Die 18-jarige wat op waarskuwing vrygelaat is nadat hy en ’n minderjarige vir die moord op ’n bejaarde oudonderwyser in hegtenis geneem is, sal na verwagting vandag om borgtog aansoek doen nadat hy onlangs wéér in hegtenis geneem is nadat hy na bewering ’n man met ’n mes gesteek het.
Eric Ntabazalila, die Nasionale Vervolgingsgesag (NVG) se provinsiale woordvoerder, het bevestig Shaun Swart (18), wat op 12 Julie tesame met ’n 16-jarige vir die moord op die oudonderwyser Sammy Cloete in hegtenis geneem en kort daarna op waarskuwing vrygelaat
is, sal Woensdag 20 Augustus ’n borgtogaansoek in die Bredasdorplanddroshof bring.
Cloete se liggaam is verlede maand (12 Julie) met ’n steekwond in die nek by sy huis in Jakarandalaan, Bredasdorp, ontdek.
Die twee verdagtes is aangekeer nadat die polisie inligting opgevolg het dat die tieners gesien is waar hulle met Cloete se voertuig gery het. Buiten die aanklag van moord is die twee ook van huisbraak en motordiefstal aangekla. Swart is egter op waarskuwing vry-
gelaat nadat die ondersoekbeampte in sy borgtogaansoek getuig het Swart was nie by die moord betrokke nie en het slegs ’n pretrit saam met sy 16-jarige medebeskuldigde in die oorledene se voertuig geniet. Die hof het ook gelas dat hy by ’n alternatiewe adres in Struisbaai moet gaan woon.
Lt.kol. Anneke Durand, die bevelvoerder van die Bredasdorp-polisie, het bevestig dat Swart in hegtenis geneem is nadat hy ’n 37-jarige man met ’n mes gesteek en ernstig gewond het.
Sy eerste hofverskyning in verband
met dié voorval was Woensdag 6 Augustus. Hy is steeds in aanhouding ná sy hofverskyning op 11 Augustus.
“Die minderjarige is steeds in aanhouding (in ’n plek van veiligheid vir jeugdiges in konflik met die gereg) terwyl Shaun Swart steeds op waarskuwing uit is vir dié saak,” het Ntabazalila laat weet.
“Ons kan bevestig dat hy (Swart) in aanhouding is vir ’n nuwe saak (aanranding met die doel om ernstig te beseer en die verbreking van borgtogvoorwaardes) en op 20 Augustus in die nuwe saak om borgtog aansoek sal doen.”
Ntabazalila het bevestig die saak teen Swart en die minderjarige is tot 25 Augustus vir verdere ondersoek uitgestel.

Just a week after being elected chairperson of the Health and Safety Sub-Committee in April, Theewaters kloof councillor Denzil Jacobs organised first-aid training courses for municipal officials in all TWK towns.
He collaborated with EMS (Emergency Medical Services) to assist and train officials in the Emergency First Aid Responder (EFAR) course.
Over more than four weeks, 80 officials received two days’ intensive training in this essential area of medical response.
At a ceremony at the Grabouw Library on Wednesday 23 July, a group of officials from Grabouw and Botrivier who successfully completed the training were handed their certificates.
Jacobs said his main goal was to address critical safety issues, which include proper personal protective equipment (PPE), valid fire extinguishers and fostering a safe and healthy workplace. “The course was met with eagerness from both EMS and TWK
officials,” he said in his speech.
“I would like to thank Mr Dushie Brijlall, head of EMS in Grabouw, for granting this collaboration between TWK and EMS as well as facilitator
Morné Hendricks for sharing his passion with us through this course.
“To each official receiving their certificate today, a heartfelt congratulations on obtaining your EFAR qualification. May this qualification not just
be a piece of paper but become part of your everyday life.”
This was the first phase of certificate handovers, the rest are scheduled to follow soon.
Jacobs said first-aid training is crucial in any organisation and he is very proud of all the participants.
The certificate is valid for five years after which a refresher course needs to be done.
Tests on samples taken from pigs held in a quarantine site have officially confirmed an outbreak of African swine fever (ASF).
Cape Agulhas Municipality stated on Wednesday 13 August that DNA from the animals in the site outside Bredasdorp tested positive for this flu virus.
Municipal Manager Hendrik Kröhn said: “The tests, conducted by accredited laboratories in Pretoria under the supervision of the State Veterinary Services, confirm the presence of this highly contagious animal disease.” He added that 434 pigs in the encampment had died since the first case of ASF was reported on 30 July. The Cape Agulhas and Overstrand municipalities have since announced strict measures to contain the outbreak of the highly contagious disease. This includes a ban on the buying and selling of pigs across borders.
Both municipalities have also set public-awareness campaigns in motion to educate its residents about the symptoms of the disease and safety measures to be taken to contain the further spread of swine fever. Veterinary officials and the Animal Anti-Cruelty League have also conducted on-site education sessions with pig owners, explaining the confirmed diagnosis, how
ASF spreads and the hygiene measures required. Pamphlets in English, Afrikaans, and isiXhosa have been distributed.
Cape Agulhas Municipality (CAM) established a quarantine zone at Erf 1148 (Bredasdorp Informal Settlement) with round-the-clock monitoring by Protection Services and Law Enforcement on 30 July. It reported that since 13 July 330 pigs have remained in the secure encampment under strict veterinary supervision.
Access to this encampment is restricted to registered pig owners, who are allowed to feed their animals under supervision.
Biosecurity protocols that require everyone leaving the camp to be disinfected have also been implemented.
Animal carcasses, said Kröhn, were buried at an environmentally-approved site authorised by the Department of Environmental Affairs and Development Planning.
“The NSPCA [National Council of SPCAs] continues to euthanise pigs displaying signs of severe distress humanely in compliance with the Animal Protection Act.”
ASF is not harmful to people, but it spreads rapidly among pigs. Residents are urged to report any sick or dead pigs
immediately, and not move pigs from one location to another.
The Western Cape Department of Agriculture urged the public and local farmers in Cape Agulhas to remain alert and take all necessary precautions.
Overstrand Municipal Manager Dean O’Neill stated efforts in his municipal area were focused on containing and preventing the further spread of the disease, which poses a serious threat to farming livelihoods across the Overberg. “While ASF poses no threat to human health it is highly contagious among pigs and can be devastating to farming operations,” he said.
Overstrand Municipality urges pig farmers in the Hemel-en-Arde Valley and Stanford, those selling pork products and Shisanyama operators along Swartdam Road in Hermanus (hawkers’ area) as well as their customers and the wider community in particular to take note and follow the guidelines, which strictly prohibit the buying and selling of pigs across the district borders.
“We will also present a series of community-outreach sessions to raise awareness and share important information with residents,” O’Neill stated.

The employment of undocumented or illegal immigrants came under the spotlight after 29 construction workers, who are classified as undocumented foreign nationals, and a sub-contractor were arrested at the site of an upscale development project in Hermanus last week.
Officials of the Department of Home Affairs, Hermanus police and Overstrand Law Enforcement descended on the busy construction site in Marine Drive where a luxurious residential complex offering expansive seaviews is being constructed.
Thulani Mavuso, spokesperson for the Department of Home Affairs, confirmed the department had acted on information it had received regarding the alleged employment of undocumented foreign nationals.
“We arrested 29 undocumented foreign nationals who were labourers and one South African employer, bringing the total of arrests to 30,” he stated.
Some of these illegal immigrants, who hail from Zimbabwe, Mozambique and Malawia, said Mavuso, had been in South Africa for approximately three years. He added that none of the men had indicated in interviews they were married.
The men appeared in the Hermanus Magistrates’ Court on charges relating to the contravention of the Immigration Act and now face deportation to their respective home countries.
Mavuso explained: “Detained undocumented foreign nationals are confirmed for deportation in court. The administrative process which follows includes transportation of detainees to the Lindela Repatria-
tion Centre in Gauteng, from where deportation to countries of origin takes place.”
Col Gustav Tamboer, commander of the Hermanus Police Station, confirmed the suspects, ranging from 19 to 48 years, and their employer were scheduled to appear in the Hermanus Magistrates’ Court on Thursday 7 August.
INVESTIGATION LAUNCHED
The property-development company
Horizon Capital reported that a 48-hour deadline had been set for an audit of the immigration status of all labourers employed at The Mira site.
David Sedgwick, Group Managing Director of Horizon Capital, pointed out that the developer is not responsible for or involved in the appointment of labourers, and that this falls under the duties and responsibilities of the main contractor, in this case HFO Construction.
He explained: “In the matter of the development known as The Mira, Horizon Capital represents the developer who brings various contractors and sub-contractors together that are fully and legally responsible for their own labour decisions. We, of course, impose standards on them, and they undertake legally to comply with the law, but Horizon Capital is not an employer of any labour on the building and construction site itself.
“Horizon Capital has appointed and contracted a main contractor, HFO, which in turn has its own sub-contractors. The main contractor is accountable to the development company and must comply with the legal obligations this entails, as must its sub-contractors accountable to it.
“The JBCC contract that the development company has with the main con-
tractor requires it to comply fully with all laws and regulations of the Republic of South Africa. Horizon Capital and the development companies it manages has already immediately begun to look into this question of labour practices. We have issued a directive to the main contractor to undertake a full audit of the immigration status of all personnel employed by them, and any sub-contractors they have engaged on site. We have given them 48 hours to complete and report to us.”
Sedgwick added that Horizon Capital, which has numerous projects at various stages in Hermanus, is dedicated to supporting local economic growth and development and employing local professionals, sub-contractors and businesses.
In response to enquiries about the matter, HFO stated: “We confirm that it has been reported that law enforcement conducted arrests at the site, involving predominantly subcontracted service providers and what we believe to be three casual labourers. These were retained to provide outsourced services to the contracted project. Initial information suggests that those detained were not provided an opportunity to present documentation or verify their legal status. We are engaging with subcontractors in reviewing their recruitment and documentation processes implemented to understand how this situation arose. Notably the majority of arrests made were in respect of independent contractors engaged in civil works in front of the site, who were not employed by HFO Construction.”
The main contractor further stated that a “Junior Site Supervisor was detained despite being a South African citizen and having no direct association with the subcontractors involved.”
Preliminary findings, said a spokesperson for HFO, indicate that subcontractors may have replaced previously verified personnel with undocumented individuals.
“While our company maintains a strict compliance mandate, oversight gaps in subcontractor management may have enabled such lapses,” the spokesperson said.
The company admitted that although it upholds strict adherence to South African labour and immigration statutes, the incident underscored a need to bolster oversight of compliance, adding it had launched an internal investigation into the matter and are cooperating with authorities.
HFO stated that to prevent similar future infractions it would implement enhanced pre-engagement documentation with subcontractors, stricter compliance clauses and mandatory documentation declarations by all service providers, including casual labour. “We do not anticipate notable disruption to the project timeline, as the majority of site staff are fully confirmed as compliant. Our long-standing industry reputation and focus on customer satisfaction reflect our commitment to operational integrity and ethical conduct.”
Sectional title owners who fail to pay levies and utility charges risk losing their electricity supply—legally. In Body Corporate The Straight v Katisi (2023/031774) [2025] ZAGPJHC 2 (3 January 2025), the Johannesburg High Court confirmed that a body corporate may disconnect electricity to defaulting owners, provided court authorisation is obtained.
Katisi, the respondent, had been in arrears for more than two years on levies and electricity charges. The body corporate, responsible for paying Eskom monthly for the entire scheme, sought both a monetary
judgment and permission to disconnect Katisi’s electricity until the debt, plus interest, was se led.
The court recognised two competing rights: the body corporate’s right to recover payments made on behalf of owners, and an owner’s right to electricity. It held that trustees have a fiduciary duty to manage the scheme for the benefit of all members, which includes ensuring prompt payment of levies and utilities.
As a non-profit association under the Sectional Titles Schemes Management Act, 8 of 2011, the body corporate’s financial
viability depends almost entirely on these contributions.
If arrears remain unpaid, the court warned, the entire scheme could face electricity disconnection. It therefore authorised the disconnection of Katisi’s supply until payment was made. However, it stressed that bodies corporate cannot act unilaterally—disconnection without a court order may amount to spoliation.
This ruling underscores that while owners have a right to services, they also have a duty to contribute fairly to the scheme’s financial health.

Enige basaar is gewoonlik ’n geleentheid waarna mense baie uitsien, want nie net heerlike eetgoed is te koop nie, maar dit is ook die plek om bekendes raak te loop en lekker te kuier en oor ’n koppie koffie of tee te gesels.
Die Protea Dienssentrum se onlangse jaarlikse basaar, wat in die NG kerksaal gehou is, was gewis so ’n geleentheid. Gaste kon tussen tuisgebak, vars groente en vrugte, vars vleisprodukte, pannekoek, die immergewilde basaarpoeding, boereworsrolletjies en verskeie naaldwerk-artikels kies en keur.
Marlene Rousseau, bestuurder van die dienssentrum, het aan Hermanus Times gesê hoewel baie mense by sportaktiwiteite van skole betrokke is, was daar steeds genoeg ondersteuning om ’n baie suksesvolle basaar aan te bied. Rousseau het almal wat op welke

Die afgelope 16 jaar bied die Caledon-biblioteek en die Caledon-museum hul gereelde vakansieprogramme vir laerskoolleerders aan.
Die klinkklare bewys dat hierdie program ’n groot sukses is, is die feit dat die getal kinders wat aan dié program deelneem van ’n skamele 15 in die eerste jaar tot ’n allemintige 556 deelnemers gedurende die afgelope wintervakansieprogram gegroei het.
Die doel van die program is om kinders deur die skoolvakansie deur middel van verskeie stimulerende aktiwiteite in ’n veilige omgewing onder toesig besig te hou, eerder as wat hulle doelloos by die huis rondlê of in die strate drentel.

Hierdie ondervinding ontwikkel nie net ’n kind se kreatiwiteit en spanwerk nie, maar boesem ook ’n gevoel van samehorigheid en gemeenskapstrots in.
“Ons glo in die transformerende krag van ontspanning en opvoeding. Die voordele is duidelik: beter kommunikasie, ’n
toename in selfagting en gesonder fisieke gewoontes, maar die belangrikste is die minder blootstelling aan sosiale risiko’s soos substansmisbruik en geweld,” sê Sauls. Die besoek van die Caledon-brandweerspan was gewis die hoogtepunt. Cedrick Brink het op ’n interaktiewe wyse inligting oor brandveiligheid by die huis aan die kinders oorgedra. Hulle kon ook die uitrusting wat brandweermanne tydens brandbestryding dra van nader bestudeer. Toe die kinders gevra is of hulle water uit die brandweerwa wou spuit, het hulle soos een man uitgestorm, waar hulle onder die bekwame leiding van brandweerpersoneel elkeen ’n beurt gekry het om die waterslang te gebruik. Tot groot vermaak van almal is Sauls “per ongeluk” papnat gespuit.

Vir die meer as 3 000 toeskouers wat hul gunstelingspanne Saterdag in Grabouw kom ondersteun het, het die wedstryd tussen die Botrivier-klub en Safcol gewis nie teleurgestel nie.
Saterdag was Bousandpark, soos die Hoërskool Grabouw se sportterrein in klubrugby-geledere bekendstaan, ’n miernes van bedrywighede toe die Botrivier-rugbyklub, wat tans bo-aan die punteleer is, en Safcol, wat tweede op die punteleer is, mekaar gepak het om te bepaal wie die nuwe Overberg-kampioen gaan wees.
In die hele Grootuitdaagreeks tot dusver het Botla Fire en Safcol as die sterkste spanne uitgestaan, maar Saterdag is Botla as die nuwe Overberg-kampioen gekroon nadat hy Saffies in ’n skoon dog harde wedstryd 30-29 geklop het.
Botla het die eerste helfte van die wedstryd oorheers en Safcol se tekort aan dissipline het hom nie net punte gekos nie, maar ook gebiedsvoordeel. Die spanne het mekaar voorlangs die stryd aangesê. Hoewel dit ’n baie gelykopstryd was, was dit op die ou einde Botla wat die graagste as wenners uit die stryd wou tree en juis dit gedoen het.
Die skrumskakel van Botrivier, Jeandré Lukas, was van die begin af ’n doring in die vlees vir Safcol. Dié speler gaan dit gewis nog ver bring met die manier hoe hy sy afgterlyn gevoer het en met sy vinnige

Die vreugdevure het Saterdag tot laat gebrand en die hoofafrigter van Botla Fire, Herchelle van Aswegen, het tereg opgemerk dat hulle verdien het om as die streek-kampioen gekroon te word aangesien hulle van die begin af hard in elke wedstryd geveg het.
“Almal het ons van die begin af afgeskryf, maar ons het hulle gewys,” het hy aan Sydney Armoed gesê.
In ander uitslae die afgelope naweek in die Overberg het Hawston teen Genadendal gespeel en ook 30-29 gewen.
Sea Hawks het 29-24 teen Kleinmond gewen, Riviersonderend het Grabouw 35-31geklop, Villiersdorp het die Rangers 35-30 geklop.
Intussen het gerugte ook die ronde gedoen dat vanjaar se Top-12-kompetisie dalk in die gedrang sou wees met onlangse berigte in die media oor die beweerde omkopery van skeidsregters.
Die president van die Boland-rugbyunie, Bennie van Rooi, het Sondag tydens ’n perskonferensie bevestig dat die Top-12 aangaan en gesê: “Ons het volle vertroue in die integriteit van die interne komitee wat aangestel is om die bewerings te ondersoek.”
