HUNDREDS of residents from across Nelson Mandela Bay took to the streets on Fridayin an anti-crime march led by DemocraticAlliance (DA) leader Geordin Hill-Lewis, calling for stronger action against violent crimeand apermanent national police minister
The march started at the cornerofAubrey Road andAmelia Street in Gelvan Park and endedatthe SAPS 10111 Centre, where politicalleaders andcommunitymembers addressedthe crowd.
Many residents said they were living in fear as violent crime, shootings and gangactivity continue to affect communitiesacross the metro.
Ruby Williams, who lives in Gelvan Park and is originally from Helenvale, told the PE Express residents had grown tired ofthe violence.
“The crime rate is so high, and it is terrible that some people have been murdered in their ownhomes .ithas to stop,” sheshared. “We aretired of the killings and people getting away with it.” Williams said although police oftenarrested suspects, shebelieved the justice system was failingcommunities.
“The police catch the criminals, but then they go to courtand the magistratesset them free. The justice system is corruptbecause even if the police do theirjobs, you see the criminals are out of jail.”
Bonita Simon, who travelledfrom Kariega to join the march, said crime had become a constantsource of anxiety.
“We are overwhelmed with crime.Every week thereisheartbreak. We can’t walk anywhere or send our children to the shop,” she explained.“It wasquiet for awhile, then it picked up again and has gotten worse. We’ve had enough of crime and can’t livelike this anymore. Somethingmust be done.”
Claudette Jenniker said daily life had becomeincreasingly difficult because of gang violence in her neighbourhood.
“I live among the gangsters. We arenot safe,” she said.“We hear shootings in the evening, and then in the morning we find out who has been hurt.Just yesterday there was another shooting, and Ihave two young sons .wereally don’t feel safe.”
Addressing supporters at the end of the march, Hill-Lewisalleged that corruption within parts of the South African Police Service was undermining efforts to combat crime.
“Too many of our police are working with criminals. Iwant to say, with respect, there arepolice officers who do agood job,but amongthem too many are workingwith criminals,” he said.
Hill-Lewis called on PresidentCyril Ramaphosa to appoint apermanentMinister of Police, arguing that the country could not effectively tackle violent crime without stable leadership.
“We’ve had two police ministers, oneacting and one suspended in the past year. Both have been earning afull salary,” heshared.“We can’t beatcrime with temporary leadership. We need apermanent police minister now.

GOVERMENT leaders have reaffirmed their support for Nelson Mandela Bay Municipality’s turnaround programme after National Treasurytemporarily withheld themetro’sJuly equitable shareallocation due to financial management failures.
Nelson Mandela Bay is one of 69 municipalities across South Africa affected by the intervention, which National Treasury announced on 7July after identifying what it described as “persistentand serious non-compliance” withthe Municipal Finance Management Act (MFMA).
The affected municipalities include several major metros, among thembeing BuffaloCity,Mangaung and the City of Johannesburg. The equitable shareisan unconditional allocation that national government transferstomunicipalitiesto help fund basic services andsupport their day-to-day operations.
By withholding the Julyallocation, National Treasuryhas temporarily suspended that month’s payment until the municipality meets specified financial governance and compliancerequirements. Financial governancewas akey focus during thesecond day of the Cooperative Governanceand Traditional Affairs(CoGTA) Ministerial Visit to Nelson Mandela Bayon9July. Eastern Cape MEC for CoGTA ZolileWilliams reaffirmed “the provincial government’s commitmentto supporting the Nelson MandelaBay Municipality’s governance andinstitutional reform programme.”
Addressing financialgovernance,Williamssaid, “Sound financial management and accountabilityare essential to maintainingthe confidence of oversight institutions and supporting the Municipality’s

long-term sustainability.”
ExecutiveMayor Babalwa Lobishesaid, “The focus should remainonimplementing practical solutions rather than assigning blame.” She reaffirmed the municipality’s commitment to strengthening governance, institutional capacity andfinancial management, saying meaningful progress depended on the support andcommitment of theentire council to implement the municipality’sturnaround programme.
Themunicipality has also sought to reassure residents following Treasury’s de-
cision.
TheMunicipalspokesperson, Sithembiso Soyaya, saidthe temporary withholding of NelsonMandela Bay’sJuly equitable share allocationwas “administrative and corrective” and “doesnot mean theMunicipality is financially insolvent or incapable of delivering services.”
He said NationalTreasury had confirmed that the withholding was intended “to promote compliancewith theMunicipalFinanceManagement Act (MFMA) and strengthen financialgovernance.”
Soyaya added thatthe municipality was
“fully committedtoworking with National and Provincial Treasury to satisfy all conditions for therelease of thewithheld funds.”
According to themunicipality, correctivemeasures already under way include financial governance reforms, stronger revenue management and expenditure controls, enhanced consequence management for irregular, unauthorised, fruitless and wasteful expenditure, and amultidisciplinary team engaging directly with National Treasury
The municipality also said “essential services —water, sanitation, electricity, wastemanagement and emergency services —remain thehighest priority”, while every effort wasbeing made to minimise any impact on service delivery as it works to secure therelease of thewithheldfunds.
Meanwhile, theNelson MandelaBay Civil Society Coalition said it recognised National Treasury’s constitutional authority to withholdtransfers from municipalities that repeatedly fail to complywith financial management legislation.
“Public funds cannot continue to be disbursed without accountability, and municipalities that have become synonymous with corruption, financial mismanagement, unfunded budgetsand reckless governance cannot simplyexpect business as usual,” thecoalition said in astatement issued on 7July.
Whileacknowledging theneed to strengthen fiscal discipline, thecoalition warned that residents couldultimately bear theconsequences.
“The Coalition is deeplyconcerned about thedevastating consequences this decision will have for ordinary residents, whoare already paying theprice for years of governance failure,”itsaid.
