December 10th Boardman Senior Center sponsored a Breakfast With Santa event, which included craft making for the children and wagon rides with Brian Cook. The Senior Center would like to thank the community and all the volunteers for making this a success.

Port of Morrow issues statement on modified DEQ permit

Boardman, OR – The Oregon Department of Environmental Quality has granted the Port of Morrow a modified permit for industrial wastewater treatment and land application. To comply with permit requirements, the Port will invest up to $200 million in improvements, including wastewater treatment facilities.

DEQ’s permit modifies an existing Water Pollution Control Facilities permit issued December 21, 2017, which allows for land application of industrial wastewater from food processors, energy generators, data centers and jobintensive industries at the Port. Without reuse, the wastewater would be just waste. The major change in the modified permit is effectively disallowing land application of wastewater in the non-growing season from November through February.

The Port proposed to construct additional wastewater storage lagoons with a 1.5-billion-gallon capacity by November 1, 2026. The added capacity will hold large amounts of wastewater during winter months and allow the Port to meet restrictions on winter

wastewater application.

The Port also proposed constructing three anaerobic digestors to treat high-nutrient wastewater. The first unit is nearly complete. All three will be online by November 2023.

Oxidation ditches will be added by July 2025 to provide secondary treatment for water from the anaerobic digesters. These deadlines may change based on supply chain issues, which would cause a need for a modification.

The Port committed to a substantial expansion of farmland acreage used for land application of wastewater stored over winter months. In addition to providing a reliable source of water for irrigation without drawing down groundwater, the wastewater contains nitrogen

Port Commissioners declined to appeal the modified permit despite expressing concerns to DEQ over aggressive deadlines and the agency’s calculations of nitrogen levels in land-applied discharges. Meeting the deadlines will require swift startup and completion of wastewater infrastructure upgrades. Commissioners instructed Port staff to pursue funding sources for the $150$200 million investment to comply with modified permit provisions, including applying for State of Oregon funds and federal funds from the Water Infrastructure Finance and Innovation Act administered by the Environmental Protection Agency.

“Even though the Port is responsible for approximately 3.5 percent of the nitrates found in the Lower Umatilla Ground Water Management Basin, our responsibility as environmental stewards is to do everything possible to ensure industrial wastewater remains a community asset” stated Lisa Mittelsdorf, Executive Director.

Winter Term classes at Blue Mountain Community College begin January 9, 2023 and registration can still happen until that day. All BMCC locations are open to assist students as of January 3 and we will do our best to get students in the classes they need. The BMCC Workforce Training Center is open Monday through Friday from 9 am to 5 pm. Students are encouraged to call 541-481-2099 or stop by for assistance.

The 2023-2024 BMCC Foundation Scholarship Second Cycle Application will open January 9, 2023. The application deadline is March 31, 2023. The BMCC Foundation scholarship application covers a range of scholarships available to Blue Mountain Community College students with one application. All students who are even considering attending are urged to apply. A reminder that the forklift simulator is available by appointment at the BMCC Workforce Training Center for businesses and individuals to use for training. The simulator offers very realistic training exercises that can help forklift operators of all skill levels learn and improve on their skills. Call 541-481-2099 for an appointment. There is no charge to use the simulator.

Finally, local businesses are reminded that the Workforce Training Center has classrooms available for offseason safety and other trainings for a very nominal fee. The classrooms comfortably seat 20 students at tables and each room has a fully-integrated teacher’s station that makes it easy for instructors to share their training materials. The Oregon State University Extension Service encourages sustainable gardening practices.

Practice preventive pest management rather than reactive pest control. Identify and monitor problems before acting, and opt for the least toxic approach. Conserve biological control agents such as predators and the parasitoids that feed on insect pests.

Planning Plan to replace varieties of ornamental plants that are susceptible to disease with resistant cultivars in February.

Take hardwood cuttings of deciduous ornamental shrubs and trees for propagation.

Order a soil test to determine your garden's nutrient needs. Contact your local Extension office for a list of laboratories or view Analytical Laboratories

Begin planning this year’s vegetable garden in western Oregon and central Oregon. Check with local retail garden or nursery stores for seeds and seed catalogs.

Keep a garden journal. Consult your journal in the winter, so you can better plan for the growing season.

Maintenance and cleanup Central/Eastern Oregon: To prevent winter damage from drying, water plants deeply every six to eight weeks, when the temperatures are above freezing.

Place windbreaks to protect sensitive landscape evergreens against cold, drying winds.

Reapply or redistribute mulch that has blown or washed away during winter.

Clean pruners and other small garden tools with rubbing alcohol.

Pest monitoring and management

Use chemical controls only when necessary and only after

thoroughly reading the pesticide label. First consider cultural, then physical and biological controls. Choose the leasttoxic options, and use them judiciously. Some examples include insecticidal soaps, horticultural oils, botanical insecticides, and organic and synthetic pesticides.

Scout cherry trees for signs and symptoms of bacterial canker. Remove infected branches with a clean pruner or saw. Sterilize tools before each new cut. Burn or send the branches to a landfill before bloom. See Managing Diseases and Insects in Home Orchards.

Watch for field mice damage on lower trunks of trees and shrubs. Eliminate hiding places by removing weeds. Use traps and approved baits as necessary.

Use dormant sprays of lime sulfur or copper fungicide on roses for general disease control, or plan to replace susceptible varieties with resistant cultivars in February.

Touchstone Energy selects UEC’s Patrick Collins to serve on National Business Development Advisory Committee

Patrick Collins, Land Use Specialist at Umatilla Electric Cooperative was selected to serve on Touchstone Energy’s Business Development Advisory Committee on Nov. 16. Touchstone Energy is a national network of electric cooperatives across 45 states providing research, communications resources, and employee training programs that help its member cooperatives better engage and serve their members.

Touchstone’s four Advisory com-

mittees are comprised of 15 members each for a total of 60 members across the United States. These committees provide program insight and guidance as they advise the 14-seat Board of Directors and staff of Touchstone Energy.

“I am looking forward to

serving my three-year term on the Business Development Committee representing Umatilla Electric,” says Collins about the opportunity. Before landing in the utility industry in early 2022, Patrick Collins worked closely with economic development initiatives across the State of Oregon. Patrick will represent UEC and the Pacific Northwest well in his role on this committee.

Marie Cain hired as Manager of Accounting at Umatilla Electric Cooperative

Umatilla Electric Cooperative has hired Marie Cain as the coop’s Manager of Accounting. Cain has spent the last seven years at Threemile Canyon Farms (Boardman, Ore.) with her most recent position being the Financial Planning & Analysis Manager.

“Marie’s experience at the farm has given her a solid foundation to lead the Accounting Department for UEC,” said Lisa McMeen, UEC Vice President of Administration. “Marie is a great addition to our management team and we look for-

ward to the ways that Marie’s skills will be utilized to support our membership.”

Cain holds two bachelors degrees from the Oregon Institute of Technology, one in Accounting and another in Small Business Entrepreneurship. She is also certified in Financial Planning & Analysis through the Association of Financial Professionals. Marie resides in Boardman with her family where she is also the Head Volleyball Coach for Riverside High School. She began in her new role on Monday, Dec. 5.

Boardman Planning Commission has vacancy

The City of Boardman has a vacancy on the Planning Commission. The city is seeking interested parties who live within the Boardman City Limits to fill the seat, with a term ending December 31, 2025. The position will be appointed at the January 10, 2023 city council meeting with the first planning commission meeting scheduled for January 18, 2023.

The Planning Commission

is comprised of seven members appointed by the city council and is a permanent advisory body to the council on matters related to planning and development. The commission holds monthly public meetings to consider land use and zoning matters presented by staff, such as plan amendments, zone changes, conditional use permits, variances, and tentative subdivision projects. Meetings are generally the third Wednes-

3 die in head-on collision on Hiway 74 between Heppner and Lexington

Northeast Oregon NOW: Three Heppner residents died in a head-on collision on Highway 74.

The Oregon State Police responded to a report of a crash around 5:16 p.m. on Friday on Highway 74 near milepost 39 in Morrow County.

The preliminary investigation indicated a gray 2017 Ford Explorer, operated by Kellie Renae Nelson, 27, of Heppner, was traveling eastbound when it left its lane of travel and collided head-on with a westbound red 1993 Jeep Cherokee oper-

ated by Ronald Lee Stutzman, 71, of Heppner. The Jeep was pulling a small utility trailer. Both drivers were pronounced dead at the scene. A female passenger in the Jeep, Tamara Jane Stutzman, 71, of Heppner, was transported to Pioneer Memorial Hospital in Heppner where she later succumbed to her injuries.

OSP was assisted by the Morrow County Sheriffs’ Office, Morrow County District Attorney, Heppner Fire, and MCHD Heppner ambulance.
