It is my pleasure to introduce you to the 2022 Spring and Summer Guide, published by the Municipality of North Perth.

We have lots going on for a municipality of our modest size – a tribute to the hard work of a small but strong staff team and dedicated, enthusiastic volunteers who make it happen!

This Guide takes the opportunity to inform you about the work of your municipal government – above and beyond the recreational activities that are also highlighted. To help you better understand available municipal services, we have included an overview by department of our roles and activities.

building department The Municipality of North Perth Building Department has recently purchased an e-permitting software “Cloud Permit” in an effort to streamline the building permit process and to further reduce our carbon footprint.

About Cloudpermit: Cloudpermit is the world’s leading e-permitting software for municipal building departments.

It is cloud-based and end-to-end which enables municipal building departments, building communities, and applicants to complete the building permit lifecycle in one digital workspace. The software was created for, and with, North American municipal building departments to help municipalities thrive.

Animal Services

Dog Tags

The Stratford Perth Humane Society (SPHS) is the provider of All dogs that reside in North Perth require animal control services for North Perth. These services are limited to a dog tag. There is a 3 dog maximum per dogs. household. The cost of a dog tag is $25.

The SPHS is located at 125 Griffith Road in Stratford and can be reached at 519-273-6600. Please visit their website at www. kwsphumane.ca for their hours of operation and service details.

Residents should call the Stratford Perth Humane Society for the following: • To report by-law violation (except barking dogs) • To report a dog running at large • To report a dog bite • To report sick or injured animals • To report lost or found pets • To report a dead domestic animal

If you are new to North Perth and have a dog, you can visit our website and fill out a New Dog Tag License Application form at https://forms.northperth.ca/Dog-TagApplication. Or you may call Reception at the Municipal office at 519-291-2950 Ext. 2086 or email reception@northperth. ca for more info. Payment options can be found on page 4.

All dogs that are on public property must be on a leash securely holding the dog from wandering freely. Please remember to pick up after your pet.

by-law enforcement The Municipal By-law Enforcement Officer investigates concerns such as parking issues, noise complaints (e.g. barking dogs, loud music), property standards issues, littering/dumping, portable signs and other matters concerning the Municipality of North Perth By-laws. The 2022 Council Meeting schedule, agenda and minutes can be found on the Municipal Website www.northperth.ca.

North Perth Council meets in regular session on the first, second and third Monday of each month. Meetings begin at 7:00 pm in the Council Chambers located at 330 Wallace Ave. N., Listowel, ON. If Monday is a holiday, the meeting is held on the next Monday. Meetings are open to the public.

All public meetings of North Perth Council are being streamed live on the Municipality of North Perth YouTube Channel in accordance with Council’s Live Streaming in Council Meetings Policy, which is available on the Municipality of North Perth website.

For information about speaking to Council, or to register as a delegation, please contact the Clerk before 4:30 p.m. on the Tuesday before the meeting. You can complete an online delegation request form and provide a written outline identifying the subject matter and the general nature of the request to be registered for an upcoming meeting.

2022 Property Tax Installment Dates • March 16, 2022 • June 15, 2022 • September 21, 2022 • November 16, 2022

It is the responsibility of the property owners to follow up if they have not received these bills.

Tax bills will be mailed/emailed out twice a year, February and August. Each bill contains two installment payments.

Be sure to keep your paid tax bills for income tax purposes. A tax statement re-print is available at a cost of $10.00.

E-mail Billing

Go Paperless – sign up to receive your property tax, water/ sewer and accounts receivable invoices by email. This green initiative helps reduce our carbon footprint and allows you to easily file your important documents electronically for future reference. To sign up for this service, visit www.northperth.ca/ ebilling or complete the form.

First time homeowner or a new resident to North Perth?

We have a useful package available on our website www. northperth.ca/en/our-community/new-to-north-perth.aspx that includes municipal and community services, contacts and forms.

Have you recently moved? Contact the Municipal Office to ensure your account information is current and up-to-date.

In order for you to have your mailing address changed on your tax bill, the Municipality requires you to fill out our mailing address change form. This form is on our Website at https:// forms.northperth.ca/Mailing-Address-Change-Property-Taxes Note: Our new form includes permission for us to relay the new address information to Municipal Property Assessment Corporation (MPAC).

Making Payments

Payments can be made at the Municipal Office by using our drop box feature, which is located on the wall of our building to the right of our front doors. Other methods of payment are e-transfer, online/telephone banking, mail in a cheque, by your financial institution, or by credit card on our website. Please note there is a 3% third party service charge that will apply for credit card payments. For more information on payment options and set up, contact Reception at 519 291 2950 ext. 2086.

Online & Financial Institution Payment Reminder

When making payments online, or at a financial institution, please allow time for the payment to be received by North Perth. This may take several days. If North Perth has not received payment by the due date, penalty charges will be applied.

Pre-Authorized Payments For your convenience, we offer pre-authorized payment plans for both property taxes and water/sewer bills. To sign up for this feature, please complete the pre-authorized debit agreement that is available on our website. A void cheque or an electronic funds transfer form from your financial institution must be included with the form.

Please make sure you notify us if selling your property and need to be removed from the plan.

Sign up today for this free service to ensure your payments are always paid on time!

We offer two types of pre-authorized payment plans for property taxes: 1) Equal monthly payments based on annual taxes. Payments will automatically be withdrawn from your bank account on the 15th of the month or the next business day on the installment due dates in March, June, September, and November.

2) Installment payments on installment due dates. The installment will automatically be withdrawn from your bank account on the 3rd Wednesday of March, June, September, and November.

When making payments through online/telephone, please consider the following: Property Taxes: Select North Perth Taxes as the payee and enter the 19 digit roll number that is found at the top of your property tax bill.

Water/Sewer: Select North Perth Water-Sewer as the payee and enter your customer number/account number on your bill excluding the first zero. For example, if your customer number on your bill is 0123456789, then your account number is 123456789.

Accounts Receivable: Select North Perth Accounts Receivable as the payee and enter your 10 digit account number.

Please be aware of the payee, account number and amount you enter for online payments. If the payment is applied to an incorrect account, there is a $10.00 transfer fee.

Leaks in Your Home The following chart shows the amount of water that can be lost as a result of a leak within your home and the impact that a leak can have on the amount that you are billed.

Hazardous Waste Disposal Program It is important to bring your hazardous products to the landfill site during landfill hours so they can be disposed of properly. The Municipality of North Perth Household Hazardous Waste Disposal Program is an opportunity for you to clear potentially dangerous waste out of your home and dispose of them in an environmentally safe manner, at no cost to you. NO PESTICIDES. For additional information, go to www.northperth.ca Tips for wheelie bin placement on windy days: • Ensure your bins are at least 75% full when setting them out • Put the heavy items, such as newspapers, in the bottom of the bins • On really windy days, turn your bin so the wheels are against the road, facing the wind For any other questions or concerns, please call the Blewater Recycling Association at 1-800-265-9799 or email info@bra.org.

Our facilities are available for weddings, buck & does, anniversaries, banquets, meetings, or any other special event. All facilities are fully licensed with Smart Serve trained bartenders. Special rates for day before set up will apply. COVID-19 Protocols will be followed for all rentals with adjusted capacities specific to each facility.

community parks & trails Parks & Playgrounds We have many beautiful playground areas surrounded by walking paths, park benches and picnic tables. Our community parks in Atwood, Wallace, Monkton and Listowel also include pavilions available for rent for special occasions like reunions and family picnics.

Pavilions North Perth has 6 Pavilions located throughout Listowel, Monkton, Atwood, and Wallace available for outdoor rentals.

This covered space is a great option to rent for family gatherings, birthday parties, bridal showers, etc. Some of the Pavilions are equipped with a kitchen that can be rented for an additional fee.

North Perth Trails North Perth offers trail users a unique combination of trails through the core area, agricultural land, parks, and former railway rights of way. Listowel Memorial Park has a beautiful walking trail along the Maitland River featuring many eye-catching flower gardens and parks. The North Perth Trail runs along the former railway from Listowel to Atwood (and from Listowel to Gowanstown.) The Guelph to Goderich (G2G) rail trail runs along former Canadian Pacific Railway land that stretches over 127km between Guelph and Goderich. The Perth Harvest Pathway and the Kissing Bridge trail run from Millbank to the outskirts of Monkton.

Ball Diamonds We have a variety of excellent ball diamonds available for slo-pitch, soft ball, and fastball in all locations and an amazing hard ball field in Listowel. We co-ordinate bookings and maintain our diamonds and most are equipped with lights. Available May to September.

Outdoor Pools Two outdoor pools, the Listowel Kinsmen Pool located at Listowel Memorial Park and the Atwood Lions Pool located at the Atwood Lions Park, are available mid-June to the end of August. Refer to pages 20 -25 for public swim information and swimming lesson schedules.

If you are concerned with your child’s development, contact a Resource Consultant to discuss your concerns. There is no cost to families to receive services from a Resource Consultant.

Resource Consultant Programs Mission To provide support that enables and empowers families and educators of the community child care programs to be responsible to the diverse needs of all children.

Canadian Red Cross Standard First Aid and CPR/AED Course (Blended Format)

Comprehensive 8-hour online independent study and 8-hour in class teaching and skills training is designed to develop and teach first aid and cardiopulmonary resuscitation (CPR) skills. This course is designed for those who need training due to work requirements or who want more knowledge to respond to emergencies at home and in the community. Course meets legislation requirements for provincial/territorial worker safety and insurance boards and includes the latest first aid and CPR guidelines. All participants will receive the First Aid & CPR Manual and a Canadian Red Cross Profile with Certificate.

Canadian Red Cross Babysitting Course

This one day course offers basic first aid and caregiving skills for youth 11-15 years of age. Participants learn how to provide care to children in a variety of age groups, and how to prevent and respond to emergencies. This course also offers youth the skills to promote themselves as babysitters to prospective families. All participants will receive the Babysitter’s Manual and Completion Certificate.

Home Alone Safety For Kids Course

Is your child ready to stay home alone? The Home Alone Safety for Kids program is a one day course designed to help children and their families get ready for their child’s first steps towards independence and being without adult supervision. This safety program is ideally suited for children aged 9-12 years old. Safety and accident prevention are the common theme throughout the program. The information is relevant and current. Course content includes but not limited to Street smarts, people safety, safe snacking and basic first aid. All participants will receive the Home Alone Safety For Kids manual and certificate of attendance.

Summer Camp Information Late Pick-Up Policy

Our camps include swimming at our outdoor pool 2-3 times a week, picnics in the park, physical activity games, fun crafts, visits to local venues, special guests! All for just $185/week!

Parents are kindly asked to pick up their children at the approved pre-registered time. Late pick-ups increase our staff costs; therefore, an administrative fee will apply.

What to Bring to Camp

We recommend that your child not bring expensive or valuable items to camp. Please be sure that your child understands that he/she is responsible for items brought to camp. The Municipality of North Perth is not responsible for any lost, damaged or stolen personal belongings.

• Refillable Water Bottle • Running Shoes • Swimsuit and Towel • Sunscreen & Hat Please label your child’s clothing, hats and other articles brought to camp. If a child has a backpack or bag it will help keep his/her belongings together. Due to allergies, please only pack nut-free food.

Drop-Off, Pick-Up, Absenteeism A sign-in and sign-out procedure has been established for all camps. It is very important that all parents and/or caregivers follow the established procedures. If you know ahead of time that your child will miss a day of camp, or if they will be absent due to unforeseen circumstances, please notify us immediately by calling the camp phone at 519-573-2532 or the recreation office at 519-292-2055.

The RZone is an operating procedure that identifies a code of conduct which applies to all the Municipality of North Perth buildings, facilities, programs, parks and trails.

The RZone procedure enforces a set of expectations around violence, vandalism and inappropriate behaviour for participants and the general public.

Our Camp Staff Our energetic staff receive extensive pre-camp training including programming, child and group management, age appropriate camp activities, HIGH FIVE healthy child development, camps on T.R.A.C.K.S., co-operative games, team sports, physical activity, mindfulness and leadership. They are all First Aid & CPR certified. Our staff are committed to the Municipality of North Perth Parks & Recreation Philosophy, which is carried throughout our daily camp routines.

Safety Our camp rules and regulations are designed for your child’s safety. Camp leaders will review the rules regularly at camp. No child will be allowed to wander off unsupervised or leave the group at any time without permission. To ensure participant health and safety, please make camp staff aware of any allergies, medical conditions or behavioural concerns your child may have. We reserve the right to dismiss a camper who refuses to abide by these policies, or does not adjust to the group situation.

The Childcare Division for the City of Stratford provides financial assistance for licensed child care and recreation program costs.

Parents eligible for child care fee subsidy may include those who are actively employed or enrolled in school, have children with special needs, or who may be facing emergency situations.

To find out more about Child Care Fee subsidy, please call 519-2713773 x200 or 1-800-669-2948 x200. You will be required to complete an application form, and meet with a member of our Childcare Division staff to finalize your Fee Subsidy application.

Fees are calculated based on the registered program fee. Fee charges are reviewed annually for programs and posted on our website. The fees are calculated based on operating costs. In order to keep the fees at a reasonable level and to maintain a registered space in the program, we are not able to provide refunds or credits for programs due to illness, vacation or other events. Prepayment is required for all registered programs.

• Speciality Camps: Space is limited and must be paid in full at time of registration to reserve your spot.

• Daily/Weekly Camps: Camp fees are due in advance 30 days prior to the registered program. If registering for any camp within 30 days of camp; payment is due at the time of registration.

Refunds/Credits • Registered days are considered paid days and may not be switched or cancelled for alternate days after registration • Refunds will not be issued for withdrawl of program • Credit will be determined at the discretion of the Program Coordinator following written notice from the Parent/Guardian for Medical and/or Family Emergencies only.

NSF Policy Enrollment

An administrative fee of $40 will be levied for all NSF cheques.

Enrollment is based on a first registered, first serve policy.

Program Cancellations

The Municipality of North Perth reserves the right to cancel any programs that fail to meet the minimum registration numbers or for unforeseen circumstances (i.e. instructor illness, facility emergency, etc.) In the situation a program is cancelled by the Municipality; participants are offered a full refund, credit on account or opportunity to transfer to another available class.

Pool Admission Standards Admission Standards for Public Pools were developed by the Office of the Chief Coroner to assist lifeguards and assistant lifeguards in maintaining adequate surveillance over the whereabouts and the activities of young bathers while they are inside the pool enclosure. The Ministry of Health and Long-Term Care strongly supports these recommendations for the purposes of preventing injuries and fatalities.

• Children under the age of 10 years who are non-swimmers must be accompanied by a parent or guardian who is at least 12 years of age and responsible for their direct supervision (within arms’ reach). The ratio of non-swimmers to parent or guardian may be a maximum of 4 bathers to one parent or guardian (4:1). The ratio of non-swimmers to parent or guardian may be increased to a maximum of 8 bathers to one parent or guardian (8:1) if lifejackets are worn by all non-swimmers in their charge.

• Children under the age of 10 who are swimmers (able to demonstrate comfort in the water and pass the facility swim test) may be admitted to the swimming pool unaccompanied.

• Children under the age of 6 years may not be admitted to the swimming pool unless they are accompanied by a parent or guardian who is responsible for their direct supervision (within arms’ reach), with a maximum of two children for each parent or guardian.

• Guardians or group leaders are responsible for the children in their care while in the facility and must directly supervise the children at all times. Guardians or group leaders should be swimmers at least 12 years of age.

Lane Swims Lane swims gives you the opportunity and space to enjoy an in-pool workout at your own pace.

AquaFIT Aquafit classes are designed to improve cardiovascular fitness, range of motion, and strength levels in a fun, upbeat environment. With a mixture of fitness and cool dance moves, you’ll be getting fit and having fun too!

Pool Rentals Our pools are available for rent. Rental includes qualified lifeguard supervision and all pool equipment. Call Nicole at 519-292-2054 for inquiries.

Private Swim Lessons Private lessons are an option for swimmers who would benefit from one on one instruction to complete a level or provide the flexibility to book sessions which may better suit your schedule. Stuff you need to Know...

• Review the pool rules upon entering the pool deck • Avoid meals, snacks and fluids one hour prior to entering the pool • Children ages 6-9 years who are unable to pass the facility swimming test must be accompanied by a parent or guardian who is at least 12 years of age and is responsible for their direct supervision (within arms reach), with a maximum of four children for each parent or guardian • Children under the age of 6 years may not be admitted to the swimming pool unless they are accompanied by a parent or guardian who is responsible for their direct supervision (within arms reach), with a maximum of two children for each parent or guardian • Parking lots are unsupervised, please lock your doors • The Municipality of North Perth is not responsible for lost or stolen items • When you are at the pool, please review the Rain/ Thunder Storm Policies and Procedures with regards to when these conditions close the pool • Please review the Lifejacket (PFD) policies prior to entering our pools with a PFD • For his/her safety, it is important that you are confident of your child completing pre-requisites before advancing to the next swim level • Refunds will not be issued for withdrawl of program.

Credit will be determined at the discretion of the Program Coordinator following written notice from the Parent/Guardian for Medical and/or Family Emergencies only. Excellent preparation for success in Bronze Medallion. Participants develop problemsolving and decision-making skills individually and in partners. Candidates learn CPR and develop the lifesaving skills needed to be their own lifeguard. Includes a timed 400 m swim. Bronze Medallion and Emergency First Aid & CPR

Teaches an understanding of the lifesaving principles embodied in the 4 components of water-rescue education - judgment, knowledge, skill and fitness. Rescuers learn tows and carries, and defense methods and releases in preparation for challenging rescues of increased risk involving conscious and unconscious victims of various types. Lifesavers develop stroke efficiency and endurance in a 500 m timed swim. Bronze Medallion is the pre-requisite for Lifesaving Bronze Cross. Minimum 13 years of age. Cost: $225.

5 Steps to Become an Instructor/Lifeguard for North Perth Lifesaving Bronze Medallion & Emergency First Aid & CPR B Summer/Fall

Develop physical fitness, decision-making and judgement skills for water rescues. Spinal injury management techniques are also covered.

As a Lifeguard for the Municipality of North Perth, you have the opportunity to work at two outdoor pools, teach and learn valuable skills, gain experience and make a difference in the community.

Learn the difference between lifesaving & lifeguarding, emergency procedures, teamwork, special equipment use and spinal injury management techniques.

Swim to Survive Family, individual & adult options Swim to Survive training is an important first step to being safe around water! Learning to swim is a fundamental skill that benefits everyone. “If every child in Canada could achieve the Swim to Survive Standard, we [Lifesaving Society] believe that the number of drownings would be reduced by half.”

Program Details: Designed for children ages 5+ as well as adults. Swim to Survive lessons provide children, parents, caregivers and adults with the necessary skills required to survive an unexpected fall into deep water.

In addition; our qualified staff will teach participants how to do a front roll into the water, tread water for two minutes, and swim 50-metres.

The Atwood Athletics & the Listowel Lightnings invite you to join their Swim Team! Swimmers will improve swim skills, gain strength and endurance learning all strokes, flip turns, starts, breathing pattern and more! This is a great way to make friends, improve your skills and have FUN! Internal North Perth internal Swim Meet dates between Listowel and Atwood will be reviewed and determined at a later date. We have 3 swim practices each week. Swimmers are required to have passed their deep end test.
