TheMangaung Metroplans a decrease in property taxinthe budget following valuation roll increasesofbetween 15% and50%.
ThisisaccordingtoZuziwe
Thekisho, chief financial officer (CFO) of the metro, with the metro’smidtermdraft budget and Integrated DevelopmentPlan(IDP) nowbeingtaken to communities for theirinput.
Thekisho said in anews conference on Friday 17 April, proposed tarrifincreasesincludeda -5% on property tax becauseofthe new valuation roll. Shestressedthatthis wasacentinthe rand rate. For the same reason, sanitation would have a0%increase,whichwill counter the property tax increases. The plannedelectricitytarrifwould be higher with a9,9% increase, with that for waterincreasing by 14,4%.
TheDAinthe metrostarteda petition to call for abudgetthat would protectresidents, support economic growth and ensuresustainable service delivery. They say the currentdraft budget places an increasing burden on ashrinking base of payingresidents, fails to adequately prioritiseinfrastructure, and is not properly aligned with the city’sown developmentpriorities.
Some of the issues beinghighlightedinthe petition include the General Valuation Roll following the approximately49% increase in residential property values
In the petition, the DA suggesta budget to be amendedtosignificantly increase fundingfor repairs, maintenance and infrastructurerenewaltomeetacceptedminimum standards includingprioritising the refurbishmentand upgrading of existinginfrastructureovernew projects.Ifthe proposed R50 basic charge is implemented, it must be
ringfenced for renewal of existing electricity infrastructure
TheDA is suggestingthatproperty ratesand the rebate structure be urgently reviewed, and that the proposed 5% tariff reduction be deepenedbyatleast afurther 10% or moretooffsetthe impact of increased property valuations and preventcost-of-livingincreases
BraamVorster from theVFPlus says the excessive increases of the watertariffsare unacceptable in a metrowith waterlossesofnearly 48.6%.
Accordingtothe draft budget, households in the lowest consumption bracket(0–6 kilolitres per month) face amassive increase of 46 83%, with tariffssoaring from R13 28toR19.50 perkilolitre.
Furthermore, the basicavailabilitychargefor residentialproperties is beingincreased from R52.75 to R70.00.

We surely need timetounderstandtime. Not simplyasanhour, day or year.Nor as the beforeand aftermoments. But timeasconsciousnessofstoriesofour lives. From time to time, we need to pressthe stop, rewindand play buttons to understandour past.
That is when thepresent wasjustathought and the futureadistantdream of thingsunknown. And it is this very past that hasa wayof undoingus, leavingusexposed, yearning and raw, butsomewhat connected to the wholeness of ourselves
Then, life seemedmucheasierinall its hardships.Welearned, we laughed, we cried, andweloved.Friendships were forged, purpose wasgiven and ourfuturewas prepared.Nothing seemedmagnified under the heavyweightofthe unkindnessofthe world. Time seemed timeless Faces of classmates longunseen, thesadness of lives longgone, and lessons of love that never was, still pierce through ourheartslikeitwas yesterday. Songsthat definedmomentsinour lives, the magnetic silence of the Karooonthe waytouniversity, and thebirth ofyourchildren with faces so pure. Theseremain forever in our hearts
And herewestandwith feelings of timelong buried that carriedour younger selves These thoughts arepartofthe files fromthe cabinet of ourmemories They arethe unforgettable soundtrackofour time
Ourworth and true fulfilmentwas determined by ourintrinsic value away from the public gaze.Nolikes, nofollowers, notagsand no curatedreels.Wewerethe vibe.
Decades later, we look back at memories of things that were and things that neverwere. Dreams realised, dreams deferred, and dreams faded. This is the complexityofour past describedbythe Japaneseauthor,HarukiMurakami. He said: “Memories warm youupfromthe inside. But theyalsotearyou apart.”
And when this happens, weshouldbravely stand at the graves of all the thingsthat have happenedtousand things we have done.We should be thankful to Godfor seeing us through. Doingthis will help us knowwho we are, whywe matterand whyweare here.
