Boardman Fire Rescue breaks ground

Boardman Fire Rescue District broke ground recently on their new fire hall to be located on Tatone Street in Boardman.

They are suffering from growing pains, with their 12 fulltime staff and 12-13 volunteer members, some of whom spend their 48 hour shifts sleeping in a nearby construction trailer by their old fire hall on Wilson Road and no room for training.

Fire Chief Michael Hughes is anxious for Kirby Nagelhout Construction Company (Pendleton) to begin construction May 9th, with plans to be finished by year’s end. The con-

struction is made possible by the passing of a $8.135 million general obligation bond last year. The District serves an area 330 square miles.

When the new fire hall is complete, plans are to rent out their former fire station on Wilson until such time they need the additional space. The District is already planning to build a training facility near Paterson Ferry Road which can be the main training facility for teams from not only Boardman, but Hermiston, Ione, Heppner, and other fire departments. Hermiston has a limited training

facility at their location on Westland Road, but no burning is allowed there. Boardman’s firefighters are fully trained as firefighter/EMT, making sense to keep training at the forefront of plans. Besides fighting fires, the Boardman staff, which is on duty 24/7, has public education training (CPR and 1st Aid), Stop-Drop-And-Roll training for school children, industry training and business inspections.

UEC Reaches Capital Credits Milestone In its 85th year, Umatilla Electric has reached a rare milestone—surpassing $100 million in total refunds to its members through the cooperative’s history.

In March, UEC’s Board of Directors approved the return of $4.5 million to members as part of the cooperative’s capital credits program. Current and former members who purchased electricity during 2018 and 2020 will receive a refund.

Checks will be mailed in midApril. Refunds of less than $10 will not be mailed, but rather retained in the member’s capital credits account until it surpasses that amount in a future distribution.

As a not-for-profit, memberowned company, UEC operates at cost, with net operating revenues returned to members in the form of capital credit refunds. Refunds paid out to members are based on the amount of electricity purchased during the specified year.

With the latest distribution to members, UEC has exceeded $100 million returned to members since the cooperative began distributing capital credit

refunds early in its history.

UEC becomes only the 24th of nearly 900 rural electric cooperatives nationwide to reach the milestone.

“As capital credits reflect each member’s ownership in the cooperative, it’s a tremendous achievement to reach this milestone,” said Bryan Wolfe, President of UEC’s Board of Directors. “It’s important for us to demonstrate to our members what it means to be a cooperative. What better way to tell our story than to return capital credits?”

UEC’s annual meeting on October 10, 1947, was lightly attended; as it turned out, only a few dozen members were present in person to witness the dawn of “capital credits.”

Ray Woolley, UEC’s general manager at the time, explained how it would work: Members would share in the cooperative’s profits, called ‘margins’ — revenue minus expenses. A member’s share of the margins would be called capital credits.

For example, if a given member spent $200 for electric service during the year and UEC’s margins totaled 10 percent of

revenue, UEC would set aside $20 to be returned to that member at a later date. The membership voted 30-1 in favor of adopting capital credits.

Typically, then and now, rural electric cooperatives keep capital credits money for a given period of time to help keep interest expense on loans to a minimum, using the funds to maintain and improve electric service. The process of refunding is called “retiring” capital credits, and started with retiring the oldest credits first.

At UEC, no capital credits were assigned from 1937 until 1941, because the cooperative operated without profits during its early years of service. Capital credits have been assigned in all years since, and UEC paid its first capital credits, totaling $29,216, to its members in 1960.

Today, noting the $100 million milestone, UEC General Manager and CEO, Robert Echenrode said, “We are proud to continue the tradition of capital credits, and to spend every day in service to our members.”

IMESD Honors 2022 Crystal Apple Award Winners

(La Grande & Pendleton) – The InterMountain Education Service District (IMESD) and its component school districts are proud to announce the winners of the 2022 Crystal Apple “Excellence in Education” Awards. At total of 44 Crystal Apples will be presented in early May to deserving education staff in eastern Oregon.

On Monday, May 2, winners from Union County school districts will be honored at the event at EOU in La Grande. Winners from Morrow County and Umatilla County school districts will be honored at the event at the Pendleton Convention Center on Monday, May 9.

The events include receptions, and winners’ families and friends and school district staff are invited.

Each year, the IMESD partners with its school districts to recognize outstanding administrators, teachers, educational assistants and office and building staff for their dedication and commitment to students and for their willingness to go above and beyond their regular duties. Nominations are submitted over a two-month period by administrators, coworkers, parents, students and community members. Winners are selected

from these nominations by school district administration.

“Celebrating the hard work that school district employees do each and every day in our region is always exciting during

the Crystal Apple Awards. But it’s especially wonderful this year, since we can return to inperson award events,” said Dr. Mark Mulvihill, IMESD Superintendent.

20th Annual Morrow County Children’s Fair to be held May 19th

After a two year “covid” hiatus, we are back. Can you believe this will be our 20th year. Some of you have been at this from the very beginning with me!

As you all probably remember, this event is to promote health, safety and wellness in our community. We are looking for partner agencies to participate by setting up a booth with a fun activity for children and providing information about your services to the families. This event is free to families and free to partner agencies.

Umatilla Electric Cooperative employee recognized with industry safety award A Umatilla Electric Cooperative lineman has received the Northwest Public Power Association’s Safety Heroism Award for his quick response to help a motorist who had collided with a power pole near Hermiston.

Chris Wellington was recognized April 14 at the NWPPA’s Engineering & Operations Conference in Spokane.

NWPPA is a not-for-profit association of 150 consumerowned utilities in the western U.S and Canada. Its Safety Heroism Award recognizes an employee who displayed an act of unselfish and voluntary assistance in a situation where life, significant injury or significant property loss would have been incurred but for the efforts of the individual.

For Wellington, this unselfish act occurred on the evening of July 14, 2021.

That day, Wellington had called in sick and was getting ready to turn in for the night when he heard a car accident right outside his house. The accident caused a power pole to be knocked down along with energized lines.

Without hesitation, Chris hurried outside to offer support.

Early Learning Hub announces available community grants (Pendleton) — The Blue Mountain Early Learning Hub (BMELH) supports community partners by providing financial support through grants. These grants are aimed at helping children and families in the area of education, health and safety. The types of projects that will be funded must address priority populations and support equity across the Hub region.

Community partners may apply for up to $15,000 per biennium (July 1, 2021-June 30, 2023). Applications must have contribution from other funders equal to at least 25%

of the requested amount (refer to the Grant Guidelines for more information).

Types of applications New projects: this grant is for new ideas that support children and families in school readiness, health & safety, and family engagement.

Start Up: this grant is for projects that have been shown to be effective in the past or with other agencies. These funds can be used to purchase materials, facility use, food and incentives, and marketing.

Professional Development: this grant is to help support professional development or the

alignment of practices between agencies. These funds can be used to pay for trainers, facility uses, food, and materials. Types of professional development may include: curriculum, socialemotional, trauma-informed, equity and leadership.

Letters to the Editor To The Editor: Morrow County residents should feel fortunate to have such a qualified county commissioner candidate in Jeff Wenholz. He has lived in Morrow County for nearly 50 years. He attended schools in Irrigon and Boardman and essentially lived only outside of the county during his time at Portland State University where he majored in accounting. Since returning he has served on a number of important committees to further his understanding of the needs and concerns of Morrow County cities and citizens.

For the past 20 years he has served on the Morrow County Solid Waste Advisory Committee and Morrow County’s Planning Commission. Additionally, he served on Morrow County’s Umatilla Chemical Depot Citizens Advisory Commission for 11 years. He has also served for the past 5 years on the Morrow County Budget Committee, and since 2019, on the Good Shepherd Hospital Board of Trustees.

Jeff also currently serves on Umatilla Electric Cooperative (UEC) Board of Directors and has since 2004. I met Jeff 4 years ago when I was elected to UEC’s Board. During these years I have come to appreciate his careful attention to details, his far better than average understanding of budget sheets, and his innovative and thoughtful decisionmaking process.

Because of his experiences within the county, he understands the importance of agriculture, manufacturing, processing etc. to the region. He also knows and understands how to help and encourage planned growth throughout the county.

Jeff is a local business man, probably knows and understands the needs and concerns within all of Morrow County better than anyone. I believe Jeff will bring to Morrow County thoughtful and innovative leadership to help navigate Morrow County through current and future issues and for that reason I fully support his election to Morrow County’s Commissioner Position #2.

First, when measuring experience and leadership to be a County Commissioner—he has years in Morrow County (specifically the Planning Commission; Budget Committee; Solid Waste Advisory Commission).

I also know Jeff to be someone who will work across all ideologies to develop the best solutions for everyone—North or South County.

If you want a Commissioner who has the technological expertise to identify and implement complex solutions necessary to resolve challenges in Morrow County, that person is Jeff.

Maybe you also agree that it’s time to bring in new ideas and a fresh perspective to the Morrow County Court with a vision toward the future while still focusing on current management and budgetary priorities—if so, that person for me is Jeff.

Finally, Jeff can bring that honest and practical approach to County Government and is someone I know with the intellect and moral fiber to always stand by his own decisions good or bad.

To the Editor: With election of 2 Morrow County Commissioners coming up I recommend everyone watch the forums done by the Boardman Chamber of Commerce and the Heppner Chamber of Commerce.

Part of the discussion in Heppner’s forum dealt with the Amazon donation to correct a mistake made in an evaluation of property value. It became clear to me that the mistake affected specific taxing districts in Morrow County. When Amazon graciously donated funds to correct this mistake, the monies clearly should have gone to the affected districts. Commissioner Russell’s proposal to distribute the money to those affected taxing districts was correct on this issue. Instead, the Board of Commissioners, in essence, redistributed some of that money to other tax districts. The Board of Commissioners didn’t have to do the right thing but they should have. Amazon did.

he Boardman Senior Cen ter has made some changes to its organizational structure.

The previous Bylaws that the Center operated under had removed any membership categories and considered any senior (undefined) in Boardman as a member of the organization.

The result was that whenever the group held an election, anyone who came to the meeting could vote.

The new bylaws establish four categories of membership.

First, we are honoring all former members who bought a lifetime membership in the past. If you have that membership card, or tell us that you bought one, then you will be entered on our membership rolls as a lifetime member. Second, we are establishing a voting right only membership (Bronze members) for $1 a year.

Third, is a silver membership for $25 a year. This membership includes voting rights and discounts on facility space usage.

Our Fourth – Gold Membership – is $100 a year and includes voting rights, space usage discounts and meal discounts.

Another change in the Bylaws is in how a vacancy on the Board is filled. The previous Bylaws called for the President to appoint replacement board members when a vacancy occurred. The new Bylaws require a vote of the current Board to approve new members.

The Annual meeting of the Senior Center is held in June.

This year that meeting will be held on Tuesday, June 21st. The Annual Meeting will be held following the Tuesday lunch.

A nominating committee has been formed to select potential new Board members for the coming election. Those names will be submitted to the membership before the meeting.

Other nominees will be allowed from the floor.

If you would like to be considered for a Board position, please contact Lynn Prag, Rick Weiss or Barbara Hug. The Senior Center has hired Anna Carl as the new head cook. She has been working since the middle of April. Anna has a history of providing meals for groups. Her most recent work experience before coming to the Senior Center was with the Columbia River Ranch.

Obituaries Richard C. “Dick” Field, 79, of Bridgeport, WA, went to heaven on December 3, 2021, at his home. He was born on March 29, 1942, in Tacoma, WA, to Charles and Mildred Field.

His family moved to Martin City, MT, when he was five, where he went to grade school and then high school at Columbia Falls, MT. He went in the U.S. Air Force from high school for four years, taking classes while there. He took computer classes, took a four-year apprenticeship with Bonneville Power and became a journeyman electrician, and also took many tax preparing classes.

He married Linda on July 11, 1964, in Spokane, WA. He did many jobs starting in Martin City selling newspapers and ran a dance hall. He fought wild fires, was a gas station attendant, did construction, was a substation operator for 30 years, part-time for the Nespelem Valley Electric, Safety Watcher, tax preparer, part-time for the Post Office, and ran an RV Storage facility.

Some hobbies he had were car racing, baseball, archery, fishing, and hunting. He was on the board of the Omak Fish and Game Trap Club, worked with FFA Students, was a board member of the Lake Woods Golf

Course, Mason, Shriner, and a member of the American Legion and Eagles. He especially enjoyed his family, each were special to him.

Dick is survived by his wife at their home; daughter and son-in law, Tammy and Bill Ellis; son, Norman Field. His grandchildren and great-grandchildren are: Brenda Newsome (Max) and their children: Kaelin, Joslyn, and Maverick; Ashely Ellis and daughter, Aeriana; Tiffany DelaCruz (Billy) and their children: Elijah, Korbin, and Avalynn; Ethan Ellis (Yesenia) and their children: Aiden, Liam, and Declan; Richard, and Brandon Field; brother, Robert Field (Francis Ann). He was preceded in death by his parents, Charles and Mildred Field.

A Celebration of Life will be held on May 14, 2022, at the American Legion, 102 N. Main St., Brewster, WA, from 1-4:00 p.m. Food will be served after the ceremony. Writer, Wood smith, and Boardman community proponent Floyd Edwin F.E. “Ed” Glenn passed away at home Sunday, April 24, 2022. Ed was born March 12, 1941, in Enterprise, Oregon to Harold Tolbert and Edna (Hammack) Glenn of Lostine, Oregon where he was the second born and first son of five children. He graduated Salutatorian from Lostine High School in 1959. Following his term as the 1959-1960 Oregon state FFA President he attended Eastern Oregon College where he met and ultimately married Frances Troyer of Umapine, Oregon July 1, 1967.

Ed finished his education with

a Doctor of Jurisprudence degree from the University of Oregon in 1971.

A Modern-Day Renaissance Man, Ed’s life in ‘the Dash’ included serving as a public defender in the appellate court and as a trial lawyer. He commercially produced wine under the label La Casa de Vin. As part of the merchandising for La Casa de Vin, Ed opened the Pine Box Company allowing him to spend time woodworking, a hobby he would later revive crafting duck calls that would eventually lead to cowriting and publishing a book, Turning Custom Duck and Game Calls and winning first place in the National Duck Call Makers Decorative Duck Call division.

The Columbia Valley Chronicle was a weekly publication Ed created and edited in the late eighties and early nineties.

Inspired by his wife’s calling, Glenn taught a fly-fishing flytying night class through Blue Mountain Community College at the Boardman extension. He loved sharing his beloved hobby with others!

Community-minded, Ed

served as both Boardman city councilor and mayor, he put his experience on the Morrow County Health District board to use as a charter member of the Columbia River Community Health Clinic. Dedication to his community was undoubtedly instrumental in being named Citizen of the Year and later one of Boardman’s Pioneers of the Year.

Glenn’s Wallowa County Roots were as much a part of him as any appendage which led to his helping in the creation and organization of the Friends of the Joseph Branch Railroad.

Ed is survived by his dedicated wife Frances, son and grandchildren Harold, Jason and Piper Glenn of Renton Washington, and daughter Laurel (Glenn) and her mate Forrest Dyer, and granddaughter Kaitlynn Evans all of Heppner, Oregon. Additionally, he is survived by his siblings: Rita Hoffman, Kenneth Glenn, Ellen Glenn, Jerry Glenn, siblings-in-law, nieces, nephews, and cousins.

Announcements for a public Celebration of Life will come at a later date.

Keith Erwin Tallman of Boardman, Oregon (formerly of Adrian, OR) was born December 16, 1926 in Imperial, Nebraska the son of James and Leona (Mather) Tallman. He passed away in Hermiston, Oregon with his family by his side on Sunday March 20, 2022 at the age of 95.

Keith moved from Nebraska to Idaho when he was six years old. In 1938 he moved to Adrian, OR and later to the

Ridgeview area. He graduated from Adrian High School in the class of 1944. He then served in the US Navy for two years during World War II. Keith married his high school sweet heart, Wilma “Billie” Brewer in Portland, OR on July 9, 1945 while on leave from the Navy. The couple made their home in the Adrian area for a few years before buying a farm in Ridgeview. Keith operated his farm throughout his career until retiring in 2004. He moved to Boardman, Oregon in 2004 where he has resided since.

Keith was an avid fishing enthusiast and has enjoyed many fishing adventures throughout the Pacific Northwest and Alaska. He has actively followed his kids, grandchildren and great grandchildren’s activities and sporting events. He had been actively involved in the Adrian community in many ways such as: Malheur Potato Bargaining Association for 30 years, Board member of the South Board Owyhee Project and Adrian Fire Dept. Board.

He has been passionate about following Adrian Sports and activities even after moving to

Boardman.

Keith is survived by his four children, Terry (Cheryl) Tallman, Marilyn (Dave Heldenbrand) Nelson, Tim (Lois) Tallman and Evelyn (Michael) Gobler; ten grandchildren and eight great grandchildren.

He was preceded in death by his wife, Billie in 2003; son, Michael; his parents; brothers, Eldon and Merrill; sisters, Carol and Ruth.

A Graveside service with military honors was held at 1:00 P.M. Friday April 1, 2022 at the Owyhee Cemetery in Nyssa, Oregon. A Memorial Service was held at the Boardman Senior Center on Sunday May 1, 2022 from 1:30 TO 4:00 p.m. in Boardman, Oregon. Burns Mortuary of Hermiston is in care of arrangements.

District Attorney appreciates hard work of K-9 deputy Telly, deputy Nuebert Darwin David Smith: On April 26, 2022, Darwin David Smith was arrested by Morrow County Sheriff Deputy Colleen Nuebert for fleeing or attempting to elude a police officer with a vehicle and while on foot. Mr. Smith refused commands from Deputy Nuebert to stop, and K-9 Deputy Telly was released to assist in the capture of Mr. Smith. K-9 Deputy Telly was able to grab onto Mr. Smith’s pants leg and allow Deputy Nuebert to take him into custody.

Robert David Clark: On April 27, 2022, The Morrow County Sheriff Office was dispatched to the Port of Morrow Laydown Yard for a possible theft in progress. Deputy Nuebert deployed K-9 Deputy Telly to search the area for any hidden suspects. K-9 Deputy Telly found a scent and followed that

scent to the location of an individual hiding in a field. The individual stood up and started to run away. The individual continued to run even after being told to stop and being told that a K-9 would be deployed. K-9 Deputy Telly was deployed to stop the fleeing suspect, and

was able to stop the individual from escaping the scene. The individual was identified as Robert David Clark, and he was charged with the crime of Unlawful Entry into a Motor Vehicle and Criminal Trespass in the First Degree. Mr. Clark was also arrested on a Umatilla County warrant.

Morrow County District Attorney Justin Nelson stated “The Morrow County District Attorney Office has always been a strong supporter of the Morrow County Sheriff Office K-9 program. While the decriminalization of drugs in Oregon has made it difficult to utilize K-9’s for drug interdiction, K-9 handler Deputy Colleen Nuebert has helped train K-9 Deputy Telly to help law en-

forcement locate suspects alleged to have committed criminal offenses, and apprehend fleeing suspects who have refused lawful commends to stop. In two consecutive days this week K-9 Deputy Telly has apprehended suspects of criminal activity in Morrow County. Without the help of K-9 Deputy Telly and Deputy Nuebert I do not believe these subjects would have been arrested or these cases resolved. I want to thank K-9 Deputy Telly and Deputy Colleen Nuebert for helping keep our community safe.”

Surround yourself with a good team Every successful business owner and entrepreneur should have a good team of people surrounding them to provide valuable insight. By good, I don’t mean the group should be simply comprised of people who are like minded and think your business concept is great. Nay-sayers can bring a unique perspective and cause you to think about things you may not have considered.

Bring together people with different backgrounds, skill sets, and ages. This can drive important conversations to make certain all of the issues, potential barriers, challenges, and opportunities are on the table.

But where do you find such people willing to spend time providing valuable input? Here are some thoughts: · Start with an existing or likely customer. What interests them about your product or service? Or, in the case of a startup, why would they be willing to spend money with you? How much are they willing to pay and why would they choose you over a competitor? In what ways could your business improve or adjust to better serve them? A change in hours, product selection? Do you provide quality customer service? · Bring in an accounting or bookkeeping professional. Yes, you may very well have to pay for their time, but let’s face it….it all boils down to whether

your business is, or can be, profitable. · Find an experienced, savvy business owner to be on your team. Learn about best practices and pitfalls common to any entrepreneur. · Speak with your local high school Future Farmers of America and Future Business Leaders of America student advisors. Contact career centers at colleges or universities in your community. These students may be able to serve as interns benefitting your company in a variety of ways. This may include the development or expansion of social media and digital marketing, for example.

Perhaps they could do valuable market research. Simply having their unique perspective could help you grow your business clientele. · Find the most creative thinker you can. Let them brainstorm and come up with ‘crazy’ ideas which just might evolve into your next best revenue stream. · In the case of an existing business, bring your top employee(s) to the table. Allow them to speak freely about problems they see which might be negatively impacting your bottom line. Welcome suggestions, input, and insight. · Receive feedback from the director of your Chamber of Commerce about your business.

How might you expand the reach of your company through

your marketing efforts? Are you taking advantage of every opportunity afforded to you with your membership? · Solicit the assistance of ad representatives from your local newspaper and radio station.

While social media and digital marketing have their place, newspaper and radio advertising remains extremely relevant in Eastern Oregon and may be the very best way to reach a particular segment of your desired customer base. Learn how to write effective and creative press releases. · Familiarize yourself with and take advantage of the services offered by organizations such as Small Business Development Centers, SCORE, SBA, and other business resource centers. Most often, these services are offered at no charge and are staffed with highly trained business professionals.

These are just some of the ideas which may help you develop your concept or existing business into a thriving enterprise. You may have to grow a thick skin, but welcome ideas and expand your horizons. This is what successful entrepreneurs do.
