Kouga beaches retain Blue Flag status for 2026/2027 KOUGA Local Municipality’s commitment to protecting its coastline while delivering exceptional beach experiences has once again been recognised, with Dolphin Beach in Jeffreys Bay and Cape St Francis Beach retaining their prestigious Blue Flag status for the 2026/2027 season. The municipality’s Green Coast sites, JBay Supertubes and Paradise Beach, also continue to showcase Kouga's commitment to protecting its natural coastal environment. The awards were announced on 8 October at the annual Blue Flag and Green Coast Awards Ceremony, recognising coastal destinations that uphold high standards of environmental management, water quality, safety, public information and environmental education. Kouga Executive Mayor, Hattingh Bornman said the Blue Flag status for Dolphin Beach will run from December 2026 to April 2027, while Cape St Francis Beach will fly the Blue Flag from December 2026 to February 2027. Bornman, welcomed the recognition, describing it as an achievement that reflects the collective efforts of municipal teams, local partners and communities in safeguarding one of the region's most valuable natural assets. “Receiving this recognition is a proud moment for Kouga. Our beaches are more than beautiful places to visit; they are central to our tourism economy, support local businesses and contribute to the quality of life of our residents. Maintaining these standards requires consistent effort, cooperation and a shared commitment to protecting our coastline,” said Bornman. He added that the awards strengthened Kouga’s position as a sought-after coastal destination, particularly as the municipality prepares to welcome holidaymak-

ers during the upcoming festive season. “With the summer season approaching, we want residents and visitors to enjoy our beaches with confidence, knowing that safety, cleanliness and environmental responsibility remain priorities,” he said. “We also encourage everyone to play their part by keeping our beaches clean, respecting marine and coastal wildlife, and helping us preserve these natural treasures for future generations.” “The internationally recognised Blue Flag Programme, administered in South Africa by the Wildlife and Environment Society of South Africa (WESSA), promotes responsible coastal tourism and recognises beaches that meet stringent criteria relating to water quality, environmental management, safety, services and environmental education,” Bornman said. He said alongside its Blue Flag achievements, Kouga continues to support the Green Coast Programme at JBay Supertubes and Paradise Beach in partnership with the JBay Surf Alliance. The programme recognises natural coastal areas where conservation, responsible access and community participation are essential to protecting sensitive ecosystems. “These Green Coast recognitions highlight the importance of safeguarding Kouga’s diverse coastline, from popular swimming beaches to stretches of coast valued for their natural character and ecological significance. “As the 2026/2027 beach season gets underway, Kouga Local Municipality remains committed to working with its partners and communities to maintain high coastal standards, support sustainable tourism and protect the environmental heritage that makes the region a special place to live, work and visit.”

Kouga’s R200 million road project reaches Humansdorp KOUGA Local Municipality’s R200 million Road Rehabilitation and Reseal Project is entering its third phase, extending the municipality’s investment in safer, more resilient and better-maintained road infrastructure to Humansdorp and communities across the Gamtoos Valley. Phase 3 was officially launched on 8 October, in Nico Malan Street, Humansdorp, marking the next step in the municipality’s drive to improve road infrastructure across the region. Kouga Executive Mayor, Hattingh Bornman, said, “Launched in November 2025, the multi-year programme is being rolled out in phases across Kouga. To date, approximately 28 km of roads have received asphalt overlays, covering about 193,000m², while a further 33 km have been resealed, covering approximately 215,000 m².” He said the project represents a significant investment in the municipality’s road network. “Our road network is critical to the daily lives of our residents, businesses, visitors and the local economy. This R200 million investment allows us to address roads systematically, prioritising those in need of rehabilitation and extending the lifespan

of our existing infrastructure.” Phase 1: Jeffreys Bay and Paradise Beach Bornman said that the first phase focused on the rehabilitation and resealing of roads in Jeffreys Bay, Aston Bay and Paradise Beach, covering Wards 1, 3, 8, 11, 12 and 14. “The project, undertaken by Scribante Construction with Engineering Advice and Services (EAS) as the appointed consultant, has an approximate road treatment scope of 67.9km and a contract value of R59.7 million.” “The project commenced on 29 September 2025. An extension of time has subsequently been granted in accordance with the GCC 2015, with the envisaged completion date now January 2027,” he said. Phase 2: St Francis Bay and Oyster Bay Bornman said the second phase extends the road investment to St Francis Bay, Cape St Francis and Oyster Bay, covering Wards 1 and 12. “The project has an approximate scope of 29.74km and an estimated contract value of R26.56 million. Makali Plant and Construction has been appointed as the

contractor, with EAS providing consulting engineering services.” “Works are being implemented according to the contractor’s programme, with progress subject to factors including weather conditions and site conditions,” he said. Phase 3: Humansdorp and Gamtoos Valley He said Phase 3 takes the project into Humansdorp, Hankey, Loerie, Patensie and Thornhill, covering Wards 4, 5, 6, 7, 9, 10, 13 and 15. “The phase has an estimated value of R25.99 million, with approximately 28.38km of roads identified for rehabilitation and resealing. The works will further expand the reach of the municipality’s road infrastructure investment, ensuring that communities beyond the coastal areas also benefit from the programme.” Bornman said the phased approach enables the municipality to address road infrastructure across the entire municipal area. “This is not a project limited to one town or one community. Phase by phase, we are extending the investment to different

parts of Kouga, including our inland communities. The aim is to ensure that our available resources are directed towards roads where rehabilitation and resealing are most urgently required.” Further phases planned “The road programme will continue beyond Phase 3, with Phase 4 planned following the necessary procurement and contractual processes. The proposed next phase includes rehabilitation, asphalt overlay and resealing works on identified sections of roads, including portions of St Francis Street, Da Gama Road and other priority roads in Paradise Beach and Jeffreys Bay,” he said. He added that the municipality will continue prioritising roads according to their condition, available funding and the urgency of infrastructure needs. “Maintaining and upgrading our roads is an ongoing responsibility. The R200 million programme gives Kouga an important platform to make meaningful progress, but we will continue assessing the condition of our road network and prioritising the areas requiring the greatest attention,” Bornman added.

Phase thee of Kouga Local Municipality’s R200 million road rehabilitation project was officially launched on 8 October in Nico Malan Street, Humansdorp. Phase three is focused on Humansdorp and the Gamtoos Valley. PHOTOS: SUPPLIED

Rehabilitated Humansdorp – Hankey road officially opened STAFF REPORTER | NOVANEWS AS part of the Eastern Cape Department of Transport’s October Transport Month activities, transport MEC, Xolile Nqatha, officially opened the newly rehabilitated and resealed provincial road between Humansdorp and Hankey in the Sarah Baartman District. According to the department’s spokesperson, Unathi Binqose, the official opening forms part of the department’s October Transport Month activities. “The project involved the resealing and special maintenance of provincial route MR00391, covering approximately 27.4 kilometres between Humansdorp and Hankey,” he said. “The route traverses urban, peri-urban and rural areas, including a mountain pass and a low-level bridge crossing over the Gamtoos River.” Binqose added that the construction work commenced in June 2024 and took 20 months to complete. “The rehabilitation forms part of the department’s ongoing efforts to preserve and maintain the provincial road network, improve road conditions and support safer, more reliable travel for motorists and other road users,” he said. MEC Nqatha said the project demonstrates the importance of sustained investment in road infrastructure and the need to maintain existing roads to ensure they continue serving communities effectively. “Road infrastructure is about more than

FMD case confirmed in kudu at Addo Elephant National Park STAFF REPORTER | NOVANEWS KUDU at Addo Elephant National Park have tested positive for foot-and-mouth disease after follow-up tests returned positive, prompting strengthened biosecurity measures to limit the spread of the virus. South African National Parks (SANParks), working with the Eastern Cape Department of Agriculture, confirmed the results after wildlife health surveillance detected an increase in lameness among kudu in the park. SANParks said although initial tests were negative, a second round of diagnostic testing confirmed the presence of the disease in the sampled animals. It said no other wildlife species in the park were currently showing clinical signs consistent with FMD. The positive results confirm the presence of the virus in the affected kudu but do not establish the source of infection or whether it is linked to other outbreaks in the Eastern Cape. This is being investigated by veterinary authorities. Biosecurity measures strengthened SANParks said it has increased biosecurity

measures, including disinfecting vehicles before they leave designated game-viewing areas and limiting the potential movement of infectious material beyond affected or controlled areas. No cloven-hoofed animals may enter or leave the park without authorisation from the relevant veterinary authority following a risk assessment. Any future movement of susceptible animals will be subject to veterinary approval and applicable disease-control requirements. The park is also communicating with neighbouring landowners, livestock producers and other stakeholders to coordinate precautionary measures. Tourism operations remain open SANParks said FMD does not pose a risk to human health and that tourism operations at the park remain open. Visitors are urged to follow all access, movement and biosecurity instructions issued by park officials. SANParks said it would continue monitoring affected kudu, other susceptible wildlife and potential disease-transmission pathways in cooperation with veterinary authorities. It said further updates will be issued as verified information becomes available.

the travelling experience for the people of the Eastern Cape,” said Nqatha. He added that the department’s responsibility is not only to build new roads, but also to maintain the infrastructure they already have so that it continues to serve present and future generations. In addition to the original scope of work along the Humansdorp–Hankey route, Bin-

qose said additional maintenance sections were incorporated during the contract period at St Francis Bay Road in Humansdorp, the Hankey Main Road (R330), and Union Avenue in Kariega, within the Nelson Mandela Bay Metropolitan Municipality. Binqose explained that the project is expected to improve road safety and facilitate the movement of agricultural produce from this farming region to markets, supporting local businesses and economic growth. “The construction phase also created employment opportunities for local residents and helped strengthen the capacity of local contractors,” he said. At the official reopening, Nqatha said the project demonstrates how investment in road infrastructure can deliver wider economic benefits. He also called on the community to protect and safeguard the road, emphasising that it was made possible through public funds generated by taxpayers. “This road connects farming communities to markets and economic opportunities. Beyond improving travel conditions, the project has created jobs for local residents and helped build the capacity of local contractors,” he said. “I urge the community to take ownership of this infrastructure and protect it. It is their tax money that has made this investment possible, and we all have a responsibility to ensure that it continues to serve present and future generations,” Nqatha concluded.

Humansdorp teen builds safety pendant for women ALULUTHO MADOLO

A SAFETY pendant designed for township women and girls is being built by 19-yearold Siyolise Orji from Humansdorp, offering an affordable, discreet alternative to expensive imported devices that most people in small towns cannot access. Orji created Safe Sis, a pendant that looks like ordinary jewellery but connects women to a trusted circle of family and community members the moment they feel unsafe. She said existing safety pendants in South Africa are expensive, imported and difficult to find in small towns. “Safe Sis is made for township girls like us in Humansdorp, affordable, discreet and made like normal jewellery and connected to people you trust in your community not a faraway call centre.” Orji said she was inspired to build the safety pendant after seeing women in Humansdorp take long walks to work for night shifts and young girls walking to school feeling unsafe. “I wanted to build something that will make us feel that we have a big sister everywhere we go; that is why I called it Safe Sis.” She describes Humansdorp as a beautiful community but one that faces challenges that are common to many small towns, including gender-based violence,

mugging and murders, especially affecting learners coming from school and people working at night. “There are not always streetlights or people that can help quickly, and that fear limits where we can go.” Orji said she remembers walking a long distance every day from Vergenoeg to Nico Malan High to attend school, using a shorter route she knew was unsafe. “I would have the fear of whether today I will make it to school or I would end up being just another statistic of GBV.” She said Safe Sis works through a simple process. When a woman feels unsafe, she presses a button on the pendant, which immediately sends an SOS with her live location. Her chosen safe contacts then receive the alert on their phones and can see where she is and call for help if she is unreachable. “The alerts go to a trusted circle; that person will receive a link and can track her movements, call her, meet her, or call for police or community help. It is not shared publicly; only with people she trusts.” Orji said the pendant is small, light and built for everyday wear, designed not as a security device but as discreet and beautiful jewellery that can be worn to school or work. “Safe Sis is designed to be low-cost, with no expensive subscription, so a learner

Lumar wins three bronze, breaks South African record in Algeria PELLSRUS Primary School’s Lumar Karolse (14) has made history. The young weightlifter won three bronze medals at the African Youth and Junior Weightlifting Championships in Mostaganem, Algeria, last week and broke the South African U17 U55kg clean and jerk record with 93kg – 1kg above the old record. According Lumar’s coach, Pieter Pretoriu, the trip nearly did not happen. “Earlier this year Lumar qualified for the

Commonwealth Youth Championships but had to withdraw due to lack of funds. “This time his school principal, Joseph Goeda, told me, ‘I will not fail Lumar again’,” said Pretorius. Thanks to Goeda and local sponsors who stepped in to fund the trip, Lumar flew to Algeria representing South Africa, his school, Kouga and the Eastern Cape. Pretorius added, “Lumar did not just win medals; he lifted our whole community.”

and community members can actually use it. She said building Safe Sis at 19 means everything to her. “Building this pendant is proof that young people from small townships are capable of solving commu-

nity issues. If I can build Safe Sis at 19 with no funding, it means other young people can also build their dreams.” While Safe Sis is still being built, Orji welcomes anyone who wants to support the project. For info, contact 075 323 1958.

Net soos rugby moet jy baie konsenteer. Na my aftede by Telkom het ek baie gholf gespeel.
