City of Boardman offers curbside Christmas tree pickup The City of Boardman will once again offer curbside pick up of Christmas trees. Residents are asked to place their tree at their curb, away from garbage containers. The Public Works Department will be around each morning, Monday through Friday, to pick them up through January 31, 2013. The Christmas trees will be burned once they dry out.

Chamber meeting to be breakfast this month The January Chamber Monthly Meeting will be a breakfast meeting and is sponsored by Banner Bank. We will meet on Wednesday, January 15 at 7:30 AM at the Port of Morrow.

The guest speaker will be Scott Fairley, East Regional Solutions Coordinator with the Governor’s Office. Scott will give us an economic development update on the State of Oregon and Eastern Oregon. The breakfast will be ca-

Flight Endurance involves building a rubber band-powered airplane and getting it to fly as long as possible. Winners included Bryan Fowler of Heppner, first, Cade Arbogast of

Heppner, second and Joseph Muniz of Riverside, third.

Structural Engineering is building a beam truss that will hold as much weight as possible but be as light as possible. A tie for first included Jordan Mashos and Jenna Shimer of Riverside and Wayne Killion and Edith Velasco of Riverside; second went to Jake Lindsay and Tim Jaca of Heppner. Kai Arbogast and Kolby Currin of Heppner were third.

Students used skills learned in school and spent hours both in and outside class time to prepare for the

events, said Teresa Veach .of Ukiah Schools.

The next competition is Thursday, Feb. 27 and will include Architectural Renovation, Lego Robotic, 3D Modeling and Promotional Graphics. The final Regional Competition is Thursday, May 1 with Fashion Design, Dragster Design and Technology Problem Solving.

‘Honoring Our Rivers’ wants student submissions Boardman Students: Here is a great opportunity for you. Why? Because you live right next to the Columbia River! You can express your feelings about rivers through poetry, essays, artwork or photography.

Students from kindergarten through college are invited to be a part of Honoring Our Rivers, a student anthology.

Submissions can be in the form of poetry, essays, artwork or photography and be reflective of the relationship between people and their watersheds — the waters, weather, land, plants, animals and habitats that make up river systems. The publication will be printed in full color.

Those whose works are selected for inclusion will receive a copy of the anthology and a chance to be invited to upcoming events, including the student reading at Powell’s City of Books in Portland.

Boardman Buzzzzzzzz Happy New Year Boardman Well, here is to a great past year that saw many changes for the chamber; luckily all exiting and good for the chamber and Diane Wolfe, Boardman. Now on to CEO 2014, a new year with more exciting challenges ahead of us. At least I always hope for great new things in the New Year.

The following is my goal, or maybe chal-

lenge, for 2014.

I was never a straight “A” student in high school, but what about straight “A’s” in life, can I achieve that?

Action – People that make A’s in life are “doers” and not “takers”. The people who make things happen eventually win.

Attitude – How high and how far you go is determined by your attitude Ability – Ability is not given, it is developed. It means putting in the work, practice and effort every day.

Advice – People who make straight A’s in life know how to listen. They seek out

people who know things about their careers, their business, goals, etc.

Abstinence – To abstain means to deny oneself or do without. The ability to postpone instant gratification is a trait we are losing in our culture. We want things right now and we want them easy.

Advancement – Seeking improvements and acquiring new skills will make you a straight A student in life. You build success with little victories every day.

A’s to avoid!

Apathy – A quick way to fail in life is to lack interest in life

Anger – is a waste of time, emotion and energy. When you focus on being angry, you become critical and unfocused.

Adversity – Life is full of setbacks and disappointment – The straight A person in life sees adversity as a test and nothing more.

I’m going to work to be more like a straight A student, just think of what all we can accomplish for our community is we all work to receive straight A’s.

The chamber’s best wishes for a healthy and prosperous New Year.

CHRISTMAS TREE LIGHTING The Annual Christmas Tree Lighting on December 4th was another success! The evening began outside the Boardman Senior Center when Mayor Sandy Toms lit the Community Christmas Tree. Afterwards, the

children, a nativity program, organized by Suzanne Gray and performed by children from area churches, finished up the formalities.

Santa surprised the children and with his helpers, Xenia and Edith Velasco, handed out oranges and candy to over 70 children. The Boardman Chamber of Commerce would like to thank all those who made this evening possible: Boardman Senior Citizens for use of the Senior Center, Boardman Hardware for donating candy canes, Bank of Eastern Oregon for donating oranges, City of Boardman for decorating the Christmas tree, Connie McElrath for playing the piano, Suzanne Gray for organizing the Nativity Scene, Banner Bank for being the event sponsor, Eiline Fritzberg for making cookies, Kiwanis Club of Boardman for donating candy, Santa Claus, Santa’s Helpers: Edith & Xenia Velasco, and the community 4H Club who helped move tables and chairs, serve goodies and clean-up…your efforts are much appreciated!

While the banquet committee works on fine-tuning the evening’s details, we invite you- the members of our community, to come down and nominate local citizens who do great things for Boardman. Nomination forms are available at the Chamber office for Business Person of the Year, Citizen of the Year, Educator of the Year and Boardman Pioneer. 2014 SPORTSMEN SHOW The Boardman Chamber will have a booth at the Annual Sportsmen Show in Pasco held at the TRAC. The show is open Friday, January 17 from 1:00 – 7:00 pm, Saturday, January 18 from 10:00 am- 6:00 pm and Sunday, January 19 from 10:00 am – 5:00 pm.

We are looking for volunteers to help at the booth visiting with the attendees about Boardman, Morrow County and Eastern Oregon. The people that have volunteered at past shows really enjoyed the experience.

BMCC Winter Term begins January 6th Winter Term for Blue Mountain Community College begins Monday, January 6. Students should be registered and ready to go by this time but there are a few classes that may still be accessible to students needing to make schedule changes at the last minute. Winter Term will bring about new sessions of English as Second Language (ESL) and GED prep classes and mandatory orientation for both classes will be held the week of January 6. GED orientation and class will be on Monday and Wednesday while ESL class will be held Tuesday and Thursday. Both are from 5:30-8:30 pm.

SALEM, Ore. - Oregonians have until mid-January to comment on a new Oregon Heritage Plan that sets many of the state’s historic preservation priorities for the next five years.

No one would argue that Oregon is rich in history, but the median annual budget for the small museums around the state is less than that of a typical lower-income household, and many depend heavily on volunteers just to keep the doors open. According to Kyle Jansson, coordinator, Oregon Heritage Commission, more training for these caretakers is an important goal of the plan.

“The idea with these collections is that they’re going to be around forever. So, our goal is to have people in communities knowledgeable about how to take care of paper, artifacts and everything else related to heritage,” Jansson said.

Another goal is to promote the significance of the collections and

explain what it takes to preserve them. Jansson said often, even the people who live in a community are unaware of its history, from famous residents of the past to what’s in their local museums. The plan includes economic development goals for communities that can tap into their historic roots to boost tourism.

Jansson pointed out that history in Oregon is everywhere - from highways that used to be wagon trails, to food from century-old farms - but everyday life moves too fast for some people to notice.

“Unless we’re able to get that into a message that key community leaders hear and that the public hears, the value of heritage is going to get lost in all the noise that we hear, day in and day out,” he warned.

In many school districts, social studies and state history are now minor parts of the curriculum, he added, so another part of the Or-

egon Heritage Plan is reaching out to teachers to see what they need to incorporate history into other subjects.

The state is full of fascinating items from a colorful past - and more than 1,000 nonprofit groups around the state make that possible, he said.

“The Oregon Historical Society has a horse saddle that was used

by Jackson Sundown during the Pendleton Roundup. It’s a beautiful saddle and it’s in great condition, a century after it was made but that hasn’t been by accident,” Jansson said.

The draft Oregon Heritage Plan can be viewed on the Oregon Heritage Commission website, www.oregon.gov, and comments are being taken through Jan. 15.

Kiwanis Breakfast with Santa brings community together On December 14th the Boardman Kiwanis Club hosted their third annual community Breakfast with Santa.

170 people attended the event held at the Boardman Senior Center. Kiwanis and community members served a sausage and pancakes breakfast. A minimal fee of $3.00 included breakfast, wagon rides, pictures with Santa, crafts, music and family fun.

Riverside High School’s Key Club helped children make ornaments to take home for their Christmas tree.

After breakfast and crafts, families could enjoy a ride on the horse drawn wagon around the City Square. Equine Elegance is owned by Brian and Karli Cook of Irrigon who donated their time and services.

Boardman Kiwanis would like to say a big thank you to all who volunteered their time to help make Breakfast with Santa a success and to those who donated services, supplies and money.

The Boardman Senior Center donated the facility; Equine Elegance - Wagon Rides; The waffle mix was donated by Columbia Basin Blends; the sausage by Easter Oregon Mobile Slaughter, Oranges by Bank of EO and Boardman Select Market.

Kiwanian Michelle Erickson said “We didn’t do it for a fundraiser, we wanted to have a fun family event for the holidays here in Boardman that everyone could enjoy.

Santa showed up to complete the event with candy and oranges for all the children. Pictures with Santa were taken for free, and placed on a cd.

Kiwanis clubs focus on changing the world by serving children, one child and one community at a time.

The Boarmdan Kiwanis Club meets the first and third Thursday of each month at 6:30 am at the River Lodge and Grill located on Marine Drive.

Equine Elegance owned by Brian and Karli Cook of Irrigon gave rides around the streets of Boardman’s city square in their horsedrawn wagon for the Kiwanis Breakfast with Santa. The Cooks donated their time and service to make the event special for everyone who rode behind the two draft horses that pulled the wagon.

The Boardman City Council unanimously approved membership in the Northeast Water Association, during their December 3rd city council meeting. Annual membership dues for a municipality in the association are $1000. The City also voted to donate another $24,000 for a one year contribution, and will be considering additional support on an annual basis.

J.R. Cook of the Northeast Water Association gave a presentation about the organization and their functions. He said the association is a business league made up of public and private resources having common interest in the de-

velopment of Columbia River water resources. The Northeast Water Association also promotes wise, sustainable water and related nature resource-based economic development in Eastern Oregon.

Mr. Cook detailed how the creation of water infrastructure directly and indirectly impacts the economy of the region. City Councilors agreed that more agriculture would stimulate more jobs, housing and businesses and wanted to encourage such efforts.

The next meeting of the Boardman City Council will be Tuesday, January 17, 2014 at 7:00pm.

Residents of Oregon can ring in the New Year with 10 free flowering trees by joining the Arbor Day Foundation any time during January 2014.

By becoming a part of the nonprofit Arbor Day Foundation, new members will receive two Sargent crabapple, three American redbuds, two Washington hawthorns, three white flowering dogwoods.

“These beautiful trees will give your home in Oregon lovely flowers with pink, yellow and white colors,” said John Rosenow,

founder and chief executive of the Arbor Day Foundation. “These trees are perfect for large and small spaces, and they will provide food and habitat for songbirds.”

The free trees are part of the Foundation’s Trees for America campaign.

The trees will be shipped postpaid at the right time for planting, between February 1 and May 31, with enclosed planting instructions. The 6- to 12-inch tall trees are guaranteed to grow or they will be replaced free of charge.

Members will also receive a subscription to the Foundation’s bimonthly publication, Arbor Day, and The Tree Book, which includes information about tree planting and care.

Grants available for Youth Garden, Micro-Enterprise Venture Project Summary Participating in the Producing for the Future youth gardening project is a great opportunity for YA4-H groups in rural communities. The purpose of the program is to provide grant funding and support for the development of YA4-H! gardens as part of a county’s 4-H program. As such, the YA4-H! garden projects are developed and managed by the county 4-H program, which assumes all responsibility for the oversight of the project, as it does any other 4-H program in the county. Joint applications (e. g.

FCH/4-H) are welcome and encouraged; however, a county 4-H faculty member must be a key member of project personnel.

Purpose of Project 1. To combine and expand the Producing for the Future and YA4H! programs for greater impact in low-income rural communities across Oregon.

2. To develop a training and support structure to aid local teams to create a youth-developed community garden in partnership with supportive adults in limited re-

source communities.

3. To provide training on organic gardening and designing and implementing a micro-enterprise plan.

4. To provide training on youth and community organizing, research, youth agency, and empowerment.

5. To create sustainable youthdeveloped and led gardens and business opportunities.

Available Funding $5,000 to support the construction of an organic garden and the development of a microenterprise venture to market the produce grown. These funds may be used to support any costs associated with soil preparation (soil testing, purchasing of compost, soil amendments) planting (seeds and starts) irrigation, deer fencing, garden tools, boots and gloves for youth gardeners, and materials for marketing produce (scales, advertising materials, cash box, etc.).

Included Training and Support In addition to funding, each site will receive training and support that includes 1. Kick-off training for YA4-H

teams and community partners.

The training team consists of Mary Arnold (Youth development specialist, OSU); Leslie Richards (Community-based participatory research and poverty specialist, OSU); and Sue Dominques (Expert in the construction and maintenance of community gardens).

2. Two additional site visits from training team for consultation during the first year.

3. One site visit each of the two following years.

4. Consultation via e-mail and phone for youth and adults at each site.

Project Expectations 1. Creation of a youth-developed and led organic garden a. Year one, because of funding timeline, the garden can be limited in scope and size; b. By year two gardens must be to full scale; c. Recommended garden size of at least 2,400SF; larger if more than 5 youth participate 2. Development of micro-enterprise plan with youth to market and sell produce grown in the garden.

3. Recruit youth and adult part-

ners for the project.

4. Develop strong partnerships and ties with community members and organizations to support sustainability of the garden.

5. Participate in initial training session and host a summer and fall site visit. Location and date of training to be determined based on trainer and site schedules.

6. Conduct regular meetings with youth and adult partners.

7. Assume overall responsibility for program success.

8. Participate in the design, data collection, analysis and presentation of findings for the Community Based Participatory Research (CBPR) part of the project (in collaboration with OSU team).

9. Complete and submit annual report of project.

Something new they have added to their website is Mastery of Aging Well, developed in partnership with the American Association of Retired Persons, educates participants on healthy aging.

United Way is here to Serve YOU To the Editor: Going on my 8th year as executive director for United Way of Umatilla & Morrow Counties, I’d say the questions most frequently asked of me are: 1. Why does United Way exist?

2. Why shouldn’t I just write a check to my favorite charity?

3. How much does United Way spend on administration?

4. What if my favorite charity isn’t in the United Way brochure?

5. What if my employees can’t afford to donate?

6. Is my donation tax deductible?

If so many people are wondering those things, maybe you are, too. Perhaps that’s why you, or your business/workplace, don’t participate in the United Way Campaign each year. Here are the answers to those questions: 1.

It’s not about raising money for United Way. United Way’s sole purpose is to raise money for local health & human service nonprofit organizations.

Once a year, on behalf of all our nonprofits, we ask you to donate.

This enables them to put their efforts into providing services instead of fundraising.

2.

You can certainly write a check to your favorite charity.

However, it can be advantageous to give to them through United Way if your employer allows you to use the Payroll Deduction Plan. a. Having five, ten or twenty dollars deducted from each paycheck is a convenient way to give, and most people are able to give more when they can do it a bit at a time. b.

In addition, many employers will match employee giving – some match dollar for dollar, some match a percentage of the employee giving, so the more the employees give, the more the employer gives, and the more local programs and services benefit!

United Way spent 9.5% on administration for the 2012-13 fiscal year. We are able to keep our overhead low with minimal staffing and the generosity of St. Anthony Hospital, which has donated our office space and utilities for

over 20 years.

You can donate to ANY charitable organization through the United Way. Our brochure lists only the organizations that applied for, and received, funding from the previous campaign. Last year there were an additional 54 programs that received funds because people specified that’s where they wanted their donation to go. Although United Way’s purpose is to support locally, we will honor your wishes if you choose an organization outside of our two county area.

I learned early on that the people who give are often people who have either been helped by a nonprofit, or they know someone who has been helped, and have a desire to ‘give back’. We receive many, many small donations, but together they add up enough to make a real difference in the lives of others! It is not for us to judge whether our employees have the desire, or the ability, to give. It is for us to at least offer them the opportunity to give.

Your donation to United Way is tax deductible and will be acknowledged with a thank you note that will also serve as your receipt.

I hope this gives you a better understanding of United Way’s purpose so when we ask for your support in getting giving campaigns into more workplaces, we do not ask for United Way, but for the many kids, families, and individuals who are sheltered, counseled, fed, comforted & assisted in crisis, taught or mentored through United Way funded programs.

Owls and other wildlife dying from rodent bait SALEM, Ore.— Oregon Department of Fish and Wildlife veterinarians advise home and land owners that poison baits used to control mice and rats can sicken or kill owls, hawks, foxes, bobcats and other species. To protect wildlife, people should carefully follow product directions and explore other options for rodent control.

According to Julia Burco, ODFW Assistant Wildlife Veterinarian, wildlife deaths are generally the result of secondary poisoning from anticoagulant rodenticides used in the baits. Birds and other wildlife eat dead or dying rodents that have consumed the poison and, as a result, they are poisoned. Some wildlife will also eat the bait directly, as will pets.

Anticoagulant rodenticides are used both indoors and outdoors, in urban and rural settings. They are usually formulated into pellets, blocks or bars and can be brightly colored.

“In Oregon, we have documented cases of raptors and bobcats that have died from anticoagulant rodenticides,” said Burco.

“Most recently, a great horned owl found in the Willamette Valley with significant bruising under the skin

was confirmed to have died from anticoagulant rodenticide poisoning.”

Owls are especially vulnerable as their diet consists largely of rodents. Ironically, they are expert natural rodent control agents. It is estimated that a barn owl can consume a third of its body weight per night—that is about six voles or rodents a night.

While the Environment Protection Agency is working to ensure safer pesticide products to control rodents and reduce risks to children, pets and wildlife, one of the best things people can do is to prevent potential rodent problems in the first place. · Block entry by mice, rats and squirrels into your home, basement or building by sealing holes. · Reduce potential food sources and nesting areas in and near buildings, including seeds around bird feeders. · Use mechanical rat and mouse traps for rodent control—this is the most humane method. · Employ a licensed wildlife control operator or licensed pesticide applicator. · If you must use rodenticide baits, use them according to manu-

facturer label directions and current EPA safety standards.
