het by ’n nabygeleë bushalte gaan skuil. Twee mans is dood toe hul motor deur ’n motorbom vernietig is.

The Western Cape High Court has found that the Department of Correctional Services is liable for the death of an 18-month-old child who drowned in the swimming pool of the Mandela House at the Drakenstein Correctional Centre in 2010.
On that fateful day, 13 August 2010, the toddler and his father, who was a warden at the centre at the time, was visiting family friends who lived right next door to the house.
A few days after the drowning Paarl Post visited the family and the deceased’s father spoke candidly about what had happened.
Mr H, as the father is referred to in court documents, said his son had been playing with other children when he came to ask him for a cooldrink. He then told his son there was cooldrink in the car parked outside
“That was the last time I saw him alive. When he didn’t return after a few minutes, I walked to my car. There was no sign of him and I became very anxious.
“For some reason I thought of the swimming pool. A gate to the backyard of Mandela House was open and I entered and made for to the swimming-pool area. Coming around the corner my worst fears came true. He was floating face-up on top of the water, dead-still.”
Mr H immediately removed his son from the pool and called for help The little one showed no signs of life and CPR was performed. He said the boy
coughed twice and was rushed to a nearby hospital, where he was pronounced dead on arrival.
Now, almost 15 years later, there is some kind of victory for Mr and Mrs H even though it won’t bring their child back. They approached the court to claim damages for serious chronic major depressive mood disorder and severe post-traumatic stress disorder as a result of the drowning of their son.
The parents, who are the plaintiffs in the case, claimed the employees of Drakenstein Correctional Centre were negligent because they had failed to lock and secure Mandela House as well as the gates leading to the swimming pool They also pointed out there was failure from the employees' side to take the necessary measure to cover the swimming pool to prevent young children from falling in.
In its defence Correctional Services at first said at the time of the fatal incident Mandela House and its swimming pool were under the control of an independent building contractor who was busy with renovations, including doing work on the swimming pool. It also said the toddler's parents were to blame for what had occurred because they should’ve been more watchful over the child.
In the end, in its judgment on 26 May, the court found Correctional Services was liable for the drowning of the little boy, who had his entire life before him.
The damages to be paid to the family still need to be determined.

Tupper what? Tupper where? Tupperware!
The well known food-storage containers that everyone grew up with are back This comes after Tupperware outlets across the globe were forced to shut after the main company filed for bankruptcy
Marilyn Joseph, Western Cape Tupperware representative, said this had a ripple effect on the production of this product in South Africa
“Here we had our own Tupperware factory, and when Tupperware in America went bankrupt it affected us as well To be honest, Tupperware has been doing well here, but because the main company closed its doors we were forced to shut production and sales down
“What has since happened is a few
investors coming on board to revive the main company, and now the container brand everyone loves is back ”
When the news broke so many people thought it was fake However Joseph promised the product is the same quality as always
“The products being sold now are the last products manufactured in South Africa before the closure Unfortunately the factory has also since been sold So the products currently sold in the country are Tupperware from a factory in Brazil This current arrangement works out more cheaply
Although we don't have a factory here in South Africa we do have a trading licence for the next five years, which we will try to renew when necessary ”
There are multiple Tupperware representatives locally and if people are interested in the product they can buy from them

Thirteen people were treated for minor to serious injuries when two vehicles collided on the R45 close to Robertsvlei Road in Franschhoek on Tuesday morning (3 June).
According to ER24 paramedic Kurt Maske, the accident occurred around 07:00.
"The injured patients were transported by ER24 and Metro Ambulance Services to various hospitals in the area
"Franschhoek police, Franschhoek
First Responders and all other services were on the scene," Maske said He added that as he arrived, two other vehicles were also involved in a minor collison
No injuries were reported in the second accident.
The scene on the R45 was cleared and re-opened for normal traffic shortly before 09:00. Emergency services also responded to a motor vehicle accident on the R301 between Paarl and Wemmershoek earlier that morning at around 08:00.

Paarl Post het verlede week berig oor twee afsonderlike voorvalle in dié pas waarin drie motorfietsryers in ’n ernstige toestand gelaat is (“Drie beseer by Franschhoek”, 29 Mei 2025)

Zevenwacht Wine Estate in Kuils River, an environmental stronghold on the outskirts of Cape Town, was recently awarded Conservation Champion status by the World Wildlife Fund South Africa (WWF), in recognition of the establishment’s ongoing efforts to conserve renosterveld across approximately 15% of their farm land.
The first-generation wine farm is committed to environmental management and conservation, which are integrated into both its daily operations and longterm strategy.
During a media tour held on 29 May Dwayne Brecht, a conservation-champions extension officer, outlined the criteria for wine producers required to attain Conservation Champion status from the WWF.
He said the requirements are:
• An independent audit score of 70% or higher through the Integrated Production of Wine (IPW), the environmental sustainability scheme established by the South African wine industry in 1998.
• Measurement of carbon footprint using the Confronting Climate Change (CCC) carbon calculator along with the setting of reduction targets. The CCC initiative is a project developed to support the South African fruit and wine sectors in identifying and responding to the risks and opportunities associated with carbon emissions.
Demonstrated environmental commitment and leadership across three key focus areas namely nature and water conservation, as well as energy and/or waste management.
Zevenwacht currently excels in all three, through initiatives such as its renosterveld-restoration project, proactive water conservation measures, and energy efficiency achieved via the installation of 884 solar panels on the

Approximately 80 ha (around 15%) of Zevenwacht’s land has been designated a protected conservation area. This area has formed part of the Bottelary Hills Renosterveld Conservancy (BHRC) since 1992 and supports a rich biodiversity, with an estimated 150 to 200 species of flora, alongside a variety of small mammals and birdlife.
Renosterveld flourishes across this 80 ha landscape with the support of Lynda Muller, owner of Discover Renosterveld.
NOTFYNBOS
Although not as widely recognised as fynbos, renosterveld is often mistaken for it. One of the key distinctions between the two lies in their soil preferences; renosterveld thrives on nutrient-rich soils, whereas fynbos typically grows on nutrient-poor soils found at higher elevations, according to Zevenwacht’s website.
Notably, approximately 70% of the remaining renosterveld exists on privately-owned land, underscoring the essential role that private stakeholders play in its protection.
The Bottelary Hills Conservancy, within which Zevenwacht is situated, has been designated a United Nations Educational, Scientific and Cultural Organisation (Unesco) biodiversity hot spot and forms part of the Boland Biosphere Reserve.
The reserve is recognised as a World Heritage Site, according to Zevenwacht’s website.
In 2009 the wine estate further demonstrated its environmental commitment by joining the Biodiversity and Wine Initiative (BWI), which encourages wine estates to manage and conserve indigenous fauna and flora actively
Spaza shops, nationally and within the Drakenstein area, are under scrutiny after it had come to the attention of authorities that some of them charge their customers an extra fee when paying with a bank card. The Consumer Goods and Services Ombud (CGSO) emphasised this is illegal.
Ouma Ramaru, spokesperson for CGSO, said according to Section 23(6) of the Consumer Protection Act 68 of 2008 a supplier must not require a consumer to pay a price higher than the one displayed.
The Payment Association of South Africa (Pasa) further supported this Act. It said a merchant, and in this case spaza shops, cannot charge extra when a consumer chose to pay with a card.
“This practice is generally known as surcharging and is not acceptable. The amount charged should match the displayed or advertised price. The merchant may, however, offer a discount off the displayed price for paying in cash.”
Ramaru advised consumers not to pay extra even when spaza shops are persistent. “Do not proceed with the transaction. The consumer has a choice to transact or not.”
Consumers, she said, are welcome to report this type of behaviour either to
“If it is related to a specific complaint, in which the consumer seeks redress with the Consumer Goods and Services Ombud (CGSO) or if a consumer wishes to lodge a complaint related to the business practice he or she may lodge a complaint with the National Consumer Commission (NCC)
“Seeing that the commission is the regulator of the consumer-goods-and-services industry it is recommended the complaint be lodged at the NCC first."
Seraj Johaar, Drakenstein Municipality’s Executive Director of Corporate and Planning Services, pointed out that “surcharges on card payments charged by spaza shops do not fall within the scope of local government.” He further advised consumers to lodge complaints at the CGSO
“That said, Drakenstein Municipality encouraged members of the public to report the details of specific spaza shops that engage in this practice to us, to see how we can possibly incorporate this into a new bylaw. Such complaints, as well as any tip-offs, may be sent to customercare@drakenstein.gov.za.”
Paarl Post ran a poll on Facebook to hear from readers if they have experienced surcharging About 97% of those who participated said yes

Drakenstein Municipality this week said its R426 million budget allocation for the “urgent upgrade” of Paarl’s wastewater-treatment plant is aimed at increasing wastewater- and sludge-treatment capacity for Paarl, Mbekweni and Wellington as well as to meet demands of future developments.
Executive Mayor Stephen Korabie announced the allocation in his budget speech for the 2025-’26 financial year last week.
Additionally, R3,9 million was allocated for the rehabilitation and extension of the Wellington Wastewater Treatment Works and R20 million for bulk services in Simondium.
In 2022 National Treasury awarded the municipality R1,4 billion in what is known as the Bulk Infrastructure Facility (BFI) grant.
One project focuses on the urgent need to upgrade and expand the Paarl Wastewater Treatment Works (WWTW) and associated bulk outfall-sewer capacity, explained Municipal Executive Director for Engineering Services Louis Pienaar.
He said the Paarl WWTW upgrade will be implemented in two phases.
“Phase 1 involves upgrading the WWTW’s liquid-treatment process to handle an average dry weather flow of 35 ML/day, ensuring compliance with the Municipality’s Water Use Licence.
“This will remove current process limitations, reduce energy demand, optimise operational and maintenance costs, and help prevent any possible further pollution of the Berg River.”
Phase 1 includes two main construc-
tion contracts:
1. CES 01/2023 (Civil Works): Awarded to Stefanutti Stocks (Pty) Ltd; and 2. CES 04/2023 (Mechanical and Electrical Works): Awarded to Inenzo Water.
Pienaar said both contracts commenced on 13 September 2023, with completion targeted for April next year. He pointed out that phase 2 will establish a centralised sludge treatment facility at the Paarl WWTW to process sludge from both the Paarl and Wellington plants.
“This intervention will increase wastewater and sludge-treatment capacity for Paarl, Mbekweni Wellington and surrounding areas, improving effluent quality, meeting current service demands, and enabling future development.”
Separately, the Southern Paarl Bulk Sewer upgrade is being implemented under Contract CES 2/2023, awarded to JVZ Construction, with Bigen as the consulting engineer.
This project also began on 13 September 2023 and was scheduled for completion by 30 June this year, he added.
At the Wellington WWTW, a further upgrade involves the supply of turbo compact compressor package blowers, Pienaar said.
“These will support the critical biological aeration process in bioreactors, ensuring compliance with final effluent standards set by the Department of Water and Sanitation (DWS).
“Completion is planned for the end of June next year.”
According to Pienaar the average lifespan of a wastewater-treatment plant is 40 to 50 years, while treatment equipment typically lasts 15 to 20 years.

DR J H LEIBBRANDT CITY MANAGER Paarl Post - 5 June 2025

While the total refurbishment of Drommedaris Street in Paarl is at an “advanced stage of construction” Drakenstein Municipality said all efforts are made to ensure minimal disruption to businesses and residents in the area Construction, which commenced in July last year, was aimed at addressing the crumbling state of the road and its ailing stormwater system.
According to Executive Director of Engineering Services Louis Pienaar one lane had already been constructed and existing services had been relocated.
“Underground cables have been installed and re-routed, and the eastern pavement has been completed.
“Several entrances to adjacent erven and stormwater infrastructure have also been upgraded to municipal standards.”
Pienaar said a R21 million allocation announced in the 2025-’26 budget speech delivered last week forms part of the allocation made to the municipality under National Treasury’s Neighbourhood Development Partnership Grant (NDPG).
The project spans two financial years, with a contract value of R47 million.
“Any savings from this contract will be redirected to other projects identified under the NDPG,” Pienaar said.
Outstanding work includes the construction of the (western) southbound carriageway, which is currently in progress.
Additional work planned for the new financial year includes the upgrade of electricity poles, relocation of services, the construction of the western sidewalk,
property entrances and stormwater connections
Pienaar said to minimise disruption, one lane of the road remains open at all times to allow continued access to businesses in the area Access to properties will also be maintained.
“Should any temporary road closures become necessary residents and businesses will be provided with ample notice and time to prepare,” Pienaar emphasised.
“Every effort will be made to minimise such closures.”
He said the initial projected timeline of 18 months remains unchanged.
“While there was a one-week delay due to inclement weather, the project is still expected to be completed on schedule.”

As a rugby lover I am following the La Motte/Boland Rugby Union (BRU) affiliation narration with keen interest, but more so because it presents a perfect case for tough leadership, or lack of it, and highlights all the ancillary issues of ethics, integrity, morality, honesty, courage, principle, conviction and honour For many clubs contemplating the same move it will be a valuable lesson, the perfect litmus test.
Yet the continued ebb and flow in the La Motte case is worrying The case went to court [and] we all held our breaths The WP Rugby Union was ordered to release the La Motte Ruby Club and allow them to play their rugby under the BRU
This meant that both the La Motte Ruby Club as well as the Boland Rugby Union were vindicated by the court This also means the court endorsed the
initial resolution, granting La Motte affiliation, was a mistake that needs to be reviewed So what will happen on 31 May 2025 at the Special General Meeting called to review the affiliation decision?
I foresee one of the following two leadership scenarios unfolding; a BRU leadership that is either extremely weak or rather strong in how they deal with the La Motte matter
A sign of weakness within the BRU will unfold the following:
• The BRU is indecisive and buckles under pressure from, among others, the WP Rugby Union (WPRU); It is bullied and intimidated to the extent that it reneges on its initial resolution and withdraws the La Motte affiliation;
• It does not govern its own rugby affairs independently, but is open and vulnerable to external influence; will of its constitumandated it; and respect of the rule
Ja, my pa was vir agt dekades vir ons gespaar Hy was egter ’n legende in eie reg.
h from the BRU will
lead to the following:
• It reaches consensus with the WPRU on the La Motte affiliation matter;
• It reiterates its initial decision to grant affiliation to the La Motte Rugby Club;
• It publicly and unambiguously announces the granting of affiliation to La Motte; and It takes its authority as an autonomous legal entity back, with independent sovereign decision-making powers
A defining moment for rugby in the region will be 31 May 2025 Herein lies the opportunity for the BRU to assert the union as a credible entity other clubs and partners can trust and respect
Take up, occupy and expand your space, your influence in the Boland region Do the right thing for the future of rugby, for your own integrity and your standing in the broader rugby community Just allow our people to play rugby Rugby lover, FRANSCHHOEK
my sou wees. Ek berus my, Daddy, want ek WEET dat jy veilig by jou Skepper is.
PAARL - Standing proudly on Paarl’s Main Street, the historic Press Building of 1897 is currently undergoing a careful restoration process, breathing new life into what experts consider the finest surviving late-Victorian commercial block in the town. The building’s façade has recently been restored as part of an ongoing renovation project aimed at preserving this architectural gem that has been featured in numerous books and articles on South African architecture.
The Press Building represents a rare example of neo-Dutch Renaissance architecture in the Cape region, particularly notable as it was constructed during a period when the area was still under British colonial rule. This distinctive structure was designed by Dutch-born architect Antonie Mauritz de Witt, who was among the first architects in South Africa to study modern building techniques in the United States, particularly constructions built around iron skeleton frameworks.
The building’s original owner,
Maximillian Glassberg, a German immigrant and professional photographer, commissioned the building and left his mark quite literally - the name “Glassberg” remains visible in the center of the building’s gable to this day. Over its 128-year history, the building has changed hands several times, each owner contributing to its rich heritage. Shortly after the Anglo-Boer War, Glassberg sold the property to Moses (also known as Maurice) Kesler, a Lithuanian immigrant
from what was then part of the Czarist Russian Empire. Under Kesler’s ownership, the building was known as “Victoria House”, and he operated a business advertised as a “High Class Draper and General Importer” on the ground floor until his death in 1928.
By the late 1920s, another Lithuanian immigrant, Charles Press (I), had taken up residence in the building In 1944, Press became the official owner and had “C Press” inscribed
in a frame in the center of the façade, giving the building the name it bears to this day
The Press Building was more than just a commercial property; it was a center of community life in Paarl. Charles Press operated two businesses from the premises: the Paarl Supply Store, a general dealership offering a wide variety of goods, and the Victoria Cafe, where locals would gather over tea or coffee to discuss world affairs
Although the general dealership closed in the early 1960s and the ground floor has since housed various businesses, the Press family has maintained ownership of the building Remarkably, a descendant of the Press family continues to reside in the building, maintaining a living connection to its storied past.
Antonie de Witt, the architect behind this magnificent structure, left an indelible mark on Paarl’s architectural landscape He also designed the Paarl Wine and Brandy Company building, once considered one of his finest works before its unfortunate demolition in 1956. Another de Witt creation, the Lennon
building of 1899 (now Huis Vergenoegd retirement home), stands a few meters north of the Press Building on Main Street, though its architectural integrity has been compromised by modifications made during road widening.
Despite his talent, De Witt’s life ended tragically. He died penniless in 1916 at his daughter’s home in Wynberg, suffering from throat cancer attributed to heavy pipe-smoking Maximillian “Max” Glassberg, the building’s original owner, lived until 1954, passing away at the age of 92 in Pretoria.
Today the Press Building remains in the Press family belonging to Charles Press (II). The current restoration of the Press Building represents more than just the preservation of a historic structure; it symbolises Paarl’s commitment to honouring its architectural heritage. As the façade returns to its former glory, residents and visitors alike can appreciate this testament to late-Victorian commercial architecture and the diverse immigrant influences that have shaped South Africa’s cultural landscape in the heart of Paarl.

A strong group of junior players have committed their futures to Stormers Rugby
The school rugby season is in full swing, with quality rugby being played across the Western Cape every weekend and several highly promising players are poised to make the transition to professional rugby next year
Stormers Rugby has already secured the services of several of these star players for 2026 and beyond, which will continue the steady flow of talent into the system
The Paarl Gimnasium duo of centre Markus Muller and loose forward Quintin Potgieter, Boland Landbou scrumhalf Jayden Brits, Rondebosch Boys loose forward Alutha Wesi, centre Randall-John Davids and prop Matt van der Merwe, wing Jordan Steenkamp, hooker Altus Rabe and loose forward Gert Kemp from Paul Roos, Wynberg Boys flyhalf Yaqeen Ahmed and Grey College lock AJ Meyer have all agreed to join Stormers Rugby next year
Director of Rugby John Dobson said that the contracting model is to look at local talent from the region first as a way
to keep strengthening the pathway system which has seen DHL Western Province u-21 win two consecutive national titles, with many of those players going on to feature for the DHL Stormers as well
“This speaks to our aim as an organisation of harnessing the talent we have on our doorstep and strengthening the connection with our fans by contracting players from their communities to take our team forward
“Of course we still keep any eye on the most promising players from around the country and will make strategic acquisitions from outside the region if we feel they will make a big difference,” he said Dobson said this strong intake of local talent is extremely encouraging as Stormers Rugby look to build significant depth by drawing on the best that the schools in the Western Cape have to offer
“We have seen a few success stories, with the Damian Willemse, Salmaan Moerat, Sacha Feinberg-Mngomezulu, JD Schickerling and Suleiman Hartzenberg all coming through our system to become household names
“We expect the same with these players who will join our environment next year ”
