Broadband access gets a boost from New Business Oregon Grants

Business Oregon released the latest of the state's COVID-19 relief efforts, investing in broadband access across Oregon, in mostly rural communities. The Oregon Legislature and Governor Kate Brown allocated $10,000,000 from the CARES Act Coronavirus Relief Fund to Business Oregon's Rural Broadband Capacity Program for broadband projects targeting unserved and underserved areas of the state.

“Expanding and enhancing broadband access speeds in rural areas has become even more important as business and workforce models shift in the face of the COVID pandemic,” said Chris Cummings, Business Oregon Director. “This federal funding can leverage our ongoing work building out rural broadband in a big way.”

Grants will provide funding for 28 projects across 24 counties that deliver increased broadband-speed internet access for telework, telehealth, and K-12 distance learning applications in unserved and

Port of Morrow announces name change, updates for Willow Run Golf Course BOARDMAN, OR – The Port of Morrow is pleased to share exciting announcements regarding changes taking place at the Willow Run Golf Course. Beginning in September, the executive golf course will undergo an official name change and rebranding to Marker 40 Golf Club.

Its new designation is inspired by the mile marker 40 sign located on the Columbia River at Boardman, a landmark that is unique to the community.

“I’m excited to see an establishment that’s been in Boardman for so many years receive a new brand,” says Torrie Griggs, executive director of the Boardman Chamber of Commerce.

“The golf course will continue to grow and thrive alongside our developing community. It is a great recreational opportunity for both residents and visitors to Boardman.”

Additionally, landscaping throughout the facility is undergoing updates. Crews have pruned trees and brush along Toms Camp Road and within the course. Sand traps are more clearly defined, and irrigation has been upgraded to an efficient timer system.

Upcoming changes include renovating the lavatories and replacing bridges that cross the stream and

pond. The Willow Run Golf Course opened in 1972 as Wilson’s River Run by Dallas Wilson, who had a vision to bring golf to Boardman. His design included a 9 hole, dual-tee system with two additional greens that would allow for an 18-hole option. Rod and Kenna Punches purchased the golf course from Wilson in 2004 and continued to maintain and operate the public course.

“The Port of Morrow has engaged in conversations over the years about the benefits of a new golf course in Boardman. The chance to purchase Willow Run Golf Course was the perfect opportunity to continue the legacy and vision of Dallas Wilson and to maintain this facility as a recreational asset for our community and region,” says Port of Morrow Economic Development Director Lisa Mittelsdorf.

Fire District seeks approval of GO Bond for new station

Boardman Rural Fire Protection District (BRFPD) is pleased to introduce Michael Hughes as the new Fire Chief, selected February of this year.

Chief Hughes is from Twin Bridges, Montana, where he volunteered as a firefighter and provided training.

He brings 33 years of professional emergency medical and fire service experience to Boardman. His dedication and understanding of tightknit communities helped him stand out amongst other contenders. Chief Hughes announced the fire district has placed a general obligation bond in the amount of $8.475 million on the November 3, 2020 ballot for voter approval. The money raised by the bond will fund the purchase of land and construction of a new fire station facility to include updated equipment and emergency vehicles.

The current station is located on SW Wilson Lane, sharing the road with two elementary schools. Increased traffic during school days and school events has impeded emergency response efforts.

When asked about the need to move locations to accommodate a larger space, Chief Hughes responded, “We want to keep the station in the same general area because the majority of our emergency responses are in close proximity of our current Wilson Road facility. This new location also allows us to ad-

dress our ongoing safety concern of proximity to two schools and we can also significantly correct vehicle ingress and egress as we need improved vehicle space for our equipment.”

The current station is approximately 10,500 square feet and sits on an approximate 30,000 square foot lot, which is too small for expansion for the current station. In order, to meet district growth and bring the facility up to national standards, the new building is expected to be located at Willow Fork Dr. and Tatone Street and be approximately 15,000 square feet.

It will also incorporate multi-use space to accommodate community meetings and conferences, fire district trainings as well as fire district board meetings. It is expected to also provide for 24/7 staffing and compliance with ADA and national fire protection guidelines and regulations.

The project includes to replacement of six emergency vehicles that are passed due for retirement with four modern emergency vehicles that fit the District’s needs and response model to this large service area.

The fire district encompasses 330 square miles from Gillam County line to Umatilla County line. Anticipated cost would be $0.24 per $1,000 assessed value for all taxpayers within the fire district, with most of the facility being paid for by the industries

in the Port of Morrow. A general obligation bond is a fixed rate over the life of the bond; in this case, 20 years.

Umatilla Morrow Head Start expands Grants allow huge expansion of space and programs children ages 3 - 5.

Port of Morrow - Neal Early Learning Center is expanding; phase 2 is 8,003 square feet, and phase 3 is 1,658 square feet, for a total expansion of 9,661 square feet. Construction will be complete in September.

Umatilla Morrow County Head Start (UMCHS) is expanding their footprint at the Neal Early Learning Center on Olsen Avenue in Boardman. This is a joint funding project between Port of Morrow and UMCHS. According to Daniel Daltoso, Associate Director of

What is Head Start?

Head Start is a comprehensive child development program which serves children age 3 to 5 and their families. It is a child-focused program

areas of education and early childhood development; medical, dental, and mental health; nutrition; and parent involvement. In addition, the entire range of Head Start services is responsive and appropriate to each child’s and family’s developmental,

The Head Start program is administered by the Head Start Bureau (HSB), the Administration on Children, Youth and Families (ACYF), Administration for Children and Families (ACF), Department of Health and Human Services (DHHS).

The Head Start program has a long tradition of delivering comprehensive and high quality services designed to foster healthy development in lowincome children. Head Start grantee and delegate agencies provide a range of individualized services in the

ethnic, cultural, and linguistic heritage and experience.

Head Start programs prepare America’s most vulnerable young children to succeed in school and in life beyond school. To achieve this, Head Start programs deliver services to children age birth to 5 and their families in core areas of early learning, health, and family well-being.

The Head Start program serves about 1 million children and pregnant women in urban, suburban, and rural communities throughout America.

Head Start services are provided in centers, family child care homes, or in the family's own home.

LETTERS TO THE EDITOR Support Sandy Toms Sandy Toms Is running for reelection as Boardman’s Mayor. As the two-term incumbent she has a record that we can look to and see if she deserves another term, or should be replaced by someone more qualified. I’ve had the pleasure of working with Sandy first as a Commissioner for the Port of Morrow and now as a Commissioner for Morrow County.

In my interaction with Boardman’s Mayor, I can tell you that Sandy has always attended the joint meetings, shows up prepared and well informed, and has had no agenda, other than to do what she thinks is best for the City and region. Sandy comes with well thought out ideas, and looks for common ground in solving mutual problems.

When I have attended Boardman City Council meetings, Mayor Sandy runs an efficient meeting, and keeps people on task. During Sandy’s time as mayor, Boardman has seen a lot of growth. She and city staff have positioned Boardman to manage this growth currently and for the future. A couple of years ago, there was a water project that improved the City’s ability to get water to the south side of the freeway, paving the way for future growth. Boardman recently passed a bond measure for sewer expansion. This allows Boardman to continue to be ready for the current growth we are experiencing and future growth that may come. Sandy and the city gave a set of facts to the citizens so they could make an informed decision on the sewer bond. They didn’t make an argument with made up information. As a small business owner, I appreciate the job that they have done.

It will allow Boardman to maintain lower than average priced water and sewer and still have the ability for growth. On a personal note, I like that you can ask Sandy a question and

she will give you a well thought out honest answer. If she doesn’t know the answer, she’s not afraid to admit it, do some research and get back to you with an answer. I find little if any fault in the record of Mayor Sandy, and will support her for another term. I hope you will too.

Encouraging employees to safely return to work during COVID

By Greg Smith One of the biggest challenges many employers are facing is getting their workforce back on the job during the continuing COVID environment. There are many obstacles including the fact those collecting unemployment benefits received an additional $600 per week, which in many cases amounted to more than their salaries. This benefit expired on July 31 and workers are beginning to return to their jobs. There are discussions about a lesser weekly benefit being introduced, but so far that has not been implemented.

A major issue is the fact schools in Oregon may not be open for much of the school year and parents have found themselves as teachers.

Others are sincerely frightened about the prospect of returning to work, questioning the safety precautions employers may or may not have put in place. This is especially true in cases where social distancing may be difficult in such workplaces as manufacturing or food processing plants.

Some people may have children

or elderly relatives living with them with severely compromised health due to underlying conditions.

All of these are legitimate issues and concerns. So, what can employers do as they endeavor to resume operations? · Some parents are finding individuals willing to supervise online learning while parents work, helping to ensure their children are on task and that a regular school schedule is established and maintained. · Employers should provide detailed information about all the precautions being implemented, including exactly what the employee’s responsibilities are. The Center for Disease Control’s website, www.cdc.gov, outlines safety precautions and recommendations. · Offering additional training and professional development opportunities is something attractive to employees and some employers are offering monetary incentives. · On a recent webinar, an economic development specialist noted many employers are networking and finding qualified, enthusiastic employees from those companies which are

communication and expectations must be given along with deadlines for projects to be completed.

Establishing video platforms so employees do not feel isolated is proving to be beneficial for those transitioning to this model. · Businesses may simply have to find ways to attract new employees.

Join other employers in hosting a virtual job fair.

There are many individuals whose former employers have closed their business. They may not have all the skills needed for a particular position, but with the right attitude and ample training, may be the perfect fit for the job.

Finding enough qualified employees wanting to work is something

businesses will have to find creative and unique ways to address. Post your jobs to a variety of platforms and utilize the Employment Department’s database of job seekers. Employers may post a job themselves by clicking the employer tab “hiring an employee” at www.workinginoregon.org and by the old fashioned, low-tech way— by word of mouth.

In closing, utilize those entities which serve businesses including your local chamber of commerce, downtown and other business associations, economic development professionals, and small business development centers.
