Flood-hit R62 on track to reopen both lanes EASTERN Cape Premier Lubabalo Oscar Mabuyane has expressed satisfaction with progress on the reconstruction of the flood-damaged section of the R62 between Kareedouw and Joubertina, with the contractor expected to reopen both lanes within two months. Mabuyane conducted an oversight visit to the affected section of the R62 in Kou-Kamma Local Municipality on 11 August to assess the damage caused by the May disaster and receive an update on efforts to restore the critical transport route. “The R62 is an important corridor through the Langkloof, connecting communities including Kareedouw, Joubertina, Krakeel, Louterwater and Misgund,” said Mabuyane. “The route also supports tourism, economic activity and the movement of people and goods across the Sarah Baartman District.” Mabuyane said he had visited the area to monitor and evaluate progress on the reconstruction of the damaged section of the R62. He said the provincial government had previously engaged the national government on challenges surrounding the response to disasters, including delays in getting interventions underway. “We had a discussion with the national ministers, a Department of Cooperative Governance and Traditional Affairs-led meeting which included the Minister of Finance, to discuss the challenges of turnaround time on

He said disaster responses had to comply with existing laws and regulations, which could make it difficult to move quickly. “When things like this happen,

unfortunately, there’s not much flexibility. There is an intended way to make things happen faster, but you’ll never get it easy,” said Mabuyane. “We must respect the laws, and we know sometimes what normally happens during disaster, so we are always extra careful.”

Despite these challenges, Mabuyane said he was pleased with the progress on the R62. “I’m quite happy with the progress that has been made now,” said Mabuyane. “As you can see, work has begun, and the contractor said they will be done within two months, which means in

two months’ time the road’s two lanes will be opened.” In July, the South African National Roads Agency SOC Limited (SANRAL) anticipated that reconstruction would take three months. With one month having passed since then, Mabuyane’s two-month timeframe is broadly in line with SANRAL’s original estimate. As previously reported, SANRAL completed its damage assessment of the collapsed section in June after the section was washed away during severe weather in May, with SANRAL confirming the closure on 7 May. In July, the SANRAL spokesperson, Lwando Mahlasela, said the assessment found that the problem was not with the structural capacity of the culvert, but with the management of the surrounding catchment area. He said the river alignment had shifted over the years, resulting in the culvert no longer being positioned at the lowest point. As a result, Mahlasela said the increased flow during the floods in May channelled the water into the embankment and failure was unavoidable. At the time, he said a bypass was established to maintain access for road users while reconstruction was underway. Early in July, the Kou-Kamma Local Municipality confirmed that the municipality, alongside SANRAL, had introduced the contractor to local stakeholders and affected communities and that work has officially begun.

OCEAN VIEW:

Electricity switch-on for 250 households LIGHTS have been switched on for 250 households in the London area of Ocean View, following the completion of the first phase of a R2.5 million electrification project. The households were officially connected to the electricity network on Wednesday, 12 August. Phase 1 of the Ocean View electrification project has now been completed, with the municipality turning its attention to the second phase. As part of Phase 2, local residents are being employed to assist with planting electricity poles as infrastructure work continues. Kouga Executive Mayor Hattingh Bornman said the use of local labour was an important part of the project. “Where possible, we want our infrastructure projects to benefit the communities in which they are implemented,” Bornman said. “The involvement of local residents in planting poles provides valuable work opportunities while they play a direct role in developing their own community.” Bornman said the provision of electricity would improve the quality of life for affected households and contribute towards safer living conditions. “Kouga continues to prioritise the safety of residents and animals by addressing electrical hazards, while also protecting critical electrical infrastructure and reducing energy losses within the municipal network,” he

Stray animals to be impounded KOUGA Local Municipality has urged livestock owners to keep their animals properly contained as its Law Enforcement Section continues the impoundment of stray animals found roaming across the municipal area. According to the municipality, impounded animals will be transported to the private pound at Farm 865 Mooiuitzicht on the R102

in Jeffreys Bay. The facility has been established in compliance with all legislative requirements governing the operation of animal pounds. “The 4.5-hectare facility provides dedicated grazing camps for different types of livestock, including cattle, donkeys, horses, ostriches, sheep, goats and pigs. “The camps are equipped with water troughs, feeding facilities, natural shade and shelter, while additional handling camps allow for the treatment and care of injured animals,” the municipality said. The municipality has further reminded residents that livestock owners are responsible for ensuring that their animals are properly contained and do not roam freely, cause damage to property, or create hazards on public roads. Stray animals can be reported to the Kouga Call Centre on 042 200 2200 or via WhatsApp on 081 760 9183.

Engineer sets sights on reliable mechanical infrastructure KOUGA Local Municipality has welcomed Lunga Mahote as its new Area Engineer: Mechanical, bringing more than 25 years of engineering experience to a position central to the municipality’s efforts to maintain reliable infrastructure and services. A qualified Mechanical Engineer, Mahote’s professional career spans more than 25 years in the engineering industry, including over 15 years in Water and Sanitation and more than 10 years in the automotive sector. His experience covers the design and installation of mechanical systems, project work, professional consulting and maintenance, with a particular focus on reliability and cost-effectiveness. “I am passionate about public service and making sure municipal infrastructure works for the people,” Mahote said. “I am excited to bring my engineering background and problem-solving approach to Kouga Local Municipality.” Keeping essential services running In his new role, Mahote is responsible for ensuring that mechanical assets within his area are functional, safe and properly maintained. This includes the preventative and corrective maintenance of pumps, vehicles and plant equipment, contractor management, compliance with Supply Chain Management and Occupational Health and Safety requirements, budgeting and planning for upgrades, and working with other municipal departments to minimise downtime. “Ultimately, it’s about keeping services running for the community,” he said. For Mahote, preventative maintenance is one of the most important tools available to municipalities. “Reactive maintenance is three to four times more expensive, and it causes service delivery protests. Preventative maintenance keeps water flowing, sewer pumps running, and vehicles on the road.” He believes that maintaining infrastructure proactively not only saves public money and

extends the lifespan of municipal assets, but also helps protect communities from unnecessary service disruptions. “If we maintain today, we don’t repair in a crisis tomorrow.” Combining experience with innovation Mahote intends to build on the work already being done within Kouga while introducing practical improvements where these can strengthen service delivery. One of his priorities is to preserve the institutional knowledge of municipal technicians, artisans and operators who have extensive experience with the municipality’s systems. He also plans to focus on improved asset registers, record-keeping and planned maintenance schedules. Among the innovations he would like to introduce are digital maintenance tracking, condition monitoring and telemetry systems that can allow certain equipment to be monitored remotely. He also sees skills development as an important part of building sustainable municipal capacity. “Upskill artisans and EPWP workers so we have more in-house capacity and reduce reliance on external contractors,” he said. A team approach to service delivery Mahote believes effective infrastructure management requires departments to work together. “Mechanical can’t work if Civil, Electrical, Finance and SCM aren’t aligned. To me it means clear communication, respecting each department’s role, and having one goal: service delivery.” His approach is guided by three core values: accountability, integrity and service. During his first year, Mahote hopes to complete a comprehensive audit of mechanical assets, strengthen preventative maintenance and significantly reduce breakdowns while developing strong working relationships across the municipality. His goal is straightforward: “My goal is to leave the systems in better condition than I found them.” A message to the Kouga community Mahote acknowledges the frustration residents experience when essential services are disrupted. “To the Kouga community: I hear you. I know how frustrating it is when services are down.” He added that his commitment is to improve the reliability of the mechanical systems supporting water, sanitation and other municipal services. Mahote also appealed to residents to help protect municipal infrastructure by using sewer systems responsibly and educating children about the importance of protecting public infrastructure. “Do not throw foreign objects on your sewer systems, and educate the young ones at home, in churches, and in schools.” Residents are urged to report vandalism and theft of municipal infrastructure to the Kouga Local Municipality at 042 200 2200.

Polar Bear Plunge returns for second annual swim MARCIA BOYENS AFTER making a splash with its inaugural event last year, the Jeffreys Bay Polar Bear Plunge is set to return on Tuesday, 1 September 2026, with swimmers once again being challenged to brave the icy waters of the ocean. The second annual Polar Bear Plunge will take place at the Main Beach Lifesaving Tower, with four different swim times available throughout the day, giving participants the opportunity to choose the plunge that best suits them. Swimmers can register for the following times: Sunrise at 06:38, Mid-morning at 11:00, Mid-afternoon at 15:00, or After-work at 17:15. Participants are asked to gather 20 minutes before their selected plunge time at Signature Café, where safe parking will be available. From there, the group can walk together to the Lifesaving Tower or meet directly at the beach. The organisers are also calling on volunteers to step forward as Site Champions for each time slot. These volunteers will help lead the charge into the water and encourage fellow participants as they take on the chilly challenge. This year's plunge will also have a strong community and fundraising focus, with donations being made in aid of the NSRI Jeffreys Bay. Registered participants will receive the donation details once they have joined the Plunge group. The organiser, Rian Grobler, describes this event as a unifying experience, highlighting the opportunity it created for members of the town's swimming and fitness community to connect. Following the success of the first event, the Polar Bear Plunge was announced as a yearly tradition, with the hope of creating more opportunities for local swimmers and fitness groups to meet, train and support one another. Now in its second year, the Polar Bear Plunge is set to build on that momentum, bringing the community together for a little cold-water courage, some friendly competition and a good cause. Those keen to take part can WhatsApp 072 277 3301 to register and become part of the Polar Bear Plunge group.

LIONEL DE LANGE AND HIS EVERYDAY WARRIORS:

Saving war’s forgotten animals

HEIDI BOTHA

FOR most people, living in a war zone is almost unimaginable. For Lionel de Lange, however, the constant threat of drones, missiles and artillery has become part of everyday life in the Ukrainian city of Kherson. “At night, we don’t even go to the bunkers anymore. You will never sleep,” he said when talking about the relentless frequency of air-raid warnings throughout the night. Having met Lionel recently in Gqeberha, I came to understand the incredible work he does, which made his story even more remarkable. Lionel moved to Ukraine in 2010. He’s always had a love for animals, but seeing first-hand the plight of abused animals and those left behind in war-torn areas sparked a movement that can only be described as revolutionary. Although the full-scale Russian invasion of Ukraine started in 2022, the broader Russian-Ukrainian conflict had already begun in 2014, which led to severe funding cuts, leaving many zoos and animal sanctuaries struggling to care for their animals. Lionel de Lange's wildlife rescue work began during this period. He managed to raise $26 000 for the local zoo in the Ukrainian city of Mykolaiv and founded The Lawrence Anthony Earth Organisation (LAEO) Ukraine to help neglected zoo animals. From then onwards, the inspiring story of ordinary people achieving extraordinary things continued to unfold. In 2016, Lionel and Anya Masyach founded the organisation Warriors

of Wildlife (WOW). The organisation focuses on rescuing, relocating and providing lifelong care for abused and neglected captive wildlife, particularly lions, tigers and bears. To date, they have successfully rescued and relocated 41 lions, 1 tiger and 17 brown bears. In 2021, WOW opened the Simbonga Game Farm and Sanctuary in South Africa, which provides a safe and tranquil home for many rescued animals from Ukraine and elsewhere. Removing and rehoming wild animals from perilous front-line regions is no small feat, and Lionel has no shortage of stories to tell. With the support of a dedicated network of Ukrainian volunteers, veterinarians, international animal welfare organisations and logistics specialists, every rescue presents its own unique set of nail-biting challenges: the unpredictable behaviour of wild animals; the ever-present risk of becoming trapped in a missile strike; the complex coordination of armed security personnel, military veterans and veterinarians and wildlife specialists needed to safely sedate and transport dangerous animals; and the need to find secure temporary sanctuaries at times. But it is not only wildlife that Lionel is passionate about. While running a shelter for 67 dogs and 18 cats in the city of Vinnytsia, he and his team also feed 450 stray dogs and 180 stray cats daily. A new animal shelter is currently being built closer to the front line. Situated on the western bank of the Dnipro River, with Russian forces positioned on the eastern

PHOTO: SUPPLIED bank, Kherson remains one of the most dangerous cities in Ukraine. Moreover, apart from living in cities under siege and in communities at constant risk of attack, the animals have to contend with many other hardships. “With a small team, we recently performed 1100 sterilisations in our town and surrounding villages. The war led to many people leaving their animals behind. With fewer people, the animals have to fend for themselves. They have no refuge, and because they have been abandoned, no sterilisations are being done. We take care of them, but needless to say, this is an ongoing problem,” Lionel explained. “During the winter, the animals face temperatures as low as -26°. We try our best to keep the animals sheltered and warm. Water freezes within minutes, and keeping dozens of animals warm through Ukrainian winters comes at an enormous cost. You can imagine

the huge electricity bill.” Lionel and his team also transport dogs and cats to safety, to South Africa, Europe, the USA and other countries around the world. Before they can travel, the animals must be microchipped and vaccinated against rabies. After waiting 21 days, they undergo a rabies antibody test, followed by a 90-day waiting period before they are eligible to travel. The entire process takes approximately four months in total. “Here, nothing is safe. The number of stray cats and dogs is increasing. And, oneday, when the war is over, there will be even more to do.” But Lionel and his team will soldier on regardless. Giving up has never been an option, and their work is far from over. Those wishing to support Lionel de Lange and Warriors of Wildlife can learn more about the organisation's work by visiting the Warriors of Wildlife website at www.warriorsofwildlife.org.

Community backs rising weightlifting star TRAINING hard in weightlifting has paid off for 14-year-old Ruwellyn Bantom of Pellsrus. Ruwellyn has been training hard in weightlifting and was part of the Eastern Cape Weightlifting (ECWA) side that was crowned the best U/14 men’s team in South Africa, showing dedication, discipline and a heart to make his family and community proud. Last week his hard work was rewarded. Tony Litchfield from Champions for Christ collected special donations for Ruwellyn and his family – food parcels and essentials to support his household.

“God sees every effort,” said Litchfield as he handed over the donation to the Pellsrus Primary School learner. “When a young person gives their all, the community must stand with them.” According to Litchfield, Ruwellyn’s story is proof that when one combines faith, hard work and people who care, lives are changed. ECWA Interim Chairperson, Pieter Pretorius, says they are proud of Ruwellyn and will continue to support young athletes who represent hope for the future of sport in Kouga and the Eastern Cape.

GLA learners recently travelled to Kenya.

GLA learners step beyond their comfort zones in Kenya THIRTEEN Grade 10 learners from Global Leadership Academy (GLA), accompanied by staff, recently returned from a 28-day TravelSCHOOL expedition to Kenya – an experience designed to develop leadership, resilience and discipleship by taking learners well beyond their familiar surroundings. TravelSCHOOL is a distinctive GLA programme that challenges learners to leave behind many of the comforts of everyday life and experience another culture at a much more personal level. The programme involves affordable travel, living in tents, eating local food, hand-washing clothes and serving communities through practical work. This year’s group travelled to the remote Loita Hills, where they spent time among the Maasai community. One of the defining features of the expedition was the absence of personal devices, while the remoteness of the Loita Hills meant that connectivity was limited in any event. Instead, daily life centred on practical tasks, relationships and the environment around them. Fires had to be made three times a day for cooking and washing, creating opportunities for learners to gather around the fire, share stories and build relationships. Most mornings and afternoons were spent serving their hosts, André, Corneli, Kashu and Francis, through manual labour, carpentry and construction. The challenges were not limited to physical work. Unfamiliar surroundings, changing plans, fatigue and unexpected difficulties – including transport problems – became opportunities for learners to practise patience, perseverance and selfless service. Alongside the practical work, learners followed a daily rhythm that included quiet times and reflection. Removed from many of the distractions of everyday life, they were given an opportunity to reflect on their faith and consider what it means to serve others. A particularly significant part of the experience was exposure to long-term community service. André and Corneli have

invested many years in the Maasai community, with André having served among the Maasai for more than 30 years. For the learners, witnessing the fruit of decades of faithful service provided a practical picture of discipleship and challenged the expectation of immediate results. Their experience demonstrated that meaningful work can involve years of showing up, building relationships and serving faithfully. According to GLA, this is at the heart of TravelSCHOOL. The programme uses adventure, travel, risk and unfamiliar environments as a platform for developing qualities that cannot easily be taught in a classroom. Learners are challenged to develop resilience, courage, responsibility and a willingness to serve others. Principal Stefan Kleyn said that for 28 days the learners had lived among the Maasai in the Loita Hills, cooking over open fires and working alongside their hosts. “They returned with a clearer understanding of what it means to serve and to lead,” he said. Kleyn said TravelSCHOOL was not about how far learners travel, but about who they become along the way. “In the Loita Hills, far from familiar comforts, our learners discovered that leadership is built in small, ordinary moments – around a cooking fire, in shared labour, in patience when plans change. That is something no classroom can teach,” he said. The school’s mission is to “Make Disciples and Shape Leaders”, and TravelSCHOOL forms part of its broader effort to live out that mission. GLA staff and coaches participate alongside the learners, sharing in the challenges and helping them reflect on the experiences and lessons encountered along the way. With the journey now complete, the learners have returned home with memories of the Maasai community, but the school’s hope is that the most important outcomes will include a deeper faith, greater courage, stronger character and a growing willingness to serve.

Glenverno Augustus sal as losskakel uitdraf en Chumokuhle Fanani as vleuel.
