Boardman City Manager update
The City of Boardman began working with Strategic Government Resources of Keller, Texas in September to recruit candidates to fill the position of city manager. The city hosted a public Meet and Greet and panel interviews of the finalists. The city council extended a conditional offer of employment to Elke Doom of Huron Township, Michigan. Mrs. Doom rescinded her name from consideration. At this point, the city
council will be working to decide how they will proceed with hopes to have the position filled in a timely manner. The City Council is committed to a community-informed search and will provide updates to the community as soon as more information becomes available. The council would like to thank everyone involved in the hiring process and commend the community for participating in the process.

BMCC’s Precision Agriculture Lab goes mobile
PENDLETON, OR – After being awarded the SPECA Grant from the USDA National Institute of Food and Agriculture, Blue Mountain Community College has started the process of mobilizing their advanced Precision Agriculture program, the first of its kind in Oregon. The SPECA grant supports two-year postsecondary educational institutions in creating and strengthening pathways for K-12 students to pursue degrees in the food and agriculture sciences.
The mobilization of the Precision Ag Lab gives BMCC the ability to enhance educational opportunities of regional dualcredit programs, participate in community education activities, strengthen recruitment efforts, and provide local indus-
try assistance. The grant also provides funds to aid in the development of applicable curriculum at the K-12 level.
Andrew Leggett, Precision Agriculture instructor was instrumental in the success of the grant, “This curriculum can be used by a high school teacher to compliment the Oregon FFA Precision Agriculture module, which gives students an opportunity to earn dual credit for my Intro. to Precision Agriculture course at BMCC.”
The Precision Ag Program is now equipped with a 20-foot enclosed trailer, John Deere Gator, Generator, and TV monitor that can transform any location in the region into an advanced technology open-air classroom. The monitor also gives the ability to connect to
the display on the Gator, allowing large groups of people to see what the operator on the Gator is seeing.
“I am excited at the possibilities this Mobile Precision Agriculture Lab offers as both a recruiting and education tool,” says Leggett. “With the ability to carry computers, drones, and a UTV equipped with GPS, autosteer, a section-controlled, variable rate sprayer, I can effectively take my classroom and labs on the road to offer handson education about an exciting and growing career field.” The mobile laboratory will be operational in summer 2023. For more information, contact Kaley Cope, Director of Marketing and Communications at kcope@bmcc.edu or 541278-5774.

Wildhorse Foundation grant upgrades
Boardman playgrounds
Two of the most utilized parks in Boardman are the Marina and Campground playgrounds, which are used by thousands of children throughout the year.
Experience over time has found that organic mulch (wood chips) are no longer appropriate for protection from falls. A
much better option for fall protection is rubber mulch, which consistently absorbs more shock impact than any other surface material.
Thanks to a generous $20,000 grant from Wildhorse Foundation, these two playgrounds now have been upgraded to require minimal
maintenance. The mulch dries out quickly after rain and does not decompose. Best of all, children are much safer with the rubber mulch.
Boardman Park & Recreation District strives to provide a user friendly, safe space for you to play and explore for many years to come.
· Full Service pump installation and repair from well to pressure tank for both agriculture and domestic applications.
· A local dealer and installer of the best solar pump package in the market today.
· Installation of pipe lines, cisterns and complete water systems for most applications.
· Full line of excavation equipment for your excavation needs.
· We do well rehabilitation for increased water supply and bacterial growth problems.

ARLENE WALTERS OBITUARY
Arlene J. Walters, 84
Arlene Walters was born in Corydon, Iowa, on August 17, 1938. She passed away peacefully on January 17 in Whitefish. Until dementia sidelined her, she lived a full and active life alongside her husband, Fred. They met and married in the territory of Alaska 64 years ago. She was also loved by her
children, Michael, Sandra and Janet, and a wide circle of family members, friends and beloved pets.
Her journey from Iowa to Montana was a long and fascinating one. Arlene's father, James Hellyer, was a construction supervisor on Wake Island just as WWII had gotten underway. When Pearl Harbor happened, he was taken as a P.O.W. by the Japanese and spent the war in prison camps in China and Japan. Meanwhile, his family was notified that he had been killed.
Stateside, Arlene's mother remarried and Arlene did not have the opportunity to reconnect with her father until 1978. They enjoyed many happy times together until his death in 2002.
In the interim, Arlene's family moved extensively throughout the United States, finally landing in the native villages of Aniak, Nome and Kotzebue in Alaska.
From there, Arlene attended
the University of Alaska, Fairbanks, where she graduated as a teacher. It's also where she met and married Fred and subsequently started their family.
Fred became a Civil Engineer and the family moved to various towns and villages throughout Alaska and the Pacific Northwest. In 1975, Fred was offered a job on the island of Sulawesi in Indonesia and Arlene, always one for adventure, jumped at the chance and was the catalyst for their eventual move. The family spent nearly 3 years in Indonesia and loved every minute of it.
When they returned to the United Sates in 1978, they settled in Bellevue, Washington. About a decade later, more opportunities came and Fred and Arlene moved to Atlanta, Georgia, then Boardman, Oregon, finally settling in Kalispell, Montana, in 2018.
During her life, Arlene worked as a teacher, spent time contributing her talents to sev-

eral businesses, and even started her own business helping to promote local artists. In Boardman, she became the President of the Chamber of Commerce, joined the Fire Board and was ultimately honored as Citizen of the Year and given a key to the city.
She also spent years volunteering for 4-H and Campfire Girls as a Brownie leader, making a lasting, positive impact on many children.
An avid quilter, Arlene never saw a quilt store she didn't love. She leaves a legacy of vibrant, hand-crafted quilts to her family.
Notably, throughout her life, Arlene loved animals. She surrounded herself with quite a menagerie at all times, including a rescued owl, cats, dogs, donkeys horses, birds, fish,
gerbils and a hornbill.
Known for her wonderful sense of humor and infectious laugh, Arlene was a well-loved wife, mother, friend and family member. She is survived by Fred, her three children and their spouses, Michael and Sydney Walters of Bellevue, WA, Sandra and Perry Payne of Los Angeles, CA, and Janet and George Bristol of Whitefish, plus seven grandchildren, two greatgrandchildren on the way, and her sister, Thirza Zagelow and husband, Dick, along with many nieces, nephews and cousins. https://www.legacy.com/.../ name/arlene-walters-obituary... To the Editor:
On May 18th of last year, I had the misfortune of tripping over a parking curb and severely injuring myself, this happened at the bottle drop in Hermiston. My injuries consisted of contusions to my forehead, a deep cut to my right hand, both requiring several stitches and bruises to my chest and hip.
After falling I was knocked unconscious for several minutes and when I woke up I was in a state of confusion for quite a while, even so I elected to drive myself home against the advice of the bottle drop staff and several customers, again, I was not fully responsive. I got as far as the Irrigon Clinic and decided I had better stop in to see a doctor as the blood was getting in my eyes, and I was still not myself. At the clinic the person at the front desk asked me what I wanted, I told her what had happened and that I needed help. She said she would get a doctor upon seeing my injuries. When she returned, she advised me that the doctor said they could not help me, and they would either call an ambulance for me or I could go to an Urgent Care facility somewhere. I told her I thought this place was for medical treatment. She said she was only telling me what the doctor had
told her. Needless to say, I was very upset and left. When I got home, I live not far from the clinic my wife drove me to the Family Health clinic in Hermiston where my injuries were taken care of.
My reason for writing this now is due to the Morrow County Health Districts flyers and ads in the local paper as to how they are responsive to the people’s needs and how caring their personnel are to the residents of Morrow County. I will say that I received a call from the Irrigon Clinic the next day and the gentleman advised me that the treatment I received was uncalled for and that it would never happen again. Also, both myself and my wife have had need for the districts Irrigon ambulance on several occasions and found them to be very caring and professional in every instance.
Both my wife and I have lived in Boardman for 35 years and outside Irrigon for ten years, and in the past have used the medical units in both towns. It is only recently that this divide has surfaced and caused nothing but hard feelings on both sides. Perhaps we should look at management for the cause of this friction
Sincerely, Roy Drago
