Even though our students are attending classes online, the staff can recognize certain traits in the students. We are highlighting students who are selected by Riverside staff for their exceptional work in their classes and as positive role models for their peers. These are students who are d Competing For What They Dream For! We have some amazing students so we have a lot of highlights! There are other photos throughout this issue of the North Morrow Times. Take a look -- these kids are our future! Here are the September 12th grade class captains:

Jose Ruiz Jose is exactly the type of student you want as a Class Captain. He understands the material (College math by the way) and engages in classroom discussions and activities. Victor Barrera Pineda- is an excellent student by any measure. He has jumped into Comprehensive Distance Learning with enthusiasm; he’s engaged during class assignments.

He communicates professionally with teachers, seeks help when needed and knows when and where to find answers himself. In addition, he is punctual with his attendance and assignments. Bank of Eastern Oregon has joined the American Bankers Association and banks across the nation in launching a first-of-its-kind, industry-wide campaign to educate consumers about the persistent threat of phishing scams. The FTC estimates that consumers lost $1.48 billion to phishing schemes in 2018 and the ongoing pandemic has only increased the threat. To combat phishing, the #BanksNeverAskThat campaign uses attention-grabbing humor and other engaging content to empower consumers to identify bogus bank communications asking for sensitive information like their passwords and social security numbers.

“This campaign is an unprecedented effort by the banking indus-

try to address a growing threat to our customers,” said Becky Kindle, Bank of Eastern Oregon SVP and Chief Banking Officer. “We’re turning the tables on the bad guys by giving consumers the tools they need to spot illegitimate bank communications.”

Bank of Eastern Oregon, along with banks across the country and ABA, are simultaneously launching the campaign on Oct. 1 to mark the beginning of National Cybersecurity Awareness Month. Throughout the month Bank of Eastern Oregon will share eye-catching consumer tips on their website and in bank branches, designed to highlight common phishing schemes. Because cybersecurity education and fraud

awareness can often be dull and forgettable to many consumers, the campaign is designed to be bright and bold. The campaign directs consumers to BanksNeverAskThat.com for more information. At that website, consumers will find the #BanksNeverAskThat quiz, videos, phishing red flags, tips and FAQs. Boardman Rural Fire Protection District FAQ on Ballot Measure #25-84; General Obligation (GO) Bond Authorization

Ballots must be returned by Tuesday November 3, 2020 November 3, 2020 General Election Interview with Chief Michael Hughes, Boardman Rural Fire Protection District Chief, 9/9/2020 History of Boardman Rural Fire Protection District: Boardman Rural Fire Protection District (BRFPD) was founded in 1970. The District provides a full range of services, including fire prevention, public education, emergency medical services, fire suppression, rescue, wildland fire mitigation and initial hazardous materials response. The current headquarters is located on SW Wilson Lane in Boardman. Today, the District serves 7,000 residents and several hundred daily commuters to local job sites.

We are asking the community to consider a GO Bond for the purchase of land, construction of new facility, and purchase of new equipment to better serve the fire district. Total project cost is anticipated to be $8.475 million. This is an estimate based on available information at the time of publication. Ballot Measure #25-84 will be on the November 3, 2020 General Election ballot.

How big is the Fire District? We cover 330 square miles. For perspective, the City of Boardman is 4.5 square miles. The District basically reaches from Umatilla County line to Gallatin County line.

How big is the department? We have 12 total staff; 9 are full-time fire fighters that work 48hr on/ 96hr off shifts. We also have an administrative team including myself as Chief, the Fire Marshall, and our District Clerk. We are fortunate to have about 10 volunteers.

Is the District typically on budget? Our budget is 100% balanced and I will make sure we do not run a deficit. I don’t believe the Fire District should ever take out loans.

How big is the bond? What is the difference between the last bond and this bond? The last bond, under previous administration, was for $14 million for a 40,000 sq. ft. facility that was going to be located near the fort. This bond is $8.475 million for a

15,000 sq. ft. station located, on Willow Fork & Tatone, not far from City Hall. The new location would move our station away from Wilson Lane, so we do not have to compete with school traffic. We think this is safer and a really good location. Also, most calls are in close proximity to the current station This measure is for a smaller facility and a lesser project cost than the previous measure. This project is fair and reasonable for voters’ consideration.

How many calls does BRFPD receive? Currently, we run about 11 calls per week.

As population increases and we see industrial growth in Boardman, we anticipate doubling that number. Our call volume increased an additional 80 calls just in the last few months.

It is important that BRFPD run EMS calls because we are trained to do so and can respond quickly. There are more engines available than ambulances. We can get out of the station in about 85 seconds, 24/7. We are there 5-7 minutes before the transport agency, rendering aid. For critical incidents, this is a survival factor.

What will happen with the cur-

rent station? There are many options out there and it will be up to the fire district board to decide.

Some options may include keeping the far end of the current building for maintenance on equipment, it may be used by the food bank or used as a bus barn for the school. It is exciting. While the community may support a new bond, it could allow for another asset to be utilized that will benefit the community in

another way.

What is included in the bond? The bond includes the fire station with sleeping quarters, kitchen, training room and community room. The community room could be a space for gatherings such as soccer club meetings, birthday parties, and the BRFPD board would use it for board meetings. The District also provides CPR and other public education classes that could be provided in the

proposed new facility.

There are also six pieces of equipment that should have been retired years ago. We plan to replace those with four modern pieces of equipment to fit the current response model and District needs.

What if I need more information?

There will be two public meetings on Facebook Live, hosted at Boardman Chamber of Commerce on October 13 and October 29.

he Morrow County Cultural Coalition, funded

by Oregon’s Cultural Trust Foundation, has extended the application period for the 2020 grant. Categories for qualifying groups or projects are: literary, historical preservation, visual and performing arts, or humanities, and cultural organizations. In previous years’ grants were awarded for projects that included writing festivals, historical books, art programs in schools, quilting, kid’s activities for parks, drama and musical workshops, and art displays. Applications must be submitted by October 16, 2020. eginning October 6th Boardman Senior Center will start delivering hot meals to seniors 55 and older only. Lunches are to be paid for when delivered.

Local FFA member awarded National American FFA Degree

INDIANAPOLIS (16, September 2020/ National FFA Organization) – Each year, the National FFA Organization honors FFA members who show the utmost dedication to the organization through their desire to develop their potential for premier leadership, personal growth and career success through agricultural education.

The American FFA Degree is bestowed upon a select group of students in recognition of their years of academic and professional excellence. This year 4,136 American Degrees were awarded.

Anthony Rodelo, a member of the Riverside FFA chapter in Boardman, Oregon will be awarded the American FFA Degree at the 93rd National FFA Convention & Expo Oct. 27-29, held virtually.

Sponsored by Case IH, Elanco Animal Health and Syngenta, the award recognizes demonstrated ability and outstanding achievements in agricultural business, production, processing or service programs.

To be eligible, FFA members must have earned and productively invested $10,000 through a supervised agricultural experience (SAE) program in which they own their own business or hold a professional position as an employee. Recipients must also complete 50 hours community service and demonstrate outstanding leadership abilities and civic involvement through completion of a long list of FFA and community activities.

Less than one percent of FFA members achieve the American FFA Degree.

Each recipient of the American FFA Degree receives a gold American FFA Degree key and certificate after being recognized at the national convention.

Long-time local Boardman man passes ARTHUR THOMAS ‘ART’KEGLER July 15, 1932 – September 4, 2020 Art Kegler, grocer, Realtor, public servant, passed away September 4, 2020 at the age of 88. Born Arthur Thomas Kegler on July 15, 1932 to Archibald and Alffaretta (Schuster) Kegler in Edgerton, Wisconsin. Art moved with his family to Vancouver, Washington as a young boy and graduated from Vancouver High School at the age of 16. He then attended the University of Oregon earning a Bachelor’s degree in business and general studies.

While in college, he was hired to work at Montgomery Ward’s by Rose Cerkoney, whom he fell in love with and married on September 20, 1952.

Over the next 30 years Art was indeed a vagabond engaging in several entrepreneurial pursuits from Eugene, Roseburg and Tigard, Oregon to California. Along the way four children joined Art and Rose’s family: Terri, Matt, Dean and Mark.

In 1983 the entire family moved to Boardman where Art found his home and place in the sun. Construc-

tion of a grocery store had been started and then stalled. Art bought the property, tore down what had been started and constructed the redesigned Kegler’s Sentry Market along South Main Street, now known as Select Market.

When the store first opened the whole family was involved. Rose was the upstairs bookkeeper, Matt, Dean and Mark kept the shelves stocked and the cash registers staffed, and Art not only managed the operation but became active in the Sentry Market’s wholesale business. Daughter Terri did her part by marrying Jerry Reser of Reser’s Fine Foods, a wholesaler of specialty food items.

Not to let grass grow under his feet Art learned the real estate busines, earned his broker’s license and opened his office as American West Properties in 1994 originally in the Sentry Market building. Art expanded his American West Properties to a location in Hermiston. He served as President of the Oregon Association of Realtors and has served many years on their Government Affairs Committee. was appointed by the Governor to the Oregon Real Estate Board. Art’s son Dean is now one of 15 members of the executive board of the Oregon Association of Realtors, a position Art has held.

While Art maintained his American West Properties office in Boardman, recently in the Port of Morrow office building, his Hermiston Office was home to six brokers at the time of his death.

Not only did Art take an active volunteer role in his professional and business organizations but he was an active and effective member of local affairs as well. Art served on the Morrow County Planning Commission and the Boardman City Plan-

ning Commission. He served a 4-year term as Boardman’s Mayor and was serving on the Boardman City Council at the time of his passing.

As dedicated as he was to professional and community affairs, Art thoroughly enjoyed a round of golf, hunting and fishing with friends and family. He especially found time to enjoy family particularly his grandchildren and great-grandchildren.

His wife Rose suffered from a long and debilitating illness and Art was her dedicated caregiver and companion until her death.

Art was preceded in death by his parents, Clarence and Alfaretta Kegler; son Mark; grandson Matthew, and brother Ted.

He is survived by daughter Terri and husband Jerry Reser, sons Matt and Dean Kegler: eight grandchildren and 17 great-grandchildren.

A private family gathering will be held The family suggests memorial contributions be sent to Funland Park Playground Rebuild Project through the City of Hermiston Parks and Recreation or to Animal Relief Fund.

LETTERS TO THE EDITOR Doherty Endorsed To the Editor: I confidently endorse Jim Doherty for reelection as Morrow County Commissioner. During his first term serving Morrow County, Commissioner Doherty has proven his leadership ability not only for Morrow County, but as serving as President of Association of Oregon Counties.

The last time a first term commissioner served in that role was 1905.

The ability to lead his peers shows Commissioner Doherty’s assets in areas critical to that role- organization, mediator, and strength of character.

Commissioner Doherty serves Morrow County from the viewpoint of caretaker. He was born and raised in the South end of the county. Jim and Kelly have raised their family and built a life in the North end.

Morrow County holds their family history, memories, and hearts. Their lives revolve around this beautiful corner of Oregon that we all call home. If something impacts Morrow County, it impacts Commissioner Doherty.

Commissioner Doherty has demonstrated his deep love and concern for our citizens by seeking out those among us who need help. He has assisted the Boardman Food Pantry in the beginning stages of its establishment by advocating and seeking funds for a permanent location. In May, when the windstorm ripped through Boardman, Commissioner Doherty stepped up to the plate when residents needed help not only getting out from under the chaos that ensued, but also a voice.

My family and I have lived down the road from the Doherty family for

Jim has always shown up when we needed him. He was also a 4H leader when our oldest son first ventured into the show arena at fair. LETTERS TO THE EDITOR Crawford Endorsed Dear Morrow County Residents, I urge you to vote for Theresa Crawford for the Justice of the Peace.

I have known Theresa for over 16 years and in that time I have known her to be a very hard working individual.

Theresa is a self-starter and highly motivated in her work with the Morrow County Clerk’s office and I have no doubt that she will carry this work ethic into the Justice of the Peace position.

Theresa has been a committed Morrow County resident for over 30 years and is an active member of the communities that she has lived in. She has volunteered a lot of time to the children of this county coaching baseball and basketball. She is currently a volunteer for “People Helping People”.

Theresa has alway been interested in the law. She worked with a local attorney for several years and in her position in the Clerk’s office she would handle the juvenile files and attend juvenile hearings.

She took it upon herself to go back to school and received her Associates Degree in Criminal Justice and graduated with honors.

It is very important for our elected officials to live in this county full-time. It shows that they are committed to the people that elected them into office and to Morrow County.

I know Theresa will be fair to the people that come see her at Justice Court and listen to both sides without prejudging the case.

Well there comes a time when even I recognize the need for a change to good government. County Commissioner Jim Doherty has demonstrated his inability to serve Morrow County. When faced with a hard decision, Jim talks a big tale but when it comes time to make a decision, Jim dodges and either abstains or tables the matter.

A case in point was a perfectly good agreement for the CREZ II and Jim turned it into a personal disagreement where the Commission continued to not vote or table items until the time was running out. Everyone in the entire County has benefited from the CREZ II agreements and now it is not clear who, if anyone, will benefit. See for yourself; watch the County Court in action on Zoom.

Joel Petterson is willing to show up and make the hard decisions all of the time. He understands that the County hires professional employees to fill a position and sees no need to micromanage them daily. While a resident of South County, Joel will help govern Morrow County for the benefit of us all.

LETTERS TO THE EDITOR Tallman Endorsed Jonathan Tallman was a student of mine in years past. As a student I found him to be eager to learn. He would not only read the assignments but find other materials to supplement his readings. He wanted to learn the material not do just enough to get a good grade.

He wasn’t afraid to ask questions to help him understand the material. I’m sure he applied this trait to all his classes.

The Tallman farm abuts our property on Laurel Lane.

Jonathan and his family have been the best neighbors. A few winters ago they plowed our lane a few times so our car could get out. They refused payment for their labor. They have brought flowers, vegetables, and other goodies to our house to share with us.

Jonathan has come several times to help me out when I am in a situation I can’t do. He is also pleasant and courteous helping me out.

Watching Jonathan as an adult I find him to be a good citizen. He keeps current on events at a local, state, national and international level. He uses his inquisitive skills to find out more than headlines. He is willing to sit and discuss happenings with those who share differing opinions. He is more than willing to come to a compromise if that’s the rational, logical thing to do. He stands for what he believes in and is willing to take the flak from others.

I can say that Jonathan Tallman was/is a great student, great neighbor and great citizen.

He has been a visionary in helping Bank of Eastern Oregon grow from 3 branches in 1993, when he joined the board to the 20 branches and 4 loan offices of 2020. I have no doubt he will serve Morrow County in like manner, with honesty, integrity, professionalism, vision and with common sense, which sadly isn’t so common these days.

A Special Thanks from the Boardman Food Pantry

The Boardman Food Pantry will soon be moving to a new location.

The current pantry was started in March of this year in response to Covid-19. Columbia River Health Clinic reached out to the First Baptist Church asking if a new pantry could be established to meet community needs. The pantry was officially opened on March 20, 2020, following a community meeting.

Since that time the pantry has served the residents of Boardman through food box deliveries and pick-up. Families in surrounding areas have also been helped: Irrigon, Hermiston, McNary, and Heppner.

While the Boardman Food Pantry was given feet during the Covid pandemic, the beginnings of the pantry span back several years. A pantry had been in the talks for quite some time and a committee had been formed to generate initial funding.

When the Covid-19 pandemic created an economic shut-down, the immediate need arose to carry the pantry from talk to action. What happened next was rather miraculous. God rose up leaders and volunteers, some of whom worked 7 days a week, to get the pantry up and running: clearing a room, setting up shelving, requesting food donations through social media, meeting people at the church to accept donations, going through expired foods and sorting, making phone calls to local businesses to ask for assistance, meeting people at the church to give out food, making home deliveries two days per week for about 4 months during the shut-down, tracking general infor-

mation about the families being helped with the long term goal of receiving grants, and more.

From here, an official Board was formed, involving several people from the long running pantry committee. Monthly meetings were established and the hard work of forming a 501c(3) began. Grants were applied for and received, bank accounts opened, and the search was on for a permanent pantry location that could serve the growing town of Boardman. While the First Baptist Church has served as a fantastic starting point for the pantry, it was not the intention of the Board, nor the church, to maintain control of this entity.

Long term goals for the pantry include expansion, further partnerships with the community and businesses and farms, a partnership with CAPECO, potential classes for the community focusing on finances and healthy living, and more. God has graciously opened all of the doors needed for this pantry to begin and succeed and has brought together the people needed to carry it forward.

It took a small army to get this pantry going and it will take a small army to carry it into its next stages.

From all of us at the Boardman Food Pantry – thank you to the many volunteers, Board members, businesses, farms, community members, and city officials – from those cleaning the pantry to those sending grants, and everyone in between, this has been a group effort and will continue to thrive as we work together to support the most vulnerable in our community.

To the citizens of Boardman, On behalf of the Richards, Rockwell and Lantis Families, we’d like to thank the city of Boardman for the past 8yrs of serving the community through the Boardman Hardware & General Store. While this is the end of an era, a new one will begin, as ACE Hardware will be the new hardware store in Boardman starting in January of 2021, as they shut down and remodel the current location for the next few months.

In the meantime, a few changes will occur. The Boardman Liquor Store will continue operation at its new location next to Subway. We are expected to be open at this new location starting September 28. We will begin selling wine and other beverages, as well. Other items from the General Store will now be shifted over to the Columbia River Gifts & Goodies location at 202 N Main St, Suite #1, which will include Key Making Service for the city and those people in need, greeting cards, and various other gift options.

Our city is beginning to grow and we’ve been a part of it for 60+ years now and hope to continue to serve our community for another 60yrs and beyond. We’ve appreciated every customer, conversation and helping those we could.
