”

Get all your election news in one place as NovaNews,‘Die Papier’ and Nuuspod join forces SOUTH African voters will be able to follow every moment of the 2026 local government elections through a single, integrated news source, as NovaNews, Die Papier and Nuuspod join forces for the first time to provide comprehensive coverage of the polls on Wednesday, 4 November 2026. The joint venture brings together the combined reporting strength of all three platforms, giving readers a one-stop destination for election news — from live streaming and on-the-ground reporting to a real-time interactive map that displays district-by-district results as they are counted. With reporters deployed across multiple provinces, the collaboration delivers continuous, multi-language coverage across live reporting, live streaming and digital publication throughout the day. All three platforms will operate concurrently, offering audiences a choice of live coverage in their preferred language and format. The partnership marks the first time the three platforms have combined their reporting resources for a single news event, ensuring that audiences across South Africa have access to timely, comprehensive election coverage on the platforms they already trust.

Real-time interactive election map A centrepiece of the coverage is an interactive map on NovaNews, freely accessible without paywalls, which will give South Africans real-time, district-by-district access to local government election results as they are counted. The map will display live voting results as counting progresses, empowering citi-
zens to monitor outcomes in their own districts and across the country as they happen. The platform transforms how South Africans engage with election data, offering immediate transparency and community-level insights as results unfold. Coverage across platforms and languages On election day, Nuuspod will stream election news throughout the day, providing continuous live updates and analysis. The live feed will be embedded on both the NovaNews and Die Papier websites, giving audiences on both platforms direct access to the stream. Simultaneously, NovaNews and Die Papier will conduct live reporting on the elections throughout the day. Reporters from both platforms will be deployed to voting stations and key locations, filing video updates and news reports in Afrikaans and English. The collaboration represents a commitment to democracy, transparency and accessible journalism — ensuring every South African can follow their local government elections as they happen, without barriers.

Ballet company back in local theatre with season finale A TRIPLE bill of reverence, prayer and centennial celebration – culminating in the South African premiere of Martha Graham’s Diversion of Angels. WGRUV Dance Company, the professional contemporary ballet company founded by Artistic Director Holly Gruver, will close its 2026 season with Angels In Africa, a triple bill at the Mandela Bay Opera House, Gqeberha, from 5 to 8 November. Conceived as WGRUV's Season 3 finale, Angels In Africa draws together three works of historical depth and spiritual imagination, offered as a family-friendly celebration for the festive season. The evening opens with Reverence, set to Robert Schumann’s Symphonic Studies, Op. 13. Choreographer Jessica Lang describes the work as “my definition of ballet” – a piece built to be experienced rather than explained, moving between stillness and fluidity as four couples form shifting partnerships, turns, lifts and embraces, with recurring circular formations lending the work a sense of continuity and interconnectedness. The production continues with Prayer,
an imaginative work by Lex and Holly Gruver, inviting audiences to look beyond the obvious, communicating depth and soul through movement known to WGRUV’s contemporary style – a piece built to lift the mind toward what is unseen and eternal. The programme closes with the South African premiere of Diversion of Angels, the landmark 1948 ballet by American modern dance pioneer Martha Graham. Staged in the Martha Graham Dance Company's centennial year, the work traces the stages of love – adolescent, romantic and mature – through a single, unforgettable composition. “This programme is a gift to Africa,” says Holly Gruver, Artistic Director of WGRUV. “Three works, three visions of what it means to love, to reach beyond ourselves, and to be still enough to see it. “We’re grateful to carry Diversion of Angels into the Graham Company’s hundredth year, and to share it here, for the first time, with the audiences of Gqeberha.” Tickets are on sale online at www. webtickets.co.za.
