Boardman businesses and community participate in a drive-thru Trick-or-Treat at the SAGE Center Halloween night The Boardman community always goes above and beyond for annual events, this year was no different. The Boardman Chamber of Commerce went the extra mile to host a drive-thru Trick-or-Treat at the SAGE Center Halloween night with 25 tents, booths, and open trunks.

Each individual group purchased, bagged and handed out candy, or books, pencils, glow sticks and lots of other goodies. There were 540 Trick-or-Treaters who passed through! A weather-perfect night made it special for everybody, with a full moon looking over it all.

Students explore careers virtually with Morrow County event

Morrow County, OR – Every year, Morrow County students get the opportunity to explore the question, “what do I want to be when I grow up?” with their annual job shadow/career day activities.

This year, COVID19 was poised to keep the event from happening.

So, a team of people decided to think outside the box.

Kalie Davis is the Workforce Training Manager at the Port of Morrow and she works closely with Morrow County schools on several programs. Davis said when she and her intern, Morgan Orem, learned the pandemic would prevent the career event, they met with Riverside staff to discuss the option of providing a Virtual Career Day. “When Riverside staff said they were open to that idea, we also thought it would be a great opportunity to expand the experience to all juniors and seniors in Morrow County,” Davis said.

Virtual Career Day was Thursday, October 22. Intern Orem reached out to professionals from different sectors including healthcare, IT, electric utilities, trades, business, etc. They identified 20 different professionals who were interested in presenting to students, from businesses including Amazon Web Services, Boardman Fire, Boardman Police, Columbia River Health, NW Crane, Threemile Canyon Farms and Umatilla Electric.

In order to make the process as easy as possible for students, Riverside High School math teacher Tyler Davis set up 20 different Google Meet links for each presentation. But first, they had to train the presenters, since Google Meet was a platform new to almost all of them.

So they organized a few training sessions for presenters prior to Career Day.

In the meantime, each school designated a lead person to reach out to students to find out what presentation they were interested in, send instructions and links and recruit teachers to volunteer as moderators.

Those individuals were Leah Harris and Elizabeth Rosen at Riverside High, Marty Rhodes at Irrigon High, Jill Miller at Heppner High and Cydney McElligott from Ione School.

Davis said it certainly would not have been possible without their help.

Davis’ role was to communicate with presenters and send them links, instructions and lists of students.

She and Orem also set up 20 Chromebooks with each Google Meet up and ready to go as a backup in case any teachers ran into challenges with the presentations. The first presentation was at 9:30 AM for Irrigon and Riverside and the second was at 10:45 AM for Heppner and Ione. All presentations were recorded so they can be shared with students who were not able to participate.

Davis said it was extremely rewarding to see how creative all of the presenters were when sharing information through the virtual format.

“So often things are being cancelled due to the pandemic because it is no longer an option to offer the opportunity safely. I was very grateful to both our industry professionals and

leadership at each high school who were open to making this experience a reality for students in Morrow County,” she said.

Marie Cain, an accountant with Threemile Canyon Farms, was a presenter and said she was pleased with the level of student participation. “I was extremely impressed with the student engagement, even virtually.

I was asked a bunch of questions and could tell the students were there to learn and grow.”

Layla Castillo, a junior at Riverside Jr/Sr High School, said her experience at Virtual Career Day was very positive, “I had an amazing experience to gain more knowledge on what it means to become an engineer!”

Adam Cole, captain/training officer with the Boardman Rural Fire District, said it was great to see young adults interested in Emergency Services. “Wanting to give back to the community is one of the greatest rewards!”

Morrow County School District Superintendent Dirk Dirksen said he was grateful for the teamwork to make the event happen. “We appreciate the long-standing partnership that local business and industry has had in our county to make activities like this available for our students.

This is one of many examples of how much the citizens of Morrow County value the education of our youth.”

Oregon Community College Association hires Communications Director

Casey White-Zollman recently hired as new Communications Director for the OCCA SALEM, Ore. – The Oregon Community College Association (OCCA) is excited to announce it has hired Casey White-Zollman as new Communications Director.

White-Zollman, who begins in the role on Oct. 19, will take on management of the OCCA’s strategic communications, website, social media and statewide marketing efforts.

White-Zollman has an extensive background in strategic communications, public relations and marketing in education. She

comes to the OCCA from Blue Mountain Community College in Pendleton, where she served as the Vice President of Public Relations for more than five years. Prior to that, White-Zollman was the Communications Director for the InterMountain Education Service District in Pendleton, where she provided communications to 18 K-12 school districts in Umatilla, Morrow, Union and Baker counties for nearly 10 years.

White-Zollman has a bachelor’s degree in journalism from the University of Portland and was an award-winning reporter for a daily newspaper before crossing over into public relations.

“We’re so excited to have Casey join our OCCA team,” said OCCA Executive Director Cam Preus. “Casey brings the background, skills and drive that we need to bring awareness to the value and importance of Oregon’s community colleges statewide.”

White-Zollman is a past president of the Oregon Community College Marketing & Public Relations professional organization, which she helped restart in 2018 after a 10-year organizational hiatus. In addition, she has served on the Executive Committee for District 7 of the National Council for Marketing & Public Relations, and on the OCCA’s marketing and legislative committees,

and was a campus advocacy coordinator during the 2019 Legislative session. While in K-12, she served as president of the Oregon School Public Relations Association.

“I’m looking forward to the opportunity to continue working with community colleges statewide and help communities, policy makers and other stakeholders understand the important role Oregon’s community colleges will play in the state’s economic recovery,” White-Zollman said. “I’m feel honored to join the talented team at OCCA.” White-Zollman joins the OCCA team remotely from Pendleton, Ore., where she lives with her husband and 4-year-old son. She serves on the Board of Directors for the Pendleton Round-Up & Happy Canyon Hall of Fame and is the co-chair of the Pendleton Round-Up’s Tough Enough To Wear Pink breast cancer awareness campaign.

OCCA represents the seventeen publicly chartered community colleges and their locally elected board members with the purpose of supporting the colleges before policy-makers and partners whose actions affect the well-being of community colleges across the state.

November is Fall Clean Up month

Sunday, November 1, 2020 (All day) to Monday, November 30, 2020 (All day) is Fall Clean Up month in Boardman.

The City of Boardman will sponsor a community-wide clean-up the month of November. The City has garbage vouchers available, with a fifty dollar limit, to residents of the City of Boardman. The vouchers are valid during the month of November at Finley Butte Landfill and the North Morrow Transfer Station.

The garbage voucher program encourages citizens to clean up their residences by disposing of yard debris. City residents may call City Hall to have thier voucher mailed or vouchers can be picked up at Boardman City Hall at 200 City Center Circle beginning October 30th.

Partition Request Notice Tuesday, November 17, 2020 (All day) The City of Boardman will make an Administrative Land Use decision In accordance with Chapter 4.3 of the Boardman Development Code on November 17, 2020.

The purpose of this notice is to receive public comment concerning: Consideration of a request to partition a conforming tax lot. Tax lot #2200 of tax map 4N 25 09CB, is the parent lot for this partition. Citizens of Boardman are invited to submit written testimony and comment on the above-mentioned land use request. Testimony and comments on the substantive criteria of Boardman Development Code Chapter 4.3 and Chapter 4.1.400 will be considered. Written testimony should be made to Barry Beyeler at Boardman City Hall. To establish standing in this matter written comments or oral testimony at the hearing must be made.

Riverside Jr/Sr High continues positive trends according to report card

Boardman, OR – The Oregon Department of Education released school report cards recently, and Riverside Jr/Sr High School continues to receive high marks. This year’s report card is much different than in the past, it is showing data regarding the on-time graduation rate and 5-year completion rate. In each of the two areas, Riverside was 20% higher than the state average.

Over the last five years Riverside has seen an increase each year in students’ on-time graduation rate; during that time the on-time graduation rate has gone up 19%.

The report card that ODE released for the 2019-2020 school year indicates an on-time graduation rate of over 95% for Riverside. The year prior had a 93% on time graduation rate. “Seeing this trend continue to go up is extremely encouraging,” Principal David Norton said. “Our goal is to prepare students for life after high school, and helping them achieve their high school diploma is the first step.”

Norton said “students are coming to school every day with a goal in mind and working hard to push themselves to do their best at all times. It is extremely exciting to see these students achieve the high expectations they have set for themselves in high school and continue that focus after graduation.”

Principal Norton said, “Our staff, families and community work extremely hard to meet the needs of the students, and we are all excited to see the continued growth and success of our school and students. We will continue to work with the students, staff, families and community in Comprehensive Distance Learning to achieve the high expectations we have set.”

Kiwanis Club of Boardman purchases candy, pencils, glow sticks, books and bags to hand out for the Halloween drive-thru Trick-or-Treat

Each year the Kiwanis Club of Boardman puts on a Halloween party, usually at the high school, but with COVID and social distancing, the Kiwanis were not sure if they could pull it off. With the help of the Boardman Chamber of Commerce, many local businesses and community members and a very generous sponsorship from MCURD they did it. The club bagged, boxed and handed out 540 bags of treats, plus more candy, books for all ages of young readers and other goodies such as pencils, glow sticks, and spider rings.

The drive through Trick-orTreat went off without a hitch.

The Boardman Chamber hosted the event and invited local businesses, community members, and clubs in the area to participate.

The Kiwanis club is very involved in the community. Each year they hand out dictionaries to all third grade students in Boardman and Irrigon, Breakfast with Santa, wine festival, assist the Boardman/Irrigon RHS Key Club, provide scholarship to graduating seniors at Boardman/Irrigon high schools, volunteer at the SAGE Center Harvest Festival, and many other events throughout the year.

The Kiwanis club meets the first Friday of each month at the River Lodge and Grill at noon.

Do you have adequate cash reserves?

By Greg Smith I’m sure many have heard the phrase, “Cash is King.” Having adequate savings not only protects a business from unexpected crises like we have been experiencing for the past several months but can reduce an everyday emergency to an easily solvable problem or mere inconvenience.

While the Covid-19 pandemic has negatively affected many businesses, this has not been the case for every owner. Some of those we have surveyed report that sales are similar to last year or even record breaking and a percentage of those are considering expanding their operations.

There are several reasons for this.

Perhaps they were able to quickly pivot as in the case of some restaurants which rapidly expanded their take-out capabilities. Other types of businesses shifted to online platforms to maintain or increase sales.

Some, like grocery stores, greenhouses, and hardware stores found themselves in the right business at the right time, benefitting from high demand for their goods and services despite the shutdown. Certainly, the Paycheck Protection and Economic Injury Disaster Loan Programs provided an important lifeline, as well.

In most cases, the number one reason businesses are weathering and even thriving during this storm is because they saved enough money to pay three to six months of their expenses even though sales dwindled.

It is more important than ever that cash reserves be established and replenished. To ensure adequate savings, owners should consider it a fixed expense. The adage, “Pay Yourself First,” comes into play. Money should be placed in a separate account and a guide established to address what constitutes an emergency specifying when those funds are to be utilized. Savings should always be replenished as quickly as possible to ensure adequate cash is available to meet expenses.

Owners shouldn’t be discouraged when they realize the large sum of money needed to have adequate savings. Even a few hundred dollars saved monthly can add up in a year and any amount saved is better than none.

Those businesses which have seen record sales need to be cautious because as the economy returns to “normal,” sales may decrease to pre-Covid levels. Owners should curtail spending, build up their reserves, and revisit their business plans monitoring cash flow and sales projections.

Finally, entrepreneurs considering starting a business should reflect on the types of businesses and industries which have been successful and the likely reasons they are rebounding during this crisis.

Start-ups need to make certain they are not undercapitalized and might consider waiting for the economy to stabilize prior to launching their business.

InterMountain ESD responds to updated school metrics from Oregon Department of Education PENDLETON – On Friday, October 30th, the Oregon Department of Education (ODE) released an update to its Ready Schools, Safe Learners guidance, including updated metrics for students to return to in-person instruction in schools. According to ODE, the metrics are based on the latest COVID-19 studies and data, align to CDC recommendations, and are in line with standards in other states to help Oregon meet its priority to return students to in-person instruction.

ODE stated that an important lesson from the review of national school data is that Oregon school districts can help protect student and staff health during in-person instruction when community spread is sufficiently low and when districts strictly adhere to the health and safety protocols outlined for schools.

Key changes to the metrics include: · A clear set of reachable targets for communities to strive for · Acknowledgement that Oregon’s Ready Schools, Safe Learners guidance’s strong public health protocols in structured settings like schools can greatly reduce the risk of transmission of COVID-19 · Additional time for schools to transition between in-person and

distance learning models. · Increased access to in-person instruction at the elementary level; incrementally increased access for inperson instruction beginning at the elementary level · A two-week “Look Back” at the Metrics Data rather than one week at a time over a three-week period. · Removes State Positivity Rate in favor of County Positivity Rates. · Maintains use of some exceptions, including a hold harmless clause · Extends implementation windows and advises use of an equity decision tool · Limited In-Person Instruction: Changes cohort size from 10 to 20, removes 250 absolute student limit According to the press release from ODE, the updated metrics take effect immediately and, based on this week’s data points, potentially allow close to 130,00 students to return to some in-person instruction. The guidance recommends that schools consider both equity and a methodical and cautious approach at the beginning that return a portion of the school population first and then add more students on-site over time. This will allow schools to build new safety routines, stabilize cohorts and avoid sudden, disruptive transitions back to Comprehensive Distance Learning

due to quarantine or isolation.

Dr. Mark Mulvihill, superintendent of the InterMountain ESD, has been working with multiple state committees for months. Mulvihill said the planned fall review by ODE of the school reopening metrics is timely and appropriate. The updated metrics may allow some of the IMESD’s districts to re-open to inperson instruction, but Umatilla County’s current COVID-19 case rate is still too high for schools to re-open with students.

“The new state metrics provide increased flexibility for Oregon schools to open safely. Many more students in Oregon will be able to attend school in-person. Union and Morrow County schools will be able to remain open due to previous exceptions and their continued success in mitigating spread. However, Umatilla County’s case numbers and positivity rate are still too high, even with these new metrics. It is now up to all of us to reduce the spread and get our kids back to school,” Mulvihill said.

he Irrigon Boardman Emergency Assistance Center (IBEAC) has funds to assist families and individuals with utilities and rent/mortgage payments.

IBEAC also has a food pantry to help with food.

The financial assistance currently being offered is through the CARES Act and is only temporary, through the end of December, and they must have been affected by COVID-19. There is assistance for both Boardman and Irrigon residents.

tokes Landing Senior Center Serving Meals To-Go. Stokes Landing Board of Directors is happy to announce meals to go beginning on Monday, October 26.

These meals will be prepared at the Senior Center and will be served in a drive-thru at Stokes Landing in Irrigon.

Each meal will be given to individuals at the front of the building on Mondays. (Please watch for directional signs when picking up your order.)

Pick-up for these meals will be between 12:00 noon and 12:30 each Monday of the month.

Payment will be accepted with correct change only or by check. Each meal for those 60 years of age and over is $4.00 and for individuals under 60 the cost is $5.00.

If you would like to have a Monday meal, you must call 541-922-3334 by 3:00 PM on the Friday preceding the Monday meal. The first date to call is Friday, October 23rd by 3:00 PM. Please leave your name, number of meals ordered and your phone number. We must have your reservation to accurately plan for each Monday meal.

This method of ordering and meal pick-up will be a social distancing process which will provide as much safety as possible for the staff at Stokes Landing as well as those individuals picking up their meal.

ommunity Women’s Club of Irrigon and Boardman Celebrate Veteran’s Day. American flags will be placed at Desert Lawn Memorial Cemetery on November 11th to honor America’s veterans for their patriotism, love of county and valor. The flags that fly at Desert Lawn Memorial Cemetery in Irrigon not only show appreciation toward people who have dedicated themselves to the nation but also represent family and community mem-

bers whether alive or deceased.

Each flag is stenciled with the name(s) of the person(s) or family that is commemorated.

To purchase a flag, please contact Community Women’s Club P.O. Box 534, Irrigon, OR. Your flag will be stenciled with the name(s) of family or friends and flown on Memorial Day and Veteran’s Day annually. These flags include a pole and a concrete stand at the cemetery offered to you for $150.00. Your flag will be kept in a weather safe container and will be unfurled twice a year.

CLASSIFIEDS CLASSIFIEDS HELP WANTED Morrow County Health District is seeking a Director for Irrigon Medical Clinic, a Rural Health Clinic and Patient Centered Primary Care Home and Ione Community Clinic, a schoolbased health clinic that sees patients of all ages. The Clinic Director will be located at Irrigon Medical Clinic and make periodic visits to the Ione Community Clinic. The Director will manage the operations and delivery of services at these clinics. This includes implementing standards, standard work protocols, policies and supervision of all clerical staff and medical assistants. This is a leadership position and requires leadership skills and experience. Essential Functions include increasing organizational awareness in the communities served to increase patient volumes, working with various District partners to implement programs that promote health and access to primary care in the service area; working with various staff to ensure clinics are certified and continuously meet criteria and compliance for various programs, working collaboratively with medical providers and staff to ensure meaningful quality metrics are selected, tracked and

continuously improved. The Director prepares annual clinic budgets with the CFO, meets regularly with the CEO, and participates in monthly Department Director Meetings.

Requires excellent organizational and communication skills; planning and project management skills and the use of project management tools. Critical thinking capability, demonstrated skill with software programs including Access, Excel, PowerPoint and Word, required, along with the ability to become an expert user of the District’s Electronic Medical Record software.

Successful applicant must have five years of leadership and management experience, medical clinic management preferred. Some college education required, Bachelor degree in Healthcare Administration, Business, or related field preferred. Preemployment background check and drug screen required.

Boardman’s drive-thru Trick-or-Treat

Boardman Fire Fighters brought their trucks to the SAGE Center’s Halloween celebration to help direct traffic and keep everyone safe.

RHS Key Club member Arely Cambero helped with Halloween

Kiwanis Club member Pam Docken passed out candy at one of the clubs eight tents. This little dracula was so excited to be driven around the SAGE Center loop with all the booths and tents handing out candy and goodies. Many of the trick or treaters commented on how great it was to be driven around instead of walking for this year’s Halloween Celebration.
