Aarto dispute declared

tellenbosch Municipality has added its name to the list of municipalities opposing the implementation of the Administrative Adjudication of Road Traffic Offences (Aarto) system.
During the August council meeting on Tuesday (25 August), the municipal council voted in favour of declaring an official dispute against implementing the demerit system locally. The second phase of the controversial system was rolled out in 62 municipalities last month. These municipalities include metros, and the system is expected to be expanded to 151 municipalities during the third phase in the third quarter of this year. Stellenbosch Municipality’s dispute will be brought under the Intergovernmental Relations Framework Act (IGRFA) 13 of 2005. Among the reasons for it not being able to implement the new system, the municipality cites a lack of infrastructure, including National Traffic Information System (NaTIS) equipment, vests and workstations for traffic centres. According to the municipality, it does not possess sufficient NaTIS capacity to enable Aarto implementation. “The indication that additional equipment cannot be supplied due to funding constraints, coupled with the position that municipal information technology systems may not be utilised for this purpose, leaves the municipality without lawful or practical alternatives. Manual processing cannot sustain the administrative demands of Aarto. Implementation under these conditions would therefore be untenable,” the municipality claims.

LICENCE SUSPENDED All drivers will start with zero points, regardless of their past driving record. Points are added to a licence based on the severity of each violation, with minor infractions attracting fewer points and serious offences carrying heavier penalties. The critical threshold is 15 demerit points; once a driver exceeds this limit, their licence will be suspended. The suspension period increases with each point over the limit, with an additional point resulting in a three-month suspension. A third suspension results in licence cancellation and motorists will be forced to retake both their learner’s and driver’s tests. Only after passing these tests and when the suspension period has passed, will motorists receive a new licence card. GOOD councillor Marius van Stade stated his party’s support for the motion as the lack of clarity on the implementation of Aarto means the municipality’s service delivery would be compromised. “This is no longer simply a matter of disagreement between different spheres of government. It affects the municipality’s finances, its ability to plan and deliver services, and its constitutional responsibility to govern effectively,” he said. “[The dispute] is about protecting the interests of Stellenbosch residents and ensuring that the municipality has the resources and authority necessary to deliver services effectively. Co-operative governance must work both ways. Different spheres of government may have different responsibilities, but they must communicate.”

Slabbert breaks away from the DA Stellenbosch’s former deputy mayor and local ward councillor Mynard Slabbert has cut all ties with the Democratic Alliance (DA). In a post on its Facebook page on Tuesday (25 August) the Stellenbosch DA branch thanked Slabbert for his service as councillor for Ward 21 and as a party member. “The DA will announce its new candidate for Ward 21 in due course. The party is committed to continuing to deliver quality services for all the residents of this community and municipality.” It has been a turbulent political year for Slabbert, who resigned from his position as deputy mayor in June, after being asked to do so by the DA’s federal executive (“Slabbert steps down,” Eikestadnuus, 4 June).
On Tuesday 2 June Jan de Villiers, the DA’s national spokesperson, said the local caucus had lost confidence in Slabbert. “The federal executive considered the political confidence of his caucus as the only reason for his resignation, but other various allegations have all been referred to the Federal Legal Commission for further investigation. “The party will initiate a process to appoint a new deputy mayor as per our rules and procedures.” It was on Wednesday 27 May, mere months before the 2026 Local Government Elections, that the DA brought a vote of no confidence against the Ward 21 (Jamestown and Paradyskloof) councillor. In a statement, also issued by its federal executive, on Thursday 28 May the party said it had given Slabbert 48 hours
to resign from his post as deputy mayor, a role Slabbert fulfilled next to mayor Jeremy Fasser since the latter took the reins from Gesie van Deventer in 2024. He was elected ward councillor following a by-election on 8 March 2023, after the resignation of former councillor Rikus Badenhorst, who took up a position in Parliament in the National Council of Provinces. Dr Rudi Buys was appointed deputy mayo, during a special council meeting where he ran uncontested on Wednesday 5 August (“Buys elected as new deputy mayor”, 13 August). The DA’s original statement stated the requested resignation did not influence Slabbert’s party membership nor his role as councillor. However, it now seems Slabbert has made a clean break from the party.

Die liggaam van ’n onbekende man is Maandagmiddag (24 Augustus) onder ’n boom langs die Ou Paarlpad gevind. Volgens die persoon wat op die man se lyk afgekom het, was dit reeds aan die ontbind toe hy dit ontdek het. Die omstander sê die man se ligaam was “vol vlieë” tydens die ontdekking. Veronica Galant, voorsitter van die gemeenskapspolisieforum (GPF) in Klapmuts, sê een van die lede op haar nood-Whatsappgroep het omstreeks 15:40 ’n boodskap gestuur om haar van die ontdekking te verwittig. “Ek het toe die polisie in kennis gestel
en ook een van ons nooddienspersoneel gevra om te gaan kyk wat aangaan. Hulle het my toe later meegedeel die man kan dalk al drie dae daar lê. Sy gesig was erg geskend,” sê sy. Die man se liggaam is volgens haar nog nie geïdentifiseer nie, omdat die skending glo te erg was. Galant beskryf die oorledene as ’n bruin man tussen 50 en 60 jaar oud. Sy sê die man het grys hare en ’n grys baard gehad. Toe sy liggaam gevind is, het hy ’n swart langbroek aangehad en ’n swart T-hemp het op die toneel langs hom gelê. Hy het volgens Galant ook ’n ring aan sy een pinkie gehad, en het sokkies aangehad, maar sy sê geen skoene is op die toneel gesien nie. Galant doen ’n beroep op families wie se geliefde dalk onlangs vermis geraak het en dalk ooreenstem met die beskrywing om met die naaste polisiekantoor kontak te maak. Die polisie het Dinsdag (25 Augustus) by navraag aan Eikestadnuus gesê die omstandighede rondom die voorval word ondersoek. Konst. Die plaaslike polisiewoordvoerder, AO Zenobia Sedeman, het bevestig die oorledene is in die badkamer van die betrokke woonstel gevind. “Beamptes het die man sittend in die woonstel se badkamer aangetref.” Die slagoffer het verskeie skietwonde aan sy gesig, rug en lyf gehad en is deur nooddienste op die toneel dood verklaar. “Die omstandighede rondom die skietvoorval is nog onbekend. Die voorval hou egter verband met bendegeweld,” het Sedeman bevestig. Volgens André van der Westhuizen, voorsitter van die Cloetesville/Idasval-

Measles cases on the rise The provincial Department of Health and Wellness has confirmed an increased number of measles cases in the Stellenbosch area, along with the Breede Valley, Drakenstein and Langeberg. Measles is a serious illness that can lead to severe health complications if your child is not immunised against this disease. Sister Roenell Balie, assistant manager for Facility Based Services in the Cape Winelands District, encouraged parents and caregivers to check that their young children have been vaccinated. “We are ready to help you at your nearest clinic and the outreaches of our mobile clinics.” Symptoms of measles include fever, cough, runny nose and conjunctivitis (red eyes). These are followed by a characteristic red blotchy rash that starts on the face and spreads to the rest of the body. The virus spreads through tiny droplets
released when an infected person coughs or sneezes. Measles can be especially dangerous for young children and individuals with weakened immune systems. The most effective way to prevent measles is through the measles vaccine, which not only protects individuals, but also helps prevent the spread of the disease in the community. “We encourage parents to ensure that your child’s immunisation schedule is up to date and to visit your nearest healthcare facility for your child’s catchup immmunisation,” Balie implored. The department urged parents to look out for measles symptoms and keep their children at home when they have one or more of these symptoms, so as to curb the spread of this highly contagious disease. Should your child run a fever, feel sleepy or struggle to eat, take them to the nearest clinic immediately.

Leerders wys hul slag op die planke Yaël Malgas In ’n skool waar sport proriteit geniet en ’n gemeenskap waar bendegeweld woed, is ’n groep leerders besig om die kunste by die Hoërskool Cloetesville te laat herleef. Die groep leerders – van graad 8 tot graad 12 – het onlangs die eerste keer aan die AKTV-tienertoneelkompetisie onder leiding van die passievolle onderwyser juffrou Wendy Crowley deelgeneem. Hoewel baie van die leerders in die dramagroep hulself as skaam beskryf, soos Faith Petersen (gr. 10), meen hulle die verhoogspel het iets in hulle aangewakker. Die leerders sê hulle laat hulle nie afskrik deur die min ondersteuning wat hulle ná die toneelfees ontvang het nie, want dit spoor hulle net meer aan. Nie almal wil ’n akteur word nie – party wil juweliersware maak, ander wil hul passie vir modeontwerp uitleef en ’n paar wil skrywers in die kunste te word. Die leerders bedank Crowley, wat hulle raakgesien het en saam met hulle hul slagspreek “Ons dala Cloetesville” uitleef.

New river trail opens Yaël Malgas A new, safe riverside walkway – benefiting learners on their bicycles, seniors taking their daily walks and runners heading into town – was opened in honour of the late Dr Richard de Villiers last Wednesday (19 August). The idea of an upgraded walkway along the Eerste River was mooted four years ago, when Dup Venter and De Villiers, founder of the Stellenbosch Trail Fund (STF), were walking along the river. “At a certain point along the walk, I told Richard my fear of heights was kicking in, and I raised my concern that someone might tumble into the river,” Venter recalled. That conversation sparked the plan to build a safer, upgraded walkway in Suidwal Street, to the benefit of those who regularly travel along the river. Construction was set to begin, but flooding during two subsequent winter season forced the plans to be postponed. Sadly, during the pause in the

project, De Villiers suddenly passed away. After the Stellenbosch Municipality carried out the necessary repairs along the river, the walkway project was reignited and the search for funding began. Contributions came from various businesses, including Investec bank, Pay@ and BSI Consult, the three schools in the neighbourhood, as well as local private donors. According to Ernst Gouws, director of the STF, the project was made possible only through
active citizens, who shared the vision and determination to see it through. Venter added that although the river is now a pleasant area, this was not always the case, owing to rubbish and safety concerns along its banks. Leaders should ‘listen and serve’ The e’Bosch Heritage Project brought community and faith leaders, educators, and entrepreneurs together in Stellenbosch for its Community Leadership Circle on Saturday (22 August), a day devoted to strengthening leadership, cooperation and social responsibility. Six speakers explored leadership from different, but connected perspectives. Their common message was that leadership is not primarily about position or authority; it is about service, integrity, listening and creating conditions in which others can participate and flourish. Dr Frederick Marais, speaking on social leadership, said leaders must learn to serve, while those serving communities must recognise themselves as leaders. He encouraged participants to listen to communities, identify underlying causes, rather than symptoms and test practical solutions before expanding them. Paul Roviss Khambule presented cooperatives as a means of build-
ing shared economic power. He highlighted democratic participation, education, member ownership and concern for community. Cooperatives, he argued, can help communities transform collective resources into sustainable enterprises, employment and a legacy for future generations. Dr Petro Janse van Vuuren used African storytelling to examine the relationship between values and action. Stories reveal what communities say they value, but conduct reveals what they truly believe. She emphasised ubuntu leadership, shared responsibility, reciprocal care and the importance of ensuring that every voice contributes to the whole. Education leader Dr Johan Burger described leadership as the daily work of helping learners and staff become more than they believe possible. He called for moral purpose, psychological safety and greater collaboration between well-resourced and under-resourced schools.
Johan Horn addressed spiritual leadership as the ability to face reality honestly while retaining hope. He stressed humility, forgiveness, stewardship and learning together. Brandon Como concluded that service offered sincerely, without expecting reward, builds trust and creates a “network effect” through which people become willing to support worthwhile work. He emphasised that every person is a brand, shaped by character, conduct and consistency. The event’s central challenge was clear: communities need leaders who listen deeply, act with integrity, work across social boundaries and enable others to participate. By bringing different leadership traditions into one conversation, the event strengthened e’Bosch’s continuous work of building bridges and developing a shared identity. Participants were encouraged to turn shared hope into sustained, practical community action.

HearUs-musiekkonsert help dowes Yaël Malgas ’n Musiekkonsert wat gehore sal betower en pasiënte kan help hoor, vind volgende maand in die Endler-saal plaas. Die jaarlikse HearUs-feeskonsert wat deur die Dare4Life-organisasie aangebied word, vind op Saterdag 5 September plaas. Volgens dr. Sucari Vlok, ’n radioloog van Morton & Partners, het die idee vir die konsert gekom nadat prof. Leon Janse van Rensburg, buitengewone professor in Radiologie aan die Universiteit Stellenbosch, haar in 2019 vir hulp gevra het om geld in te samel vir HearUs. Vlok was toe ’n konsultant by die Tygerberg-hospitaal. “Hy het geweet ek is baie lief vir musiek en ek het oor die jare verskeie geldinsamelingskonserte gereël,” onthou sy. Die Covid-pandemie het egter die planne vir die geldinsameling in die wiele gery, maar in 2022 het die twee se paaie weer gekruis. Dr. Leonard Heydenrych, ’n oftalmoloog en korneale oorplantingschirurg en musikant, en prof. Mario Nell, des-
tydse direkteur van die Endler-saal, het ook hul vaardighede gedeel en saam is die HearUs-konsert geskep. Nell se enigste voorwaarde om die konsert in die Endler-saal te hê, was om dié geleentheid te gebruik om die Stellenbosch-jeugorkes te laat herleef. Die jeugorkes het in 2007 doodgeloop ná die dood van Lona Antoniadis. In 2023, tydens die eerste HearUs-konsert, het die nuwe Stellenbosch-jeugorkes opgetree. Onder leierskap van Reghardt Kühn en later ook Stuart Martin het die Stellenbosch-jeugor- kes verskeie hoogtes bereik. DIE DOEL MET DIE MUSIEK Vlok vertel kogleêre inplantings is “ontsettend duur” en die opbrengs van die jaarlikse konsert is nie eens genoeg om een pasiënt met ’n nuwe inplanting te help nie. Benewens die duur inplanting beloop die koste van die beplanningsondersoeke, wat verskeie skanderings insluit, die chirurgie en die instandhouding van die inplanting duisende rande. ’n Unilaterale kogleêre inplanting wissel tussen R385 000 en R500 000 per pasiënt en ’n bilaterale inplanting (vir albei ore) kan tot meer as ’n miljoen rand beloop. Daar-
mee saam het pasiënte verskeie terapieë nodig nadat die inplating gedoen is. Diegene wat finansiële hulp kort, word deur hul dokter ondersoek. Die dokter lê ’n verslag aan die HearUs-raad voor en indien suksesvol, word geld beskikbaar gestel. 'N KONSERT VIR DIE GESKIEDENIS Vanjaar se konsert is veral ’n spesiale geleentheid aangesien HearUs, wat deur Daneel en Santie van der Walt, en Fanie de Villiers gestig is, vanjaar 25 jaar bestaan. Die drie het die organisasie gestig nadat hul kinders kogleêre inplantings ontvang het. Nou help die organisasie minder- bevoorregte volwassenes en kinders. “Dit beteken die wêreld vir hierdie pasiënte wat andersins in ’n wêreld van stilte sou moes leef, waar eensaamheid en isolasie, die onvermoë om te kommunikeer en uitsluiting die norm word. “Dit is ook 40 jaar gelede toe die eerste kogleêre inplanting in Suid-Afrika by Tygerberg-hospitaal deur dr. Derrick Wagenfeld van die US, in samewerking met die oudioloog Lida Müller en hul span, gedoen is. “Ons kyk terug op onderskeidelik 40 en 25 jaar en vier die nalatenskappe van
visionêre mense wat die platforms help bou het en spanne wat saam met hulle die platforms in stand gehou het om mense die geskenk van gehoor te gee,” vertel Vlok. Die multidissiplinêre kogleêre inplantingspan by Tygerberg-hospitaal is die oudste in die land, wat ’n kombinasie van pasiënte in die staats- en privaatsektor. Hier is sedert 1986 in die omgewing van 1 200 nuwe inplantings gedoen. Vanjaar se HearUs-konsert verwelkom Martin, die Stellenbosch-jeugorkes, Heydenrych en die Heydeburg-simfonieorkes, asook verskeie musikante onder meer violis Piet de Beer, tenoor Thandolwethu Longo en pianis Kate Allwood, wat self ‘n kogleêre inplanting het. Die voormalige Mej. SA, Mia le Roux, ook ’n ontvanger van ‘n kogleêre inplanting, maak ook ’n verskyning. Om die konsert meer toeganklik te maak vir persone met kogleêre inplantings word ’n induksielus-klankstelsel in verskeie rye van die Endler-saal op die aand ingestel. Hierdie stelsel beteken dat mense met gehoorapparate en inplantings die pragtige, suiwer musiek kan geniet. Reguit balke toe op Musiekfees Om 50 studente in ’n Volksie te druk was jare gelede ’n groot uitdaging. Maar laat ’n mens maar sê: Dis ’n makliker taak as om die byna 50 musiekproduksies van die Toyota Musiekfees by vanjaar se Toyota Stellenbosch Woordfees in een asem te probeer noem. Die gewilde opelugkonserte by die Jan Marais-park bring families en feesmaats onder die sterrehemel bymekaar. Zaan Sonnekus en Tashé met Sossi, Booshle G. met Tatum Tides, Spoegwolf met Van Der Aven en Jeremy Loops met Tessi Nandi bring van Woensdag 7 tot Saterdag 10 Oktober die vibes en die klank. Die hekke maak om 17:00 oop, so kom vroeg en kuier saam. Dis die perfekte laatnagkuierplek om ná die dag se vol program te kom litte losmaak en te ontspan. Luna Paige word ’n reisiger Die Stellenbosse sanger-liedjieskrywer Luna Paige keer volgende maand terug met Die Reisigers – ’n roerende nuwe album wat geïnspireer is deur haar ervaring van die Spaanse Camino. Die bekendstelling gaan gepaard met ’n landswye toer wat gehore uitnooi na ’n onvergeetlike aand met musiek, stories en beeldende kuns. En natuurlik is Stellenbosch op die toerkalender, met ’n vertoning op Vrydag 11 September by die Drostdy-teater. Die Reisigers word aanstaande Vrydag (4 September) amptelik bekendgestel. Dit is meer as bloot ’n nuwe album. Die Reisigers is ’n meesleurende artistieke ervaring wat gehore uitdaag om stil te staan by die reise wat ons vorm, die plekke wat ons verander en die wordingsproses wat ons as mense daarmee saam ervaar. Die verhoogproduksie het reeds gehore oor die land heen aangegryp en is by die Aardklop-nasionale kunstefees (2025) as die beste musiekproduksie benoem. Dit is ook by die Toyota Stellenbosch Woordfees (2025), KKNK (2026), Suidoosterfees (2026) en Kalfiefees (2026) aangebied. Die landswye toer gaan die WesKaap, Oos-Kaap, Vrystaat, Gauteng en KwaZulu-Natal besoek en bied gehore oral die geleentheid om Die Reisigers in sy mees volledige vorm te beleef. Die album, wat deur Paige se reise deur Suid-Afrika en Suid-Europa – veral haar pelgrimstog op die Camino – inspireer is, ondersoek temas soos beweging, geborgenheid, verlies, innerlike stilte, selfliefde en aanvaarding. Hoewel die produksie diep in haar persoonlike ervarings gewortel is, spreek dit tot iets wat almal deel – die voortdurende soeke na betekenis, verbondenheid en tuiskoms. Black Pumas reg vir aksie op die baan Hierdie spelers van die Black Pumas-netbalklub is reg om hul vaardighede op die baan ten toon te stel. Drie spanne van die Cloetesville-klub is genooi om die naweek van Vrydag 25 September aan ’n netbaltoernooi in Kleinmond deel te neem. Die gemeenskap word môre (Vrydag 28 Augustus) na ’n geldinsamelingsbraai genooi om reis- en ander kostes vir die spanne se deelname te dek. Vir slegs R100 sal ondersteuners ’n braaibord met biefstuk, twee slaaie en roosterbrood kry. Braaiborde kan vanaf 16:00 afgehaal word. Seisoen staan einde toe
Maties vir laas in Superliga A-stryd Tasmin Cupido Die US Maties is die enigste plaaslike span wat die naweek in klubrugbyaksie is.
Die studente speel môreaand (Vrydag 28 Augustus) hul laaste Superliga A-wedstryd van die seisoen en sal graag wil voortbou op die form wat hulle die afgelope naweek op die speelveld ten toon gestel het. Die maroen-masjien het die afgelope Saterdag (22 Augustus) met Unimil, wat reeds tot Superliga B vir 2027 gerelegeer is, afgereken. Die spanne het mekaar by Theo Maraispark in Milnerton die stryd aangesê, met die studente wat 20-55 as wenners uit die stryd getree het. Die sege was ’n ommeswaai van die US Maties se vorige wedstryd teen die SLA-kampi-
oen, Villager, verlede Woensdag (19 Augustus). Die tuisspan het op die velde van die UCT Ikeys gewys waarom hy die beste klubrugbyspan in die Westelike Provinsie is deur die studente met 47-26 te klop. Indien die Maties in Vrydagaand se wedstryd teen Kuilsrivier ’n sege behaal én vier keer agter die doellyn kuier, sal hulle die seisoen op 43 punte eindig en of die agtste óf negende plek op die punteleer beklee. Intussen is daar dié seisoen nog baie speelaksie oor in die Noordelike liga, met veral die derbystryde wat die afgelope naweek vir baie opwinding gesorg het. Excelsior het ’n welverdiende maar naelskraapse 34-31-sege oor Cloetesville behaal, terwyl Stellenbosch-Coronation nie vir Blakes
teruggestaan het nie, en ’n 34-26-oorwinning aangeteken het. In die ander wedstryd waarin ’n plaaslike span betrokke was, het Blue Stars United hul plek bo-aan die punteleer versterk deur op tuisbodem met 43-18 met Police Blackheath af te reken. Die span van Klapmuts spog ná 16 wedstryde met 71 punte op die leer, 11 punte voor Fisantekraal (60) in die tweede plek en 12 punte voor Blakes (59) in die derde, maar albei spanne het net 15 wedstryde gespeel. Laer op die punteleer het Corries se sege oor Blakes beteken dat hy een plek opgespring het, na die vyfde plek met 46 punte na 16 wedstryde. Faure (43) is in die sesde plek, Excelsior (43) is agtste en Cloetesville (12) is in die 11de en laaste plek.
Sydney Maree by 16de US-straatmyl vereer Die voormalige wêreldrekordhouer en atleet Sydney Maree word in Oktober tydens die 16de Dagbreek-straatmyl in Stellenbosch as myl-legende vereer. Maree het op 28 Augustus 1983 in Keulen, Duitsland 3:31.24 gehardloop om ’n nuwe wêreldrekord in die 1 500-m-wedloop op te stel. Met dié tyd het hy Steve Ovett se wêreldrekord verbeter. In 1985 het Maree die 3.30-tydsgrens in die 1 500 m in 3:29.77 gebreek. Dit was vir 20 jaar die Amerikaanse 1 500-m-rekord. In 1981 het hy die eerste 5th-Avenue-straatmyl in New York in 3:47.52 verbeter. Die rekord het vir 43 jaar gestaan en is eers in 2024 deur Josh Kerr tot 3:44.3 verbeter. Kerr het op Saterdag 18 Julie in Londen ’n nuwe wêreldrekord in die myl opgestel (3:42.66). Die gewildheid van die myl is onderstreep deur die feit dat die 1 500 m tydens die onlangse Statebondspele in Glasgow, Skotland, deur die myl vervang is. Kerr was die wenner. Die Dagbreek-straatmyl ontdek nie net nuwe talent nie, maar erken myl-legendes van weleer en stel hulle aan ’n nuwe generasie voor. Atlete wat oor
die jare heen vereer is, sluit in De Villiers Lamprecht, Danie Malan, Zola Budd-Pieterse en Johan Fourie, en vanjaar is dit Maree se beurt. Hy het sy eerste droommyl as skoolkind in 1987 in 3:57.9 gewen. Sy beste myltyd van 3:48.83 is in 1981 opgestel en hy is steeds die enigste gebore Suid-Afrikaner wat die myl onder 3:50 kon hardloop. Maree het aan die 1988- Olimpiese Spele in Seoul deelgeneem en is ook vir die 1984-spele in Los Angeles gekies, maar ’n besering het sy deelname gekelder. In 1981 was Maree die eerste swart atleet om as Suid-Afrika se Atleet van die Jaar aangewys te word en hy het in 2003 die Orde van Ikhamga (silwer) vir sy buitengewone bydrae tot atletiek ontvang. Die Dagbreek-straatmyl, wat deel is van die Toyota Stellenbosch Woordfees, word op Woensdag 7 Oktober om 16:30 in Victoriastraat aangebied met sewe wedlope in 17 afdelings.
