TheSpecial InvestigatingUnit (SIU)has exposed what it describes as a“moral failure” anda“collapse of civic duty” within the Free StateOffice of the Premier (OTP).
This revealedthat aprovincial bursary scheme designed to uplift needy students wassystematicallyexploited by governmentofficials
Theinvestigation, whichwas authorised by Pres.Cyril Ramaphosa under Proclamation123 of 2023, has uncovereda webofmaladministration, nepotism, and irregularexpenditure totallingoverR8,3 million.
Actingheadofthe SIU, Leonard Lekgetho, detailedthe findings during apress conference on 2June,outlining howofficials diverted public funds intendedfor scarce-skills professions to their relatives, foreign nationals, and even adeceasedstudent.
TheSIU hasmade 38 disciplinary referrals againstimplicated officials, rangingfromadministrationclerksto high-level directors, for contravening the Public Finance Management Act(PFMA) and provincial bursary policies
Furthermore, evidence of criminal conduct involvingseven individuals has
been referredtothe National ProsecutingAuthority(NPA)
Theseindividuals face potentialprosecution for chargesincludingfraud, theft, and moneylaundering
Theinvestigation paints agrimpicture of howthe OTPmanaged education funds
Investigatorsfound that some officials awardedbursaries to their own relatives without following anydue process.
In one instance, anofficial received fundingfor his ownstudies despiteneversubmittingaformalapplication and failingtomeetthe minimum human resource requirements
TheSIU alsodiscoveredthat the scheme wasfundingstudents who failedtheir modules
Rather than terminatingthese contracts as required, the OTPallowed three-yearbursary agreements to irregularly extend into seven-yearcontracts,further drainingthe province’s resources
Additionally, some applicants received fundingfor qualificationsthat were not even listedonthe 2018-’19 Provincial Workplace Skills Plan.
Oneofthe moststartling findings involved adeceasedstudentwho continuedtoreceivefundingfromboth the
OTPand the National Student Financial AidScheme (NSFAS) after his death.
TheOTP paid R34 891,60 to the University of the Free State, whichwas deposited into asuspenseaccountafter the studenthad passed away NSFASalsodeposited R13 000 into the student’sbank account, whichwas subsequentlyusedbyhis parents.
TheSIU notedthat while thesefunds could notberecovered due to the student’sdeath and the parents’ lack of means, the officialswho approved and extendedthis funding have been identified fordisciplinaryaction. Furthermore, the investigation revealed that sevenforeign nationalswere fundedbythe OTP.
While sixweretop achievers, the SIU found no legalapproval to deviatefrom the bursarypolicy, whichstrictlyrestricts fundingtoSouth Africancitizens residinginthe Free State.
This unauthorised deviation resulted in an expenditure of R576 734,48.
TheSIU is currentlyworking to claw back millions in mismanaged funds
To date, the unit hasrecovered R6,4 million from higher education institutionsafter identifyingexcessfunds leftunmonitoredinuniversitysuspense accounts
