Latest Broad Marsh news Keeping Nottingham safe this winter Nottingham joins climate change fight at COP26 Christmas events
A message from City Council Leader, Councillor David Mellen The last 12 months have been challenging for residents “across our city, people have had to come to terms with loss and embrace their freedom from restrictions anew. Despite the challenges, we’ve continued to protect those who need help, from the frail and elderly, to those facing homelessness or sleeping rough. I am grateful for our vital workforce, who have continued to serve our city so admirably. However, like many councils across the country, we face significant financial challenges as we look at the way we deliver our services. People often ask me how and where the council spends its money. The answer is complicated as we do much more than
some might think. We spend most of our money by far on support for vulnerable children and families who need foster care, social carers or other help and on adult social care (older people who need carers and support). You may be surprised that this accounts for around 63% of the money we have to spend each year. These are mainly what are called statutory services – ones we have to provide by law - and the costs for these are rising rapidly every year. There are nearly 700 children in care in the city who for different reasons can’t remain with their families.

Our residents are getting older and more people need support from Adult Social Care in their older years. People with significant disabilities now live much longer, requiring more support from the council.

We also provide many other services, like emptying the bins, cleaning the streets, looking after our wonderful parks, keeping people safe in our communities, providing our libraries and managing environmental health and air quality. That’s alongside our responsibilities for things like housing, transport, waste disposal and public health – the list goes on and on. However, while they are highly valued by many, some of these services are non-statutory and different councils make their own decisions on how much they do in providing these. As we look forward to what sort of Council we want to be in the future we will have to take some difficult decisions as we prioritise the financial stability of the Council. We will consult and listen to the people we are here to serve so please get in touch and tell us what you think.
I hope you enjoy the festive “period – Merry Christmas and a

is back for 2021! Nottingham City Council is aiming to raise more than £5,000 for the Imagination Library – an amazing scheme that delivers a free book every month to local children from birth to age five.
Give the gift of reading, and help Nottingham children fulfil their potential. Every little helps:
From 22 – 26 November 2021, city councillors will be reading to local children in schools, nurseries and libraries across Nottingham – as well as in a few extra-special locations!
Your sponsorship can make a real difference!
The Imagination Library is proven to improve children’s literacy levels. By getting books, our children are more likely to be ready to start school when they turn five.
£2 pays for a child to get a new book £25 pays for a book every month for a year £125 pays for a book every month from birth until age five
Keep an eye on our social media accounts for stories during the week!
There are more than 5,600 Nottingham children registered with the Imagination Library scheme, but we want to do more! We need your support to help make this happen.

How Nottingham is building homes to meet the needs of our city Nottingham has seen lots of change over the last few years. With big new developments such as the Broad Marsh car park, The Nottingham College City Hub, and various private student accommodation schemes, it can be easy to think this is the only type of development happening. But, there are lots of residential schemes that have been built and more being planned to help meet the needs of our residents. In the city centre, 350 new private apartments will be up for rent at Saffron Court on Crocus Street, and they will soon be joined by another 90 apartments on the former Shell filling station on the London Road roundabout. 350 residential apartments are also being built on Queen’s Road and a further 122 private rental apartments at Chaney Place on London Road are due to start this year. These are just of few of the private developments already underway or in the pipeline. Many private sale residential schemes are also being built across the city, to cater for growing families – including homes on Woodborough Road in Mapperley, Denewood Crescent in Aspley and Martins Reach in Wollaton. A planning application is also imminent from ilke Homes for over 12
600 new homes, as part of a partnership with Boots, on an unused part of their headquarters site at Thane Road. Not everyone wants or can afford to buy a home. Since some need the flexibility the private rented sector can provide, and others need lower rents or the security and stability that social housing offers - with our arms-length housing management company, Nottingham City Homes, 650 new council houses have already been built with nearly 300 more planned or in the pipeline across Nottingham, over the next two years. This includes Eastglade in Top Valley. The City Council also work with Registered Providers, who provide affordable housing for rent to help meet Nottingham’s needs.
Did you know??? . . . . Within easy reach of the city centre, hundreds of homes are planned as part of the Island Quarter Development, as well as a new riverside neighbourhood at nearby Waterside and a whole new community is being built at Trent Basin, continuing to transform the riverside area and acting as a catalyst for other developers to build hundreds of new homes.

IMPROVE THE CITY CENTRE
broad marsh area update NOTTINGHAM’S NEWEST AND GREENEST CAR PARK NOW OPEN!
THE CAR PARK FEATURES: Nottingham’s new Broad Marsh car park – believed to be one of the greenest in the country – opened to motorists for the first time on Monday 1 November. The state-of-the-art building is central to the council’s scheme to transform the southside of the city centre, with all of the surrounding streets undergoing huge changes to create an inviting new gateway to Nottingham. Construction on the site got underway in July 2019 following the demolition of the old car park from September 2017, and continued despite the impact of the Covid pandemic. 14
81 electric vehicle charging points – the most in one location anywhere in the UK 720 solar panels on its roof, expected to generate 190,000 kWh of electricity a year, enough to power the whole building 1,200 car parking bays including dedicated accessible spaces, parent and child spaces, and 90 motorcycle parking bays A light, airy environment - with a mix of natural and mechanical ventilation ensuring a circulation of clean air in the building – plus a taxi drop-off zone 24-hour CCTV monitoring, on-site guards and high-quality lighting

The bright and contemporary design of the building is a far cry from the one it replaced deemed one of the ugliest in the city by many – with a combination of glazing and terracotta-coloured panels more in keeping with the new college building nearby than a multi-storey car park. The car park is the first stage of a new development which also includes space for the new bus station, expected to open early in 2022, a new Central Library and retail units fronting onto Carrington Street. 15

Take care of yourself and each other We’ve had a tough 18 months of rules, restrictions, worries, illnesses and, sadly, many deaths from the virus. There are currently fewer cases of Covid-19 in Nottingham than there were this time last year – and many of us are now vaccinated. But we have another winter ahead of us: a time when people suffer from seasonal flu, colder weather, fewer hours of daylight … and Covid-19 is still with us.
Protect yourself and others from Covid-19 We have to keep working together • Follow ‘hands/face/space/fresh air’ – you should to reduce the spread of Covid-19 wear a face covering in busy indoor spaces such and keep people safe. This will be as shops, supermarkets and on public transport especially true as we move towards • Get vaccinated as soon as you can, whether it is winter, when the NHS is already your first, second or booster jab under huge pressure. We are urging everyone to continue • Test regularly for Covid-19 and, if you have symptoms, self-isolate and book a free to think about the positive actions PCR test straight away. they can take every day to make a Booking a test is easy, CLICK HERE difference in Nottingham. Let’s all do our bit to keep going in Nottingham. Let’s look after ourselves, look after each other and look after our city.
Stay warm and well High energy bills are a worry for everyone, but it’s important to stay warm. • Make sure your main living room is heated to at least 18°C • Wear extra layers of clothing • Eat at least one hot meal every day and have plenty of warm drinks • Keep moving – stay as active as possible Warm Home Discount: CLICK HERE to find out if you qualify and how to get the discount 16
Look after your mental health and wellbeing Fewer hours of daylight in winter can affect our mental health. Getting out of the house daily, eating a varied diet and connecting with other people to talk through things can really help. If you need more help: • Turning Point is a dedicated mental health helpline that offers practical and emotional help as well as online support. Visit www.turning-point.co.uk • NottAlone is a new website with local mental health advice and help for young people in Nottingham and Nottinghamshire, all in one place. If you are aged under 25, are a parent or carer, or a professional that supports young people, you can find information, advice and where to go to get help locally. Visit www.nottalone.org.uk
‘JUST’ THE FLU? Get the flu jab Flu is unpleasant for anyone; but for some people, flu can be much more dangerous or even fatal. You can protect yourself with a free flu jab if you are older, pregnant, a child aged 2-4, a carer, living in a residential or nursing home or living with a long-term health condition like heart problems, kidney or liver disease, diabetes and more. Contact your GP to get your free flu jab or for full details on who is eligible visit www.nhs.uk/flu
Be a good neighbour Help out vulnerable neighbours or friends during cold snaps: check if they’re warm enough and have enough food or medicine if they are struggling to get out of the house. A little can go a long way – checking in on elderly neighbours can really give them a boost. Sometimes it’s a few minutes’ company they need as much as picking something up from the shops.

Why is contamination a big issue? When non-recyclable material ends up in the recycling bin it is called contamination. Contamination makes sorting recycling incredibly expensive and difficult. It not only reduces the quality of the recycling in the whole bin truck it also harms the environment and costs the tax payer. 19

£40M INVESTMENT IN WALKING AND CYCLING Last year, the council secured a fantastic £161m grant from the Government, with £40m going to schemes that will make choosing walking and cycling easier. Hucknall Road

This is vital to cut down on highpolluting car journeys, helping us to go carbon neutral by 2028 and make our air cleaner for everyone.
Ring road north. Cycle and pedestrian junction upgrades
Together with better public transport, electric vehicles and other developments, this will mean easier, cleaner journeys around the city.
River Leen. Wilkinson Street to Church Street

City centre cycle routes
Among the most exciting change is the proposal for a new pedestrian and cycle footbridge over the River Trent, connecting Trent Basin and Colwick with West Bridgford. For visitors and those who don’t have their own bike, we’ll also relaunch a citywide cycle hire scheme, including a mix of electric and traditional cycles. As the schemes are developed and opened to public consultation, further details will be available.

What is COP26 and why is it so important? COP26 is the 2021 United Nations climate change conference, which aims to mobilise strong and immediate action on the climate emergency, to limit warming, protect lives and homes and prevent the destruction of the ecosystems that make life on earth possible. In 1994 an agreement was made by 197 parties (196 countries and the EU) to cut emissions to attempt to limit the rise in global temperatures to less than 2°C. For the first time in history, this deal united almost all of the world’s nations in a single agreement to tackle climate change. COP26 will be the 26th meeting of the parties. This year the ‘COP’, which stands for conference of parties, will take place in Glasgow from 9-19 November, hosted by the UK in partnership with Italy. United Nations climate change conferences are among the largest international meetings in the world. The negotiations between governments are complex and involve officials from every country in the world as well as representatives from civil society and the global news media.
What does COP26 mean for Nottingham? While COP26 will be attended by an international audience of world leaders, climate experts and scientists, it also has a local feel not only with a strong representation from the UK but our very own Deputy Leader, Cllr Sally Longford, will be participating to represent the city. Cllr Longford will be able to share the progress Nottingham has made towards becoming the first UK city to become carbon neutral, but also learn what other cities are doing around the world and bring this best practice back to Nottingham to enhance our own work.
22
comes at a “ COP26 critical time for the planet. The world will come together to discuss and agree actions to try and combat one of the most pressing crises humans have ever faced. We need to act together and take bold decisions for the lasting benefit of all. Nottingham is leading in many of the things that are needed to tackle climate change and I will be honoured to represent and share the work of our great city at this prestigious event. Councillor Sally Longford, Deputy Leader of Nottingham City Council
Greening Nottingham’s homes With colder months drawing in and fuel price rises hitting the news, it’s more important than ever to look at the energy efficiency of our homes – both to reduce our carbon emissions and keep our costs low this winter. Nottingham City Council is proud to be delivering a domestic energy efficiency programme that has secured over £20m of EU and Central Government grant funding to make improvements to over 1250 homes in the city. The programme includes installing a range of measures; from insulated wall panels, to loft insulation, new windows and doors to renewable energy technologies such as solar panels and air source heat pumps. The grant funding we’ve secured has enabled a new factory to open up in the city and has created local jobs including a range of apprenticeships. And don’t forget, our Carbon Neutral 2028 website has lots of other tips about how to cut your energy usage – so stay warm and go green this winter! nottinghamcity.gov.uk/cn2028
Our Warm Homes Hub can be contacted on 0115 985 3000 and offers a range of advice on making your home more energy efficient and ensuring you’re accessing all the financial support available to you. And you could even be eligible for free Solar Panels through our Green Homes Grant scheme if your home has a low EPC rating and your household income is less than £30k per annum – contact 0115 666 7298 to find out more.

Could you foster a Nottingham child? Foster carers for children and young people in Nottingham are desperately needed. To help recruit more carers, Nottingham City Council’s fostering service is showcasing a new 30-second film called “Out There”. The short video is a beautifully poignant film which highlights the ways fostering can make a difference to the lives of everyone involved, from the children and young people who live with foster carers, to those who come forward to care for them.
Councillor Cheryl Barnard, Portfolio Holder for Children and Young People at Nottingham City Council, said: “Our fostering recruitment team has been doing some great work over the past 18 months during the pandemic. It’s clearly been a really tough time for everyone. “Covid has brought about new challenges for us, but it hasn’t reduced the demand on our fostering service for the hundreds of local children who need a loving home. “Speaking as a foster carer myself, I can say with absolute certainty that opening your home and your life to a vulnerable child is one of the greatest gifts a person can give to our city’s children and young people.

“We have youngsters who are desperate to experience the joy that comes from having a stable family environment where they can grow and thrive. “If you’ve ever considered becoming a foster carer, please come and talk to us. We hold regular introduction meetings where you can simply come along and find out more, without any pressure or obligation.”
