Fifth annual Morrow County Harvest Festival coming October 6, 2018 BOARDMAN, Ore. (Sept. 28, 2018) – The fifth annual Morrow County Harvest Festival is coming to the SAGE Center on Saturday, October 6, from 9 a.m. to 4 p.m.

The event is presented by the Boardman, Heppner, and Irrigon chambers of commerce in conjunction with the SAGE Center and will be held at 101 Olson Road in Boardman.

The Morrow County Harvest Festival will feature a variety of vendors with highquality, regionally produced agricultural goods and handmade artisan crafts.

Some activities that will be returning again this year are the horsedrawn wagon rides from 10 a.m. to 4 p.m. and the local beer and wine tasting from 12 p.m. to 4 p.m.

Kids corner activities will include a giant 53-foot inflatable obstacle course, animal corral, carnival games,

Two quilts will be in a raffle drawing which will be held October 13th at 3:30 pm. Tickets for this drawing may be purchased at the door for the Quilt Show and also at Harvest Festival, October 6th at SAGE Center.

Quilters may enter a quilt in the show, including youth up to age 14.

Riverside’s 2018 Senior class brings back “Operation Graduation” Just three short months ago Riversides graduating class of 2018 said goodbye to High School forever. We all remember it. It’s a bittersweet time, where we look back, with fondness, on memories and friendships and look forward, with anticipation, to the life that will unfold.

Instead of just saying goodbye this year, the class of 2018 would like to leave a gift, a legacy of sorts, to the classes that will graduate in the coming years. They want to bring OPERATION GRADUATION back to its original purpose!

Operation Graduation was originally designed to be a graduation night party where seniors could celebrate together in a safe and sober environment. It was parent and community driven, leaving the students free to focus on their senior year. Unfortunately, over the years, it has lost its roots. Because of that, many classes have graduated without a graduation night party. This has left our precious senior class vulnerable to one of the most dangerous and fatal nights of the year for teens.

More teens die on graduation and prom night than any other time of the year.

The class of 2018 wants to change all that. After catching the vision of what Operation Graduation should be, Senior Class President Ruby Berrera, along with many other

students, worked tirelessly to get others on board. Riverside High School graduate opening new coffee shop In Boardman Feves Gallery opens 2018-19 exhibit Riverside Junior-Senior High School Class of 2017 graduate Ivonne Navarro is introducing Cafe Cultura, a new drive-through coffee shop to the area. Ms. Navarro has been in the coffee industry for 4 years, working as a barista at Boardman Jumpstart Java throughout high school. “My goal is to contribute more to the community, and be inclusive of everyone. As a mem-

ber of our region’s large Hispanic population, I take a lot of pride in being bilingual and being able to eliminate a language barrier.”

“I also love to see our community grow, and it’s growing rapidly.

With all the jobs in and around our area, I knew that the town needed another coffee shop to help fuel all the contributing members of our community.” In addition to coffee, she will also serve traditional Mexi-

can beverages, such as horchata and Mexican hot cocoa. The new business is located on NW Front St. in Boardman, behind Sinclair gas station and just next to Sunrise Cafe.

PENDLETON, Ore. – The Betty Feves Memorial Art Gallery is excited to kick-off its 2018-19 exhibit season with the artwork of Stevenson, Wash.-based artist Laura Buchan.

The event is free, family-friendly, and includes light refreshments. Buchan will give an Artist Talk at approximately 5 p.m.

Buchan’s exhibit, Votive, includes intricately detailed wood sculptures inspired by the anatomy of plants, animals, insects and humans. She creates amalgams, combining parts from different objects to make unique sculptural pieces which cause viewers to question what they are seeing, and whether it might be real.

“The works are not meant to emulate one specific thing, but are often amalgams that can be interpreted multiple ways,” said Buchan of her sculptures. “The pieces evoke many different feelings. Some are serene, some playful, and others ominous, depending on how the individual forms interact to create a whole be-

ing. I am interested in both preservation and the process of decay, and so am fascinated with taxidermy, biological specimens, skeletal forms, seed pods, as well as withered plant life. I use a careful combination of these to inform my work.”

Calling all students, parents, and community members of Morrow County. Ms. Kirk is seeking adventurous students who would like to travel and learn in Europe June 2020. I have made educational travel an annual event for all students in Morrow County and continue to need your support. We will travel to many different educational destinations so students can learn life skills, develop cultural awareness, and experience history in real time all while earning high school and college humanities credit if they choose. I invite you to be a part of this experience and join us on our next trip to Britain, France, and Germany scheduled for June 2020.

If you have a student 7th grade and up in Morrow County, you can sign them up to travel with Ms. Kirk on this once-in-a-lifetime learning adventure. If you have a younger student, you would like to travel, a parent must accompany the child on the trip. This trip includes airfare, hotel, breakfast & dinner each day, gratuities, transportation, security, and private tour guide for 11 days of adventure. Every detail is taken care of for you. I will keep in constant communication with all travelers and we will have fundraising activities as well as a free fund me website for each traveler to help offset some of the cost. On the trip we will enjoy the perfect blend of WWII museums, iconic structures like the Cathedral of Notre Dame, Eiffel Tower, and natural wonders in beautiful European country side. We will behold British colonial architecture as we take a WWII-themed guided tour of London. Then, we will immerse ourselves in the Churchill War Rooms , take a guided tour of Normandy, take a walking tour of the Latin Quarter and so much more (passport required prior to travel). If you are interested in joining us on this trip I will be holding a information & registration meeting at Riverside High School room 302 at 5 p.m. on October 22nd 2018. Qualls graduates from Pacific Coast Banking School Heppner, OR – John Qualls, Senior Vice-President and Chief Lending Officer for Bank of Eastern Oregon, recently graduated from Pacific Coast Banking School. PCBS is touted as the premier graduate level banking school in the country. For the past three summers, John has attended the two-week program at the University of Washington in Seattle. The curriculum included courses in lending, law, accounting, leadership, and numerous inter-year problems, as well as a thesis.

Qualls joined the bank in 2002.

Through the years he has served in various capacities with ever increasing responsibilities, currently overseeing all loan officers, mortgage and loan servicing areas of the bank.

John and his wife Doashea have three

children and live in Heppner.

Department of Veteran Affairs ID cards sees faster turn around time.

Veterans who apply for ID cards through the Department of Veteran Affairs program rolled out last year should start to see a faster turnaround time in October, officials said Aug. 31.

“VA is establishing a data-sharing partnership with the Department of Defense that will essentially automate much of the VIC eligibility determination process starting in October, thus substantially expediting card deliveries to Veterans,” per Curtis Cashour, a VA spokesman.

Current turnaround time for mailing the cards is typically “up to 21 business days from the time a veteran’s application is approved,” Cashour said.

But application processing times

can take up to six months, he said, “depending on individual veterans’ service circumstances.”

To date, 138,337 veterans have applied for the ID card, while 47,241 cards have been mailed, Cashour said. That number is a substantial increase from the about 90,000 applications and 21,000 cards awaiting mailing in early May. Cashour noted that not all individuals who have applied for the card qualified.

Any honorably discharged veteran is eligible to receive one of the new veteran ID cards through a program established last year. Ordered

by Congress in 2015, the cards are meant to serve as proof of military service at private businesses. They

are not considered official forms of federal or state identification and do not entitle veterans to any VA or Defense Department services or benefits.

Veterans should visit Vets.gov to apply for the card.

Veterans certify their eligibility by submitting their personal information, a copy of a government ID and a shoulders-up photo that will be printed on the card.

Applications for the card first opened last year through the VA’s website. But the process was almost immediately suspended as visitors overwhelmed the system.

The program was then reopened early this year only to face additional glitches and delays.

BMCC President Cam Preus departing for OCCA Executive Director role PENDLETON, Ore. – Blue Mountain Community College (BMCC) President Cam Preus has announced she will leave the College in October to become the Executive Director of the Oregon Community College Association (OCCA) in Salem. Preus has served as president at BMCC since 2013. Her last day at the College will be Oct. 31.

“It has been my honor and privilege to serve as President of BMCC these past five years,” Preus said. “Every BMCC employee is dedicated to putting ‘Students First’, and seeing the work they do each day to support our students achieve their goals is inspiring. I will cherish the many memories I have made at the College and in eastern Oregon.”

As Executive Director of the OCCA, Preus will represent all 17 of Oregon’s community colleges as the primary voice on legislative and regulatory issues at the state and federal level, advocate state-level leadership for student success efforts, and fosters partnership to further community college interests.

As President of BMCC, Preus led the effort to a voter-approved $23 million capital construction bond in 2015, and oversaw the construction of three new buildings and renovation of others to expand student programs and improve safety. Among her accomplishments was the expansion of Career-Technical Education (CTE) programs in Morrow County and Hermiston. She represented the College on numerous local, state and national boards and committees, and formed partnerships with numerous

organizations and businesses to support College efforts.

Prior to coming to BMCC, Preus was the Director of the Oregon Department of Community Colleges and Workforce Development, and while in the position, served as the Commissioner of Community Colleges.

“The Board now faces a significant challenge to replace one of the most outstanding presidents BMCC has ever known,” said Chris Brown, Chair of the BMCC Board of Education.

The Board of Education will soon name an interim president, and will secure a search firm to conduct a national search to replace Preus. Opportunities for employees, students and community members to provide feedback will be announced later this year as the search narrows down the finalists.

Funshine Open Scramble Golf Tournament big success Fifty two golfers enjoyed a warm autumn day in support of Community Women’s Club’s 2nd annual golf tournament for charity. The Funshine Open Scramble, on September 22 at Willow Run Golf Course, brought together 13 teams competing for three top prizes. First place team, Lamb Weston, Boardman Center, took home $200. The second place team, TruOptix, won a cash prize of $100. Port of Morrow, Shop won a close 3rd place and took home $80.

Morrow County Swim Club forming for January/February meets A group of volunteers is putting together the Morrow County Swim Club. They plan to challenge advanced swimmers and grow developing swimmers in a competitive and fun atmosphere.

The plan is for swimmers up to age 18 to gather Tuesdays and Thursday during January and February to practice and participate in competitive swimming.

Local youth swimmers will have to meet swim ability requirements, but the hope is to develop swimming

abilities as they go.

Additional swimming will continue through the balance of the year to develop abilities.

T h e y claim some of the benefits of swimming are life-long. Swimming is a full body workout and also a life saving skill.

Participants will be learning a sport they can do for the rest of their

lives. Swim team is a sport that encourages both individual and team competition. Learning to control breathing improves mental health and emotional well being. Kids with disabilities or medical conditions might be able to participate in swimming when they are unable to participate in other sports. Swimming improves stamina, flexibility, strength, balance and posture.

Visiting artist presents “Playing House” at EOU’s Nightingale Gallery LA GRANDE, Ore. – A dynamic multi-media installation will fill Eastern Oregon University’s Nightingale Gallery this fall, as it hosts Maria Lux’s “Playing House” exhibition.

The exhibition opens with a reception from 6 to 8 p.m. on Oct. 5 in the gallery and runs through Nov. 2.

Lux will return to campus Oct. 24 to present a public talk about her studio practice at 6 p.m. in Badgley Hall’s Huber Auditorium.

In her installation work, the Walla Walla-based artist and professor at Whitman College explores animals and their relationship to human knowledge. As both familiar and alien, animals often come to serve as the boundary against which humans create our own sense of identity — efforts that play out through both historical and urgently current concerns.

Lux uses a variety of materials and processes to convey the stories behind her work. She relies on representational approaches: referencing or parodying existing styles, combining found or modified objects along-

side artist-made items, and quoting articles, texts, graphs or charts. Her work is part of a larger dialogue that looks to both animals as a subject and art-making as an approach for alternative ways to think and know.

Lux earned her BFA from Iowa State University in 2006 and her MFA from the University of Illinois at Urbana-Champaign in 2012. She has been an artist in residence numerous times, including most recently at the Enos Park Residency in Springfield, Ill., and the Center for New Art at William Paterson University in New Jersey. She has shown work throughout the United States including solo exhibitions at Upfor Gallery in Portland, Visual Arts Exchange Cube Gallery in North Carolina, and the VisArts Center in Maryland.

“EOU’s art program has a strong tradition of mixed media approaches to art-making,” Gallery Director Cory Peeke said. “Lux’s work will provide students and others a glimpse into her distinct approach and complex integration of both traditional and

non-traditional materials to create works that are visually and intellectually challenging.”

October is National Community Planning Month Morrow County and all five cities adopted a Natural Hazards Mitigation Plan. Go to https://www.co.morrow.or.us/planning/ page/natural-hazards-mitigation-plan for information The Morrow County Planning Department focus this year is on Natural Hazard Mitigation Planning and Housing, two current areas of focus. Today we want to inform the citizens of Morrow County how to prepare for emergenciesin their homes, businesses and community should a disaster strike.

Natural disasters will vary depending on location. Not all areas have the same risk of Natural Disasters which in turn will change how a person needs to prepare. Morrow County has eight hazards locally that we focus on: drought, wildfire, flooding, windstorms, winter storms, and to a lesser extent landslides, seismic and volcanic events.

Morrow County may not have as severe natural disasters as other places around the world but it still is good to be prepared for the disasters that could happen in this area.

There are areas of Morrow County that are within a flood zone. In 1903 there was a major flood in Heppner, the worst flood in terms of loss of lives ever to occur in Oregon.

Morrow County and all five cities in Morrow County have an adopted Natural Hazards Mitigation Plan. This plan can help reduce the potential for harm to people and property from future hazard occur-

rences. Morrow County has a steering committee that meets in the spring and the fall to discuss the priorities and general course of operations for the Mitigation Plan. People should always be prepared for a natural disaster. They can come on very rapidly and last minute preparations may not be an option.

According to the Federal Emergency Management Agency (FEMA) there are 12 ways to prepare: sign up for alerts and warnings, make a plan, save money, practice emergency drills, test family communication plan, safeguard documents, plan with neighbors, make your home safer, know evacuation routes, assemble or update supplies, get involved in your community and document and insure property. Along with these tips it would also be good to prepare an emergency kit in a vehicle with blankets, food and water. Our area can get harsh winters and being stranded on the road in the cold, you need to be prepared. A box in your house with candles, food, water and blankets would be a good

plan in case of power outages which happen often due to high winds knocking out power. Often times when a natural disaster strikes communication networks, such as cellular phones and computers, would be unreliable and there may be no electricity. Planning in advance will help ensure that all members of your household know how to reach each other and/or where to meet up in an emergency.

Due to the different disasters that could happen in our area it would be good know what to expect. If you are evacuated due to wildfire, you need to know your evacuation plan and leave when asked my local officials. If there is a power outage you want to be prepared with alternate light and possibly heat sources. In case of drought have plenty of bottled water stored ahead of time.

Walla Walla, WA — Using an annual web-based report scorecard that measures, evaluates and benchmarks quality and efficiency at its medical centers, the U.S. Department of Veterans Affairs (VA) recently released data that showed significant improvements at the majority of its health care facilities.

The Walla Walla VA Medical Center (WWVAMC) was one of the facilities that made positive strides in the benchmarks, and continues to improve.

“Over the last year, WWVAMC formed 14 teams to work on numerous SAIL projects,” said Associate Director for Operations, Ray Crawford. “Improvement projects included increased communication to employees to raise their awareness about SAIL metrics and how they can impact scores. We continue to host regular Veteran town halls in all clinic areas, and have made great strides in increasing access to care for Veter-

ans.”

Compared with data from the same period a year ago, the July 2018 release of VA’s Strategic Analytics for Improvement and Learning (SAIL) report showed 103 (71 percent) VA Medical Centers (VAMCs) have improved in overall quality — with the largest gains seen in areas where there were VA-wide improvement initiatives, such as mortality, length of stay and avoidable adverse events. Seven (5 percent) VAMCs had a small decrease in quality.

“This is a major step in the right direction to improving our quality of services for our Veterans,” said VA Secretary Robert Wilkie. “Over the past year, we were able to identify our problems and implement solutions to fixing the issues at 71 percent of our facilities. I’m extremely proud of our employees and the progress they have made to raise VA’s performance for our nation’s heroes.”

Additionally, of the 15 medical centers placed under the Strategic Action for Transformation program (StAT), an initiative that monitors high-risk medical centers and mobilizes resources to assist the facilities, 33 percent (five medical centers) are no longer considered high-risk and the remaining facilities (73 percent) show meaningful improvements since being placed under StAT in January 2018.

The quarterly SAIL report, which has been released publicly since 2015, assesses 25 quality metrics and two efficiency and productivity metrics in areas such as death rate, complications and patient satisfaction, as well as overall efficiency and physician capacity at 146 VAMCs. It is used as an internal learning tool for VA leaders and personnel to pinpoint and study VAMCs with high quality and efficiency scores, both within specific measured areas and overall. The data is also used to identify best practices and develop strategies to help troubled facilities improve.

he Tatone Street addition is now open. The newly completed road addition connects Tatone Street to Rome Street. Because the new roadway is adjacent to Windy River Elementary School and a residential subdivision, we anticipate a lot of children will be nearby.

Enrolled Veterans in and around the Boardman area (Morrow County) can get a free flu shot at the walkin clinic scheduled for Friday, October 12 from 8:30 a.m. to 3 p.m. at the Boardman Telehealth Clinic. Kiwanis Club of Boardman hands out dictionaries to 3rd grade students The Kiwanis Club of Boardman has one project they have continued since 2006: giving each third grade student in Boardman and Irrigon their very own dictionary.

On September 26th the Boardman Kiwanis members handed out 168 dictionaries. The children were thrilled -- for some it is the first book they’ve ever personally owned.

The Kiwanis members met with three classrooms at ACH and four classrooms at SBE to give each third grade student a dictionary and explain how to use a dictionary. The students choose a word, and then they all look it up in the dictionary together. They read the definition and learn whether the word is a

noun, verb, adjective, etc.

Mrs. Gale who was assisting in Ms Rodriguez’s class at AC Houghton told the students that her daughter Kalee just left for Northwest Nazerene University in Nampa Idaho and took the dictionary she received from the Kiwanis when she was in the third grade with her.

“Hearing stories like this make us very proud that we can help the children of our community. The Kiwanis Club is excited for each student to succeed, and has made this project a priority.” said Kiwanis President Joe Taylor.

Kiwanis members who helped with the project are Pam Docken, Joe Taylor, Jane Pope, Ryan and Sonja Mrs. Connell’s class at SBE were thrilled to get their dictionaries from the Boardman Kiwanis Club members on September 26th.

Several dictionaries were left with each third grade teacher to hand out to new students that may arrive this school year, and also for the students who are home schooled.

Ms Rodriguez said “We use the dictionaries everyday and we are very appreciative of them.”

Kiwanis Club member Alma Hernandez helped 3rd grade student Jace Barresse look up the word “banana”.

President Joe Taylor and Pam Docken, secretary of the Kiwanis Club of Boardman helped the AC Houghton third grade students look up a word in their new dictionaries. The dictionaries also have the countries of the world, each state in the USA, the students can learn sign language and braille, and much more. For many of the students this is first book they can call their own.

The dictionaries are kept at school until the end of the year, when each student may take their dictionary home.

The Kiwanis Club of Boardman meets the 1st Thursday of each month at River Lodge and Grill at 6:30

am and the 3rd Thursday of each month at Ordnance in Boardman at 6:00 pm.. The public is invited to join -- attend a meeting! The Kiwanis raises funds for dictionaries, scholarships, Halloween Party, Breakfast with Santa, and much more.
