Good news as driver’s licence cards being printed

The National Department of Transport (DoT) confirmed on Friday (9 May) that the country’s only driver’s licence card printing machine has been fixed and operations have resumed.

The machine had reportedly been out of operation since 5 February, which has led to a backlog of 747 748 outstanding cards to be printed.

Last week newspapers reported that of all driver’s-licence card and Public Driving Permits (PrDPs) applications some munisipalities had received since the start of the year not a single card that had been issued by Pretoria.

The processing of such an application falls with the DoT and it’s done through the Driving Licence Card Account (DLCA) situated in Pretoria.

This Western Cape Department of Mobility this week said it had on several occasions made proposals for the driver’s-licence application process to be decentralised to allow for provinces to host card printing machines.

Western Cape Mobility spokesperson Muneera Allie this week said the department had weekly engagements with the DoT and DLCA to encourgae an urgent resolution to the matter.

“At these engagements the department addresses the matter on behalf of all municipalities in the Western Cape. The

feedback received is that the matter is being addressed and is expected to be resolved soon.

“The Western Cape has proposed decentralisation as well as having a card-printing machine, should the DoT decide to purchase more than one card producing machine.

“However, the purchase of the card producing machine is the responsibility of DoT and there are many other factors, such as legislative amendments as well as costs to obtain multiple machines that must be taken into consideration by them.” In a statement released on Thursday (30 April) Drakenstein Municipality said: “We are not sure when the situation will be remedied.”

According to the DoT the backlog breakdown per provinces as at 2 May is as follows:

GP: 252 745

KZN: 115 020

WC: 108 402

MP: 66 833

Padgebruikers ‘moet deel doen’

The DoT said this means working hours for staff members at the DLCA, which is an entity of the department, will be extended to ensure the reduction of the backlog.

With the current catch-up plan, updates on the backlog reduction will be provided as and when significant progress is made.

It said, however, the backlog reduction is also dependent on the number of orders being received on a daily basis.

Agter elke voorval is ’n werklike mens – ’n ouer, ’n kind, ’n vriend, bure of kollegas.

Twee broers agter tralies

landdroshof verskyn.

KAM ondersoek groot saak

STAAN SAAM TEEN EUWELS

Must you pay the estate agent if there is no agreement?

When buying or selling property, estate agents typically earn a commission for their services. However, the question arises: is commission still payable without a formal agreement? In most cases commission is only enforceable if there’s a valid contract, whether written or verbal. That said, there are exceptions. If an agent can demonstrate that their actions and the client’s behaviour implied an agreement, commission may still be owed. Additionally, industry norms and customs may establish a standard commission rate, even without an explicit contract, if the client has received services from the agent.

A recent case, Golden Rewards 120 CC t/a Remax Marine v M3 Holdings (Pty) Ltd (2024), addressed this issue in court. The court ruled that, despite the lack of an express agreement, there was an implied understanding that commission was owed for services rendered. The parties had discussed remuneration, and there was no evidence to dispute this assumption. As a result, the court upheld the idea that, when

no explicit agreement exists, estate agents are entitled to commission at the customary rate.

This case emphasises the importance of clearly outlining the scope of the agent’s services and the commission structure in writing before services begin, to avoid future disputes between clients and agents. Seals are no fussy eaters

The Overberg Whale and Dolphin WhatsApp group received several photos of a seal eating an octopus and, according to Sea Search, a marine-mammal research group, Cape fur seals are not picky eaters.

“From fish to octopus the Cape fur seal can tackle various animals for a bite to eat,” the group said. One of its former students, Archigail Galand, investigated the surface-feeding behaviour of the Cape fur seal using more than 115 opportunistic photos of prey consumption at the surface.

The preliminary results revealed Cape fur seals consumed a wide variety of prey.

“This ongoing study is the first study to investigate Cape fur seals handling prey at the surface,” the Sea Search Group said. “Most seal prey consumption occurs underwater where we cannot see. However, when prey is larger and more cumbersome individuals bring it to the surface. Here they thrash it around and throw it at the surface water to break it up into smaller, more edible pieces, giving us a new and exciting perspective of Cape fur seal feeding behaviour.”

• The Sea Search group is a collective of scientists and students with a strong academic background in the area of marine mammal science. Its primary focus is the production of peer-reviewed scientific research and student training. It also provides specialist consultancy services and work with industry and government to promote conservation through effective management.

Canon is back in his hometown

Canon, the adult baboon from Pringle Bay, was safely released back in his hometown.

According to Dean O’Neill, municipal manager of the Overstrand Municipality, the adult male baboon from Pringle Bay, HKM1 (also known as Canon), had an altercation with two dogs on Wednesday 16 April. “This resulted in a deep laceration to his bottom lip. Caledon Vet intervened on Friday 18 April, when his injury was stitched-up successfully in the field. Some of the stitches unfortunately got pulled out on Monday 26 April.”

He said the vet confirmed little could be done afterwards, as new stitches would also be pulled out.

“The vet was, however, content

with the healing of the wound as well as his general behaviour, so vet intervention was therefore not required. On Wednesday 30 April it was reported by residents that he may have had an injury to his head, in addition to displaying lethargic behaviour.”

This was confirmed by the eco-rangers late on Thursday evening, 1 May.

“Vet intervention was called on, on Friday 2 May. Diagnosis revealed he had severe infection to the top of his head as well as his chest, from previously unidentified puncture wounds. These were most likely from the initial altercation with the dogs or recent fighting with other male baboons.”

O’Neill said the decision was made to keep HKM1 at an Oversrand municipal wildlife-holding facility in Hermanus, to administer antibiotics as well as other required treatment.

“The vet did initial treatment and cleaning of the wounds on Friday 2 May and again on Tuesday 6 May. The healing of his wounds as well as his general behaviour improved daily throughout his treatment at the holding facility.”

He was successfully released back in Pringle Bay on Monday 12 May. Eco-rangers and supervisors will closely monitor his health and healing as well as his general and social behaviour in the coming weeks.

Robust recovery for Cape tourism

Western Cape Minister of Agriculture, Economic Development and Tourism Dr Ivan Meyer stated that South African Tourism's (SAT) annual performance report for 2024 highlights the robust recovery of the Western Cape tourism industry.

He was speaking following the release of the SAT’s performance report for 2024, which coincided with the WTM Africa (World Travel Market Africa), held in Cape Town recently. The event saw record participation from 96 countries, featured 742 exhibiters and attracted nearly 6 000 industry professionals.

According to Meyer the report highlighted an overall increase of 6,8% in international-tourist arrivals to the Western Cape.

He said: “The majority of the Western Cape’s top 10 international markets showed positive growth, with the US (+16,5%), Zimbabwe (+32,7%), and Australia (+27,4%) posting double-digit growth; only the UK (-3,2%) and Lesotho (-1,9%) showed slight declines.”

The report also shows the Western Cape is excellent at attracting first-time visitors to South Africa, with nearly 49% of international tourists visiting for the first time.

The minister said domestic tourism remains a significant source of revenue for the province, with domestic tourists spending R18,6 billion in 2024.

“Notably, the province benefits from the highest national average spend per trip, at R5 371,” Meyer stated.

Director of Tourism Jacques Stoltz said research commissioned in 2024 by the Western Cape Department of Eco-

nomic Development and Tourism showed South Africa can generate an additional R17,8 billion, stimulating more than 100 000 jobs by 2030 if it removed visa restrictions on tourists from Nigeria, India and China.

He further emphasised that an efficient and modernised eVisa system would similarly attract an additional 52 667 tourists by 2030, generating R1,9 billion in additional revenue.

Meyer highlighted a growing demand for sustainable tourism experiences and products.

“The Western Cape Government has supported 15 tourism businesses across the province, which equipped them to better respond to the market.”

One of the project participants, Stellenbosch-based Township & Village, received global recognition for its efforts in responsible tourism, winning gold at the Responsible Tourism Awards Africa on Thursday evening at the World Travel Market Africa.

“With support from the Western Cape Government's Tourism Growth Fund, !Khwa ttu San Culture and Education Centre introduced a sustainable sourcing policy for food and beverage, prioritising foraged ingredients and ethical, artisanal suppliers, reviving ancient food traditions, creating economic opportunities, and promoting cultural and environmental conservation. For this initiative !Khwa ttu received a gold award.”

Other Western Cape winners at the Responsible Tourism Awards last week: • Silver award: Uthando, The Heart of Cape Town; • Silver award: Table Mountain Aerial Cableway Company.

O’strand Durban showcase

Tourism benefits a region by boosting its economy, supporting local communities and promoting cultural understanding. That is why the Africa’s Travel Indaba, owned by South African Tourism, with the specific objective of creating market access for our vast array of African leisure tourism products, is important to the Overberg. This three-day trade show, held in Durban last week, sought to create a platform for thought leadership, knowledge sharing and obtaining the latest in global trends and local insights. Overstrand Tourism proudly promoted the area at Africa’s Travel Indaba 2025, inspired by the theme of “Unlimited Africa”. According to the Municipal Manager of the Overstrand Municipality, Dr Dean O’Neill, this well-known travel show brought tourism leaders together from

across the continent to connect, share ideas and grow travel across Africa.

“It focused on building new relationships and strengthening existing ones,” he said, “to boost visitor numbers and this year’s Indaba brought together around 1 000 top travel buyers, 1 300 exhibiters and 400 small businesses from 27 African countries, making it one of the continent’s largest tourism events. At the Overstrand stand, several local tourism businesses were on display, along with the iconic Hermanus Whale Crier, adding a special touch to the showcase.

“Overstrand Tourism and participating local businesses used this platform to shine a light on the region’s rich cultural heritage and diverse tourism offerings, reminding the world why it remains a top choice for travellers,”O’Neill said.

Everything to know about proposed SRA

I am writing this letter to address my deep concerns regarding the way messaging WhatsApp groups within Sandbaai are being used to vilify and accuse the group of volunteers who are trying to enhance the security and safety of Sandbaai by creating a Special Ratings Area (SRA).

I find it amazing that basic facts are totally ignored and those making the accusation appear to have failed to research the information regarding the reasons for having an SRA and the way in which it must operate based on the rules and regulation of a non-profit company (NPC).

I would like to state the facts that are available to anyone who wishes to find the information for themselves and they are as follows:

1. Unemployment rates are very high throughout South Africa, and this leads to increased crime, particularly thefts, robberies and attacks on individuals in public areas and in their homes.

2. The population of greater Hermanus is increasing by approximately 4,5% per year.

3. For communities who wish to provide themselves with better crime prevention and public safety an SRA can be set up under legislation guiding this process which gives the ratepayers the option of paying for these additional services, which should be both affordable and sustainable.

4. Sandbaai is the only area within greater Hermanus that does not have an SRA. This has been recognised as making us more vulnerable to crime.

5. The proposed Sandbaai SRA will be run as an NPC, which means the ratepayers will be required to vote on its constitution, who serves on its board and the budget of the organisation and its priorities. Please look these up as the rules governing an NPC are quite extensive and very clear.

6. The Overstrand Municipality must approve all budgetary matters of the SRA and ensure it is legally compliant.

7. The cost to the residential ratepayer within the area is roughly R22 per R1M of ratable value. So for a R3M property your additional rate would be roughly R69. Those who are exempt from rates will not pay.

8. The alternate commercial proposal will be run as a business for profit with the vested interest associated with that, and the ratepayers will have no say in who runs the company, how they operate, what service they provide or what they charge. These are the facts and I feel very strongly that the creation of a Sandbaai SRA is not only desirable but essential for the well-being of our community. I hope that by stating the above facts, which are clear and unequivocal, those with an open mind will agree with me and those who do not will stop totally unnecessary mudslinging on social media.

Bearing the above in mind, if you have not already voted I hope you will vote yes. The voting form can be found on the https://sandbaaisra.co.za/ website under documents. Take note: I am not writing this on anyone’s behalf and the above are my personal as I wish to see our community thrive in a safe and protected environment.

Ek haal my hoed

Whisky is so oud soos hoe lank hy in die vat was. Ons gebruik ou wynvate (of port-of sherrievate) en hierdie spesifieke whisky is in ou rooiwynvate gemaak.”

• Bel Stephen Wildschut by 063 324 2723 vir nog inligting.

Smal (Heidehof-bestuurskomitee en voorsitter van die instandhoudingskomitee),

Heidehof bied weer ontbyt aan

Mitzi Buys

Heidehof Tehuis vir Bejaardes is vanjaar 62 jaar oud (Hermanus Times 24 Mei 2023: “Heidehof ’n jong 60 jaar”). Die Heidehof-boukommissie, onder voorsitterskap van mev. (ds.)

PSG investment presentation event

PSG is a household name in Hermanus and during the PSG Wealth Hermanus Portfolio Management and Stockbroking annual investment presentation one could see why.

This prestigious event was held on 15 and 16 May with speakers like Gerrie Fourie, Group CEO of Capitec, Anet Ahern, chairperson of PSG Asset Management and Lyle Sankar, CEO of PSG Asset Management, sharing their thoughts on how investors should assess the South African investment landscape amid global uncertainty.

Sankar joined PSG in 2014 as a credit analyst and trader and was recently the head of fixed income and a fund manager on several portfolios in the fixed income range.

He explained the importance of investments and also reassured the investors that the PSG team is highly qualified and have the interests of their clients at heart. "We are very proud of our team who are constantly looking for the best opportunities to achieve long-term goals," he said.

Gerrie Fourie, Group CEO of Capitec, reflected on key highlights from his tenure at Capitec and provided a forward-looking perspective on the bank's future growth opportunities within the South African context. He also shared his thoughts on how investors should assess the South African investment landscape amid global uncertainty.

"I remember when we decided to start a bank 25 years ago. We had a business plan and we still stick to that plan," he said. "We expanded the plan, but never deviated from the plan."

According to him, there are still so many opportunities in South Africa to be exploited. "Why would you want to live in Switzerland where everything works? Rather live in South Africa where nothing works and see the myriad of opportunities," he said tongue in cheek.

Afrikaans 100 by Kalfiefees

Afrikaans vier

Lizz Meiring vier Afrikaans se 100ste bestaansjaar as amptelike taal by die Kalfiefees.

Musiekfees was ’n ‘grote’

kon gee.

Classical concert

Hermanus Music Society's fourth 2025 concert is coming up on Friday 30 May.

Pianist Ilse Myburgh will be joined by Dané Hayes on violin and Willie Naudé on cello and works to be performed are "The Gypsy Trio" by Joseph Haydn, "Rachmaninoff's Trio élégiaque", "Mikhail Glinka's Trio pathétique" and Astor Piazzola's "Four Seasons of Beunos Aires".

Mikhail Glinka, "Trio pathétique in D minor" is one of the favourites on the programme. Mikhail Glinka encountered the music of Haydn, Mozart, Beethoven, Cherubini, and other Western Europe composers throughout his teenage years. While in Italy in 1828, Glinka met Donizetti and Bellini where he was subsequently drawn to the Italian opera. Glinka mastered the "Italian operatic idiom", but by 1833, he found himself dissatisfied with composing in a style that felt alien. He endeavored from this point forward to compose “in a Russian manner” and thereby find his voice.

Another favourite is “The Josef Haydn "Piano Trio No. 39 in G Major, Hob. XV: 25 ('Gypsy') reminds us of the recruiting dances used by Austrian hussars to attract the attention of young Hungarian

peasants. As a lover of “folk” music, Haydn took this opportunity allowing the violin free rein — even using flashy “Gypsy” effects such as left-hand pizzicato.

This concert will be held at the Gereformeerde Kerk in Sandbaai. For more information send an email to Hermanus Music Society at hermanusmusicsociety@gmail.com.

Kansa open kamer vir pasiënte in Villiersdorp

Mitzi Buys

Kontak Naomi Philander (KANSA Paarl) by 061 209 9426 of 021 873 6358 of Marlene Sander (Vrederus-tehuis, Villiersdorp) by 076 393 7700.

Special day for nurses celebrated

Each year Mediclinic Hermanus takes a special day out to recognise its nurses and their expert contribution to delivering the best possible care for its patients.

“We acknowledge the vital role our nurses play in our hospitals and communities,” Cobé Grobler, Client Experience Officer of Mediclinic Hermanus, said, “and on this, the anniversary of Florence Nightingale’s birthday, 12 May, we take time out to recognise the care and expertise they offer each patient.”

She said Mediclinic’s theme for this year’s International Nurses’ Day focuses on how nursing builds a better tomorrow for our patients, their families and our community. “Quality nursing is rooted in empathy and caring for

our patients and their families. At Mediclinic we understand the need to provide not only for a patient’s clinical needs, but also their emotional needs and general well-being. When patients are discharged from our care we want the assurance they have experienced a positive care journey, which can be achieved only through excellent nursing care.”

Mediclinic Hermanus would like to acknowledge recent DAISY Award nominee Sr Dodi Bottcher, who has been recognised for her excellence in care at Mediclinic Hermanus. For many of us, the winter chill can tempt us to indulge in comfort foods and let go of our healthy eating habits. However, comfort food doesn’t have to mean unhealthy meals. Embrace the season by enjoying warm and satisfying salads that are not only delicious but also nourishing.

SPICED BUTTERNUT AND FETA SALAD

A light and healthy, simple and colourful meal that satisfies your tummy and can be ready in just 60 minutes.

Butternut is an inexpensive vegetable available all year round in South Africa, but has a sweetness when roasted and also makes a gorgeous salad to serve as a side dish at a braai or family meal.

If you are not keen on chillies then you can leave them out of the dressing, or serve with your favourite vinaigrette or salad dressing of choice.

The nuts add crunch, but are optional, and the pumpkin seeds add texture. Don’t swot the feta out; its salty tang adds an essential touch. Baby spinach lightens the dish, but you can also substitute with butter lettuce. Ingredients · 1 butternut, peeled and cut into 2,5cm chunks · ½ cup extra virgin olive oil

· salt and freshly ground black pepper

· 1 tsp minced fresh hot chilli

· 1 clove garlic, peeled

· Juice of 2 limes or one lemon

· 3 cups baby spinach

· 2 rounds of feta cheese, crum bled or cubed

Eat salads in winter

Ingredients (4 servings)

· 50 g nuts (hazel nuts, pecan nuts or walnuts), toasted

Method

1. Heat oven to 180 °C. Place butternut on a large baking sheet in a single layer, drizzle with 2 Tbsp of the oil, stir to coat and sprinkle with salt and pepper

2. Roast, turning occasionally until the chunks begin to brown on the corners and become soft inside, taking only 30 to 40 min utes. Remove from the oven.

3. For the dressing: place chillies in a blender or mini food processor along with garlic, lime juice, remaining olive oil and a dash of salt and pepper. Process until blended.

4. In a large bowl, toss butternut with baby spinach, nuts and dressing.

5. Serve warm or at room temperature on a platter.

ROASTED VEGGIE QUINOA SALAD

This hearty and healthy salad makes a satisfying lunch or dinner. The roasted vegetables add a depth of flavour to the quinoa and the tangy dressing ties everything together.

The Roasted Veggie Quinoa Salad is a hearty and healthy salad makes a satisfying lunch or dinner.
