Here are our winners! The PE Express and UD Express Ms and Mr Matric 2026 competition concluded in a glamorous finale on Saturday. Shiznay van Rooyen, from Hoërskool Brandwag, and Uyathandwa Mcwabeni, from Willow Academy, walked away with the respective titles. Shiznay’s dress was inspired by her late grandfather, who said he could picture her in something very colourful for her matric farewell, a vision brought to life by designer André Cloete. Minister slams state of Algoa Park police barracks NATASHA BEZUIDENHOUT AND ESMI WINDWAAI
DARK corridors, broken windows, garbage and the sound of wind moving through the building greeted Public Works and Infrastructure Minister Dean Macpherson when he walked through the Algoa Park police barracks on Tuesday, 6 October. The visit followed months of concerns about the state of the barracks, first raised during an oversight inspection in June. Macpherson described the accommodation as dysfunctional and said the conditions were not acceptable for police officers and their families. “The lifts haven’t worked for nearly seven years, the accommodation standards are just not up to scratch; it has uncontrolled access to people who do not qualify to be here and, in some instances, there are hijacked units,” he said. “That is just not acceptable to us, so we accept that we have a responsibility to work with SAPS to get this place back up to scratch to service our dedicated and brave police officers with functional accommodation because this is, quite frankly, dysfunctional.” Residents Kolani Klass and Nomadax Woxa opened their home to the minister, giving him a first-hand look at their living conditions. The couple live at the property with their son and grandchild.
They showed him their home, where a kitchen light has been flickering, and a toilet has not been flushing properly for about six months. The conditions were described as “disaster living” during the visit. Macpherson said he had directed his department to complete an audit within 14 days to establish who was living at the barracks. He also ordered a rectification plan for the most obvious health and safety concerns and called for engagement between Public Works and SAPS to restore the accommodation. “I just can’t accept that this is what our assets look like,” he said. “I’ve been very clear that our assets must be respected.” He cited a unit that had been burnt out for about five years without being repaired as an example of poor planning and a lack of attention to state assets. The minister said the department needed a credible plan, backed by a budget, to bring the building up to standard, including access control. Non-functioning lifts were another concern, particularly for residents who have to navigate the building’s stairs. “The lifts don’t work, so people have to walk up and down the stairs; there are no fire hydrants, and that’s not on,” he said. “It’s almost like at some point in time the building was abandoned. “Our assets are too valuable, so
we have got to take control and we have to make right what is clearly wrong here.” Macpherson said Public Works was responsible for the upkeep of the buildings as custodian of state assets, while SAPS was responsible for the accommodation budget. “We must take accountability and responsibility,” he said. The minister’s visit followed an inspection by DA Eastern Cape MPL and Nelson Mandela Bay mayoral candidate Retief Odendaal on 3 June. Odendaal said he found deteriorating infrastructure, poor security, accumulated waste and unsanitary living conditions during the inspection. He also raised concerns about reports of rats at the barracks. Following the inspection, he wrote to Macpherson and the Acting Minister of Police requesting intervention. For Vicky Knoetze, a DA member of the Eastern Cape Provincial Legislature, the issue goes beyond broken infrastructure. “The living conditions of police officers are so important because how do we expect our men and women in blue to go and risk their lives to protect us when they cannot even live in a place of dignity,” she said. Odendaal welcomed the intervention but said the DA would continue monitoring the process until funding was secured and the necessary repairs and security improvements were completed.

Dormant R6 million surveillance vehicle relaunched NELSON Mandela Bay’s long-dormant mobile surveillance vehicle, better known as the “Loerbroer,” has officially been launched back into ser-
vice, nearly five years after it was parked at a municipal depot. Executive Mayor Babalwa Lobishe delivered the keynote ad-

dress at the launch of the Safety and Security Mobile Surveillance Vehicle (MSV) on Thursday, 8 October. Lobishe said, “Today, I delivered the keynote address at the official launch of the Municipality’s Safety and Security Mobile Surveillance Vehicle (MSV).” The MSV — a R6-million custom-built surveillance unit purchased in 2010 ahead of the FIFA World Cup — has been out of operation for years while undergoing extensive repairs. The vehicle was sent to Pretoria for refurbishment, receiving new lithium batteries, interior upgrades and a replacement thermal network multi-spectral pan-and-tilt camera to replace its faulty Zeiss unit, which had to be sourced from Germany. Luyanda Lawu, Member of the Mayoral Committee (MMC) for Safety and Security, confirmed in July 2026 that the vehicle was “functional,” with only a handful of outstanding components still awaited at that stage. Part of a wider technology push The MSV forms part of the metro’s broader, integrated approach to safety and security, bringing together the Municipality, Metro Police, the South African Police Service (SAPS) and community structures such as Community Policing Forums (CPFs). She said, “Our expanding safety technology network, including high-speed fibre infrastructure, surveillance drones and hightech CCTV cameras in identified crime hotspots, is strengthening our ability to monitor, respond and act in real time.” In July, the Mandela Bay Development Agency (MBDA) launched a R27-million security network expansion, deploying 360 new CCTV cameras equipped with number plate recognition, ther-
mal imaging and infrared night vision, alongside seven surveillance drones and more than 40 kilometres of fibre optic infrastructure across the metro. The municipality has also invested R16.1 million in a new safety and emergency fleet, unveiled in April. The 20-vehicle fleet has been deployed across Metro Police, Fire and Emergency Services, Traffic and Licensing, Security Services and Disaster Management, as part of a broader capital investment exceeding R43 million. Challenges remain Despite the launch, the metro’s safety directorate has faced criticism for slow spending. By the end of February, the department
had spent just 18% of its R72-million capital budget. The city’s ShotSpotter gunshot detection system in Helenvale — a vital tool for real-time gunshot alerts — has been offline since December 2023 due to contractual disputes, with no timeline for its return. Lobishe called on law enforcement officers and joint security teams to make full use of the technology now at their disposal. Lobishe clarified, “Our responsibility is to protect our communities, municipal infrastructure and create the conditions necessary for investment, tourism and development. “A safer Nelson Mandela Bay requires technology, collaboration and decisive action.”

BETHELSDORP COMPREHENSIVE SCHOOL:
New facility gives local school a fresh start ESMI WINDWAAI AFTER more than a decade of broken windows, missing benches and classrooms stripped by vandalism, learners and teachers at Bethelsdorp Comprehensive School have finally moved into a brand-new facility. Eastern Cape Premier Oscar Mabuyane, accompanied by Education MEC Fundile Gade, officially handed over the newly built school on Wednesday, 7 October, marking what the provincial government described as a significant step forward in education infrastructure for the Bethelsdorp community. “The school belongs to the community,” Mabuyane said. Gade, who has served as Eastern Cape MEC for Education since May 2019, was candid about the provincial government’s missteps in school infrastructure delivery. He said basic education in the province had been backlogged and that the government had taken on a number of schools at once, eventually realising that it had overcommitted financially. “The Basic education in the province had been backlogged, and the government took on a number of schools at once and learned that because of overcommitting, there was no breathing space from a massive financial point of view,” Gade said. A province learning from its mistakes Gade said the government then redesigned schools into a multi-skilled, technical landscape — combining technical vocational and occupational skills through what is known as the G-stream model. The G-stream model refers to a way of organising learners into different streams or pathways based on their abilities, interests and academic needs, allowing pupils to follow technical, vocational or academic routes rather than a single, one-size-fits-all curricu-
lum. He said the redesign of the academic curriculum focused on the nation’s needs and that the delay had made the government realise that education was not only about getting learners through the academic stages of basic education, but also about equipping them with new skills to help reshape the workforce. “The redesigning of the academic curriculum focuses on the nation’s needs. The delay made the government realise that not only getting learners through the academic passage of basic education but also equipping learners with new skills that will redesign the workforce,” Gade said. An emotional transition Jerome Meyer, the school’s principal, said the new facility marked an important milestone for the school, which has about 1,200 learners. He said the old school building had been intended as a temporary structure but had been used for 54 years. “The old school building was a temporary-built school for 54 years, and it was the previous principal’s hard work and desire to establish the new school facility,” Meyer said. “The transition from the old building to the new facility had been an emotional one for both learners and staff.” Meyer said the school and its facilities were much-needed resources for the community and could play an important role in its upliftment and development. “In modern society, e-learning is difficult to incorporate daily with no electricity, and ‘talk and chalk’ is not always working effectively,” he said. He added that young learners were technologically adept and that incorporating technology into their daily learning would help enhance e-learning. Lalagen Brown, a Grade 12 learner at the school, said the new building represents more than fresh paint and solid walls. She said the new school building would offer learners op-

She recalled the conditions learners had endured in the old building, where broken windows left classrooms exposed to the elements and basic equipment was in short supply.
Eighteen more schools on the horizon The government’s goal is to build 18 more new schools before the shutdown of the next financial year. Gade said the HOD (Head of Department of Education) had already started in Komani and the OR Tambo District, redesigning the curriculum. “People of the province need a quality education system where more learners do math and physical science,” Gade said.

New drive to grow Nelson Mandela Bay tourism TOURISM has recovered strongly nationally, but Nelson Mandela Bay has yet to see the same level of recovery, according to Nelson Mandela Bay Business Chamber CEO, Denise van Huyssteen. Van Huyssteen said overnight visitor numbers and airport volumes had also not recovered to pre-Covid levels as the Chamber launched a Tourism Economic Development Desk aimed at turning the metro’s tourism assets into greater economic opportunities. The new Desk will bring businesses and other stakeholders together to identify opportunities, strengthen collaboration and turn those opportunities into practical action. Van Huyssteen said the need for a stronger focus on tourism was underscored by the sector’s contribution to the national economy. Tourism directly contributed R361.7 billion, or 4.9%, to South Africa’s GDP in 2024 and supported more than 950,000 direct jobs, with a significant multiplier effect across sectors supplying tourism businesses. “The national tourism sector has demonstrated a strong recovery, but we are not seeing the same level of recovery in the Bay,” Van Huyssteen said. Direct and indirect tourism employment in the Bay is estimated at about 18,500 jobs, while overnight visitor expenditure of approximately R6.2bn in 2025 represented only 3.1% of the metro’s economic value add, she said. “Overnight visitors and airport volumes have also not recovered to pre-Covid levels.
From left are Lunga Mjodo, Denise van Huyssteen, Keenan Bergins, Erich Oberhauser, Sandile Phillip and Gavin Biggs at the launch of the Chamber’s Tourism Economic Development Desk. PHOTO: SUPPLIED We can no longer blame a global pandemic six years ago for our current shortcomings. Tourism needs to be taken much more seriously.” The Chamber believes the Bay has significant assets that could support a stronger tourism economy, including its coastline, heritage, biodiversity, arts and culture, manufacturing and agricultural heritage, sporting events and liberation history. The Desk will work particularly closely with the Chamber’s Beachfront, Walmer and Baakens Valley geographic clusters, where
tourism is experienced directly through restaurants, attractions, neighbourhoods, public spaces and cultural precincts. Its focus will include improving the visitor experience, developing tourism routes, products and experiences, strengthening destination messaging, supporting events and business tourism, building skills, and connecting tourism businesses with opportunities through the Chamber’s broader network. “This is not about creating another tourism structure or duplicating the work of existing
tourism organisations. Our role is different. We bring businesses together, connect sectors, mobilise our members and partners, and turn identified opportunities into practical action,” Van Huyssteen said. The Tourism Economic Development Desk is the next action arm to be activated within the Chamber’s Bay of Opportunity umbrella. “The Bay has incredible stories waiting to be told. Too often, we overlook what is right in front of us,” Van Huyssteen said. “While we must confront what is not working, we also need to recognise, celebrate and promote what is working and turn our assets into memorable experiences that create local economic opportunity and jobs.” The Desk is supported by private-sector partners including City Lodge Hotels, First National Bank, Boardwalk Hotel and Casino, and Coega Steels. Van Huyssteen said the Chamber’s broader network would also allow the Desk to connect tourism with other areas of economic development, including entrepreneurship, skills development, and trade and investment. “As a highly labour-intensive sector with strong multiplier effects, tourism has a ripple impact across transport, retail, arts and culture, personal services, financial services, real estate and construction. These economic and job-creation opportunities are why we are launching this Desk,” she said. “Ultimately, this is what the Bay of Opportunity is about – recognising the opportunities around us and working together to turn them into reality.”
Community Chest delivers upgrades, essential items to daycare centre ALULUTHO MADOLO THE Community Chest of the Eastern Cape has completed a handover visit to a daycare centre on 6 October, delivering upgrades and essential items that will improve daily life for approximately 58 enrolled children. Project Manager, Sandy Geswint-Abdol, said the visit marked the conclusion of a project that saw roof repairs, a playground upgrade, and the conversion of an unused garage into an indoor play area, along with the delivery of mattresses, scooters, chalk, play dough, and a large catering pot. “We were welcomed with a beautiful poster on the wall expressing thanks to the Community Chest for its support. The children greeted us by name, and we were impressed with their level of confidence and intelligence in the way they responded to questions which we posed to them,” Geswint-Abdol said. She said during their due diligence visit, they noticed that the playground was too small with just a cement slab. “The surface was not in good condition. I also noticed that
there was a tandem double garage which was not being utilised. I suggested to the owner, Belinda Williams, several upgrades: smoothing and painting the cement slab and walls in bright colours, painting a large chalk patch on one wall for drawing, and adding a hopscotch patch on the cement slab for hopping and counting practice,” Geswint-Abdolsaid. She added that the tandem garage was converted into a large indoor playground with painted floors and walls, which was a huge advantage during rainy or extremely hot weather. “Outdoor play supports holistic, physical, cognitive, social and emotional growth in ways that indoor spaces cannot match. Outdoor tables and chairs were painted in bright colours for the children to enjoy lunch outside. Nothing like a good dose of Vitamin D to keep viruses away.” Geswint-Abdol said a classroom roof that had not been installed professionally, was also repaired. Some roof panels were too short, leaving open spaces where wind could enter, and there was no ceiling, leaving electrical wiring exposed. “We had the roof repaired and complete-
ly sealed. A fully insulated ceiling was installed and painted.” She said the new insulated ceiling will keep the children cool in summer and warm in winter, which she described as a win-win situation. The items delivered were chosen based on needs expressed by Williams during a due diligence visit. The centre needed additional mattresses for nap time but did not have the resources to purchase them. She said the daycare had a very small pot for cooking meals, meaning staff had to prepare food for half the children, clean the pot, and then cook for the other half. The large catering pot, which was delivered, will allow them to cook for everyone at once and save on gas or electricity. The centre had only four scooters, so the Community Chest provided five more. Chalk was supplied for the outdoor chalkboard, and play dough was included for its role in developing fine motor skills. She said that play dough improves hand strength through squeezing, rolling, and flattening, and builds the small muscles in
children’s fingers and hands. “These finger muscles and pincer grasps help children to later hold pencils, use scissors, button clothes and tie shoelaces.” “The upgrades significantly improve children’s physical health and emotional well-being. Seamless integration of indoor learning with active outdoor breaks helps children release pent-up energy. Concentration is improved when they return to the class after an outdoor break,” she said. She said the project fits into Community Chest’s broader mission, which is built on four pillars: education, health, community development and skills development. “Supporting early childhood development fits directly into the Community Chest’s mission, focusing on equity, community resilience and long-term human potential by establishing foundational health, learning and well-being during a child’s most critical developmental window,” she said. The Community Chest of the Eastern Cape will celebrate its 75th anniversary next year and plans to continue expanding its footprint in the communities it serves.

“Hierdie ongelooflike prestasie is geskiedenis.
