Music in the Parks: Free Summer Concert Series at Boardman and Irrigon Marina Parks continues through August 1st Music in the Parks continues on this summer through August 1st at Boardman and Irrigon Marina Parks.

Brady Goss performs on July 11 in Boardman. Goss was described from an early age as pi-

bass, guitar, and drums. The entire band provide vocal renderings. Be prepared for music made popular by a large variety of artists from Chicago to Earth Wind and Fire or Elvis to Santana. Brass Fire spans a

band that plays Rock, Pop, and Country Rock music. Together with their unique blend of voices, they play everything

Brass Fire will play in Irrigon Marina July 18th. ano phenom. Today he is recognized as an electrifying entertainer. Those who have witnessed his live shows are awed by his formidable keyboard speed and soulful vocals, loaded with passion that keep fans of all ages wanting more.

Brass Fire heats the summer evening up on July 18 in Irrigon. Brass Fire’s large ensemble includes saxophones, trumpets, trombone, piano,

musical range from the Big Band era music through blues, soul, and on to the rock music of the 70’s and 80’s.

On July 25, Eric Ode comes to Boardman. Ode (pronounced Oh-dee) is a national awardwinning children’s singer/ songwriter, a widely published author and poet, and a thoroughly engaging entertainer.

His upbeat, high-participation programs are bubbling over with fun, interactive music and include stories, skits, poetry, props and puppets.

Cruise Control ends the concert season on August 1 in Irrigon.

Cruise Control is a 50s, 60s, 70s & 80s cover Cruise Control plays in Irrigon August 1st.

Local businesses jump in to help residents impacted by water emergency

(Boardman, Ore.) - A group of local businesses immediately responded to a request for assistance to help neighbors, families and workers throughout the community impacted by the water emergency recently declared in Morrow County.

The companies, working under the guidance and in close cooperation with Morrow County Health Department officials, include Amazon Web Services, Boardman Foods, Lamb Weston, Calbee North America, Threemile Canyon Farms and Tillamook County Creamery Association.

Debbie Radie, Vice President of Operations for Boardman Foods, one of the organizers of the coalition of business community partners, shared some of the immediate action steps which include, among other support: · helping the County Health Department to distribute safe drinking water, · assisting well-owners and residents in the process of ordering and paying for testing kits/ filtration systems, and · providing information on wells from the Oregon Health Authority.

The 1200 well-owners, and all community residents, are encouraged to use community information resources, including the county’s website at

www.co.morrow.or.us and the Morrow County Health Department’s Facebook page to get the most up-to-date information about available help during the current emergency.

The City of Boardman wants to remind residents the tap water is safe to drink and confirms that there is no threat to public health from the City’s drinking water supply.

Starting June 20, 2022, Boardman Foods has opened an onsite testing site (71320 E Columbia Blvd, Boardman OR 97818) to assist in both English and Spanish and to provide testing bottles and a collection site for well water testing, information from Oregon Health Authority on wells, as well as support and information on certified reverse osmosis filters.

Water must be collected on the same day it is brought in for testing. Testing is available Mondays, Tuesdays and Wednesdays. Those interested in the onsite services provided at Boardman Foods can reach out to contact@boardmanfoods.com.

To date Boardman Foods site has collected over 60 water samples and delivered them to KUO labs for nitrate testing.

Information on well water and specifically Nitrates from the Oregon Health Authority website are being distributed as

well.

Beginning June 23, the Boardman Chamber of Commerce (101 Olson Rd, Boardman OR 97818) will also support the community offering the same services as available onsite at Boardman Foods. The 4th of July has never looked busier that 2022! We are definitely making up for those COVID-19 seclusions!

You can begin your day at 7 am at Harold Baker Pavilion for a breakfast sponsored by the Riverside FFA. The 5K or 10K Fun Run or Walk begins with signups at 6:45 to 8:15 am, with the run beginning at 8:30. The Parade starts at 11 am, registration and line ups begin at 9:45. See the above map for parade route. Yes, you can take your lawn chairs to enjoy the parade on Main Street!

At Noon, the activities shift to Boardman Marina Park, with vendors (25!!!), food, including kettle corn, street dogs, tacos and a multitude of beverages, games and music until the 10 pm fireworks. Organized

games include gunny sack races, bouncey houses, ball games and a special area for the little ones’ games, including “Soft Play” (a bouncey house for toddlers.) New this year are pony rides for the littles, with “Ready Set Ride Ponies” out of Idaho. A mechanical bull will be set up for those who are daring to try! The balloon man, who can magically make animals out of balloons will be there to amuse us. Ready for a good game of Horsehoes? Check out the Horseshoe pits by the Pavilion for that action.

Meanwhile, the Chili CookOff Contest is going on at the Harold Baker Pavilion from 12 Noon to 4 pm. Yes, you can purchase samples and vote for your favorite chili!

A special stage (by the ball

fields) will have music all afternoon and evening. Thanks to the City of Umatilla for loaning the stage on wheels for our festivities! Bring your lawn chairs for seating! The music begins at noon with a DJ Kora, then from 3 - 5 pm, Blue Mt. Spanish Sound entertains with acoustic guitars. From 6:30 9:30, enjoy the talented musicians Chris Loyde and Green Light Polly.

At 10 pm (gotta wait until it’s dark!) the awesome Fireworks Over the River commences!

This year the Chamber has a budget of $30,000 for our fireworks display! You can be sure that there will be a few sleepy eyes watching these fireworks from their blankets along the beach!

Morrow County schools take on new administration leadership for 2022-23 school year (Morrow County) – The Morrow County School District recently received the last-minute resignation of David Norton, former principal of Riverside Jr/Sr High School. Due to the timing of this, Director of Human Resources Erin Stocker said that after much discussion and deliberation, the district has moved forward with the following administrative shifts and appointments for the 2022-23 school year.

Riverside Jr/Sr High school: John Christy, former Windy River Elementary principal, is transferring to be the new principal and Steve Sheller remains as vice principal. Christy is a long-time employee of MCSD and has a strong history with Riverside. “We are excited to see the direction that RJSHS goes under his leadership,” Stocker said.

Windy River Elementary: Stephanie Ewing, former A.C. Houghton Elementary principal, is transferring to be the new principal. Ewing’s background with elementary programs and over ten years of ex-

perience as an elementary principal will continue the strong direction that Christy began with the Windy River team.

A.C. Houghton Elementary: Jill Ledbetter, former Sam Boardman Elementary principal, is transferring to be the new principal. Ledbetter has a strong history with A.C. Houghton and the community of Irrigon. “Mrs. Ledbetter brings a wealth of experience at the elementary level in MCSD, and we know she will continue the work in instructional improvement and student achievement,” Stocker said.

Sam Boardman Elementary: Jami Carbray, former vice principal at Sam Boardman, will be promoted to principal and Laura Browne Winters will be assigned as the interim vice principal. Carbray has worked side by side with Ledbetter this year to establish vision and action steps, so Stocker said the district is confident in her ability to create that continuity.

Winters has a strong connection to SBE, as well as a working knowledge of the special pro-

grams at SBE. “We are excited to have her return to the staff of SBE to support the students and families,” said Stocker.

New district Superintendent Matt Combe said that while these changes are unexpected for Morrow County School District, administrators configured the new team with the best interests of students, staff and families at heart. “We acknowledge this is quite a bit of change in our schools and may raise questions for many, but over the next week the administrators will be reaching out to their staffs to introduce themselves and answer any questions,” Combe said.

In a previous press release, the district announced that Rose Palmer was named the new principal at Irrigon Jr/Sr High School and Ryan Gerry was named the new principal at Heppner Jr/Sr High School.

Principals at Heppner Elementary and Irrigon Elementary remain unchanged.

The district will be led by new Superintendent Combe starting July 1, 2022.

Project PATH seeking contractor to provide homeless services

The City of Umatilla has issued a Request for Proposal (RFP) on behalf of communities on the west end of Umatilla County to develop and manage the Practical Assistance through Transitional Housing (PATH) project.

Project PATH will bring together services to assist individuals and families experiencing homelessness and help them transition to permanent housing.

The program will operate a facility owned by the City of Umatilla on leased Umatilla County land, creating a safe space for both overnight and extended stays with access to support services. `The RFP seeks an organization that will manage the Project PATH facility, including planning, coordinating, and delivering services. The fenced facility will include at least 12 sleeping quarters, restrooms, common areas, and office space. The selected contractor will be responsible for providing 24-hour onsite staffing and access to educational, health, and care coordination services.

Startup costs for Project PATH will be funded through Oregon House Bill 4123, and sustained funding may come from a variety of sources including the selected contractor, grants, and general funds from partner agencies.

A qualified contractor will demonstrate success bringing partners to the table with proven experience helping homeless individuals transition to housing. Proposals will be evaluated by a committee consisting of representatives from Umatilla County and cities of Umatilla, Hermiston, Echo and Stanfield.

The RFP can be found on the City of Umatilla website and must be delivered to Umatilla City Hall by July 7, 2022 at 4:00 p.m.

Letters to the Editor To the Editor, You should know…. Veteran paramedics and EMTs leave ambulance and Morrow County Health District. Losses are adding up as staff vacates the entire district and is under constant social media pressure.

Since Emily Roberts took the helm of Health District, she has suffered many losses both in personnel and quality of service. This is in the ambulance response, the clinics, and the hospital.

Emily Roberts has a brief leadership background as a compliance officer as seen on LinkedIn and has not managed an organization of this size.

The microscope can’t be solely focused on Emily Roberts and her incapable leadership staff. Why? How did this leadership model assemble in the first place? To answer that, one needs to look directly at Health District Board Chair John Murray, Aaron Palmquist and Diane Kilkenny. Carrie Creib and Marie Shimer appear to simply be along for the ride.

Murray has consistently micromanaged the Health District for his own personal gain as proven by an unheard of 20 year medicine contract, with the Health District, and paying below market rates to lease a Health District owned building.

This translates directly to the taxpayers supplementing his family business.

As many taxpayers know the Health District came under pressure last year to create a full-time staffed ambulance in Boardman. The community realized that extended response times were not acceptable by the Health District ambulance after Boardman Fire successfully responded to calls in under six minutes which is the National standard.

The Health District adopted a new 12-hour shift model, which has been difficult to fill because the talent pool of paramedics has diminished state wide. Instead, the Health District is trying to hire inexperienced EMTs to fill their basic life support ambulance service needs, that has fallen short for the quality of care in this community. Inexperienced EMS leadership in Heppner is also a

hindrance. It is known that there is no qualifying hiring process or qualitative probation process for these employees under the command of Emily Roberts, who has never worked in the emergency medical services arena. In fact, she hired a lab technician, Donna Sherman, who has never been a frontline EMS responder, in a full-time position to be her Director of Emergency Services for the Health District. So, an inexperienced EMS director is trying to manage a group of inexperienced frontline responders since kicking off this program in October 2021.

In a final step to try and improve ambulance service in Boardman, the Health District promoted EMT Basic, Richard Hernandez to a lead position, to manage the personnel in Boardman. Hernandez has only been with the Health District for a few months. The Health District side stepped a fourteenyear paramedic veteran to promote Hernandez.

In the next 24 months the Health District will be attempting to employ 24 EMTs and paramedics under inexperienced Health District command and leadership system. Although the Health District pays excellent wages, it is suffering because of inexperience, long hours and an undefined training system.

Fire District Chief Mike Hughes and Fire District board members tried in vain, to form a emergency medical partnership with the Health District. A partnership between the two Districts would have substantially reduced costs to taxpayers while dramatically improving EMS delivery to Northern Morrow County. However, John Murray, Aaron Palmquist and Diane Kilkenny refused to partner with the Fire District.

Instead, the Health District adopted a private ambulance model. A model that no public entity in the State uses. This model increases costs to each ambulance station by $250,000 per year for a total additional cost of $750,000 per year. The Health District dedicates three ambulances throughout Morrow County.

The Health Districts leader-

ship has recently requested the Boardman ambulance staff to write a report with the names of the Boardman Firefighters, in regards, to who responds to calls in an attempt to eliminate Boardman Fire from their duty to respond. The Health District leadership also told its staff that it is NEVER to call the Fire District for assistance or help. This policy puts the taxpayers, visitors and the community’s health and safety directly at risk.

Problems at the Health Districts board level have filtered to the ground level. EMS ambulance staff at the Health District made it very clear that they are happy with the on scene relationship with Boardman Fire and don’t need to report negative issues.

The paramedics and EMTs advocated to the Health District leadership that the Fire District personnel are well trained, competent and State certified EMS responders.

With a dysfunctional leadership core and a self-serving board, the question taxpayers should be asking themselves now is “Do we really need the Health District at all?”

With private hospitals available to take over with solid and expanded services, it is clearly obvious the taxpayers could save millions by the total elimination of the Morrow County Health District.

Community Women’s Club awards 2022 scholarships to local seniors Community Women’s Club is proud to announce the 2022 recipients for scholarships to both Riverside and Irrigon High School.

Nathanial Wedam received a $1,500 scholarship to Escoffier Culinary School in Boulder, Colorado. Nathanial is an Irrigon High School graduate and will continue his efforts

to become and chef. Ashley Renteria receives a $750 scholarship toward her studies at Blue Mountain Community College. Ashley is also graduating from Irrigon High School and will be working towards her CPA degree. Yazeli Lomas Ayala received a $1,500 scholarship to major in political science at the University of Or-

egon. She is a 2022 graduate from Riverside. Isabella Dilly also graduating from Riverside is receiving a $750 scholarship to study at Western Oregon University.

Community Women’s Club would like to congratulate these award recipients and thank all students that applied for these scholarships.

City assures residents water is safe [Boardman, OR] Officials at the City of Boardman have taken special steps to assure city residents that their drinking water is safe, meeting and exceeding state and federal water quality standards.

The City is using a number of different communication tools to address the concerns raised by a water emergency recently declared in Morrow County relating to contamination in rural drinking wells. Different than their rural neighbors, City of Boardman residents receive safe and dependable water supplied from local aquifers. Links to information and contacts to call are provided below.

“We want Boardman City residents to know that the safety of families in our community is our top priority – so we are taking an extra effort to share testing information and reports that provide confidence in the quality of the drinking water that we supply to city residents and local businesses”, said Karen Pettigrew, Boardman City Manager.

Blue Mountain Community College summer news

The Blue Mountain Community College Workforce Training Center in Boardman is closed on Fridays for the summer but is open Monday through Thursday from 8 am to 5 pm. Depending on staffing, the center may be closed for lunch from 1-2 pm.

Summer is a great time to prepare in all sorts of ways for Fall term. Need help filling out the FAFSA? Need to get placement tests done? Need advising? All of these things can be accomplished at the Workforce Training Center. We do request that students make an appointment to do placement tests either online or by calling 541481-2099. Also students are reminded to bring photo ID. The Fall Schedule is posted online at bluecc.edu and students are encouraged to get signed up now for best selections. A BMCC navigator is onsite Tuesdays and Thursdays to assist students in class selections The Workforce Training Center is a great place to hold a training. Boardman Fire Rescue District announces new Advanced Life Support program and firefighters’ accomplishments Boardman Fire Rescue District (BFRD) is pleased to announce our all-new Advance Life Support (ALS) program.

Effective July 1, 2022 Boardman Fire will provide ALS on nearly every medical emergency in the Boardman Fire District through our Advanced, Intermediate and Paramedic staff.

Recently, Firefighter Zulema Gaytan received her AEMT certification, making her Boardman Fire’s first full-time female firefighter to hold an EMT-Advance certification.

Firefighter/EMT-A Gaytan recently informed the Fire District she has been accepted to Paramedic school at OHSU.

Obviously, we are proud of her and support her new adventure. Additionally, long time Boardman resident and Paramedic.

Del Turner joined Boardman Fire Rescue District as a fulltime Paramedic.

Mark Keith another very experienced Paramedic has also joined the Fire District. Additional paramedics are in the hiring process and will be brought on in mid-July.

Having these valuable highly trained and skilled employees will enhance the Fire District’s Emergency Medical Service to Boardman and the surrounding area when a life hangs in the balance.

The paramedics will be assigned to 24-hour shifts. In addition to responding to calls for medical emergencies, the Paramedics will be charged with providing medical training to our firefighters, our industry partners and schools. The paramedics will also participate in public education and safety.

Boardman is no longer a sleepy rural town. Our annual call volume continues to increase year after year. Our call volume is up 18% over last year. We ran 820 calls in 2021.

As of this writing we were already over 400 calls.

If you see our new paramedics out and about, please welcome them to Boardman Fire and our community!

AWS donates $2 million to organizations in Eastern Oregon to support local communities Amazon Web Services (AWS) announced the company is deepening its commitment to Eastern Oregon by investing $2 million in local non-profits and community organizations based in Morrow and Umatilla Counties. The donation expands on AWS InCommunities support of its core initiatives of STEM education, tech upskilling and environmental stewardship programs, and includes help to organizations tackling hyper-local needs.

Some of the beneficiary organizations and programs include: · Nearly $800,000 to nonprofit organizations that support community housing needs, food insecurity, veteran services, and community-engagement events through organizations such as EOM, Boardman Foodbank, Conrad Skinner Memorial Foundation,

Neighborhood Center of South Morrow County, and Irrigon Boardman Emergency Assistance Center. · More than $800,000 to organizations that help advance Science, Technology, Engineering and Math (STEM) education, equity, and access. Recipients include the Umatilla School District Robotics Program and Greater Oregon (GO)STEM, which drives several initiatives including the mailing of STEM kits for 4th graders in Eastern Oregon, a Mobile Makers Lab, and an updated lending library for local schools. · Almost $250,000 to support the development of environmental stewardship programs, such as the expansion of the Grande Ronde Community Watershed program, Confederated Tribes of Umatilla Indian Reservation First Foods Garden, and GO-STEM for an Environ-

mental Education grant that will upskill educators in environmental science and its use locally. · Approximately $150,000 to organizations that help drive job growth through tech upskilling programs and on the job training – such as additional scholarships for Blue Mountain Community College Data Center Technician Program, and Port of Morrow Workforce Development programs.

AWS has been present in Eastern Oregon since 2011.

Since then, through capital investments totaling more than $15 billion in Morrow and Umatilla counties, its data centers and related operations have contributed more than $1.7 billion in GDP to the local economy and supports an average of 2,000 jobs annually – a majority of which are skilled technical roles.

Obituaries

Doris I Doherty of Hermiston, Oregon, was born on December 9, 1930 in Hermiston, Oregon to parents, William and Mary Forsman Lay. She died on June 8, 2022 in Hermiston, Oregon at the age of 91 years. Doris spent her early childhood in Stanfield, Oregon before her family moved to Enterprise, Oregon. She participated in many activities and sports, excelling in Volleyball. Doris graduated from Enterprise High School in the class of 1948.

She worked summer jobs and on the weekends in the hotel dining room to save money to attend college. Doris enrolled in Eastern Oregon University and worked in the student dining room to pay her way through school. While attending Eastern she met her future husband, Matt Doherty. Doris graduated with her degree in Elementary Education in 1951. She was contacted by the Elgin School District to teach 3rd grade and on August 20, 1951 she was united in marriage to Matthew Doherty. After 3 years she took a leave of absence to have their first child, Kathryn. They moved to Hermiston, Oregon in 1958 and Doris was hired to

teach 5 th grade by the Hermiston School District. Their family expanded with the birth of Susan and completed with the birth of Steven. Doris earned her masters degree in Education from the University of Oregon. During her career she touched the lives of countless children and earned well deserved recognition by being named teacher of the year.

Doris spent her life in service to others through teaching, volunteering in the soup kitchen and with Good Shepherd Hospital Auxiliary. She enjoyed gardening, playing Bunko, camping and crossword puzzles.

Doris was a member of Our Lady of Angels Catholic Church in Hermiston, Oregon.

She is survived by her husband of 70 years: Matt Doherty, Hermiston, OR; daughter: Susan Russell and spouse Don, Boardman, OR; son: Steve Doherty and spouse Pai, Boardman, OR; son-in-law: Dave Fowler; brothers: Harold Lay, Enterprise & Melvin Lay, Lincoln City, OR; 4 grandchildren; 3 great grandchildren and numerous nieces and nephews.

Doris was preceded in death by her parents, a daughter: Kathryn Fowler; siblings: Kenneth Lay, Edna Lay Itel, Russell Lay, Elmer Lay & William “Bill” Lay. Recitation of the Holy Rosary was held on Wednesday, June 15, 2022 at 10:00 A.M. at Our Lady of Angels Catholic Church, Hermiston, Oregon.

Diana B. Wilson 73, of Boardman, Oregon passed away after a short battle with cancer.

She was born September 1, 1949 in Merrill Wisconsin. Her mother moved to Estacada, OR when she was six years old, where she attended both grade and High School. After graduating, she worked various jobs in the area until she entered the medical field and graduated as a CNA (Certified Nursing Assistant) She worked that field for 10 years in the Portland area.

She married Robert (Bob) Wilson on June 3, 1967. They had three children who still live in the Portland/Vancouver area, Shawna, Bryan, and Shalon, six grandchildren and two great grandchildren.

She was preceded in death by her sister Fran, brother Dale, and father Frank. She is survived by her mother Barbara, two sisters and one brother.

Diana moved to Boardman, Oregon in 1997 with her husband Robert and worked various jobs such as heavy equipment operator, bartender, and cook, before going to work for Ray Michael at the Boardman Pharmacy and Hardware where she managed the hardware side of the store for 12 years before she retired.

She loved gardening, flowers, and her family. She will be deeply missed and loved by all that knew her.
